TOP officials of the Jesuit university in Cagayan de Oro clarified over the weekend that nothing has been set in stone about the planned transfer of its main campus to Uptown Cagayan de Oro. In a series of consultations with various stakeholders over the weekend, Xavier University (Ateneo de Cagayan) clarified that a number of requisites have to be complied with before the institution can proceed with detailed plans for the proposal.

“Xavier University is governed by two systems of laws,” said Fr. Roberto

CARAGA MLGU visits 2 Balay Silangan in LDN LANAO DEL NORTE --The Municipal Local Government of Tubay, Agusan del Sur went full force for their benchmarking activity of two of the Balay Silangan houses in Lanao del Norte, July 10.

The local government officials and employees of said MLGU visited the Balay Silangan of Linamon and Kauswagan to learn how to effectively start up and manage their own drug

reformatory center in accordance with DDB Regulation No. 2, Series of 2018.

All Balay Silangan Reformatory Centers are implemented under close cooperation and coordination of all major stakeholders and members of the Dangerous Drug Board, most especially the implementing LGUs and the Philippine Drug Enforcement Agency (PDEA).

About 66 couples tied the knot during a mass wedding or “Kasalan ng Bayan 2019” sponsored by Ozamiz City government as part of the celebration of the city’s 71st charter anniversary.

The free mass wedding includes couples living together out of wedlock.

Ozamiz City Mayor Sancho Fernando “Ando” Oaminal solemnized the union of 66 couples.

He advised them, “Marriage is a lifetime commitment; the sacrament of marriage is forever with full of love and respect for each other.”

He reminded the couples of the responsibilities and commitment towards each other.

“With marriage as the precursor to a family, we want our residents to know that family comes first in this city,” he said.

In her message, Vice Mayor Simplicia “Bebi” Neri congratulates the couples, who have been living together for years without having legitimized their bond.

Mayor says Pacquiao now ‘greatest 40-year-old boxer’ BACOLOD City--Mayor Evelio Leonardia of this city hailed the latest triumph of Senator Emmanuel “Manny” Pacquiao on the boxing ring, saying it was “a clear victory” against his American foe Keith Thurman.

“Manny has once again proven that he is a case of ‘may edad na pero may abilidad pa!’ He can now also claim the title as ‘the greatest 40-year old boxer,” the mayor said in a statement on Sunday.

With his win against Thurman, Pacquiao became the new WBA super welterweight champion.

“It was a no-contest.

When Senator Manny kno cke d down Thurman in the first round, we knew what was going to happen next. How it was ruled a close split decision is beyond my comprehension,” Leonardia added.

Leonardia, who was the Philippine flag bearer in Pacquiao’s previous fights, was not able to join the Team Pacquiao at the MGM Grand Garden Arena in Las Vegas this time because of his tight schedule on the week of the match.

It was reigning Miss Universe Catriona Gray, who went up the boxing ring to raise the Philippine flag.

Leonardia, who watched the fight in Manila, shared that minutes before Pacquiao climbed into the ring, the senator’s personal lawyer Tom Falgui made a video call to him from the locker room.

“Manny and I were able to exchange waves and fist signs. I was able, therefore, to wish him good luck despite being miles and miles away here in Manila,” he said.

Pacquiao, an adopted son of Bacolod City, first asked Leonardia to carry his belt in 2005. Since 2006, the mayor has been carrying the Philippine flag inside the ring for the only eight-division world boxing champion.

THE Department of Finance (DOF) announced in a statement on Monday that it has jointly issued with the Department of the Interior and Local Government (DILG) a circular providing the guidelines in setting reasonable rates for regulatory fees and other service charges imposed by local government units (LGUs), as part of ongoing government efforts to improve the ease of doing business in the country.

Joint Memorandum Circular (JMC) 2019-01 , signed by Finance Secretary Carlos Dominguez III and Interior and Local Government Secretary Eduardo Año, was issued to ensure that LGU fees do not unduly burden the public but are imposed only to help local governments recover the costs of services they render while making them more business friendly, in compliance with Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act and as provided under the Local Government Code.

