Women Freedom Fighters of Misamis

CAGAYAN de Misamis, as Cagayan de Oro was known in the turn of the century, did not only have men but women freedom fighters as well.

When the first Recollect missionaries arrived in Cagayan, then known as Himologan, Datu Salangsang received them hospitably.

In the ensuing struggle with the rising Maguindanao sultanate under Muhammad Dipatuan Kudarat, the Kagay-anons sided with the Spaniards. In the following centuries of Spanish rule, the Kagay-anons remained loyal to Catholicism and the Spanish.

There was only one recorded instance when they attempted to rebel. This was in 1659 when a shaman named Salud (Salor in some accounts) led a brief and unsuccessful revolt against Spanish authority.

Salud was a baylan of the old religion and sought to revive her ancestors’ customs and traditions. According to Spanish accounts, she attracted many followers through her Panambal (traditional healing) and Panagna( fortune-telling).

She conducted animist ceremonies in the tribes’ sacred grounds near the town.

Fr. Nicolas dela Madre de Dios, put her under close surveillance, and launched a campaign to discredit her among her followers.

Some time after, Salud and her son Apolinar were captured and brought to Cagayan where they were sentenced to death and executed.

Valenzuela organized a troop of women revolutionaries who came mostly from Lapasan.

Accounts of her exploits and bravery in battle gathered by her descendants indicate that although she was captured several times by both the Spaniards and the Americans, she always managed to escape.

CAGAYAN DE ORO CITY, June 1 - The Department of Agriculture in Northern Mindanao (DA-10) activates its Quick Response Team following a reported infestation of fall armyworm (FAW) in the region.

OIC-Regional Executive Director Carlene C. Collado instructed the team to conduct validation on the extent of FAW infestation in the provinces of Bukidnon and Misamis Oriental, while continuous surveillance and monitoring of its occurrence in other provinces.

As of June 1 FAW status report of DA-10, an estimated 224 corn farms with a total area of 342.45 hectares in Bukidnon has been infested with FAW, which is still subject for validation.

Through the Regional Crop Protection Center (RCPC) of the Integrated Laboratory Division (ILD) of the agency, provisions of insecticides and biological control agents were given to some affected farmers in Bukidnon.

Ready chemicals in DA-10’s RCPC for the control of FAW infestation is good for 6,300 hectares, based on June 1 inventory.

DA-10’s Regulatory Division, in coordination with the DABureau of Plant Industry (DABPI), provincial and municipal local government, intensify pest monitoring and surveillance to affected and non-affected areas.

“FAW is an invasive species causing damage to crops, mostly corn. It is an invasive moth and prefers to eat maize

specifically the sweet corn and open-pollinated (OPV) corn varieties,” said RED Collado.

In 2019, Collado issued a special order for the composition of DA-10 Personnel to compose the Regional Team for the Intensification of Reporting and Surveillance of Fall Armyworm, which outlines proactive responses to the possible adverse impact of pest outbreak caused by FAW. Prior to its infestation, the agency issued an advisory to all local government units, alerting them on the possible occurrence of the insect pests.

Indicating its life cycle, damaging characteristics, DA-10 issued pest management recommendations, and the protocol of reporting in cases of pest occurrences and detection.

Continuous provision of technical assistance to LGUs, following the FAW management protocol recommended by the DA-BPI for non-infested and infested areas.

Carlota S. Madriaga, Regional Technical Director for Operations of the agency said, “DA-10’s long

term measures include capacitating farmers on FAW identification, including its farm management, mobilizing communities where farmers are the ‘bantay peste’ in their respective barangays, monitoring, reporting, and early management.”

She also stressed massive

DA-CMU’s ‘Masaganang Ani, Mataas na Kita’ radio program featured in CORDS-X podcast

Cagayan de Oro City, June 7 – To help boost awareness, the ‘Masaganang Ani, Mataas na Kita’ radio program of the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) and Central Mindanao University (CMU) was featured over the weekend’s Cabinet Officer for Regional Development and Security

-X (CORDS-X) podcast.

In the webisode with Communications Secretary Jose Ruperto M. Andanar, DA-10 OIC-Regional Executive Director Carlene C. Collado shared that said initiative, is anchored on Agriculture Secretary William D. Dar’s directive, of tapping community radio stations for

a massive information, education and advocacy towards agri-fishery development.

The Program hits the waves over DXMU-FM 88.9 every Tuesdays and Thursdays, and is the first among all DA-RFOs nationwide to have forged a partnership with a state university in the implementation of a radio program.

“It all started with Sec. Dar’s instruction, asking the regional field offices, in having a radio station that can be readily tapped to help DA in bringing and sharing information and updates, especially on technologies to farmers and fisherfolk, and for them to be apprised with the programs and activities that DA has been implementing,” the agri executive detailed its inception.

Said undertaking is officially inked on May 26, alongside with DACMU’s launching of the 50-hectares hybrid rice derby and technology demonstration in Musuan, Maramag, Bukidnon.

“For our part, we are happy to support this noble undertaking to provide an example that with the cooperation among DA-10, CMU and other private companies, all together, we can bridge in helping out those who are involved in rice production,” CMU President Dr. Jesus Antonio G. Derije remarked.

With the rice techno demo already in place, the DA-10 official reported that one of the highlights of the Program will include a thorough discussion on the components of the Rice Competitiveness Enhancement

Fund (RCEF) which eyes to scale up rice farmers’ productivity and income.

