MARAWI City––The military on Tuesday said they have retaken Dansalan College which the ISIS-inspired Maute Group seized and partially burned on May 23. Joint Task Force Marawi spokesperson Lt. Col. Jo-Ar Herrera said 14 firearms including a Caliber 50 machinegun and radio sets were recovered by the troops

from the school premises. “A cadaver of a foreignlooking individual was also recovered by the troops. It is believed to be one of the reported foreign fighters from Singapore,” Herrera said. The school is host to some high rise structures that served as machine gun nest and snipers’ vantage position of terrorist elements, the military said. Dansalan College,

founded in 1948 by Americans and the United Church of Christ of the Philippines, was used as platform for the Maute Group snipers to shoot at government troops. Some of the school teachers are believed to be among the estimated 100 hostages used as shields by the gunmen in Marawi City. But troops fighting the Maute Group inside the city told MindaNews that the gunmen still appeared to

BY a vote of 11-3-1, the Supreme Court dismissed all three petitions filed before the Supreme Court questioning the legality of President Rodrigo Duterte’s May 23 declaration of martial law in all of Mindanao’s 27 provinces and 33 cities for 60 days. Three voted for a limited scope while one said the declaration was without factual basis. Only Justice Marvic Leonen voted to grant the petitions saying there is no factual basis for Proclamation 216 declaring martial law all over Mindanao while Chief Justice Ma. Lourdes Sereno, Senior Associate Justice Antonio Carpio and Associate Justice Alfredo Benjamin Caguioa partially granted the petition, opining its area of coverage should be limited and should not be all of Mindanao. Among all the justices, Leonen is most familiar with Bangsamoro issues and struggles, including threats of violent extremism, having served as government peace panel chair in the negotiations with the Moro Islamic Liberation Front from July 2010 until his appointment to the Supreme Court in November 2012. The SC decision came on Day 43 of the Marawi Crisis and Day 43 also of martial law in Mindanao. Duterte, then in Moscow on official visit, declared martial law effective 10 p.m. on May 23, hours after clashes between government forces and the ISIS-inspired Maute Group started in Marawi. All 15 justices have circulated their respective opinions, whether concurring or dissenting, and “all opinions will be finalized and submitted by Wednesday,” the SC briefer said. The petitions were filed by Reps. Edcel Lagman, Tomasito Villarin, Gary Alejano, Emmanuel Bilones and Teddy Brawner Baguilat against Executive Secretary Salvador Medialdea and Defense Secretary and Martial Law Administrator Delfin Lorenzana; Eufenia Campos Cullamat vs President Rodrigo, et al; and Norkaya Mohaamad vs Medialdea, et al. ‘Best option’ Mindanao’s business sector welcomed the SC ruling. Vicente Lao, chair of the Mindanao Business Council (MBC) said martial law is “the best option to fight ISIS in Mindanao.” “We want to give the President all the legal support to counter these grave threats now in Mindanao,” he said. In a statement, Duterte’s son, Paolo, incumbent Vice Mayor of Davao City said the SC ruling “clearly shows that the threat of terrorism is a clear and present danger that needs to be addressed by each and every Filipino” and that it is an affirmation that the President “has the country’s welfare in mind when he imposed martial rule.” “Now that the legal debacle is done and over with, we should stand united and fully support the Martial Law in Mindanao,” he said. ‘National Day of Mourning’ But while Duterte’s supporters cheered the SC ruling, a former avid campaigner and supporter from Marawi says it. Drieza Liningding of Marawi City, Secretary-General of the Bangsamoro National Movement for Peace and Development and co-founder of the militant youth organization, Free The Bangsamoro Movement, said July 4 “should be declared as ‘National Day of Mourning’ for us Meranaws!” as he claimed that on this day, the Supreme Court “upheld the injustices being committed against us.” Martial law, he said, “means more hardships, discrimination and abuses to us!” Lininding said the High Court “conspired with the Duterte administration to bury the truth surrounding Marawi Siege.” “Let’s brace ourselves for the extension of martial law as the Madman in Malacanang ‘thirsty for blood’ unleashes more of his fury against us the civilians,” said Liningding, who actively campaigned for Duterte during the Presidential campaign and supported him until the Marawi Crisis. Liningding said the Meranaws will never abandon their aspiration for self-determination. “Our aspiration remains ‘ till a peaceful politicalsettlement is achieved,” he said. ‘Ominous development’ Bayan Muna Rep. Bishop: BECs could guard communities vs. terrorism By Eileen Ballesteros CBCPNews

