Lumad decries Zubiri’s apathy towards the IPs

ALAYBALAY CITY, Bukidnon— Tribal evacuees at the provincial Capitol ground here decry Provincial Governor Jose Maria Zubiri’s indifference to the plight of the Lumad and Indigenous People (IP) in Bukidnon.

About 78 Lumad families evacuated to the provincial ground in Malaybalay for fear of being caught in the crossfire between the communist rebels and the government forces in the area, a spokesperson of the Lumad said Thursday.

Datu Jimboy Mandaguit, the Secretary General of the Kalumbay, an umbrella organization of various Lumad associations in Northern Mindanao, said that the provincial government of Bukidnon has not acted on the complaint filed by

the family of a 14-yearold Manobo girl who was abducted July 17, 2017.

He said that Areya Balanban, married and pregnant Manobo, was reportedly abducted by a certain “Junjun Libertad” and an unidentified companion while the victim was buying candy in a store near the provincial capitol in the afternoon of July 17, 2017.

NPA claims series of attacks in Surigao

AVAO CITY — The Moro National Liberation Front (MNLF) under founding chair Nur Misuari will no longer submit its proposed amendatory law to enhance the Autonomous Region in Muslim Mindanao (ARMM) but will instead push for federalism, its Peace Implementing Panel chair said.

“In line with conversations between President Rodrigo Duterte and MNLF Chairman Nur Misuari in the previous five meetings which among others touched on federalism, the MNLF will no longer submit a draft New Autonomy Law to avoid complications. The MNLF-GPH Process will have to contribute directly to the fast tracking of federalism,” Peace Implementing Panel chair Randolph Parcasio told MindaNews on Wednesday.

Misuari led a delegation that paid a courtesy call on President Duterte Tuesday night in Malacanang, a day after the Bangsamoro Transition Commission (BTC) submitted to the President its draft Bangsamoro Basic Law (BBL).

The BBL is based on the Comprehensive Agreement on the Bangsamoro that the Philippine govern-

ment (GPH) and the Moro Islamic Liberation Front (MILF) signed on March 27, 2014. The BBL was not passed under the Aquino administration. Its passage will pave the way for the creation of the Bangsamoro, a new autonomous political entity that will replace the 27-year old ARMM. The 21-member BTC is led by the Moro Islamic Liberation Front (MILF), with members from government, Indigenous Peoples and the MNLF faction under Yusoph Jikiri and Muslimin Sema.

In saying the MNLF under Misuari will no longer submit its proposed amendatory law or what it refers to as “New Autonomy Law” (NAL) “to avoid complications,” Parcasio is referring to the complications arising from the seemingly irreconcilable intent of the BBL and the NAL that Congress,

The BBL will establish the Bangsamoro that will replace the ARMM while the NAL will amend RA 9054, the law governing

Misuari’s faction, however, declined to be part of the BTC. Dureza set up a separate peace implementing panel for it, to work on the last provisions under the 1996 Final Peace Agreement that the MNLF says have not been fully implemented.

The MNLF faction under Jikiri has three members in the BTC who worked with other BTC commissioners on the inclusion of the unimplemented FPA provisions into the new draft BBL. Parcasio said they finished drafting the amendatory law. “Nahuman na unta namo New Autonomy Law pero nag-decide MNLF nga dili na lang” (We finished drafting the New Autonomy Law but the MNLF decided not to submit it), he told MindaNews.

Parcasio explained that “the totality of all MNLFGPH peace agreements –1976 Tripoli Agreement, 1987 Jeddah Accord, 1996 Final Peace Agreement, the result of the Tripartite Review — provide a template on the power, authority, territory of a One-Mindanao (Regional) Federal State.”

He said the “applicable provisions of the draft autonomy law drafted by the GPH-MNLF Implementing Panel can be a template for such power and authority of a One-Mindanao (MinSuPala) Regional Federal State and for all proposed Regional States in the Visayas, and Luzon for that matter.”

MinSuPala refers to Mindanao, Sulu and Palawan.”

The proposed Bangsamoro will cover the five ARMM provinces and two cities — Lanao del Sur, Maguindanao, Basilan, Sulu and Tawi-tawi, the six towns in Lanao del Norte that voted for inclusion in the 2001 plebiscite and some villages in some towns in North Cotabato.

