Oro Chamber: ‘No investor flight in Mindanao’

CAGAYAN de Oro City-The influential Cagayan de Oro Chamber of Commerce and Industry, Inc. (Oro Chamber) on Wednesday bewailed reports about “investor flight” in Mindanao due to the imposition and

extension of Martial Law in the island.

Robert Pizzaro, Oro Chamber President, issued the statement amid reports that foreign stakeholders have cancelled attendance to the 26 th Mindanao Business Conference (Minbizcon) slated for September 7-9, 2017 here.

The Minbizcon is an annual gathering of business executives, industry players, and stakeholders in the small and medium industries.

Pizzaro said that the Oro Chamber is host to this year’s business conference scheduled to be held in the upscale Xavier

Estates Sports and Country Club with President Rodrigo Duterte invited as honored guests.

In an interview, Pizzaro denied that the American investors have withdrawn support to the business conference.

He said that the United State Embassy in Manila

is still sending representatives because the American Chamber of Commerce remains the major supporter of the event.

“It is just unfortunate that members of the American Chamber of Commerce would not be able to come due to the travel ban advisory prohibiting Ameri-

can nationals from visiting Mindanao,” Pizzaro said.

In the absence of the American investors, stakeholders from India, Russia, and China are joining the business conference, Pizzaro said.

New book about Duterte com style launched July 26 “President Rodrigo R. Duterte’s speaking style can be described as very raw -- direct, unedited, no pretensions. He speaks his mind . . . how his emotions dictate him.

Being open is often thought of positively; but for the President of the Philippines who is speaking to a wide audience, this poses a lot of questions . . . we often forget that our language use defines us and shapes how other people see us.”

These are the candid comments of a University of the Philippines linguistics professor, Farah C. Cunanan, Ph. D. Cunanan’s analysis of President Duterte’s controversial communication style is one of many included in a new book, Deconstruct to Understand: Why President Duterte Speaks His Way. Edited by Crispin C. Maslog, the book was

launched yesterday (July 26) in time for Duterte’s one year anniversary in office at the Roundtable@ Lido hosted by Mel Acuna.

The book is based on the output of a major National Communication Conference hosted by The Asia Media Information and Communication Centre (AMIC) Nov. 25 last year on the theme: “Deconstructing Toward Understanding: The Communication Content and Style of President Rodrigo R. Duterte.” AMIC is headed by SecretaryGeneral Ramon G. Tuazon.

Eight communication specialists talked on the topic during a one-day conference that brought together about 200 communication professionals to dialogue on the communication style of Duterte.

The book includes the brief papers of the communication experts and is

an attempt at a balanced analysis of the Presidential communication style, which is controversial to say the least.

“By listening to what he says, one can reconstruct a consistent narrative. . . He was a reluctant candidate but ran because certain crucial national issues were not being addressed--the Mindanao peace situation, the pandemic illegal drug trade, corruption, poverty.”

On the other extreme, this criticism by National Artist and Ramon Magsaysay Awardee Francisco Sionil Jose: “The President does not realize that his greatest enemy is his own self, his mouth, because he thinks he knows all the answers. This differentiates

him from Ramon Magsaysay, who . . . surrounded himself with the best minds . . . Whenever Magsaysay realized that he made a mistake, he corrected himself immediately.”

On the other hand, Presidential Communications Coordinating Office Director Martin Andanar justifies the personality of his boss: He talks of a Public Duterte—“the tough-talking mayor of Davao who forged order out of chaos, the man who rides a big bike and swears like a sailor . . . and Private Rody--a mellow fellow, an introvert pushed to the brightest stage of the land, a kindly and unassuming man driven by empathy, and a romantic visionary . . . Private Rody is the man who went to his parents’ grave after winning the election, there to weep.”

Inquirer digital edition editor John Nery raises a key question: Does President Duterte listen? “We don’t know. The former archbishop of Davao, Archbishop Emeritus Fernando Capalla, thinks that Mr. Duterte’s seeming inability to take advice or criticism is precisely the problem.

. . If he can only listen … listen to other people. Last week, I heard an ambassador summarize an overview of the national situation through a plaintive question: Is there anyone the President listens to?”

