Wife of suspect in Marawi gunrunning nabbed in Oro Various firearms seized in separate raids

CAMP Evangelista, Cagayan de Oro City--The wife of the suspected gunrunner with alleged links to the Marawi armed group was invited for questioning after a raid of their residence in an outskirt village here resulted in the seizure of assorted firearms and ammunitions, the military said Saturday.

In a statement, Col. Adonis Ariel G. Orio , the spokesperson of the Martial Law Special Action Group (MLSAG), did not identify the wife, but said that the suspect failed to present any documents that would prove ownership of the firearms and ammunitions seized during the raid at their residence by the MLSAG team.

Armed with a search warrant issued by the regional trial court in Cagayan De Oro City, the MLSAG team swooped down on the residence of a certain Jalaludin Bacaraman Lao, an alleged gunrunner in the outskirt village of Pagatpat, and seized four assorted firearms consisting of one M4, two cal . 45 pistols, one cal . 38 pistol, and assorted ammunitions.

CAGAYAN de Oro City--Various firearms were seized in simultaneous raids inside the houses of a trader and an alleged gunrunner by the Martial Law-Special Action Group (ML-SAG) in Zone 5, Barangay Bonbon and in Barangay Pagatpat here, on Friday morning.

Captain Joe Patrick Martinez, spokesperson of the Philippine Army’s 4th Infantry Division, said the raiding team confiscated two long firearms, M4 and AK47 rifles, and five assorted handguns including calibers .45 and .38 pistols, inside the residence of Jameloding Tago.

Tago is living in a compound with his family and his brother Jabar, who lives in a separate but identical house. The compound also has a warehouse containing bundles of used clothing, which is the brothers’ business.

Authorities seized from the suspects military uniforms, boots and Moro National Liberation Front (MNLF) identification cards.

Among those arrested is MNLF member Nur Supian who was pointed by the arrested suspects as their recruiter.

During the proceedings, the suspects signed their waiver of detention and decided that the panel of prosecutors proceed with the conduct of a preliminary investigation.

The hearing, which was supposed to have started at 1:00 p.m. was moved to 3:45 p.m. since they waited for the arrival of the 59 suspects who arrived at Villamor Airbase Friday afternoon from Zamboanga.

Duterte’s stern warning against abusive mining companies and supported his call issued Monday to legislators to pass the National Land Use Act. Who’s bullying the city residents?

A n unconfirmed report said that about 50,000 evacuees from the strife-torn Marawi City are now distributed across the city’s urban center. Most of these evacuees are living with their relatives. A local official who happened to have roots in Marawi City once reported that about 32 families who evacuated at the start of the Marawi siege in May then lived with them.

Of course, the public official was skeptical on how to feed the extra mouths that he could easily consume two sacks of rice in a day or two.

Now, with the reported 50,000 evacuees, the city’s police contention that it is only about 20,000 evacuees makes no difference at

all. No matter, the security threat remains high as the police rounded up a number of evacuees with reported links to the Marawi armed group.

Aside from the threat, linking to the terror group, there are reports of some teenage evacuees who “bully” sons of city residents. Whether the report is true, the parents of these teenage evacuees should be reminded that the residents in Cagayan De Oro are peace-loving people. These evacuees should know that the city is governed by laws and not of men.

We have nothing against them [evacuees]. After all, the intention of the city is to help them in times distress.

Thus, it is incumbent upon

the evacuees to reciprocate the kindness of the city residents. We are optimistic that the evacuees should behave like any other men and women with a sense of value.

If it is true that it is now getting difficult to monitor the movements of the evacuees, especially their actual number, perhaps it would be fair for the city government to use its evacuation centers in order to have a realistic and objective profiling of the evacuees.

Isn’t it that the city government boasted of its modern evacuation centers in Indahag and elsewhere in the city? For what purpose are these evacuation centers, but just to show off and for a publicity stunt? Why not

utilize it now? By the way, where is the tent city, once utilized for the displaced typhoon-stricken residents?

If the evacuees could be herded to a place where they could be secured, an actual head count could be done objectively. At this time, we only have to settle to conflicting presumptions.

Truth is, the city government is not interested about providing adequate shelter to the evacuees.

