Ex-NPA rebels get livelihood aid in AgNor

BUTUAN CITY – A total of 114 former New People’s Army (NPA) rebels who surrendered on different occasions this year in Agusan del Norte were provided with livelihood assistance and remuneration for surrendered firearms.

The assistance, amounting to PHP10.7 million, was part of the government’s Enhanced Comprehensive Local Integration Program (ECLIP) for the former rebels (FRs).

The amount was released by the Department of the Interior and Local Government (DILG) and the provincial government of Agusan del Norte on Friday.

The release of the assistance was spearheaded by Agusan del Norte Governor Maria Angelica Rosedell Amante-Matba, Agusan del Norte Second District Representative Dale Corvera, and DILG Provincial Director Ellen Vee Chua.

In a statement on Saturday, the Army’s 29th Infantry Battalion (29IB) lauded the release of the livelihood assistance to the FRs that will provide support for their families.

“Among the 114 beneficiaries, six FRs surrendered to the unit and received a total of PHP65,000 for livelihood, and separate amounts for the remuneration of the firearms they surrendered to the government,” the See GET, page 11

Camiguin confirms ASF cases, bans entry of pork products

CAGAYAN DE ORO CITY – The province of Camiguin has imposed a temporary ban on pork meat and byproducts from outside the island after the Department of Agriculture-Northern Mindanao (DA-10) confirmed cases of African swine fever (ASF).

PBBM sees stronger, more effective Air Force under his watch

MANILA – President Ferdinand “Bongbong” Marcos Jr. guaranteed Friday his administration’s resolve to make the Philippine Air Force (PAF) “stronger, bigger, and effective” under his watch.

Marcos gave the assurance at the celebration of the PAF’s 75th founding anniversary at Clark Air Base in Mabalacat City, Pampanga.

In his message, he vowed to continue the ongoing defense initiatives to enable the PAF to keep the country “free, progressive, and secured”.

“The ongoing defense modernization effort is in coordination with the basic prerequisites that would complement this administration’s vision for a stronger, bigger, and effective air force, capable of defending and maintaining our sovereign state and of assisting our people in times of dire consequences and today’s reality,” he said in his keynote speech.

MANILA – The construction of a 2,500-hectare international airport in Bulakan, Bulacan will proceed even after President Ferdinand “Bongbong” Marcos Jr. vetoed a measure establishing an adjacent special economic zone and freeport.

Post Office, Customs seal online payment system deal MANILA – The Philippine Postal Corporation (PHLPost) and the Bureau of Customs (BOC) recently inked a landmark memorandum of agreement to provide clients a more efficient, secure, hassle-free and reliable online payment system of customs duties and taxes.

The online payment system through the PHLPost website www.phlpost.gov.ph aims to eliminate fraud in compliance with Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act. The agreement will make the process of clearing and delivery of parcels and other mail matters faster and simpler, benefitting thousands of consumers who rely on the postal service to send and receive packages from abroad, and boost the ecommerce industry.

The two agencies shall have access to the systems only in relation to the corresponding input of charges of duties and taxes by the BOC and for the verification of payment.

A separate set of Implementing Rules and Regulations shall be issued in relation to collection of duties, taxes, and other charges which shall form part of the agreement “Digital innovation will enhance the competitiveness of the Post Office in the local and International market,” Postmaster General Norman Fulgencio said during the signing with Customs Commissioner Rey Leonardo Guerrero. “It is important for the public to understand that all mail and parcels may be subject to customs examination, duties, taxes and other fees.”

MANILA – A ranking police official said Sunday they are considering perpetual disqualification from owning firearms as a penalty for gun ban violators.

Ilocos Norte farmers, fishers get free agri inputs

LAOAG CITY – The Ilocos Norte government is calling on its eligible farmers and fisherfolk to avail of various support services meant to ease the rising cost of fuel and other commodities.

In time for the planting season, Luz Ortal, the officer in charge of the Sustainable and Development Council of the Ilocos Norte government, said Saturday that several agricultural inputs and equipment are being distributed to vegetable and other high-value crops growers in the province.

Interested farmers’ groups and individuals may proceed to the Ilocos Norte Agriculture and Fisheries Extension Center (INAFEC) located near the Provincial Agriculture Office here to be enlisted in the program.

“The provincial government under the leadership of our governor Matthew Joseph Manotoc continues to support the agriculture sector particularly in attending to

the needs of the different farmers and fishermen’s organizations in the province,” she said.

Currently, the Ilocos Norte Provincial Agriculture Office is providing vegetable seeds, fertilizers, pesticides, farm equipment, and machinery to farmer-beneficiaries including marketing assistance and fuel subsidy worth PHP1,000.

For livestock growers, the Provincial Veterinary Office also distributes vitamins, feeds, wormers, free-range chicken, and piglets for areas already declared safe from the African swine fever.

Those with existing fish ponds or those who wish to venture into aquaculture can also avail of free tilapia fingerlings including fish nets and other fishing paraphernalia.