“In order to help LGUs build strong enabling environment for good local governance and serve our constituents fairly, particularly the business sector, we enjoin all LGUs to review,

adjust, and/or revise their local revenue ordinances in accordance with the rationalized procedure for setting fees and charges,” the JMC said.

The JMC covers all local chief executives, vice governors, vice mayors, Sanggunian members, punong barangays, regional directors of the DILG and the Bureau of Local Government Finance (BLGF) of the DOF, provincial/ city/municipal/barangay treasurers and heads of departments or offices in the LGU. It applies to all fees and charges imposed by LGUs rendering services to the public. These include business permits, mayor’s permits and barangay clearances, toll fees, and billboard fees, among others.

The JMC takes effect immediately.

Under the circular, the DOF, through the BLGF, will issue the guidelines through a Local Fees and Charges (LFC) Toolkit, which comprises the direct fixed cost (e.g. depreciation of equipment and utilities, such as electricity and water used) and variable costs (e.g. salaries of personnel, cost of supplies and materials) of rendering services.

Police nab 24 year old who raped his 10-year old cousin

ILIGAN City--Police arrested on Friday, July 19, a 24-year old who was accused of raping his 10-year old cousin, in Barangay Kiwalan, here.

Police Captain Niel Mark Quipanes, chief of Iligan City Police Station 3, said

the suspect was arrested at his house during a pursuit operation after their neighbors reported the incident to the police.

Quipanes said their initial investigation revealed that around 12:00 noon on Friday, the victim was on her way home when the suspect pulled her at the

grassy portion of the area.

“The victim said she was punched and got fainted.

When she gained her consciousness, she has no more underwear and full of blood, especially her private parts.

She was very weak when neighbors brought her in the hospital,” Quipanes said.

The suspect was detained

at ICPS 3 in Barangay Dalipuga while waiting for the family of the victims to file proper charges.

Quipanes said the suspect denied the accusation but the victim positively identified him through a picture the investigator brought to her in the hospital.

DOF, DILG issue joint circular on setting reasonable LGU fees importance of using the LFC Toolkit in updating revenue codes and ordinances and to institutionalize a monitoring system to ensure compliance of LGUs with the circular.

LGUs have the option to adjust the fees they impose but these should conform to the variables in the LFC Toolkit used in computing the rates and should, as much as possible, uniform for similar or comparable services and functions offered by other LGUs, the circular said.

“The revised rates shall be imposed through the issuance of an appropriate ordinance and compliance to all legal requirements including the conduct of a public hearing and publications,” the circular states.

The BLGF and the Philippine Tax Academy, in coordination with the DILG, will conduct the training and technical assistance programs for LGU personnel to help them review and set reasonable regulatory fees and charges by using the LFC Toolkit.

Every local chief executive is advised to issue an executive order creating an oversight committee on the revision of fees and charges, which will review, gather data and compute the appropriate rates based on See ISSUE, page 11

Sending the undefeated Keith Thurman to the canvass in the first round is a mean feat for the fighting Senator, a knockdown previously touted and was openly claimed by his opponent earlier in the fight – to send the People’s Champ to retirement.

But there was no retirement that happened. Thur-

man’s trash talk before the fight was pure and simple cheap language from the former undefeated welterweight champion.

Indeed, with his dual role as a boxer and public servant, Pacman’s Sunday fight can be one of the most challenging episode in his boxing career so far.

That exciting split-decision victory for Manny was third straight win to his career resurgence after turning 40 years old. The Pambansag Kamao has now a record of 62-7-2 .

While his opp0nent had shown remarkable tenacity in rallying through the middle rounds, Pacquiao rallied on towin in a split decision.

Later after the fight, Pacquiao declared the fight was fun and acknowledged

with all humility that Thurman was a good fighter and boxer.

Two judges scored the bout 115-112 for Pacquiao, while Glenn Feldman scored it 114-113 for Thurman. The Guardian also scored it 115-112 for Pacquiao.

With no more trash talk , the 30-year old Thurman bowed down with acceptance his first ever defeat – this time to a Filipino boxing icon.

