CDO convention center now at 88% completion CAGAYAN DE ORO CITY -- After several years of abandonment from its suspension in year 2012, the Cagayan de Oro Civic/Convention Center located at Taguanao, Indahag, here, nears completion of its main building at 88 percent accomplishment based on the total released budget.

The project was left abandoned due to questions inland ownership, which was finally resolved in the last quarter of 2016, thus, its resumption.

From the year 2000 to 2011, the total fund release amounted to P534,937,500. For CY 2017 to 2018, a total of P450,000,000 has been allocated for the project.

407 Mambajao SPES recipients receive salary share to continue school MAMBAJAO, Camiguin -The Department of Labor and Employment (DOLE X) - Camiguin Provincial Field Office (Cam PFO) released the worker’s salary that represent 40 percent of the minimum wage of the province.

There were 407 Special Program for the Employment of Students (SPES) beneficiaries who received their salary that amounted to P1,397,822.25. Payments started June 4.

NCMF bats for approval of Islamic banking bill

Breaking Barriers: Indigenous People (IP) of San Fernando B’non avail of family planning services June 5, 2019 – The Commission on Population and Development (POPCOM) RPFP team conducted an outreach program on Progestin-Only Subdermal Implant (PSI), in partnership with the Municipal Health Office of San Fernando, Bukidnon, headed by Dr. Maria Algerlina I. Edma.

The outreach was part of the Buntis Congress 2019 activity aimed to provide prenatal check up to pregnant women and family planning services to women or couples who wish to space pregnancy or limit child birth. The activity was also joined in by doctors and nurses coming from the Provincial Health Office of Bukidnon and the Association of Municipal Health Officers of the Philippines (AMHOP), Bukidnon Chapter under the leadership of Dr. Filipinas S. Villa, MPH,

CFP. Forty-six (46) women were provided with FP services, specifically ProgestinOnly Subdermal Implant.

The outreach was a tremendous success with 37 of the family planning acceptors coming from the indigenous communities of the Tiguahanon and Matigsalog tribes of Bukidnon. The Responsible Parenthood and Reproductive Health (RPRH) Law of 2012 mandates access to free FP services to women regardless of race, religion, ethnicity, and socio-economic status.

The activity is considered a milestone in the implementation of the RPFP program especially that IPs are among the underserved communities in the region.

DAVAO CITY -- The National Commission on Muslim Filipinos is pushing for the approval by President Rodrigo R. Duterte of Enrolled Bill 8281, which provides for the regulation and organization of Islamic banks in the country.

Dimapuno Datu Ramos Jr., director of the NCMF’s Bureau of External Relations, said NCMF Secretary Saidamen Pangarungan had recently met with officials of the Bangko Sentral and the Asian Development Bank in a bid to push for the bill’s approval.

THE future belongs to cities. To be specific, the future belongs to cities that can attract the brightest and the best people, and encourage them to thrive.

Today cities, compete nationally and internationally to attract businesses, skilled migrants’ work force, and of course visitors. However, to an increasingly globalised population, a city’s postcard views and monuments matter less than its liveability; that sense of localism that makes the traveller settle, and invest time, money and emotional energy in getting to know the place.

That is the theory, but how to make it happen? Businesses need support, local residents need reassurance that new arrivals won’t affect their quality of life, visitors expect a world-class experience, while

political representatives see city marketing as a soft target when it comes to trimming budgets. It’s paradoxical that while faced with so many great challenges, destination marketing organisations (DMOs) are being asked to do more, with less.

--0- Population growth and income-driven dietary shifts are projected to increase agricultural emissions by 90 percent by 2050.

Although climate change is likely to affect agriculture differently from region to region, the scientific consensus is that it will have major, generally negative impacts on food systems.

Erratic weather, the effects of temperature shifts and sea level rise threaten current agricultural systems, and will continue to impact global

food production unless we take action.

Climate change harms agricultural production in the following ways: 1. Warmer mean temperatures and hotter extremes result in reduced crop yields and increased animal loss from heat stress and disease.

2. Increased probability of drought and precipitation deficits increases crop stress and reduces livestock yield.

3. Increased frequency, intensity and/or amount of heavy precipitation degrades and inundates farms and livestock operations.

In addition to harming agricultural production in the short term, some climate impacts can have long lasting or irreversible effects: 1. Salt water intrusion and the rise in sea levels in some coastal regions of the

world result in a reduction in usable cropland.

2. Disruption of the movement of water in the atmosphere as a result of the dieback of tropical forests could cause major shifts in precipitation in key agricultural areas.

3. Climate change reduces biodiversity, such as by reducing the populations of pollinating insects, which can threaten agricultural resilience and crop productivity.

Rep. Sid Ungab as Speaker?

WHY not?

Amidst the melee over the search for Speaker in the House of Representatives which had been shrouded with immoral power tugof-war, term sharing and multi-million-peso tag for a vote plus horse trading in committee chairmanships, the name of Rep. Isidro Ungab suddenly emerged.

