NBI files estafa raps vs. Kapa founder, execs

THE National Bureau of Investigation (NBI) on Monday filed estafa charges against the founder and officials of the Kapa Community Ministry International Inc. (Kapa), a religious group allegedly involved in investment scams.

The NBI accompanied three complainants, who were Kapa investors, but their identities have been withheld.

The complainants include a female senior citizen from Dinagat Islands, who was duped of her retirement fund amounting P500,000; her 38-year-old son who invested P45,000; and a woman who invested P30,000.

The three are the first of Kapa’s 3 million members to formally file a complaint.

Gunmen kill board member

DAVAO City--A provincial board member of Dinagat Islands province was killed by ridingin-tandem gunmen in Surigao City on Sunday morning.

Killed was provincial board member Wenefredo Olofernes.

“I condemn in the strongest possible terms the brutal killing of Sangguniang Panlalawiagan Board Member Wenefredo Oloferenes,” Dinagat Governor Arlene “Kaka” Bag-ao said in a press statement.

Initial reports said Olofernes was riding his motorcycle with a companion when he was gunned down by still unidentified assailants who were riding in tandem.

Fidelina Margarita “Gingging” Valle, 61, of Davao City, development worker and freelance writer, was arrested Sunday morning at the Laguindingan Airport in Misamis Oriental at around 10 a.m.. Tesda to launch app to ‘hail services’ from certified grads HOW would you like to get the services of a hair dresser, a masseur, housekeeper, and many others by few clicks on your mobile phone?

On July 18, the Technical Education and Skills Development Authority (TESDA) will launch “911 TESDA” app in the National Capital Region (NCR).

This would basically function like Grab and Uber, but instead of rides, one would ask services from TESDA graduates.

“This is still part of the government’s employment objective, and to help those who would like to augment our income,” TESDA-NCR director Conrado Bares told the Philippine News Agency (PNA) on Sunday.

He emphasized that TESDA’s mandate is not just to give education or training, but also help its graduates find employment or livelihood opportunities.

Xavier Ateneo, ADMU join forces to offer PhD in Economics offsite program in Mindanao

avier University - Ateneo de Cagayan (Xavier Ateneo) and Ateneo de Manila University (AdMU), through their respective Economics departments, sealed an agreement to strengthen graduate learning on economics in Mindanao.

Xavier Ateneo is the only Higher Education Institution (HEI) in Mindanao that offers both an undergraduate and gradu-

ate programs in Economics. As proposed in 2020, AdMU will offer a PhD in Economics offsite program to be housed in Xavier Ateneo. An offsite scheme provides an opportunity for potential graduate students in Economics from Mindanao to avail an Ateneo education, right at the heart of CDO as students will be officially enrolled under AdMU but classes are to be conducted at Xavier Ateneo.

Part of the MOU is to develop Xavier Ateneo’s Master of Arts in Economics program, as its students are eyed to be potential enrollees in the PhD in Economics offsite program. There will be regular and certificate classes for both teachers and practitioners in Economics. Subjects are to be taught by faculty members of Xavier Ateneo and AdMU. For the first semester of this school year, four regular and cer-

tificate subjects are being offered.

All four are to be facilitated in mixed classes. Research Methods in Economics and Microeconomics are scheduled every weekday.

Brgy Iba, Cabanglasan receives safe, reliable water system projects CABANGLASAN, Bukidnon - - Mo r e h o u s e h o l d s i n Barangay Iba and its neighboring barangays in Cabanglasan will thirst no more for water supply a s t h e D e p a r t m e nt o f t he Inter ior and L o ca l Government (DILG) turnedover two water systems; the construction of Level III water System of Crossing Mainaga and the ground reservoir of Cabanglasan Water District and one unit production well.

Completed June 18, 2019, the Level III water System in Sitio Mainaga now provides individual water meters to 39 households in the barangay with an allocation of P2.5 million from the 2015 Bottom-up Budgeting (BuB) program. Also, an additional 29 units of water meter is being procured and funded by the Local Government of Cabanglasan.

Alternate government command, control center to rise in Cagayan de Oro A three-storey multi-purpose building designed to be an alternate Government Command and Control Center (GCCC) of the National Disaster Risk Reduction and Management Council (NDRRMC) is soon to rise in Northern Mindanao.

The GCCC will have state of the art operational center, communication virtual room, conference room, breakout rooms, and office facilities and equipment.

Robbery Feng Shui!

