THOUSANDS of Philippine police officers have received administrative punishments with more than 2,000 dismissed for wrongdoings during raids where drug suspects were killed under the president’s crackdown, officials said Thursday. Communications Assistant Secretary Marie Rafael Banaag told a news conference that 14,724 police were investigated for their involvement in police drug operations that led to deaths from July 2016 until last April. She said 7,867 of them received administrative punishments for unspecified lapses. A tally presented by Banaag showed that 2,367 police officers have been fired, 4,100 suspended while the rest were reprimanded, demoted, had their salaries forfeited or deprived of certain privileges. Banaag did not say how many officers have been criminally charged for serious lapses or outright crimes committed while enforcing the crackdown, which was launched by President Rodrigo Duterte as his centerpiece program when he took office in mid-2016. Pilgrim dies in Makkah while on Hajj By DIVINA M. SUSON Correspondent
ILIGAN City--A 57-year old female Pilgrim died around 11:00 am on Friday, July 19, while on Hajj in Makkah, Kingdom of Saudi Arabia. Jun Alonto Datu Ramos, Head of Public Relations and Information Division of the National Commission on Muslim Filipinos (NCMF), identified the pilgrim as Sarapia Abalimbona Taha, who is coming from Lumbayanague town in Lanao del Sur. Citing information from NCMF’s Philippine Medical Team head Dr. Abdulnasser Masorong, Jr., Ramos said Taha collapsed while entering the Masjidil Haraam, just before the Jumaah, a congregational Friday prayer. Oro scavengers arrested for breaching Verde Soko property By MARK FRANCISCO Correspondent
A total of 28 persons were arrested for theft for breaching into the compound of Verde Soko in Phividec Industrial Estate in sitio Buguac, barangay Sta. Cruz, Tagoloan, Misamis Oriental and scavenging for garbage there. Tagoloan Police Station chief of police Maj. Allan Oniana identified the arrested persons as Alex Medio, Arlon Gamayan, Marito Bunghanoy, Dodong Palak, Almer Enrequiz, Rosalyn Edoria, Christopher Lamantucan, Resie Minester, Dennies Montero, Dodong Apoya, Wella Lagrada, Belen Siguay, Melania Agustin, Jenefer Cape, Alvin Loretero, Rosana Medio, Maricel Mabale, Nimpa Sadlawan, Jimmy Edoria, Caen Manrawat, Cerilena Mial, Dian Ramos, Gloria Ayoman, Ronald Mabanta, Manrawat Ferdinand, Garry Mial, Freddie Almeral,

According to Oniana in his report, the barangay chairman of nearby Mohon requested police assistance Thursday afternoon (July 18) after receiving information that several persons have trespassed the Verde Soko compound in Phividec Industrial Estate. Police immediately responded together with Mayor Gomer Sabio and caught the 28 persons about to leave the area in their Bongo utility vehicle. When confronted, the scavengers told police that they received a go-signal that the South Korean garbage stashed at Verde Soko could already be scavenged. Police are slated to file theft charges against the suspects, considering that Verde Soko is a private property.

