Gov’t troopers, Reds clash in Lanao Sur: 2 soldiers wounded By DIVINA M. SUSON Correspondent

BUTIG, Lanao del Sur-Two soldiers of the army’s 49th Infantry Battalion were wounded in an encounter on Sunday morning (July 28) with a group of armed men believed to be members of the Guerilla Front 12 of the Sub-Regional Committee 5 of the New People’s Army (NPA) in Sitio Pangulingan, Barangay Sabala Bantayao, Lumba Bayabao, Lanao del Sur. Lieutenant Colonel Edgar Allan Villanueva, chief of the Army’s 49th Infantry Battalion, said the government troops were able to discover an encampment in the area but before they have finally penetrated it, an improvised explosive device (IED) exploded about 20 meters away from the camp, “beside an old logging road”. Balatucan in Misamis Oriental. Cpl. Fermin Lindahay, of Sitio Lantad, Brgy Kibanban, Balingasag in Misamis Oriental, was killed during the armed encounter with the NPA rebels Friday. Another suspected communist rebel was wounded and later rescued by the military. His identity was not immediately disclosed. Lindahay was a former NPA regular who was active in the rebel movement in the early 90s before he surrendered and joined the military. Capt. Ryan D. Layug, the spokesperson of the army’s 403rd Brigade based in Malaybalay, said that a soldier was also wounded in the running gun battle in the mountain range of Balatucan, which started four days ago. Health expert urges parents to shield children vs vaccine-preventable diseases

VALENCIA City--A health expert is asking parents to submit their children for immunization to protect them from vaccine-preventable diseases. Karen Yee-Garces, regional immunization program coordinator of the Department of Health in Region 10 (DOH-10), said vaccines are necessary as she allay the fears of parents from Dengvaxia. Garces said parents are now precarious about vaccines following the Dengvaxia issue, but explained that the program is distinct and has proven to be effective for decades now. Last July 24, the health has intensified its “Kalasag ng Kalusugan Karavan (Health Shield)” vaccination campaign here in Valencia City. The activity aimed at creating awareness and develop a deeper understanding that vaccines act as a shield to help protect and save lives. “It is also in preparation for the ‘Back to Bakuna’ school-based immunization program for public schools set on July to September this year,” said the health department in a press statement, a copy of which was obatined by Mindanao Daily News online. Establishment of MRF in every brgy in the offing THE city government and the Department of Natural Resources (DENR)-Environmental Management Bureau will be working together for the establishment and operation of Material Recovery Facility (MRF) in every barangay. Moreno to enter into and sign the Memorandum of Agreement (MOA) with the DENR covering the collaboration of the parties in the processing of documents for the purpose. Legislators likewise approved an ordinance authorizing the mayor to sign the MOA for the establishment and operation of MRF for calendar year 2019 in every barangay or cluster of barangays under certain terms and conditions. PROVISIONS Pursuant to the MOA, the DENR shall provide the

city with funding support of P6 million for the establishment of MRFs and 16 units MRF support equipment. It shall conduct an initial inspection of the proposed area consistent with the requirements and conduct regular inspection/evaluation and monitor project activities indicated in the Work and Financial Plan of the city. In coordination with the city government, the DENR shall likewise capacitate the Barangay SWM committee of barangays covered by the facility on the implementation of segregation and collection system, among

others. For its part, the city shall implement the activities specified in the EMD-10’s approved plan and enter into a contract with third-party contractor for the construction of the MRF. MBHTE, MOST ink agreement for the benefit of Bangsamoro learners COTABATO City--The Ministry of Basic, Higher and Technical Education (MBHTE) and the Ministry of Science and Technology of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) signed on July 23, 2019 a partnership agreement that will benefit learners in the Bangsamoro. Minister Mohagher Iqbal of MBHTE and Minister Aida Silongan of MOST were both joyous to start the ministries’ partnership towards establishing a better future for the educational system of BARMM. The agreement involves the implementation of Science and Technology Academic Research-base Operated Kiosk System (STARBOOKS), which will be installed in select schools across the Bangsamoro. STARBOOKS is a computer system that contains

thousands of digitized science and technology formats in text, video and audio. It is a collection of Science and Technology (S&T) information gathered from all over the world. Silongan said STARBOOKS provides teacher and learners easy access to S&T data and information, which could be used in the classroom. “This program aims to create interest in the field of Science and Technology which may increase the number of Bangsamoro youth enrolling in S&T courses,” said Iqbal. Iqbal said the Bangsamoro Government recognizes S&T as essential to national and regional progress. He added the Bangsamoro government shall give priority to science, research, inventions, technology education, and their development.

