Probe on SSS check anomalies ordered

CAGAYAN de Oro City-Commissioner Pompee La Viña, of the Social Security System (SSS), has ordered the SSS regional office in Northern Mindanao to investigate the alleged “unauthorized” encashment of SSS checks intended for member-beneficiaries.

La Viña issued the directive after receiving complaints that checks issued by the SSS did not reach to the intended beneficiaries who filed a loan with the SSS at the regional office here.

An initial investigation into the complaint showed that the SSS check was sent to the intended beneficiaries through the postal services, but was reportedly cashed in a local bank by someone other than the member.

La Viña cited the case of a security guard who reportedly filed an SSS loan in the amount of P8,000 to be used for the tuition for the school year 2017-2018.

Records showed that the security guard later found out that the check was claimed at the post office here and cashed in a local bank, La Viña said.

La Viña directed the SSS regional office in Northern Mindanao, to file criminal charges against those involved and make sure that they would be sent to jail.

Women are still bound by gender roles when it comes to labor force participation, according to a study published by state think tank Philippine Institute for Development Studies (PIDS).

The authors, PIDS Senior Research Fellow Connie Bacuyan-Dacuyuy and Lawrence Dacuycuy, noted that despite being more empowered than women in other Asian countries, women in the Philippines still do most of the housework, resulting in minimal economic opportunities for them.

This, they said, is based on deep-seated Filipino values that “women nurture and their comparative advantages are in housework,” while “men provide and their place is in the labor market.” These put women in a relatively disadvantaged position, forcing them to face de facto discrimination in the formal labor market.

The study also found that depending on gender, wage affects time allocated to housework. In the Philippines, data from a survey showed that male respondents’ wage negatively affects their wives’ time devoted to housework.

THERE are no facility constraints at Northern Mindanao’s Laguindingan Airport that hinder the flow of more passenger and cargo traffic to and from the region.

Jose G. Budiongan, airport and area manager for the Civil Aviation Authority of the Philippines (CAAP) Area in Northern Mindanao, said that while Laguindingan Airport’s passenger terminal building already exceeded its design capacity of 1.6 million people annually four years ago, the airport still has available slots during other times of the day to accommodate more flights.

“Every day from 12 midnight to 5 a.m. we have no flights so we can accommodate about 3 flights an hour or 15 additional daily flights for this particular period,” Budiongan said.

“We also have only one flight from 8-11 a.m. daily and we can accommodate another 3 flights during this time.”

KIA: Template for Successful Regional Airport Development Budiongan cites the experience of Kalibo International Airport (KIA) in Aklan as an example of how an airport with facility limitations can maximize its potential.

Just seven years ago when it had even more limited facilities such as a small passenger terminal building and 1,300 meter runway, KIA was already the fastest growing airport in the Philippines with 50% passenger volume growth in 2010 and the second fastest growing in terms of seat

capacity by June 2014 over the previous year (+20%).

That’s because it’s the third busiest in the Philippines behind only Manila and Cebu and 4th overall in terms of total domestic and total domestic/foreign flights.

KIA has been made a regional operations hub of PAL, Cebu Pacific, AirAsia Philippines and PAL Express. In addition to its domestic flights, PAL also operates regular flights from Busan, charter flights from Guangzhou, while PAL Express operates charter flights to Shanghai and Pudong.

AirAsia Philippines operates regular scheduled flights from Seoul and Busan.

It operates regular and charter flights by foreign carriers to Asian destinations such as China Airlines (Taipei, Taoyuan), Silkair (Singapore), Tigerair (Singapore), and starting this July, XiamenAir (Fuzhou, Xiamen). Silkair also services domestic connecting flights from Cebu.

Governor Amando M. Tetangco, Jr., who has held the helm of the venerable institution for the last 12 years, will be bowing out of the public service.

He will be succeeded as Governor and Chair of the Monetary Board by Nestor A. Espenilla, Jr., who has held the position of Deputy Governor for Supervision and Examination.

Espenilla will be joined in the incoming Monetary Board by Peter B. Favila, Antonio Abacan, Jr., Felipe M. Medalla and incumbents Juan D. de Zuñiga, Jr. Valentin A. Araneta, and Carlos G. provided a solid foundation for the country’s unprecedented growth, and also for strengthening the banking system.

