CAGAYAN de Oro City-The implementation of the martial law has no adverse effect on the transshipment of imported items to local ports in Northern Mindanao, a Bureau of Customs-10 (BOC-10) official said yesterday.

In fact, the enforcement of the military rule in the entire island of Mindanao has even encouraged importers to ship their goods here, said Alvin Y. Enciso, chief of BOC-10’s Customs Intelligence and Investigation Service (CIIS).

Pernia: Nothing definite yet on ODA funds from China

CAGAYAN de Oro City-The country’s socio-economic planning secretary has downplayed reports that the Philippines is at risk from loans and official development assistance from China arising from President Rodrigo Duterte’s recent state visit to Asia’s largest country.

“We don’t know yet what the Chinese will be charging because nothing has been signed yet in terms of financing,” said Socioeconomic Planning Secretary and National Economic and

Development Authority Director General Ernesto M. Pernia during a press conference held here following the unveiling of the Philippine Development Plan and the Northern Mindanao Regional Development Plan for 2017-2022.

In November last year, the National Economic and Development Authority (Neda) Board approved the guidelines to ensure the transparent availment of Chinese loans being extended to the Philippines.

The board, chaired by the President, approved the “Guidelines for the Availment of Chinese Support

for the Conduct of Preinvestments and Investment Activities.”

“We appreciate the effort by many Christian groups and communities in helping the horde of evacuees from Marawi, many of whom continue to bear the burden of lack of sufficient food, especially those who took shelter in the homes of relatives,” a statement of interfaith leaders from Lanao del Sur and Lanao del Norte read.

“But we remind our Christian brothers and sisters to refrain from making relief operations an opportunity to evangelize on their faiths on the evacuees,” the statement added.

To allay fears about other countries’ allegedly adverse experience with Chinese ODA, the government recently sent a mission to Pakistan to investigate.

“We sent a delegation from the DOF and the NEDA to Pakistan recently to try to sound them out, on their experience with ODA from China, and they haven’t made a report yet,” Pernia said.

“So nothing has been set in stone as far as Chinese commitments are concerned. There are so far no signings of loan or ODA agreements with China,” he added.

P u bl i c an d pr iv at e economic planners have expressed alarm over the administration’s abrupt shift from the Public-Private Partnership (PPP) of the former administration to ODA citing the minimal ODA extended by China to the Philippines ($123M out of total $30.08 billion) and the relatively slow downloading of ODA, particularly from China (27 months from project development to groundbreaking for PPP, vs.

37 months for Korean ODA, 38 months for Japanese ODA and 40 months for Chinese ODA), according to NEDA records.

Thus, the $24-billion ODA investment and loan package proffered by China to the Duterte administration (mostly in infrastructure projects like railroads and ports) was recently the hot topic at the Bangko Sentral ng Pilipinas (BSP) forum in Cebu City, according to a Sun Star Cebu Business story filed by Jeandie O. Galolo.

In her report, Galolo cited how Fernando Fajardo, economist and professor at the University of San Carlos,

detailed the unfortunate experience of infrastructure projects in Africa which resulted in the fourfold rise of Chinese financing to Africa from US$7-billion in 2008 to US$26-B in 2013, according to the Wharton School of Economics. In December 2015, Chinese President Xi Jinping pledged $60 billion to support Africa’s infrastructure wish list.

Fajardo cited the sad experience of the Chinesefinanced Mattala International Airport in Sri Lanka which has been unable to generate passenger traffic.

In another report filed with the Philippine Daily Inquirer, Hardeep Puri, chair of India’s Research and Information System for Developing (RIS) Countries, also warned the Philippines to be wary of China-funded projects to avoid falling into the same debt trap as other countries that have received massive Chinese loans and investments such as Laos and Sri Lanka.

China has also poured massive amounts in loans and investments into Asean countries such as Thailand, Myanmar, Laos and Cambodia.

Puri cited the cases of Sri Lanka, which was forced to convert its debts to China

into equity to avoid defaulting on payments, and Laos, where China is building a $6-billion high-speed railway the economic viability of which is under question.

China funded an international airport and deep-sea port in Hambantota, Sri Lanka, which have become white elephants and left the country heavily indebted to China.

Costing almost $2 billion, the airport and seaport are losing heavily. The airport receives just one flight a day and the seaport only six ships week. To avoid defaulting, Sri Lanka agreed to a debt-to-equity swap with China which gave China Merchants Port Holdings an 80-percent stake in the Hambantota port for 99 years, including 6,000 hectares of land around the port.

