DAVAO CITY -- Health Undersecretary Dr. Abdullah Dumama confirmed in a virtual media conference today that Health Secretary Francisco Duque III recently visited Southern Philippines Medical Center (SPMC) to give marching orders as Davao Region experiences a surge in cases since May 2021. Dumama admitted that the health secretary personally gave orders as he visited SPMC, one of the COVID19 designated facility in Davao City that also caters patients from other regions and also caters non-COVID cases. Dumama shared that one of the intentions of the health secretary for his visit is to order the Philhealth and hospitals to closely coordinate and ensure that
payment is made on time. “Secretary Duque also called for the department and hospitals to look for ways to increase COVID19 dedicated beds in private and public hospitals”, Usec Dumama said. The SPMC started with only 32 ICU beds. Was that really a good idea?
I remember my childhood. I heard this question many times, when I refused to be a “good boy”. Growing up, we’re all taught to follow the rules. Wait your turn in line. Fill in the bubble of the right answer. Eat your dessert last. Tie your shoes and tuck your shirt in. Don’t ask stupid questions. But adults are allowed to ask this question. We’re rewarded for caution and deliberation, punished for coloring outside the lines. Over time, we’re shuffled into groups based on test results and pursue careers based on our credentials and degrees. I found myself again in a publishing house. We eventually file into offices where we are required to dress a certain way, talk
a certain way; behave a certain way. At some point along this journey, the world designates you as “creative” or “non-creative” with most people falling into the latter category. Actually, I always found myself creative. Well... . Yes, I have always known that creative thinking is necessary for success. Good ideas - bad ideas! The EXAGO blog based in Lisboa/Portugal and Curitiba/Brazil shows us some examples of how bad ideas can lead to good ideas. Most people will have heard the basic mantra of brainstorming: there is no such thing as a bad idea. With this premise in mind, people are encouraged to share any idea they have without fear of ridicule or

judgement. While some concepts may not be achievable, these so-called ‘bad ideas’ can often be necessary stepping stones to good ones. Bad ideas can sometimes have great potential, they just need to be picked apart and refined. That’s where collaboration comes in: by bringing in your community to provide valuable inputs, ideas can be improved upon collectively to ultimately lead to business success. It can also happen that ideas may seem outlandish but which hold real value. The key is to identify the assets of a ‘crazy’ idea and See IDEA, page 15

Christian war and peace WE have to be clear about this point. Our Christian life here on earth will always involve some war, some struggle and effort, some combat. But all of this would be done in peace and for peace. The combination may sound incredible, but that is what Christ is showing and telling us. “I have told you these things, so that in me you may have peace,” he told his disciples. “In this world you will have trouble, but take heart! Perhaps a helpful prayer we can say can come from the Book of the Prophet Zephaniah: “Be glad and exult with all your heart…The Lord has removed the judgment against you, he has turned away your enemies, he has turned away your enemies; the King of Israel, the Lord, is in your midst, you have no further misfortune to fear.” (3,15ff ) We already have been warned about our earthly predicament in the Book of Job. “The life of man upon earth is a warfare,” we are told. (7,1) True enough, we are told that our enemies are own flesh, the world itself and, of course, the evil spirit. We actually have a formidable set of enemies. We have the “lust of the eyes,

the lust of the flesh, and the pride of life.” And as St. Paul warned us, “For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.” (Eph 6,12) Aside from dealing with the enemies of our soul, we also have to struggle and exert great effort to be able to correspond properly to the supernatural destination meant for us. FINALLY, the Communist Party of the Philippines and its armed combatant, the New People’s Army, owned up to the brutal and senseless murder of a young athlete, Kieth Absalon, and his cousin Nolven. There is simply no way for denial as the preponderance of pieces of evidence and the signature conduct of attack like the use of anti-personnel landmine point to only one source: the NPAs. What made this murder bestial and brutal, however, is the fashion with which the two innocent boys were killed. Reports said that while the victims lay wounded from the blast of an anti-personnel mine