A GROUP advocating for children’s rights is asking the Philippine government to lift the suspension of 55 Lumad schools located in far-flung communities in Mindanao. THE Child Rights Network (CRN), the largest alliance of organizations and agencies pushing for children’s rights legislation in the Philippines, are catering to children belonging to Lumad communities. T hes e chi ld ren are among those who have the least access to schools and in dire need of culturally appropriate institutions that offer free basic education, said the group. “To close down these schools is to essentially take away the right to education of these Lumad children,” it said. Instead of undermining these institutions, it said the government should assist the Lumad schools in aligning their operations to government regulations, and allow these schools not only to continue operating but also to strongly support that the integration of value promotion for cultural iden-

tity and traditions enshrined in their curriculums be continued and even further strengthened. The suspension order has already disrupted the education of 1,142 learners from indigenous groups. Depriving them of their education contradicts Article XIV Section 1 of the 1987 Constitution, which states that the “State shall protect and promote the

right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all.” The DepEd suspension order also disregards several safeguards put in place by national and international laws. The group claimed that closing these schools runs counter with Article 26 Section 1 of the Universal Declaration of Human Rights and Article 28 Section 1 of the United Nations Convention on the Rights of the Child (UNCRC), both of which primarily state that everyone has the right to education and that party states should exert effort to achieve this right progressively and on the basis of equal opportunity. Moreso, it added the DepEd suspension order also disregards pertinent provisions of the recently enacted Republic Act 11188 or the Children in Situations of Armed Conflict Law (CSAC Law), which declares schools and children as “zones of peace.” The law clearly states that children in situations of armed conflict should be “immediately provided and have safe access to essential, See LIFT, page 11

First of two part series

IN the first series, loyalty was one of the major topics that defines supporters. It is observed that a thin line separates loyalty and tyranny. Earning the loyalty among supporters, sympathizers, and the undecided is a challenged that looks impossible. For astute politicians, nothing is impossible ‘though. Based on various political experiences, there are two kinds of loyalty among supporters. A loyalty earned and a loyalty bought. Unable to earn loyalty, some politicians resort to “buying” loyalty. In fact, “buying loyalty” is the principle behind massive “vote buying” during election. Knowing that the only means to win

an election, the undeserving candidates resort to “vote buying.” Without argument, the “earned” loyalty is the most ideal. Earned loyalty accompanies respect, trust, and even “blind obedience.” However, earning loyalty is not as easy as it sounds. There are things that must be complied with before even getting into its doorstep. Understanding and earning the loyalty of a person or an individual must be a subject of a tireless effort. This is done through organizing. Organizing is one of the techniques about earning loyalty among supporters and members. While it is considered that everything about being loyal and obedient starts in the organiza-

tion, there is no assurance that all the members would be loyal at all. It all depends on the values and the mission objectives of an organization that loyalty among members could be defined. One must remember that any organization is vulnerable to internal conflict, in-fighting, professional jealousies, and intrigues. For political leaders and organizers, getting into the core of the organizational conflict is an important task. Hiring the best lecturers is one thing as against getting the best organizers. A lecturer talks only about the subject assigned while the organizer is given the task to make sure that the organization function as expected. Given all the definitions,

it now comes to mind that a strong politician must also have a strong political organization. Understandably, the strongest political organization carries out the defined political agenda. Without a strong political base, any politician would find it hard to get the support of the people, much less, the voters. The political organization is the epitome of an old adage: “United we stand, divided we fall.” In this article, the subject about loyalty and obedience is attained through a strong political organization. IN the fast evolving digital landscape, “where new technologies are changing the way we live, the way we communicate and the way we work”, Bangko Sentral ng Pilipinas Governor Benjamin E. Diokno, said companies across various sectors must either adapt or be left behind. Speaking recently before the Bankers Institute of the Philippines (BAIPHIL), Diokno, zeroed in on banks and other financial institutions which must “ride the wave of digital transformation. Otherwise, we will become irrelevant and obsolete.” Blesilda P. Andres, newly-inducted president of the Bankers Institute of the Philippines (BAIPHIL) agrees 100 percent. “Indeed, banks have