“We have strengthened governance and risk management standards as benchmarks for good banking,” he told the Bankers Association of the Philippines (BAP) recently.

“We have adopted global reforms and standards and made sure these are in tune with our own domestic needs and requirements.”

Espenilla adds that the financial system’s resiliency is evidenced by the following: 1. stronger balance sheets of banks with steady growths in assets, loans, deposits and capital.

2. the perceived ability of banks to absorb shocks and contain imbalances, both at the firm and the industry levels.

Espenilla said that while he is delighted to succeed Tetangco, “I know I have very big shoes to fill….

The standard is set so high.”

But observers in the banking community believe that Espenilla has no cause to be daunted. He has, after all, been part of the team which made things happen at the BSP. Furthermore,

his own credentials and experience are rock solid.

Asked by media what to expect during his stewardship, Espenilla replied: “Continuity, plus, plus.”

Just exactly what he meant, he laid out before the BAP: “Under my watch, the BSP will continue to move towards more market-based execution of monetar y policy.

“We have started with the deployment of interest rate corridor (IRC) system and we will continue to review existing tools and policies in order to make the monetary system more efficient and market-oriented.

“We will continue to pursue capital market reforms to provide a viable alternative source of financing for long-term investments, including the development of the necessary financial market infrastructures (FMI).

“With respect to liberalization initiatives, we intend to further liberalize the provision of financial products and services, including our existing rules on foreign exchange transactions, to achieve a more risk-based, transparent and market-determined policy framework.

The fact is that the FDA does not appear to have the capability to go around the country to conduct food and drugs or health products tests. I am certain that FDA does not even have provincial offices at present to monitor, much less to stop the distribution of dangerous, food and drug products in each and every province of the country.

This is such a pity---not for FDA, but for Filipinos!

‘I am Mindanao’ campaign goes global more knowledge on how to counter and prevent violent extremism from deteriorating our island.”

CAGAYAN de Oro City–– Their campaign has become more timely and relevant in light of the bloody clash between the armed forces of the country and the ISISinspired Maute Group in the Islamic City of Marawi on May 23 this year.

“I am Mindanao,” a campaign on countering violent extremism, was born at Xavier University - Ateneo de Cagayan in 2016, collectively led by socially-oriented Development Communication (DevCom) students.

The social media-based campaign was aimed at educating the public, particularly, the youth of Cagayan de Oro City and its neighboring areas on violent extremism, strengthening the sense of pride of being Mindanaoans, and empowering the millennials to take part in peace and nation-building initiatives.

“I believe that our campaign is very significant because Mindanao is in imminent danger against violent extremist groups,” shared Evans Yonson, ‘I Am Mindanao’ campaign supervisor and DevCom department chairman.

“It is strongly relevant for the youth because the violent extremist groups are recruiting young vulnerable Mindanaoans. We don’t want this to happen to the youth of Mindanao,” he added.

This campaign started with a Knowledge, Attitude, and Practice (KAP) research and the results led them to more focused and well-designed plans and strategies. They branded the campaign as ‘I am Mindanao’ to make it more personal and closer to the heart of the community.

The campaign’s primary targets were XU students within the age bracket of 16 to 21, but it later rippled to other schools and groups.

“We conducted dialoguemeetings with young tripeople (Christians, Muslims, and Lumads) leaders. These led to a more developed and an encompassing campaign,” Yonson said.

Now, ‘I am Mindanao’ goes international as the c amp ai g n w a s n ame d among the Peer to Peer: Facebook Global Digital Challenge initiated by USbased EdVenture Partners and participated in by 144 universities worldwide. The challenge was to design and implement a campaign on countering violent extremism using Facebook as the main platform.

For Yonson, there are a lot of features of ‘I am Mindanao’ that may have caught the screening committee’s eyes.

“Our social media content and materials are research-based and developed locally. We utilize traditional and modern media — radio, TV, newspaper, blog, photography, video, and all possible social media platforms. We were quick to respond to the call for action, especially during the Marawi siege. We were already online and giving information two hours after the attack of Marawi started,” he said.