Employment rate in Ilocos Region rises to 94.1%

MALASIQUI, Pangasinan –The employment rate in the Ilocos Region has increased to 94.1 percent from 92.5 percent based on the data gathered by the Philippine Statistics Authority (PSA) in April this year.

In a forum on Friday, PSA Ilocos Regional Director Lawyer Sheila de Guzman said this is about

Kim’s Dream Seeing Clearly Through the Heart

Three Poems Expressing the Essentials IN expressing opinions, it is always done in prose.

This time for a change, let me do it in poetry as the outpourings of words do not just come from the mind but direct from the heart. This gives more credence to the adage in the LITTLE PRINCE that “it is only through the heart that one can see clearly, what is essential is invisible to the eye.” That supreme force in the universe called love beacons all of us to exemplify the spirit of oneness irrespective of color, creed or class as we are all in fact, the sons and daughters of Mindanao, It now behooves upon us to shed-off our apathy, unlike that frog that was boiled-up to death because it cannot detect temperature changes. You know that experiment is Biology 101?

You take a frog and put it in a pot of cold water. Put the pot on a stove and turn it on to start boiling. As the water in the pot gradually heats up, you tell the frog to jump to save itself, but the frog, if it can talk, will just say, “what are you talking about, nothing is wrong, am ok.” So, it will just sit there until it is boiled up to death.

We were just like that frog in many ways. We called Electric Cooperatives as cooperatives but according to the ruling of the Supreme Court they are just cooperatives in name only. The trillion of pesos as capital share of the 13 million member-consumerowners (MCOs) have not been recognized all these years since the rural electrification law was passed in the late sixties. The existence of the so-called Electric Cooperatives is a great social injustice committed against the Filipino People by the Oligarchs. Electricity like air and water is a means to life and should not be a means of so much money making by the oligarchs.

If IFS and ANDS were POTS and PANS...

A phrase that advises against wishing for impossible or absurd things to happen.

The full phrase is “If ifs and ands were pots and pans, there’d be no work for tinkers’ hands.” A: “If only my parents would give me a car, life would be so much easier.” B: “Yeah, well, if ifs and ands were pots and pans, right?”

A still longer version: If wishes were horses, then beggars could ride / If turnips were watches, I’d wear one by my side / If ifs and ands were pots and pans / There would be no work for tinkers. Dandy Don Meredith often recited a similar a somewhat similar phrase about wishful thinking that involved candied nuts Well, life doesn’t only consist of addition, subtraction, multiplication and division. Life has ups and downs and everyone tries to survive in his own clock-shell surrounded by a dangerous ocean. Life is stuffed with plenty of excuses, and we are sometimes unable to apologize and say a meaningful “sorry” at the right moment.

Excuses don’t know the question of age. I still have two significant examples to

share: The church was crowded. confirmation. A woman came too late. Traffic jams.

In need of help, the woman looked to the left and then to the right. It looked like a young man liked to help her. He murmured, “Show up a bit, the LOLA likes to sit down”. The situation looked problem-free at that moment. But after taking a deep breath, the LOLA realized the young man’s comment. She was just 38 years “young”! With uneasiness she looked at the youngster, who started smiling at her. How old could he be? 14 or 15? A very big difference already to her age. Then suddenly, the young man realized his inappropriate remark and stuttered, “Sorry Madam, please excuse me! If I would have only known...!”

Choked with emotions, I also listened to the story of my former editor colleague in Germany several years ago. Her mother had expelled her from life. Only while laying on her deathbed, her mother did offer a plea in extenuation because of her lifelong fault.

PH manufacturing conditions improve for 5 straight months

MANILA – The performance of the domestic manufacturing sector has improved for five consecutive months in June this year, according to S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI).

Philippine manufacturing PMI in June recorded a score of 53.8 amid a solid rise in output due to strong demands.

2 Cebu town public schools ‘blessed’ with new buildings

SAN REMIGIO, Cebu – Come the resumption of face-to-face classes in August after more than two years, Dapdap Elementary School and Maño Integrated School in San Remigio, Cebu will have a new three-story building each.

Juvelyn Cabatana, a fifthgrade teacher in Dapdap, said the new building is an answered prayer and will improve the learning environment.

“We’re very happy. One of our major problems here is lack of classrooms,” she said in a recent interview.

“We are so blessed because we were chosen as one of

the beneficiaries.”

She said even the school clinic has been utilized as classroom, some students occupy makeshift classrooms and tents, and others have to share classrooms, which she said distracts students and makes them feel that they don’t belong to the class.

Lomer Makipig, Grade 8 teacher at Maño, said their new building which will have six classrooms opens up the possibility of accepting more junior high school enrollees or transferees. “ This situation has been difficult not only for learning but also during school activities like card

distribution,” he said in the vernacular in another interview. “The new classrooms will positively impact and aid students to focus and absorb more lessons and topics.”

He added it will also be easier for teachers to implement teaching strategies and effectively reach their students.