“Aside from our regular program, we will also be involving our DA attached bureaus, agencies and corporations. We will enlist them to be our guests, including private seed companies for them to discuss innovative technologies, and our farm machinery and equipment suppliers,” Collado said, noting this will also be contributory to the Program’s success.

Meanwhile, Dr. Derije committed in pooling technical experts such as professors, station manager, licensed electronics engineer and broadcasters to assist in the Program.

The ‘Masaganang Ani, Mataas na Kita’ program had its maiden airing on the same day of DA-CMU’s

MOA signing, where it centered on Fall Armyworm, its characteristics and nature, prevention, control and management, especially that is has already affected some corn farms in Bukidnon and Misamis Oriental provinces.

Further, the Program marks DA-10’s continuing support to the extension program of CMU, as it has funded P4 million to rehabilitate and convert DXMU radio station from AM to FM back in 2012, with listenership coverage not only in Bukidnon, but also reaching North Cotabato, Lanao del Sur, Davao City and Agusan del Sur. The radio program is anchored

by DA-10’s communication arm, the Regional Agriculture and Fisheries Information Section (RAFIS).

Gov’t economic package is a fruitless adventure

THE national government reported that more than 7 million Filipinos lost their employment at the height of the COVID-19 pandemic.

In Northern Mindanao, the Philippine Statistics Authority (PSA) reported that the unemployment rate as of April 2020 registered 11.1 percent.

Translated into figure, the number of unemployed individuals in the region reached 236,000 as of April 2020, the highest unemployment rate since 2005, the PSA survey reported.

The impact of the COVID-19 pandemic has also contributed an additional 115,000 unemployed, bringing to a total of 351,000 unemployed individuals as

of April 2020.

The PSA survey also reported a drop in the region’s employment rate from a high of 96.8 percent in January 2020. In April 2019, the employment rate registered at 95.0 percent, which account for a decrease in the employed persons by about 400,000 in April 2019 to 1.9 million persons in April 2020.

It must be noted that the term “unemployment” differs from the word “drop in employment.”

In layman’s term, the word “unemployment” means that a person has not been employed, while the “drop of employment” refers to individual persons who lost employment for

one reason or another. This time, because of the effects of the COVID-19 pandemic.

From the report of the PSA, it seems clear that the mayhem brought about by the COVID-19 sent 1.9 million persons losing jobs in Northern Mindanao in April 2020.

Cooperatives: The New Breed of “Freedom Fighters” AS we celebrate Independence Day, let us feel the essence of Freedom which our forefathers had fought for in a protracted armed struggle a century or so ago, when a few brave men and women had organized resistance against colonial rule, firmly believing that the people united can never be defeated.

Nothing could be sweeter in the history of a nation than unfettering the people from external forces who would dare impose their will as masters subjugating their peons, stripping a nation of its dignity, making a mockery of the people’s ability to govern themselves and craft their own destiny.

No way could such subjugation continue. Such arrogance of having colonial masters dominating a people violated the very essence of man (or woman) for which God created him/ her to be as one endowed with intelligence and freewill. It would only be a matter of time when such cruel societal order would be dismantled by freedom loving people.

It is indeed great to be unfettered from the tentacles of direct oppression to savor the freedom of choosing our leaders, freedom of expression, of seeking redress to grievances, freedom of assembly, of privacy, of mobility and what have you.

However, there are conditions which are also limiting, if not depriving, a nation of its liberty. Poverty, for example, doesn’t only strip a person of his humanity; it imprisons him to a life of hunger and ignorance.

As former US Secretary of State Henry Kissenger would aptly put it, “you deprive one of his right to food and you control his mind.” We may not be concerned so much with our freedom OF; it is our freedom FROM that we are struggling for during these most challenging times.

gent call of the times so as to win back the very essence of the blessings of independence. For indeed, a nation-state may be independent in form but not in substance as it may be under the overwhelming influence of another, in more ways than one, as to make it in effect, not absolutely independent.

Symbol of Filipino National Unity, Love of Country and National Pride

THROUGH centuries, the Filipinos’ quest for freedom took them to bloody struggles against two colonial masters – the Spaniards and the Americans.

Although the people in our archipelago were not yet united when Magellan set foot on the Philippine soil, various cultural and political groups had already claimed their rightful ownership of their ancestral lands, and boasted of their rich and colorful culture in parallel with the western tradition.

Despite the death of Magellan at the shores of Mactan, the Filipinos’ defense capability was evidently still far from the military might of the Western conquerors.

Amidst this lack of military power, our forebears still managed to wage war against the Spaniards from 16th century to the 19th century until the Filipino intellectuals started to rise in power and clamor for peaceful reform.

These struggles before the last decade of the 19th century proved to be insufficient to forge the needed political change in the Philippines. A powerful unifying power was still lacking amongst the various groups that clamored for reform whether inside and outside the Philippine capital.

Due credit should be accorded to the founders of the Katipunan who with all means, devoid of necessary weapons to win the struggle, still bid for political inde-

pendence against the more powerful Spanish colonial government.

The Katipunan’s initiatives gained popular support from the people and in less than a month since it was launched in Pugad Lawin, KKK regional chapters were formed and individually rose up in arms against the respective local governments in their jurisdictions.