Their Facebook post condemning the acts of ter-

rorism on May 23 reached 1.8M users. The campaign also received an overwhelming support from the community beyond Xavier Ateneo — from the Archbishop of Cagayan de Oro, Muslim leaders, schools, people’s organizations, and private companies, among others.

Rebuilding a war-torn city Brian Adam Anay, the first DevCom student leader of the campaign (Season 1), believes that Mindanaoans should actively take part in peace-building programs.

“We have the context.

We know what is happening here. We understand the life and struggles of our fellow Mindanaoans. Interventions should be done starting from the community facing the problem, more than just imposing a new set of tools or system,” he said.

In rebuilding a war-torn city, leadership plays a crucial role.

“My message to our national and local leaders is simple: Give Mindanao a chance. All I want to ask for them is to never give up on Mindanao, not to give up in the peace process, and to continue supporting all the efforts that are being done here,” Anay said.

“It is more important today that we give light to Mindanao and her development. Nothing can be made with sheer aggression and force. We need understanding, peace, and dialogue to bring in development.

PH-China cooperation to boost media dev’t laudable - Andanar MANILA -- Presidential Communications Operation Office (PCOO) Secretary Martin M. Andanar on, over the weekend commended the Philippine-China cooperation to boost the country’s communications skills.

In his opening remarks during the courtesy call of Chinese delagation in Malacanang, Andanar admitted that he has learned a lot in his recent visit to China with regards to new technology used in broadcast, print and news wire agencies, and would like to apply these to the government’s integrated media arm -People’s Television 4 (PTV 4), Philippine Broadcasting Service (PBS), Philippine News Agency (PNA), and the Philippine Information Agency (PIA).

“Since it is the mandate of PCOO to cultivate a wellinformed and enlightened citizenry, we are committed to ensure that through this forum, all our agencies may be able to communicate to our citizens the basic programs that they can avail

of, as well as present our accomplishments,” he said.

Internally, Andanar said the PCOO has established the Comprehensive Communications Committee (CCC), which is in charge of setting the narrative of the country by promoting the government’s projects and initiatives thru its own communications channels.

“We have partnered with various Departments and agencies from the Executive branch, and civic groups to produce campaigns that will highlight the achievements of this administration such as ‘Dutertenomic’, ‘Real Numbers PH’, and ‘ASEAN 2017’,” he said.

For her part, Yang Xiuping, secretary general of the ASEAN China Center and head of the delegation, said the cooperation between ASEAN member countries and China is a chance to have exchange of ideas, information and experiences among different media entities.

PRDP’s agri enterprises to benefit over 3,000 farmers in Region 1 More than3,000 farmerbeneficiaries in Region 10 are expected to directly benefit from approved enterprise development projects under DA’s Philippine Rural Development Project (PRDP).

Under PRDP’s Investment for Rural Enterprise and Agricultural Productivity (I-REAP) portfolio for the region, a total of 30 subprojects with a total cost of P53.64-million have been approved to date.

These are the P24.64million integrated coconutbased enterprise project in Malingao, Tubod, Lanao del Norte and the 29 microenterprises of 29 farmer organizations in Bukidnonwith a total cost of P29-million.

These subprojects have been

classified under microenterprises that addresses the El Niño-affected areas in the province.

Moreover, Region 10 I-REAP team endeavors to facilitate approval of three more enterprise development subprojects with a total estimated cost of P30-million.

These are the P5-million seaweed project in Kolambugan, Lanao del Norte, P10-million cacao project in Kadingilan and P10-million coffee project in Maramag, both inBukidnon.

Thus recently,they conducted compliance review meeting with the proponent groups for said subprojects to ensure its approval by PRDP reviewing and approving body.

Department of Agriculture Regional Field Office 10 Regional Technical Director (RTD) Carmelita T. Bajarla,in her message during the review, encouraged the proponent groups to ensure completeness, consistency, and accuracy of the required documents for each business proposal to ensure feasibility and financial viability of the project which will undergo final review at the Project Support Office Davao City in July 2017.

RTD Bajarla, who is also the I-REAP focal person in Region 10 cited the essence of IREAP interventionsin the attainment of the government’s goal for food productivity and sustainability.

