Political leaders divided on Duterte’s death penalty restoration proposal By MDN

MANILA (MDN National News digital)--Political leaders of the country are having varied opinions on President Rodrigo Duterte’s proposal to reintroduce death penalty in the country, and help deter more drugrelated crimes.
In 2011, by virtue of Ordinance no. 12081-2011, the City Council declared the 34-hectare land at sitio Pamalihi in Barangay Pagatpat as the city’s sanitary landfill. The plan to establish the city landfill in the area was not materialized due to some constraints, such as the issuance of by DENR permits and other environmental concerns, according to The Power, a daily newsletter of the City Council. The City Legal Office recommended that the 2011 ordinance be repealed for being moot and academic. The ordinance was endorsed by the committees on environment and on laws and rules chaired by Councilors Enrico Salcedo and Ian Mark Nacaya, respectively. (SP)

TESDA-X showcases techvoc skills through Regional Skills Competition CAGAYAN DE ORO CITY-The Technical Education and Skills Development Authority (TESDA)-X held its Annual Regional Skills Competition, July 17-18, in various competition venues in Northern Mindanao. Over 20 medals and trophies were awarded to the winners of the skills competition in nine skills trade areas namely: Cooking, Restaurant Services, Automotive Technology, Electronics, Electrical Installation, Welding, Mechatronics, Refrigeration, and Air conditioning and IT Network Administration.
The competitors were evaluated based on international standards in preparation for the various skills competitions (Zonal, National, ASEAN, and World Skills Competitions). DICT pushes for digitized biz permit, licensing system in Marawi, Lanao Sur M A R AW I C I T Y- - T h e Department of Information and Communication Technology (DICT) has conducted orientations on Business Permit and Licensing System (BPLS) for the local government units (LGUs) to ensure the ease of doing business in Marawi City and the entire province of Lanao del Sur.
The DICT aims to support the LGUs in enhancing business permitting system while addressing a faster government transaction and delivering an abrupt service to the people. DICT also introduces the eReadiness survey to the LGUs to evaluate and assess their capabilities to implement the BPLS in their

THE Crusade for Clean Government, a volunteer anti-corruption watchdog is with President Duterte in putting more pressures on one of the country’s most corrupt government agencies – the Bureau of Customs. President Duterte had his hands full against corrupt officials at the Bureau of Customs during his 4th State of the Nation Address. He then asked Congress to help him rid the agency of corrupt personnel. The President was looking at the possibility of using legislation to make their positions difficult to hold if they could not be abolished. This comes after he threatened them of administrative charges if
they would not resign. Exasperated , the President expressed his frustrations on the Customs Bureau’s unabated harboring of corrupt officials and employees in its rank. To date, 63 are facing criminal charges while 61 others are being probed. Duterte urged Congress to help him fire corrupt officials, who are protected by security of tenure. Over the years, the BOC seems to be the one government office where darkness and evil always triumph. As per result of the SWS survey, the BOC had consistently topped as the most corrupt government agency from 2005 and up to the present. The people’s anger and indignation are not sus-
tained because corruption mess is deliberately downplayed by a company of cretins at the BOC. And most often than not, corruption is deliberately consigned to the dustbin of journalism history, done by a team of cohorts from hired PR firms --- always ready to summarily kill a story that will place the BOC in a bad light. Through the years, the BOC has failed to show improvement in fighting corruption. Remember Customs clerk named Paulino Elevado? He was the owner of a pricey Porsche Carrera sports car. Aside from his Porsche, he also owned a fleet of six other luxury cars, two houses in an upscale

subdivision. His salary? 9,000 pesos per month. Drugs and corruption are the two issues that President Duterte had emphasized during his 4th Sona. Indeed, hell is empty and all the devils are now at the Customs Bureau. This 4-IR is leading the nations to the new way of life. Life for the future is that for our next generation. Mostly, the participants of IASPER conferences are the X-generation. Since we are the educators in colleges, we feel responsible for our profession. We are not only being the researchers but also the teachers for the