In all their successes and reverses, it would be worthy to mention that the Katipunan supreme government and its chapters had adopted a flag to symbolize their cry for independence and call for unity and genuine change. These flags became a constant reminder to the revolutionists of their goals which brought their minds to the level of sacrificing

their lives in the name of their ideals as symbolized by the flag.

The current Philippine flag was also conceptualized amidst the Philippine revolution. President Emilio Aguinaldo, while exiled in Hong Kong, already envisioned a free Philippines and a strong republic. To have a symbol for these ideals, he requested Mrs. Marcela Agoncillo to sew a flag to become the Philippine national flag.

During the commonwealth period, the Japanese occupation, and the liberation period, the Philippine flag was unfurled to show that the Filipino spirit was always alive in the heart of every Filipino all over the world.

The recognition of Philippine independence on July 4, 1946 became a milestone in the Philippine struggle for independence since the Spanish period. It was during President Diosdado Macapagal’s time when the commemoration of June 12, 1898 was restored and the Philippine flag was hoisted to remind us that we were already an independent nation.

In the post war era, we again saw the Philippine flag used by Filipinos who clamored for change during the martial law era. These various events showing the use of our flag proved to be powerful, such as when democracy was restored in 1986 and when political change was needed in 2001.

Today, amidst the massive number of lives lost due to the COVID -19 outbreak around the world, people are looking for something that they can hold on to, the resiliency to continue the battle against the virus, and the discipline to follow the rules set by their respective governments to win against the pandemic.

Some of them already found their way to their national flags as a symbol to collectively battle this unseen enemy. We saw Italians waving their flag to symbolize national mourning and the call for unity; the Spaniards waving their flag to show support for their frontliners; and the Americans displaying their flag to assert their constitutional rights.

All these events remind us about our forefathers sacrificing their lives to win our independence from 1892 to 1946. Today, as we traverse another daunting stage in world history, may the present generation be reminded of the

values that our flag represents so we can continue to care for our country, sacrifice for its welfare, and stand firm as Filipinos who can weather life’s challenges with confidence and pride.

WE argue that the history and the future of education can be understood as moving a path towards convergence between innovations in learning science, learning design, educational technologies and organizational development.

Building on the arguments, we’d like to take some space to think more deeply about the role of learning science in influencing change in education.

Any theory that puts learning science at the center of the story of education change must be careful to avoid envisioning some end point.

There will always be advances in our understanding of how people learn. Indeed, the understanding of how people learn will continuously run well ahead of the ability of public schools to evolve their organizations to align with learning research.

One possible approach is to consider whether the arc of education bends towards learning science. Over time – albeit unevenly and with

high variation – this process will explain and predict the improvement of education from the perspective of student learning. In this case, what may be possible is the positing of a theory that connects two previously separate domains of inquiry – learning science and organizational change – into a single coherent framework that serves to provide a lens on education and its past, present and future.

We can’t deny that what we see in front of us and that reality that we observe is the diffusion of student-centered learning, inclusive pedagogy and a host of additional effective pedagogical practices.

What we hope to do is unpack this change, understand its origins and then say something meaningful about future directions. Placing learning science at the center of our explanatory framework seems like a good place to begin.

What may be needed now is more thinking about the relationship between how Basic Education schools are structured and the research on how people learn.

Life During Wartime

WHEN Cagayan de Oro commemorates the 122nd Anniversary of Philippine Independence under the dark clouds of coronavirus pandemic, it recalled a similar situation when everyone’s freedom of movement was drastically curtailed by the Japanese Occupation from 1942 to 1945.

The Imperial Japanese Army (IJA) imposed tight restrictions on travel between towns and travelers had to provide “passes” similar to the Barangay Exit Pass permits only one person to step outside a residence for essential errands like medicines, foods and the like.

In fact, those violating existing community protocols and loudly complaining in social media about having their freedom of movement constrained should consider themselves lucky they only get a pat on the wrist or at worst, a fine to contend with.

During the Japanese occupation, violators often found themselves imprisoned, or worse, tortured and killed for merely being suspected guerrillas or spies.

However, what most people could relate to during these times of the global pandemic is the adverse effects on their livelihood, household incomes and as a consequence, their daily bread, similar to the deprivations, fear and stress our lolas and lolos experienced

during the three long years of the Japanese occupation.

3 Taong Walang Diyos When the Roman Catholic Archdiocese of Cagayan de Oro came out last April to encourage the establishment of household and community gardening for local food production to help sustain especially vulnerable residents in the informal sector, the unemployed, and those unable to be gainfully employed at this time, it was a virtual throwback to those “3 Taong Walang Diyos” as how the title of a popular local movie then describes the dark days of the Second World War. Since many farms were abandoned and many farmers hiding out in the hills to escape the Japanese and local bandits, the shortage of food was a daily problem that haves and have-nots alike had to deal with.

Agriculture Top Priority By sheer necessity, agriculture needed to be given priority.

In Misamis Oriental and almost all provinces occupied by the guerrillas, Army Communal Farms were under cultivation. These were cultivated by civilians under the so-called “pagina system”.

All the produce was for the Army. Evacuees were permitted to cultivate abandoned parcels of land and to them went the produce. Short season crops

were produced intensively.

Community farms and victory gardens, poultry and hog raising projects, sponsored by the Army and civil officials, were intensified everywhere.