CAGAYAN DE ORO CITY – A non-government organization (NGO) on Sunday expressed its fear that many youth in Marawi City and Lanao del Sur will be radicalized due to the destruction of their houses by the airstrikes in the ongoing conflict.

Dr. Melchor Ambalong, founding chair of the Iligan City-based Mothers for Peace, said during a turnover of relief goods in Cagayan de Oro City that 41 percent of the population in Marawi City and adjacent municipalities are below 15 years old.

“In three years’ time, they will become young adults. These are the demo-

graphic targeted by ISIS in their recruitment efforts,” Ambalong said, referring to the Maute and other groups aligned with the dreaded so-called Islamic State.

Ambalong then proposed to the government to hold a massive post trauma stress debriefing to children affected in the armed conflict that started last month and persists to this day.

Already, the Lanao del Sur provincial health office has claimed that 25,000 refugees in their list are suffering from mental disorders.

But Ambalong said special focus must be targeted to children and the youth since they are vulnerable to recruitment by the Maute group.

In a separate forum earlier, lawyer-academic Antonio La Viña warned in Cagayan de Oro City also warned of an upcoming massive radicalization of young Maranaos in Lanao del Sur. Established in 2003, the Mothers for Peace has recently mobilized its Manila, Davao and Cagayan de Oro chapters to collect donations for home-based refugees in Lanao del Sur and Iligan City and for soldiers in the 4th Infantry Division.

Last Sunday, the Mothers for Peace were able to turn over 7,000 family packs and 10,000 pieces of underwear.

WHEREAS, due to the impending closure of Integrated Bus and Jeep Terminal (IBJT)-Southbound at Camague, this body on February 8, 2017 adopted City Ordinance No. 17-6566, entitled; “An Ordinance Temporarily Transferring The Operation Of The Integrated Bus And Jeep Terminal-Southbound Camague To The Football Field Of The Defunct National Steel Corporation (NSC), Barangay Suarez, Iligan City And Provided Funds Thereof.’; WHEREAS, in order to fully prepare the IBJT-Southbound (NSC) of the arrival of dozens of displaced vehicles from the IBJT-Southbound (Camague), the Integrated Bus and Jeepney Terminal (IBJT) Board has prepared the traffic scheme inside the IBJT-Southbound (NSC); WHEREFORE, on motion of Member Eric M. Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that: SECTION 1. There shall be ADOPTED, as the same is hereby ADOPTED the Iligan City Bus and Jeepney Terminal (IBJT)-Southbound (NSC) Traffic Scheme as identified by the Iligan City Bus and Jeepney Terminal (IBJT) Management Board.

SECTION 2. Repealing Clause. All previous ordinance, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

Research disclosed the term “21st-century skills” is generally used to refer to certain core competencies such as collaboration; digital literacy, critical thinking, and problem-solving that advocates schools need to teach to help students thrive in today’s world. Today’s students are fortunate to have powerful learning tools at their disposal that allow them to locate, acquire, and even create knowledge much more quickly than their predecessors.

But being able to Google is no substitute for true understanding. Students still need to know and deeply understand the history that brought them and our nation to where we are today.

They need to be able to enjoy man’s greatest artistic and scientific achievements and to speak a language besides their mother tongue.

Adaptability, complex communication skills, nonroutine problem solving, s elf-management, and systems-thinking are essential skills in the 21st-

century workforce. We need to move past mile-wide and inch-deep coverage of ever-expanding content in the classroom.

Developing skills in the context of core concepts is simply good practice.

It’s time to let go of polarizing debates, consider the evidence, and get to work.

Twenty-first-century technology should be seen as an opportunity to acquire more knowledge, not an excuse to know less. If 10 years from now we are still debating 21st-century learning, it would be a clear sign that a permanent myopia has clouded what should be 20/20 vision.

A Call for Teachers’ Rights

Teachers are second parents of children in school.

They handle these students most of the time in weekdays. They are known as managers in their own classroom but they have limited authority when it comes to discipline. Teachers’ controls are bordered because of the existing laws and policies in our country that protect the rights of every child. I am not against this policy but I’m just wondering if children’s values can be formed into desirable ones if teachers are given less power in controlling students’ bad manners. If teachers will instruct their students to read or write, not all of them will do so.