In exchange, China wrote off most of Sri Lanka’s debts.

But the deal enabled China to gain access to a strategically located outpost in the Indian Ocean region, a deal slammed by locals as China’s “colonization” of Sri Lanka.

In Laos, China began construction of the $6 billion high-speed railway from Kunming in China’s Yunnan province to Vientiane, the Laotian capital, in

December last year. Puri said it would take 11 more years for the railroad to become economically viable.

In nearby Myanmar, China built a 770-kilometer oil and gas pipeline from the Kyaukpyu port to Yunnan for $1.5 billion. Now, China is demanding 85-percent ownership of the port.

To avoid the pitfalls that have left some countries mired in debt to China, Puri said China’s One Belt, One Road initiative, under which the projects come, should be overhauled to consider sovereignty and economic viability.

However, fellow economist and former socioeconomic planning secretary Cielito Habito asserted ODA from China to the Philippines would not end up similarly, if properly used.

Habito cited how the Philippines recorded in 2016 its lowest debt-to-GDP ratio level in the last 20 years, at 42.1 percent from 44.7 in 2015, indicating the PH economy has the resources to pay back its debts. Habito added that provided the country’s GDP grows faster than public debt, it won’t be a problem. As of end-2016, the national government’s outstanding debt stood at P6.09 trillion.

Participants came from different barangays of Sugbongcogon and Talisayan of 1st District, Misamis Oriental. It was made possible through the partnership of (Vice Governor JOEY G.PELAEZ with former Vice President TEOFISTO T. GUINGONA, JR. and Senator LOREN LEGARDA) VICE GOVERNOR JOEY G. Vice Governor Pelaez’s long association with Vice President Guingona dates back when the latter was Executive Secretary during the Presidency of Fidel V. Ramos during which he worked as Presidential Staff Officer from 1993 to 1995.

Vice Governor Pelaez has, in numerous occasions, also engaged Vice President Guingona in various events and activities as Guest of Honor when the former was Executive Director of the Department of Education Central Office.

ML extended till year-end

THE Philippine Congress, during a special joint session on Saturday, voted to extend the period of martial law until the year-end.

Results of the joint voting showed that 261 lawmakers voted in the affirmative while 18 lawmakers voted in the negative.

On the part of the Senate, 16 senators voted in favor of the motion, while four were against it. Meanwhile, 245 House members approved the motion, while 14 rejected it.

In the Senate, it was Senator Gringo Honasan who motioned to extend the period of martial law to five months.

The senators who voted against Honasan’s motion were Senate Minority Leader Franklin Drilon, Senators Paolo Benigno Aquino IV, Risa Hontiveros and Francis Pangilinan.

Senators Nancy Binay, Leila de Lima and Antonio Trillanes IV were absent.

Before voting took place, Drilon proposed to make amendments to Honasan’s motion by limiting the extension of the period of martial law to 60 days instead of five months. However, Honasan rejected his proposal.

The Senate, meanwhile, voted to reject Drilon’s amendment. It was not clear how many voted against Drilon’s amendment.

The Lower House voted 245 for the affirmative, 14 negative and zero abstention.

Thus, the Congress joint session voted 261 for the extension of ML and the suspension of the writ of habeas corpus and 18 in the negative.

While it is true that the fighting in Marawi between

the military and the MauteISIS group has tapered down, the threat in the entire island of Mindanao remains. The Maute-ISIS has spread its influence in the predominantly Muslim provinces in the island. In fact, there is a notion that the Marawi siege was only an “experiment” as far as the Maute-ISIS group is concerned.

The Maute-ISIS and other terror groups in the island is studying both the strength and weaknesses of the government in addressing the problem of terror attacks and sabotage.

Let me ask you: How long has it been since you bring your burdens to God? Since you asked His forgiveness for your shortcomings?

In his very interesting book “People in Prayer”, Dr. John White reminds us that prayer is a divine-human interaction and it is always God who takes the initiative.

White writes: “God speaks and we respond. God is always speaking. To hear his voice is not usually a mystical experience. It consists merely of a willingness to pay heed to God who lays a claim to our lives.”

Yes, God always speaks.

It is up to us whether we

will listen and respond to Him. Many think we are the ones who initiate prayer.

But prayers begin and end with God. There was a time, I wasn’t in the mood to pray any more. It seemed that God didn’t hear my prayer any more. I didn’t get what I prayed for. Of course, not...!