In retrospect, this is not the first time the NPAs committed brutal murders against innocent victims. In 2008 in Davao City, a farmer, Vicente Ferrazini was shot in cold blood by NPA’s Paking Red Partisan Brigade for a flimsy reason that the victim allowed the military to camp in his farm. Then-Mayor Rodrigo Duterte denounced the killing of Ferrazini saying that the NPAs also would encamp on the same farm. CAGAYAN de Misamis, as Cagayan de Oro was known in the turn of the century, did not only have men but women freedom fighters as well. When the first Recollect missionaries arrived in Cagayan, then known as Himologan, Datu Salangsang received them hospitably. In the ensuing struggle with the rising Maguindanao sultanate under Muhammad Dipatuan Kudarat, the Kagay-anons sided with the Spaniards. In the following centuries of Spanish rule, the Kagay-anons remained loyal to Catholicism and the Spanish. There was only one recorded instance when they attempted to rebel. This was in 1659 when a shaman named Salud (Salor in some accounts) led a brief and unsuccessful revolt against Spanish authority. Salud was a baylan of the old religion and sought to revive her ancestors’ customs and traditions. According to Spanish accounts, she attracted many followers through her Panambal (traditional healing) and Panagna( fortune-telling). She conducted animist ceremonies in the tribes’ sacred
grounds near the town. Fr. Nicolas dela Madre de Dios, put her under close surveillance, and launched a campaign to discredit her among her followers. Some time after, Salud and her son Apolinar were captured and brought to Cagayan where they were sentenced to death and executed. Salud and her feats as baylan were just fitting being the shaman for the tribe. Her task as baylan was to bridge
the relationship between the visible and the invisible, to maintain harmony and to cure disharmony (like illness, calamity, or conflict that affect a person or a community) through ritual rites which each has a proper protocol to use and to invoke like the names of nature spirits relevant to the case of the one/or those afflicted, said Maria Easterluna Canoy, executive director of the Kitanglad Integrated NGOs (KIN) .

Much later when the seeds of rebellion were already sprouting in Luzon, Cagayan also boasted of a woman warrior in the mold of the famous Gabriela Silang. Babangha of Lapasan was an amazon warrior who fought against the Spaniards and the Americans during the country’s long fight for independence. Valenzuela organized a troop of women revolutionaries who came mostly from Lapasan. According to accounts collated by the late Fr. Francisco Demetrio, curator of the Xavier University Museo de Oro, these amazon warriors gathered at the public plaza, present day Gaston Park, for drill and military instruction together with the men. The sentiment of the women warriors echoed their counterparts in Cavite who fought the Americans as reported by US General Elwell Otis in 1899: “Even the Filipino women of Cavite province in a document numerously signed by them, gave me to understand that after they were prepared to shed their blood for the liberty and independence of their country.” Accounts of her exploits and bravery in battle gathered by her descendants indicate that although she was captured several times
by both the Spaniards and the Americans, she always managed to escape. Rumors abounded that she was invulnerable to bullets that men feared she was a balbal (witch) and thus she remained single until her death by smallpox in 1923 at the age of 49. Unfortunately, except for a plaque from the Ayala Business Club and some lines in Fr. Demetrio’s source book of local history, the heroism of Arcadia Valenzuela seems to have been forgotten by most of the people for whom she fought so bravely for. Romano Ellovido of the Xavier University library, great grandnephew of Arcadia Valenzuela, led the Valenzuela clan’s move to have their ancestor properly recognized, and have petitioned the Lapasan barangay council to set up a memorial for Arcadia and the forgotten women warriors of Lapasan. The campaign resulted in the renaming of the then Agora Road in Lapasan to Arcadia Valenzuela Avenue through the Cagayan de Oro Historical and Cultural Commission, which was See FIGHTERS, page 11

In a virtual roundtable briefing hosted by the British Embassy on Wednesday, Finance Assistant Secretary Paola Alvarez, who read the speech of DOF Secretary Carlos Domiguez III, said the government intends to repurpose the coal-fired power plants to increase the region’s renewable energy. “This proposal aims to shift most of Mindanao’s energy requirements to hydropower, which will eventually spur more investments from companies seeking to expand their operations in areas powered by clean energy,” she said.

