CAGAYAN DE ORO CITY – Eight patients of the Delta variant of the coronavirus here have recovered and their close contacts contained. The eight were confirmed after the Department of Health (DOH) informed the city government of the report of samples taken by the Philippine Genome Center (PGC), Mayor Oscar Moreno said in an online press briefing on Thursday. They are seven family members in Barangay Balulang, all recovered on July 15; and a Barangay Canitoan resident, who recovered on July 18. “All (eight cases) of them were certified recovered when DOH-10 released their swab samples. They will be extracted and placed immediately in isolation again while contact tracing is ongoing by our teams at the City Health Office (CHO),” Moreno said. 2 ‘bigtime’ drug traffickers in Zambo arrested; P.8 Million drugs seized ZAMBOANGA CITY – The law enforcement agency here arrested two ‘bigtime’ notorious drug traffickers and operatives seized almost P1-Million illegal drugs, police authorities said Thursday. Brigadier Gen Ronaldo Genaro Ylagan, regional director of the Police Regional Office No.9 (PRO-9) identified the arrested suspects as Jemar Abdurahman, 25,

and Majid Ahiya Udjah, 46, both residents of this city. Ylagan said police operatives arrested Abdurahman at around 10pm Wednesday along Fernandez drive in Barangay Sta Barbara. CAGAYAN DE ORO CITY -- Allocating P12.17 million worth of grants for Mindanao, the National Commission for Culture and the Arts (NCCA) is now accepting submissions of project proposals for its 2022 Competitive Grants Program until August 31, 2021. The NCCA, through the 2022 Competitive Grants Program, allotted 57 slots with a total budget of P12,175,000 for Mindanao. Throughout the country, there are 438 slots with a total budget of P108,250,000. “NCCA’s mandate is to encourage our citizens to become partners in continuing the country’s cultural legacies and artistic achievements. With the NCCA Competitive Grants Program, administered through the National Endowment Fund for Culture

Davao follows correct vax interval between doses By CHE PALICTE

DAVAO CITY – The correct schedule interval between the first and second doses of vaccine shots is strictly followed, the city government assured residents Friday. In a statement, the City Information Office said the Davao City Covid-19 Task Force has been getting queries about the schedule of the second shots. Davao City Covid-19 Task Force Spokesperson Dr. Michelle Schlosser said during the first few weeks of the vaccination rollout, Sinovac and AstraZeneca vaccines were the ones allocated to the city. She said those who waited longer for their second dose may have been administered with AstraZeneca since the other vaccines’ intervals between the first and second doses are shorter. “For those who had AstraZeneca jabs, the interval time from the first to the second dose is one month to three months, but we do the three months interval. Fortunately though, this coming first week of August, we will be rolling out the second dose of

SURIGAO CITY -- Building facilities that are more conducive to learning is a step in further improving access to quality education in the country, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said on Tuesday. Secretary Andanar was here to attend the blessing and turnover ceremony of a four-storey school building for the Surigao City Pilot School (SCPS), the largest elementary school in Surigao City, where he recognized the school’s administration and the local government unit for pushing for the project. “This is a remarkable accomplishment in our pursuit to provide a better environment for our children, and also a milestone in promoting quality education in our country,” he said. The said P46-million school building, which was funded under Department of Education’s Basic Education Facilities Fund (BEFF), houses 16 classrooms that will be able to accommodate more students once face-toface classes resume. The PCOO chief said these classrooms are part of the 15,000 classrooms that were constructed under the

Duterte administration. He hopes that this will inspire more students to continue their education and pursue their passion amid the pandemic. “As the largest public elementary school in the city of Surigao, this additional four-storey building will breathe life to the dreams and aspirations, likewise create lasting memories for our students here,” he said “Let’s make this an instrument for our students to pursue their passions in whatever field that may be,” he added. Secretary Andanar also remained optimistic that

with the ongoing COVID-19 vaccination program and the declaration of community quarantines to curb the spread of the virus in localities, the country will be able to recover from the pandemic so that children can finally go back to school. “I am optimistic that soon, we will be able to go back to the lives we had pre-pandemic so that our children and our students will be able to truly benefit from this project,” he said. “For now, I encourage everyone to continue to mask up and follow health protocols for our safety, as we wait for our turn to