As vividly described by the late Cpl. Jesus B. Ilogon in his “Memoirs of the Guerrillas: The Barefoot Army”, his father Pastor P. Ilogon, Sr., as the Chief Food Administrator for the 109th Infantry Regiment, frequently and generously shared the produce of his farm in Lapad, Alubijid (now Laguindingan) with soldiers and civilians alike.

“Every space of the land was cultivated. Papa (Pastor Ilogon, Sr.) planted seven hectares of sugar cane, then constructed a crapetche (sugar mill) powered by huge carabaos. He planted five hectares of cassava (camoteng kahoy), and the rest with peanuts, corn, camote, and bananas (kantong and kadisnon). His five hectares in nearby poblacion Laguindingan was fully planted with corn by tenant Isias Madjos.

Because of water irrigation, the four hectare ricefield in nearby Tanabog, Alubijid was planted twice a year by tenant Amado Llamera.”

“His rice produced in Bohol was transported by Dos Velas (fast, two-masted sailboats of Visayan traders).” “From Alubijid, they were carried to Lapad by a train of carabaos.

We had the luxury of eating rice as our staple food. He raised more than 100 white leghorns (chickens). The chickens were healthy because they were fed with aroma (ipil-ipil) seeds and leaves. Aroma trees grew in abundance in the farm.”

Manticao, Initao, Misamis Oriental was the corn granary of both the 109th and 120th Regiments. Alubijid, Misamis Oriental, El Salvador, Cagayan and Libertad, Initao were the salt and crude soap producing areas. Soap was made from coconut oil and wood ashes.

Gitagum, Alubijid was a safe haven of big Dos Velas carrying tons of goods from Negros, Cebu, Bohol, and Misamis Occidental.

But as the war entered its third year in 1944, food became scarcer and corn increasingly difficult to obtain. Despite this, Ilogon described the prevailing situation at their farm in Lapad: “The fields were a beehive of activity with peanuts, camote and bananas being harvested and processed. For three years, the farm was constantly occupied with the cycle of planting, harvesting, storing and selling.”

“Some evacuees survived by bartering their clothes for food. Others subsisted on boiled unripe bananas and the bananas inner core. Evacuees from afar camped on the cassava plantation and made cassava chips from the roots, still others shucked. then shelled the kernels off corn cobs to store them in sacks. Traders

coming from as far as Imbatog and Talakag, Bukidnon, slept in the field and were up before dawn to load their cattle with sacks of brown sugar.”

However, in spite of favorable weather during the period February 1943-November 1944, food shortages occurred due to heavy floods in free Cagayan which cost the lives of 47 persons and the loss of approximately 200-300 cavans of rice and corn in 1943.

Locust infestation in June 1943 in Free Cagayan and the municipal districts of Lumbia, destroyed approximately 60% of standing crops.

In Bukidnon before the war, the cattle industry was flourishing, but this was virtually wiped out. People, like the other provinces, resorted to agriculture by cultivating forested areas.

Despite the confluence of plant pests and animal diseases, floods and drought, and on top of it active Japanese patrols which seemed to have conspired together during a period of turmoil and distress, the products produced improved the food situation impressively and led to the lowering of prices.

Carabao sleds, carts and sailboats and launches were some of the means utilized in the transportation of foodstuffs from one place to another. In two of three sectors, trucks were used but only for short distances as most of the roads and bridges were unserviceable –either blasted purposely in the early days of the war or destroyed by action of the elements, and never repaired.

Weaving was encouraged.

Cloth was manufactured from cotton, ramie and abaca fiber.

Finished products were in great demand, which, of course, could not be met because of the limited production. Cigarettes, crudely manufactured, substituted for American brandsthough a poor substitute, were in great demand. The biggest handicap was lack of rolling paper.

Salt, soap, coconut oil, and alcohol from tuba were produced in sufficient quantities to supply civilian and army needs. The intensified stimulus for the production of food products included the tending of home gardens, and the employment of unarmed soldiers in Army farm projects.

In the provinces of Agusan, Surigao, Misamis Oriental , Misamis Occidental and Zamboanga, merchants frequented the market place to sell their good and commodities. Business was retail. Articles sold were rice, corn, soap, salt, fish, sugar, vegetables and other foods.

share food with adjacent areas in the Visayas, like Leyte, Cebu and Bohol. Slow-moving bancas were used to ply between Agusan and the Visayas. Productive industries consisted in the manufacture of tuba, nipa wine and nipa shingles.

The Uy legacy continues amid threats of covid-19 pandemic in the country

AMID the threats of covid-19 pandemic, the Uy legacy in this booming town of Villanueva, Misamis Oriental, continue to take center stage.

Unfortunately, except for a plaque from the Ayala Business Club and some lines in Fr. Demetrio’s source book of local history, the heroism of Arcadia Valenzuela seems to have been forgotten by the people for whom she fought so bravely for.

Romano Ellovido of the Xavier University library, great grandnephew of Arcadia Valenzuela, led the Valenzuela clan’s move to have their ancestor properly recognized, and have petitioned the Lapasan barangay council to set up a memorial for Arcadia and the forgotten women warriors of Lapasan.

The campaign resulted in the renaming of the then Agora Road in Lapasan to Arcadia Valenzuela Avenue through the Cagayan de Oro Historical and Cultural Commission, which was subsequently enshrined with a city ordinance passed by the Cagayan de Oro City Council.

There has been progress being made in terms of elearning. The Google Classrooms, Google Meet, DepEd Commons, and the likes, are being implemented by the Department of Education.