Deconstruct to Understand is an attempt by the editor and the authors in the book to deconstruct Duterte’s language in order to make sense of it. Deconstruction is a method of analysis that states that a piece of writing does not have just one meaning. It shows how meaning de-

pends on the reader.

This method of critical analysis does not mean “demolition.” In contemporary philosophy, literary criticism, and the social sciences, deconstruction means analyzing something to discover its true significance, whether intended by its proponent or not.

The 100-page book, published by the Asian Institute of Journalism and Communication (AIJC), is available at AIJC and will be sold in Solidaridad and Metro Manila bookstores at P200 a copy.

Xavier University-Ateneo de Cagayan, through the Service Learning Program (SLP) of the Social Development cluster, enables students and faculty members to engage with communities outside its academic confines.

To seal these partnerships with various communities, a ceremonial memorandum of understanding (MOU) signing was held on Tuesday, July 18 at XU. Partners from Northern Mindanao came to the event and among them were representatives from the local government units (LGUs) of Alubijid, Gitagum, and Cagayan de Oro in Misamis Oriental, as well as LGU Talakag, Bukidnon.

Pinoy Aquaman guns for the English Channel

M A N I L A- - E n d u r a n c e swimmer Ingemar “Pinoy Aquaman” Macarine is ready to set a record by crossing the 21-mile (33.8km) English Channel next month.

Macarine, an environmental lawyer is set to fly to UK this weekend to start his acclimatization in the cold waters in English Channel.

The triathlete-lawyer said what concerns him most is the water temperature in the channel.

“Most of the endurance swimmers who tried the area gave up on the water temperature which is 15 degrees Celsius,” said Macarine.

Last year, Macarine returned the country empty handed as he wasn’t allowed to swim in the channel due to bad weather.

To prepare for this swim, Macarine has set to leave the country next week to start his acclimatization in Folkstone in United Kingdom.

“My swimming coach told me to swim two hours everyday in the cold water,” he said.

The English Channel separates southern England from northern France, and joins the southern part of the North Sea on its east to the rest of the Atlantic Ocean on its west.

Macarine said he will swim from England to France, then ride the boat back to England.

“Swims usually start at or near Shakespeare’s Cliff or Samphire Hoe (in between Folkestone and Dover), and aim to finish at or near Cap Gris Nez (between Boulogne and Calais),” according to the Channel Swimming Association’s (CSA) website.

“If mountain climbers have Mt. Everest, English Channel is considered the Mt. Everest for long-distance swimmers,” the endurance

S e veral op en water swimming fanatics have been doubting Macarine’s attempt at swimming the English Channel because he comes from a tropical country.

Macarine is no stranger to cold waters, though, having successfully swam the Chesapeake Bay in Maryland in 2015, from Alcatraz Island Penitentiary to mainland San Francisco in California in 2014, and in Lake Lane in Florida in 2014. Last May, the Pinoy

Aquaman conquered the 8.4 kilometers icy cold waters in Hudson River in New York.

The Pinoy Aquaman had a total of 32 open water swims in and outside the country. This year, the Pinoy Aquaman had six marathons swims in the country including the 24 kilometer grueling swim from Dumaguete to Siquijor; 18 kilometer Argao, Cebu to Loon, Bohol.

“Yes, it’s a long swim but I believe I could do it like everybody else. The biggest challenge that I will be

facing is the icy-cold water with longer hours in the water,” he said.

The Surigao-born who is Commission on Election Officer in Tubigon, Bohol said he plans to finish the swim in 16 hours.

“This swim, I will only be wearing regular swimming trunks, swimming cap and goggles,” he said, noting that he will not wear any thermal suit.

Who wants anarchy and war?

Certainly, an all-out war against the communist insurgents in the country would fan another spate of killings in the countryside.

While the intention of the government is to spare the innocent civilians, in the heat of the battle, the collateral damage is inevitable.

The military rule imposed by former President Ferdinand Marcos has geometrically increased the insurgency movement in the country. The growth of the armed insurgency was reportedly exacerbated by the alleged abuses of the state forces in the countryside.

