Mindanao steel plants to boost PH economy By MARK FRANCISCO Correspondent

Cagayan de Oro, — Two big foreign-funded integrated steel mills are on the rise to boost the ailing economy of the country due to Covid-19 pandemic. The revival of the sleeping National Steel Corporation (NSC) in Iligan City and the birth of a new Chineseled Huili-SH steel mill in Phividec Industrial Estate in Tagoloan, Misamis Oriental are in response to the call of President Duterte’s State of the Nation Address (SONA) to spring the country’s weak economy back to life. Seen to create thousands of jobs and open up downstream businesses amid the ongoing threat of Covid-19. The coming of these twin steel plants in Mindanao will place the country as the “steel center of Asia”. After years of hiatus,

the defunct National Steel Corporation is being readied to regain its lost glory at this of pandemic with a new, state-of-the-art fully integrated steel mill facility. Reconstruction of the old NSC into a modern steel

The 15 MSMEs are the initially approved beneficiaries from the 170 applications received in Lanao del Norte under the Pondo sa Pagbabago at Pag-asenso COVID – 19 Assistance to Restart Enterprises (P3 CARES) program with a total amount of P1,780,000. It is the government’s economic relief program for micro and small enterprises affected by the COVID-19 pandemic.

Filipino-owned micro or small enterprises with at least one year of business operations before March 16, 2020 and with asset size of not more than P15 million can avail of the program and may be granted with loan assistance of P10,000 to P200,000 for enterprises with an asset size of not more than P3 million, and not more than P500,000 for enterprises with an asset size of not more than P15 million. Rhodelia Sojor of Emrys Industries, one of the beneficiaries, said she will use the financial assistance as seed money to reboot her establishment. “I will be using it to upgrade my online presence and ability to accept online payments and credit payments, pay the remaining balance of

TWO major issues concern me: climate change and the coronavirus Covid-19. Millions of people around the world are exposed to the virus and dangerous levels of heat stress - a dangerous condition that can cause organs to shut down. Many live in developing countries and do jobs that expose them to potentially life-threatening conditions. Summers are becoming hotter and hotter for humans. Global warming will increase the chances of summer conditions that may be “too hot for humans” to work in. When we caught up with Dr. Jimmy Lee, his goggles were steamed up and there was sweat trickling off his neck. An emergency medic, he’s laboring in the stifling heat of tropical Singapore to care for patients with Covid-19. There’s no air conditioning - a deliberate choice, to prevent the virus from being blown around and he notices that he and his colleagues become “more irritable, shorter with each

other”. Predictions shake me: more than 3bn could live in extreme heat by 2070. The monetary Siberian heatwave is clear evidence of climate change. 2019 was Europe’s warmest year on record. And Dr. Lee’s personal protective equipment, essential for avoiding infection, makes things worse by creating a sweltering ‘micro-climate’ under the multiple layers of plastic. We can all imagine that working in a tropical climate can be extremely uncomfortable. One danger is that overheating can slow down our ability to do something vital for medical staff - make quick decisions. Another is that they may ignore the warning signs of what’s called heat stress - such as faintness and nausea - and keep on working till they collapse. If the body is unable to cool down properly so its core temperature keeps rising to dangerous levels and key organs can shut down. It happens when the main technique for getting rid of excess heat - the evaporation of sweat on the skin - can’t take place because the air is too humid. According to Dr. Rebecca Lucas, who researches physiology at the University of Birmingham, the symptoms can escalate from fainting and disorientation to cramps and failure of the guts and

kidneys. What impact will climate change have? As global temperatures rise, more intense humidity is likely as well which means more people will be exposed to more days with that hazardous combination of heat and moisture. Another study, published earlier this year, warned that heat stress could affect as many as 1.2 bn people around the world by 2100, four times more than now. It’s not a new thing for me and you: people need to drink plenty of fluid before they start work, take regular breaks, and then drink again when they rest. But scientists around the globe agree: avoiding heat stress is easier said than done. There’s a practical problem as well - some people do not want to drink so they can avoid having to go to the toilet. And another fatal attraction in my opinion: For many people, there’s a professional desire to keep working whatever the difficulties so as not to let colleagues and patients down at a time of crisis. Let Us Wage Cooperative Revolution NOW!

