L AVER, Surigao del Norte - Good news to all senior citizens in Claver town, this province. The municipality of Claver, Surigao del Norte announced yesterday that all fully vaccinated senior citizens are going to receive a windfall of cash, amounting to Four Thousand Pesos (P4K) The said financial aid to senior citizens will come from the local government funds aimed at encouraging more people, especially the older generations to avail of the government’s free vaccination program.

The Local Government of Claver has said in a statement that there are now 389 senior citizens in the list qualified to avail of the local government’s form of financial aid. The said program of the mayor, supported by the local body, has already started on Tuesday, July 27. “The LGU is appropriating some PHP5 million budget for this program for our senior citizens for availing the free vaccination program of the government,” Claver Mayor Georgia Gokiangkee said. The mayor said being

the most vulnerable people in these trying times of the pandemic, the senior citizens need financial assistance from the local government. Embodied under Municipal Ordinance No. 11, series of 2011, and approved by the town’s legislative body, beneficiaries of the program must be inoculated senior citizens. Those with only 1 dose may still avail of the program, as long as they have secured a certification from their attending physician to attest to their ineligibility to get the second dose. (PNA)

that they have created a team of medical workers, which can be tapped and assist the vaccination rollout in the 10 towns and lone city of Koronadal. The governor said the volunteers who are composed mainly of doctors are now on standby and waiting to be deployed to help in

Over the years, the dilemma of students dropping-out has been present in the discussions concerning education in general. And, the Philippines is no exception to this. This has been one of the most interesting issues to tackle nowadays, specifically during a pandemic. As expressed by the secretary of Alliance of Concerned Teachers (ACT) named France Castro, there is a grayed need to address the disturbing number of out-of-school youth in the country. As per UNESCO’s information, the country generally has one million and four hundred thousand (1.4 million) youngsters who are out-ofschool youth. Furthermore, the solitary ASEAN country that is remembered for the best five (5) nations with the most elevated number of out-of-school youth includes the Philippines. Also, the Department of Education showed information of a six and thirty-eight percentage (6.38%) drop-out rate in elementary school and a seven and eighty-two percentage (7.82%) dropout rate in auxiliary school. Moreover, Castro expressed that the expansion in the number of the drop-out students is being brought about by destitution. This gives a total of two million and three hundred thousand (2.3 million) between the enrollments recorded by DepEd since then. He quotes “For now, we consider these 2.3

million of drop-outs. What we don’t want to happen is to have a permanent dislocation of children, and instead of studying, they would permanently just go to work.” This is interconnected to the economical struggles that generally affect all aspects of human living, especially the whole education system. The demand in each family member to work together for survival increases. In which, brings lower motivation to continue with their educational aspect. Sadly, it hinders the students to reach- not only to the tertiary and secondary levels but even to primary level (elementary levels to be exact). Since, parents do not find the necessity to do so due to the negative perspective towards the difference in teaching techniques from before and present. But it should not scare us to bones and to just let these drop-out rates increase. Rather, the parents should mainly be equipped to rely and trust the government’s way of dealing with these issues. Anyways, the Philippines is not alone in facing these. The whole world strives and works together in finding effective solutions to these. All we have to keep is a positive outlook towards these challenging situations that we are in.

