DAVAO City Tourism Office head Generose Tecson expressed disappointment over the delay in the drafting of the Davao City tourism master plan, which will set the development direction of the industry.

Tecson said during Wednesdays’ Habi at Kape media forum that local tourism officials will be meeting with representatives from the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to know the reasons for the delay.

The drafting of the plan received a funding of P10 million in 2017.

AFP to give weight to security body’s proposal on ML extension THE Armed Forces of the Philippines (AFP) on Wednesday said it will give weight to National Security Adviser (NSA) Secretary Hermogenes Esperon’s pronouncements, recommending an extension of martial law in Mindanao beyond the December 31, 2019 deadline.

Arevalo noted that the AFP will take into account the assessments of local chief executives (LCEs).

“Take Davao City for instance. Mayor Sara Duterte sees the improvement in the security situation that led the mayor to propose the lifting of martial law in the city. But while that is the case in Davao City, such may not be the security situation prevailing in Sulu or elsewhere in Mindanao.

Arevalo said the military will take into account such judgment of LCEs, the assessments of the NSA and of other government agencies, and the actual situation on the ground.

THE Bureau of Immigration (BI) on Wednesday cautioned anew the public against ‘fixers’ who offer assistance in exchange for fees.

In a statement, Immigration Commissioner Jaime Morente warned the people to ignore offers of unscrupulous individuals who “sweet talk their victims and promise immediate results”.

He issued the warning following the arrest of an alleged fixer in Mandaluyong City on Tuesday.

Reports revealed that a certain Brigeda Quijano, is now under the custody of Philippine National Police-Integrity Monitoring and Enforcement Group (PNP-IMEG) after allegedly receiving PHP150,000 to facilitate the release of a German national.

Health dept launches first PPP project for universal healthcare

THE Department of Health (DOH) on Tuesday launched its first public-private partnership project, which aims to strengthen the implementation of the Universal Health Care (UHC) Law. In her speech at the launch, DOH Undersecretary Lilibeth David said the technical cooperation on the PPP for UHC would provide a platform for leaders and specialists from the Philippines and Singapore to share knowledge and expertise in public-private partnerships with a focus on the health care sector.

For its part, the city shall allow the installation of the GPS receiver in the premises of its building and coordinate with PHILVOCS to ensure its safety and security, among others.

The ordinance was reviewed and endorsed by the committees on environment and on laws and rules chaired by Councilors Enrico Salcedo and Ian Mark Nacaya, respectively.

New research has revealed the huge sway online reviews have on travellers TRIPADVISOR has conducted a global study in partnership with Ipsos MORI, polling 23,000 Tripadvisor users across 12 markets on the use of online reviews and their role when booking hotels, restaurants and experiences.

The study found that traveller reviews remain a go-to source of information, with 72 per cent of respondents always or frequently reading reviews before making a decision on places to stay and eat, or things to do. The figure is even higher when it comes to accommodation bookings, with four out of five participating travel-

lers (81 per cent) always or frequently reading reviews before booking a place to stay.

Nearly 8 out of 10 TripAdvisor users (79 per cent) are more likely to book a hotel with a higher bubble rating when choosing between two otherwise identical properties, and over half (52 per cent) agree that they would never book a hotel with no reviews.

Four out of five respondents agreed that reading online reviews makes them more confident in their booking decisions, and 85 per cent said what they read on Tripadvisor accurately reflected their experience.

The most important thing respondents said they look for when reading reviews is recent content with 78 per cent focusing on most recent reviews, and they tend to ignore extream comments (39 per cent) favouring reading multiple reviews to get an overall sense of peoples opinion (55 per cent). On average, users read nine reviews before making a decision.

The research also found that more reviewers are motivated by sharing positive experiences than negative, with 87 per cent saying their motivation for reviewing was to share good experiences with fellow travellers.

“These findings show how important travellers find real perspectives from real people when they are planning their trips,” said Becky Foley, sr. director, trust and safety at TripAdvisor.