IN his book, “An Urgent Call for a Cooperative Revolution,” then Chairman of the Cooperative Development Authority, Roberto Pagdanganan said that, “If a few elite will continue to have much too much and the many who are poor will continue to have much too little, we will find our country in a condition horrible even to contemplate.” No doubt, poverty breeds conflict; it is the best recruiter for terrorists. Thus, by all means, poverty must be met head-on with all determination if the country has to survive amidst the onslaught of a pandemic putting it in a brink of disaster. Like a sinking ship, people are jumping on board in droves so as to find decent jobs in foreign lands. While they have abandoned the sinking ship, yet, wonder of all wonders, they are the ones keeping the ship afloat by their thirty-three billion dollars or so remittances every year. But now, due to COVID-19, they are now on their way back home and many have to undergo

quarantine. In a meeting with DOLE officials, it is the roadmap to organize the OFWs into cooperatives. While we have no qualms that the OFWs have done so much in terms of their annual billions dollar remittances, we have to understand that in the long term, the destiny of this country should not depend on these remittances but on the decision of those who remained to reverse the trend of economic difficulties. Reversing the poverty trend is easier said than done. This means making the people productive; this means, finding jobs for those who have none; this means having food security and ecological integrity, this means, uprooting the root causes of why we are poor. It means making farming productive as four out of five rural people especially the young ones are leaving farming, going to the urban areas that make the cities very congested. the problems. However, before we can solve the problem, we must first know why there is such a problem in the first place. Why is there so much poverty in a country oozing with so much ecological resources? Why all the regions in Mindanao are suffering from high poverty gap ratios than the rest of the country notwithstanding the fact that this second biggest island is the country’s “food basket” and where two-thirds of the country’s exports are coming from? How can we mobilize whatever we have to stop our accelerating drive toward economic disaster against the backdrop of rising prices? Before we know the answers, we must first ask the questions, so to speak. In my sorties around the country, talking to farmers, fisherfolk, women, workers, the youth, the indigenous people and social innovators, these are the many See WAGE, page 23

DA NorMin calls for stronger border measures against ASF CdeO City, July 20 - The Department of Agriculture in Northern Mindanao strengthens quarantine measures of its borders in preventing the entry of African Swine Fever (ASF) in the region. DA-10 Regional Executive Director Carlene C. Collado said, that the agency will closely coordinate with the provincial governments in the region, particularly in Bukidnon to strictly implement veterinary quarantine measures. This move is in line with the confirmed ASF cases in three barangays of Magpet, North Cotabato. Magpet is

bounded on the North by the provinces of Lanao del Sur and Bukidnon. Accordingly, an emergency meeting was conducted with the DA-Bureau of Animal Industry-National Veterinary Quarantine Services (DA-BAI-NVQS), City Veterinary Office of Cagayan de Oro, Provincial Veterinary Office of Misamis Oriental and NORMINHOG to initially come up with recommendations in strengthening the protection of the region’s borders. NORMINHOG President Leon Tan, Jr. said, that stricter implementation of the quarantine checkpoints

in Alae, Manolo Fortich, Libona, Talakag, San Fernando, Kalilangan, Damulog in the province of Bukidnon should

be enforced. The group recommended to request Bukidnon Governor Jose Ma. Zubiri to

augment personnel to be stationed at each identified entry points in the province and further request the Phil-

ippine National Police to assign its personnel to assist the veterinary quarantine checkpoints. As of April 1, the Philippine Statistics Authority (PSA) reported, Northern Mindanao has a total of 1.113 million metric tons of hog inventory. WHILE things have started to open up, there have also been many changes to what daily life was like for many people. Whether it is working from home, missing time with family and friends or dealing with children who have been out of the school setting, there have been many transitions to deal with this new normal. Some people feel like they have been in survival mode while others are finding positive benefits their new situation. Many people are also dealing with the effects of social isolation. Anxiety happens when we are not in control so our brains and bodies can feel like we are going to die even if the situation is not life or death. This

is not a conscious thought but a gut feeling into fight, flight or freeze. The urge to fight becomes bigger than the punishments and creates conflict between family members. Labeling and validating feelings can be a great start to working through a difficult time. When people are feeling out of control, it is like they are spinning out on ice. The person is often already overstimulated by the five senses and needs to get control of the “vehicle” before they can start to listen to reason and feel safe. Decreasing the amount of information presented to the person will help slow down the spinning and increase feelings of control and safety.