NOPE, this isn’t about feng shui for robbers! But more on how it works against them. Genuine feng shui purges acts of robbery!

Yes in any place: at home, at work, or even government. Here are a few actual cases from personal knowledge or true-to-life stories of how feng shui ferrets out those who steal: 1. Office Boy “Palusot” Feng shui of an electrical design and engineering company addressed the owner’s headache of an ever truant operations manager.

Always on field, never in the office when badly needed.

So we placed subject to sit right beside owner with an arowana aquarium divider to boot. After a year, owner was satisfied that truancy was reduced if not eliminated. But recently in

a feng shui maintenance tune up, owner revealed “success”! Why? Subject resigned! Why? Kept at bay not to leave office, subject turned to absences! Owner pressed for valid medical certifications, to no avail for subject that he quit!

Where’s the catch? Upon examining the office computer of resigned subject for file clean up and turnover to successor, lo and behold, the grisly crime of corporate theft was exposed!

Owner shows me almost a ream of printed billings worth over Php 3 million.

But those billings were for the private company of resigned subject. This points out to the fact that truant “Boy Palusot” was holding office within owner’s office in a conflict of interest mode, doing the same busi-

ness and lo!, even competing and subverting some clients, todate a minor patron has been pirated by that subject!

So there! Damage control done as feng shui purges evil doings in a place.

2. Pizza Parlor Cashier In eary 90s, a pizza parlor asked me to feng shui their Ortigas Avenue franchised outlet. After putting a windchime bell by the cashier and requiring that it be rang each time a sale is registered, within a month, owner reported: “Guess what, our cashier was caught embezzling! A busboy was attracted to the sound of the ringing bell and when he looked at the cashier caught her pocketing the payment instead of putting it in the cash register. He reported to me and when I summoned her,

she readily confessed. What is worst is that she is our trusted cashier for all these past 8 years! And her total estimated stolen amount regularly over this period is Php 5 million already!”

Case closed, even owner decided to close the store later to enjoy her life.

Support bill to ban early classes

A BILL that bans the scheduling of classes earlier than 8:30 AM makes sense. And parents, teachers, administrators and students should have Bacolod Rep. Greg Gasataya to thank if this bill is passed and signed into law.

I noticed that a lot of students or pupils are tired at the end of the day after carrying their school bags filled with books and notebooks and it would be asking too much for them to wake up early the next school day for early classes.

Not every student has helpers to fetch and carry his/her school bags. Going home at past 3 or 5 pm and studying afterward plus doing the household chores can take a toll on these stu-

dents who have to wake up earlier than scheduled for their classes.

Sleep deprived students are a no-no for schools and sleep deprivation can stunt their physical and mental growth. As a teacher I’ve seen a lot of students walking towards their classes with blank, tired eyes and these are students in both private and public schools in Cagayan de Oro City.

Also affected by the early scheduling of classes are the teachers who go home at 10 pm only to attend to their families and household chores aside from preparing for their lesson plans.

Not to mention checking on papers and preparing reports for submission to the Department of Education

(DepEd) or the Commission on Higher Education (CHED).

Let’s not forget the parents who have to wake up earlier than scheduled to bring their children to school aside from reporting to their offices. Gasataya cited other factors like fare and fuel costs and location of homes to schools as reasons for banning the early scheduling of classes and it makes a lot of sense.

I remembered vividly a neighbor who would walk at 6:30 am to school and then come home late in the day since there were still no motorelas at the time. Point is, there are students who live too far from school and that’s why classes should start at past 8:30 am.

It’s a sad reality that mass transportation in the Philippines is woefully behind other countries and only the rich or those with adequate means can drive cars to work and school.

In the US the students ride in school buses and some have cars so there is no problem with scheduling of classes. Classes there start at 7:15 am and end at 3 pm while middle school starts at 8:45 am and ends at 4:30 pm.

In essence the practice of starting classes early defeats the purpose of what education is all about as far as the Philippines is concerned.

Determination dies hard

THINK a minute.

This is the true story of a young lady who told all of her friends she was going to be an actress. At the young age of 16 she went off to drama school in New York City. Unfortunately after only a short time the school sent a letter to her mother saying, “Please take your daughter home.

She has no acting ability at all!” Instead of giving up and going home, this tough teen got a job in a musical, but she was soon fired from that job also. In fact, she worked in three other musicals and was fired from every one of them! In two years, she had not earned one dollar as an actress.