That’s not the meaning of praying to God. All my wishes will be granted?

Heaven forbid!

Sometimes, after we have prayed, God’s answers may puzzle us. But as time times go by and as events unfold we see God’s purpose in His answers. We might get a larger vision, what HE likes. Not what WE like... .

Would the body of Jesus, which is transformed as the body of a formerly sinful person who has become a child of God, still allow sinful blood to flow through it?

The answer to this question is very clear: no, Jesus will no longer allow even a drop of sinful blood to still flow through a body which has already become a body of Jesus. What kind of blood will now flow through the

body of a person who has become a child of God? Certainly, it would be the blood of Jesus already!

There should be no mistaking that fact: once a person becomes a child of God, his body becomes a part of the body of Jesus, so that only the blood of Jesus would thenceforth be running through the veins of that body. Now, if the blood of Jesus is the one already in the veins of a person who has become a child of God, how would this person then be related to Jesus?

Dutertenomics: lost cause?

During the Duterte administration’s first year, there was all the hype about aiming for inclusiveness and championing the common Filipino family’s dream for a comfortable life. The President took important, some unprecedented steps including hinting nationalism, willingness to work with progressives in the cabinet and pursuit of peace negotiations. Yet the administration capitalized on bloody wars on drugs and other forces perceived to be enemies of the State, barely changed the way the economy was run and saw the nation deteriorating further.

The following are highlights of the Duterte administration’s economic direction: the context of deterioration amid growth, a short-sighted development plan, and continued implementation of discredited economic policies.

Deterioration amid growth The Duterte administration’s continued adherence to the neoliberal frame has not changed and can only worsen joblessness, poverty, inequality and decline that persisted despite high reported growth.

the world. Growth in gross domestic product (GDP) at an average of 6.7% from 2012-2016, the highest in seven decades.

Yet production comprising agriculture, manufacturing, construction and mining, which steadily fell over decades of neoliberal policies, shrunk to a low 39.2% of the economy in 2016. In three decades the annual average of the combined share of agriculture and manufacturing in GDP fell to just 32% in 2016 from 54% in the ‘50s to ‘70s. The share of agriculture in GDP dropped to 8.4% in April 2017.

IBON estimates unemployment, which averaged

5.1% in the 70’s, to be at an annual average of some 10.2% in the period 20102016. The official definition of ‘unemployment’ has removed millions of discouraged jobless Filipinos from the labor force.

Underemployment remains on a high annual average of 18.9% from 2010-2016. The number of employed Filipinos dropped by 393,000 in April 2017. Meanwhile an average of 5,771 Filipinos left the country daily in 2016 to work abroad.

DAVAO CITY -- Peace negotiati ons b etwe en the government and the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) dimmed as President Rodrigo Duterte on Friday declared “No more talks with the communists”.

He also called on all communist leaders, who were released conditionally by the government to allow them to participate in the negotiations, to surrender.

“You surrender and do not resist arrest,” Duterte urged. He said he will pursue their arrest after government deals with Marawi crisis if none of them will surrender.

Bizmen to pitch Davao City as air hub DAVAO CITY -- During the coming Davao Investment Conference this July 21, local businessmen will be making a pitch to airline mogul Tony Fernandes to have more flights in the city.

Andrew Anthony “Tony” Fernandes founded the regional budget airline AirAsia and currently the chairman of Tune Group the airlines’ mother company. Philippine AirAsia, an affiliate company recently launched new domestic routes from Davao City.

These new routes connects the city to various destinations such as Clark, Caticlan, Palawan and Cebu.

Fernandes will be attending the Davao ICON where he will be headlining a talk

titled “Air Linkages: Davao from a growing number of destination.”

AirAsia announces Davao City- Kuala Lumpur direct flight DAVAO CITY -- AirAsia Group Chief Executive Officer Tony Fernandes has announced a Davao City- Kuala Lumpur direct route, which will start on December 21 this year.

“We believe Davao has the potential to be the international gateway for ASEAN to the southern Philippines, beginning with this new route to Kuala Lumpur.”

Fernandes said during his speech at the 2017 Davao Investment Conference held today (July 21) at SMX Davao.

“We can open up Davao to the world, we can bring 10 international flights here.” Fernandes said to an audience made up mostly of local and foreign businessmen.

The Davao City Chamber of Commerce and Industries Inc. (DCCCII) has earlier proposed to the AirAsia Group CEO of making Davao City as

AirAsia is the largest low-cost carrier in Asia by passengers carried. The airline has an extensive network of more than 120 destinations. The airline started its operations in Davao five years ago with its Davao to Clark Pampanga flight.

