Misamis Or. temporarily bans poultry products against H5N1 By VINCENT PHILIP BAUTISTA
MISAMIS ORIENTAL (PIA)--The Provincial Government of Misamis Oriental (PGMO) has temporarily banned the importation of live meat and poultry products in the province as a measure to protect its poultry industry and ensure the further spread of Avian Influenza type A subtype (H5N1), which according to the World Animal Health Information System (WAHIS), is “dangerous and contagious.” According to Executive Order 2022-011, Series of 2022, all species of live
birds, fresh or hatching eggs (cooked or uncooked), and poultry products that are processed but uncooked coming Luzon, Soccsksargen Region, and other provinces with a confirmed case of avian influenza are banned from entering the province. However, the ban does not include cooked/canned poultry products provided that corresponding necessary documentary requirements from appropriate agencies together with the shipping permit issued by the Bureau of Animal Industry (BAI) are presented. Filinvest & Temasek Foundation SG donate 80K pcs KN95 masks to LGUs
CAGAYAN DE ORO - Singapore-based Temasek Foundation, in partnership with the Filinvest group, donated 80,000 pieces of KN95 face masks to the Cagayan de Oro City & Municipality of Tagoloan in continuous support of the LGUs’ fight against COVID-19. The initiative is part of the 4 million pieces face mask donation to the Philippines from the Temasek Foundation, the non-profit philanthropic arm of Singapore investment company Temasek Holdings. This is the second time that Temasek has tapped the Filinvest Group to distribute its donations and cover shipment costs from Singapore to the various cities and towns across the Philippines. Subsidiary FDC Misamis Power Corporation turned over the high-quality KN95 masks. During the call, De Vega affirmed the Philippines’ interest in focusing on a viable and sustainable energy plan and informed ROK that President Ferdinand R. Marcos Jr. himself expressed interest in pursuing nuclear technology and other energy cooperation platforms with South Korea.
KHNP is the largest power generator in Korea, producing one-third or around 28 percent of Korea’s domestic demand for power through a combination of nuclear power, hydropower, pumpedstorage power, and new and renewable energy. It is also an energy partner of 29 countries for the global power supply. KHNP is a long-time partner of the Philippines on energy-related activities, having led the feasibility studies for the
safe use of the Bataan nuclear power plant and the Cagayan Eco Zone. The KNHP likewise shared they are trying to support more experts in the nuclear energy sector and was pleased to share that Korea Electric Power Corporation (KEPCO) International School has a student engineer from the Philippines. PBBM tasks DPWH to conduct swift inspection of hospitals, clinics MANILA – President Ferdinand “Bongbong” Marcos Jr. on Thursday instructed the Department of Public Works and Highways (DPWH) to prioritize the inspection of hospitals and health care facilities in Abra following the magnitude 7 earthquake that jolted the province. “Do the inspections first of the public buildings. I think your priority will be quite right is the hospital, uunahin natin even before the government buildings, ‘yung mga offices, ‘yung mga ganoon. Unahin natin ‘yung ospital,” he said during a situation briefing in Abra. In his visit to the province, the chief executive personally checked the condition of the Abra Provincial
Hospital and its patients. “Let’s go first to the hospital, let’s go first to the clinics, the health care centers… then we can then go look at the government buildings after which we can, puntahan na rin natin ‘yung mga bahay ng mga tao para makita kung puwede na talaga sila — safe na sila,” he added. QUEZON CITY, (PIA) – The Department of Science and Technology – Philippine Council for Health Research and Development (DOSTPCHRD) supported the inauguration of the Filipino Genomes Research Program (FGRP) Facility at the Miranda Hall, University of the Philippines (UP) Diliman. The FGRP is an initiative reinforced by DOSTPCHRD under the OMIC Technologies for Health research priority. The program’s main objectives are to represent Filipino groups in genomics research, generate a DNA biobank and databank, build local capacities and human resources in genomics research, and increase stakeholder appreciation of genomic concepts and methods.