There were reports of torture and abduction of suspected communist rebels.

killing of farmers, students, laborers and the Lumads in the countryside. In the countryside, there was no way to determine whether the culprits were state forcers, bandits, or communist rebels. The countryside became the burial grounds of discrete abuses by both the military and communist rebels. The civilians are the direct and indirect victims.

That was the Martial Law during the time of Marcos.

Now, President Rodrigo Duterte declared martial law throughout Mindanao.

In addition, Duterte has also declared an all-out war against the communist insurgents. The order came days after Duterte announced the closure of any peace negotiation with

the communist insurgents.

While the incumbent administration has guaranteed that, despite the Martial Law, the civil rights remain respected, the tendency of abuse remains a glut in the minds of the citizenry.

Mindanao embraced Martial Law with equal zeal and anxiety because the state forces have respected civil rights.

However, with the declaration of an all-out war and the closing of the avenue for a peace negotiation, the political climate in Mindanao could change like the weather.

There are fears that the all-out war policy could snap into a military-civilian cum political conflict in the near future. There are

apprehensions that with a presumed conflict going out of hand, Martial Law might be declared through the country soon.

We do not believe that these things would take place. We are not doomsayers to be pessimistic, too.

However, with the extension of the military rule until the year end coupled with an all-out war against the communist insurgents, the escalation of the conflict might become inevitable.

AFP calls 135 reservists to active duty

CAGAYAN DE ORO CITY – For the first time in recent memory, the Armed Forces of the Philippines (AFP) has activated reserve soldiers.

During a ceremony held Tuesday at the Philippine Army’s Camp Evangelista here, 135 reservists were mobilized into active status and will undergo basic training including firearms and melee handling.

Capt. Joe Patrick Martinez, spokesperson of the 4th Infantry Division which is quartered in Camp Evangelista, said the new soldiers will be paid commensurate to their rank. The now-active reservists’ ranks range from private to major.

They will form the first company of what is now known as the 1005th Ready Reserve Battalion under the 10th Regional Community Defense Corps (RCDG).

The erstwhile reservists were previously Advanced Reserve Officer Training Corps (ROTC) graduates who are now professionals in private practice.

They will initially have a sixmonth tour of duty that will last until December or the expiry of the extended martial law in Mindanao, according to Martinez.

But Martinez added that the government might extend their tour to help in the rehabilitation efforts in Marawi City.

For now, the soldiers will reinforce the battalion-strong Task Force Oro which is in charge of the overall martial security of the city including

manning checkpoints and being visible in public places such as hotels, shopping malls, places of worship and streets.

In his send-off message, Army Reserve Command head Col. Bernie Langub told the Reservists to never abuse their uniforms and always act prim like their regular counterparts.

“You will wear the same uniform that we wear, you will be issued the same weapons, you will be paid the same as we are.

So be proud because it is an honor to serve our kababayans,” Langub said.

Beyond the rehabilitation efforts in Marawi, Langub said the Reservists will also be called

to act as ROTC teachers once the bill calling for mandatory ROTC in colleges is passed into law.

“Since you already have the experience and since we cannot recall our forces in the battlefield to teach the college students, you will be the first to be called to as ROTC teachers,”

he said.

Langub estimated that 4,550 colleges in the country will offer ROTC training, catering 2.5 million students. Of these, 1.5 million will be under the Army Reserve Command. The rest will be under the Air Force Reserve Command and the Navy Reserve Command.

Davao Mayor terminates P39B Mega Harbor project

D

AVAO CITY -- Mayor Sara Duterte-Carpio terminated the joint-venture agreement with Mega Harbor Port and Development Corporation for the PHP39-billion mixed-use coastline development project in Davao City.

The decision came a little over a year after the agreement was signed between then city mayor and now President Rodrigo Duterte and Mega Harbour on June 21 after the City Council’s approval of the proposed reclamation project late in 2015, giving Duterte the authority to enter into joint venture deal with Mega Harbour.

Duterte-Carpio said the city government already communicated to Mega Harbour of the city’s decision not to proceed with the Davao Coastline and Development Project after weighing out the intentions of the project against its commercial viability, legal and social implications, and the project’s possible effects to the environment.