ConCom member Duterte announced in the meeting Tuesday night that Parcasio would be one of 25 members of the Consultative Committee (ConCom), the body that would review the 1987 Constitution in preparation for the shift to a federal system of government.

The EO provides that the ConCom shall “study, conduct consultations, and review the provisions of the 1987 Constitution, including but not limited to, the provisions of the structure and powers of the government, local governance, and economic policies.”

The President signed EO 10 creating the ConCom on December 7 last year but he has yet to appoint its members. Congress will begin deliberations on amending the Constitution after the ConCom submits its report six months after it is convened.

Not abandoning FPA Parcasio clarified that its non-submission of the proposed ARMM amendatory law does not mean they have abandoned the 1996 peace agreement.

Body of suspected NPA rebel involved in PSG ambush found

IDAPAWAN City-Army soldiers pursuing a group of New People’s Army (NPA) rebels found a cadaver which the military claims to be part of the NPA group that ambushed a Presidential Security Group (PSG) convoy along the Davao-Cotabato-Bukidnon highway.

Arakan Mayor Rene Rubino said soldiers belonging to the Army’s 39th Infantry Battalion brought the cadaver to a funeral parlor in the Poblacion around 7 p.m. on Wednesday, two hours after his body was recovered at Sitio Bugasong, Barangay Napaliko.

Rubino said the suspected rebel was apparently not from the area. “No one from Barangay Napaliko knew who the person was.

I believe he came from the other town,” he added.

The rebels, according to Rubino, withdrew to Barangay Napaliko after 39IB soldiers and other military units assigned near Barangay Gambodes arrived at the ambush site to rescue trapped PSG members.

The mayor, citing as basis information from some barangay officials in Napaliko, said the communist guerillas used as “human shields” some villagers as they exited towards White Kulaman Valley in nearby Kitao-tao town in Bukidnon while they were being pursued by government troops.

released by the rebels, according to Rubino.

Lt. Col. Harold Argamosa, 39IB commander, claimed the NPAs lost a number of lives and many of them wounded during the pursuit operations as evidenced by traces of blood in the area.

He said they used two Huey helicopters and unmanned aerial vehicles or drones in their pursuit operations.

Reports from the Arakan PNP said the NPAs, clad in military uniforms, set up a checkpoint in Barangay Gambodes around 3 a.m.

A certain Ben Padian, who identified himself as member of the Civilian Armed Forces Geographical Unit (CAFGU) assigned at Paquibato District in Davao City, was killed after he was flagged down along the highway.

The armed men also snatched a retired Marine soldier identified as Rogelio Genon and his Ford Ranger was used by the NPAs as getaway vehicle.

Rubino said he has yet to check on Genon’s whereabouts. However, a text message coming from one of the leaders of the NPA Front 53 informed media in North Cotabato that they still have Genon in their custody.

against illegal drugs and corruption in the government. The group then also expressed optimism that the Duterte administration would be able to address the century old issue about land reform.

There were many occasions in the past that the militant groups in Mindanao throw an all-out support to the Duterte’s various state policies like the resolution of the insurgency problem in the country, which brought the government and the National Democratic Front (NDF) to the negotiating table.

This year, all the mili-

tant groups would scrutinize all promises of the Duterte administration in terms of social, economic, and political issues and concern. Certainly, Duterte would be ascertained if its administration could pass the needle’s eye.

This time, for sure, the Martial Law issue is not a serious issue for the people of Mindanao.

Thanks to the disciplined military and police, the ML in Mindanao becomes an instrument to address the unrest in Marawi and elsewhere in Mindanao where the presence of armed bandits and terrorists are prevalent.

Unlike the Martial Law during the Marcos regime, the Duterte ML is an experimental approach where the right of an individual is “protected” while the “habeas corpus” is not suspended.

The reason?

The Philippine Postal Corporation (Philpost) appears to have ran out of money order forms that had to be filled up by interested parties, so money orders could be sent by them to appropriate government agencies, like the courts, where fees and money had to be remitted as part of certain requirements.

As a result of this, fees that had to be paid were not paid, causing big problems, like, in an Iloilo City court case of mine, the appeal fees I was trying to deposit with the Philpost were not accepted and hence were

not paid to the court.

For everybody’s sake, we do hope that President Duterte is proven right.