In a statement on Monday, Project Leader of FGRP Project 3 and Head of the DNA Analysis Laboratory of UP-Natural Sciences Research Institute (NSRI) Dr. Maria Corazon De Ungria emphasized that ‘Science’ must inform and serve the Filipinos. DepEd expects 1.8M learners in Bicol for SY 2022-2023 By CONNIE CALIPAY
LEGAZPI CITY – The Department of Education (DepEd) 5 (Bicol) is expecting about 1.8 million learners for School Year (SY) 2022-2023. In an inter view on T h u r s d a y, D e p E d - 5 spokesperson Mayflor Marie Jumamil said almost 400,000 children have been registered since the list-up began on Monday. “This is an indication of the eagerness of the parents and learners to go back to face-to-face (F2F),” Jumamil said. DepEd-5 data showed that 366,114 learners have pre-registered, composed of 23,475 for Kindergarten; 690 for non-graded covering the learners with special needs; 163,352 for elementary; 125,620 for junior high school; and 52,977 for senior high school. Jumamil said vaccination is not a requirement for enrollment but parents are encouraged to have their kids inoculated against the coronavirus disease 2019 (Covid-19). “Parents have three choices to enroll their children – onsite, remote, or in drop-box form,” she noted. For remote enlistment, parents can access the enrollment form or the
Enhanced Basic Education Enrollment Form (EBEEF) digitally and email them to the school while the dropbox is available at barangay halls or strategic locations near the school, where the EBEEFs are also available. “Those opting for inperson enrollment should observe the safety health protocols, such as wearing of face mask, non-contact temperature check, frequent hand washing or use of alcohol, and physical distancing,” Jumamil said. CITY OF SAN FERNANDO, Pampanga – The Department of Health Central Luzon Center for Health Development (DOH CLCHD) will conduct its regionwide coronavirus disease 2019 (Covid-19) vaccination every month in line with the “PinasLakas” campaign. The vaccination drive aims to administer doses to 90 percent of senior citizens to complete their first and second doses and provide booster shots to 50 percent of the 12 years old and above population during the first 100 days of the Marcos administration.
DOH CLCHD Director Corazon Flores said Thursday the move is one way of curbing the rising cases of Covid-19 in the region. “Tayo po sa rehiyon, ang strategy na gagawin natin is every first Thursday or every first Friday of the month. The Luzon quake and that Oro auxiliary team proposal
ROCKINGHAM, North Carolina—Before anything else, allow me to extend my sympathy to the thousands, even millions of Filipinos in northern Luzon who were affected by Tuesday’s earthquake. As I wrote this, there were at least four dead and 60 injured by the Luzon quake which came a day after President Ferdinand ‘Bongbong’ Marcos Jr. delivered his first national address. Of course we won’t give any meaning to this since quakes, by their very nature, can happen anytime when people least expect it. As we say in Visayan ‘way maayong lake kon naay linog (literally translates to men losing their bluster and swagger when faced with an earthquake). At any rate, we hope the national government speedily addresses the plight of the families badly hit by the Tuesday quake and that local governments extend bayanihan through whatever assistance they can spare to them. ********* I had a meaningful conversation with Dr. Manny Jaudian, past president of the Cagayan de Oro Press Club (COPC) recently about reports of the crime situation in Cagayan de Oro City. Specifically our virtual online conversation centered on a proposal by Mayor Rolando ‘Klarex’ Uy to augment the Cagayan de Oro City Police Office (COCPO) with so-called Oro auxiliary teams of 20 members each for every police precinct. Anyone who’s lived long enough in the City of Golden Friendship knows that the city police’s personnel at roughly over 600 isn’t sufficient to cover the entire city population. And Dr. Jaudian himself said there’s no significant crime wave occurring in the city. Broken relationships
WHAT are the signs of a broken relationship? Resentment. Resentment grows when someone feels unheard or dismissed. Disrespect. Mutual respect is a cornerstone of all successful relationships. Dishonesty. Mistrust. Distancing. Defensiveness. Contempt. “Relationship” comes from the Latin “referre” or “relatum”, which means “to bring back”. In one of my penultimate columns, I tried to explain, “when to keep our mouth shut”! Silence is also an answer - sure! But some of my readers posed the question, if also broken relationships can be only restored by silence or waiting. My answer is YES and/ or NO! Sometimes, it’s a miracle what a small dose of determined silence can do. Relationships are ALWAYS worth restoring, because life is all about learning how to love and how to value relationships and make the effort to maintain them instead of discarding them whenever there is a rift, a hurt, or a conflict. The bible told us that all of us have been given the ministry of restoring broken relationships. Broken or cooled down