“Our decision to terminate the joint venture agreement is coupled with a resolve that Davao City can really move forward and answer the call of economic growth by implementing highly sustainable projects, both commercially and environmentally,” Sara said

in a press statement.

Aware of the various legal repercussions ancillary to the decision, the city mayor said the city government is ready to answer Mega in the proper forum.

“I assure you, all Dabawenyos that in coming up with this decision, the paramount consideration has been your welfare and the future of Davao City,” she stressed.

It may be recalled that when she took the helm as city mayor last year she sought the National Economic Development Authority’s (NEDA) XI help to review the documents. In January, Neda asked Mega Harbour to submit additional documents for the project.

The coastline development project would have rendered the city bigger by two square kilometers or 200 hectares as a result of land reclamation along Davao City’s coast across Poblacion and Agdao Districts.

NCCA eyes old airport as its hub DAVAO CITY- The National Commission for the Culture and the Arts (NCCA) is looking at having the old Davao Airport terminal as its hub in the region.

“We want to bring the NCCA to the south” says NCCA executive director Rico Pableo Jr. of the plan for the terminal to become the home of the NCCA in Davao where it would host several exhibits of Mindanao artists and showcase regional culture. Another plan for the old terminal is to become an artist academe.

HE Xavier Stage (TXS) premiered its second play for its “Aspects of Love” season on Monday, July 24 at the Xavier University Little Theater. Attended by an audience that filled half of the theater’s seats, “Babuyan Island” presented maturity in its content with the dialogue between a hot-tempered, suppressive screen playwright and a seductive yet tragically harassed actress for adult films.

Originally written by Palanca Award recipient and Mindanao State University – Iligan Institute of Technology (MSU-IIT) Filipino Department Professor Germano V Gervacio, the play was set in one of the Philippine archipelago’s northernmost islands where Carlos (played by Nicco Sanchez), a prolific writer, was currently working on a script for a film that starred Toni (played

by Queenie Roluma), a starlet who may not have acquired the same literacy as Carlos due to a traumatic experience with a librarian, but whose provocative performances onscreen catapulted her to nationwide fame and a five-digit talent fee.

The set on stage, designed

by Xavier Center for Culture and the Arts (XCCA) director Hobart Savior (also the play’s director), along with TXS’s production team, contained a fence of bamboos encircling what appeared to be Carlos’s quarter where Toni visited one night to engage in a small talk that led to an exchange of backstories, sexual humor, personal angsts, and the revelation of hidden desires.

Insatiable longing Its mature content, however, dug deep into internal issues rooted by insatiable longing which both characters perennially pulled in their lifetime, but to no avail.

Bargaining with a librarian when she was in early elementary to obtain her favorite book, “Little Red Riding Hood,” Toni unveiled her first sexual experience didn’t start as pleasing as viewers saw her in films. Even on the peak of her career, she continued battling harassment by overcoming it through her filmic performances. If she couldn’t beat them, she had to join them. But unlike Little Red whose innocence was also robbed by deceit, Toni played with the wolf, but eventually took

on the role of the woodcutter in the play’s final scene.

Carlos, on the other hand, struggled to satiate the passion for being the hero. His previous works, although published which earned him literary success, weren’t able to achieve his dream to “change society” when he was young. To his dismay, the dream ended as his two consecutive marriages did on the grounds of committed abuse. Although in denial, he made this a reason to Toni that he couldn’t engage in a relationship with her and will only prefer a kiss more than long-lasting romantic affection.

He settled as a screen playwright so he could earn without getting frustrated by his dream of his past.

Prevalent social issues have also been discussed in the play. Carlos spoke one line that challenged the essence of manhood, “Ano ang tunay na lalaki?” in the midst of questioning the role of men – more than sexual counterparts for women or heads of family – in society.

eases – a representation of the corruption of the pure and the destruction that it could bring to the tainted. She killed two by stomping one with her foot and slamming against another with the copy of a book written

by Carlos.

The symbol of the dragonfly which Toni asked Carlos the number of eyes it has mirrored that of sight that could frame perception. What people may see on the surface may mark their judgment, just as how men viewed Toni as an object in her films more than the woman that she wanted to become.

