2 int’l MMA fighters killed in road mishap

CAGAYAN DE ORO CITY: Two international Mixed Martial Arts (MMA) fighters lost the fight when killed by a speeding taxicab here early Sunday, the police

said Monday.

Police investigators identified the fatalities as Rocky Tune Batolbatol and his cousin Gener Ponce, both MMA international fighters.

Batolbatol was scheduled to fight in Indonesia on July 29, 2017.

The police had arrested the driver identified as Gerson Bersabal, 26, of Zayas, Carmen, Cagayan De Oro who said that he did not see the victims who was crossing, using the pedestrian lane at that time.

CAGAYAN de Oro City-Thousands of individuals belonging to various militant groups in Northern Mindanao were held in police and military checkpoints along the national highway going to Iligan City to attend a protest action

President Rodrigo Duterte has urged Congress to pass the National Land Use Act to address land reform problems in the country.

Duterte made the call in his second State of the Nation Address (SONA) at the Batasang Pambansa Complex in Quezon City.

The proposal seeks to institutionalize a national land use policy that shall end the current degradation of the country’s land resource and optimize balanced development.

The House of Representatives has already approved its own version of the bill for third and final reading, which is House Bill 5240, or the proposed “National Land Use and Management Act of the Philippines”.

Under the bill, the standardized classification of land use shall be categorized into four areas, namely: (a) protection of land use; (b) production land use; (c) settlements development; and (d) See CALLS, page 11

Nissan shares Intelligent Mobility vision at the 1st ASEAN EV & Hybrid Summit Nissan has detailed its comprehensive Intelligent Mobility plan at the first ASEAN Electric and Hybrid Vehicles Summit, which was recently held at the World Trade Center Metro Manila.

As the population of the world continues to grow, so does the clamor for more transportation.

And because of this ever growing need, carbon dioxide (CO2) emissions continue to rise and contribute to global warming.

Fortunately, technological advancements have enabled car manufacturers to address this impending environmental crisis.

Alternatives to Internal Combustion Engines (ICEs) such as electric and hybrid vehicles have low CO2 emissions,

Politics of revenge harms the people In every government administration, it has a period. In any country, the leadership of that nation has its time to end. In fact, the nation will be dragged into the periodical leadership, possibly, with a different theme of vision and mission.

Yet the vision and mission of any nation should be the same as stipulated in the first birth of the country, especially those which were colonized by other nation and liberated or independent.

During any period, there is always a tendency of the previous problems to be spoken up. There are always problems that had not been discussed, but suddenly in the present period with the new government, they are all taken into account.

Public get shocked when the problem is really very influential to the whole nation. Such a problem

can be either the scandal of corruption or any policy that really make the nation feel being deceived.

In that kind of political atmostphere, the polemic can create different interpretations. These interpretation depend on the people’s level of understanding and knowledge for analysis.

First, the public will interprete that the problem come up today may be due to being the absence of good governance duting the previous administra-

tion and leaadership. This interpretation is logical when the problem that is being discussed in an open public is so serious and real.

Second, the public may interpret that the problems being spoken up to the public are intentionally for character assassination for the very influential towering figures who might be the hinder of the present government administration.

This is the worse interpretation but it can be true when there is no evidence for proving such problems.

The people, and especially the laymen, get shocked and feel being harmed by the present government.

This can create more chaos throughout the nation and lead to the disintegration.

Third, the public probably interprets that the problems being blatantly opened up are due to revenge. This is not worse but the worst

drama play. However, all the above can also happen every where in any country.

Every change of the new government, there is always the blaming of the previous policies. This kind of trick and modus will never solve the real national problem.

Instead, it will create another new problem.

There is a good lesson from the quality culture derived from Kaizen management. It is the culture of imrpoving the condition incrementally or continuously. But, it is the philosophy of quality culture.

The first philosophy is that, a problem is good when it is solved directly in every period, not in the latter one.

Electric foundation empowers teachers catering to Marawi crisis-affected learners

CAGAYAN DE ORO CITY -- One Meralco Foundation (OMF) in partnership with the Department of Education and the Cebu-based Coalition for Better Education (CBE) distributed energy education kit at the City Central School in Cagayan de Oro City, July 22.

The current crisis in Marawi prompted OMF to realize the need to distribute these flashcards to internally displaced learners in calamity or war-stricken areas.

OMF President Jeffrey O. Tarayao said that having gained information that a good number of child evacuees have been enrolled to schools in the cities of Cagayan de Oro and Iligan, OMF and CBE subsequently planned and organized a kit distribution to schools that were identified as having accommodated a high population of displaced students that evacuated from Marawi City.

Tarayao said the education kit would help DepEd in educating the learners especially now there is an influx of students in the region following the erup-

tion of fight between the terrorist Maute group and the government forces.

He said these cards could be used outside the classrooms.

According to Dr. Noe D. Simene, education support services chief, DepEd Region 10, that as of July 14, 2017 there are at least 14,525 learners from Marawi City and affected areas that have been accommodated to study in various public schools in northern Mindanao of which 10,688 are for Kindergarten to Grade 6 learners while the remaining 3837 are seventh to 12th grade.