These learning platforms will allow the learners to continue

their learning through virtual classes using the essential competencies and pedagogies set by the department. The teachers are also learning pedagogies from the best teachers’ - our dynamic and effective webinar facilitators.

I am still on the process of learning and searching materials to provide the learners the necessary information, video lessons and assignments through the online platforms available. Using this as an opportunity to enhance the curriculum and to develop myself to be one of the virtual teachers. This

is like teaching the pigs to fly considering the lack of digital gadgets to provide for our learners. Most importantly the internet connectivity is relatively slow which is the most essential tool for e-learning. But, I am a teacher and a master of all trade. I have to embrace the new normal.

Our health is of paramount importance. This is why we need to overcome this difficult time with an optimistic attitude for my sake and for the learners.

We are in this together. We will get through this.

Accepting the Challenge of Uncertainties We are living amidst a gigantic crisis. The COVID-19 pandemic is one of the greatest threats in our lifetime. It caused children and youth to be out of school across the globe. It has negatively impacted our country’s economy and education as well. The government and the Department of Education have been taking actions to at least reduce the impact of this pandemic.

Our Freedom is not free

WORLD War Two brought out the best and worst in us but the best far outweighs the worst.

I am talking about our father or grandfather’s generation. The generation that was unquestionably known as The Greatest Generation.

Their patriotism and sacrifice were one of the greatest moments of being a Filipino.

The Filipino guerrillas made them. When their country called others gave some but some gave all.

This article is in remembrance of our local World War 2 heroes our generation never thought existed. If not for the manuscript and book written by people who lived through those abnormal times, their names could have been buried with them.

The unpublished manuscript of Corporal Jesus B. Ilogon, Memoirs of the Guerrillas: The Barefoot Army and the book of Father James Haggerty S.J., Guerrilla Padre in Mindanao recorded their heroic deeds.

With these records their sacrifices and patriotism will live forever. I feel I should write about them lest we forget.

These heroes did not die from battlefield wounds.

Their fates were far worse t han t hat. The y went through insurmountable physical and mental suffering.

Before death came, they were made to suffer all imaginable forms of torture the

human body could endure.

Finally, death came from the blade of the enemy delivered at the back of the neck.

Today, I am writing about three local heroes who were tortured and beheaded by the Japanese. I will only talk about the three because of lack of space, but let it be remembered that countless of Filipinos suffered horrendous deaths, torture, rape and massacre at the hands of Japanese forces.

The victims were so numerous that if we think of revenge, one generation will not be enough to avenge them.

I am talking about the heroism of Cox Banquerigo, Sgt. Romeo Velez and Lt. Jabulin.

Cox Banquerigo was a childhood friend and a basketball team mate of my father. He was a resident of present-day Barangay 1, the location of the St. Augustine Metropolitan Cathedral and Gaston Park. During pre-war time Gaston Park was called the Parke.

The ZERO DRIBBLERS of 1946 were an amateur basketball team mostly composed of members of the Ateneo de Cagayan varsity. These Ateneans formed themselves into a team to continue playing ball just after the liberation period since classes have not yet resumed. They got the name Zero from the famous & much-feared Japanese WWII fighter plane - the Mitsubishi Zero, said to taunt the American GIs in Cagayan who always played against them during this period. Of course, the taller & bigger Americans always won over them.

For this photo shoot, my father (Acero Roa) recalls that they met on a sunday after coming from church and agreed only to a pose with some even wearing combat boots.

Parke was one of the basketball teams which competed during the summer league before the war. The players included Romeo Velez, Climaco Lagunday, Felicisimo Fuentes, Ramon Rosales and Ricardo Gerona. They played against the team of my father, Hydraulics. Some of players he remembered were Luis Neri, Acero Roa and Cox Banquerigo.

Other teams and players he remembered were the following: Corbin - Honorio Villaranda, Ali Bacarrisas, Nato Saarenas, Fred Santiago, Apollo Tiano, Lorimer Reyes, Panio Maghanoy, Hermut Lapiz, Arsenio Lopez and Nandy Zamora( mascot ).

Several months after playing basketball in the summer league, World War Two was declared and their lives were changed forever.

Cox was passing on information to the guerrillas but he was betrayed by his friend and neighbor. Ben Rosales was an enlisted man in Japanese-sponsored Bureau of Constabulary (known as BC) who turned over Cox to the Japanese headquarters at Ateneo de Cagayan - possibly tortured before he was beheaded. He was only 16 years old.

When the guerrilla movement grew stronger, the group headed by Lt. Ramon Legazpi hunted Ben. He ran when he saw the guerrillas who were able track him down at Agusan.

He died with an ax stuck in his back.

LANDBANK brings banking services closer to more Filipinos in remote areas AS part of its aggressive thrust to promote greater financial inclusion, the Land Bank of the Philippines (LANDBANK) continues to expand its Agent Banking Program to bring basic banking services in remote and unbanked communities of the country.

The program is now being implemented in 14 provinces in Luzon, Visayas and Mindanao through 820 Point-of-Sale (POS) terminals. These provinces include Cagayan, Pangasinan, Tarlac, Rizal, Batangas, Palawan, Occidental

from page 8 salted fish, medicines and others. On their return trip, they brought with them rice, corn, and other food which were lacking in their places.

Very often, these trips were undertaken by the ubiquitous Dos Velas sailboats.