Health (DOH) declared a national emergency to mitigate the spread of the Corona Virus Disease -19 (COVID-19), which reportedly escaped from the laboratory in Wuhan, China. The national government then released a large sum of money for distribution to the various cities and the local government units (LGU) as financial aid to families and individuals displaced when their establishment closed down because of ECQ. WITH the onset of the Delta variant, it seems we are not seeing even a flicker of light at the end of the tunnel. This metaphor exactly fits to where we are now—still at war with the pandemic that has become potent and deadlier more than ever. We struggled no end, and the trade-offs are overwhelming like losing another friend, this time a media colleague whose chill time was a good copy from the great poet Edgar Allan Poe. Never in our lifetime that an invisible enemy could downturn in an instant our way of life. Not this kind of global health crisis that had scared us to the teeth — and down to our spines.

The damage had been so fatal, so damning in a sense that we were beaten down and out, hard and blue. The truth of the matter is that this global health crisis that we are at war with has weakened us to the fore. It brought us down into a serious situation never before seen and felt on a global scale. That said, fighting the pandemic has forced us to make unnecessary tradeoffs between our lives, the environment and our livelihoods. Millions are now close to subsistence, and worse — at their survival boundaries. At the local front, the so-called “Ayuda” from City Hall is going by the trickles, a big contrast to Ormoc City’s popular definition of assistance — no ifs and buts, just simply spreading the wings of goodwill with no political color in tow. And so getting a decent three square meals these days had become night-

mares to those who are havenots and the marginalized. While Covid-19 vaccines are being distributed as quickly as possible, no guarantee yet of immediate relief, nor instant cure. The new coronavirus Delta variant that was initially discovered in the UK and later in India, is now wreaking havoc among us — as detected and confirmed by our health experts. There is no way for now but to take safety as top priority, while waiting for more suppplies of vaccines, be it AstraZeneca, Sputnik, or Sinovac. Secretary Andanar donates new laptop for primary school teacher in Siargao BIR “tax variant” threatens healthcare supply manufacturers By ALLY ABELLANA

SENATOR Imee Marcos has sought to protect local manufacturers of personal protective equipment (PPE), surgical masks, and other medical supplies from a “tax variant” that the Bureau of Internal Revenue (BIR) released in June. Marcos was referring to BIR regulation 9-2021 canceling a 12% value added tax (VAT) exemption that used to lower the costs of raw materials, packaging supplies and other services for exporters including makers of critical healthcare supplies. “This mutation of tax regulation threatens to cancel gains some exporters have already made toward economic recovery and will push them back into a critical state,” Marcos said. Marcos, who chairs the Senate committee on eco-

nomic affairs, cited the case of garments exporters who have been coping with the Covid-19 pandemic’s economic onslaught by shifting their production from ready-to-wear to PPE, lab gowns, and surgical masks. However, Marcos said that their meager profits averaging less than 5% may be wiped out by the new BIR regulation imposing the 12% VAT. For more than a year now, Marcos has been advocating tax exemptions for local makers of critical healthcare products during a health emergency, as proposed in Senate Bill 1708 or the “Healthcare Manufacturing and Pandemic Protection Act.” The bill will not only attract foreign investors but also preserve local jobs, Marcos said. Climber/trekkers/hikers must first book with the City Tourism Office by themselves or through a Department of Tourism accredited tour operator their intended climb to determine availability of the intended route/trail to be taken. b. SECTION 2. Coverage – This Ordinance shall apply to all trekkers/mountaineers/campers, both local and foreign, guides and porters.

The entrance fees collected shall be for the account of the management of the tourism site or the owner or the association duly organized and recognized by the City.

SECTION 3. Scope – This Ordinance shall cover all known and unknown mountain ranges, mountains, ridges and the like which is open for the activities hereunder allowed within the territorial jurisdiction of the City.

The environmental fee accumulated and deposited in the Barangay Trust Fund Account shall be for the use of the concerned barangay for other Tourism Development Activities.

Allowed activities per established site/route shall be determined by City Tourism Office in close coordination with the concerned barangay and IP community, when applicable, the CENRO and other concerned office or agency.

To encourage climbers/trekkers/campers to leave no trash in the trail/route/site a Five Hundred Pesos (P500.00) deposit shall be collected at the Entry Point or at the concerned Barangay Office. The said deposit shall be returned in exchange of a full garbage bag after the climb, which could be filled with the climbers’ own trash or trash found in the trail/route/site.

Aldeguer AN ORDINANCE PROVIDING FOR THE MOUNTAINEERING AND TREKKING REGULATION IN THE CITY OF MALAYBALAY.