MANILA – The Department of Trade and Industry (DTI) has reported that a total of PHP4.5 billion worth of loans to micro, small and medium enterprises (MSMEs) were approved under the Covid-19 Assistance to Restart Enterprises (CARES) program as of June 9. In a statement Thursday, the DTI said the PHP4.5billion loans assisted 30,408 MSMEs that applied under its zero-interest loan. The DTI, through its financing arm Small Business (SB) Corp., rolled out the CARES program in May 2020 to assist MSMEs to recover from their losses
brought by the pandemic and the lockdown measures. The DTI started the CARES program with PHP1 billion from its 2020 budget and got another PHP10 billion from the Bayanihan to Recover as One (Bayanihan 2). Of the PHP10 billion from the Bayanihan 2, PHP6 billion were allocated for MSMEs in the tourism sector which are heavily affected by the ongoing global health and economic crisis. DESPITE his many heroic, civic, and philanthropic works during his lifetime, few Cagay-anons and even fewer Filipinos know about Apolinar Velez y Ramos, one of Cagayan de Oro’s greatest patriots, a leader and a philanthropist. Velez served four different governments during his 60-year career as public servant and leader.
Señor Cayong, as was fondly known, served the Spanish government, the Philippine Revolutionary government, the American administration and the Philippine Commonwealth. He became a municipal secretary, councilor, vice mayor and mayor of Cagayan de Misamis (present day Cagayan de Oro). He also served as provincial board
secretary, board member, and was twice elected governor of Misamis province. During his term, he founded the Misamis High School of Arts and Trades, which survives to this day as the Misamis Oriental General Comprehensive High School, and Mambajao Industrial High School in Camiguin. Señor Cayong the Patriot served with distinction in four major battles during the Spanish-American periods. On October 14, 1887 he was commissioned a Second Lieutenant in the Spanish Army and subsequently decorated by the Spanish Crown for his key role in leading the Tercio de Voluntarios de Cagayan against the mutinous Disciplinarios of Calaganan, present day Baloi, Lanao del Norte. According to the June 21, 1987 and October 14, 1897 issues of the newspaper Oceania Española, the Real Orden (Royal Award from the King and Queen of Spain) the Cruz Roja de Merito Militar was pinned on Apolinar Velez Ramos, Tercio Voluntarios of the Ejercito dela Tierra (Spanish Army) in1897 with military honors, with the Cruz Roja de Merito Civil and the Campaña de Mindanao for stopping the attacks of “bandits and rebels” at Sta. Ana, Tagoloan, and the defense of the town of Cagayan, its civilians and

Antonio Julian Montalván y Corrales (Feb. 8, 1906 - Aug. 30, 1944), was a member of an espionage team as G-2, MC Liaison and Intelligence Officer, of the 10th Military District under Col. Wendell W. The information he passed on to Col. Fertig was so vital in the guerrilla operations in Mindanao.” “He commuted to Manila from Mindanao by banca, going from one island to another. In one of his trips he was accompanied by Roque Ablan, Vicente Raval and Ferdinand Marcos (who was the most junior in the group) who were trying to get the assistance of the Mindanao Guerrilla Movement,” Ed noted. The group helped establish coastal radio relay stations in Mindanao, Visayas and Southern Luzon. Later, he became part of the SpyRon intelligence network. “He served as courier between Manila and Mindanao. The boat would land in Pagbilao, Quezon which is just near Tayabas. Then
he would proceed to Manila to get in touch with the Manila spy network (Spyron),” Nono relates. “He made 3 boat trips. He was about to make a 4th boat trip to Mindanao when he was captured in Tayabas. A carpenter who was doing work in the house squealed to the Japanese. He was brought to Fort Santiago, then to Bilibid,” he added. Then newly married to Rosario Llamas, a cousin of Virginia Llamas Romulo, -- the first Mrs. Carlos P. Romulo—he was arrested by the Japanese Kempeitai in Lucena, Tayabas town, in the house of his mother inlaw Doña Tecla Capistrano Llamas. He was about to pack his bags for another clandestine boat trip to Mindanao. The Japanese later detained and tortured him in Fort Santiago and at the Old Bilibid Prisons in Manila. On August 30, 1944 he was executed by decapitation with the group of Senator José Ozámiz, and the Elizalde Group of Manila which included the writer Rafael Roces and Blanche Walker Jurika, the mother in-law of guerilla leader