“Dos Velas was a 2-masted sail boat common between Visayas and Mindanao during colonial times,” said Antonio J. Montalvan II, a Europebased Filipino public writer, social anthropologist, university professor and heritage activist. “These were the sailboats which many Visayan immigrants took when they moved to Mindanao.”

Each Dos Velas could carry 100 sacks of corn, 150 kerosene cans of guinamos and 20 men. Their two big sails made them a fast sailing craft.

The sailboats and bancas revived the inter-island trade interrupted by the war. They traded in salt, corn, rice, guinamos, dried fish, sugar and soap.

Normal trade relations existed between Lanao and Misamis Occidental. This trade relation, however, between these two provinces and from other islands in the Visayas, were at times paralyzed due to active Japanese patrols, both by land and sea.

T h e d ar i ng v i aj e ro s crossed the sea at night and hid in island coves during daytime to avoid Japanese sea patrols that prowled Macajalar and Iligan Bays searching for guerrillas traveling to and from Fertig’s headquarters at Misamis, Misamis Occidental.

It was the usual practice of guerrillas going to Misamis to commandeer a sailboat, cross Iligan Bay at night to avoid Japanese motor launches based in Iligan, and arrive in Jimenez in the morning.

When a banca was commandeered, it was given a “Jefe de Viaje”(Safe Passage Pass) by the area guerrilla commander which guaranteed him safe passage through territories controlled by the

Mindoro, Quezon, Aklan, Guimaras, Capiz, Cebu, Misamis Oriental and Agusan del Norte.

Under the agent banking strategy, the Bank enters into an agreement with POS Cash Out-Only Partners to facilitate cash out transactions and with full-suite Agent Banking Partners to offer card sale, cash in, cash out, fund transfer and bills payment.

Through the LANDBANK Agent Banking Program, customers in places without formal banking presence can enjoy lower guerrillas. However, savvy traders were also known to obtain similar safe passage passes from the Japanese (written in Nihongo) which they flashed when hailed by Japanese patrols. Of course, these were usually kept under wraps from the guerrillas.

The Japanese often intercepted the sailboats at sea, confiscating their cargo, and took the crew prisoner.

Because of this, business declined and later, markets and retail stores were closed. The sudden rise of commodity prices inevitably followed.

Unlike the other provinces, Cotabato and Davao whose coastal areas were occupied by the Japanese, and land-locked Bukidnon, could not fully sustain interisland commerce. Salt and fish, for instance, were difficult to obtain. Native cloth like pinocpos and saguran made from buri palm, were brought in by some bancas from other provinces, were also difficult to secure. Some inhabitants who depended on selling the rice, corn or tobacco they cultivated, also found it hard to trade due to Japanese patrols which confiscated their produce.

So the next time you hear someone griping about how the coronavirus have made life so much harder, remind him our grandparents fared even worse during the “3 Taon Walang Diyos” and survived to tell their tales.

With all the help people are now receiving from their barangays, local government units and national agencies like DOLE, DSWD, DTI and DA, not to mention the hundreds of good Samaritans and NGOs sharing their blessings, they should stop complaining and stay put at home.

The better we comply with the health protocols of social distancing, mandatory face masks, and limiting time outside our residences to essentials, our chances of beating this virus increases and with it, our chances or returning to a closer semblance of how it was before.

The only scheduled public event will be a quick and short program starting 7AM at Plaza Divisoria including pre-recorded interfaith prayers by various denominations, raising of the Philippine flag at the Centennial flagpole by Mayor Oscar S. Moreno and Philippine Army 4th Infantry Division Chief Maj. Gen. Andres C. Centeno accompanied by the 4th ID Band’s rendition of Lupang Hinirang.

After a short executive wreath laying at the Rizal Monument, the program ends with a pre-recorded rendition of the “Cagayan de Oro March” by the City Hall Chorale.

The only other events scheduled for the 5th Himugso Festival which the city government launched five years ago for the joint celebration of Philippine Independence on June 12 to the city’s Charter Day Celebration (later dubbed Adlaw Kagay-an) on June 15 is a similarly quick and short program on Monday, June 15 marking the city’s 70th Charter Day anniversary and an ongoing series of exhibits curated by the Cagayan de Oro City Museum.

and Cagayan de Oro claimed that the raising of the Philippine tricolor took place in their jurisdiction.

Their claims, in a way, were not unfounded for based on available documents and accounts, these areas were the first ones to hoist the country’s flag in Mindanao.

As a background, the province of Mindanao was the last province in the country evacuated by the Spaniards. The withdrawal of the last colonial authorities and the establishment of the revolutionary government and the raising of the flag clearly signified the country’s independence.

The National Historical Institute (NHI) of course, has taken note about the controversy. It was imperative for the Institute to resolve the dispute. As former NHI Chairman Dr. Pablo Trillana once said, the flag raising in Mindanao is important because the event has a certain relationship to the birth of the nation.

So as a fitting end to the raging controversy, the NHI initiated a two-day round table discussion on the controversy, held on the 2nd week of January 2000. The deliberation conducted by the panel of experts determined the area in Mindanao where the first and official flag raising happened.

While the primary concern was to end the dispute, the NHI, through the round-table discussion, was also able to gather more information on the significant personages and circumstances connected with the event.