“While there are thousands of places to get travel information online, people keep coming back to TripAdvisor because they are guided by the reviews and can confidently plan the trip that’s right for them.”

President Duterte addressed this biting order to all government instrumentalities during his 4th report to the nation last Monday -to basically improve their services to the people.

That said, the Crusade for Clean Government, a volunteer anti-corruption watchdog agrees with the President that the country is plagued by massive corruption in high places and continuously lurking into the veins of public service.

In fact, corruption remains pervasive as ever despite the effort of the Duterte administration to curb this malpractice in his three years of ascendancy.

Duterte says much is to be done to make government agencies more responsive by cutting red tape in offices like the Social Security System, Land Transportation Office, Bureau of Internal

Revenue, Land Registration Authority and Pag-ibig Fund.

Duterte is moving heaven and earth to deliver his promises to build P8 trillion in new infrastructure, overhaul the tax system and stop “endo” or illegal contractualization, increase salaried of teachers and restore death penalty, among so many others.

The fight against corruption is indeed a war within, not without.

This is a fight of man’s indefatigable greed, where power corrupts, and where the powerful is corrupted in high places and down to the last man in public service.

Philippine officials thus dismissed the resolution as void on two grounds: (1) it failed to get the vote of majority of the Council members, and (2) investigating the alleged human rights abuses is a purely domestic function, which would render the first ground immaterial regardless of how the 47-member Council had voted. By belittling the vote as a minority decision, the government subtly pushed the argument that abstaining is as good as saying “no”. Fact is an abstention is a refusal to vote or take sides on an

issue. As such, the party that abstains, or fence-sits, opts to leave the issue at stake to the judgment of those who may vote for or against it. It follows that the majorityminority question is left to those who choose to vote.

With regard to the question of sovereignty, the UN Charter does provide that “Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter.”

MALAYBALAY CIT Y-Some 70 participants invited to a protest action against the 4th State of the Nation Address (SONA) on Monday were seemingly abandoned and left hungry by organizers, prompting the Army to give them food and water.

A statement by the Army’s 403rd Infantry Brigade Tuesday said the rallyists were bused in from rural villages to hold their protest inside the Provincial Capitol grounds here.

“Early birds were welcomed by singing soldiers who were ahead in the Capitol grounds. A team of soldier-medics were also at the capitol grounds offering free blood pressure check,” the 403rd IBde statement said.

MANILA – The Department of Education (DepEd) on Wednesday thanked President Rodrigo Duterte for calling on members of the 18th Congress to pass a new Salary Standardization Law (SSL).

In a statement, the agency said Duterte’s direction is “consistent with Secretary Leonor Briones’s commitment to ensure an equitable and sustainable pay hike and to continue the efforts that have expanded the scope of welfare of the department’s teaching and non-teaching personnel”.

“The new SSL will increase the compensation of government workers, including public school teachers whose work and toil shape the mind of the youth and build the foundation of a strong country,” the DepEd statement read.

“The Department hopes that this gain will help to further uplift the professional and personal condition of teachers as DepEd continues to work from enhancing access to improving the quality

of basic education,” it added.

In his fourth State of the Nation Address, Duterte urged Congress to pass a new SSL that would increase the salary of public school teachers and other government employees.

“To the teachers who toil and work tirelessly to educate our young, kasali na po dito ‘yung hinihingi niyo…hindi masyadong malaki pero(your request is included here... it’s not too much) it will tide you over,” Duterte said.

In February 2016, former president Benigno Aquino III signed Executive Order 201 which mandated a salary hike for state workers which was given in four tranches until 2019.

On Tuesday, Budget and Management Officer-inCharge Janet Abuel said studies are ongoing for the proposed increase in the salaries of government workers, with the first of three tranches likely to start next year.

She said the plan is to implement the salary increase within a three-year period or from 2020 to 2022.