TESDA MisOcc provides livelihood training for Bonifacio town

ONIFACIO, Misamis Occidental--As part of the CommunityBased Training Program, the Technical Education and Skills Development Authority (TESDA) Misamis Occidental, in partnership with the Local Government of Bonifacio and Diwat National High School, provided a livelihood training that would enable the beneficiaries to establish their own business, which they may eventually sell and consume. A total of 60 fisherfolks participated on the Bangus deboning and Rellenong Bangus making at Barangay Migpangi, Bonifacio town, July 25. During the training, Provincial Director El Cid Castillo said, “Naa ta’y gimugna nga programa nga local interventions for the Development and Empowerment of Rural (LIDER) Misamis Occidental. Kini nga programa atong gidala sa community aron matabangan mo para sa inyong pag-asenso and additional alternative nga pamaagi sa inyong livelihood. Kita tanan naapektuhan sa pandemya pero dili ta magpapildi sa pandemya. Naa ta’y pamaagi nga matabangan atong kaugalingon ug pamilya ug barangay pinaagi sa livelihood.” (We have created local interventions program for the Development and Empowerment of Rural (LIDER) Misamis Occidental. We bring bring this program to the community to help you for your advancement and additional alternative to your livelihood. All of us is affected by the pandemic but we will not be defeated. We have ways to help ourselves and our families and barangays through livelihood programs) The provincial director assured that the government is willing to extend aid to those who needed it the most. “It is our aim to provide enhancement and capability training to create a sustainable livelihood for the residents,” he said. Through this initiative, Castillo said the beneficiaries can become more self-reliant so they can support their families through their livelihood and further develop their communities. For his part, Bonifacio Mayor Samson Dumanjug acknowledged TESDA’s full support in training their locals and for being the “channel of blessings” for Barangay Migpangi. TESDA also conducted a community pantry and distributed starter tool kits and training support fund to the participants. The training aims to provide knowledge and skills, and other livelihood interventions to the residents of Barangay Migpangi, which they can use for starting a home-based livelihood amid the pandemic. Election pot boils as month of October nears The election fever is heating up. Political parties are aligning and realigning political forces. Loyalty checks among party leaders and supporters are on the moved. While new faces are coming in, some old guards would certainly be out of the line for one reason or another. Every political generals are now mapping the political battlefield, the secured and the killing zones are tagged. Familiarization of the political terrains, identifying declared and potential political protagonists and strengthening the defenses become the marching orders of the day. The political war is imminent and the warzone is now stock with endless supplies and logistics. The politicians, the leaders and supporters are all waiting for the “green light” for an offensive. An offensive that would last for seven months.

The Commissions on Elections (Comelec) would switch the “green light” at the month of October 2021. In October 2021, two months from now, the wannabe candidates would troop to the offices of the Commissions on Elections (COMELEC) to file their Certificates of Candidacy (COC). By far, electing the next President is one of the most exciting events in any electoral processes in the country. The Presidential candidates would be the standard bearer of the political party that would run under its ticket. The local political parties and their groups are keenly watching the political development in rhe national arena. Local candidates are jockeying support from perceived political giants. Every local candidate wants the political anointment of the strongest albeit winnable political parties for obvious

reason. Misamis Oriental and its capital city of Cagayan de Oro are no exception to the politocal fracas as the drumbeaters started to pound the air lanes. Certainly, the putrid smell of the boiling political pot in Misamis Oriental and Cagayan de Oro has starred to envelop the atmosphere. Some politicians have already declared their intentions to run for an elective post while others are simply warching om the sidelines. The coming days, as the month of October gets nearer, more political players would come out of their guarded zones as the electorates continue to. The CYNOSURE will keep the readers updated of the personalities of the candidates, especially their of capability and credibility as future public servants.

Gold Medalist Hidilyn Diaz (Editor’s Note: Ruffy Magbanua wrote this piece in August 11, 2016 after her stint at the Rio Olympics where she brought home a Silver Medal. Today, the nation celebrates her triumph anew, this time at the Tokyo Olympics after winning the country’s first Gold Medal in 96 years). SHE left the country three weeks ago with nothing but a dream. She went home the other day with a special gift to a nation besieged with controversies. Rio Olympics Silver Medalist Hidilyn Diaz was warmly welcomed by her countrymen with a heroine’s welcome and attention fit for a queen. Her ardent prayers and the will to make a mark at the Rio Olympics had made wonders to this 25-year old Zamboanguena. Hidilyn’s extraordinary feat ended the country’s 20 year drought in the Olympics with a silver medal finish in the weightlifting competition. After her Olympic stints in 2008 in Beijing and 2012 in London, trained hard for the Rio Olympics with a simple wish: to win a bronze medal. “That’s all I wanted – a bronze medal. But God gave me the silver medal,” says the Air Force member, who became the first Filipino female athlete to win an Olympic medal.

She is also the first Filipino Olympic medalist from Mindanao. The Philippines has won nine medals in the Olympics, all courtesy of male athletes, since it first participated in 1924. It’s the third silver for the country after boxers Anthony Villanueva and Onyok Velasco win in 1964 and 1996. The Philippines has yet to win the gold. On top of monetary rewards coming from private donors, Diaz is scheduled to receive P5 million from Malacanang as her incentive in winning the silver in the Olympics. A house and lot also awaits for Hidilyn and her poor yet proud parents. Her journey to fame (and physical comfort in the coming days) can be traced to her place in Mambang, Zamboanga City where she used to carry pails of water, and later with decrepit iron lifts provided by her father who earned their keep by driving a motorized trike for hire. Hidilyn, the fifth of six children of couple Eduardo and Emelita Diaz will go down in the country’s sports history as the first – and so far the only – Filipina to ever win an Olympic medal. No county is prepared on the challenge after the widespread of corona virus known as COVID19 that has become a pandemic. In the Philippines, the Department of Education have strived hard to open classes despite the risk and challenge. With their continuity plan, DepEd initially announced August 24,2020 as the opening of the class from the original date that is in June of every year. However, this target time has been postponed as per President Rudy Duterte’s directive after the recommendation of the Education Secretary Leonor Briones. One of the main reasons of the postponement is the printing of modules. According to the report launched on October 25,2020 by the World Bank nearly 60 percent of households in the Philippines do not have access to Internet. And since the access to technology remains a problem for most students in the country, the backbone of DepEd’s “Distance Learning” is the modular learning. No doubt the request to move the