The conference was convened by a panel of distinguished members known for their wisdom and fairness. The panel included Justice Camilo D. Quiason; Dr. Sabino G. Padilla, Jr.; Professor Talampas and Dr. Jaime B. Veneracion.

Meanwhile, representatives from the contending areas defended their claims using primary documents or secondary sources of sound probative value.

The NHI for proper evaluation adopted these principles. The speakers considered experts on their localities’ history were Mr. Gregorio Jose Palma Hontiveros and Rev. Fr. Joesilo C. Amalla for Butuan; Mr. Antonio J. Montalvan II and Ms. Agnes Paulita R. Roa for Cagayan de Oro and; Mr. Fernando A. Almeda Jr. and Atty.

Surigao’s Stand The Surigao representatives used the diary of Fr. Alberto Masoliver, S.J., the parish priest of Surigao in 1898, for supporting their case. The diary, entitled Diario dela Casa de Surigao, is

currently kept in the Jesuit archives at Centro Borja, San Cugat del Valles, Spain. The accounts of Fr. Masoliver are cited in the book Angry Days in Mindanao

by Fr. Peter Schreurs.

Summarizing the position of the Suriganons, “The Philippine Flag was raised in Surigao in the morning of December 26, 1898 at the Casa Real (town hall), which also housed the Tribunal (courthouse). Surigao then was the cabecera and the seat of government of the province of Caraga which had jurisdiction over Surigao, Butuan and Cagayan de Misamis.” The president of the Junta Provincial of Surigao, as of 26 December, was Alejandro (Jantoy) Gonzales.

Butuan’s Position To bolster their claim, the representatives of Butuan, meanwhile cited the documents from the Philippine Insurrection Records, Angry Days in Mindanao

by Fr. Schreurs and, Mision dela Compania de Jesus en Filipinas en el Siglo XIX by Fr. Pablo Pastels.

The position of the Butuan side was that the tricolor was raised in Butuan on 17 January 1899, with Governor Wenceslao Gonzales personally presiding over the flag-raising ceremony in full regalia. The governor later reported the event to President Emilio Aguinaldo on February 2, 1899.

The Case of Cagayan de Oro (de Misamis) On their part, the Speakers from Cagayan argued that the flag was raised on January 10 1899 when the five-man Concejo Provincial of the revolutionary government assumed office. The members of the Concejo were chosen in accordance with Aguinaldo’s decree of June 18, 1898.

On that occasion, the newly installed municipal head, Toribio Chaves y Roa recited the poem “Pinahanongod”, and explained the meaning and symbols of the flag.

The Bautista Manuscript, and the Report to the President of the Revolutionary Government by Jose Roa y Casa were used to by the representatives of Cagayan to strengthen their case.

The Panel’s decision Summarizing the findings of the panel and the comments of some experts from the history department of UP such as Dr. Evelyn Miranda, Professor Digna P. Apilado and Dr. Eden Gripaldo, it was recommended that the first and official flag raising occurred in Surigao. Surigao’s arguments were able to satisfy the criteria set by the panel. The information that they gave which states that the tricolor was raised on the 26th of December 1898 as against 10 January in Cagayan and 17 January 1899 in Butuan is or was recorded in the diary of Fr. Alberto Masoliver, now kept in the Jesuit Archives in Spain.

Aside from this, no one from the Butuan and Cagayan sides refuted the entry in Fr. Masoliver’s diary.

Regarding if the flag raising was official, the panel, relied on the second criterion set by the rules of the Competition: whether the event was in clear identification with, and in pursuance of the aims and struggles of the revolutionary government. This criterion was used since all three contenders were unable to show any proof, based on the first criterion, that the raising of the flag was sanctioned by the Philippine Revolutionary Government of Aguinaldo.

However, Surigao was also able to satisfy this particular rule. To quote the panel report: “The Aguinaldo proclamation of 18 June 1898, establishing a dictatorial government was made known to sympathizers of the revolution. The news of the defeat of the Spanish armada… fanned the flames of rebellion, forcing Spanish officials and friars to abandon their posts…

The Spanish governor of Surigao on 23 December 1898, and forthwith, a provisional junta assumed control of the government could take over. Elected as Chairman of the Junta was Alejandro Gomez… So when Fr. Masoliver saw the Filipino flag flying at the Casa Real and the Tribunal of Surigao on December 26… the revolutionary government for the province, albeit provisional, was already in place… The Butuan Panel admitted that Alejandro Gonzales established an interim government in Surigao… There is no denying that the event was in clear identification of the aims and struggles of the revolution.”

It is said that Akut’s rendition touched the hearts of his listeners.

For truly the words of that poem evoke strong patriotic sensibilities, even when read today. Some excerpts from its original text: Hiniktan, tiil, kamot ug hunahuna, Wa kitay pamu-ot nga kaugalingon, Mga katarungan ta dili paga tagdon, Sa mga mapintas nga mga Katsila.

Oh! Cagayan de Misamis!

Itagsip sa inyong panumduman, Kining nueve ug dies sa Enero, Ning malipayong katuigan.

Mil ochocientos noventa y nueve, Ang pangilin sa malipayong pagsaulog, Gitabu nga wa pa sugod moagi, Pagyokbo sa hinalangpong Nasud...

After the “Dedication”, the crowd sang two hymns. The first was a common revolutionary song in that era of the Katipunan “Revolucionarios Viva Filipinas.”

The second one, however, was composed purposely for that event.