7th Financial Inclusion Steering Committee Meeting THE Financial Inclusion Steering Committee (FISC) held its 7th meeting on 5 July 2019 at the BSP in Manila. The FISC is an important platform that was established in 2016 through Executive Order No. 208 to provide strategic direction, guidance and oversight in the implementation of the National Strategy for Financial Inclusion (NSFI) which was launched in 2015.

Now with 17 members, the inter-agency body ensures a coordinated approach to financial inclusion by ensuring policy and program cohesion and promotion of multi-sectoral collaboration.

Chaired by Governor Benjamin Diokno, the 7th FISC Meeting covered updates on priority initiatives the member agencies undertook in support of agriculture value chain financing

(AVCF) and digital finance - the two focal themes of the NSFI. The FISC members recognized the need to promote greater collaboration in government and private sector toward developing and financing agriculture value chains. Strengthening agriculture value chains can improve access of smallholder farmers and small agribusinesses to effective farming technologies and to stable, high value market– thereby improving their productivity, competitiveness, and bankability. AVCF can therefore catalyze more meaningful and sustainable participation of the banking industry in agriculture financing, benefitting in particular the smallholders.

DavNor teachers facing ‘tribal war’ threat to resume classes

DAVAO CITY--Teachers in the Davao del Norte town of Taingod who were earlier barred from holding their classes will resume their jobs on Wednesday, the municipal mayor said Tuesday.

Talaingod Mayor Jonnie Libayao barred teachers over the weekend to travel to their respective schools located in three far-flung

areas after receiving a “pangayaw” or tribal war threat.

Libayao said the tribal chieftains in Barangay Dagohoy have already assured him that the teachers will be escorted in their respective assignments for their safety.

In addition, the mayor said the Army’s 56th Infantry Battalion (IB) have also deployed troops in the village, known for being a flashpoint of communist

rebel activities.

Libayao suggested that the threat may have come from tribal leaders who are members of the New People’s Army (NPA).

“Whether the text message is true or not, I seriously respond to it for we don’t know what would happen in these far-flung areas,’ Libayao said, referring to the threatening text messages he received on Saturday following the town’s

declaration of the NPA as persona non grata.

Although the Armed Forces of the Philippines (AFP) has already assured local officials that there was no known movement of the NPA) in the areas involved, Libayao said he wants “to make sure that everybody is safe”.

“I also instructed the teachers to be vigilant,” he added.

DAVAO CITY--Illegal drugs worth PHP600,000 were confiscated from an exprison guard during a buybust operation conducted by the Talomo police here Monday evening, a police official said Tuesday.

DAVAO DEL NORTE--Local government officials of Davao del Norte have assured rebel returnees of government support and services as they go back living in the mainstream of society.

More than 30 returnees who came back mainstream from the hands of the New Peoples Army (NPA) were presented last week to local chief executives of Davao del Norte, to secretaries of the national line agencies and to military officials.

Davao del Norte 1st District Representative Pantaleon Alvarez assured them and their families of “real change” in the way the gov-

ernment takes on its role of serving the public, and that he told them that the national administration under President Rodrigo Duterte “is serious in fulfilling its commitment to answer the needs of the people”.

SoCot moves to contain dengue

GENERAL Santos City--The provincial government of South Cotabato has created a special task force to contain the continuing outbreak of the deadly dengue fever in the province.

South Cotabato Gov. Reynaldo Tamayo Jr. ordered the immediate activation of the “Task Force Kontra Dengue” following the declaration last Friday placing the entire province under a state of calamity.

It is composed of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), Integrated Provincial Health Office (IPHO), South Cotabato Provincial Hospital, Provincial Information Office and the DRRM offices of the province’s 10 towns and lone city.

Rolly Doane Aquino, PDRRMO operations and warning head, said members of the task force formally convened on Tuesday to set immediate interventions in line with the dengue outbreak.

He said these include the conduct of fogging and misting operations in identified hotspot areas in coordination with the municipal and city governments, and the barangays, as well as massive information and education campaign.

Teams will be dispatched to the affected areas to augment the ongoing interventions of the municipal and city governments, he said.