millennial generation. This generation is absolutely different from that of the X one. There are some uncertainties in the future. The Information and technology (IT) development will change the patterns of life. Changing the attitudes and ways of life are inevitable for the future generation. Especially for the educators or teachers, they should change the way. It is the way of teaching and learning interaction. Realignment, reconsolidation of Padayon Pilipino pol. Party WITH the departure of the Padayon Pilipino Guru, the venerable former Cagayan de Oro City Mayor and former provincial governor Vicente “Dongkoy” Emano, the re-consolidation of the Padayon political party is on top of the agenda. While the local election come 2022 is yet three years ahead, the Padayon’s political leadership must undergo a massive re-consolidation and realignment. Provincial Gov. Yevgeny Vincente “Bambi” Emano, the heir to the Padayon Pilipino’s political throne, must accept that an overhaul of the political party is indispensable. The political realignment is a priority, after an inferior performance of
the Padayon Pilipino in the midterm election this year. Heartbreaking was the loss of the Padayon in Tagolo-an, considered the traditional bailiwick of the Padayon, since its inception in the mid-80s.’ Reviewing the post Padayon’s schematic chart in the May 2019 election leads one to a dismal conclusion. With only one Padayon candidate sur viving in Cagayan De Oro City and four confirmed Padayon in the province of Misamis Oriental, the need to review, realign and reconsolidatation of the Padayon’s current political status. In fact, with Bambi still standing firmly on the ground, the Padayon
remains fortunate when the other Padayon stalwarts started to fall. With Bambi around, the Padayon political party remains confident of bouncing back in the 2022 elections. However, springing back with the formidable strength of an invincible political party requires great effort, time, and money. The considerable effort, time and money are the elements in reviving, reinvigorating, and reconsolidating the political party. Reviving focuses on reestablishing the esprit de corps among party members while reinvigorating is motivating and pursuit of the party’s aspiration. Reconsolidating is the gathering of all

However, with disparate leaders, low morale, and old guards manning the outposts, reviving the political party as tough organization is next to impossible. Instructional supervision is narrowly considered as the observation of a performer (teacher) by a generallyagreed-to-be-excellent performer (supervisor). The excellence of a supervisor rests upon have proven teaching ability and proven mastery of content. ~William DeWitt However, some maybe misled by supervisors being part of the “axing” process that is ousting teachers not performing satisfactorily. If this is still being practiced, we are headed for disaster and may not succeed in our goal of delivering the best educational system we have to offer. Instructional supervision stresses that a forward or broad outlook for the professional growth of teachers must be a key factor for supervisors. According to William Henr y Burton and Leo John Brueckner, Professional growth, revision of objectives, development of materials, development of effective methods, evaluation of instruction, and aiding new teachers are essential in instructional supervision. They also note that supervi-
sion is a social process. Supervisors must take on various roles to be able to effectively bring out the best in self and others. The role of the planner, where a supervisor has the ability to qualify and validate in advance what should be done and how it is to be accomplished, thinking ahead can create a positive outlook for the entire team. A supervisor must also take on the role of a motivator and communicator using appropriate strategies that motivates teachers to improve their performance, supervisors must be good communicators as their ability to lead the team effectively depends on their ability to communicate. They should also take on the role of a persuasive leader, to let teachers adopt new curriculum, instructional programs, or instructional models or any positive change that come along – or perhaps changing a negative change into a positive one. A supervisor is expected to make critical decisions that involve working with teachers, parents, students, and other administrators to determine what is best for all parties involved. A supervisor oversees, equips, and empowers teachers
to provide suitable learning experiences for students, thereby ensuring the educational mission of a school. Instructional Supervision is both frustrating and highly rewarding; this is why supervisors are expected to keep an open mind. Supervisors must know what they know and know what they do not know to be able to reach a new level of leadership or management skill. This is to ensure the performance of the staff meeting high expectations set by the organization. The burden of responsibility projects that supervisors may also be the cause of most workplace problems, employees did not get what they need or a supervisor may have overlooked applying supervision essentials. Each person has the power to influence others positively or negatively more than we may realize. Choices made or not made are at the center of all actions where we get either a positive or negative result. To avoid negative results, supervisors must lead through effective motivation, open communication, conflict management, emotional intelligence, perception and time management to create positive and productive workplaces.