SECTION 4. Definition of Terms – The following terms used in this ordinance shall mean as follows: a. Mountaineer - A person who takes part in mountain climbing sport, a person who climbs or hikes mountains. b. Trekker - A traveler who makes a long difficult journey hiking through mountain places. c. Climber – a person who hikes up rocky mountains and hills then pull themselves up to sleep at craggy sides of the mountain. d. Camper – a person who spends a vacation in a tent or camp for recreation especially in the wilderness e. Porter – a porter, also called a bearer, is a person who carries objects or cargo for others or bearing heavy burdens at altitude in inclement weather on multi-month mountaineering expedition f. Guide – is a specially trained and experienced professional mountaineer who is certified by local authorities or Mountain Guide Association. They are considered to be high level experts in mountaineering and are hired to lead individuals or small groups who require this advance expertise. g. Pamuhat – an offering of the Deities upon entering an unknown place especially in forested area. This is done when somebody asks permission to enter a forest or cave to gather fruits, cut trees known to be inhabited by spirits. Pamuhat /rituals involves offering of food, wine and tobacco. h. Tour Operators – A person or company that thinks up or researches ideas for vacation, arrange and plan travels for an individual or a group i. Moderate climb – known as an average climb in ridges by climbers/hikers; a climb to mountains with friendly trails, accommodating to all amateurs as well. j. Extreme Climb – An intense climb existing in a very high degree elevation, treacherous cliffs, ridges and trails with intense level of difficulty 9/10 rated by professional climbers k. Traverse – Ideally refers to a climb following a horizontal trail across a mountain passing by its peak, but is used loosely to mean any climb using different trails up and down a mount. SECTION 5. Establishment of Approved Trails and Routes – Trails and routes to be used or established within the covered areas should be coordinated and approved by the City Tourism Office. a. The City Tourism through the Mountain Tourism Section will conduct a thorough assessment and exploration of a site to evaluate the possible viability, carrying capacity, security and safety, the topography, climate, elevation, roads, other infrastructure, land status, inhabitants and its natural environment, social and economic conditions; a.1. The Mountain Tourism Directions of the City a.1.1 Planning a.1.2 Assessment a.1.3 Training (conduct training needs on site) a.1.4 Implementation (Technical, Project Development, Fund Sourcing Assistance) a.1.5 Evaluation (Check/ correct/ /change/re program/enhance) a.1.6 Promote (Locally to International) a.1.7 Guidance * a.1.8 Monitoring *

b. The City Tourism through the Mountain Tourism Section shall coordinate with the authorities and/or agencies concerned on sites under the Government Protected Areas and Areas under the IP’s domination. c. The City Tourism adheres the protocol of coordination and linkages with the Barangay Government, IP’s Domain, National Agencies, Government Bureaus, Protected Areas Management and Military, if and necessary. Conduct and/or attend to meetings, sessions dialogues, assemblies and consultations.

SECTION 6. Accreditation of Guides and Porters – Only City Tourism Office accredited guides and porters are allowed to assist climbers/trekkers/mountaineers/campers during officially permitted climbs/ day hikes/treks or traverses.

SECTION 10. Prohibited acts and activities – the following are considered prohibited acts, to wit: a. Climbing/trekking/hiking/camping within the areas covered under this ordinance without the necessary permit. b. Conducting a permit activity without the requisite guide or less than the required number of guides. c. Taking of the following items to the site/trail/route, to wit: c.1. alcoholic beverage; c.2. cigarettes; c.3. knife; c.4. writing pens; c.5. paint; c.6. lighter; c.7. firewood; For this purpose, barangay assigned officials are allowed to inspect climber/hikers/trekkers backpacks and effects to ensure that no prohibited items are taken to the climb/trek. d. Littering and leaving of trash at the route/peak/site/trail. e. Failure to log in the visitor’s logbook upon entry and exit to the site/route/trail. SECTION 11. Penalties – For violations of any prohibited acts stated herein the following penalties shall be impos 1st Offense – Three Thousand Pesos Fine for every erring climber 2nd Offense – Four Thousand Pesos Fine for every erring climber 3rd Offense – Five Thousand Pesos Fine for every erring climber who shall be banned to engage in any other outdoor activity within the covered areas in this Ordinance.

The penalty includes community service for those who cannot pay the above-mentioned imposition.