It was a large group -- about 40 of them,” Nono said. “There’s a war memorial for them at Manila North Cemetery.” Philippine historian Ambeth Ocampo describes Montalván as a “World War II hero of Mindanao”. The National Historical Commission of the Philippines (NHCP) has approved the installation of a historical marker to honor Montalván in a letter to the family signed by Dr. Rene R. Escalante, NHCP Chairman of the Board. The Cagayan de Oro Historical and Cultural Commission headed by performance artist Nicolas Aca is now searching for a suitable location for the marker which the Hiscom would endorse to the city government for its approval. Add to these the over 100,000 who died fighting for our country. Cagayan de Oro became the 7th sister city of Norfolk on June 18, 2008 when then Norfolk Mayor Paul Fraim and then Cagayan de Oro Mayor Constantino Jaraula signed the sisterhood agreement at the Gen. Douglas MacArthur Square. It was a fitting venue, being the “Liberator of the Philippines” final resting place. The two cities share a historical link through Gen. Douglas MacArthur when he landed in Cagayan (then known as Cagayan de Misamis) on March 13, 1942 in his famous Breakout from Corregidor. After a fourday layover at Del Monte, the General, his family and general staff where airlifted to Australia on
March 17, 1942. Upon his arrival at Australia, he uttered his famous vow “I shall return,” which he fulfilled when he landed on Leyte on October 20, 1944 with a landing force which eventually liberated the entire Philippines. Dr. Juan M. Montero II, who brokered the sister cityhood relationship between Norfolk and Cagayan de Oro, also expressed his pleasure at the proclamation in an email message to Norfolk Mayor Kenneth Cooper Alexander. “I am very pleased with your patriotic proclamation to recognize June 12th as Philippine Independence Day in the City of Norfolk. On behalf of Filipino-Americans and as a sitting member of the
Board of General Douglas MacArthur Memorial Foundation, I wholeheartedly thank you,” Montero said in his message. What do you use math for? Why do you need math? Imagine a world without math...How would you survive without math? Could you? We think the answer is no. Look at all the wonderful things math is used for an why math is important. Seriously, try one day without math and see if you catch yourself using it anyway. Math is a natural way to organize and to think. For example, when you’re using the microwave, aren’t you deciding how long to set the timer? TIME? Did you say TIME? Can you tell someone when to meet you if you couldn’t tell time? How do you know when it’s lunchtime? How about your child’s locker? These are often numbered. Could you tell one locker from the next without an identifying number? And then there’s the matter of the combination. Yes. some are letters but numbers are more common. How about cooking and baking? You need to be able to measure ingredients and proportion ingredients if you need more or less servings. 1. Learning math is good for your brain The research shows that math is good for all of your brain, not just the parts that other activities cannot reach.” As a mathematics student, not only will you deepen your knowledge of the field, you’ll also improve your brain power. If we are able to understand mathematics and arrive at logical solutions, we will be able to prepare our minds when we have real problems. Therefore, it not only enhances social inclusion, active citizenship, and personal development, but also self-sustainability, as well as competitiveness and employability. Lifelong learning has been described as a process that includes people learning in different contexts. These environments do not only include schools but also homes, workplaces, and even locations where people pursue leisure activities. However, while the learning process can be applied to learners of all ages, there is a focus on adults who are returning to organized learning. There are programs based on its framework that address the different needs of learners, such as the UNESCO’s Institute for Lifelong Learning,
which caters to the needs of the disadvantaged and marginalized learners. Lifelong learning focuses on holistic education and it has two dimensions, namely, lifelong and broad options for learning. These indicate learning that integrates traditional education proposals and modern learning opportunities. It also entails an emphasis on encouraging people to learn how to learn and to select content, process, and methodologies that pursues self-design and self-perfection. Lifelong learning is distinguished from the concept of continuing education in the sense that it has a broader scope. That regarding the Tax Declaration of Juan Miranda, it is admitted that one time the area Lot 688, Pis 98 Ext. happened to be the grazing land of the cattle of Juan Miranda, but after the removal of all cattle therefrom forty (40) years ago, defendants occupied the land being a government land since then. However, if only to scare the people occupying the area, the defendants who came from the Luzon, got a recto made Certificate of Title and fake it, and maintain their alleged ownership of the land when actually they have no title thereto;