JIMENEZ, Misamis Occidental -- Jimenez town and Department of Information and Communications Technology (DICT) in partnership with Department of Interior and Local Government (DILG) Department of Trade and Industry (DTI) launched the first-ever electronic Business Permits and Licensing System (eBPLS) in the province of Misamis Occidental and Northern Mindanao held at the Sangguniang Bayan Hall, Municipal Building, Jimenez. eBPLS is one of the projects of the Department of Information and Communications Technology that aims to provide automation, an easier and faster process of business permits and licenses application in the municipality. MARAWI CITY -- “The promotion of Information and Technology (IT) programs gives a picture of a community that is back on track, portraying the residents standing up, and we’re moving forward from traumas wrought by Marawi siege,” according to Engr. Azreen Morohomsalic, IT professor of the Mindanao State University (MSU) Marawi Main Campus. Marohomsalic expressed optimism that the IT profession can contribute to the ongoing physical rehabilitation of the war-torn city. He added that the city is already recovering from the trauma and physical pain brought about by the siege. Currently, Marohomsalic together with his fellow IT professionals are embarking on a project dubbed “Marawi IT Solutions: It’s Marawi” which aims to promote and raise the flag of IT within their locality involving Maranao residents affected by the conflict. “To the students who don’t have any idea on IT
works, we are here for them, to introduce a system development,” Marohomsalic said, adding that his startup IT company targets to build up and develop a system for the institutions for better processing. BALIGUIAN Island, the farthest paradise off the coast of Concepcion in Iloilo, boasts of a pristine beach with clear waters. The island is home to fisherfolk who dream of having a good education and a better life for themselves and their children. However, because the island is hard to reach, the eager learners have no access to formal education. That is why Alternative Learning System (ALS) facilitator Ma. Lourdes Obillos braves the winds and waves for three hours onboard a small boat from Concepcion to reach Baliguian, then treks to get to the community center to conduct informal classes. Traveling to the island is just part of the challenge though, as the ALS set-up is never easy. Unlike in formal education, the ALS teacher is the one who goes to the community where the learners are to hold weekly multigrade classes — a single class where students are of different ages and competencies. Obillos’ ALS class is composed of three groups of students — basic education for those who are unable to read and write, elementary, and secondary — with all of them needing her attention at the same time. Improving lives through education A program of the Depart-
ment of Education (DepEd), ALS is non-formal education that provides a learning path for learners to have a second chance of finishing either primary or secondary education. Classes are conducted once or twice a week in either schools, community centers, or anywhere the learners and ALS teacher can find a space to gather and do their work. Despite the hardships that they experience while traveling by sea or trekking the mountains and managing three groups of students in one class, Obillos said they persevere because they know the extent of help the community needs. “Parents would confide to us that they have nothing to offer to their children in terms of education because they themselves did not have the opportunity to go to school,” the educator emotionally shared. “In spite of all the hurdles, I truly believe that education will improve their lives, so that motivates us to keep doing what we do,” she explained. Compassion for refugees?
IS the European Union (EU) choosing self-interest over compassion for refugees? A very interesting question asked by German TVcommentator Bernd Riegert. And it seems, he is already able presenting his answer: In the EU’s game of “refugee bingo,” far-right Italian Interior Minister Minister Matteo Salvini can only win. He has little reason to give in to states looking for lasting migration policy. “Miserable” was the word German Interior Minister Horst Seehofer used to describe the current situation for migrants fleeing to Europe from Libya. It’s a reference to “refugee bingo,” cynical jargon for the game the European Union plays whenever a private rescue
ship saves dozens of migrants on the Mediterranean Sea and brings them to Italian shores. The EU commissioner for migration gets on the phone with interior ministers from around the bloc, cajoling them to take a handful of people. Then the merciless haggling begins as Bernd Riegert and many others describe the present situation at the south border of Europe. Yes, being very honest: the process has become a rallying cry for Italy’s far-right interior minister, Matteo Salvini, who has achieved domestic political success by stoking anti-refugee sentiment and presenting himself as the unyielding protector of Italian interests. Close the
ports, deter the migrants, problem solved — that’s Salvini’s populist recipe. And several other opinions go into the same direction. Fact is: refugees sent to Libya under EU deal face ‘catastrophic’ conditions. A few EU member states, notably France and my home country Germany, have had enough of this game. They want a lasting arrangement that determines which country takes in how many migrants. We can probably thank the courageous ship captain Carola Rackete for Seehofer’s support in finding a solution. Her daring landing on the Italian island of Lampedusa made global headlines. EVERY August for Chinese communities worldwide, it’s hungry ghost month! And the traditional followers have distinctive rituals or behavior to comply lest they be victimized by the “hungry ghosts” living or dead. It’s all about making peaceful coexistence. With hungry ghosts in a no harm, no foul quid pro quo way. Or like Passover ritual in the Bible let alone similar to wearing red every Chinese New year Eve! How so? Let’s predicate! In Passover, people smeared blood outside their main doors to signify their eldest had been slain thus escaping the wrath of
Herod’s soldiers. In Chinese New Year, red is worn to also signify blood and being dead to be passed over by their belief in the monster dragon Nien that comes and eats people on new year’s eve ! Thus red became not only a symbol of love but luck. And in history that’s how people prepared in their rituals. Now for ghost month, the belief is the dead in hell who can’t accept their fates are released for a month and are free to roam the world and do what devil may care things like occupy an empty room or place or possess humans! So a simple ritual peace offering similar to Passover
or wearing red is done by putting outside beside the main door of a home or business establishment a saucer or paper plate of sticky rice cake (Biko or suman) with candies and incense joss sticks offering This is so prevalent in Asia that during ghost month, you see these outside restaurants, shops even barbershops and homes from condos to single detached houses! Also never step or tamper or get a candy. It’s also similar to trick or treat during Halloween except that the ritual of giving these offerings is done daily for whole Chinese ghost month of August and not just for a day.

