City Council won’t investigate Ocon

CAGAYAN de Oro City--The City Council will not initiate any investigation against Councilor Zaldy Ocon after a video purportedly showing him shouting invectives against former Mayor Reuben Canoy surfaced online.

In an interview after their last session for the 18th batch of councilors whose threeyear-term ends by the end of the month, Vice Mayor Rainier Joaquin Uy said that even though he is Ocon’s direct supervisor, they are already responsible enough to act as elected officials.

Greenpeace calls for policies to protect farmers ASF threat E N V I R O N M E N TA L group Greenpeace yesterday called for increased measures to better protect the country’s agriculture and farmers from the threat of infection from the African Swine Fever (ASF), which has now reached Southeast Asia, including the adoption of policies to curb the country’s high consumption of imported industrial meat.

“We commend the DA’s (Department of Agriculture) move to recall all pork products from countries affected by ASF and strongly support the call of the hog industry to impose a suspension on the importation of pork and processed pork products from high-risk countries. However, the government needs to look beyond preventing entry.

Being one of the largest consumers of meat, pork in particular, our country needs enabling policies and programs to veer consumption away from imported industrial meat,” said Virginia Benosa-Llorin, campaigner of Greenpeace Southeast Asia – Philippines.

During the last quarter of 2018, the DA already banned the entry of pork and pork-based products from countries affected

by ASF, but Greenpeace pointed out that shifting away from industrial meat is needed not only to lessen myriad risks to people’s health, but also to minimize the toll on the environment, the climate, and the livelihoods of local small farmers. Prevention of ASF depends largely on stringent import policies to ensure that neither infected live pigs nor pork products are introduced into areas still free of ASF, including feeding infected meat to susceptible pigs.

“We urge the government to increase its level of support for farmers to shift towards ecological methods of growing food and raising an amount of livestock that the planet can sustain, so that people have better access to healthy, plant-based food,” Llorin said.

Implementation of Cattle Multiplier project in five brgys in the offing THE implementation of the Department of Agriculture’s Livestock Farm Project in the Cagayan de Oro is in the offing.

The City Council during its regular session Monday, June 10, presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Mayor Oscar S. Moreno to enter into and sign the Memorandum of Agreement (MOA) with the DA; the Liga ng mga Barangay–Cagayan de Oro City; the Barangay Local Government Units of Balubal, Cugman, F.S. Catanico, Indahag and Tablon.

The MOA provides t hat t he par ties shall implement a policy of self-sufficiency in food production through the Livestock Multiplier Farm to augment the meager livestock resources of small hold farmers in the countryside for the global reduction of extreme hunger and poverty.

Pursuant to this, the DA-Regional Field Office-10 shall deliver and turn-over to the city government 50 heads of Cattle Heifer from the Northern Mindanao Agricultural

Crops and Livestock Research Complex.

It shall conduct periodic monitoring and evaluation to ascertain the progress of the project and the proper utilization and compliance with the provisions of the agreement.

For its part, the city government shall take-up the animals in its Book of Accounts as transfer without costs and conduct the re-briefing of recipients as to the cattle production management. It shall likewise assist in the distribution of the animals to the barangay proponents and facilitate the taming and quarantine; necessary drugs-medicines and biologics for the good health

and maintenance of the animals, among others.

Meanwhile, the barangay recipients shall identify qualified members of the existing farmer association in the barangay; take care of the animals at the barangay designated communal area for a maximum of one month and coordinate with the City Veterinary Office for the provision of necessary medicines, among others.

True friends say what’s true THINK a minute.

The former U.S. president, Harry Truman, had a reputation for being an honest and loyal friend no matter what the cost. One of Truman’s friends, Tom Pendergast, helped Truman win his first election to public office as a county judge.

However, Truman did not always agree with his friend’s crooked way of doing business. One time a group of dishonest businessmen wanted Pendergast to influence his friend Judge Truman, but Pendergast replied: “Truman always stays true to his honest character and principles. There is nothing I can do to tempt or make Truman cheat or do anything dishonest.”

Eventually Pendergast was put in jail for the crime of tax evasion. Years later when Truman was vicepresident of the U.S., Pendergast died. Yet Truman still flew across America for the funeral. He said: “Even though we disagreed, we were still friends.”

True friendship is not based on what a friend does for you, but on what he means to you, even if you disagree with him and disapprove of his ways.

True friends say what’s true—even if it hurts, because they care about what is right and best for your life. “A true friend gets in your way, if you’re going down the wrong road.” A proverb says: “Faithful are the wounds from a friend.”