Finally she got a job as

a model, but soon lost that job too. Then she became seriously ill. The doctor told her she might never walk again. However, she bravely fought this terrible disease for two years, until eventually she was able to walk again. After six years in New York City she had nothing to show for herself except rejection and obstacles she had overcome.

Yet amazingly, 20 years later 40 million people watched this actress in her very first television show. In fact, more people watched I Love Lucy than the coronation of Queen Elizabeth and the inauguration of the U.S. President Dwight Eisenhower. For five years Lucille Ball’s program was the #1 television show in

America! Later, she became the first woman to be the head of her own television production company.

Some people think successful stars like Lucille Ball simply get discovered and success just falls into their lap. But we do not see all their years of work and determination overcoming all kinds of obstacles and disappointments to reach their life’s goal. Lucille Ball did not get her first TV show until she was 40 years old! Remember: “Delay is not denial …

Success is hanging on after others have let go.” If Lucille Ball had given up and quit trying, no one would have blamed her. No one would have remembered her either!

RESPONSIBLE use of social media and technology could help Filipinos achieve better mental health status, a mental health expert said Saturday.

“Ang technolog y ay nandiyan na, wala na tayong magagawa diyan (The technology is already there and there’s nothing we can do about it). What we need to practice now is responsible use of technology.

For example, social media, we’ve had many clients who became victims of bullying not only in school, but also in social media,” Dr. Bernard B. Argamosa, a psychiatrist at the Department of Health-National Center for Mental Health said in an interview at the Philippine News Agency’s “Pros and Cons” forum.

Argamosa said contrary to what many believe, the youth are not the only ones affected by the wrong use of social media but also a great deal of oversees Filipino workers (OFWs) who are battling depression.

“Maniwala kayo sa hindi, mayroon kaming nakikitang umuuwi na (Believe it or not, we see some going home around) 20 to

30 OFWs per month galing Saudi Arabia or the Middle East with psychotic symptoms and this is very alarming,” he said.

While social media helps OFWs connect with their families, Argamosa explained it also creates division within the family.

Police, military manhunt on vs. 7 Basilan jail escapees

ZAMBOANGA CITY -- Police and military teams are on a manhunt to recapture the seven escapees who bolted from the Lamitan City Jail in Basilan province, an official said Monday.

Lt. Col. Christopher Panapan, Lamitan City police chief, said the seven were among the eight inmates who escaped from the city detention facility early Sunday.

Panapan named the objects of the manhunt operation as Jemar Usman, Norman Bisal, Roderick

Agang, Taha Morales, Alpa Julasbi, Muamar Gandali, and Arman Acalul.

Panapan said all escapees, except Acalul, are facing charges for violation of Republic Act 9165 - otherwise known as the Comprehensive Dangerous Drugs Act of 2002. Acalul is charged with murder.

Another escapee, Moumar Ima, was recaptured by policemen Sunday afternoon in the municipality of Akbar, Basilan province.

Police said the inmates escaped around 8:30 a.m.

28 PH Startups to participate in Hong Kong RISE 2019 THE Philippine Government is sending the Philippines’ first-ever delegation of Philippine startups to the RISE Conference 2019, the largest technology conference in Asia, on 09-11 July at the Hong Kong Convention and Exhibition Centre.

The Philippine participation in the RISE Conference 2019 is one of the key projects under the Startup Assistance Program 20192023 agreed upon by the Department of Trade and Industry (DTI), the Department of Science and Technology (DOST), and the Department of Information and Communications Technology (DICT).

The three government agencies are working together to promote and assist Philippine startups through the following joint initiatives: the digitalstartupsPH Program of the DICT - ICT Industry Development Bureau (IIDB) which aims to boost the ICT ecosystem and promote and develop

local ICT startup businesses; the Technology Transfer Support for Nurturing Tech Start-Ups of DOST–Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) which contributes to the economic and industrial development of the country, and DTI- Export Marketing Bureau’s (EMB) Startup Pilipinas which provides government support to scale up local startups by participating in Outbound Business Matching Missions (OBMMs) and international pitching competitions.

School bullying

SCHOOL bullying is a type of bullying that occurs in an educational setting. Bullying without comprehensive definition can be physical, verbal or emotional in nature or it can occur online. It is something that 50 percent of the people under 25 will experience.

Bullying comes in all shapes, sizes and subtleties.

Despite the varied nature of bullying, it is a learnt behavior and not an innate characteristic of anyone.