Underscoring the effectiveness of Basic Ecclesial Communities (BECs) in guarding a local community against terrorist attacks, Palo Archbishop John Du explained that close ties fostered by BECs would eventually reveal suspicious individuals, who are up to no good in an area. “With all these terror threats right now, if we know each other, the terrorists will get out. They will be afraid because they are well identified as strangers in the community and act differently and not participating, not sharing [themselves], so right away [you] will be identified that you are a bad element in the community,” he stressed during

‘Counter-communion’ Naval (Biliran) Bishop Felomino Bactol expressed similar sentiments in his homily during the vesper Mass for same feast. He said the faithful should work to overcome “destructive counter-communion instigated by people who want to sow terror and fear among peace-loving people.” “That is why the priests and the bishops are telling us to build once more a communion of communities,” added Bactol. Government eyes to roll out national ID by 2020 THE government targets to issue a national ID system starting 2020 in a bid to further improve the delivery of services and ensure that recipients of state financial aids will securely receive it. Finance Undersecretary Karl Chua said they target to properly identify the efficient way to have a national ID system within two years and initial holders are poor

families who get financial aid from the government. He said the Department of Budget and Management (DBM) is considering a PHP2 billion budget for this program under the proposed 2018 national budget alone while its 2019 funding has yet to be determined. He said the Philippine Statistics Authority (PSA) is being considered to be

the implementing agency for this program, which he said will use biometrics and pictures as well as secured technology. Issues about security will be ensured under this program, he stressed, citing that people do not question the government for getting their personal details and biometrics in the issuance of the Government Service

Well, this column is not privy to what really is happening at the NIB, but the employees there are reportedly disgruntled by an appointed head whose job seemed to sow a wedge out of the personnel, instead of sounding a clarion call to unite for a common objective of attaining the bureau’s objective. They died on the spot. Seriously injured were Mohammad Isa Taha, driver, and John Vincent Advincula. Both were admitted to a local hospital here for treatment. Initial police investigation disclosed that the victims were on board a Hi-Ace Van driven by Taha coming from the city’s downtown area on their way to the city’s eastward in Kauswagan highway when the speeding car fell in a canal and smashed on the canal’s concrete pavement. Fabrea and Hayag were married to soldiers assigned in Surigao and Zamboanga while Salvaña was working in a boutique in a downtown mall here. Investigators suspected that the female passengers were known to each other and were on their way home when the accident took place. An informant told the CYNOSURE that the supervision of the local police has been taken from all the City Mayors in Mindanao following the imposition of Martial Law. But, if the information was true, why has the National Police Commission (NAPOLCOM) been silent on this? If it is true, the Department of Interior and Local Government (DILG) would also loss supervision of the police in Mindanao. The rub is: Under Martial Law, the Department of National Defense becomes the administrator of the military rule, while the Armed Forces of the Philippines (AFP) as the implementer of the

The operation also gave credence to the suspicion that the Maute terror group was out to sow bombings in Cagayan De Oro City. Best version of federalism?