A SOJOURN’S VIEW SIARGAO -- Through the years since Siargao became a popular haven for tourists this side of the Republic, I was curious as to why it became a byword among those seeking the pleasures of sun, sand and surf ! Up till about the 1980s when we found our way to Surigao del Norte, no one mentioned Siargao but by the 1990s the buzz started to spread and eventually travel magazines began to feature its attractions.

The buzz reached a crescendo with the release of the film (also titled Siargao) and the shutdown of Boracay when tourists desperately searched for an alternative destination. Despite a few attempts to reach Siargao, somehow I just couldn’t make it to a fixed date as obstacles managed to arise when I thought the time had come. So as friends, confreres and acquaintances were ecstatic at having experienced the thrills of this island, I could only cringe as they shared exciting stories, feeling quite irritated that my turn had not come as yet.

Well, there is a saying – “Blessed are those who sit and wait!” So I patiently waited for the chance to arise and arose it did just this past week! I am sure the reader who has not been to Siargao would ask me: so, is it worth the wait?

Yes, indeed and I would tell that reader: go now before Siargao becomes the next Boracay or Coron! Or even the Enchanted River in Hinatuan where the crowds get so thick that the pleasure of a quiet and stress-free vacation becomes a luxury!

And I was not even in Siargao during the peak tourist season in SeptemberOctober when the Cloud 9 surf brings thousands to the island to take part of or watch the contests with

“True friends stab you in the front”—because they want to save you from worse problems and pain. Love does not lie, because “Truths that are kept silent become poison.” We all have things in our character we need to change, so sooner or later confrontation is necessary.

A close, strong relationship only grows out of deep trust built on honest communication with each other. My friend needs to know I will always accept him, even if I do not approve of what he is doing.

But friendship is a twoway street and the truth cuts both ways. So we need to be willing to listen when

a friend cares enough to confront us about something wrong in our life.

One of the most important reasons God gave us friends is to help us grow and become more like Him in our character. Jesus is the best friend you will ever have.

Won’t you ask Him to forgive you for your wrong ways of living, and to take full charge of your character and way of life? That is when He can start rebuilding you into the man or woman He made you to be.

Siargao

surfers coming from all over the world. In those months, hotels, resorts and homestays are all fully booked. In early June, the crowds are thinner, but already there is a bit of traffic jam along the main road of General Luna, the island’s tourist hub.

Sitting together in the evenings at Vivo Inn with the owners who were our hosts, Lori and Roger Calvo who brought their property in 2007, we were provided a short history as to how Siargao eventually became one of the major tourist draws in the country today. Up till the early 1980s, there were very few tourists who found their way here. The first back-packers who found their way to this island having heard that it had Cloud 9 surf - were Australians who began to trickle down after the fall of the Marcos dictatorship. They didn’t mind how primitive the available lodgings and facilities were since it was the thrill of the surf they were after! As there were no paved roads, airport, transport vehicles, hotels, restaurants and shops, not many tourists - both foreign and local - were attracted to visit this place T h e n word st ar te d spreading as to the thrill of the surf and by the 1990s, the increasing number of visitors necessitated some development as the construction of paved roads and eventually an airport.

The once quiet barangays started to come to life especially those nearest the main tourist sites like General Luna and Dapa with the construction of the first resorts and hotels. By mid 2000, a growing number of businessmen began to invest including foreigners who saw the potential of the island. These foreigners began to find ways to buy

land and construct their resorts either by marrying a local maiden or finding a dummy willing to be a partner. Soon the price of land began to rise and today, the real estate business boomed!

While the Cloud 9 surf is the island’s main attraction, it became necessary to diversify its tourist attractions in order to provide more options to the tourists who are not passionate about surfing. Siargao’s main island is surrounded by other smaller islands, islets and even sand bars. Looking down from the sky as the plane begins to descend towards the airport, the vast sea is like a vast glass floor on which these islands appear to be green throwpillows! So island-hopping became a major draw; the most popular being the one that brings tourists to the nearby Dako, Guyam, Naked Island (so named because it has no vegetation at all; one is reminded of Camiguin’s sand bar) and what is referred to as the “secret island” because there is always water above this shallow point in the middle of the sea!

