CAGAYAN de Oro City--A senior official of the Del Monte Philippines, Inc. (DMPI) yesterday said it is willing to cooperate in any government inquiry as it insisted that it has complied

with the Bureau of Internal Revenue (BIR) regulations and has been religiously paying the right amount of taxes to the government.

“In its long history in the Philippines, DMPI has been diligently paying the correct taxes,” said Antonio Ungson, DMPI company secretary

and chief compliance officer, in a statement released to the media Wednesday.

Duterte to certify draft BBL as urgent

Marohomsalic assumes as BOC-10 district collector

CAGAYAN de Oro City-The newly installed district collector of the Bureau of Customs in Northern Mindanao (BOC-10) has appealed to his co-workers to help him in achieving the agency’s P11-billion target for this year.

who assumed the BOC-10’s top post in a simple turnover ceremony Wednesday, July 19, is from the port of Davao. He replaced Tomas Alcid, whose next assignment is Aparri.

“I need your support. I cannot do this on my own,” Marohomsalic told BOC-10 officials and co-workers at the Customs district office in Barangay Macabalan.

Marohomsalic, who slowly gained the promotions, spent the last 25 years working in Davao, first as a security guard then later as Customs examiner.

“I rose from the ranks, from Customs security guard to being an examiner.

He said he has no ambition to become a district collector but could not refuse the order of President Rodrigo Duterte.

“I need to rise to the challenge given to me by the President and the [Customs Commissioner Nicanor Faeldon],” he added.

Marohomsalic said he knew the huge task that lay before him and how Faeldon demand so much from the district collectors.

“If you cannot reach your target, it was best to hide under the table so the Commissioner will not see you. He would ask you why you have failed in achieving your target,” he said, adding that he doesn’t want that to happen while he is BOC-10’s district collector.

He said being from Davao has helped him become more efficient in his job, and since Duterte is from there every movement of every national government agency is being scrutinized.

“If you did something wrong, it could be the end for you, so you have to do it right. I think it’s also the same here,” he added.

Marohomsalic said he wants to prove that Muslims

like him can work as hard as any other public servants.

“We are doing our best to erase that bad image, hopefully during my time here, that discrimination against Muslims will stop,” he said.

Marohomsalic said he is also considering on installing close-circuit television cameras to all the BOC-10 offices to prevent graft and corruption and for the few erring Customs employees from committing wrongdoing.

THERE is nothing to fear should President Rodrigo Duterte’s proposal to extend Martial Law in Mindanao up to Dec. 31 this year be approved by the House of Representatives.

Testing the patience of Digong

THE political opposition had made it a childish habit to conjure issues and scenarios and put the blame on President Rodrigo Duterte to demonize him. On the heels of his State of the Nation Address (SONA), there is a perceptible crescendo of critical items and decibels this time coming not only from this moribund cabal of political oppositions but also from the leftist organizations most of which parades as foundations. Of late, we have seen posts on the social media that obviously indicate that the antiDuterte and anti- martial law coterie had employed creative writers to arrest their free fall.

But you cannot quarrel with what figures indicate.

In the most recent SWS (social weather station) survey done to measure the public satisfaction rating on Duterte, any attempt at denigrating the President will simply not wash. The survey was done at the height of the Marawi crisis and the imposition of Martial Law. The result of the survey is hovering almost in the area of “Excellence”. Despite the unrelenting assaults on Duterte’s administration and on his state of health the trust on the President has not diminished and in

fact had reached an alltime high.

The porcine and haggard looking Albay Congressman Edcel Lagman went on TV and the social media accusing the Duterte administration of doing nothing. Edcel thought that Agriculture Secretary Manny Piñol was not listening. Manny, who at one time was a hardpunching journalist, hit back at the congressman short of telling him in the face that he is a liar. A fuming Agriculture Secretary asserted that the blabbering Lagman was even present when he distributed motorized fishing boats and farm implements to the congressman’s political constituents. But saying he does not want to pick a fight, Piñol dubbed Lagman a hypocrite instead.

It’s good the congressman, who had been accused by Albay Bishop Hernando Burce for plunder before the Ombudsman, did not react on Piñol’s challenge otherwise he could have a taste of what a part time pugilist could do with his solar plexus.

Sen. Riza Hontiveros and Gabriela Rep. Arlene Brosas, who have been vocal against martial law and warned of its consequences on women, have been dealt with severely by the wom-

enfolk themselves. The SWS survey showed that President Duterte drew a huge support for the things he had so far done from the women sector. So the phantoms which Hontiveros and Brosas invoked are nothing but phantoms.

What a repudiation to the garrulous duo. Never mind Sen. Leila de Lima. She has been consigned to where she rightly belongs.