LIFE’S INSPIRATIONS: “… My people, your guides lead you astray; they turn you from the path…” (Isaiah 3:12, the Holy Bible). -oooFEDERALISM: GIVING 25% OF THE ANNUAL BUDGET OF GOV’T TO REGIONS: Easily one of the best, and perhaps one of the least contentious and therefore more susceptible of acceptance, version of a federal system of government for the Philippines is that being pushed by former Senator, and now the incumbent Manila Hotel president, Joey Lina. In an interview with members of the Rotary Club of Intramuros who trooped to the Manila Hotel in preparation for the Club’s induction ceremonies on July 20, 2017 where young business entrepereneur Aries Balanay

is going to be installed as its Great President, Lina said federalism in our country could come in the form of “decentralizing the annual budget of government”. Lina explained: “Federalism come in many forms, but to effect the vision of President Duterte for a federal form of government as fast as possible, federalismPhilippine style could actually mean strengthening the existing regions by putting in a new Constitution their entitlement and sole disposition of 25% of the annual government budget”. -oooBEST VERSION OF FEDERALISM? This way, the former lawmaker, secretary of the Department of the Interior and Local Government and Laguna governor, said that under his proposal, there would

no longer be any need to establish the states which would comprise the federal government, as in the cases of the United States and Malaysia. His proposal will also prevent the giving up, and subsequent transfer to the states, of various important powers and functions of the national government, Lina said. This is also expected to prevent destructive squabbling and maneuverings of politicians and their clans who will be understandably be propping up themselves as leaders of the states that are going to be formed. Lina said his plan of disbursing 25% of the annual budget of government would allow existing regional, provincial, city, and municipal governments to continue functioning, but with greater resources

That notwithstanding, however, proposals to adopt a federal system of government for the Philippines did not start with Duterte. ighting back tears, a young woman shared at the Relentless: Singles & Youth Faith on Fire (SYFOF) 2017 event on July 1, about how she fell into pre-marital sex and a life of ambition because of the pain of having a broken family.

“I tried to look for the love I couldn’t find in my family in other people,” shared Mary Ann Uy, a member of the Lord’s Flock New Generation youth ministry, during “Nuggets”, a session of personal sharing and “bite-sized teaching”, at the half-day event. According to Uy, she would be especially sad on Christmas and New Year because it was the time she would remember her father leaving their home because of an affair. Looking for love Depressed and angry, she soon found comfort in the attention of a young man who would text and call her constantly. “Texting and calls, I stayed up till early morning. I thought that was love, that was happiness,” said the member of the Lord’s Flock PSALM Ministry in Filipino. “…[W]e got a chance to meet. I learned so many

things that I shouldn’t have… I committed premarital sex,” shared Uy, saying she became inactive in the community shortly after. This was also the time, she shared, that she actively pursued her ambition to be in the spotlight by finding gigs to perform at mall tours and TV shows. Soon enough, she found herself going to Japan as an entertainer. “I thought I was ok. I also went to Japan. I learned to sit and drink with the Japanese. I thought that if I had money, [my family] would be ok,” Uy added, noting that the opposite came true because her re-

lationship with her family suffered even more and she eventually lost her gigs. No sin too great The turn in events would lead her to seek God again. “I prayed to the Lord. I said, ‘Lord, I give up. My sins are too big.’ I said, ‘Lord, help me. I want to go back’. I didn’t know how He would respond to me,” she told some 15,000

Leaders who are not afraid to initiate radical reforms

THOSE who are fit for leadership are those who are not afraid to make radical reforms, of course, within the bounds of their authority and power, as guaranteed by the constitution. Most assuredly, those who are fit to be leaders are those whose experienced are steeled of fortitude and perseverance, but too rare to find it in a corrupt society such us ours. We all know for a fact that many elected and appointed public officials are always prone to corruption. They always wanted to cling to power and to abuse that power is also their privilege. Seldom, we can find honest, sincere and dedicated public servants. As what Khalil Gibran once said: “You give but little if you give of your possessions. It is when you give of yourself that you truly give.” Although, we seldom can find such kind of leaders, but this time, in the City of Iligan, we have City Mayor Celso Gomera Regencia, which according to him as a leader: “I will perform my duties and responsibilities to the highest degree as far as practicable and devoted all my life in moving Iligan