The more expensive tourist sites - because they are in islands farther away from the main center - are those that offer a variety of geological formations including lagoons, caves, falls and the endless straights of white sand. There is the Magpupungko Rock Pools where pools of water are so crystal clear into which one can dive from the rocky promontories. There is even a nearby river where on one side a coconut tree stands diagonally and as a rope is attached to it, one can play Tarzan by holding the rope and then jumping to the waters. For the urbanized kids, this is such a thrill!

Coves are also main attractions.

While its night life cannot yet compete with that of Boracay, still some parts of the island are fully alive at night especially where the restaurants, coffee shops, bars and tourist shops are near each other. As this island’s clientele is the 18-30 demographic, one expects that the evenings even when there is pouring rain - would rock till past midnight! Food prices are quite expensive, considering that practically everything needs to be imported from outside. Vegetables sold in the public market come all the way from Davao City!

An interesting angle is the price of the tricycles. At daytime, they charge 20 pesos passenger even for short distances. By 7 pm, the price is double and by midnight the price is five times more!

There are ways now that budget-conscious tourists cut down on costs. There are the home stays which charge much lower than the resorts or hotels.. Instead of eating out in the expensive restaurants that cater to the foreigners, guests could ask their hosts if they can cook their own food. Even if prices in the market are much higher than in the mainland, still they would save by cooking their own food. (Our group did this, thanks to our host who shared their kitchen). And if you have to eat out, there are cheaper carenderias near the pantalan (port) and the palengke (market).

The concerned tourist who sets foot in Siargao is immediately worried how ecologically sustainable the tourist industry is. The first sights are actually encouraging because the plane lands into a reclaimed land still surrounded by vast swamps See SIARGAO, page 5

still surrounded by vast swamps with thick mangroves and one is impressed that the low-lying mountains beyond are still covered with lush forests. As the van travels from airport to General Luna, one is still reminded of villages of Mindanao in the 1950s although modern-type architecture has penetrated this island. But the roads are quite narrow and coming to the main center, there are flooded streets even as the rains were not too heavy. One assumes there is no drainage system at all. It seems as if the local government units of the barangays are not able to cope with the challenges at hand in making sure infrastructure and social services are well provided for. And one wonders how much support they are getting from the Province of Surigao del Sur and the Department of Tourism.

There are, however, a few bright spots. Owing to the pressure exerted by an NGO, the LGUs have banned the use of plastic bags (but how can you ban all that plastic containing shampoo, coffee, creamer, etc.)?

There are bottles that hang on trees on the beaches so the smokers can place their cigarette butts inside. Some of the side roads are purposely not cemented so that the soil can still “breathe” through which water can penetrate. And there are attempts to have gardens in strategic places. Noise also is kept to a minimum as midnight strikes. And apparently, the drug scene is not allowed to prosper.

Logging and mining have not reared their ugly heads here compared to many parts across the Surigao provinces.

But are these measures enough to make this tourist destination ecologically sustainable?

Perhaps not! For the moment, the ecological balance seems to hold.

But for how long, considering

that the future is bright insofar as drawing tourists to this island is concerned. There is no longer a travel magazine - both local and foreign - that has not published glowing articles about the thrills of this island. Which is why year after year the tourists in search of the proverbial paradise would increase. Today, foreigners come from practically all the countries in the world even as the numbers of local tourists have also increased exponentially. Lori and Roger Calvo have noticed that lately, there are more Pinoys booking rooms in their resort than before. We noticed that, too in terms of those who were with us in the planes; very few were foreigners.

As one stands on rocks along Siargao’s coast facing the Pacific Ocean, one is overwhelmed at the thought that one is at the

edge of the Republic. The sea stretches to eternity as one gazes towards the horizon asking what is on the other side? The thought comes quick - am I into California dreaming?

I guess that we’ve done a good amount of work in education around K-12 and also see a lot of usage among our community at college level for vocational learning for design courses, games development, computer science, architecture, etc.

There are a few avenues to explore. First, the use of augmented reality (AR) in computing for children in elementary school. This is an advantage since most teachers are stretched already so giving structured narrativedriven content that can be plugged directly into existing resources and curriculum requirements are critical.

There’s then the cost of equipment and funding required for software and devices which means it’s imperative that these solutions can run on low-end devices at a mass market level and overcome the inevitable security checks to exist in these systems.

7. The bidder shall state in words and in figures the amount of his/her bid offer and his/her chosen mode of payment in the Offer to Bid form. The BID OFFER shall not be lower than the minimum bid set by the Fund.

8. In the absence of a chosen mode of payment, the default mode of payment shall be long-term installment. Likewise, change on the winning bidder’s mode of payment shall not be allowed.