International observers feel that the longer the conflict continues, the more the extremists can draw support from international terrorist financiers.

Whatever the outcome, we have to plan the task of rebuilding and rehabilitating Marawi. And the job appears daunting. We still have to fully recover from the devastation of Yolanda and subsequent natural calamities. Already, government resources for Marawi

The government plans to earmark P20 Billion for the rehab but given the city’s devastation the funds would simply be not enough. And we are just talking of the rehabilitation of the physical infrastructure. Much work also has to be done to mitigate the psychological damage to people, both civilians and soldiers, who were affected by the conflict.

Border control points to prevent terrorism pushed

AVAO CITY -- The Police Regional Office (PRO) XI chief is pushing for the establishment of Border Control Points including in coastal areas for effective law enforcement activities like preventing smuggling of contrabands, ammunitions, explosives, drugs and undocumented vehicles into Davao Region.

Security forces and law enforcement agencies can also track or control the movement of foreign terrorists anywhere in the Philippines considering that the border of the country is porous.

The proposal was presented by PRO-XI Regional Director Manuel Gaerlan during the Regional Peace and Order Council (RPOC) Wednesday at Grand Regal Hotel where he said the project is similar to those

in the United States and Europe except that control points can be adopted on a lesser scale and magnitude.

Given that the region especially Davao City is top target by terrorists, Gaerlan said there is a need to push the Border Control Point (BCP) where not only the security forces are present but also agencies which are enforcing their respective regulations like the Department of Environment and Natural Resources (DENR) and Department of Agriculture.

This could even be a platform for the Department of Tourism (DoT) to display their promotional materials.

“This is a conglomeration of all government agencies.

This is a whole government approach,” Gaerlan said, adding that LGUs must be involved by passing ordinances, allocate land and budget.

Except in airports and seaports, Gaerlan said the BCPs would require the construction of permanent structures plus the provision

of pedestrian screening areas, face recognition devices, walk-through scanners, vehicle screening area, metal detectors, a thermal scanner, and K-9.

Law enforcers and agents of other agencies can check cargoes. They can also establish an integrated database of goods and people.

Gaerlan said BCPs will not infringe on the basic

rights of a person. “Kung hindi ka criminal wala kang dapat katakutan (If you are not a criminal you should not worry),” he told reporters in an interview.

Davao City’s SWAT team expands to four DAVAO CITY - The City Government of Davao has expanded its Special Weapons and Tactics (SWAT) into four teams.

“We are training more than 50 SWAT personnel which will be deployed in the four sectors of our city.”

Davao City Police Office chief Senior Superintendent Alexander Tagum said.

The expansion of the SWAT team also will include the assault rifles that will be issued to the personnel. Also included in the equipment is a modified and specialized SWAT van.

CPB has announced it will deactivate its old magnetic stripe-enabled ATM cards by next month as it encouraged its ATM cardholders to upgrade to the new, secure UCPB Visa Debit/ EMV Card.

UCPB ATM cardholders have until August 1, 2017 to visit their maintaining branch and claim their EMV-powered ATM card, free of charge. EMV, which stands for Europay, Mastercard, VISA is the

global standard for payment card security.

MANILA - Privatization of some state-owned assets is eyed to contribute about PHP2 billion in govern-

ment coffers this 2017.

Finance Secretary Carlos Dominguez III told reporters that the Finance department is currently evaluating state-owned assets that would possibly be put up for sale.

Among these are parcel of lands in Batangas, Las Pinas, Makati and Davao as well as shares in various companies.

Dominguez said some of these properties has to be revalued to determine its current market value.

He said the Bureau of the Treasur y (BTr) has received about PHP949 million remittances from privatization efforts from July 2016 up to end-June this year.

ASEAN leaders’ summit moved to Manila from Clark

MANILA -- The ASEAN Leaders’ Summit in November will be transferred to Metro Manila from Clark in Pampanga, Trade Secretary Ramon Lopez told reporters Wednesday.

Lopez said that the available hotel rooms in Clark were not enough to accommodate the delegates attending the 31st ASEAN Summit and Related Meetings.

There are new hotel facilities intended to cater the demand in accommodation, but the period to build these facilities fall short to meet the November event, the official added.

Included in the new accommodation facilities is the 21-Unit ASEAN Summit Villas of the Bases Conversion and Development Authority (BCDA) which was set for a pre-bid conference

last April.