When I recopied this part from my bible I got the idea to write about this topic. The writer of these proverbs expressed very well the effect of alcohol.

Alcohol is, as we all know, a depressant. It slows down the function of all the body parts. Vital functions can be slowed down to the point of death. Under its influence, people choke to death at family picnics, drown at the beach, fall asleep while driving a car, hurt and even kill other people.

The devil alcohol creates a feeling of freedom without worries and euphoria.

are replaced with a carefree spirit. Wow, I really feel on top of the world today....

I joined the circle of many other fellows around, more or less regular social drinking, and/or habitual drinking, drinking with meals (beer or wine!).

When I stayed in France, I couldn’t believe that for many Frenchmen a breakfast consists of bread (baguette), cheese, coffee - and red wine! Anyway, social drinking also means occasionally drinks to relieve stress or boredom.

Once we reach the addictive stage we are already in danger. Gulping drinks and secret drinking daily to relieve stress makes one lose control, and being unable to stop drinking creates

drinking habits, Danger is with us, if we lose control over when, where and how much we drink. The memory blackouts don’t let us remember any more, where we had been or how we get home. We lose our self-respect and the performance of our work is seriously affected. Loss of interest in everything (except in drinking) means loss of jobs, conflicts with the law, mental deterioration, and even death. The sad consequences should let us tremble with fear.

BRITAIN plans to send a warship to south China sea, which likely would irritate China because the country is an ally of the United States. United States and its allies are there to support the Philippines. Of course, Russia, North Korea, and Iran are also behind China’s unlawful claim of the disputed territory that is part of our country.

Major incidents like murder, suicide and police operations that led to death are taking place in Cagayan de Oro lately and they really alarmed concerned citizens.

Most of these tragic stories are drug-related or the parties involved are high on the effects of drug use.

I could hardly believe that the city has really gone too far in drug addiction and I would commend once

more the city government and the police for their relentless efforts in fighting the menace that has already destroyed some of our people.

What I do not like is the fact that some households had become victims of such demonic situation with husband-and-wife team engaged in pushing the proliferation of drug use.

••• I just do not agree that our soldiers fighting in Marawi are at an advantage in the war with 114 of them killed and some 900 wounded as against the Maute group with more than 400 killed and scores injured.

I am not pleased with the score because our soldiers are better trained and equipped than the enemy. I

really think we need some genius military men who can analyze better the situation and see where we can advance in protecting our soldiers and inflict more killings in the side of the rebels.

The way I look at it the fight can hold up to several months unless new strategies and tactics are adopted to defeat the Maute group.

If it is true that the weapons being used by our soldiers in their fight in Marawi are imported from China, then this should be probed because this issue counts in any kind of war.

For a fact, some guns become useless when heated during constant firing. I have never been a soldier in my whole life but the training I got in the ROTC during my college days is

Contrary to common belief, although somehow tainted with some truth, the administrative job isn’t entirely composed of mundane tasks, computer screens, and innumerable documents nor is it a profession of less value. Rather having an administrative job entails having to deal with both papers and people. While there are mountains of paper works to be dealt with, most importantly, employees have to deal with people of varied concerns and diverse personalities. With this, it is undeniable that employees, whether in the private or public sector, need the apt interpersonal skills to productively blossom in the administrative world.

While many administrative office professionals have become technically proficient, they have not similarly focused on their people skills. Thus, today, in hiring, promoting, and developing applicants and employees, officials in higher positions look not only on the technical abilities but also on the interpersonal, communication, Publication Notice R.A. 10172

and emotional intelligence of their employees; thriving in the administrative work field doesn’t only require employees the suitable business or professional competencies but the interpersonal skills as well.

For instance, writing a letter, sending an email, or making a call, all ends up being read, listened to, or evaluated by people. Thus, every day, beyond the computer screens and paper works, administrative employees all interact with people in one way or another. Furthermore, they are exposed to a multitude of people inside and outside the organization and that their success in their career and personal lives may depend on their ability to handle situations and people with tact, poise and discretion.

However, flourishing in any profession doesn’t have a perfect formula. It may be recipe of hard work, prayers, luck, and whatnot.

