CAGAYAN DE ORO CITY – The Bureau of Customs in Cagayan de Oro, through the Customs Intelligence and Investigation Service (CIIS) in Northern Mindanao, has confiscated Mazda Scrum mini-vans and a military jeep estimated to be worth P5 million at the Mindanao Container Terminal in Tagoloan town, Misamis Oriental, Customs official said on yesterday. According to CIIS chief for Northern Mindanao Oliver Valiente, the imported items from Japan were discovered to be “misdeclared” when they examined the contents of the container van. He said the cargo, which arrived at the MCT sub-port in the first week of June this year, was declared as “used truck parts” but upon examination by BOC-10 authorities, it turned out that the items were disassembled Mazda Scrum mini-vans. Davao City rolls out A4 vaccination drive By CHE PALICTE

DAVAO CITY – The city government expanded its coronavirus disease 2019 (Covid-19) inoculation drive to the A4 (essential front-liners) priority group this week, with 2,790 eligible individuals having received their first dose on Wednesday. In a statement on Thursday, the city government

said this group includes private sector employees required to physically report to work, government personnel, workers in the informal sector, the selfemployed who work outside of their homes, and private household workers. “They are being inoculated alongside healthcare workers, senior citizens, and persons with comorbidities,”

PSYCHOSOCIAL first aid is a technique designed to reduce the occurrence of post-traumatic stress disorder. Psychosocial first aid is an evidence-informed modular approach for assisting people in the immediate aftermath of disaster and terrorism to reduce initial distress and to foster short and long-term adaptive functioning. It was used by non-mental health experts, such as responders and volunteers. Other characteristics include nonintrusive pragmatic care and assessing needs. It does not necessarily involve discussion of the traumatic event. It is not compulsory and can be done in multiple sessions and links those who need more help to services.

It deals with practical issues which are often more pressing and create stress. It also improves self efficacy by letting people cope their own way. Psychosocial first aid has attempted to be culturally sensitive, but whether it is or not has not been shown. However, a drawback is the lack of empirical evidence. While it is based on research, it is not proven by research. Like the debriefing method, it has become widely popular without testing. There are five key principles of psychosocial first aid: a sense of safety, calming, a sense of self and community efficacy, connectedness, and hope. When providing psychosocial first aid, it’s important to keep each of these principles in mind.

AS a frequent traveller for almost 45 years, the latest United Nation report (from Wednesday, June 30, 2021) shocked me. It shows the sad reality. It says the global tourism industry will face huge losses due to lockdowns and vaccine disparity. Developing nations and countries with low vaccination rates are expected to suffer more. Vaccine inequity is said to be one of the reasons for huge and dramatic losses. The global tourism economy could face a loss of more than $4 trillion (€3.3 trillion). The joint report by the UN World Tourism Organization (UNWTO) and Conference on Trade and Development (UNCTAD) said a slow pace of vaccination in developing countries is contributing to the losses. Many developing nations’ economies are dependent on tourism. “Tourism is a lifeline for millions, and advancing vaccination to protect communities and support tourism’s safe restart is criti-

cal to the recovery of jobs and generation of muchneeded resources,” UNWTO Secretary-General Zurab Pololikashvili said in a statement. A worldwide travel halt since the beginning of the pandemic resulted in a $2.4 trillion loss in tourism and related sectors last year. A similar hole may occur this year depending on distribution of vaccines, the report warned. Reduced travel resulted in an average 5.5% rise in unemployment of unskilled labor. Tourism sector workers in countries without welfare schemes are expected to suffer more income losses. Developing countries suffered the largest reduction in tourist arrivals in 2020, ranging from 60 to 80%. The most-affected regions are northeast Asia, Southeast Asia, Oceania, North Africa and south Asia, while the least-affected areas are North America, western Europe and the Caribbean. The UNWTO does not expect a return to pre-COVID levels of international travel until 2023. Although a rebound is expected in the second half of this year, the UNCTAD report still shows a loss of between $1.7 trillion and $2.4 trillion in 2021, compared to 2019. Sad news indeed. Duterte a lame duck?

PIA Ranada of Rappler did an interview with Ana Tabunda of Pulse Asia. It is obvious that this is part of the pre-SONA (State of the Nation Address) and also a pre-election agenda that Rappler had plotted. Pia came prepared with her questions which were liberally laced with opinions but she failed to drag and cajole Ms. Tabunda into her hidden traps. Rappler wanted to know why President Rodrigo R. Duterte maintains his Trust and Approval ratings in spite of alleged human rights violations brought about by his drug war, the pandemic, and (recently) the International Criminal Court Prosecutor Fatou Bensouda’s midnight recommendation to investigate the alleged extra-judicial killings in the Philippines. The Pulse Asia’s analysis which was sought for by Rappler was quite revealing. O n R ana d a’s qu e r y why Duterte maintains his trust and popularity rating among class C, D, and E when many of the victims in the ‘bloody and violent war against drugs are from the poor sector, Tabunda’s unequivocal response was that those who approved of Duterte’s war were the larger part of the poor community who were relieved when the drug syndicates and crimes related to the illegal drug had disappeared. On the issue of the pandemic which Pia hinted should have brought down the ratings of Duterte, Ana