SECTION 12. Implementing Rules and Regulations (IRR) – The City Tourism Office shall formulate and issue the guidelines for the implementation of this ordinance and safety protocols for the climbers/ trekkers/mountaineers/campers. This will be in accordance with the PAMB (Protected Area Management Board) and the Barangay Ordinance, when applicable. There should be a MOA (Memorandum of Agreement) and or Tri-partite agreement between the City, the affected Indigenous Cultural Communities (when applicable), and the possible investors to indicate the responsibilities between the parties, when applicable. The City encourages that there should be coordination between the City IPMR for possible FPIC and coordination with NCIP wherever there are possible claimants to the areas. SECTION 13. SEPARABILITY CLAUSE. If any part or section of this Ordinance is declared unconstitutional for any reason whatsoever such declaration shall not in any way affect the other valid parts or sections of this Ordinance. SECTION 14. REPEALING CLAUSE. All ordinances, resolutions, executive orders, rules, regulations, and other administrative issuances, or the provisions thereof, which are contrary to or inconsistent herewith are hereby repealed or modified accordingly. SECTION 15. EFFECTIVITY. This ordinance shall take effect immediately following its publication in any newspaper of general circulation. Qualified guides and porters shall be issued an Accreditation Certificate by the City Tourism Office and shall be listed in the City Tourism Office’s roster of qualified guides and porters. An accredited guide is required to accompany every five (5) climbers/trekkers/campers per activity allowed in the permit. SECTION 7. Allowed Climbers and Site Activities – The activities allowed and number of climbers in a specific mountain/ridge/site, covered by the ordinance herein shall be determined by the concerned

LANDBANK greenlights P1.8-B in loans for 849 modern jeepneys STATE-run Land Bank of the Philippines (LANDBANK) continues to support the National Government’s push for a safer and modernized transport system, by extending P1.8 billion in loans for the acquisition of modern jeepneys. As of June 30, 2021, L ANDBANK has provided financial support to 43 public transport cooperatives and corporations for the purchase of 849 modern public utility jeepneys (PUJs) through the SPEED PUV Program (Special Package for Environment-Friendly and Efficiently-Driven Public Utility Vehicles). Another 46 accounts are being processed with total loan application amounting to P4.25 billion to procure 1,833 units of modern

jeepneys. The third generation of what used to be service vehicles of US servicemen dating back to the 1940s, the new jeepneys now feature air-conditioning, Wi-Fi connectivity, GPS tracking, CCTV cameras, speed limiters, and contactless payment systems. In partnership with the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB), the SPEED PUV Program directly supports the Public Utility Vehicle Modernization Program (PUVMP) by offering affordable financing to help transport cooperatives and corporations purchase modern PUJs. “We are working closely with the DOTr and LTFRB

to assist jeepney drivers and operators purchase environment-friendly and efficiently-driven PUJs. Globally, over 1.2 billion children are out of the classroom. As a result, education has changed dramatically, with the distinctive rise of e-learning, whereby teaching is undertaken remotely and on digital platforms. Research suggests that online learning has been shown to increase retention of information, and take less time, meaning the changes coronavirus have caused might be here to stay. While countries are at different points in their COVID-19 infection rates, worldwide there are currently

more than 1.2 billion children in 186 countries affected by school closures due to the pandemic. With this sudden shift away from the classroom in many parts of the globe, some are wondering whether the adoption of online learning will continue to persist post-pandemic, and how such a shift would impact the worldwide education market. While some believe that the unplanned and rapid move to online learning – with no training, insufficient bandwidth, and little preparation – will result in a poor user experience that is unconducive to sustained growth, others believe that a new hybrid model of education will emerge, with significant benefits.

Basic Education System in the Philippines, despite the ongoing pandemic of the Covid 19 and its variants, struggles to survive and outwit the said crisis and developed positivity to Filipinos. The Department of Education, being armed as an agency tasked mainly to manage and govern the Philippine system of basic education, is primarily responsible for ensuring access to, promoting equity in, and improving the quality of basic education. In response, Filipinos endowed with the spirit to survive despite all odds, cultivate and develop not only the sense of responsibility but also strengthened themselves emotionally, physically,

spiritually, and camaraderie. Responsibly, Filipino learners, despite their status of living and the limited educational gadgets, managed to access and share educational materials and gadgets. Relatively, they were emotionally prepared to tackle odds just to attain basic education and achieve their dreams. Physically, they made use of whatever strength they have, even to cross barricades as in rivers, buildings, distance just to access available online signals. Spiritually, developed their belief and trust in the Almighty’s existence, guidance, and assistance with their family, relatives, and friends who can back them up in times of need.