City forward to total development, and to insure that peace and order will be maintained to the highest degree, to secure the lives and properties of the people. I will not allow that the crisis in Marawi City will have spill over here in our beloved city. The Iliganons are assured for that. I will not allow that Maute terror group would terrorize Iligan City . . . over my dead body.” Mind you, he, City ViceMayor Jemar Vera Cruz and Councilor Ian Uy have even accompanied the army and the police to hinterland barangays to actually see for themselves on how their blocking forces have been put in place especially in the place and/or places where the Maute terror group would probably be their passage during their imminent retreat, as they are now retreating for fear of their lives, not because of the lethal weapons now being used by the armed forces and the police, but also because they (Armed Forces and Philippine National Police) mean business and that is by eliminating them in totality. The securing of the city from

the Maute terror group is inviolate and, therefore, it is a solemn duty of a chief executive of any city, town or province to make security measures according to his own judgment, when lawfully demanded, is essential to the safety of their local political institutions; and to denounce any lawless elements like Maute terror group’s invasion of our city, the way they did in Marawi City, no matter what pretext, is the gravest crimes, and it must be eliminated not by force of reason but by the reason of force by the military might of our Armed Forces and the Philippine National Police. Safeguarding the freedom and liberty of the people is very essential and mandatory in a civilized society wherein which humane jurisprudence must likewise be introduced, so that as free man, he must not, in any case, surrender his inherent rights as guaranteed by the Philippine Constitution. Certainly, no administration, by any extreme of wickedness or folly, will surrender his See LEADERS, page 11

young people at the Smart Araneta Coliseum. According to Uy, God seemed to answer her more concretely by closing down the establishment where she had shows every night. “Because of that, I had the chance to go back to the community. [There] I learned that our body is the temple of the Holy Spirit… We shouldn’t taint

it,” she said. According to Uy, since then life has gotten better. She shared: “My father and mother are together again. We celebrated Christmas together, happy… The first time I got a Bible, [God] had a message [for me]: “I will come to you and save you…” Now actively serving with other youth in the

community, Uy said she has now found the love she had been seeking all this time. “It turns out there was Someone loving me with an everlasting love… He is the love I had been looking for. I know my God loves me. He has forgiven all my sins and cleansed me. I am standing in front of you, a new person.”

Hataman opens P139-M tourism infra projects BONGAO, Tawi-Tawi - Tourists visiting this southernmost province will be surprised of the new infrastructures in the two most iconic tourist destination sites -- the Sheik Karim-ul Makdum mosque and the majestic Bud Bongao Peak.

Autonomous Region in Muslim Mindanao (ARMM) Gov. Mujiv Hataman led the inauguration on Monday of the PHP80 million project in the town of Simunul that included improvement of the access road, Sheik Makdum Cultural Center, and a welcome arc fashioned with a big Quran. “It is but fitting to improve this area not only for tourism but most importantly to value the place because this is where Islam was introduced to the Philippines,” Hataman said. The Sheik Karim-ul Makdum is located in Barangay Tubig Indangan, Simunul, a fourth class municipality. Islam, through Arab merchant Sheik Makdum, was introduced in the country in 1380. Simunul Mayor Ahmad Abdurrahman said in an interview that they have been receiving a steady visit of Muslims across the country. “What we are doing right now is to train our communities on how to handle tourists. The good thing about tourism economy is that it trickles the benefits down to the communities,” Abdurahman said. S ec. Don Mustapha Loong of the Department of Public Works and Highways in ARMM (DPWH-ARMM) said that their interventions are the region’s counterpart to the development of the

site of the mosque. Loong said the National Historical Institute (NHI) is in charge of the rehabilitation of the mosque. Loong said the mosque has undergone several renovations more than 600 years after it was established. The original four pillars of the mosque are still intact. Hataman also inaugurated the PHP56-million tourist center building and pavement of the more than two kilometer stretch in Bud