“A mother to rear a child,” she said to Carlos in one scene after she asked him to sleep with her.

An aspect of love Beneath its erotic surface is a play substantiated by a human being’s capability to love.

For Toni, it was to earn her dignity and the desire to raise a child of her own despite the prejudice she faced with her career. Carlos met with grief upon hearing the death of a loved one, thereby revealing the pain he could still feel after being an abusive husband in two failed marriages.

To look beyond eroticism, Savior noted that the play dealt with matters that need to be talked about even in a sectarian university such as Xavier Ateneo; hence, proposing liberal education through theater.

“We are a university,” Savior exclaimed during the open forum succeeding the premiere. “We should talk about [these].” He went on suggesting that liberal education could be a primer for a life of compassion or reflection.

“The play is highly metaphorical,” he continued. “It has symbiotic layers. In turn, Carlos and Toni found the light from each other because they each have their own story.”

Gervacio who wrote the play back when he was a student at the University of the Philippines, posted on his Facebook page a day prior to the premiere: “Mas gusto ko itong gawing kuwento ng pag-ibig. ‘Yung pag-ibig na payak at walang pretensyon.

Isang uri ng damdaming bukal at walang kinikilalalng katuwiran kundi ang pusong nagtutulak dito.‘Yung pag-ibig na sakdal linis.”

(I prefer to make this as a story of love. One that is simple and no pretentions. The kind of love that evokes genuine emotion and knows no other reason but the heart which beats for it.

It is love that is untainted.)

THE importance of direct leader involvement in teaching and teacher learning should not be interpreted that the leadership of every school must necessarily be involved in matters such as ensuring an orderly and supportive environment. Schools at different stages of development will need different leadership emphases. For some schools, a focus on orderliness, safety and civility may be an essential prior stage before leaders can give more attention to the curriculum and teacher professional learning.

It seems clear that if we are to learn more about how leadership supports teachers in improving student outcomes, we need

to measure how leaders attempt to influence the teaching practices that matter. The source of our leadership indicators should be our knowledge of how teachers make a difference to students rather than various theories of leader-follower relations.

Learner autonomy means that the learner accepts responsibility for his or her learning. This acceptance of responsibility has both socio-affective and cognitive applications: it entails at once a positive attitude to learning and the development of a capacity to reflect on the content and process of learning with a view to bringing them as far as possible under conscious control.

“THE ONE PHILIPPINES” START AUGUST 01: I had the occasion to talk with David Harilela when he was here on July 21, 2017, in the presence of Lijauco and Filipino Past District 3790 Governor Rolando “Oyan” Villanueva. David said the Philippines will now have its own “The One”, and will be called “The One Philippines Humanitarian Award”. Lijauco, Villanueva, and another past governor will lead the project.

Nominees for “The One Philippines” can be submitted starting August 01, 2017, Villanueva said, and will end on January 31, 2018. David said the Filipino who will be chosen as “The One Philippines” will receive P1.5 million, while two runner-up nominees will receive P500,000.00 each. The cash awards will have to be wholly spent for the winners’ humanitarian projects, Harilela added.

In a press statement, Lijauco also said that TOP will donate, in the name of the nominator who nominates the winner, P50,000.00 to a Philippine Governmentapproved charitable organization, or to a Rotary club in the Philippines designated by him. Macarine said he will try his crossing between August 15 and 20, citing strict rules set by the Channel Swimming and Pilots Association.

The association requires swimmers to register and assigns swimmers to a boat captain who is trained to monitor channel swimmers.

On any given day, 10 to 12 swimmers may be in the water, CSA said, but they are going at different speeds and taking different routes between England and France.

Lt. Col. Randolph Rojas, commanding officer of the 36th IB , said their efforts to save NPA rebels wounded in action only showed their respect to the human rights to their enemies and their being God-fearing. “Even if you are a rebel you still have the right to live and the chance to change your life,” Rojas said in a press statement.