opening of classes for another two months was approved. To assure the availability of the materials to all and make sure that no one will be left behind. With hard work, bravery and optimism the new arrangement for classes is indeed implemented. Even in the rural areas, those school which do not have electricity and internet yet are slowly coping up. To protect the students as well as the teachers the government have to temporarily stop the classes and find alternatives to continue the learning. Excellently DepEd immediately proposed plans and alternatives to proceed the learning process amidst the threat of COVID19 virus. In the pandemic, everyone is

in panic; parents don’t want to send their kids to school and even the teachers have their own concern yet with boldness the school reopen with new arrangement. The Basic Education- Learning Continuity Plan (BE-LCP) which have been the major respond and commitment of the Department of Education to protect the health, safety, and well-being of the learners, teachers and personnel has been approved by the IATF. The continuity Plan include the use of selflearning modules in digital and printed form, radio,

television, and the internet. In line with the new school arrangement and learning alternatives the teaching body face the challenge of keeping the quality of education. The faculty has suggested to send solicitations to local government units (LGUs) an d non - gove r n m e nt units (NGO’s) to ask for

support for this project. And yet, they never fail us to fulfill their heartfelt love and support for the young scholars of Tapak National High School. The curriculum head of Tapak National High School has created a class schedule where Project Radio class is present in each level. Classes start at 7:30 AM in the morning using the two-way radio, it helps to discuss the lesson over the radio and address the student’s queries real time. And as a reading coordinator in the school it also helps me to assess their reading proficiency and activities from time to time. This is also an important device whenever we call an attention to the parents we just dial the red button and have t hem on the line. The device has made it easy for the teachers to discuss lesson and make an announcement over the radio. During the validation of our School Based Management in Tapak National High School, we highlighted the importance brought by Project Radio in our school and how it seamless made our classes successful. The School wanted to continue this project for the next school year as we got some positive feedbacks from our stakeholders.

The ALS students, who are mostly single parents and breadwinners, who had to stop attending school to put

the needs of their families first, are the target of this program to help in improving their quality of life in becoming useful contributors to society. According to DepEd, ALS is a practical option that was instituted so that people who lack access to formal education can still catch up through this mode. As the pandemic arises, there are a number of students who were not able to enroll in the past school year. Most of us panicked and don’t know what to do because our enemy is the unseen Covid-19 virus which is fatal and dangerous once a person got infected with it. Many establishments, schools, businesses, Churches and other leisure and recreational resorts abruptly closed all their operations. Due to the fear and hesitations of being infected of the said virus. We are locked down inside our house with our family. Anxious and afraid of what we are going to eat and provide to our family for our stations where we worked in are temporarily paralyzed. Most of us are hesitant and afraid to go out because we might acquire the virus the moment that we leaved our house. They are all able and capable whatever restrictions in line with duty. These people are willing to risk their own lives just for the service of their fellow Filipinos. Many front liners lost their lives in line with their service specially the doctors and nurses. The sweat and heat in wearing their PPE’S and masks for several hours is truly exhausting. It takes a strong and determined person to surpass this kind of situation. As what we can see in the news the toxicity of their work and hardships that they encounter inside the hospitals is truly remarkable. Plus, the longing to see their family and loved ones for they can’t go home anytime until their swab results is negative. All their hard work and dedication is truly immeasurable. Kudos! To all the brave souls who are still fighting until now because this battle is not yet over and we need more people like them. CAGAYAN DE ORO CITY: About 1,440 fully vaccinated individuals were found COVID-19 positive after undergoing swab testing, Dr. Joselito Retuya, the city Epedemiologist, said here. Retuya released the figure Tuesday during a press briefing with the local press about the daily monitoring of the COVID-19 cases here. He said that of the figure, 940 were vaccinated with SinoVac, 340 Astra Zeneca,

107 Pfizers and 53 with Sputnik jabs. Retuya said that most patients showed only moderate to mild symptoms while others were asymptomatic. He said that the patients underwent the Reverse Transcription-Polymerese Chain Reaction (RT-PCR) swab testing. “So far, only few were reported to have experienced severe symptoms when admitted for recovery,” Retuya said.