There are lots of reasons why people bully. It may include online abuse, subtle bullying within friend

ships such as manipulation, intimidation and social exclusion as well as indirect bullying such as the spreading of harmful rumors bet it online or elsewhere.

Another important thing to note is that for something to qualify as bullying, it must be persistent. A oneoff comment made about one’s appearance is hurtful and horrible to have to go through but a common factor of bullying is that it is a regular and persistent occurrence that takes place over time.

The most important thing students can do when being bullied is to talk about it. Never go through it in silence. It can clog your mind.

On July 20th every year mountain bikers around the world are invited to blow off all other obligations and simply go and ride their mountain bikes! Riders all over the world in all regions and skill levels are invited to join in on the fun! #RIDEMTBDAY is an annual movement of community-based events around the globe with mountain bike brands, media, professionals, retailers, parks and local riders everywhere - each showing their love and support for the sport of mountain biking by holding group rides, fundraisers, races and demos.

With promotion and support from Mountain Bike brands, advocacy groups and athletes, the first #RIDEMTBDAY in 2018 gathered participants from over 40 countries and created tens of thousands social media hashtags and impressions.

Most importantly, it gave mountain bikers an excuse to get out and ride together all over the world.

DAVAO CITY -- Senator Christopher Lawrence “Bong” Go on Sunday said he is set to file a bill that would upgrade and modernize the Bureau of Fire Protection.

“We need to ensure the safety of the people; through this bill, they will be more educated and aware about fire safety,” Go said during his visit to the fire victims in Barangay Wilfredo Aquino here on Sunday.

Along with his friends, Go provided school and work uniforms, school supplies. clothes, relief goods, meals, medical and cash assistance to affected families.

2 drug suspects slain in Maguindanao ‘shootout’

COTABATO CITY -Two drug personalities were slain in a shootout with local law enforcers in Datu Odin Sinsuat, Maguindanao on Sunday, police said.

Maj. Erwin Tabora, Maguindanao provincial drug enforcement unit chief, said suspects Adrian Amando and Tony Balleque traded shots with the police at about 6 a.m. in Barangay Capiton, Datu Odin Sinsuat.

Tabora said Amando and Balleque were earlier subjected to surveillance operation and were allegedly found to be selling illegal drugs.

“The two were also believed to be gun-forhire members based on conversations found in

their mobile phones,” Tabora said Monday over a radio station here.

During the drug sting, police said the suspects sensed they were dealing with a police poseurbuyer and decided to back off.

“The police chased them and asked that they surrender, but they responded with gunfire,” Tabora said.

Recovered from the slain suspects were one .38-caliber revolver and one homemade “fortylite” pistol with M16 Armalite live rounds as ammunition, police said.

investigators are trying to find out whether the suspects were also involved in the series of highway robberies and holdup incidents in Barangay Awang, the most populated village of Datu Odin Sinsuat town.

GENERAL SANTOS CITY -- Warring Moro families in the boundary of Sultan Kudarat and South Cotabato provinces decided to peacefully end nearly four-month conflict following intervention by local officials.

The negotiation started when South Cotabato Gov. Reynaldo Tamayo Jr. led a dialogue between the warring families on Friday in Barangay Ned, Lake Sebu town, according to a statement released by the governor’s office over the weekend.

Tamayo was compelled to mediate as the “rido” or clan war has triggered a series of clashes that displaced several families in Lake Sebu and Palimbang town, Sultan Kudarat, where the two families live.

Over 260 families from Sitios Molmol, Kisayan, and Kumilat in Lake Sebu -- one of South Cotabato’s remotest areas -- evacuated last month for the second time since April because of the clashes in the neighboring Barangay Molon, Palimbang town, officials earlier said.

The clashes involved the families and supporters of Mike Binago and allies Tat Tuan and Salik Adam.

“Through the mediation spearheaded by the governor, the involved parties eventually agreed to settle,” Librado told the Philippine News Agency in a phone interview on Monday.

The statement said the governor sought for the establishment of Army, police and Citizen Armed Forces Geographical Unit detachments in the affected areas to protect the residents and prevent another escalation of the conflict.

School heads development program

IT is mandated by the Department of Education (DepEd) for all school administrators to undergo the School Heads Development Program (SHDP) through NEAP or the National Educators Academy of the Philippines.

The SHDP was conducted in the third quarter of 2016 and it has just ended.