Though the world has dealt with other pandemics in the past, the COVID-19 pandemic has changed the way the world operates. This crisis devasted the lives of billions of people. Lives were lost. People’s jobs were affected. Social life had changed. And it seemed that we call as “normal daily routine” had radically changed. Hence, cities and communities across the country have adopted measuresin order to control the spread of this novel coronavirus. Safety and health guidelines were put into place, namely the wearing of face masks, observance of social distancing and proper hygiene, including the regular washing of the hands and frequent sanitizing. Undeniably, this pandemic has brought a myriad of changes and affected us in profound ways. As part of the effort to contain the spread of the virus, various levels of containment, quarantine measures, and stay-at-home-orders where imposed.Arguably, our Government is doing its very best to protect its people by formulating policies and programs so that the latter may continue their daily activities with little interruptions.Consequently, the Department of Education (DepEd), in consonance with the guidelines in Executive Order No. 112, otherwise known as Imposing an Enhanced Community Quarantine in High-Risk Geographic Areas of the Philippines and a General Community Quarantine

in the rest of the country, has designed alternatives in order to continue the studies of millions of Filipinos despite these trying times. In effect, schools and universities are closing down and moving abruptly to online platforms and remote education. The 21st century has paved the way for state-of-the-art technologies. In the same token, this pandemic has breathed life to a new educational paradigm, thereby reimaging and reprogramming what it means to learn. Hence, many school systems are shifting to digital instruction as an alternative to in-school instruction. As part of the effort to control and prevent the spread of the said virus, programs and systems have been designed in order to conduct classes on online platforms. Despite the promise that it holds, there are still a lot of debate and questions of its pros and cons. DepEd recognizes the impact of this pandemic to the Philippine educational system. Hence, it promoted distant and online learning whilst staying at home. In this manner, educators and students could still pursue their education even in the confines of their homes. Aside from online classes, DepEd has developed Modular Distance Learning (MDL), TV/Radio Based Learning, Blended Learning, and Homeschooling in which students who do not have internet connection or gadgets can get a print-out or hard copies of modules where they can do self-learning. The

effectivity of these programs and assessment guidelines are still being studied, considering that the Philippine education system is skill-based or performance-based in hopes of creating a lifelong learner. However, this shift has brought controversial digital divide. In the Philippine context, internet affordability and accessibility are major issues. Smartphones, laptops, computers, and internet connection may not be available to some, especially to low-income families and those living in remote areas. Younger children, students with special needs, and even students and educators who are unable to navigate the basics of the internet may find this shift difficult and expensive. It is not surprising that others lament inequity and strongly oppose to this shift since not all people have access to those technologies. Hence, online instruction is a distant prospect for some. In my experience, schools are using online educational platforms and applications to wit: Google classroom, Zoom, Google Meet and even messenger to conduct classes. Through these, teachers and students are able to meet and exchange ideas as they acclimate to the “new world.” Indeed, it is a great way of reprogramming education. Online classes may seem like the cure-all solution. However, these platforms and applications require data – that would mean shelling out money. To give you a clearer picture, the use of Zoom would normally