relationships can be noticed at any corner. Restoring them is equal to peacemaking or peacekeeping but also not avoiding facing conflicts. Running away from a problem (and then keeping the mouth shut!), pretending that the problem doesn’t exist or being too afraid to talk about it, that’s how the hypocritical coward acts. I always love to talk to God before I talk to a person. Later, I can find the right moment and take the initiative to restore broken relationships or face the problem. I can even look out for others’ interests first. I can use “my telescope of life” (from the Greek word “skopos”) and play close attention. I can start with sympathy but not with great solutions right away. I can confess my part of a possible conflict. Paul said in Romans 12:18: “Do everything possible on your part to live in peace with everybody!” In resolving conflicts, a word not to be spoken may be the choicest word of all, or IF WE TALK, HOW we say it, is important. The US-author Rick Warren confessed in one of his books; “We can establish a relationship even when

we are unable to resolve our differences. Christians often have legitimate, honest disagreements and differing opinions. But, we can disagree without being disagreeable. The same diamond looks different from different angles. God expects unity, not uniformity, and we can walk arm-in-arm without seeing eye-to-eye on every issue!” When should I stop trying to save my relationship? One of the key signs that it’s time to break up is if you’re finding that you can’t connect to your own emotions or feel strongly about your partner’s actions. COTABATO CITY – Two flooded villages in North Cotabato and Maguindanao provinces are initial recipients of a livestock assistance program from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government Friday. At least 155 goats were given to flood-affected farmers in Barangay Buliok, Pikit, North Cotabato, and Barangay Bente-Uno, Sultan Kudarat, Maguindanao, during the separate distributions in the two areas. “This is just the beginning. MANAY, Davao Oriental – Surveillance and border control should be strengthened to prevent the entry of monkeypox into the country, Senator Christopher Lawrence Go said here Thursday. Go, concurrent Senate committee chair on health, said everybody should take the lessons of the coronavirus disease 2019 (Covid-19) pandemic and make sure not to let it happen again. “We have to study and strengthen the surveillance and border control,” he said. The senator said the government should focus on awareness, detection, disease surveillance, and containment to avoid the spread of monkeypox. “What happened [to the country] on Covid-19 is an eye-opener. M A L AY BA L AY C I T Y, Bukidnon (PIA)—Northern Mindanao’s Regional Project Monitoring Committee (RPMC) visited Bukidnon to check closely the status of the local and national government priority projects implemented in the province. The monitoring team visited the 149-hectare Airport Development Project at Barangay Maraymaray in Don Carlos town to inspect the 1,500-meter by 30-meter runway construction and the embankment’s solid foundation concreting. The runway is set to be completed by 20 December 2022, but the passenger terminal building, taxiway, apron, and access roads are well underway and are expected to be completed by 2026. Similarly, the team checked the region’s four major infrastructure projects funded by the Department of the Interior and Local Government’s (DILG) Support to Barangay Development Program (SBDP)
namely Cabanglasan-San Fernando Alternate Road; Access Road Leading to Bukidnon Airport; Maramag Maradugao Road-Junction Lampanusan Road; and the Bukidnon–Davao City Road. The Department of Public Works and Highways (DPWH)-10 is now speeding up the construction of these bypass roads, including the Pulangi Bridge that will connect the towns of Don Carlos and Quezon, via Barangay Kiburiao of Quezon, this province. The SBDP is a DILG flagship program and an offshoot of Executive Order No. 70 that institutionalizes the whole-of-nation approach to End Local Communist Armed Conflict (ELCAC). How far can a teacher go to become great? This is a reflective question that I have been asking myself when I experience difficulties in my workplace. Education truly evolved when the pandemic came. Practices have been changed and developments have been made. Adaptability – it is what it is. Teachers adapt to change. Who would have thought that a global pandemic would hit upon the entire world? It was horrifying with just a blink of an eye, things will never be the same again. When it was finally declared that the Philippines was on the state of calamity due to the rising COVID cases, movement was prohibited. Our way of life was stagnant – if not others went downhill. I am fortunate to have a job that is secured as a government teacher, but we had to do a responsibility that we can never turn our backs on – sustaining education. When the government slowly capacitated school leaders to apply distance learning, there was anxiety, hesitation, and fear. We became frontliners in our sector, the Department of Education (DepEd). We experienced grief as we have lost some great mentors in the deadly hands of COVID. I, with my entire family, was also once infected with the virus but thankfully recovered. The point of risking our lives to serve well