9. Each bid proposal shall be accompanied by a BIDDER’S BOND either in CASH or MANAGER’S CHECK issued by any commercial bank or in Philippine Currency, payable to Pag-IBIG Fund for an amount equivalent to 10% of the BID OFFER. It shall likewise serve as the down payment of the winning bidder.

10. For bidders whose bid bond is in the form of a MANAGER’S CHECK, are advised to adhere to the current Bangko Sentral ng Pilipinas’ (BSP) memorandum relative to the proper handling of checks: Do not staple, crumple, fold, bind or pin checks.

11. Payment of the remaining ninety percent (90%) bid offer balance may either be thru any of the following modes:

b. SHORT-TERM INSTALLMENT – on which payment shall be in equal monthly installment inclusive of interest and provided the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk Based Pricing Framework for three-year fixing period.

c. LONG-TERM INSTALLMENT – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations:

c.1. Approval and term shall be subject to eligibility requirements stipulated under the Circular 383 Guidelines on Sale of Pag-IBIG Fund Real and Other Properties Acquired;

c.2. The amount shall be the bidder’s bid offer, net of the 10% downpayment;

c.3. In case the application has been disapproved due to bidder’s fault, the 10% bidder’s bond shall be forfeited in favor of the Fund.

c.4. The buyer shall be required to file his/her Long-Term Installment application and pay the following incidental expenses within thirty (30) calendar days from auction date:

- Processing fee of Two Thousand Pesos (P2,000.00) shall be paid upon submission of complete requirements;

- Equity, if applicable;

- One-year advance insurance premiums (sales redemption insurance as well as non-life insurance);

c.5. In case the Bid Offer, net of the ten percent (10%) bid bond and additional discount, is still higher than the appraisal value of the property, the amount in excess of the appraisal value shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days from auction date.

c.6. Original Borrowers who wish to participate on the Sealed Public Auction shall not be allowed to bid thru long term installment availment. They may only bid thru cash or short-term installment basis.

12. Additional discounts shall be given to winning bidders depending on their chosen mode of purchase, as follows:

a. Cash;

b. Short-Term Installment;

c. Long-Term Installment.

17. If there is still a tie after considering the mode of payment, it shall be resolved immediately through toss coin. However, in case there are more than two (2) highest bidders, the tie shall be resolved based on the time of registration of bids.

18. The non-winning bidders’ respective bid bonds shall be returned to them immediately together with an Acknowledgment Receipt once a winning bidder has been declared.

19. If the winning bidder fails or refuses to push through with the purchase of the property, or fails to pay in full the remaining balance within 30 calendar days from receipt of the Notice of Award (NOA), he shall lose his right as winning bidder and the 10% bidder’s bond shall be forfeited in favor of the Fund.

20. The Fund shall declare the next highest bidder as the winning bidder in case the sale to the original winning bidder is cancelled. He shall be required to pay a down payment of 10% of the offer price within 15 calendar days from notification and the remaining ninety percent (90%) of his/her bid offer within the approved payment period. Choosing the right college

DON’t feel obliged to go the conventional route. You don’t have to go to college at 18. You don’t have to just study one subject – multidisciplinary and interdisciplinary options are great.

Look at the things the college does to support students, what services there are and what the student union is like. The stuff outside the classroom is as important as what happens in it and is the stuff that keeps you going when things get tough.

Don’t focus on prestige.

Prestige is no guarantee

of teaching quality. Talk to existing students.

Visit on a non-open day. Look into the content of the course. It may seem obvious but one psychology degree is not the same as another. Looking at the research topics of the instructors is often a good indicator.

Try to look beyond the potential paycheck at the end of it. Chemical engineers can get paid an absolute mint but if you aren’t passionate about the subject, you will hate every minute of your degree and you will not want a job in that field.

DAVAO CITY -- The chief nephrologist of the staterun Southern Philippines Medical Center (SPMC) is pushing for a stronger campaign on organ donation as the key to saving the lives of people with kidney disease.

Dr. Frank Guillano, chairman of the SPMC Section of Nephrology here, said local nephrologists seek a stronger campaign on organ donation for the public to know that people who have kidney disease can live longer with the help of other people through organ donation.

“There is a proposal now

although still undergoing debate, on organ donation because many people are in need, among others from heart, kidney and even eyes,” he said.

Guillano said that 10 years ago, the incidence of kidney disease in Davao City had reached 7,000 while prevalence cases reached 8,000 annually.

