CAGAYAN DE ORO CITY: Business in this premier capital of Northern Mindanao is bleeding to death as the quarantine period continues, a city executive said Tuesday. City Councilor George Goking said that the COVID-19 pandemic has forced the city to adopt measures to prevent its spread through quarantine, travel restriction, and early evening curfew forcing some businesses to shut down. Goking, the chair of the city council’s ways and means, trade, commerce

and industry, said that the city’s projected income of P 7.5 billion by the end of December 2020 is impossible to attain. “Had it not for the COVID-19 pandemic, the projected income could likely be attained because the city has already collected more than P 2 billion in June 2020,” Goking said. DOLE-X advocates employment preservation amid COVID-19

AGAYAN DE ORO CITY--Department of Labor and Employment (DOLE)-X Regional Director Lawyer Joffrey M. Suyao highlights DOLE Labor Advisory No. 17 advocating employment preservation during the fourth Management Committee meeting at DOLE-X Regional Office. The advisory is part of the recovery support program of the department under post COVID-19 pandemic aimed to support the revamp of economies in the region. This supports the increased categories and increased number of businesses now allowed to open/ operate business subject to the Inter-Agency Task Force-Emerging Infectious Diseases (IATF-EID) and concerned local government units’ rules and regulations upon the declaration of Modified General Community Quarantine (MGCQ) for Cagayan de Oro City and concerned provinces in the region. To recall, Presidential

Proclamation No. 922, Series of 2020 was issued which declared a State of Public Health Emergency throughout the country in view of COVID-19 pandemic. Operating under the “Bayanihan To Heal As One Act” through one government approach, the DOLE upholds to protect the interests of workers in the private sector, supports the continued business operations by ensuring health, safety and welfare of workers, employers and the general public in Northern Mindanao under MGCQ starting July 1, 2020. The DTI-DOLE Interim Guidelines on Workplace Prevention and Control of COVID-19 tangibly monitors opened businesses through workplace visits to assess/monitor/validate minimum compliance to basic health and safety requirements. As a support to bolster economies and businesses, Suyao further clarifies that Labor Advisory No. 17, Series of 2020 promotes

employment preservation regardless of employment status of workers in the private sector operating or allowed to resume business operations under community quarantine arrangements. Work schemes for businesses The labor advisory promotes flexible work arrangements or alternative work schemes that employers and workers may avail instead of resorting to permanent termination of workers from work or cessation of business operations. Schemes may include but are not limited to reduction of work hours, rotation of workers, temporary closures or other schemes which shall adhere to basic Labor Standards policies. LANDBANK’s agri loans reach P227 Billion as of end-June; helps close to 2 Million farmers and fishers

N LINE with intensifying support to the agriculture sector, the Land Bank of the Philippines (LANDBANK) has provided P227.47 Billion-worth of agriculture loans as of June 2020. Of these loans to agriculture, P35.63 billion was outstanding loans to small farmers, fishers, cooperatives, and farmers associations. This includes direct lending to farmers and fishers which grew by P219 million or 18.37% from P1.19 billion in May to P1.41 billion in June. Meanwhile, loans to other players in the agri-business value chain stood at P191.84 billion,

of which P141.67 billion was lent to small, medium, and large agribusiness enterprises and P50.17 billion financed agri-aqua related projects of local government units (LGUs) and government-owned and controlled corporations (GOCCs). Taxation bows down to social justice It is quite puzzling to note that again and again and again, there are continuing attempts to tax the cooperatives. The attempts come in so many ways: either there are requirements to submit this or that, asking for tax account numbers of members who are farmers, indigenous peoples or informal settlers and what have you, before the Certificate of Tax Exemption (CTE) can be issued. The cooperatives’ stand on those requirements as manifested in their position papers goes something like this: Do you ask that from the Church? If you see that it is really a cooperative as shown by its Certificate of Registration, then the issuance of CTE must be automatic! Perhaps it is about time to know the real essence of cooperativism – that it is a social justice measure and no less than the Supreme Court has ruled in the case entitled Dumaguete Cathedral Credit Cooperative (DCCCO) versus Commissioner of Internal Revenue, no less than the highest court of the land affirmed the tax exemption of cooperatives. Yes the power to tax is very strong, taxes being the lifeblood of the government, but such must bow down to Social Justice,

the essence of cooperativism. The High Court’s ruling has reverberated throughout the land, much to the rejoice of all cooperatives especially those who are similarly situated and have been subjected to what we can only described as tax aggression of those who have the propensity to tax anything that moves. No one can deny that death and taxes are two things in life that we cannot all escape from: death, the inevitable fate of us mortals, aptly described as our “marriage to eternity, eternity being the home of the souls,” and taxes as the “life-blood of the nation” without which the essence of the State will just be illusory. That said, the State rarely relaxes its inherent power of taxation which is the most pervasive and persistent than its other two fundamental powers, that of police power and eminent domain. And when the State gives tax exemption, it does so only for very important reasons that have great bearing on its reason for being as a nation. Because of the vital role they play in society, cooperatives are given a distinct privilege as aptly manifested in the words of