CBE Luchi C. Flores said that the energy education learning cards are a set of flashcards that facilitate a more interactive and engaging classroom discussion on energy. These cards are classified into three types: Knowledge (Know) cards are basically question-andanswer type cards; Do (Activity) cards teach energy topics in a more dynamic and creative way; and PBL (Project Based Learning) cards enable students to solve certain issues concerning energy as a group.

DAVAO CITY-- The Armed Forces of the Philippines (AFP) guarantees that safeguards and other mechanisms are in place against possible abuses of the military under the area of the Eastern Mindanao Command (Eastmincom).

This was the assurance ma d e by E ast m i nc om Deputy Commander and spokesperson of the command on martial law here, Brig. Gen . Gilbert Gapay following the approval of the extension of the martial period in Mindanao.

“The same safeguards prescribed by the Constitution and the other safeguards and mechanisms that were emplaced and established during the 60day martial law,” Gapay said.

Gapay welcomed the approval of the extension of the martial period in Mindanao until the end of the year, saying: “the legislators understand the necessity of extending it.”

Gapay vowed the AFP, which is the implementer of martial law, will continue to do its task in accordance with the existing laws and other guidelines that will be given to them.

Gapay earlier reported that as of June 30, Eastmincom under the leadership of Lt. Gen . Rey Leonardo Guerrero, has continuously prevented the spillover or spread of the Marawi crisis in Eastmincom’s area and effectively shielded Eastern Mindanao from terrorist attacks and deterred any diversionary, retaliatory or sympathetic attacks by local terrorist groups.

During the 60-day martial law period, Eastmincom reported that Eastern Mindanao remains generally peaceful, safe, and secure due to tightened security measures being implemented by the Command.

As of June 30, a total of 17,494 checkpoint operations was already conducted, both fixed and mobile checkpoints. They conducted 9,742 security and visibility patrols focusing on vital installations, critical infrastructures, places of convergence such as malls and churches, Gapay reported.

They have also 31 violators in these checkpoints; confiscated 15 firearms and even confiscated 11 illegal

drugs. Curfews were also being implemented in 129 cities and municipalities all over Eastern Mindanao.

Eastmincom was able to activate martial law special action groups to run after and apprehend, track, apprehend those terrorists and supporters included in the arrest order issued by the martial law administrator.

Also, 5,900 barangay intelligence nets were established to help track terrorists.

In a special joint session on Saturday, the Philippine Congress voted (261-18) to extend the period of martial law until the year-end overwhelmingly approving the request of President Rodrigo Duterte.

In a statement, Davao City Rep. Karlo Nograles and PBA Party-list Representative Jericho Nograles both supported the extension.

Karlo Nograles, who chairs the House Committee on Appropriations emphasized that: “patriotism and duty to the country dominated as the special joint session of Congress voted to extend President Rody Duterte’s proclamation of martial law in Mindanao.”

He said both chambers of Congress led by Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez deserve the people’s trust and confidence for upholding the integrity of the nation’s constitutional and democratic processes and territory.

“Now let us allow our security forces to do their job of finally crushing the terrorist rebels in Marawi and defeat all other terrorist groups in Mindanao.

I also hope and pray that Marawi and Mindanao will be cleared of all terrorist and rebel threats so we can start rebuilding Marawi and Mindanao can rise again,” he said.

On the other hand, Jericho Nograles said extending the President’s proclamation of martial law only affirmed the national consensus of support to his unflinching war against terrorism and other serious crimes.

P5-B from nat’l budget for Marawi City rehab

THE government is now prepared to mobilize P5 billion worth of funds from the national budget for the rehabilitation and recovery of war-torn Marawi according to the Department of Budget and Management (DBM), in advisory over the weekend.

During the regular Mindanao Hour Press Briefing in Malacañan, Budget Secretary Benjamin Diokno stressed that the funding for the city’s reconstruction would be a “multi-year task.”

So far, DBM has already identified P5 billion worth of standby funds from the 2017 budget of various government agencies, the bulk of which will come from the National Disaster Risk Reduction and Management Council (NDRRMC).

Diokno said that for the following year, the DBM has already set aside P10 billion that will come from the P25.5 billion budget al-

located for the NDRRMC. “The bulk of this will come from the NDRRMC fund and then the contingent fund,” he said.

The Budget chief also said that the international community has expressed willingness to assist the Philippine government in the recovery of Marawi.

Among the international organizations that committed financial help are the World Bank (WB) and the Asian Development Bank (ADB).

Diokno then assured the public that all funds would be properly accounted for.

“Why is accountability important? Well, we learned our lessons from the ‘Yolanda’ incident. The Filipino people should know how the money was spent,” he stressed.

“So, even before we end the conflict, the government is actually planning ahead for early recovery and rehabilitation as well as possible reconstruction,” Alegre stressed.

2 minors nabbed in Iligan, 2,000 joins ‘People’ SONA’

CAGAYAN de Oro City--Two minors preparing rally stage were reportedly arrested in Iligan City while about 2,000 protesters from Northern Mindanao trooped to Iligan City in a convoy Monday to stage a mass protest there.

Wildon Barros, the Secretary General of Bayan Muna, said that the minors whose names were not immediately known were reportedly arrested while preparing a stage for the rallyists and installing flags around the Iligan City Plaza.

He said that the Iligan police also dispersed a crowd of protesters in the city’s plaza Monday morning.

“We [protesters] are going there [Iligan City],” Barros said in an interview.