“Sid”, as we call him, is a come-backing congressman from the 3rd District of Davao City, the base of Hugpong ng Pagbabago (HnP) which is chaired

by Presidential daughter, City Mayor Inday Sara Z. Duterte-Carpio. Sid has been officially endorsed

by HnP as the party’s bet for the Speakership. That decision effectively put to rest the speculation on who will HnP support. This too provided a distinct and eloquent message to the sound

of silence in Malacanang.

The least expected to enter the arena for Speakership, Sid is, in fact, the most qualified among those who are salivating for the post.

You know. He is not the son on X, the relative of X, a friend of X or the protégé’ of X. He is what he is and until his name came out of the blue, Ungab was just one the many congressmen that seem to be consigned to obscurity. Now that his name had been floated, however, maybe we can take time to see who Sid is and why HnP decided to back him up.

In his stint as a legislator, Congressman Ungab is best remembered for being the principal author of the then-controversial Sin Tax Law which tripled the budget of the Department of Health. A banker before he was picked up by then

Mayor Rodrigo Duterte to run for City Councilor and later a congressman, he was chairman of two powerful congressional committees -- Appropriations and Ways and Means. An incurable workaholic, the Appropriations Committee during his watch passed the National Budget on time for the Year 2014, 2015 and 2016 notably on the first day of January.

He worked in the office of Ronnie Zamora in Malacanang during the Marcos era to pursue law in San Beda but that was abbreviated when Martial Law was proclaimed. As fate intervened, both of them are now members of the HOR. Mindanao Studies in London

DAVAO City--For a few years now, there has been a growing interest in dealing with Mindanao Studies in the academic circles.

Consider the following: the Commission on Higher Education (CHED) and the Department of Education have encouraged the inclusion of courses related to Mindanao realities in the schools’ curriculum; CHED’s encouragement of those writing their theses or dissertations to deal with Mindanawon topics; and the interest on the part of various universities to come up with Readers on Mindanao and the boom in publications tackling various aspects of Mindanao philosophy, history, ethnography, culture and arts. Apart from Asian or Philippine Studies, some

universities are contemplating on offering a Mindanao Studies program as one option for college students.

What accounts for this growing interest that seems to be getting more popular in the field of scholarship?

Could it have been the global rise of post-colonial and post-structural theories that have now privileged scholars’ focus on the local versus the global, the oriental versus the occidental, the indigenous versus the western, and the view from the peripheries rather than the center?

Or could it have been the fact that Mindanao has registered itself in the radar of mass and social media with major political, cultural and environmental issues with grave consequences, e.g. the separatist Moro rebellion,

the man-made and natural catastrophes, the voices of indigenous peoples growing louder in the face of corporate incursions into the uplands accompanied with harsh militarization? Or has the election of a President from Mindanao and his controversial thrusts been a factor? Most probably, it is because of a combination of these and other factors.

Now comes an initiative of the School of Oriental and African Studies of the University of London. A few months ago, their staff wrote various universities across the world announcing that for 2019, the theme of their annual conference would be on: MINDANAO: Cartographies of History – Identity and Representation. One could imagine that they would have re-

ceived hundreds of abstracts from applicants, hoping that theirs would be chosen to be presented at the conference. There would also be hundreds expressing interest to attend such a conference and listen to the various talks.

Eventually the organizers announce whose abstracts were approved and thus given a slot in the conference schedule. When the final list was made public, the result showed the following: Apart from the two keynote speeches by Dr. Patricio Abinales and Dr. Oona Paredes, 34 papers are included in the schedule. NEDA studies ways to boost farm output with rice tariffication MANILA -- With rice tariffication in place, bulking up investments in research and development in agriculture and investing in irrigation, among others, can markedly increase rice yields and farm productivity in the long run, the National Economic and Development Authority (NEDA) said in a statement on Thursday.

NEDA, in partnership with the International Food Policy Research Institute (IFPRI), conducted an assessment on the projected impact of the removal of the quantitative restriction on rice and climate change on the agriculture sector.

Initial results were presented in a policy forum attended by representatives of concerned government agencies and non-government organizations in Pasig City.

“Before the rice tariffication law was passed, the government had been monopolizing the rice trade.

This set-up had been restricting the flow of private funds going to the sector,” NEDA Undersecretary for Policy and Planning Rose-

by Customs Commissioner Rey Leonardo Guerrero revealed that the Bureau of Customs (BOC) collected the highest amount of rice import tariffs from the Subic Bay port at PHP1.37 billion.

The Port of Manila collected PHP978.51 million in tariffs, followed by the Manila International Container Port with PHP942.76 million, Guerrero said during a recent DOF Executive Committee meeting.

The Port of Cagayan de Oro collected PHP754.13 million in tariffs from rice imports, while the Port of Davao collected PHP703.93 million, the data showed.

Republic Act (RA) 11203 or the Rice Liberalization Act was signed and approved by President Rodrigo Duterte last February 14.

Dominguez has described the rice liberalization law on the shift from quantitative restrictions (QRs) to tariffs on rice imports as a “proud” accom-

plishment of the Duterte presidency and the DOF, given that it took more than 30 years under various administrations to get the Congress to approve this game-changing reform.