The ones who successfully enrolled in the program were all incumbent school heads, teachers-in-charge or officers-in-charge of public elementary, secondary and integrated schools who are not principals test passers and those who passed the regional qualifying examination for principals before 2008 without NEAP accredited training. Also qualified to join the program were NQEP/NQESH passers

who have not attended the SHDP Advanced Course for Senior High School heads including who have attended the basic course on school-based management.

The objective of the SHDP is to actually identify the program’s areas of strength and areas for improvement to gather feedback on how the program affected the school heads to capture practices in preparation for senior high school.

The three-module program tackled relevant topics for a school head such as curriculum management, alternative delivery modes, alternative learning system, school processes, school improvement planning, strategic human resource management, financial management, partnerships and communications.

Valle was arrested at the Laguindingan Airport in Misamis Oriental at around 10 a.m. on June 9 allegedly on the basis of two warrants of arrest, both of which Valle said she was not allowed to read.

PNP spokesperson Banac, citing reports from the field said the warrants were for alleged “multiple murder with quadruple frustrated murder and damaget to government property” issued in Misamis Occidental by Judge Bernadette Pardes-Encinarea on December 29, 2011 “with no bail recommended” and arson issued by Judge Aniceto Galon, Jr. in Pagadian City on September 4, 2006 with bail recommended at 24,000 pesos.

The warrants were for “Elsa Renton @ Tina Maglaya / Fidelina Margaita Valle y Avellanosa.”

In her affidavit, Valle said that when she finally got copies of the warrants of arrest, “I noticed that my name was never mentioned in the warrants.”

“Wrongful arrest” Col. Bernard Banac, spokesperson of the Philippine National Police, sent a message to MindaNews at 8:17 p.m. on June 9 that Valle was “now for release.”

“Due to uncertainties and less than 100% assurance of your identity from our informant, we have brought you to the CIDG office, Pagadian City, that caused you unnecessary anxiety. We do realize that we should have heeded your call regarding your identity from the start and have released you at the airport,” Tuzon said.

He said the information came from a reliable source from their military counterparts but as investigators, “we should have conducted validation prior to the arrest.”

“As of this writing, we are investigating the recent police operation at Laguindingan Airport to identify lapses in our police operational procedures and in our personnel who were involved in the operation.

Any misconduct related to your arrest will be dealt with accordingly,” Tuzon said.

RDC XI resolution: “hasten the investigation” on Valle’s arrest In Davao City, the Regional Development Council (RDC) has transmitted copies of the resolution it passed on June 10, to the government agencies it urged to “hasten the investigation” on Valle’s arrest and to prevent similar incidents of ‘mistaken identity arrests’ in the Davao region.

The RDC during its meeting on June 10 passed Resolution No. 67 urging the PNP, the Ombudsman, the Commission on Human Rights and other concerned agencies to “hasten the investigation on the arrest of Davao-based journalist, Fidelina Margarita Avellanosa-Valle, in Laguindingan Airport, Misamis Oriental, and to prevent incidents of ‘mistaken identity’ arrests in Davao Region.”

TESDA explained that only those who graduated from year 2017 can take part in this program, because these are the graduates included in the agency’s online database system. The system encoded details such as the date of enrollment and the expected date of graduation.

Graduates should also be certified or national certificate (NC) holders.

Mayor Manalao takes oath, inaugurates new municipal hall

ULDON, Maguindanao --- Mayor Abolais Manalao of this town finally took his oath of office Sunday, June 30 ans at the same time held the inauguration of its new municipal hall building.

Municipal Circuit Trial Court Presiding Judge Angelito Rasalan led the oath taking ceremony of Manalao together with Vice-Mayor Atty.

Cairoden Pangunotan and other municipal officials.

In his message, Mayor Manalao detailed his plans in the first one hundred days of his administration as the town's local chief executive.

"Beautification of the municipal plaza is one of my top priorities. At present, we have our new municipal hall amounting to 15 million pesos,"

Mayor Manalao said.

On the other hand, the mayor added they would also strengthen their campain against terrorism as well as coordination with the PNP, AFP and the residents themselves to maintain peace and order.

"Since I believe in the importance of education among our children, I alotted a funding assistance budget to them amounting to 3 million pesos," he said.

The mayor emphasized "I promised to fulfill my duties and make a better community for our fellow men".

Meanwhile, the municipality of Buldon was recipient of the "Seal of Good Local Governance" in 2017 and 2018 and still a candidate yet to receive same recognition this 2019.