ILIGAN CITY -- A faithbased civil society organization in Iligan City donated bicycles to poor and marginalized frontliners as part of their “transportation support program” Pakigdait Inc., in partnership with the VSO-Philippines and United Religious Initiative (URI) distributed the bicycles on Monday (July 27) bicycles to ten beneficiaries including a utility worker-gardener, a lady security guard, a ‘balut’ vendor, a carpenter, Madaris teachers, an Imam, carwash boy, sawmill operator and a volunteer peace worker. Abelardo Moya, Pakigdait Inc. Director said the beneficiaries are considered ‘frontliners’ and heroes because despite the pandemic, they continue working to provide services to the public even if they had to walk far to their work places due to the lack of public transport. “Pakigdait Inc. believes that they are frontliners because they did not only keep and maintain our living spaces and keep the local economy going, but also helped in maintaining the people’s morale in the face of pandemic,” Moya said. “These essential workers perform unappreciated yet important tasks during the implementation of the enhanced community quarantine,” he added. Lorina Hermitaño, a lady security guard who lives in Sitio Fuentes, barangay Maria Cristina, used to spend nine pesos for jeepney fare before the pandemic to get to her post in Barangay Poblacion. When the enhanced community quarantine (ECQ) was imposed in Iligan City and public transportation was suspended, she had to

walk for three hours going to work and another three going home. When the community quarantine was lifted and public transport became available, she had to deal with the fare increase from P9 to P22. Hermitaño said it was a struggle on her part. “Daku na kaayo nga kakulangon ang akong plete sa matag adlaw gikan sa akong sweldo nga minimum ra. Solo parent ko, wala koy bana nga katabang sa pagpangita para sa panginahanglanon sa akong pamilya,” she said. (It was a big deduction from my monthly minimum wage. was so happy because it was a big help to me. Then she told me that I was chosen as a beneficiary of this program. She knows someone in Pakigdait.) Rodelio Valiente, 36, used to live in Barangay Kiwalan, Iligan City, some seven kilometers away from Barangay Tibanga where he works as a utility/gardener of a family-owned restaurant. Like Hermitaño, Valiente had to walk two to three hours to get to work when public transportation was suspended on April 1. His employer told him to continue working even if the restaurant was closed. “Naa man guy tulo ka mga iro akong amo nga ako ang magpakaon. Naay garden nga akong atimanon. Settlement for the buy-out of the property is now in the last ditch of negotiations with the consortium group. As a driver of economic growth, the new NSC is expected to generate thousands of jobs to the people of Iligan and the rest of the region. The country has lost its presence in the steel industry sector after the old NSC had experienced a series of downfalls, latest of which was in the hands of Global Steel, an Indian steel manufacturing group. With the revival of the old NSC into a modern steel making plant, the economy of Iligan City and the rest of Mindanao will definitely shoot up to an unprecented level of progress, Regencia added. On the other hand, Phividec has approved a China- funded integrated steel to rise at the 400-hectare property inside PHIVIDEC Industrial Estate in Misamis Oriental. This was announced by PHIVIDEC Industrial Authority Administrator Atty. Franklin Quijano saying that China’s Huili Fund teams up with the CISDI Group Co. and Philippine-owned Simple Homes Development, Inc. for the project. The steel mill shall stand on the property for lease with option to purchase awarded to Simple Homes Development, Inc., a subsidiary of A Brown Co. Inc. (ABCI). These steel plants will level up the country into a leading producer of high quality steel products in Asia. Likewise, these steel plants will definity provide tremendous contribution to the “Build Build Build” program of the Duterte administration as we cannot build a country without steel, Quijano said. Multi-billion dollar investments in network have improved services but challenges remain WE heed the call of the President to improve telco services. Service performance and increased consumer demand for data are the key reasons why we have been investing billions of dollars to upgrade and improve our network. This year Globe has earmarked 1.2 billion US dollars in capex, majority of which goes to network and capacity builds. These substantial investments are paying off as we experience marked service improvements. Today, the Globe network is running at 4G/ LTE. Last year, we launched 5G for Globe At Home and soon we will be launching mobile 5G services in the country. Globally, we are being cited for having improved internet experience. Only recently, independent mobile analytics Open Signal ranked the Philippines as the 4th most improved country in mobile video experience. The ranking was included in its State of Mobile Network Experience in 2020 report. Although we have seen marked improvements, the industry is not without its chal-

lenges. The long drawn permitting process across LGUs, HOAs and national agencies including the DOH and CAAP have hampered cellsite builds and laying down of fiber to homes.