As of 2016, Guillano said the incidence of kidney disease was recorded at 41,000 while the prevalence rate was at 36,000.

He said donating organs is key to saving lives who people who need kidney transplantation. Based on a

“So far we are on target for the inaugural flight of Qatar Airways on June 18, but its regular flight will start on June 21st,

every Friday,” said CAAP Manager Rex Obcena in a phone interview.

“This (inaugural flight) is different because they have already the paying passengers,” said Obcena, adding Qatar has been accepting online bookings for the Qatar-Davao flight.

In the past, problem-solving technique has been suggested that it can be available and most effective through making the problem-solving the focus of mathematics curriculum. Although mathematical problems have traditionally been part of the mathematics curriculum, it has been only comparatively recently that problem solving come to be regarded as an important medium for teaching and learning mathematics.

With this teaching approach it helps student to have the ability to refine and build onto their own processes over a period of time as their experiences allow them to discard some ideas and become aware for further possibilities. It can also develop the knowledge of the students, and also to develop their understanding of when it is appropriate to use particular strategies.

Problem solving approach can contribute significantly to the outcomes of a mathematics education. It is not just for logical thinking, it can enhance transfer of skills to unfamiliar situations and it is an aesthetic form in itself. The challenge for the teachers, at all levels, is to develop the process of mathematical thinking alongside the knowledge and to seek opportunities to present even routine mathematics tasks in problem-solving context.

For many reasons, the state of society has reached a stage where it is more critical than ever to educate people or students. There has been this considerable discussion about whether it is responsibility of schools to impart values education. Problem solving can also allow the whole students or person to develop by experiencing the full range of emotions associated with various stages of the solution process.

Ayala chairman urges firms to invest in workers’ education

AYAL A Corporation chairman - Jaime Augusto Zobel de Ayala has encouraged business companies to “invest” in upgrading the skills of their employees and providing a conducive work environment to be competitive in this modern business age.

During the ”One Step Ahead Series” forum hosted by JP Morgan and Asia Society in Makati City, Zobel de Ayala emphasized the importance of providing employees with a “future-ready skill set” in this age of digital and automation technology.

Zobel de Ayala said it would be advantageous for companies to upgrade the technical skills of their employees on programming, computer science and data science.

“Organizations have to raise skills, as well, through trainings,” he added.

Zobel de Ayala said, there is also a need to develop the social and complex cognitive skills and soft skills of employees. This includes leadership, creativity and communication,

among others; the latter, empathy, agility resilience and more.

He adds that companies, besides educational institutions, has an important role in nurturing these skill sets, and that his holding company had been contributing to this advocacy.

Under Ayala Corp.’s Professional Employment Program, Zobel de Ayala bared that 90 percent of its graduates gets employed within 90 days.

“Companies should find “new ways of doing work” to spark productivity, suggesting to implement a f lexible working arrangement, “ Ayala said. He added that it could lead to ’ “higher engagement” of the employees work.

Using “people analytics” could also help firms to better understand the needs of their employees, resulting in better human-resource management, according to him.

“We need to adopt a refreshed approach to private enterprise.

One that fully responds to critical underserved needs of society while at

the same time, enables the creation of value,” the top Ayala official said.

‘Vocation education’ For his part, Mark Keese, head of the Organization for Economic Cooperation and Development’s Skills and Employability division, affirmed the need to continue teaching employees.

He said that, apart from traditional education, there was a need to “focus on vocation education,” such as training for new technology to strengthen workers’ skill set.

Such practice is being observed in Singapore, he added.

International Labor O r g a n i z at i o n ( I L O ) Technical Officer Jordi Prat Tuca, meanwhile, said the United Nations’ labor agency found out that 56 percent of jobs in the Association of Southeast Asian Nation (Asean)-5 are “at high risk of automation over the next 20 years.”

Asean-5 is composed of the Philippines, Indonesia, Malaysia, Thailand and Vietnam.

Swedish firms keen to trade, invest more in PH

MANILA -- Swedish companies are keen to trade and invest more in the Philippines, particularly in various infrastructure endeavors, amid the country’s strong economic performance.

Swedish Ambassador to the Philippines Harald Fries said many Swedish firms are already engaged in engineering, waste management, urban transportation, and bus system here.

“It’s not that Swedish business is just focusing in one sector in the Philippines, we are (also) looking at infrastructure with the Build, Build, Build program and that’s very interesting for Swedish companies,” he said in an interview with Philippine News Agency Thursday night on the sidelines of the reception on the occasion of the National Day of Sweden.