The new buildings, turned over last month, were made possible by the collaboration among Ramon Aboitiz Foundation Inc.’s Education Development Unit, Department of Education, local government and village officials, and other stakeholders. (PNA)

Partnership steps up forest protection in Leyte town

CARIGARA, Leyte – This town’s wide forest will be greener and its protection strengthened after an agreement among different actors from the public and private sectors, and the academe.

The town’s remaining forests and wildlife are now protected and preserved following the signing of the memorandum of agreement for all the member agencies of the Multi-Sectoral Forest and Environmental Protection Committee (MFEPC) at this town’s municipal hall on Friday.

First Gen’s Energy Development Corporation (EDC) is the prime mover in the mission hoping to preserve the rich lands for these to flourish.

Other MFEPC members are the Department of Environment and Natural Resources (DENR), the local government of Carigara, Philippine National Police, Armed Forces of the Philippines, Bureau of Fire Protection, Department of the Interior and Local Government, Department of Agriculture, Perpetual Help Community Cooperative, Eastern Visayas State University, Holy Cross Parish, and people’s organizations.

ZAMBOANGA CITY – The city government of Lamitan is embarking on an ambitious airport project to boost its development as well as that of Basilan province.

Mayor Roderick Furigay said Saturday they have started the acquisition of land in the area where the airport will be constructed.

Furigay said the lots they have acquired are in the Barangays of Calugusan, Balas, Boahan, and Ubit, which were identified by the Civil Aviation Authority of the Philippines (CAAP) as the ideal site for the airport.

“As far as purchasing of the land is concerned, we are now at 30 percent. We need to acquire not less than 100 hectares of land for the airport project,” Furigay said in an interview.

“We have already ac-

quired 30 hectares of land,” he added.

The city government has allocated PHP30 million while the provincial government added PHP20 million for the acquisition of land alone.

He said the airport they envision would have a twokilometer runway.

Furigay said Basilan could have its own airport like the neighboring provinces of Sulu and Tawi-Tawi.

He noted that Basilan did not even have an airstrip at present unlike several years ago, “there were many airstrips at the rubber plantations maintained by multinational companies.”

SSS-PPSC agreement to benefit nearly 200 job order, contract of service workers THE Social Security System (SSS) said nearly 200 job order and contract of service workers will get social security coverage after SSS and the Philippine Public Safety College (PPSC) signed a Memorandum of Agreement (MOA) last June 24, 2022.

SSS President and Chief Executive Officer Michael Regino lauded PPSC in their effort to provide social protection to their fellow workers in the government not covered by the Government Service Insurance System (GSIS). “Regardless of their employment status, workers deserve to have a basic safety net in times of contingencies through SSS membership,” Regino said.

Under the MOA, PPSC’s contract of service and job order workers will be classified as self-employed members of SSS. Government contract of service and job order workers are not covered by the GSIS due to their employment status.

PPA in Surigao City cites honest security personnel

BUTUAN CITY – The Port Management Office (PMO) of the Philippine Ports Authority (PPA) in Surigao City has lauded the honesty of its personnel serving as a security screener.

In a statement Saturday, the PMO Surigao identified the personnel as Christopher Montera who returned a sling bag containing PHP200,000 on Friday.

Montera is detailed at the Passenger Terminal Building of the Port of Surigao.

“Christopher Montera was on duty at the Port’s security inspection area when he found a sling bag which was apparently left unknowingly by its owner,” the PMO Surigao said. of Pandan have also been prohibited.

In a separate statement, the PPA applauded the good deed and honesty of Montera, describing him as an “honest security personnel.”

LGU Datu Salibo officials assume post

ATU SALIBO, Maguindanao --- Newly elected and re-elected local government officials of this town formally assumed their post on Thursday, June 30.

Re-elected Mayor Solaiman Sandigan led the inauguration and assumption ceremony held at the municipal hall in Barangay Sambolawan.

In his message, Mayor Sandigan vowed he would continue the development programs that his administration has started few years ago.

“Let us continue

to help each other in achieving the full potentials of Datu Salibo,” he said.

The local chief executive was joined during the ceremony by his fellow party mate and son, newly elected Vice-Mayor Khominie Sandigan together with the 8 Sangguniang Bayan (SB) members.

Vice-Mayor Sandigan stressed it is his noble mission to help his father in uplifting the lives of the people in Datu Salibo.

“This is through enacting laws and ordinances,” he emphasized.

The Municipal Council is composed of Omar Ali, Demson Silongan, Jehan Sangki, Sarip

Sandigan, Harib Badbed, Hedarie Menak, Ansarie Menak, and Saudi Kusain.

The recently concluded May 09 elections revealed that Sandigan received a total of 4,035 votes against his closest rival, former Mayor Norodin Salasal who got 2,572 votes.

On the other hand, Vice-Mayor Khominie Sandigan garnered 3,541 votes against closest rival Abdulwaris Zailon who got 1,988 votes.

Mayor Sandigan is now on his second

term, while his newly elected son shall now start with his first term as Vice-Mayor of the town.

The fatherson tandem were accompanied during the ceremony by First Lady Raida Ferdausah Sandigan.

Also in attendance during the ceremony were the local police, army and municipal government officials and employees.