By that time of January 10, 1899, Cagayan de Misamis was no longer ruled by Spanish officials. Earlier, in the later part of 1898, the Spanish Army and civil officials assigned to the town heard of their defeat in Luzon by the revolutionary forces. Fearing for their safety, they fled the town.

This explains why in Cagayan de Misamis there was no contagion of the Katipunan revolution from Luzon, because the Spaniards fled without putting up resistance.

One such fleeing Spaniard was Emilio Gaudier, who was the juez of Cagayan. Gaudier was infamous for his oppression of the natives, calling them “monkeys, savages, wild animals, ignoramuses.”

Another jittery escapee was the fraile Angel Contreras Balza, who was vicar of San Agustin.

He brought along with him precious artifacts: the jewels of the Virgin of the Fortress, the robe of St. Nicolas ornamented with

gold, the candelabrum of silver and gold, and a holy grail made of gold, all precious ornaments from the church of St. Agustin.

The plunder was intercepted at the Macabalan wharf by the Filipino gobernadorcillo Cayetano Pacana and was promptly brought back to its rightful place in the church. Certainly enough loot and drama to create an “Indiana Jones” movie plot.

Before all these celebrated escapes by the Spanish despots, Cagayan de Misamis already had a set of town officials.

The two foremost historical sources of its account, “The Bautista Manuscripts” by the late Kagay-anon Filomeno Bautista, Sr. and “Cagayan de Oro, 1622-1901”

by Prof. Mardonio M. Lao, differ on how Cagayan came to have its own native officials.

Bautista relates that even before the Spaniards left, the local citizens organized a new government “based on the laws and regulations of the Revolutionary Government of Malolos.” Bautista relates further that the provincial officials were “elected and so were the officials of the various municipalities of the province.”

On the other hand, Lao’s accounts differs, thus: “...the Spanish officials finally left Cagayan in late December, 1898. To ensure the continuity of the local administration, the Spanish governor of Misamis, Lieutenant-Colonel Cristobal Aguilar, organized a committee of five members prior to the evacuation of the Spaniards from the province. Upon his departure, Aguilar turned over to the five-man committee the administration of the town of Cagayan and the military district of Misamis.”

However, such historical enigma is dashed when Lao further states that the new government was “organized in accordance with the framework of the local government decreed by Aguinaldo’s government.”

With the final convergence of the two historical accounts, we can rightly assert that this new government was the first organized Filipino local government of Cagayan circa the postHispanic era. At any rate, these pioneer officials were: Jose Roa y Casas, Provincial President Manuel Corrales y Roa,Councilor for Peace and Internal Order Pio Roa y Alcala, Councilor for Justice and Civil Registry Ramon Neri y Abejuela, Councilor for Taxes and Property Toribio Chaves y Roa, Town Chief Therein lies the significance of the celebration of January 10, 1899. It was, as we have already said, the first organized system of local governance by Filipinos in Cagayan de Misamis. Its commemoration in 1999, was therefore to some extent, a commemoration of Cagayan de Oro’s 100 years.

Hence, it was also Cagayan de Oro’s centennial.

But more than that, it was a declaration of independence that was probably unparalleled in this part of the Philippines. It was, for all intents and purposes, the first declaration of independence in Mindanao.

For some time now I have heard not a few people say that Cagayan de Oro was such an antiseptic place for it had no historical heritage and tradition to speak of.

MisOr’s reputation as Covid-19 free province remains - DOH

CAGAYAN DE ORO CITY: The province of Misamis Oriental has maintained its reputation as a COVID-19 free province in Northern Mindanao, according to a COVID-19 briefer released by the Department of Health (DOH) in Region 10 Thursday.

The DOH briefer, signed

by Regional Director Adrian Suba-an, showed a total of 39 confirmed COVID-19 cases in Northern Mindanao’s five provinces and two highly urbanized cities of Iligan and Cagayan De Oro. The briefer dated June 10 reported that the province of Misamis Oriental has recorded a zero confirmed COVID-19 positive patient since the pandemic swift across Northern Mindanao in March 2020.

Of the 39 confirmed cases, nine died, six are still undergoing treatment in various hospitals in Northern Mindanao, 15 have recovered and nine were out-patient, Regional Director Adriano P. Suba-an said in the report. speak highly and eloquently for itself.

Moreover, January 10, 1899 did not write finis to history.

The date was only the start of an unfolding drama of revolutionary exploits peopled by local patriots and nationalists.

Nearby, the American invasion forces were just waiting for the kill. In the meantime, arms and ammunition, warriors and amazons, were preparing to meet their fate in the stage of history.

Soon after, blood would flow in the streets and hills of Cagayan de Misamis. All these would reach their pathos in the year 1900, the centennial of its millennial year.

But the threshold remains January 10, 1899. (written on the occasion of the centennial celebration of the Philippines Independence in 1998.

The DOH said that one confirmed COVID-19 patient was still confined at the Northern Mindanao Medical Center in Cagayan De Oro City. Four of the patients were released while four other patients recovered.

Iligan City has a total of seven confirmed cases with two deaths, one remains in the hospital, two recovered and two out-patients while Misamis Occidental reported seven cases with one death, one out-patient and five recovered.

Both the provinces of Bukidnon and Lanao Del Norte reported a total of three confirmed COVID-19 cases each without casualties, while the island province of Camiguin tallied only one patient with no reported death.