Nonetheless, preparing yourself, familiarizing what to do, and knowing how to conduct yourself in the work place, will give you a strong head start in advancing your administrative career.

SP MisOr hears illegal cutting of trees in Minalwang, Claveria VICE GOVERNOR JOEY G. PELAEZ led the Committee of the Whole of the Sangguniang Panlalawigan of Misamis Oriental when it was convened to clarify the alleged Illegal cutting of trees in Barangay Minalwang, Claveria, Misamis Oriental committed by the private contractor of the Department of Public Works and Highways. DPWH has an ongoing road construction project which traverses the City of Gingoog, the Municipality of Claveria in Misamis Oriental and Bukidnon.

SP MisOr took first cognizance of this case when Claveria Mayor Meraluna Abrogar sought the help of the Sangguniang Panlalawigan thru Provincial Board Member Boboy Sabal, a resident of Claveria, Misamis Oriental, regarding

the illegal cutting of natural grown and endemic trees in Barangay Minalwang and some other parts of Claveria.

Due to the serious allegations and issues involved, SP MisOr invited DPWHRegion X, the Department of Environment and Natural Resources-Region X, Community Environment and Natural Resourses Office of Gingoog and Initao, Provincial Environment and Natural Resourses Office of Misamis Oriental and the Local Governments of Claveria, Misamis Oriental and Barangay Minalwang to clarify the facts and lay down a complete and detailed picture of the matter.

Adherent to due process, each government agency was given the time to explain and deliver its own version of the story. The project engineer

Ready for the monsoons – Suzuki Jimny JLX With its compact size coupled with conventional rugged styling, it is understandable why most people find the Suzuki Jimny quite endearing. Yet, what makes it more likable is that this little 4X4 is not just nice to look at, it is also fun to drive.

Propelling the Jimny is a 1.3-liter four cylinder DOHC 16 V gasoline engine which churns out 81 hp @ 5,500 rpm and 110 Nm @ 4,500 rpm.

It may not seem much paper but such modest numbers are more than enough to endow the 1,075-kilogram Jimny a peppy performance.

Handling is pleasurably light and its boxy dimensions make it easier to navigate through congested urban roads. Getting into tight

mall parking slots was never this easy. Huge windows also offer excellent all-around visibility and the tall driver’s seat gives you a commanding view of the road ahead. The ride is just a tad firm but not to the point of discomfort.

Though it only has three doors (two in front, one at the back), the Jimny accommodates 4 passengers (including the driver). The cabin might feel a bit snug if you regularly ride with fullsized adults but kids will be perfectly happy at the back. Even with all seats occupied, you still have 113 liters of cargo space at the back.

The Jimny has been around for quite a while and it is evident in the rather dated feel of the interior. The entertainment system of the JLX loaner I’ve tested also seemed a little too basic. I suppose Suzuki didn’t imagine Jimny buyers to be fiddling with the radio while sitting in traffic. Do not be fooled by its cuteness, the Jimny is designed to go off-road. With a 190mm ground clearance, you’d be able to tackle rugged terrain or cross shallow streams. There’s hardly any overhang on either side so you can take on steep angles like a pro off-roader. Ro-ro connectivity, CAAP charter amendment top House transport committee’s list of priority resolutions T he House Committee on Transportation (COTr) outlined the priority resolutions it plans to pursue to improve travel convenience for Filipino commuters and expedite the flow of commodities by land, air, and sea.

Committee chair Rep. Cesar V. Sarmiento said that House Resolution (HR) No. 940, which aims to improve the roll-on/rolloff (ro-ro) network in the country, is one of the committee’s priority measures in the immediate term.

Sarmiento gave his report on the COTr’s accomplishments in the first session on July 26, delivered before various transport agencies that convened at the Batasan complex.

Sar miento said HR No. 940 came about after a Lower House inspection of the Philippine eastern and western nautical highways last March, in which “we saw various issues relating to connectivity, adequacy of passenger lounges and parking areas, and efficiency of port operations, facilities, and traffic flow that contribute to the overall commuters’ experience.”

The committee also plans to move forward with other priorities that include the Civil Aviation Authority of the Philippines (CAAP) Amendment Law, which seeks to separate the operator and regulatory functions of the agency.