If there are students who are hard-headed, teachers

will scold at them but what if students will talk back to their teachers? Some of them are not afraid of their teachers anymore. Teachers cannot threat them, teachers cannot say unwanted words against them (verbal abuse), and teachers cannot do corporal punishments and the like. The chances are: teachers will just ignore their pupils do what they wanted to do and say what they wanted to say against them.

Now, how can teachers do this and that if their control of their students is limited?

If teachers will call parents’ attention, we cannot expect parents to come to school, or worse, they will not believe teachers’ comments against their children. Some parents questioned teachers’ classroom policies like listing the names of their misbehaving

children in the classroom.

Some parents thought they are superior to teachers because of unfair and unjust laws in our country.

Are there no rights that protect teachers’ welfare against their students or against parents bullying teachers? Some students shouted and showed contempt at their teachers; some parents threatened and pointed their fingers towards teachers (they judge teachers even if they don’t know the entire stories in the classrooms).

Teachers can, of course, enjoy the privileges written in the Magna Carta for Public School Teachers (RA 4670) but this does not include the rights of teachers against students and parents bullying teachers.

Can the authorities be fair

enough in implementing policies for the common good? This Republic Act should be amended to address the present situations and concerns of teachers. If there are rights that protect our children, there should also be rights that protect teachers. Not all children/ students are true and honest, not all parents are openminded and respectful, and not all policies are fair to all concerned. We should also protect teachers’ rights if we want to inculcate and form good values to our students.

Teachers are not only in school to teach students to read, write, and count; but also to help them become better persons in our society, having the desirable values and attitudes. In other words, teachers are working in schools to create the holistic formation of our children.

With women comprising about 50 percent of the country’s population, they urged government to find ways to support women’s participation in economically productive endeavors.

The authors proposed that government should also prioritize the micro, small, and medium enterprises and address issues on access to credit and technical skills, as well as sustaining and upscaling of enterprises.

To increase the time spouses spend together with their families especially at home, the government should also look into improving transportation in the country. Duterte thumbs down self-rating 1 year after DAVAO CITY -- President Rodrigo Duterte remained a self-effacing leader when asked about the successes during his first year in the presidency, leaving the Filipino people to give the score card.

“You can rate me good, very good, excellent or very poor, I don’t mind,” Duterte said in a press

inter view after talking to the troops at the Police Regional Office 11, Thursday night.

“I am not a guy who would want to rate himself.

It is up for the people to do that,” the President added.

Even when he was mayor of Davao, Duterte was not keen on self-rating.

He said that he is just doing his duty to protect the country from the harms of illegal drugs in the society. The President has been criticized for his war on illegal drugs.

“If I make you happy, good, if I make you sad, well, I’m sorry,” he said.

Duterte reiterated that his campaign against ille-

gal drugs will remain and he would not care about the comments of any human rights groups.

“I cannot simply find wrong with a statement, if you destroy my country, I will kill you. What is wrong with that,” he said.

Duterte said that he will not let the next generation to be victimized by

the harms of illegal drugs since these are the future of country.

“As a matter of fact, it is my duty to destroy people who will destroy my country,” he said.

On Wednesday, Human Rights Watch (HRW) reported that President Duterte has unleashed a human rights calamity on

Davao City allocates P6.5-M for malnourished children

DAVAO CITY -- The Davao City government has allotted PHP6.5 million for nutrition program which focuses on children with severe malnutrition cases.

City Health Nutrition Officer Evangeline Genite said the funds also covers for the training of nutritionists and dietitians who will handle the program for Community Management on Malnutrition, procurement of weighing scales and height boards and the therapeutic food for severely malnourished children.

She said 60 percent of the budget will be for the purchase of food commodities that are only available in Copenhagen. The procurement is through the UNICEF, she said.

Davao City has 55 severely malnourished children who will be given the ready to eat therapeutic food with each sachet containing 500 calories. This will be a four-month program.

Duterte to lecture at ICC if charged with HR abuse DAVAO CITY -- President Rodrigo Duterte vowed to give a lecture before members of the International Criminal Court (ICC) to defend himself once they will charge him over human rights issue.