as public servants, until when? ‘’Para sa Bata, Para sa Bayan’’. How do we perceive this quote as teachers? The answer lies within us. How do we do about distance learning? – Options. We have options such as modular, online, TV and radio. How do we do about our lessons with limited time and resources? – Contextualization and localization of learning materials. We make activities based on the Most Essential Competencies (MELCS) and localize activities that makes use of materials readily available in the community. How do we protect ourselves from COVID? – Healthy lifestyle, adherence to safety and health protocols and the power of prayers – asking for the divine protection of our Heavenly Father. Overtime, teachers have also endured harsh criticisms but took it as an opportunity to improve our craft. All these hardships – the good and the bad made us stronger and more united educators in uplifting the lives of our learners. We slowly but surely adapted to all these difficult circumstances through our resiliency. Our strength to move forward and beyond to what is expected from us is like that of a diamond. After all the cutting, shaping, and polishing it brings out its beauty – so as bringing out the best in us, shining and resilient amidst adversities!

STUDENTS are far more capable of absorbing information and engaging with their teachers and each other when there’s classroom safety. In a safe classroom, teachers are also better able to provide an education and guidance, promote positive student behaviors and prevent negative behaviors and accidents. Yet, a wide range of factors impact classroom safety including physical distractions and obstacles and the actions of adults and children. Teachers can’t remove any danger from their classrooms but they can reduce risks and incidents. Take the time to learn and teach first aid and CPR skills. It only takes a second for a student or colleague to
become injured before, during or after classes while on campus. For example, a student may pucture their hand while using a sharp or pointed tool in class or just by falling on a pencil. Students and adults can have heart attacks, aneurysms, choking problems and other major health events. Health and safety learning requirements for teachers and students vary by schools. Your school may or may not require teachers to learn how to provide even moderate first aid or cardiopulmonary resuscitation or teach enough of these important skills to students. Before you take any classes on your own, check with your school’s administrative staff about the options available for teachers.
Workplace flexibility is a strategy of responding to changing circumstances and expectations. Employees who approach their job with a flexible mindset are typically more highly valued by employers. Similarly, employers who cultivate a flexible work environment are attractive to employees. Workplace flexibility emphasizes the willingness and ability to adapt to change, particularly regarding how and when work gets done. The word “flexibility” technically means the ability to bend without breaking. However, people often use it to describe the ability to adjust to changes in your life without creating stress or drama. Being flexible in life means that you can change your plans and adapt to new situations easily. People often want flexibility in their careers as well. Schools and training programs typically fixate on a defined career path, but most people’s careers do not follow such predictable paths. The ability to be more flexible in a career means that you can learn new skills and assume responsibilities outside of
your original position. This can lead to promotions and greater possibilities in your career. Work flexibility is a twostep process. First, it considers the ability to perceive changes that happen in the workplace. Second, it involves the skill of quickly coming up with an appropriate response. Flexibility is essential as it helps companies become more resilient towards change while allowing them to take more considerable advantage of changing conditions. We can’t always predict when changes like these are going to happen. That’s why flexibility is so important. When you’re flexible, you’re versatile, resilient and responsive to change. You can adapt to unexpected demands in the workplace – sudden surges in work, urgent problems, or an unpredictable event , such as a cyber security breach or financial crash, for instance. And yes, a flexible work environment has many benefits. It helps workers achieve greater work-life balance, leading to increased employee satisfaction and improved morale.