The project costs around PHP750 million.

The trade chief said the government, instead of taking the risk of holding the summit in Clark, has chosen to host the summit in National Capital Region.

But he said that other ASEAN meetings, except for the leaders’ summit, are still eyed to be held in Clark.

“The main one will be in Manila,” Lopez said. (PNA)

Expressive Arts: A fun, enjoyable way of conducting psychological first aid

PANTAO RAGAT, Lanao del Norte – Under the watchful eyes of the Department of Health (DOH) in Region 10 psychosocial team member Iris Montebon, kids from war-torn Marawi were so engaged in putting the appropriate colors to the visual aids provided to them.

Unknown to these kids, they are now undergoing one of the psychological first aid techniques applied by the team, a step towards pinpointing who among them might be suffering from depression, trauma, shock and the like – all mental health effects for anybody who has gone through a upsetting event such as the Marawi crisis.

For the 32 kids who participated the activity, it was just fun, classroom type atmosphere with fellow internally displaced persons (IDPs) of school age raring to try their skills in coloring not minding the keeneyed psychosocial service providers observing how

they behave, what colors are they using, or in what manner they were trying to accomplish their task.

Montebon said although none of the 32 participants manifested signs of having a mental problem, she was able to observe one who was so quiet during the whole activity and never interacted to any of the other kids.

Upon probing further, it turn out that she was only very shy and exhibited no traumatic effect from the ordeal that she went through with her family.

DOH-Central Office Mental Health and Psychosocial Support (MHPSS) team member Richie Evecillio said that oftentimes, trauma, depression, or any mental problem may be manifested in the choice of colors they are using or in the way they accomplished the task.

“The Lumad held a rally in front of the provincial capitol building in Malaybalay City in an effort to have a dialogue with the provincial governor Jose Zubiri, but failed,” Managuit said.

He said that Zubiri has abandoned the Lumad who have evacuated in Malaybalay as the military operation continue in the hinterlands of Cabanglasan and San Fernando, Bukidnon since May 2017.

He said that the family of Areya Balanban was among the evacuees who are temporarily staying in the provincial capitol compound in Malaybalay City.

“It was the first time for Areya to come down to Malaybaly from the mountain village of Cabanglasan and she was not familiar of her environment,” Managuit said.

He said that Areya and the two other Lumads went to a store near the provincial capitol building in the afternoon of July 1, 2017 to buy a candy when the incident happened.

Witnesses said that the suspects who were reportedly under the influence of liquor grab Areya and forcibly pushed her inside the motorcycle before speeding to an unknown direction, Managuit said.

He said that the family of the victim has already reported the incident to the Malaybalay police, but five days after the abduction, the police have not done anything to arrest the suspect and recovered the victim.

“The failure of the law enforcers to arrest the suspect and the indifference of the provincial government of Bukidnon toward the plight of the Lumad is very frustrating. Indeed, the Lumads are being abandoned by this government,” Managuit said. -0-

One of them draw an army chopper dropping a bomb meters from their house.

All of those kids were evaluated for possible mental health problems by talking about it, letting them elaborate the stories behind those drawings, how the incidents affected their sleep and day-to-day existence.

PAF-TOG 10, Primavera Developer Conduct Tree Planting

Indahag, a far-flung community in Cagayan de Oro City, green builder in Northern Mindanao, Italpinas Development Corp. recently participated in the tree planting activity led by the Philippine Air Force Tactical Operations Group 10 (PAF-TOG 10).

The tree planting activity took place last July 15, 2017, together with ACDI Multipurpose Cooperative, and Damiani Property Management and Services, Inc., the official leasing and property management of IDC’s Primavera projects in the city.

“Partaking in a tree planting such as this promotes green activism in making others aware of how important environmental protection is, especially nowadays. The activity is an overwhelming experience as it is not only participated by the government agencies but also private sectors, Damiani for example”, says Gabby Atienza, Executive Assistant for Primavera SalesExecutive Office.

“We are coming up with more community services to be conducted in Cagayan de Oro City. We are looking forward to coordinating with PAFTOG 10 in our future programs as they have been our partners in conducting worthwhile activities,” added Ms. Rubi Ong-Bieri, Executive Officer of Primavera Sales Office and Damiani Property Management and Services, Inc.