Eager to retire Pacquiao, but Thurman could not hurt the ageless wonder throughout the fight with some 13,000 spectators in attendance at the famous MGM Grand Arena in Las Vegas.

GSIS offers emergency loan to 6k workers get P1b 41K El Niño victims in Iloilo in settled disputes STATE pension fund Government Service Insurance System (GSIS) opened its emergency loan window to active members and old-age pensioners in Iloilo who have been affected by El Niño.

The deadline of application is July 25, 2019. The grant in the said province excludes Iloilo City and the municipalities of Janiuay, Lambunao, and Mina, which were earlier offered the same loan and with the

acceptance of application having ended last June 29, 2019.

Under the program, members with no existing emergency loan may borrow Php20,000 while those who still have outstanding balance in their previous emergency loan account may be granted a Php40,000 loan. Old-age pensioners in the area may apply for a Php20,000 loan. At present, a total of 33,465 active members and 7,407 old-age

TO protect their selfesteem, millennials have grown up constantly rewarded, not punished.

Highly complex rule systems with harsh consequences are foreign to people who have been praised for even the smallest successes and whose mistakes have often been glossed over as part of a process of becoming a better one is contrary to the various zero tolerance rules students encounter in school. They can get expelled for brining tiny amounts of drugs into the school for example.

I have noted over the past several years that new students come in with a greater and greater sense of entitlement. Coddling

children does not teach them the difficult subjects and methodologies they need to succeed in serious intellectual endeavors. They are spoiled children.

While I see a sense of entitlement amongst my students, I’m highly skeptical of drawing broad generalizations about an entire generation. Being legalistic may actually encourage students to take responsibility for their own actions or at least learn that they can’t weasel their way out of every situation they don’t like. I’m normally not a tough love advocate but these students will learn more in the end if someone lays down the letter of the law.

Help your class identify bullying in books, TV shows and movies, and discuss the impact of that bullying and how it was/could be resolved.

Anyone can start doing those responsibilities to create a bully-free classroom for effective teaching and learning.

THE labor department has sustained a stable industrial climate by resolving cases involving P956,983,178.04 in collective bargaining benefits and other monetary claims covering 6,095 workers from January to June 2019.

Labor Secretary Silvestre Bello III said the labor disputes were settled using alternative dispute resolution (ADR) mechanisms that ensure integrity, efficiency, and fairness and bereft of the long legal proceedings in labor row resolution.

“Alternative dispute resolution is our strategy in ensuring speedy delivery of labor justice. DOLE stands firm on sustaining industrial peace through the fast settlement of labor disputes,” he said.

Every teacher wants a classroom free from bullying so that effective teaching and learning takes place. The question is how can we attain a bully-free classroom? As a teacher, it may be difficult to control bullying that occurs in the classroom but we must to have a conducive learning environment. As the saying goes “Little things can make a big difference”. Simple and genuine gestures, such as regularly greeting pupils, talking to pupils, and addressing pupils by name, help to make pupils feel connected.

What is our first responsibility as a teacher to have a bully-free classroom? Our first responsibility is creating a safe and healthy environment in our classroom. One that protects every single pupil from any harm, physical or emotional, as a result of the actions of other pupils.

This means that we must identify any potential bullies and any potential victims and become a vigilant

BSP assures in-depth study on proposed P20 coin

MANILA – The Bangko Sentral ng Pilipinas (BSP) has assured the public that an extensive and in-depth deliberation will be done regarding the proposed pro du c t i on of P H P 2 0 coins.

In a statement, the BSP said “a total systems study on the currency cycle” in the central bank was conducted recently by a team from the University of the Philippines (UP).

“One of the recommendations is the replacement of the 20-Piso banknote with coin as it is the most used denomination for small-value transactions, causing it to be easily unfit and returned to the BSP

for replacement,” it said.

The BSP said that on the back of this recommendation, the central bank will ensure that the coins they will mint will be studied carefully.

“As with previous currency issuances and enhancements, the design, security features and specifications of the 20-Piso coin shall be a result of an extensive and in-depth deliberation by the BSP’s Committee on Currency D e s i g n an d E n h an c e ments,” it said.