So there be ready to respect these phenomenon and if you are Chinese Feng Shui wannabe follower, simply follow this ritual daily for the month of August as an awghost or rather August thing to do to avoid the evils of hungry ghosts especially in income generation and live life. Be careful is the mantra to keep in heart and mind. Also never wear red as it is hated by hungry ghosts.

Nunez, Jr. and incoming director John Robert R. Hermano. Nunez has been reassigned to Region 1 while Hermano just came in from NFA R-6. In his six months assignment in Region 10, Dir. Nunez, himself as mechanical engineer, was very keen at the functionality and product specifications of post-harvest facilities, especially so that the focus of government now is local palay procurement to attain the agency’s lone mandate of buffer stocking with particular attention to adherence to stock quality management. LABOR Secretary Silvestre Bello III has renewed government assurance in protecting the rights and promoting the economic empowerment of persons with disability. Bello made the commitment at the start of the National Disability Prevention and Rehabilitation Week at the Employers Forum on Disability Inclusive Employment held in Manila on Friday. “Given the government’s commitment under the United Nations Convention on the Rights of Persons with Disability and the department’s agenda on achieving inclusive growth and decent work for all, we shall continue to bring hope to all PWDs by providing them employment and livelihood opportunities,” Bello said.
The forum, conducted by the Bureau of Workers with Special Concerns (BWSC) and in partnership with Project Inclusion, aims to promote awareness of the rights of PWDs, particularly the right to equal access to employment opportunities, and encourage more private establishments to open doors of opportunity to PWDs. Under Republic Act No. 10524, at least 1 percent of all positions to all government agencies, offices, or corporations shall be reserved for PWDs. On the other hand, private corporations with more than 100 employees are encouraged to reserve at least 1 percent of all positions for PWDs. “I am very happy that private companies heed the call of including PWDs in their workforce. I hope that
more employers will do the same,” Bello said, adding that there are currently about 270 companies with published job vacancies for PWDs. The Bureau of Local Employment (BLE) and the Public Employment Service Offices (PESOs) enhance their employment facilitation for PWDs through the job portal PhilJobNet, programs such as the JobStart Philippines Program and the Government Internship Program, and the conduct of job fairs. Aside from wage employment, the government also capacitates PWDs through
livelihood undertakings under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP). For the first quarter of 2019 alone, a total of 1,900 PWDs were granted livelihood assistance amounting to P1.51 million. DAVAO CITY -- With the increasing number of dengue cases in the city, the city health office has called on Dabawenyos to make it a daily habit to destroy the breeding sites of mosquitoes. Dr. Josephine Villafuerte, city health office chief, said Friday there is no room for complacency even though dengue cases remain manageable in the city. Villafuerte said residents must make sure their surroundings are clean and do not harbor breeding grounds for the dengue-carrying mosquitoes. “It is everyone’s responsibility to make sure their homes are kept clean at
all times. We are urging everyone to practice the four o’clock habit,” she said. The four o’clock habit is an annual campaign of the Department of Health (DOH) that encourages communities to “search and destroy possible mosquitobreeding places” at 4 p.m. every day. The denguecarrying mosquitoes are most active at dusk, just before evening. Data from DOH show that the cases of dengue in the Davao region have reached 3,495 from January to July this year, compared to 1,970 in the same period last year. DAVAO CITY--The Salugpongan Ta’tanu Igkanugon Community Learning Center Inc. (STTICLCI) remains in operation despite the suspension order served by the Department of Education (DepEd) on July 12. In an interview Friday, STTICLCI executive director Maria Eugenia Nolasco said the 55 schools around Davao Region whose permit to operate was suspended by DepEd-11 will still hold classes following the advice of their legal counsels. “Until no conclusion is reached on the issue, our operations will continue. The case is still being heard after we were afforded the chance to air our side, so there’s no reason for us to stop what we’re doing,” Nolasco said in Filipino. Who are Millenials? They are the digital generation of today. This generation is referred to as Generation Y. This group of learners utilized technology. According to Christy Price, EdD, a psychologist “Technology is intimately embedded in their lives. In fact, it is almost an extension of their bodies!” these Millenials are our pupils and teachers need to explore ways of adapting to their capacity to reach them and teach them more effectively. Teaching Millenials effectively doesn’t mean we need to “friend” them on Facebook or start a thread on Twitter. It does mean we need to re-evaluate how we reach them and teach them both inside and outside the classroom. Some of the strategies are: 1. Integrate technology as a learning tool, not a replacement for effective teaching. Many Millenials have been working in groups so it’s good if teachers will apply collaborative learning exercises.