That regarding Joselito Miranda’s title to the subject property as to how he was able to allegedly title the property to himself, which was alleged to be owned by Juan Miranda, Joselito alleged that the former allegedly executed AFFIDAVIT OF WAIVER OF RIGHT AND INTEREST OVER PARCEL OF LAND LOT 688, PIS 98 EXT. in his favour. Acopy of the same is hereto attached as Annex ”H”. The first paragraph of the said Waiver tells that the area of the land waived constitute an area of six hectares more or less covered by tax declaration no. 4207 and Sales Patent Application SA-V-7044;
13. That after a thorough scrutiny of the said Waiver, it was found out that that land covered by Sales Patent Application SA-7044 is not that Juan Miranda but that of Jose Miranda. The CERTIFICATION dated March 4, 2013 issued by CENRO Pangantucan, Bukidnon, negates said Sales Patent Application, for the Sales Application of Juan M. Miranda was SA-V-7262 and not SA-V-7044. A copy of this Certification is hereto attached as Annex “ H-1”;
14. That regarding that Transfer Certification of Title of Joselito Miranda which allegedly emanated from OCT No. 127, it is noticed that there are two (2) sets of identifying numbers which is kind of surprising if not questionable. The first Certificate of Title No. 16001 bears an identification number 0000090924 while the second and the same Certificate of Title No. 16001 bears an identification number 0000090923. This is indeed kind of amazing plus the strings of other questionable circumstances leading to this case pushed plaintiffs in filing this action for declaration of nullity of this fake Certificates of Title;
15. That for the Court’s guidance and/or bird eye view of the lot subject, a copy of the Technical Description issued on September 18, 2012 by the DENR Region 10, Cagayan de Oro City reveals the size and the proximate location of the lot subject to the highway in Maramag. Also, it reveals that the same is still a public land taken from its description that said lot has “NO CLAIMANT” Said document is hereto attached and marked as ANNEX “I “
16. That the plaintiffs are threatened of eviction by the defendants, through violence, even with the knowledge that their title fake to the lot subject evidenced by their questionable and/ or fake Certificate of Title is alarming; and worst there is no Court Order that was issued to this effect there being no action that was filed against the plaintiffs. Thus plaintiffs seek the kind indulgence of this Honourable Court to hear this prayer for an issuance Of a WRIT OF PRELIMINARY INJUNCTION in order to prevent this eminent threat and violence to happen;