Dads OKd MOU with DENR-EMB 10 for anti-smoke belching equipment AS part of its air quality management and campaign against smokebelching, the Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB 10) offered to lend one unit Opacimeter-Koeng with hose, nozzle, power inverter and cable, transport rack/stand to measure the smoke emission of diesel-fueled vehicles in the city. The 19th City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing City Mayor Oscar Moreno to enter into and sign the Memorandum of Understanding (MOU) with the DENR-EMB 10 for the purpose.
The Power learned that the DENR is strongly supporting the anti-smoke belching initiatives of the city government in the airshed. It may be recalled that the city enacted an ordinance regulating all smoke-belching motor vehicles plying and traversing the territorial jurisdiction of the city, which aims to protect the health and safety of the people and the environment from the threats of air pollution from smoke-belching motor vehicles. Pursuant to MOU, the DENR shall extend technical assistance in the use of the unit and lend additional Opacimeter if available. For its part, the city government shall be responsible for the calibration, maintenance, consumables, and
safekeeping of the opacimeter and allow only trained personnel to operate the equipment. The city shall also furnish the DENR regularly the accomplishment report on the result of the conduct of anti-smoke belching operation of the city and allow DENR-EMB personnel to conduct inspection to check on the status of the equipment; and shall turnover the unit to the DENR once the city has procured sufficient opacimeter units or when the equipment has been rendered non-serviceable. The service disruption on July 27, Saturday, will be for 30 minutes only anytime between 1:00 a.m. to 3:00 a.m.. This will be necessary to transfer load to nearby lines to facilitate the preventive maintenance works at Davao Light’s Gaisano Substation. DAVAO CITY--Vice Mayor Sebastian “Baste” Duterte has called on City Council members to file and pass at least one ordinance per year. In an interview Wednesday afternoon, Councilor Danilo Dayanghirang said the younger Duterte wanted to see to it that the councilors are working in their respective committees. Dayanghirang, who said the vice mayor expressed this sentiment during one of their executive sessions, added that City Council members are amenable to Baste’s proposal. “We are obliged to follow it or else it would reflect that we are not doing our job,” Dayanghirang said. Cimatu eyes communal toilets for Davao’s coastal slums DAVAO CITY--Department of Environment and Natural Resources (DENR) Secretary Roy A. Cimatu wants to have communal septage facilities in Davao City’s coastal informal settlements. The DENR Secretary said the communal toilets can help minimize the presence of coliform in the coast. “As long as andiyan sila dumudumi may coliform” (as long as the settlers are defecating there, there is coliform) Cimatu said. The Environment Management Bureau-XI tasked to monitor coliform levels in Davao’s rivers and coasts has recorded high number of fecal coliform in its monitoring stations along Davao River and the coastal areas facing Davao
Gulf. In the first quarter of 2018 the mouth of Davao River had a fecal coliform count of 13,697 most probable number per 100 ML. The standard for a Class B river is at 100 MPN/100 ml. Fecal coliform is a bacteria which comes from human and animal feces and can carry many diseases such as dysentery, hepatitis A and gastroenteritis. “What can we do? We prevent them, but if we cannot prevent them we are planning to have temporar y sewage system, which we have done in esteros in Manila,” Cimatu said. The temporary sewage system involves having communal comfort rooms for 10 families or
20 houses. The comfort rooms have a temporary septic tank which is emptied once a week. Cimatu said the ultimate solution to minimize amount of fecal coliform to acceptable levels is relocation of the coastal informal settlers however as the long-term solution is being addressed, the temporary sewage system is a way of addressing the problem of fecal coliform. “I will be directing my regional director to come up with a plan, as we have not yet relocated the informal settlers,” Cimatu said. We have to transform to the needs of the 4-IR in education. Still many other researchers from the Philippines presented some different topics related to the 4-IR. Indonesia researchers were present. Prof. Dr. Gempur Santoso presented his innovation of water filters, appropriate and more efficient for human life. Prof. Dr. Tatik Suryani, one of the keynote speakers also talked about the way how to synergize research and community services in the 4-IR. I myself, as the first keynote speaker talked about the strategy how to face the uncertainties in the future with the 4-IR. PH authorities discover 500-pounder bomb in Marawi MARAWI City--The National Housing Authority (NHA) announced Thursday (July 25) that there is an ongoing excavation of unexplosive ordnance (UXO) at an open area near residential houses in Barangay Tolali of sector 2 inside the most affected area (MAA) this city. This after an aerial bomb, believed to be a 500-pounder, based on the entry point, was accidentally discovered by the clearing team on July 23, while the clearing and demolition, as part of the rehabilitation and rebuilding of Marawi, is ongoing.