Fries said some of these companies include the Volvo Group, which is involved in urban transportation, ABB in energy, and Saab in port and airport management and surveillance.

“There are smaller companies that are trying their luck here,” he added.

Apart from infrastructure projects, Fries said there are also small and mediumsized Swedish companies establishing presence in the information technology (IT), business process outsourcing (BPO), and software engineering and software development areas.

Another team, which is composed of agents from NBI-National Capitol Region, Bangsamoro Autonomous Region in Muslim Mindanao and Sarangani-General Santos district office, swooped in on the office of Alamcco here past 5 p.m.

The raids came two days after President Rodrigo R. Duturte ordered a crackdown against operators of various “pyramiding” investment schemes that have been proliferating in parts of the country, especially in Mindanao.

The President specifically directed the NBI and the Criminal Investigation and Detection Group to shut down the operations of Kapa Community Ministry International Inc., which was founded by Apolinario.

Kapa or Kabus Padatoon (poor will become rich), is a registered religious group that was earlier flagged by the Securities and Exchange Commission (SEC) for allegedly soliciting investments in the form of donations and at a monthly interest rate of 30 percent.

Alamcco was also cited

by SEC for accepting investments from the public and offering a monthly payout of 35 percent.

Members of the raiding teams did not issue any statement to reporters but showed copies of the search warrants, which were issued

by Judge Marivic Umali of the Regional Trial Court Branch 20 in Manila.

The warrants were for violation of Section 23, in relation to Section 73, of Republic Act 8799 or the Securities Regulation Code.

Lawyer Riolen Gillesania, Apolinario’s counsel, told reporters that the raid mainly targeted documents and other materials that were supposedly used by Kapa to solicit investments from the public.

Apolinario and his family were not at the house during the search operation.

He said the NBI agents seized from Apolinario’s home some Kapa membership forms, a list of the group’s members with their cellphone numbers and three bullets found at the guard house.

Gillesania decried the conduct of the search at the house and a Toyota Land Cruiser owned by Apolinario that lasted more than two hours.

He cited the warrant wrongly identified the address of the house as the office of Kapa and referred to the entire Block 7 as the target of the operation.

“The warrant is defective, the search is illegal,” he said in an interview with reporters.

The lawyer said the search warrant has “no basis,” noting that Kapa is a religious organization and not engaged in soliciting investments from the public.

He said the Regional Trial Court Branch 35 here issued a writ of preliminary injunction last April and “upheld that Kapa is not engaged in trading of securities and only accepting donations and love gifts as part of its religious activity.”

He did not push his opinion though thus there was no more action on the matter.

Before Lao stood on the floor, Ocon made a lengthy remark about his version on what transpired last Friday when the purported video was recorded.

According to Ocon, he was treating his RMN reporters to breakfast at VIP Hotel when Canoy chanced upon him.

VIP Hotel is a Canoy-owned family business; so is RMN. Ocon is the program director of RMN’s flagship station DXCC which is based here in Cagayan de Oro City.

Ocon claimed that the wheelchair-bound former mayor was already shouting at him for not airing his ten-minute daily program Perspective that Friday morning.

On Monday, the Securities and Exchange Commission (SEC) said it intends to file criminal charges against Kapa-Community Ministry International, Inc. (KAPA) and its officials for operating an alleged fraudulent scheme, considered as the biggest investment scam ever seen in the country.

This, after the Court of Appeals, issued a freeze order last June 4 on several bank accounts and other assets linked to KAPA upon the petition of the SEC and the Anti-Money Laundering Council (AMLC).

“In fact, we already revoked the certificate of registration of Kapa Ministry and we intend to pursue criminal charges against all the officers and also those who are helping and defending them,” said SEC Chairperson Emilio Aquino in a press briefing.

Aquino said SEC has issued an order of revocation of corporate registration against KAPA last April, and a cease and desist order last February.

KAPA was found to have recruited and encouraged members to “donate” any amount in exchange for a 30-percent monthly return for life, without having to do anything other than invest and wait for the payout.

Aquino considered the 30 percent offer an “unrealistic” return of investments and “mathematically unsustainable.”

He explained that with five million members at a minimum investment of PHP10,000, KAPA would have pooled funds of PHP50 billion. With a monthly return of 30 percent, its payout would reach PHP15 billion a month, or PHP180 billion a year.

Without recruiting new members or soliciting more investments from the public, the pooled funds would have been diminished by the third month, he added.