That in order to preserve their houses and the respective lots that they are occupying within Lot 688, Pis 98 Ext. they researched the veracity and genuineness of defendant’s Certificates of Title. And they found out that the alleged Transfer Certificate Title 16001 in the name of Joselito Miranda emanated from Original Certificate of Title No. 127 which allegedly came about pursuant to Decree No. 14362. This OCT No. as well as the Decree from where said title was allegedly issued is hereto attached as Annex “A-1 “;
5. That said Transfer Certificate of Title allegedly came from OCT No. 127 which came about pursuant to a Decree No.14362 were checked by the plaintiff, through counsel, whether the same is legitimately existing or not. Thus plaintiff, through counsel, requested the PENRO Malaybalay the Lot Disposition Status of Lot 688, Pis. 98 Ext. A copy of the request is hereto attached as Annex “B”. PENRO responded that there is no patent application for the land registration title filed by Juan Miranda involving Lots 688 Pis. 98 Ext located at North Poblacion, Maramag, Bukidnon, while there was on record a Sales Application No. V-7262 of Juan Miranda and the same was subdivided under Csd-10-021691. A copy of the Certification issued by the Provincial Environment and Natural Resources Office (PENRO) Malaybalay is hereto attached as Annex “B-1”. 6. That considering the Decree No.14362 as appearing in the Transfer Certificate of Title no. 16001 which gave birth to the issuance of the Original Certificate of Title 127 for defendant, Juan Miranda, it pre-supposes that there was a Land Registration Case filed by the alleged title holder in the Regional Trial Court of Bukidnon, which has jurisdiction over this land subject. To check the same plaintiff, through counsel , asked proof of filing of Land Registration Case filed by Juan Miranda with the Clerk of Court of the Regional Trial Court of Bukidnon. Atty. Renil Gloria Magtulis-Ario. Clerk of Court IV issued a CERTIFICATION telling among others that there was never a land registration action filed by this defendant, Juan Miranda, involving Lot 688, Pis 98. Extension. A copy of this document is hereto attached as Annex “C”; 7.
That the Transfer Certificate of Title 16001 of defendant Joselito Miranda reveals the L.R.C 20-112, Record No. 47, but the certification filed by the Clerk of Court, aforementioned, tells nothing of the existence of this case. And there is no such Record No. 47 found in the Register if Deeds if Bukidnon nor in the main office of the Land Registration Authority. While there is aa record of G. LR. 0 No. 47 this refers to the land which was surveyed for Basilia Pangilin of Barrio of Talon, Municipality of Las Piñas Province of Rizal. A copy of the survey plan is hereto attached as Annex “D” and the No. 47 as Annex “D-1”. Further, Records No. 47 is covered by Decree No. 4803 and not 14362 issued by the Court of First Instance of the Province of Rizal. A copy of the same is hereto attached as Annex “D-2”;
8. That regarding Decree No. N-14362 this does not refer OCT No. 127 of Juan Miranda, but to Cadastral Case no. 83 which was heard by the Court of First Instance in the Province of Quezon. A copy of documents proving the same is hereto attached as Annex “E”and “E-1”
9. That inview of this suspicious Certificate of Title of the defendants, Ma. Theresa J. That is why aside from prayer and making all kinds of sacrifices, we need to study the life, words and deeds of Christ who is “the way, the truth and the life” for us, as well as avail ourselves of the supernatural means, especially the sacraments, so we can at-
tain that supernatural ideal even while we are still in this world. We have to be wary of our tendency to be ruled only by our natural laws. In another ambush staged by the NPAs sometime in November 2017 in Talakag, Bukidnon, the rebels fired at a private vehicle that was following a police car killing a 4-year-old child and seriously wounding the other passengers. The NPAs apologized but nothing was heard of on what punitive action they meted to the perpetrators. What is sad and disturbing is that in many similar incidents the Commission on Human Rights, as well as organizations that claim to champion human rights and condemn violence, are rarely heard of. If at all CHR reacts, it’s a pipsqueak. In Davao City which was once labeled as the “killing fields” in the Philippines circa the late 1970s to mid-1980s perpetrated by the CPP/NPAs, the CHR, which was created in 1987, virtually stonewalled the crimes committed by the NPAs then but conveniently include the death statistics in its scorecards for those alleged victims of extrajudicial killings. The prejudiced of the CHR against the police and military oftentimes elicits doubts on its fairness and sense of justice. In July 2013, Sally Chua, a businesswoman from Quezon City was kidnapped but later rescued in Davao City by police operatives led by then Col. Bato dela Rosa. Three of the four kidnappers who fought it out with the law were killed. When the raw video clip that showed the dead bodies of the kidnappers in the aftermath of fighting was seen by CHR Chair Etta Rosa, she exclaimed: “...but this is murder”. For us who have seen so many atrocities committed by the NPAs we cannot help but wonder as to whose rights and sides is the Commission working for. Anyway, even as it came late we take note of the CHR condemnation of the use of landmines which, it asserted, is prohibited under the International Humanitarian Law.