known as conventional agriculture has benefited everyone, i.e., the fertilizer and chemical dealers, the rich agri-business sector, the local compradors, but never those who have worked under the excruciating heat of the sun and who have looked much older than their age – the poor farmers. I wondered then why Philippine agriculture has taken that path of erasing indigenous technologies and replacing our native seeds with so-called high yielding varieties (HYVs) which are solely dependent on the use of chemical fertilizers and toxic pesticides. Those agricultural loaning schemes called Masagana Programs would not even allow our farmers to use other farming technologies other than the prescribed chemical farming techniques. The borrowing farmers were not given cash as loans by the lending banks but chits to be presented to accredited dealers of chemical fertilizers. Such became a massive farming debacle that was only successful in tying our farmers to heavy debts, to wallow until now inside the vicious cycle of poverty. Worse, we have not achieved food security, a great paradox in an agricultural country that is teeming with rich agricultural resources. While our vast tracts of lands boost of cash crops controlled by TNCs, i.e., pineapple, banana, papaya, palm oil and what have you which are not actually ours to eat but to satisfy the consumerist lifestyle of Northern People, we have to import some two million metric tons of rice every year to feed our hungry people. My decision then to leave the agriculture department was reinforced by a book written by an Indian Physicist, Dr. Vandanna Shiva on the fallacy of Green Revolution which is more grim than green. She narrated in that book that right after World War II, First World Countries found themselves having so much bombs in their arsenals. So, they commissioned a group of scientists what to do with them as such bombs had become obsolete as they were going nuclear. The scientists found that that the tons and tons of powder of the bombs could be used as chemical fertilizers and pesticides which were good for exports. But the Third World Countries, the Philippine included, had no use for these chemicals as they had then varieties needing no such inputs. So, the reason why HYVs came about. Thus, it came to pass that for so many years until now, we have been bombarding our soils with these toxic chemicals which have killed the micro-organisms that are making the land fertile. We have massacred our

beneficial insects. We have even put the health of the people at risk every time they eat leafy vegetables sprayed with synthetic carcinogenic pesticides. On top of that, we have contaminated our watersheds, our rivers, our bays, with these non-biodegradable toxic elements. Now, we have more Filipinos dying of cancer of all kinds, as these poisons have entered the food chain because our country has anchored its agriculture heavily on a kind of agricultural system that is amoral in its nature, oppressive in its form and approaches and destructive in its essence. The urgent call therefore is to debunk conventional agriculture and to now effect a paradigm shift following an agricultural system that is environmentally sound, socially equitable, economically viable, culturally appropriate, gender sensitive and one that promotes the well-being of the communities aptly known as SUSTAINABLE AGRICULTURE. This call is now very urgent in the light of the report by the Food and Nutrition Institute that 85% of the Filipino children are malnourished. Of this, “28% are underweight, 27% sickly and 30% heavily malnourished.” If these issues on environmental degradation, the control of a few oligarchs on agriculture and the glaring malnutrition of the children are not given attention by our wouldbe leaders, WAG NA PO TAYONG MANIWALA SA ELECTIONS! One is for attacking the virus, while the other is for the reserve when the first immunity is defeated. The reserve is imaginative to respond to crises with renewable strategies and outputs. If we just do, as usual, we will inevitably vanish. Even in China, where the Covid 19 was to spread in there initially, the country has so far done very quickly to recover. Research by Xie, X., et al., (2020) showed that about 80% of students’ online learning at all schools was not effective. It was due to a lack of access to reliable and uninterrupted internet services especially in the rural areas. It is urgent for China to narrow the gap between the rural areas and the central cities for internet access and technological tools. It is urgent to avoid ineffective online learning. Referring to the evidence above, universities in the best national government leadership can live sustainably. They are dependent on how the national leaders are able to narrow the gap between the rural areas and central cities. Universities (very specifically schools) cannot develop their education systems in sophisticated ways without embracing the people living in rural areas equally. So, government and the national leaders have to get involved in the education system seriously. However, university leaders are the key to success to their organizational sustainability when they are responsive. They have to respond to quickly the uncertainty with creativity and imagination. How well do they function in crisis time (Brian Tracy, 2021)?