Associate Justice Mariano del Castillo, the one who penned the decision. He said, “Cooperatives, including their members, deserve a preferential tax treatment because of the vital role they play in the attainment of economic development and social justice. Thus, although taxes are the lifeblood of the government, the State’s power to tax must give way to foster the creation and growth of cooperatives. To borrow the words of Justice Isagani A. Cruz, ‘the power of taxation, while indispensable, is not absolute and may be subordinated to the demands of social justice.” We in the cooperative movement firmly salute the Supreme Court for giving justice to the essence of cooperativism. We cannot understand however why there are those who are stubbornly persisting to tax the cooperatives when the law is very clear and categorical. EVEN before the pandemic, education was undergoing a transformation that will go on long after the virus threat subsides. Before COVID-19 disrupted our lives and forced our kids to open their laptops and learn from home, the first day of school was a rite of passage — the start of a life-determining journey that has broadly followed the same shape and rhythm for generations. From kindergarten to Year 12, classrooms are run by teachers who deliver

lessons that start and end with a bell. They set tests, watch over examinations, and post grades that might delight, disappoint, or even surprise parents. This one-size-fits-all approach to education has been in place for a couple of hundred years. Now, however, it is undergoing unprecedented change and not just because of COVID. The response to the coronavirus has demonstrated how technology can help transform how we teach

and learn. But the push for change started long before the pandemic struck, and it will go on long after the threat subsides. For years, policymakers have been exploring new transformative approaches to K-12 education that go far beyond just online lessons at home. As lockdowns ease and schools start to reopen in some places across our region, it’s as good a time as any to take stock and look at the likely future of education.

IT may not be a profitable profession but teaching has been regarded as the noblest mission, vocation and profession which contributes mainly to the non-material satisfaction of individuals who are engaged in it. This qualitative narrative inquiry explored the perspectives of young teachers in the Philippines on their reasons why they are teaching. Many studies have focused mainly on the motivation of teachers to teach but there were only few studies conducted which tried to establish the reasons why

young teachers chose the profession. Ten major themes ultimately emerged to describe the reasons of young teachers’ engagement in teaching. The young Filipino teachers cited that they teach to bring positive change, prepare students for life, serve as an inspiration, promote values, transform lives, teach for passion, set a higher bar of excellence in education, cure social problems, share knowledge and skills, and enable others’ dreams. The vast majority of new teachers entering the

profession are millennials. Millennial teachers want both a paycheck and a purpose-driven career. DepEd should ensure their employee proposition to millennials seeking teaching positions reflects this generation’s needs of individualized growth and development. To engage teachers, leaders must provide a path for them to follow to boost their development, have creativity and autonomy in the classroom, and create a thriving learning environment for students.

Solar Powered Irrigation System eyes to boost Impasugong town’s agri-fishery production

IMPASUGONG, Bukidnon - Aiming to boost agrifisheries production of Impasugong, Bukidnon, the agriculture department in Region 10 turned over the Solar Powered Irrigation System (SPIS) to the local government of the town. Said irrigation system worth more than P1.86 million will benefit the farmers of said barangay, covering eight hectares of highly elevated farmlands, planted mostly with high value crops. It has 30 solar modules at 320 Watt Power per module to drive the 7.5 horsepower surface pump with 3 inches diameter. The water that comes from Kalabugao River will be pumped up into an elevated concreted reservoir with a capacity of 27 cubic

meters. DA- 10 Regional Executive Director Carlene C. Collado said, the project is funded under the department's High Value Crops Development Program, which started on February 17, this year and completed on June 21. "Amid t he ongoing he a lt h c r is is , DA has worked hard to complete the project as soon as possible to help the Kalabugao farmers conveniently irrigate their vegetable farms. With this, they can utilize their time with other productive activities while coping with the challenges brought by the COVID-19 pandemic," he stressed. The Kalabugao SPIS is DA-10's 9th small scale water impounding system project in Bukidnon.

Time management is essential in any situation most especially during work hours. handle all assigned tasks on the given period of time. Dealing with time is sometimes nerve-racking especially during events where one has a lot of problems in mind and a lot of assigned tasks, so in order to properly divide time one must have a cool and a patient mind. One must not let stress overcome his/her thoughts because it may cloud over one’s brain and disrupt his/her focus. So in order to properly manage time, one must be patient and think thoroughly about the given tasks and the given time. After which, through systematic thinking, one must organize and set his/her schedule properly. Some may think that in order to accomplish a given task one must be willing to sacrifice ones own comfort but I beg to differ. One’s own comfort is still necessary to accomplish a task properly; the deadline

may be important but its content is important as well, far more even. Next aspect is one must have adaptability; change in schedule is very common in the work place so one must be ready to accept the possibility of a restructuring in one’s schedule. And lastly, one must exert effort in every task at hand be it urgent or laid back, effort mus always be present. Effort is like the salt to the delicacy we call work; it adds flavor and is a very necessary condiment. To sum it up, Justice Del Castillo said, “The clashing interests of the State and the taxpayers are again pitted against each other.