Citing a study made

by UP Professor Alejandro Herrin funded by the United Nations Population Fund (UNFPA) last year, Perez said the incidence of teen pregnancy remains high with 200, 000 girls get pregnant every year. Of the total number, Perez said 130,000 are aged 18 years and below. They also showed that 207,000 girls below 20 years old gave birth in 2015.

The number went down to 209,000 in 2014.

AS 4th Infantry Division commander Maj. Gen. Benjamin Madrigal Jr. would put it, it was a moment of irony.

Soldiers used to reach out to students in public schools, handing out school bags, assisting in feeding programs, etc.

Now it’s the other way around. Last Friday, 3,000 gift boxes containing assorted toiletries, canned goods, bottled water and letters of encouragement were handed out by public schoolchildren from Cagayan de Oro City to soldiers in Camp Evangelista, notably the wounded ones who were recuperating after their armed encounter against Maute terrorists in nearby Marawi City.

It was a concept by project chair Dr. Janrey Colonia that City Schools Division superintendent Dr. Elena B orcillo immediately approved.

BDO Nomura bullish on future of online stock trading in PH BDO Nomura, the joint venture company between BDO Unibank and Nomura Holdings of Japan that of fers an on line stock trading ser vice, said online stock trading in the Philippines is on the verge of a major upswing as more investors—especially the new ones—turn to the online platform to invest in the equities market.

BD O Nomura chair Eduardo V. Francisco said the natural affinity of the ‘young’ middle-income age group is to turn to technology to explore their financial capabilities.

“It’s the perfect combination: the 18-44 years old age group becoming more aware of the need to invest and the prevalence of technolog y. You put these two together and soon, you will see a boom in the online stock trading business,” he said.

Francisco also noted that the business of BDO Nomura has been steadily growing since its launch in October 2016.

Harnessing women’s power for crop shifting

Last of a three-part series GITAGUM, MISAMIS ORIENTAL – In interviews, the Gitagum town officials have also pointed out another concern that is linked to the deployment of the excise taxes among local government units (LGUs) : few batek farmers have switched to crops other than tobacco as envisioned by the government’s supposedly tobacco control policy.

As the share of the taxes are to be used to support those who cease planting tobacco or those who grow other crops instead, the tobacco farmers are left baffled and smarting.

Yet in the mid-2000s, many thought the twilight years of the crop in Gitagum had finally arrived. Abellonosa, a former municipal agriculturist and present town administrator, thought that batek farming has reached

its end, and people would finally begin to seriously plant other crops.

“There was no market for the sapud,” she recalled, ‘’farmers did not harvest it anymore.’’ The sapud, priced now at P20 a kilo, are the leaves on the lowest end of the shrub’s stem and are used as cigarette fillers. Abellanosa said the downward trend was due to cheaper leaves for fillers from China.

Aside from middlemen buyers for cigarette fillers, the bulk of the crop from Gitagum as in the province’s tobacco-growing towns, are bought by viajeros, peripatetic wholesale buyers who in turn sell the tobacco to retailers in provinces in Visayas and Mindanao.

The slowdown also came after the implementation of the RA 9211, the Tobacco Regulation Act of 2003 and the global glut of the market in 2004.

the National Tobacco Administration (NTA) noted that the production area in Misamis Oriental climbed to 559 hectares in 2011 from a low of 250 hectares

in the previous year and reached 615 hectares in 2015, and 974 hectares in 2016. The production has also upped from a low of 311 metric tons in 2011 to

567 metric tons in 2015 to more than 600 in 2016. But, nationwide, production, hectarage and number of farmers have all been on the downward trend for

burley and batek varieties in the past five years.

NTA records show that the number of tobacco farmers in the province had see-sawed from a high of 1,850 in 2013 down to 1,345 in 2015 and up again to 1,717 in 2016. But while the number of farmers in the five towns has lowered steadily in five other towns, it increased considerably in Gitagum, from 361 in 2013 to 727 this year. Three hundred and nine of these farmers, 42.5 per cent, are women.

The women farmers in Gitagum whom TMD talked with are decisive about various matters of consequences on the farm but are, like their male counterparts, wary of switching to another crop at the moment.

by NTA and the Department of Science and Technology of possible tobacco by-products, other than cigarettes and cigars. In fact, the NTA continues to collect research and development fees from tobacco wholesale buyers.