Other priority measures include the establishment

of the National Transport Safety Board; the Sustainable Transport Act; the Harbor Pilotage Act; merging of the Land Transportation Office and the Land Transportation Franchising and Regulatory Board into the Land Transportation Authority; and establishment of the Philippine Railways Authority.

Also set for filing within the week, according to Sarmiento, is the Philippine Airport Development Corporation Bill, which “will provide institutional reform for a unified aerodrome policy.”

The COTr assured that it “will make sure every pending matter listed in our accomplishments will advance or be completed this second regular session.”

On the measures that have been approved by the committee, Sarmiento asked for support in particular for the Traffic Crisis Act of 2017. “This bill is up for plenary deliberation.

We request your support for this. We need strength in numbers to implement this law and solve the traffic crisis that has infested our lives and our economy.”

He said that after 14 hearings and several dialogues with stakeholders, “we believe that we have already fine-tuned this bill as an urgent immediate and comprehensive response to the traffic crisis.”

“This bill is replete with easily implementable programs that have immediate and far-reaching implica-

tions in our transportation sector in contrast to the big-ticket transportation projects which usually take years to complete.”

DTI leads Davao Region MSME Conference 2017

AVAO CITY – The D e p ar tm ent of Trade and Industry (DTI) Regional Office 11 led the staging of the Regional Micro, Small and Medium Enterprise (MSME) Conference 2017 on July 27-28 at Marco Polo Davao. This is in coordination with the Regional MSME Development Council-Mindanao Chapter.

The conference is centered on the 7Ms of successful entrepreneurs, the current mantra for entrepreneurship which DTI and the Philippine Center for Entrepreneurship (PCE) promote. The 7Ms of Uplifting MSMEs refers to Mindset Change, Mastery, Mentoring, Market Access, Machines, Money and Models of Business.

DTI, Bureau of Small and Medium Enterprise Development (BSMED) Director Jerry T. Clavesillas discuses this strategy thoroughly during the conference’s first day. He also presented the 2017 Association of Southeast Asian Nations (ASEAN) Summit Action Plan.

“Entrepreneurial revolution must be adopted. This means that you are not only

thinking about how to make your enterprise competitive, but also working to make others become more competitive as well,” he said.

Aside from the topics of Clavesillas, relevant issues like the adoption of Green Economic Development (GED) and Business Continuity Plan (BCP) will likewise form part of Day 1’s agenda.

DTI-Davao Regional Director Maria Belenda Q. Ambi said these breakthrough goals - the GED and BCP - are now considered as ‘must-haves’ for MSMEs. “These initiatives are very necessary for the MSMEs to sustain their development.

We have invited successful entrepreneurs and practitioners to discuss these topics, so that they can clearly explain to the MSMEs how the GED and BCP have helped them improve their operation and made them become more competitive,” she said.

On the second day, a Financing Forum will be held for MSMEs who are in need of additional working capital for their business. This is an opportunity for MSMEs to access products and services from invited banks and other

Cerez held a seminar on malnutrition awareness on July 15, 2017 at Ambago Multi-Purpose Stage, Butuan City, attended by parents, teachers, General Parents Teachers Association officers and local government unit. Mrs. Rowena V. Cueto, Supervising Nurse of the City Health Office was the resource speaker.

As Child Friendly School Coordinator, this writer initiated the holding of the seminar.

The activity was organized pursuant to Department of Education Memorandum No. 105-2017 enjoining all schools to participate in the celebration of this year’s Nutrition Month by undertaking meaningful activities which will highlight the importance of good

nutrition, healthy diet and healthy lifestyle.

This year’s Nutrition Month celebration which commences in July, has for its theme: “Healthy Diet, Gawing Habit for Life,” and aims to: 1) promote the consumption of healthier foods and discourage the eating of unhealthy foods; 2) encourage families and individuals to eat a balanced diet with a variety of food in the right quantity and maintaining an ideal body weight to contribute to the reduction of overweight, obesity and non-communicable diseases; 3) create awareness on making the right choices of food; and 4) encourage food industry, producers, distributors, distributors, and farmers to make healthy foods, available

to all.