Aquino said they are currently processing the purchase of at least two misting machines and the required chemicals.

These will be funded under the first and second quarter allocation of the province’s Quick Response Fund amounting to P15.5 million, he said.

“We will also set aside cash assistance for dengue victims and provide funds to the provincial hospital preparation for the possible influx of patients,” he said in a briefing on Tuesday afternoon.

Aquino said they will activate the incident command system to ensure immediate

response to emergencies and the proper monitoring of the situation in the affected barangays and the monitoring of their teams.

Based on the dengue bulletin dated July 22 released by the IPHO’s epidemiology and surveillance unit, the reported dengue cases in the province already reached a total of 3,664 and with 21 deaths.

Dr. Alah Baby Vingno, assistant provincial health officer, said such figure was 153 percent higher compared to the 1,664 cases, with five deaths, recorded in the same period last year.

She said Koronadal City posted the most number of cases with 703, followed by Surallah with 478, Tantangan with 468, Banga with 391, Tupi with 347, Norala with 307, Polomolok with 276, Tampakan with 219, Tboli with 192, Sto. Nino with 174 and Lake Sebu with 109.

Vingno said the province’s dengue cases was already above the epidemic threshold or reached the outbreak level as of May and with clustering of cases noted in 91 barangays, 18 of which are considered as hotspots.

The cases per locality increased by 38 to 655 percent, “way higher than our records during the peak of dengue cases in 2016,” she said.

Jose Baroquillo, mosquitoborne diseases coordinator of the IPHO, reiterated the need for local communities to regularly conduct “operation kulob” or search and destroy possible breeding places of dengue-carrying mosquitoes.

He said such strategy remains the best way to contain the dengue outbreak and prevent more deaths.

“It should start within our households and then our immediate surroundings,” he said.

Baroquillo said residents should also seek immediate consultation or checkup at the first instance of fever to ensure proper treatment in case they turn out positive of the disease. (MindaNews)

UnionBank bats for financial inclusion of MSMEs WITH the rapid growth of technology in recent years, more and more businesses are slowly digitizing their operations and business models to adapt to the shift in the global marketplace. Here in the Philippines, local micro, small and medium enterprises (MSMEs) are also making that shift to broaden their network and cater to a bigger and more diverse market. A lot of Filipinos have proven that while this is no easy feat, it is attainable and

all it takes is support.

Many MSMEs now thrive locally and they continue to grow by the number every year. UnionBank recently sat down with the Bangko Sentral ng Pilipinas (BSP) to discuss the different challenges that MSMEs are facing and how they can collaborate in bridging the information gap, and ease the business climate to be more financially inclusive.

of the Center for Learning and Inclusion Advocacy (CLIA) of the BSP said that one of the biggest challenges to the growth and development of MSMEs is the limited access to credit. MSMEs are often reluctant to approach banks due to the difficulty – whether real or perceived – to meet bank loan requirements. Banks on the other hand are unable to appropriately gauge the capacity of borrowers due to a lack of formal credit histories and reliable

financial statements.

Another factor is MSMEs’ limited knowledge on alternative modes of financing.

They mostly rely on their internal funds to finance their investments. A World Bank report also showed that about 81.2% of Philippine enterprises rely mostly on internal funds to finance their investments and only 10.1% use bank financing, which is seen to inherently limit the prospect of growth. Ms. Tayag notes that this is where technology can play a crucial role in bridging the information gap and unlocking the potential of MSME finance.

UnionBank of the Philippines aims to bridge this information gap and provide MSMEs with the appropriate financial products and services they need to scale up their businesses. One of their solutions is UnionBank GlobalLinker (UBGL), an innovative and free online digital platform where entrepreneurs can access financial assistance, connect with other businesses and potential clients, and even create their own free online store.

Making these products and connections available on UBGL is consistent with UnionBank’s push for digitization as a financial institution. Beyond providing financial products and services, UnionBank wants to help MSMEs address the constraints to their growth, especially their limited access and knowledge on digitization.