NHA’s Roderick Ibañez, head of Marawi Project Management Office, said it was confirmed to be an aerial bomb using ground penetrating radar (GPR) and K9 used by the Explosive and Ordnance Team of the Armed Forces of the Philippines (AFP). The excavation started on July 24, Wednesday. Ibañez said there are already five UXOs detected and retrieved since EDDMARI Construction started in March 19 this year. Lt. Col. Elmer Oamil, commander of the Joint Task Group Builder based inside the MAA, said troops of the
553rd Engineer Battalion, Philippine Army, have already excavated nine meters deep from the ground surface but the UXO has not yet retrieved. “We cannot yet identify if it is 250 or 500-pounder bomb. The excavation is very difficult, we have to do it very slowly because it is very critical to the lives of our troops who do the excavation,” Oamil said. The Philippine Air Force reported it has dropped 70 bombs that did not explode during aerial bombings in 2017 siege. These are composed of 110 pounder, 250 pounder and 500 pounder.
Twenty nine of those were already retrieved and disposed even before EDDMARI started their demolition. The latest disposal of a 500-pounder bomb was in June 26. It was discovered inside the C and D building, where the Landbank was formerly situated. The impact of the explosion created panic to the public because the effect was not specified in the public service announcement. After that incident, the Task Force Bangon Marawi decided that disposal of UXOs will be done every Saturday but since June 26, there has no disposal activity done yet.

In a statement released Tuesday, the Army’s 402nd Infantry (Stingers) Brigade said it teamed up with the Butuan City Police Office (BCPO) to deploy “sizeable personnel to ensure that the rallyists can peacefully assemble and freely avail their right and uphold their freedom of expression.” Around 80 rallyists holding anti-government placards marched from Butuan City Museum and converged along Montilla Boulevard, this city. The 402IBde said some of their units, including the “Masigasig Band” of 23rd Infantry Battalion conducted free
concerts in public areas “to highlight a peaceful, orderly and meaningful SONA.” Soldiers in this city and in Surigao City were also seen distributing leaflets calling for unity to “accelerate peace and development in Caraga.” In this city, the 402IBde said its personnel and the local police distributed more than a hundred bottles of mineral water to the rallyists, who “welcomed the gesture and thanked the soldiers and policemen for the act.” “We do not consider the anti-government rallyists as our foes, we are just performing our job. As a soldier, I wanted them to feel that we are their friends and allies. We are here to protect them whichever side they are in or chose to belong”, said Private First Class Eike Ombo, a female IP soldier who hails from Carromata, San Miguel, Surigal del Sur.
Ombo said she chose to be sympathetic to the rallyists even though some of their invectives and placards were aimed at the Armed Forces of the Philippines. Col. Maurito Licudine, 402Bde commander, said the military respects “the freedom and the inalienable rights of every citizen of this country. It is our mandate to be the soldier not only to those who favor the government but to all Filipinos.” However, Licudine expressed reservations with the organizers’ decision to include minors in their rallies. “Children must be in school. Actually, according to our personnel who talked to some of the rallyists, they revealed that they joined because of a promise of getting paid and for the free snacks and meals and not because they care about the organizers’
agenda against the government,” the Army official said. “As per observation from the previous rallies, the attendance has significantly decreased because people have already learned that rallies are not going to solve our problems. It only creates division among us,” he added. Licudine said most of the anti-government rallies are organized by the various front of the Communist Party of the Philippines-New People’s Army (CPP-NPA). The communist rebel movement, he said, is exploiting various social issues as “a ploy to deceive and recruit members.” “Hence, we reiterate our call of unity, let us talk in an environment of peace and a dialogue that everyone can be heard so that we can resolve the issues together,” he said.