Bongao Peak, located in the municipality, the province’s capital. The project also included viewing decks, 14 waiting sheds, and solarpowered led-lights within the 250-hectare eco-tourism site. Mayor Jimuel Que said an average 1,500 visitors weekly climb the Bongao Peak. “There’s a need to balance the area as tourist site and environmental protec-

tion. People trekking the Bud Bongao will not just enjoy the challenge to reach the top of the mountain but importantly to learn the rich biodiversity of the mountain,” Que said. The visitors are also greeted by long-tail macaques inside the elephantshape mountain. The Bongao Peak was also the burial site of Sheik Makdum, which is also being visited by pilgrims and Muslim scholars.

At the top of the mountain, one can view the several island municipalities of this province such as Simunul and Sibutu. This province comprises of 11 island towns. Aside from Simunul, Sibutu and this town, the other towns are Languyan, Mapun, Panglima Sugala, Sapa-Sapa, Sitangkai, South Ubian, Tandubas and Turtle Islands. Sec. Ayesha Vanessa Dilangalen of the Department of Tourism in ARMM (DOT-

More Pinoys would go hungry with Asin Tax, Tax Reform Package - solon ONCE enacted, the proposed Asin Tax or House Bill 3719, Trans-fat tax or HB 5845 and the Tax Reform Package or HB 5636 would drive Filipinos to hunger because these measures would potentially cause food prices to skyrocket, according to Bayan Muna Rep.Carlos Isagani Zarate, yesterday. "Dahil po sa mga pahirap na bills na ito ay di na tayo

magtataka kung umabot sa libo ang presyo ng instant noodles at iba pang pagkain. Lalong magugutom ang mahihirap, maging ang middle class," said Rep.Zarate. "If indeed health is the primary concern, taxation should not be the solution. There are other ways for ensuring the health of Filipinos and more taxation is not among them," said the progressive solon.

"For instance, government could ban chichiria and noodles in grade school or it can mandate for cheap nutritious food in schools or even place price controls on nutritious food and viands so that they can be more affordable," he added. "Clearly, the primary goal of these measures is to increase taxes and the poor ordinary people will be burdened once again.

ARMM) said this province is the region’s best asset. Dilangalen said this relatively peaceful province has been the favorite destination of tourists among the five provinces of ARMM. Other tourist spots in the province are the renown Turtle Islands and its several diving sites. “This is on top of the fresh and very affordable seafood you can enjoy,” Dilangalen added. (Darwin Wally T. Wee/PNA) The poor have little or no income at all and most of the times they have no choice but to buy cheap non-nutritious food ,"ended Rep. Zarate. In the Asin tax bill, based on the computation of the Philippine Chamber of Food Manufacturers Incorporated during the last Congress Ways and Means Committee hearing on the bill,a P6.85 noodle pack now would be around P800 if it is enacted.

these diseases, or we turn a blind eye on them because taking part involves change that may inconvenience us. Brigada Eskwela also forces us to evaluate our willingness as members of the community to serve when we are called for. With the opportunity it provides us – to be part of the solution to the challenges of the education system in the country we

realize how we see ourselves and our duty to the community and the country in general. It allows us to understand that if we are willing, we can become a part of the change we want to see. Brigada Eskwela was borne out of the need to address the challenges of the public school education in the Philippines. It started with the simple mission of

cleaning up and beautifying public schools to prepare for the opening of classes, big or small, to this worthy endeavour, it has also opened multiple doors for learning and reflection. It shows that volunteerism is still abundant in our country, that there are a lot of people who are willing to cooperate with the government’s worthwhile endeavours if given the chance.