explained that the poor and the rich are satisfied with the way the government is handling the problem. The poor are getting “ayuda” while those in business and employees knew that the pandemic is not unique in the Philippines. It is global, even worse in advanced economies. Ms. Ranada went further trying vainly to claim that it could be the fear factor that forced survey respondents to trust and approve of Duterte. Ms. Tabunda did not buy the oxymoronic assertion of Pia. She said during the face-to-face survey no one was coerced and the responses were straightforward. Whether it was intentional or not, Pia Ranada skipped the various infrastructure projects - roads and bridges, skyways and byways, classrooms, airports, hospitals, trains and railways, irrigation projects, and seaports accomplished under the ‘BUILD BUILD BUILD’ program of Duterte. No mention of free education, salary increases, pensions, the investment grade, and stable credit rating of the country prior to the pandemic to name a few. And she is confused about why Duterte is popular. Apparently the interview was to validate whether after his last year in office Duterte will not be a lameduck President. Ranada correctly pointed out that the popularity ratings of past Presidents go down drastically making them “lame ducks”.

A lame-duck is often referred to as an outgoing elected politician. It’s either his or her successor is soon to be elected or has already been elected. That being the case the official loses influence with little time left in office. But this is not seen in the case of President Duterte despite what Rappler expected to happen. Pulse Asia stressed to the disbelief of Ranada that while the trust and approval ratings of the previous President plummets, Duterte’s ratings remain at an all-time high. This translates to the high preference for Davao City Mayor Inday Sara Duterte to succeed her father as President in addition to her own merit as a local city executive of Davao City. Ana Tabunda cited previous surveys done on “presidentiables” wherein Mayor Inday always landed comfortably at the top while the opposition-perceived candidate, VP Leni Robredo, could only manage a single-digit score. As the world becomes more modern, the occurrence of the calamities leads it to be more disastrous. Since time immemorial, the impact of any calamities like earthquake do always cause uncertainties in one’s survival. Earthquake is any sudden shaking of the ground caused by the passage of seismic waves through Earth’s rocks. It has been responsible for millions of deaths and an incalculable amount of damage to property. Last June 30, 2021, a magnitude 4.3 earthquake near Tandag City, Surigao del Sur was reported by the Philippine Institute of Volcanology and Seismology (PHIVOLCS). Moreover, Philippines is part of the Southeast Asian countries which is on the geologically active Pacific Ring of Fire and experiences frequent earthquakes so it is expected that it will not be the last earthquake this year. On the other hand, since this kind of event is inevitable, it is best to have a Disaster Preparedness and Response through First Aid and Basic Life Support Training. First Aid (FA) and Basic Life Support (BLS) Training is an activity implemented by the Department of Education (DepEd) to acquire knowledge and skills necessary in times of emergency and to learn how to sustain life until the arrival of medical help. The conduct of this activity is empowered by Republic Act 10821 (An Act Mandating the Provision of Emergency Relief and Protection for Children Before, During and After a Disasters and other Emergency situation); and Republic Act 10121 (An Act Strengthening the Philippine Disaster Risk Reduction and Management System, Providing for the National Disaster Risk Reduction and Management

Also, it enables many to have an accessible knowledge on how to prevent any worse effect of an injury during an emergency or a disaster. There are many inevitable disasters like earthquakes that may come without any notice. Sustainability and Green Building in Focus at POCB Anniversary Event IN an extraordinary session of the Philippine Overseas Construction Board’s 44th Anniversary event, held on June 24 2021, an incredible line-up of speakers has delivered a memorable sequence of presentations underlining the necessity and new awareness about sustainable development and green building with the preservation of our ecosystem as the priority. This exclusive afternoon session was held in partnership with the Infrastructure and Construction Focus Group led by Italian entrepreneur and public relations expert, Mr. Lorens Ziller. His speech opened the webinar and reminded the audience of the opportunity this particular moment in history is giving us: to reshape, reorganize and review our relationship with nature towards a more sustainable future. The Focus Group has years of history in organizing events and conferences within the construction industry and provides strategic information and business opportunities to its partners and sponsors. Arch. Felino Palafox, the country’s most famous urban planner and sustainable development advocate was one of five speakers all aligned on defending the importance of a green mindset. He also

pointed out how connectivity has surpassed location as the most important metric for real estate development. This means the underlying infrastructure is the essence of what comes next and when the dots are connected economic growth and the well-being of the citizen are guaranteed. Another speaker and thought leader of green and sustainable design in the Philippines was the Italian Architect Romolo Valentino Nati, Chairman and CEO of Italpinas Development Corporation who recalled how, when he came to the Philippines in 2008, green architecture was still a niche market and how he dared

to start his first mixed-use green building project in the southern city of Cagayan de Oro, in Northern Mindanao. Sylvester Wong, a masterplanner and the Vice-President for Cities of AECOM, one of the world’s leading engineering and design companies, excited the audience with a truly distinguished talk about how planning and design is modelled around people and data. He asserted that “the new competitiveness is sustainability, data and creating value for communities.” In Asia other than the regulatory framework it is the values of the people that are the most important together with the outcomes of sustainable planning. Nature has become the new center of gravity and connectivity enables designers to create revenue generating capabilities with the planning of communities. Digital infrastructure

During the following Q&A session, moderated by the former executive director of the Construction Industry Authority of the Philippines, Arch.