2. Teachers may grade pupils by using rubrics that identify benchmarks for assessing both quantity and quality of each pupil’s performance. 3. The smart classroom. If teachers are going to picture in their mind’s eye a typical smart classroom in a lecture hall, hat is it that dominates the center of the classroom? It is the almighty screen. It implies that our role is to control the powerpoint and video displays projected on the screen. As teachers we need to be mindful of the influence that subtle cues may have on the classroom experience and make effort to get out from behind the lectern and become front and center in the learning process. Reaching and teaching Millenial pupils challenges us to adapt our methods to th learning needs of pupils today. By interacting more with our Millenial pupils and lecturing less, we can create a more dynamic learning environment to help our pupils become more effective learners.

EDUCATION is the weapon that we must all be willing to use in our efforts to live in peaceful co-existence with one another. And that is why this institution is important. I would encourage DepEd and other national government agencies to see how increasing government investment can be one pillar of response to violence and conflict. The
key purpose of education is to open our minds to new thinking, to understanding the views of others. Perhaps we may even call it an oasis of peace in the midst of the many challenges that we face in this country. Let us hope that what is taught in our schools, colleges and universities have commonalities – that we all know much more about one another and we engage
together much more. In a country where providing food for and ensuring the safety of one’s family take precedence over buying books and meeting learning goals, it is completely understandable that effectively addressing the challenges to quality education especially in conflict-affected areas is a task that demands unflinching resolve. Making quality education a reality in all schools is a goal that we must continuously strive for.
It said the province’s dengue cases breached the epidemic threshold as of May and with clustering of cases on 91 barangays. The epidemiology bureau defined clustering as three or more cases recorded in a barangay in four consecutive weeks. Jose Barroquillo, IPHO’s mosquito-borne disease program coordinator, said that along with the purchase of the needed logistics, it is important for local communities to observe the “4S” strategy against dengue. It stands for search and destroy mosquito-breeding sites, secure self-protection measures by wearing long pants and longsleeved shirts and daily use of mosquito repellent, seek early consultation, and support fogging/spraying only in hotspot areas. “The regular cleanup of our communities and households is still the best way to combat dengue,” he said. The participants learned how create and make use of Learning Activity Sheets (LAS) designed for each level — basic, elementary, and secondary — to help them manage their
multigrade classes better and enable their learners to work on activities independently. Workshop attendees saw how the method is suited for ALS. “One major challenge faced by instructors is poor attendance from ALS learners, who are mostly breadwinners who still need to work,” said Dane Jeselle Cadaydayon, ALS facilitator from Leon Elementary School. “Through this strategy, students can bring the learning activity sheets home and catch up with the help of their ALS teachers,” she pointed out. “If I were an ALS learner, the CVIF-DLP will definitely help me pass the A&E,” Cadaydayon added, referring to the DepEd’s Accreditation & Equivalency Test for ALS. The competency exam is required for ALS students who wish to enroll in secondary and post-secondary schools. Dr. Ray Butch Mahinay, DepEd’s Focal Person for ALS in Region 10, said that the CVIF-DLP methodology has a huge impact on mobile ALS teachers. “CVIF-DLP gives ALS students more flexibility considering that most of them are working or have limitations – some are confined in jail, or are single parents balancing informal school with work and raising their children, or are located in far-flung areas with no electricity,” he listed. “CVIF-DLP can definitely empower ALS learners, with results evident even after only a quarter grading period,” said Cherry Quillopas, workshop facilitator and DLP Ambassador from La Salette, Dagupan City. Engaging the community There is an African proverb that says “it takes a village to raise a child” and that “village” includes not just the parents and teachers in