This newly coined term brought about by the exhaustion due to long quarantine in areas that are severely affected by the pandemic. In comparison it’s like we’re in the middle of the ocean. The ocean is COVID-19 and we’re not seeing land anywhere. It’s that feeling of helplessness. Like there’s nothing you can do — or you can do everything right and still get sick. Behavioral health therapist and mind-body coach Jane Pernotto Ehrman, MEd explained that the global pandemic was so overwhelming, and part of the fatigue is the uncertainty, unpredictability, and the unknowns in all of that is happening around us. Over the last year until now, physical distancing

and quarantine have been an experience most could never have imagined. And while parts of the country and segments of industries are slowly reopening, there is still uncertainty about how long it will take for things to go back normal, or what the “new normal” will even look like. Quarantine fatigue may look different from person to person, but overall, it’s defined as exhaustion associated with the new restrictive lifestyle that’s been adopted to slow the spread of COVID-19. IT’s time to revamp the entire education system to create happier and fulfilled communities of people who can live a life of purpose, freedom and fulfillment. It took a perfect storm of a dysfunctional educational system, Covid-19, and a looming recession to take students almost to the point of no return. The world is changing so rapidly that the formal education system cannot keep up. This is why we see millions of students with education loans and thousands of professionals who are unhappy in unfulfilling careers. Our current education and employment system has many cracks because it was created in the 1900s—the

industrial era. The only goal of the education system back then was to create factory workers and make them employable. Because of its industrial era roots, the outdated system, with its blind belief in authority, does not allow anyone to think for themselves. Outdated policies, slow decision-making, lack of progressive thinking, lack of adaptation, and hunger for power and control are some of the other attributes of the current education and employment system. We simply cannot afford to punish our kids by setting them on this path of outdated paradigms. Lag is the difference in time between an idea and its implementation.

Teacher-Parent Partnership in Teaching Reading this Time of Pandemic By: LUCIL GONZAGA JAGONIA

Due to COVID pandemic outbreak last March 2020, many schools had to transition face-to-face learning to distance learning. Many teachers, families, and learners have been unprepared for this sudden shift of the old to the normal way of education where blended distance learning exists. Since then , there is the absence of face to face learning in this time of pandemic and , thus, parents are directly in contact with their children, their involvement in developing the reading skills of their children is determinant. In my point of view as a Grade I teacher, the teaching of beginning reading is a complex process and much more difficult task for parents where correct letter sounds should be learned in order to lead their children in learning basic steps which will prepare them to learn to read the complex way. It is not simple, as it is viewed since learning to read takes place not just through formal learning settings but even more frequently in informal settings. Moreover, there is no single right way to learn to read – it depends on the context. Children should be provided with explicit, and systematic phonics instruction. They need to learn how to correctly say the sounds, syllables, blend letters and read the words they know. In the new normal situation, parental involvement plays a vital role and is being considered as one of the most important factors affecting reading achievement of learners in the sense that they can imply personalized instruction with regards to reading. I believe that the teachers agree with me in the idea that parents could

potentially provide learners with important content support in distance or remote learning. As a Grade One teacher, I have mixed emotions in the context of the learners’ reading ability with the self-learning modules in the learning process with the parents. Thus, I opted to explore strategies on how to supplement the self-learning modules and radio-based instruction in teaching reading to the children through their parents. I made an innovation where parents learn letter sounds through me to assist in teaching basic reading exercises for their children . This is a supplementary activity to parents teaching beginning reading to their children. This endeavor had developed in the parents the attitude to love teaching reading with their children. which is an important factor to influence children’s regularity of independent reading and children reading achievement. This reading innovation also foster a rapport between parents and their children while learning the sounds and developing the skills in reading. And gladly, the reading ability of my pupils really improved! Salute to my partners, the ever supportive and patient parents of my diamond learners. The school year for the first new normal education had ended. A huge THANK YOU to parents who never fails to do a great job as learning facilitators and partner of the teachers in fostering effective learning in their children. I will always be grateful to all the parents and looking forward to working with new set of parents whose dedication are incomparable.