Theodore Te in a press briefing. The vice mayor said, “Now that the legal debacle is done and over with, we should stand united and fully support the Martial Law in Mindanao.” But the vice mayor emphasized it is more important for the people to be more vigilant at all times. “We urge our people to continuously remain vigilant at all times and report to authorities anything and anyone that we suspect to be involved in terrorism. In Davao City, he said, “We keep on finding more effective means to keep our community safe at all times.” The vice mayor also hoped that all other local government units do their part and not just rely on the national government in the fight against terrorism. “This is not just a fight of President Duterte but our fight. Kanunay ta mag-

amping tanan (We should always take care of ourselves),” he said. It may be recalled that there were consolidated petitions filed by opposition lawmakers led by Albay Rep. Edcel Lagman, local Mindanao leaders led by Lumad leader Eufemia Campos Cullamat and a group of women from Marawi led by Norkaya Mohamad, challenged the legality of Duterte’s Proclamation No. 216 imposing a military rule and suspending the privilege of the writ of habeas corpus in Mindanao as a result of the attack of the Maute group in Marawi City. The Supreme Court still has to act two other petitions filed by separate groups led by former Senators Rene Saguisag and Wigberto Tañada both seeking issuance of a mandamus that would compel Senate and the House of Representatives to convene jointly to review the declaration. city council for a reclassification before they can get clearance from the zoning office. However, Rigor said the management bypassed all the process and proceeded with the construction. Without the zoning clearance, the respondent also cannot secure a building permit from the city building office. “The City Engineer’s Office and our office issued a notice of violation to them when we found out about their case,” Rigor said. He said that the mall was already preparing for the grand opening but this was stopped over lack of permits. Rigor said Taipan Development Inc., filed for additional allowable use before the city council, but the council denied it. Under the zoning ordinance, one can file for additional allowable use provided that the project signifies economic significance and it should be approved by the city council with at least three fourths of the councilors voted in their favor. “We talked with the management and they are blaming their constructor, however it is not for us to find out whether there was a negligence on the part of the constructor, our issue here is that they have violated our city ordinance,” he said. Rigor added Taipan Development Inc., was the first company charged for violating the zoning ordinance since it was enacted four years ago. (Funny Pearl Gajunera/PNA)

the SC’s decision an “ominous development that may place the country in an even more dangerous position. “Now, Martial Law can almost arbitrarily be declared, and, in a sense, apparently putting us at the hands of a de facto military junta,” he said, adding he expects “an emboldened military and police to commit more human rights violations and further endanger the lives of our people not just in Marawi but the whole of Mindanao.” “The Martial law monster will now target civilians and organizations considered as sympathetic and supportive of the CPP-NPA because AFP Operational Directive Number 2 2017 or the “AFP’s Implementation of Martial Law in Mindanao” key task no. 3 makes the NPA target of Martial law,” he said. He urged the public to be “very vigilant and resist the further continuation of Martial Law in Mindanao or its extension to other parts of the Philippines.” In a statement, Konsyensya Dabaw said the immediate challenge, aside from looking into filing a