“The Committee’s proposal shall be submitted to the Monetar y Board and then recommended for final approval of the President of the Philippines,” it added. (PNA)

THE Department of Trade and Industry (DTI), through its Competitiveness Bureau (CB), held its second Logistics Services Philippines (LSPH) Conference and Exhibition on July 15 and 16 at the Mezzanine Hall, Philippine International Convention Center (PICC) in Pasay City.

With the theme, “Logistics 4.0: Towards an Innovative and Inclusive Logistics Services Sector”, LSPH 2 gathered stakeholders from the logistics services sector, government and development partners to thresh out issues and formulate solutions in a bid to boost competitiveness of logistics services in the country.

Secretary Ramon M. Lopez, during his keynote speech, said that the logistic challenges must be further drilled down to be properly addressed.

“The DTI is working

closely with the industry representatives on a number of reforms and this covers reducing logistics costs making “doing business” easier, addressing our human capital requirements, and many more,” the Trade Secretary said.

The event featured different discussions on the global trends and practices and the future of logistics services in the country. It also tackled on how Micro, Small, and Medium Enterprises (MSME) take advantage of Industry 4.0 and how Logistics Service Providers (LSPs) contribute to making MSMEs more globally competitive by incorporating digitalization and innovation-related modules.

In partnership with MSME Council, and Board of Investments, the two-day event showcased the services

THE Board of Investments (BOI) through the Domestic Investment Promotions Services (DIPS), Cagayan De Oro Extension Office generated nearly Php2 billion from 22 investments leads from the conduct of Investment Priorities Plan (IPP) Roadshows on 28-31 May 2019 in the Zamboanga Peninsula. Comval guv supports Salugpungan suspension NABUNTURAN, Compostela Valley -- Compostela Valley Governor Jayvee Tyron Uy is supporting the order from the Department of Education XI (Deped) suspending schools operated by Salugpungan Ta Tanu Igkanogon.

According to the Deped Compostela Valley, 15 out of the 55 schools suspended are located in the province.

In a statement, Governor Uy stressed that for ten years of existence in Compostela Valley, the administration of the Salugpungan schools had not consulted the local government in the province.

“As Governor and former Chair of the Regional Peace and Order Council XI, we also received complaints on the failure of these schools to secure free, prior and informed consents (FPIC) from the communities where they operate, as mandated by the Indigenous People’s Rights Act,” the governor said.

Governor Uy hoped that the issues surrounding the suspension will be cleared up, following a free and unbiased inquiry.

Iligan City National High School (ICNHS) highlighted the importance of school feeding programs, both as asocial safety and food security measures and as part of national educational policies and plans. School feeding programs help to get children into school and help to keep them there through enhancing enrollment and likewise reducing absenteeism. Once the children are in school, the programs contribute to their learning, through avoiding hunger and enhancing cognitive abilities.

It is for this reason that the beloved school principal, Rex Lao Razo also called as “the Father of Feeding Program ”has recently urged the school community, with the implementation of “ICNHS Feeding Program ”to engage in this program, together with ever enthusiastic active teachers of the school and canteen staff. They had intensified the efforts to support the feeding program initiative, which targeted 70 students of the said school, as recipient

at the most marginalized, such as school health and school feeding. Furthermore, school health and nutrition interventions have been working and recognized in addressing the situation that the school has today in educational access.

The school aims for a goal in achieving alleviating hunger and malnutrition in order to achieve this goal, it is essential that even the poorest children, who suffer most from ill health and hunger, are able to attend school and learn while in there.

Disadvantaged children which are the poor, the marginalized, and children in fragile states often suffer the most from ill malnutrition, and therefore benefit most from school health programs.

Reconciliation between them has already been diligently employed but all proved futile.

baylans. Patterned after the long-standing BishopsUlama dialogue forum, this encounter of bishops and baylans will take place in Butuan City, the earliest part of Mindanao reached

by European missionaries in the 1500s. We have to remember that the first converts to Christianity were our Lumad ancestors and the beginnings took place in the Caraga Region.