school, but even the Local Government Unit (LGU) and the private sector. He added that more than 200 policemen have been killed and 700 others wounded in drug raids — statistics that Duterte himself has often cited to counter allegations by human rights activists that police have killed suspects beyond the law because they violently resisted. Banaag said it was the first time authorities disclosed the full extent of police who have been disciplined for lapses in the anti-drug crackdown. an 1850–1900 baseline by 2100,” it said. This condition is taking a toll on Magsaysay town’s precious but endangered species – the hawksbill turtles. Magsaysay local government officials are making do with whatever they can to preserve the hawksbill turtles found nesting on its beaches. Kandiis Kagawad Rolando Pagara, who has been monitoring sea turtles for 20 years now, said they have already tagged with the Department of Environment and Natural Resources various hawksbill turtles, some of them were treated for injuries until three of Magsaysay’s villages were declared as Wildlife Critical Habitat for hawksbill turtles. Through Administrative Order 2016-2, the coastal barangays of Kandiis, Damayuhan, and San Isidro were declared as such. Groomed as the “Gateway to Misamis Oriental,” and where hawksbill turtles are found nesting, provincial and municipal officials struggle against a rise in the sea level temperature due to climate change, which impacts on sea turtles nesting on its beaches. “This is because sea turtles use both marine and terrestrial habitats during their life cycles,” explained in the vernacular by Pagara, who is also the focal person for Task Force Pawikan, created by Magsaysay municipal government to preserve the sea turtles. Pagara said they have also rescued sea turtles that were tagged by the neighboring country of Malaysia. Pagara said it has been the custom for hawksbill turtles to come back to their places of origin, where they were nestled and once lived; and having known for surviving up to 100 years or so, hawksbill turtles have been coming back to the shores of Magsaysay’s coastal villages long after they have left them. “This is the reason why they are now nesting under houses, because these areas are their nesting places a long time ago when there were no people living there yet,” Pagara said. He said soon the sea turtles may be extinct because of the heating up of the atmosphere makes them produce female-only eggs. Some 100 to 250 eggs are being laid in one nesting, and the survival rate when hatched is only 1 to 10 percent, he said, due to threats by predators and other factors underwater. Philip Neri Caseres, municipal tourism officer of Magsaysay, said various development perspectives are now being eyed to be in place within the three protected villages, especially Kandiis, where infrastructure projects are already ongoing, including a Hawksbill-like edifice for its study. deport them back to their countries of origin. Other receiving countries, such as Germany, know that deportation is now off the table for those who don’t stand a chance at asylum. That would explain why they are sticking to the rules as they are: Migrants are registered in the arrival country, in this case Italy, which decides who deserves asylum protection and who doesn’t. That can take months, then more months until other EU members agree to actually take those asylum-seekers. Even if a time-limited redistribution of the relatively few people brought in by rescue ships is agreed to, the larger problem remains. The EU’s asylum system needs reform that redefines responsibility and quotas — a huge step for a hopelessly divided bloc that has been negotiating for years and remains far from a solution. The EU’s eastern states, along with Italy and Austria, have been the biggest obstacles of all. Oxford Economics, on the other hand, placed the Philippines second among the top 10 countries in Asia with the fastest-growing emerging market economies. If we consider, therefore, the indubitable proposition that Asia will dominate the global economy in the next decade, Philippines and Filipinos definitely will have their rightful place in the sun. Second quarter retail sales for the Ranger rose 25 percent to a record 3,694 vehicles, driving its year-to-date total up 25 percent to 6,836 vehicles. “The Ranger remains one of the country’s most preferred pickup trucks, and continues to set the benchmark for the segment with its versatility, capability, power, and class-leading driver assist technologies,” said PK Umashankar, managing director, Ford Philippines.