motion for reconsideration, is “making sure that the ruling does not get used for objectives beyond what the Supreme Court ruled was constitutional.” Konsyensa Dabaw cited Task no. 3 of the AFP Operational Directive to “degrade the armed capabilities of the NPA,” which is “worrisome because there have been no proven connections between the NPA and the jihadists, and in light of efforts to bring the peace process between government and the National Democratic Front back on track.” Konsyensya Dabaw also cautioned those who would use the SC ruling to push for an extension of martial law beyond 60 days. Martial law until 2022? “There is already cause for concern because House Speaker Pantaleon Alvarez has been quoted as expressing openness for keeping Mindanao under Martial Law until 2022, and the security sector is reportedly inclined to ask for its extension beyond July 22,” it siad. It also called on citizens to “continue to be discerning and vigilant.” “As our own history has borne out, the final and most effective check against authoritarianism and militarism are citizens who do not equate citizenship with blind obedience, and are not afraid to stand up to tyranny in whatever form it may present itself,” it said. It also honored the justices who dissented from the majority ruling. “Konsyensya Dabaw particularly salutes Associate Justice Marvic Leonen who dissented from the majority ruling” and Sereno, Carpio and Caguioa who voted to limit the coverage of martial law in Mindanao. Jay Apiag, spokesperson of Karapatan Southern Mindanao said the SC ruling is “disgusting” as it signals a “more dangerous climate for our peasant, Lumads and Moro people in Mindanao especially to those groups, individuals and institutions directly participating in advancing the people’s rights and interests. less defamation that hit people. 000 The practice of some hospitals to require down payment from patients is not new. This is as old as the oldest song of the farmers. When I was hospitalized for Flu many years ago, I paid some amounts as down payment as required before I could be admitted. Now the city council is trying to prove the veracity of such scheme. Too late the hero. Anyway, it is still good to investigate and make corrections. Not too long ago, a foreign journalist died in a Manila hospital because he was not admitted for confinement because of lack of money. 000 Some people always put the blame on taxi drivers in Manila on anything as if passengers are angels and always right. Even when the drivers are held up, robbed of its measly income and murdered, still they are at fault. This is absolutely foolish. It is high time that we listen to, and understand the plight of the drivers because they too, as a matter of right, have some explanations to say. Let us stop being so cruel to them. They are poor individuals and some of them are better people than a lot of professionals. 000 Notwithstanding protests from many sectors about North Korea developing and test firing missiles, still the young leader goes on with the issues involved unmindful of the danger or consequence of the world population. The worst thing is this leader is a dictator and could not be removed or replaced anytime. Many world leaders are annoyed by him and wished he was out of power for a change. He is described by many people as extremely dangerous. He once made a vow to strike hard south Korea and the United States. A ballistic missile was fired just few days ago. 000 The world is shaking with so many leaders too ambitious to be identified as powerful and influential. These kind of world leaders are very dangerous to world peace. Some of them talked about nuclear bombs, modern fighter jets, missiles, etc. We should talk peace, new inventions for drugs, and others and not on bombs. 000 I always pray Mindanaoans will have a taste of peace. It has been a troubled island ever since

and many of us do not know what peace is all about. I wish the rebels the terrorists, the bad elements and others would realize that many of us are tired and sick of fighting and evacuation. The elderly people are dying of fears while many children are dislocated from schools. Let us all pray for peace in the island. (Bennex News Service)

of our neighbors especially our political enemies. I don’t think that any man has the right to insult the feelings of anybody and injure his reputation and dignity. If then you are guilty of such conduct, you should not blame no one who should condemn you for that, but to blame those whosoever they may be falsely put an accusation being circulated that put you in bad image and murder your reputation, would somehow be too ridiculous and ignominious, to say the least, therefore, a human rights violation. However, it is no fault of theirs, (political adversaries of the Regencia administration) if they seek to turn their accusations into political purposes, for who knows in the end they will be back into power again, although of a very slim chances. Certainly, there will be no resurrection to those politicians that are already politically dead. It’s only a waste of time and effort to try their political resurrection. Please be informed that City Mayor Celso G. Regencia’s administration is likened to an impregnable fortress. Those who are reckless enough to go against the strength of his administration will be shamed and crushed into pieces. Be careful political adversaries of the Regencia administration. Superintendent Lemuel Gonda, spokesperson of the regional police command in Camp Alagar here, said that recovered from the suspects were four pieces 40 mm M203 grenade, one piece blasting cap, 9 volts battery with battery holder, one piece C4 explosives, eight pieces detonating cord, 19 pieces 100 watts incandescent bulb, one piece jungle knife, suspected ammonium nitrates placed in a plastic bag and in a red plastic bottle. Hortillosa said that the Maute terror group planned to initiate bombing in Cagayan de Oro City in an effort to divert the armed conflict in Marawi City outside of Lanao del Sur. According to the Maute suspects, the imposition of the Martial Law also preempted the plot to bomb Iligan City before the Marawi armed confrontation with the government troopers took place last May 23. Maute has pledged allegiance to the Middle Eastbased terrorist organization Islamic State or Daesh. The local terrorist group is planning to control Mindanao and make it a province of the Islamic State.