We often hear the idea that students with special needs can benefit a lot in an inclusive classroom. Not to mention inclusive education was made for them. However, in this article, we will explore the question: “Can regular students benefit in an inclusive classroom?” An inclusive classroom is a place where everyone is welcome, not only students with special needs. In fact, the inclusion classroom style may benefit both students with and without impairments. Additionally, it isn’t just about giving every student the most appropriate accommodations; a lot of studies demonstrates that inclusive classrooms really aid normal students in enhancing their academic achievement. There is more to inclusive classrooms than just allowing students with disabilities to participate in activities; they serve as environments where regular children pick up positive traits like kindness, compassion, and respect for those who may not appear or act like them but who nonetheless deserve to be treated equally despite their differences. This positive outlook can extend to their interactions with family, friends, and people outside of the classroom. Regular students are also aware that people with disabilities are not
dangerous or threatening; rather, they are people just like them who have lives outside of school. These young people are less likely to discriminate against someone later in life based on their perceived talents or limits as a result of this awareness, which also results in a more understanding perspective of persons with disabilities generally. Inclusive classrooms help all students improve greater social skills as well. Students who have been mistreated or struggle to make friends can gain insight from peers who also face these challenges and form strong bonds based on similarities rather than differences. To summarize, an inclusive classroom has many advantages for regular students. In comparison to regular students in traditional classrooms, inclusive students do better on tests, have a greater understanding of disabilities, have better social skills, and have more friends with disabilities. Regular students also have a higher chance of getting into college since they have outstanding educational backgrounds and inclusive attitudes toward those with impairments. This demonstrates how crucial it is for schools to involve every student in the educational process.***

Four years and a month! That is how short I have been staying with the Department of Education. But my training of becoming a teacher transcended beyond that period. I believed that I was called late, but still, I responded. Never have I ever thought of becoming a teacher. Never in my wildest dream, I would take this career path of my life. You see, my training was never as a teacher but as a marketing strategist. I finished my degree in business administration in 2011, 5 years in the making to be exact. I was trained for management dynamics, to make distribution channels or project management, developed my effective sales spiels to sell a product, strategically make plans to achieve business objectives and exploit opportunities, analyze financial statements to maximize profit and minimize cost, allotment of human resources to a project, and product management and launching. None of these
was about the learners, the classroom, the school, and the educational system. None of which trained me to be a teacher. Four years and a month (plus two years in the private school) gave me a glimpse of the future. In my classroom might lie the next Carlo Paalam, the next president Duterte, or the next Meriam Defensor-Santiago. My classroom might be the producer of the next Filipino businesspeople who will bring the country’s banner to a greater height in the world. My pre-teaching experiences transcended even now that I am a teacher. The Teacher Induction Program made me realize more about this career path that I am traversing now: it is to become a Filipino, Business, teacher that this country needs. I responded late to the call. But if given the chance to start anew, I would still be choosing to teach and be there where is a greater need for me.

The good news is that most leaders don’t need to learn to code. Instead, they need to learn how to work with people who code. This means becoming
a digital collaborator and learning how to work with developers, data scientists, user experience designers and product managers, not completely retraining. When former Microsoft US chief technology officer Jennifer Byrne was offered her role, she worried that she didn’t know enough about technology. After all, Microsoft’s suite of tech products is just so vast. The Division of Cagayan de Oro launched the School Dental Health Care Program (SDHCP) to ensure the maintenance of good oral health of the school population through an institutionalized holistic approach to preventing and treating oral diseases. In the DepEd Order (D.O.) No. 41, s. 2020, SDHCP provides for the dental and medical emergency treatment for learners, teaching, and non-teaching personnel by establishing fully functional clinics that will serve as a hub for nearby schools. The D.O. No. 28, s. 2018 titled Policy and Guidelines on the Oplan Kalusugan a Department of Education (OK sa DepEd) shall be used as a reference in implementing the SDHCP as a component of the medical, dental, and nursing services