But the government has not adopted yet the guidelines issued by the FCTC Conference of Parties (COP) in 2014 for Article 17, comprising measures to reduce the supply of tobacco, particularly drawing up alternatives for growers.

In the updated country implementation data submitted to WHO FCTC last April 2016, the government reported that it still has to organize an alternativesto-tobacco program for growers.

The report said a team of ‘’representatives from the Department

of Agriculture, Department of Agrarian Reform, Department of Health, with representatives from Regional Health and Agricultural Offices, will travel to Brazil to study the country’s alternative livelihood program.’’

The report also said, after the Brazil trip, the Philippine team will develop a proposed country-specific project on alternative livelihood, which the COP guidelines indicated, ‘’must be time-bound and phased, and might take decades to implement.’’

But it looked like the few women leaders of Gitagum at the forum would not wait till the national government can set up its alternative program to win over farmers. Already, a little bit of enlightenment on tobacco control policies during the forum had stoked their enthusiasm to organize among themselves.

Seventy-two per cent of the 47 women farmers, who the TMD has spoken to, decide alone or jointly with their husbands on which crop to switch from tobacco. Their eminent power in the household to choose can be harnessed for crop shifting.

“We probably did not understand much what this law means to us, that’s why we were complacent. But now I think we need to organize so we can have a strong voice before the local government,’’ said Legaspi.

Then their voice, she said, will have more weight to haggle for a slice of the excise tax funds.

Still, she expressed doubt on an alternative crop soon, thinking it is going to be dire and problematic to shift. Mejos, together with two other women, was open to try alternative crops but only if subsidies and technical assistance such as soil analysis and marketing, are provided by the government.

For Leizel Ubanan, a pesticide subsidy from the government is a must. “Whatever crop we cultivate needs to be sprayed (with pesticide). Without pesticides, you cannot defeat worms as fat as bean pods,’’ she insisted.

Maricel Ubanan, on the other hand, expressed her thirst for applied knowledge instead. ‘’Government does not have to give us financial subsidy but we can use some training on do-it-yourself organic fertilizer and pesticide that we can use on tobacco and other crops,’’ said Ubanan. But still she thought it is not time yet to make the switch. For her, no crop has yet emerged to compete with tobacco’s profitability.

The women also wanted to lobby for its own bagsakan (trading center) where sellers and buyers can congregate, and collection of taxes and fees is more efficient, if not guaranteed.

It is a short-sighted effort that will not result in broad-based economic growth, social progress, and national development.

Past administrations such as the Marcos and Aquino regimes were biased towards a similar infrastructure-heavy approach. Yet the economy remains underdeveloped; agriculture and industry backward; and the majority still poor.

The ‘Build! Build! Build!’ infrastructure program of over 4,000 projects with 75 big-ticket flagships covers big-ticket infrastructure: mass transit, roads and bridges, railways, airports, seaports, flood control, communication and information, and so-called ‘new cities’. Fifty-three of these have identified budgets cumulatively worth Php1.58 trillion but is overwhelmingly concentrated in NCR, CL and ST which account for 63.5% of the total value.

Such infrastructure program strengthens prevailing enterprises engaged in neocolonial trade especially in NCR, CL and ST. The main beneficiaries would be existing big foreign and domestic corporations in low value-added manufacturing for export, natural resource extraction, and services including selling of imported products. Commuters may benefit but rates may hinder the access of low and no-income users. The planned infrastructure does not benefit farmers in terms of more productivity, irrigation, post-harvest facilities and farm-to-market roads.

Poor communities may even stand to be displaced by large infrastructure projects.

The true financial cost of the infrastructure whether under the public-private partnership (PPP) scheme or its hybrid variant also has to be put under scrutiny.

Project financing is one aspect – coming from government funds, ODA (bilateral and multilateral), private capital – and the eventual rates or fees charged to the public are also relevant.

The persistently regressive taxation bolstered by government’s tax reform package will also figure in exacting amounts from millions of poor Filipinos through additional value added, oil and sweetend beverages taxes to fund Build! Build! Build!.

Removal of State regulation in various industries continues to be institutionalized to favour big businesses over consumers.

It is not too late for any government to shift gear and pursue measures that have been proven beneficial to the people in other countries’ experiences. Landlords, bureaucrats, big business and even foreign powers will expectedly oppose these. But real agrarian reform, rural development and building Filipino industries is crucial to strengthen the economy, raise incomes, create stable jobs, and provide sufficient education, health, housing, and public utilities.