As of the latest count, however, various versions of federalism have already surfaced and have been presented to President Duterte. Recent plans indicate that the President is intending to create a Constitutional Commission that would be responsible for drafting a federal constitution, which would then be submitted to Congress as a constituent assembly, or through a plebiscite. -oooWATCH “ANG TANGING DAAN” AT FACEBOOK: Please watch “Ang Tanging Daan”, a Bible exposition and prayer session for everyone, in English and Filipino, at www.facebook. from page 1 com/angtangingdaan. In a privilege speech before the City Council, first district City Councilo Pilar Braga bared that Mayor Duterte Carpio has approved the recommendation for the transfer of the museum and also the design of the new museum building. The durian-inspired building, which was designed by the City Architect, will have four floors with larger storage space and will have two galleries. Its unique design is touted to be an iconic structure in the city, which is known for the abundance of durian fruit. The present Museo Dabawenyo is located along Magallanes Street at the back

Shake out, tsunami drill set July 14 DAVAO CITY -– The Davao City Disaster Risk Reduction Management Office and Central have set a city-wide shake out and tsunami drill in the morning of July 14 Emmanuel Jaldon, the Action Officer of the Davao City Disaster Risk Reduction Management Office (DCRRDMO) and chief of Central 911 the city-wide drill is a full scale exercise to test preparedness of tsunami and shake out drill. When the triggering mechanism strikes at 9:00 a.m., Jaldon said people must “duck, cover and hold”. “Our triggering mechanism will be the time at 9:00am Philippine Standard Time (PST) and not the blowing of siren,” he said. People can also use whistle or bell. It is now a standard in Davao City that no more siren or emergency alarm will be used to signal the start of an earthquake drill, according to Jaldon. Lyndon Ancahas, training officer of the DCRRDMO said they have discussed the activity with officials of hospitals, malls, hotels, the Department of Education (DepEd) and the barangay officials. He said public schools in the city will have 100 percent participation during the drill. However, Ancahas said the tsunami drill will only cover the coastal areas. The See drill, page 10

of Osmena Park, it is a two storey building which used to house the Court of First Instance. After restoring and rehabilitating the old building it was opened as a museum in 2008. The construction of the new museum has a funding of P100-million sourced from the national funds as President Rodrigo Duterte’s gift to the Dabawenyos. It can be recalled that Museo Dabawenyo was opened during the President’s tenure as Davao City Mayor and was the idea of Soledad Roa Duterte, the President’s mother. Last May the City Council passed an amendment in the ordinance of the Museum which allowed the transfer of the museum from Magallanes to Peoples Park. This paved the way for the Office of the President to fund the construction of the new museum. PIA

Davao City gov’t files raps vs mall owner for zoning violation DAVAO CITY -– The city government here has filed a case against a Cebu-based company for violation of the Comprehensive Zoning Ordinance in the construction of its mall in the third district. The zoning ordinance board accused the Cebubased Taipan Development Inc. for constructing Gaisano Capitol in Catalunan Pequiño here without securing a permit from the city government. Zoning committee chief Roy Ryan Rigor on Tuesday said management did not secure a permit from their office yet proceeded with the construction of the mall

without the government’s knowledge. “They have not secured our clearance at all,” said Rigor, adding “Besides, if they asked for one in our office we won’t give it to them since the location is a residential zone.” Since the location is under a residential zone, Rigor said the management should have sought the approval of the city council for the reclassification of the area from a residential zone to a commercial zone. Following the process, the management of the twostorey mall should have asked the approval of the See files, page 111