Communication is the act of passing information from one person to another by actions, words, and sounds. A message containing information is sent by one person, the sender, and received by another person, the receiver. Using mass media or social media, a single sender can transmit a message to several recipients. Communication is crucial since it is the foundation of any society. People can work successfully within a society and understand one another because of this information transfer and sharing. Verbal communication is the spoken exchange of information between people using words and sounds. This can be done in person or using modern equipment like telephony. Nonverbal communication
is how a message is communicated or sent without using words. Nonverbal communication can sometimes be used as a standalone indicator of a message. When someone is a good listener, their verbal communication improves. Listening entails not only hearing but also comprehending another person’s point of view. The first step to effective communication is to be conscious of what we say and how we say it. People spend their entire lives honing their capacity to adjust swiftly to the situation and mode of communication at hand. The words that come out of your lips are only a small part of communication. It entails weaving together a complex web of clues to communicate to others what you really mean when you say something. P3.5-M bio-secured, climate-controlled finisher operation facility to rise in Lanao del Norte CAGAYAN DE ORO CITY – The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) spearheaded the groundbreaking ceremony of the P3.5 million biosecured and climatecontrolled finisher operation facility at Barangay Bel-is, Kapatagan, Lanao del Norte on July 20. Collado said that the project is part of the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program funded by the National Livestock Program, in which to implement calibrated repopulation and enhancement of the

By that time, these ‘Tom Jules’ (taman sa July as Mayor Klarex agreed to extend their contracts by end of July instead of end of June) will return to their mother units and even then, their status would either be ‘frozen or static’ or not renewed. Or, they could be reassigned someplace remote, like the motorpool or in a mountain barangay. With the auxiliary teams, Mayor Klarex can reassign some of these ‘Tom Jules’ to augment the city police. As to how they will perform and who gets to evaluate their performance is something Col. Mandia is tasked to do. If left unchecked to their devices, these additional personnel may become a liability instead of an asset to the Klarex administration. Dr. Jaudian said Mayor Klarex should consider tapping the criminology students to augment the police as part of their training to become police officers. Which to me sounds logical enough. I hope for Mayor Klarex’s sake since I do wish him and his administration to succeed that there will be sufficient safeguards and checks in place to monitor and discipline these auxiliary team members so they can perform the tasks the mayor mandated them to perform. Dr. Jaudian’s suggestion is sound and if there are more of these good ideas, then the mayor should be open and willing enough to evaluate and decide if they can be feasible enough to implement.

DA-NorMin laboratories prep for ISO Certification CAGAYAN DE ORO CITY The Integrated Laboratories Division (ILD) of the Department of Agriculture - Regional Field Office 10 is gearing up for ISO 17025:2017 Certification for all three of its laboratories this year. After two years of ISO prep up for the Feed Chemical Analysis Laboratory (FCAL) and the Regional Soil Laboratory (RSL), Dr. Alanita Jumalon, DA-10 ILD Chief bared in a meeting with the DA-10 Management Monday, July 18, that the division will also include the Regional Animal Disease Diagnostic Laboratory (RADDL) in their pursuit for ISO certification. “We intend to avail of the ISO Certification so we can assure our clients that our laboratory services are at par with international standards. Having ISO-certified laboratories means that we are capable of providing accurate and reliable test results to our clients,” Dr. Jumalon said. She added that the team from the RADDL will undergo an Internal Audit within
the week with the guidance of Mr. Aldwin B. Tagapan, an external consultant from Synergy at Work and Learning. Documentation and evaluation of the ILD services procedure and protocol, availability of standard facilities and equipment, and ILD personnel’s competence are the key focus areas of the
audit. Support services provided by the Human Resource, General Services and Procurement sections, and the Information, Communications and Technology Unit (ICTU) to the ILD will also be evaluated to determine any area for improvement. The audit findings will
be presented to the DA-10 Management end of this week to address internal and external issues material to the ISO Certification. DA-10 Regional Executive Director Carlene C. Collado said, the laboratory services provided by the ILD are fundamental to the development and sustainability of agricultural
projects of the DA, providing project implementors and farmers with science-based modalities for improved agricultural production. The DA-10 Regional Technical Director for Operations, Carlota S. Madriaga said she is confident in the agency’s ILD team in their quest for ISO Certification. “The DA-10 Management will provide whatever support is needed by the ILD for this endeavor. This is a significant mileage for us towards making the entire DA-10 an ISO-certified agency” she averred. In 2021, the department’s two laboratories, FCAL and RSL were awarded a Certificate of Authority to Operate by the Professional Regulatory Board of Chemistry which marks the first DA regional office nationwide to attain for both of its laboratories.