The ECIP hopes that in the run to the Easter Week of 2020 event in Butuan City, there will be initiatives at the local Diocese during the IP Sunday in October 2019 to bring the bishops, priests and religious with their local baylans to begin this process of IRD with them. Modules are also being prepared so that the BECs and parishes will have study guides to assist the BECs, parish groups and students in our Catholic schools so they can pursue this IRD theme next year.

A series of consultations took place in various parts of the country facilitated by the ECIP staff to help the diocesan coordinators and their Lumad partners prepare for the 2020 events.

This took place in Baguio for North and Central Mindanao groups last June 17-19, in Iloilo for the Visayas on June 24-26, then in Malaybalay for North-west Mindanao on July 15-17, and Davao for South-east Mindanao on July 18-19.

These consultations were conducted in view of having adequate preparations not only for 2020 but also for 2021.

Why 2021? The Filipino people – specifically those belonging to the Christian churches – will be celebrating a Great Jubilee Year as we will be celebrating the 500th anniversary of the arrival of the first missionaries, along with Ferdinand Magellan and his companions, to our islands. This historic event led to Spain’s entry into the islands towards claiming las Islas Filipinas as being a colony under the King of Spain. This Empire agenda to colonize the islands also brought the Spanish friars whose goal was to baptize those they encountered.

They did not succeed with our ancestors who already embraced Islam, so they concentrated their proselytizing efforts with the indigenous peoples.

In 2021, there is need to reflect on the meaning of this encounter and to take stock of the legacy of Christianity among our people. While there is reason to celebrate with joy and gratitude for this historic turn of events, we cannot deny that the process of colonization-evangelization also eroded our ancestors’ lifeways, cultural traditions and indigenous beliefs and practices. Today we know very well the impact of what took place under the colonizal gaze. The ECIP hopes

that when 2021 will come to pass, we can all discern the historical meanings of the long years of colonization and the conversion of most Filipinos to Catholicism.

In a future column, I will add more to how best we can celebrate 2021 in a manner that we can find healing and reconciliation with the descendants of our ancestors who were under the yoke of the colonial Empire, namely the Lumads of today. And following the spirit of the Old Testament notion of a Jubilee celebration, that we can seek forgiveness of all the trespasses committed and make amends especially on behalf of the Lumads of today who are faced with such heavy burdens!

“However, we are also governed by Canon Law and Jesuit Law as a Jesuit Institute of Learning so we require the permission of the Father General to proceed,” Yap noted.

Rev. Fr. Arturo Sosa, S.J. as the Superior General of the Society of Jesus (the official title of the leader of the Society of Jesus, the Roman Catholic religious order better known as the Jesuits), is generally addressed as Father General.

In a letter to Xavier Ateneo dated 26 March 2019, Sosa was positive about the project’s outlook.

“In general, the plan seems reasonable, and some initial legwork has been done. Thus, I would be open to this alienation and eventual transfer,” Sosa wrote.

“However, given the magnitude of this undertaking, involving such an enormous amount of money, I ask that more in-depth and extensive discernment and consultation be done before approving this request.”

“Dialogue with the faculty, staff, students, and parents of XU, and even representatives from the alumni would be important.

Should serious questions be raised in this process, they should likewise be addressed. I would like to see that the objections and alternative solutions are sufficiently addressed,” Sosa added.

“My hope is that this would make this project even stronger, with greater and more solid support from

So far, XU has conducted consultations with parents of grade school, junior and senior high school students, college students and their leaders, faculty, deans and chairs, college alumni and had good discussions and sharing.

Most of the participants have emerged from the consultations, excited and enthusiastic about the proposed project.

Another consultation was held Saturday afternoon with the College of Agriculture alumni (Aggies) focused more on the proposed transfer of the college to El Gaucho in Upper Puerto. Another is scheduled on July 22 with local and national government and civic leaders.

“The consultations aim to present the proposed project, raise concerns, address issues, and generate possible solutions,” Yap said. “The consultations will ensure a forward-looking and comprehensive master plan.”

The President’s Council and XU Board of Trustees have been working to flesh out the master plan for its Campus of the Future during the past three years, primarily to examine how the university’s real estate assets could be used in the service of its vision and mission as a Jesuit educational institution.