Garello said Regolada is now recuperating at the Adela Ty Memorial Hospital in Tandag City as doctors declared him to be out of danger. The bullets that bore on his two legs were already pierced out while another bullet on his back are still being observed by attending physicians.

He said relatives of Regolado in Claver were already contacted and would be asked to attend to his needs while at the hospital which could also help him psychologically recover from trauma.

In fact, a UNTV news report Wednesday runs a story that the Armed Forces of the Philippines (AFP) are now on the offensive against the New People’s Army (NPA), the military arm of the Communist Party of the Philippines (CPP).

Quoting the UNTV report, “AFP Spokesperson, Brig. Gen. Restituto Padilla, said the [sic] order to be on the offensive has been issued to the soldiers on the ground.”

The same news story said that “the AFP implores the community to cooperate with the military, to always be on alert, be vigilant, and to report to them in case of any presence of armed group [sic] in their area.”

With the military offensive, we expect more evacuees from the hinterlands to come down to the lowlands, leaving the sources of livelihood in the mountains.

Under this scenario, we could imagine the agonizing hardship of the poor farmers whose farms are left at the mercy of the elements.

The farm animals and livestock would be vulnerable to rustlers and thieves. The harvestable plants would rot and become an object of marauding wild animals. In other words, more hardship, more families displaced, whenever an armed conflict occurred in the countryside.

In the activity, XU-SLP team leader Jannina Alfante reported that 32 faculty members are now engaged in the program, bringing with them over 1,500 students who are now involved in 34 projects in local communities.

With this, XU-SLP’s target of reaching 1,500 individuals this semester has now been achieved.

Labis stressed that each year that they partner with XU-SLP, they realize their limitations in the government, of which XU students help fill the gaps, particularly in information dissemination.

Cagayan de Oro Mayor Oscar Moreno highlighted in his testimony the “best years” of the city (19541964) when late Mayor Justiniano Borja collaborated with XU in the delivery of social services through the sharing of competence between the academe and the government.

The MOU signing culminated with the speech of XU’s VP for social development Roel Ravanera, saying, “XU students’ engagements will hopefully help in mitigating disasters in the future.”

He also emphasized that SLP is an enabler for the XU community in a sense that it allows students to hone and apply their competence and contribute to the greater society at the same time.

On behalf of the Service Learning team, Ravanera expressed his gratitude to all the partners of the program — civil society organizations, government agencies, fellow academic institutions, and religious organizations — for their openness to collaborate with Xavier Ateneo.

President Rodrigo Duterte, through Administrative Order No. 3, has established “Task Force Bangon Marawi” to facilitate the recovery, reconstruction, and rehabilitation efforts in Marawi City.

The conflict in Marawi City, which began in March, has led to widespread destruction of critical public infrastructure and facilities and private property.

Citing a report from the United Nations Office for the Coordination of Humanitarian Affairs, Legarda said that the conflict in Marawi City estimates that the number of internally displaced persons (IDPs) has reached 351,168, with the number of IDPs staying in evacuation centers at 17,389 and the number of IDPs living with family/ friends at 333,779.

The same report showed that there has been a lack of sanitation and drinking water in overcrowded evacuation centers which has led to a significant rise in the incidence of water-borne diseases and upper respiratory tract infections. The need for shelter assistance is also a critical concern.

Senator Joseph Victor Ejercito, last week, sought for the creation of an ad hoc committee to oversee the rehab and reconstruction plans in Marawi City.

Under Senate Resolution NO. 428, Ejercito said that he saw the need for an ad hoc committee to “exercise jurisdiction over all matters directly and principally relating to the construction and rehabilitation of Marawi City and other affected areas.”

“Considering the gravity of the destruction brought about by the Marawi crisis, there is a need for the creation of an ad hoc committee,” Ejercito said.

“The continued crisis has left the city with ravaged and shattered buildings, houses, public infrastructures and utilities,” he said.

Citing various reports, Ejercito said that the crisis has forced some 389,300 residents to flee their homes and sought temporary shelters in evacuation centers nearby provinces.

Several other measures and resolutions have earlier been filed in the Senate meant to help the government in its plans to rehabilitate Marawi City and create a trust fund for members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) who were killed or injured in the line of duty.