Liberalizing rice imports, he said, will not only make quality rice more affordable and accessible to Filipino families, but will also lower the country’s inflation rate, revolutionize the agriculture sector and help farmers become more productive and competitive in the global economy.

Dominguez said rice tariffication has proved to be challenging because it was “a politically difficult reform to pass.”

Liberalizing rice imports has made the staple food more affordable to Filipinos, making retail prices this summer cheaper by PHP10 per kilo.

RA 11203 created the PHP10-billion Rice Competitiveness Enhancement Fund (RCEF) to help palay growers and their farmers’ cooperatives transition to a new rice regime.

The RCEF will be used to provide farmers tools and equipment, assistance in the production, promotion, and distribution of certified rice seeds, upgrading of postharvest storage facilities, credit assistance, irrigation support, and research and development (R&D) support. (pr)

THE Department of Trade and Industry (DTI) launched its One Town One Product (OTOP) Philippines Hub at the DTI Main Building in Makati with a Blessing and Buyer’s day on 4 July 2019.

Thus a conference on Mindanao is constituted by only 30 percent of the total voices to be heard in the conference. But this is only according to the tentative list. As of the days prior to July 5-6 there are prospective participants from Mindanao who might not be able to join. Something can be said about this conference which aims at representing voices speaking about Mindanao: the reality is that those who are actually based in Mindanao (either as teachers, researchers and cultural workers) constitute only a minority.

Part of the problem is of course the high costs of travelling to London as the organizers have no funds to subsidize their travels and it is not easy accessing other sources of travel funds.

A total of 78 overseas Filipino workers (OFWs) – 69 males and nine females – were newly reported diagnosed as human immu no d e f i c i e nc y v i r us (HIV)-positive in April, the ACTS-OFW Coalition of Organizations said on Friday.

“The new cases brought to 347 the number of OFWs newly reported diagnosed as HIV-positive from January to April, up 17 percent from the 296 recorded in the same four-month period in 2018,” ACTS-OFW chairman Aniceto Bertiz III said.

“All told, the cumulative number of OFWs found living with HIV has reached 6,602 since 1984, when the government first

began passive surveillance of the virus,” Bertiz, a former congressman, said.

OFWs account for 10 percent of the aggregate 66,303 confirmed cases listed in the National HIV/ AIDS Registry as of April, according to Bertiz.

The OFWs in the registry worked abroad within the past five years, either on land or at sea, when they were diagnosed HIV-positive, Bertiz said.

The bulk of the OFWs in the registry were from Metro Manila (2,218 cases, or 32 percent); Calabarzon (1,148 cases, or 17 percent); and Central Luzon (772 cases, or 12 percent).

Of the 6,602 OFWs in the registry, 86 percent, or

5,704, were male with the median age of 32 years.

Their ages ranged from 16 to 80 years upon diagnosis.

The 898 female OFWs in the registry had a median age of 34 years, with ages ranging from 20 to 73 upon diagnosis.

Of the male OFW cases, 72 percent were found infected via sexual contact among MSM, or men who have sex with men (2,404 from male-to-male sex and 1,719 from sex with both males and females).

HIV causes AIDS, or the Acquired Immune Deficiency Syndrome, which destroys the human body’s natural ability to ward off all kinds of infections. The condition still does not

have any known cure, but antiretroviral therapy has been known to help restrain the virus.

Bertiz said the government is expected to deliver improved support to the growing number of OFWs living with HIV, as mandated by the new AIDS Prevention and Control Law that took effect earlier this year.

Section 37 of the law compels the Overseas Workers Welfare Administration and the Department of Health, among other agencies, to establish a program that would provide stigma-free comprehensive reintegration, care and support for OFWs with HIV,

Sta Ana wharf inspections nets illegal tour operators DAVAO CITY -- The combined inspection of the City Tourism Operations Office (CTOO) and the Business Bureau at the Sta. Ana wharf last weekend, netted illegal tour operators doing islandhopping tours without the necessary permits.

Generose Tecson, CTOO chief said the CTOO-Business Bureau team caught four tour operators and three guides who are operating without licenses.

“The Business Bureau asked them to get the nec-

essary permits, in fairness to them they went to our office to get their permits, except for one tour guide who was adamant that he is a tour guide in Samal and has a business permit from that city,” Tecson said.

The city tourism chief said that particular tour guide should meet his clients in Samal and if he would want to pick up guests here in Davao City he should get a corresponding permit from the city government.

DEPED supervisors must analyze the existing situation in their respective district especially with regard to current levels of school participation, completion and achievement and identify its implications on requirements for, among others, enhanced instructional supervision and school-based management. DepEd gives

trainings to public school teachers every now and then through in-house resources and benefactor organizations. The supervisor must ensure that teachers can participate in these trainings. It is also the role of the supervisor to note on whether a particular public school has an unusually high number of dropouts. If a school can’t perform well in inter-school competitions, then that is a problem too.

It is in this regard that DepEd supervisors likewise assess all principals in their supervision in terms of their expertise and experience and their potential contribution aimed at improving educational outcomes.

Other tasks that may possibly be encountered by DepEd supervisors are the following: administering and managing all personnel within their district as well as physical and fiscal