been assaulted by waves of disruptive developments impacting bank products, processes and operations,” Andres said. “One such wave is driven by non-banks called FinTech companies which can offer – either as technology service providers or even as direct competitors of banks - an array of technologicallyadvanced financial services, from payments and settlements to lending and personal financial management, often at much less cost and more efficiency, its reach riding on the ubiquity of mobile devices.” Another problem faced by banks is the onslaught of cyber threats launched by well-organized, well-funded groups. The Department of Education’s (DepEd) vision of continuously improving itself to better serve its stakeholders as a learnercentered public institution pursues interventions such as the School Improvement Plan (SIP). SIP bears a roadmap of specific interventions a school, with its community and stakeholders, undertakes within a period of three consecutive school years. This is part of the empowerment process through the SBM or the School-Based Management which expands community participation and involvement, to make the delivery of quality education more responsive to learners. The planning and implementation of school

improvement projects addressing challenges related to the teaching-learning processes must involve the members of the school’s Learning Action Cells which are a group of teachers who engage in collaborative learning sessions to solve shared challenges encountered in the school. According to web-based magazine EdTech, which focuses on K-12 articles, schools must first understand a problem instead of merely identifying it. Attempting to solve the problem as soon as it is known would be a common mistake among K-12 administrators and solving it at whatever cost will deplete resources. A team can start with a specific, measurable outcome making it easier to deter-

mine a long-term strategy without compromising the needs and culture of the school. However, let us not confuse the product with the process. Planners may get to hooked up on generating an action plan that is assumed to be workable solutions, basing it on templates may hinder these to become effective – and may not be implemented as planned. The substance and process are also vital to the plan, apart from templates and forms; an example is the SMART (specific, measurable, achievable, relevant, and time-bound) goals. This easily sends the message to policymakers and planners that the priority is to make sure plans fit the SMART definition, but they have to also make sure that the plan is indeed – a smart one.

Assessment is a major component of the whole educative process. It is instrumental for the teachers to gauge and keep track of learners’ academic performance. Keeping the focus on learners and learning as assessments are designed represents the first step towards high quality assessment (Ebert and Culyer 2010).Though we find these days flourishing in the internet uploaded teacher made tests, some of these materials may be not without errors. As teacher made assessment if not thoroughly screened and quality checked may suffer some structural and grammatical disorders in test construction (Dagoc 2012). But as usually heard in the department, we act on things, we make mistakes, we learn, we unlearn, relearn and we move forward. This too rings true regarding the making of classroom assessments. As learners are our clientele, it is only fitting and fruitful if we can cater to their changing needs especially that we are now in the 21st century. As it cannot

be denied that the agenda of Department of Education is relative to the agenda of those sitting in power and it may change from time to time as presidents and secretaries gets replaced. However, if laws and policies get faithfully followed by the purveyors of learning and the leaders and movers of the educational system, then we can truly say that the learners will surely benefit from all there is to gain from. They will reap the harvest of those who labor for the greater good of the many, of the masses. The good that comes from all the hard work will outlasts presidents, secretaries, directors, and all of the school heads as policies will influence and impact the learning generations after. Therefore, it is imperative that the policies crafted and programs designed will help out our learners achieve their students’ goals and not burden them or worse instill terror in their young, impressionable minds. Education specialists and those in the technical and research field can do better by assisting teachers in their divisions. While they may generate

high quality assessments and produce ‘root of the problem’ based inquiries and investigations, it is commendable that their work is partnered with a sustainable educational program that aims not only to remediate problems but also extend funding to the seen solution. Learners’ progress is dependent upon the teacher’s efforts. Teachers’ work are dependent upon school head’s support (plus the eagerness of the learners’ parents to maintain study time at home). School heads’ intervention is dependent upon their readily available attitude and energy as well as funding from the department and assistance of the local government unit where they belong. More than a mere test inside the classroom, a successful learner-centered assessment is determined by the interplay of the factors aforementioned. This may sound like a ‘larger than life’ perspective on learnercentered assessment but to quote the educational philosophers, “It takes a village to educate a child.”

The challenge, therefore, is to maintain the loyalty of the members of the organization. When dissatisfaction sets in, the course of the organization is definitely

While it is true that the organization exists because of its principles and avowed commitment toward its members, a small amount of dissatisfaction within the rank-and-file could spread like a virus. Unless, positive action is taken to address the growing disenchantment within the organization, there is the likely tendency that the organization will collapse like a house of cards. Dissatisfaction, disenchantment, and frustrations are inherent in any organization. The adept organizers and leaders could easily spot the weak points and act on it without delay. Clearly, a strong political organization with a well-define mission objectives earn the loyalty of the members. In this instance, any political candidate who gets the support of the organization have the advantage of the winning an electoral exercise.