After considering several national real-estate players, the Board chose property developer Cebu Landmasters Inc. (CLI) as its partner in developing the proposals for this new campus project. CLI was recently recognized as the Best Developer in the Philippines by Property Guru Philippines Property Awards.

However, Yap said the consultations only started this year since Xavier Ateneo has a non-disclosure agreement with CLI. “We could not go around and discuss it publicly when it was still in the conceptual planning stage,” he explained.

As a publicly listed company, CLI was mandated to disclose the proposed project to the Philippine Stock Exchange (PSE) this July when the stakeholders’ consultations began.

CLI’s disclosure immediately led to a social media buzz about the project’s possible impacts on the downtown campus, Manresa campus and the College of Agriculture. “ This is not all for Xavier. Primarily it will be for Xavier’s Campus of the Future but we also have a commitment to the city,” Yap stressed.

“XU is always in the service of Cagayan de Oro and this should lead to further infrastructure development which would uplift the city,” he added.

XU is considering moving most of its operations out from its 6-hectare main campus near Plaza Divisoria to provide a better

learning environment for its college students. The current campus is deemed congested; too noisy from outside traffic and from activities in the covered courts and football field; and at risk of flooding.

The planned campus of the future in its Manresa Campus will feature welldesigned school buildings and administration facilities catering to several academic and technical courses such as Agriculture, Arts & Sciences, Business & Management, Computer Studies, Education, Engineering, and Nursing. The campus will also be adaptable to future developments in academic disciplines and technological innovations.

Main master plan elements include an abundance of open spaces and greeneries – a main plaza, interconnected courtyards, sports facilities, an amphitheater, and a University Forum which will incorporate a museum, theatre, and gallery.

The state-of-the-art Manresa Town Campus of the Future will provide innovative spaces for learning, pioneering research, artistic expression, whole-person formation and experiencing excellence.

The new main campus will retain the 25-hectare forest reserve in Manresa. It will be near XU’s 12-hectare basic education campus at Pueblo de Oro, allowing integration of campuses for greater efficiency and modernization.

The College of Agriculture facilities including its demonstration farms, workshops, field laboratories at Manresa are to be moved and upgraded to XU’s 104-hectare property in Bugo/Upper Puerto known as El Gaucho.

To finance the construction of the new campus, the proposed Master Plan envisions the sale of around 14 of the 63-hectare Manresa property to CLI. CLI plans to develop a township project (working name Manresa Town) which will integrate complementary commercial, residential, office, and leisure uses.

XU is also proposing to sell around 4 of its 6-hectare property in Divisoria that CLI plans to develop into downtown CDO’s Central Business District (working name Xavier City), with XU’s Church of the Immaculate Conception at its heart.

“We are not leaving Divisoria,” Yap stressed. “Xavier Ateneo will continue to be present in downtown Divisoria with the University Church and a redesigned campus for the XU School of Medicine, College of Law and most of its graduate programs.”

Should the new campus project be approved by the Jesuit authorities, it is expected to be developed over an 8- to 10- year period. The new campus is proposed to be named Masterson Campus in honor of the late

Jesuit visionary Fr. William Masterson SJ who foresaw the potential of Manresa in the 1960s.

This proposed master plan for a Campus of the Future is in line with the Jesuit university’s strategic plan to be the best university in Mindanao and among the best in the Philippines especially as Xavier Ateneo moves forward to celebrating its centennial in 2033, Ad Majorem Dei Gloriam.

The relatives however will be informed of the death by the Hajj Medical and Supervisory team in Saudi.

On Friday, July 19, a 57-year old female pilgrim from Lumbayanague, Lanao del Sur, died of the same cause.

Datu-Ramos said many Filipino pilgrims want to die in Saudi during the Hajj because they believe that they will go to heaven if they die.

“Around 90% of the pilgrims yearly are first timers.

It is one of the pillars of Islam and is a once-in-alifetime event for most,” Datu-Ramos said.

Last year, some eight Filipino pilgrims, mostly in their senior years, died while performing the Hajj.

This year, some 7,325 Filipino pilgrims are participating in the Hajj, an obligation that every Muslim must do at least once in their lifetime.