Mrs. Cueto spoke on: 1) identifying methods to promote good nutrition to children through family involvement and community resources; 2) continuously educating parents and community about malnutrition.

I particularly noted Mrs. Cueto’s emphasis on malnutrition considering that malnutrition especially in children has short-term and long-term implications on their health and development.

Research taught me that a balanced diet must contain sufficient amount of nutrients. These nutrients are important in the children’s growth and development.

It was not known if Lao showed up to present documents to prove ownership of the firearms and ammunition According to Orio, Lao was linked to the seizure of 8,000 assorted ammunitions intercepted by MLSAG in a garage of a cargo forwarding office here on June 29, 2017.

Orio said that the seized ammunitions were “supposed to be delivered to Marawi City.”

He said that another MLSAG team also raided the house of Jabar Tago y Dura in the coastal village of Bonbon Thursday morning and confiscated 12 assorted firearms, including an AK-47 and an M4 rifle, and assorted ammunitions.

Tago , a businessman of “ukay-ukay” (a term used in ploughing in a pile of run down clothes), presented documents to prove ownership of the firearms intended for self-defense and protection of his business.

In February this year, two gunmen, riding in tan-

dem, shot and killed Tago’s trusted store supervisor in the busy flea market of Cogon in Cagayan De Oro City. Tago’s men engaged in a shootout killing one of the suspects while the other managed to escape.

The regional command of the Criminal Investigation and Detective Group (CIDG) has started to verify the firearm documents submitted by Tago , Orio said.

He said that aside from addressing the threat situation, the MLSAG has also adopted the policy of resolving the proliferation of illegal firearms, ammunitions, and other contrabands in Northern Mindanao.

“We [MLSAG] are deliberate in our actions to intercept and to stop any kind of illegal activities and transactions that are directly and indirectly aiding the enemy of the state,” Orio said.

The ML-SAG is composed of the Criminal Investigation and Detection Group-10 (CIDG-10), Philippine Drug Enforcement Agency-10 (PDEA-10), Task Force Oro, and other units from the military.

The raiding team was authorized to go through the houses through search warrants issued by a local judge, for violation of RA 10591 or the Comprehensive Firearms and Ammunition Regulation Act, for illegal possession of firearms and ammunition.

Chief Inspector Noel Oclarit, CIDG-10 chief investigator, said the ML-SAG brought Tago, his wife, and a relative to the CIDG-10 headquarters in Barangay Patag, for questioning.

According to the search warrant, authorities have reason to believe that Tago has in his possession various firearms.

Martinez said Tago surrendered two .45 caliber pistols kept at the Jabar Marketing, aside from those taken inside his house.

Tago also presented permits for the seized and surrendered firearms but Martinez said “these (papers) are still subject for verification.”

Lawyer Anthony Ponce de Leon, the Tagos’ legal counsel, said his clients were taken by surprise of the raid.

De Leon said the firearms were for his clients’ protection as one of them entered politics in Lanao del Norte and for their business.

When asked what is the legal action of the Tagos, he said his clients will go through the procedures. “We will see what they (authorities) will file.”

As far as he knows, de Leon said all of the firearms are licensed.

The raiding team also recovered three handguns and a long firearm inside the house of Jalaludin Bacaraman Lao at Mindanao Homes in Pagatpat.

Lao was not around but the ML-SAG invited his wife to answer queries. His wife failed to submit gun permits to the ML-SAG. Per information, Martinez said Lao is an alleged gunrunner who is suspected to have provided lawless elements with weapons.

Of course, it is now up to the evaluators to determine those who would be exempted in this policy.

The exemption could be done in many ways. One, if the evacuees could afford to live in a peaceful and decent environment, then, they might choose to live away from the rowdy evacuation centers. Two, if the evacuee intends to leave the city too soon outside the city, then, he or she would not be allowed to live in the evacuation. Of course, the number of days that the evacuee intends to stay should be strictly observed. Otherwise, the evacuee would be transported to the evacuation center few days after the agreed deadline.

Anyway, it is up to the local government unit to adopt measures that should be both beneficial to the city residents and the evacuees. If the city government would not lift a finger, so be it. After all, if something happens in the city, the city government should take the burden of the curse from the aggrieved city residents. -0-