The first 365 days of Duterte in office is replete with challenges and successes. He navigated the Philippines in turbulent path of foreign affairs and security issues. He earned flaks from the flanks of those who claim they are masters of the diplomatic lingo. Our President who had been mercilessly dubbed by desperate and salivating fools in the opposite spectrum as “taga bundok” never minded the denigration.

He has no pretensions, he does not have the finesse which former President Erap unabashedly claims he has, his speeches have always been littered with a generous amount of expletives to include rape jokes.

But Davao City’s Digong makes things happen. In his foray into the arena of foreign affairs and security treaties, he took a route

Duterte has issued a go signal to reopen the stalled peace negotiations with the National Democratic Front (NDF) in August this year, in a bid to end the country’s longest running insurgency in Asia.

Last April, the last round of talks with the NDF was stopped indefinitely after Duterte was infuriated with the series of ambuscades waged by the communist insurgents against the government’s law enforcers in Mindanao and elsewhere in the country.

Renewing his call to, again, set down to the negotiating table, Duterte warned that the peace talks would not prosper if the communist would continue to sow terror and extortion among law enforcers, civilians, and businessmen in the country.

“The recent tragedy in Marawi City can only lead to isolation and public hatred over the extremists. We believe that what they have done to people of Marawi City, they did it out of frustration. What our people need is a just and digni-

Do you usually agree with people when they criticize you? Probably not. But just for fun, try it sometime.

Agree with the criticism that people might give you.

At first, it won’t feel natural or fun because when people criticize us, our natural reaction is just the opposite.

We feel hurt like we’re being attacked. So as our blood pressure shoots up, we fire back our own criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism.

A famous, successful person says: “I’ve learned to take criticism seriously, but not personally.”

You see, friend, it just might be true—at least part of it.

I don’t know about you, but I’ve got lots of room for improvement. So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes.

He acknowledged that terrorists fighting the government have “filled the vacuum created by our failure to enact the basic law and feed into the frustration of our people. Even as we speak, fighting the distraction in Marawi continues.”

“The danger of violent extremism that feeds into the frustration of our people and takes over the narrative of historical injustice so that it can justify its virulent ideology which in reality never linked to the national aspiration of our people because it exploits the narrative of historical injustice.

It is important to address legitimate grievances and correct historical injustice so that it will be denied a semblance of legitimacy,” he said.

He added, “Today marks the end of our active participation in the shaping of the basic law and commences our complete trust in the ability of government to develop on the promise of peace and development of our homeland.”

THE Philippine Iron Construction and Marine Works (PICMW), the country’s largest shipbuilding company, has successfully launched M/V Bandanaira Dos. In a rite last July 15 at its Misamis Oriental shipyard, the RORO cargo ship which will carry the Philippine flag and ply the international waters was ceremonially launched from its dock in barangay Nahalinan, Lower Jasaan, Misamis Oriental in the presence himself of Palawan Gov. Jose Alvarez, PICMW chairman of the board.

Owned by the Philippine-flagged company Pulau Banda Corporation, M/V Bandanaira Dos will have an all-Filipino crew and will begin her journey shortly.

It is one of two vessels that have been completed since 2016 at PICMW’s sprawling facility in Jasaan which features a state-ofthe-art shiplift system, one of only two existing in the country, with a net lifting capacity of over 1,000 tons..

The facility operates the only syncrolift dry dock with a side rail transfer system in the Philippines, according to PICMW president Meneleo Carlos III. Carlos is the grandson of

PICMW founder Meneleo Carlos Sr. and the company has operated since 1934 before Alvarez acquired it in the 1980s.

In 2011, it built the landing craft utility BRP Tagbanua, the biggest ship so far in the Philippine Navy arsenal.

Today, the PICMW facility in Jasaan repairs an average of 70 ships a year and employs eight naval architects. It has cemented its name through the years as the pioneer in shipbuilding in the countr y and lately, it has diversified into steel fabrication as well, boasting the latest ISO 9001:2015 certification in its laurel.

GAP for Rice is a set of consolidated safety and quality standards formulated

by DA tackling from the production, harvesting to the on-farm post-harvest handling and storage of paddy rice, aimed to prevent and minimize risk occurrences covering food safety, environmental impact, workers’ health, safety and welfare, and product quality.

Mr. Ruben B. Miranda, Chief Science Research Specialist of Philippine Rice Research Institute and head of the Technical Working Group – GAP for Rice served as the key speaker of the two-day training where he talked about the GAP concepts and principles on the first day, attended by the farmers, traders, millers, support staff from LGUs and extension staff.

GAP for Rice training. Different groups of rice stakeholders from Valencia City and the municipalities of Maramag and Don Carlos, Bukidnon and the municipality of Balingasag, Misamis Oriental attended the training on Capacity Enhancement on Philippine National Standards (PNS): Code of Good Agricultural Practices (GAP) for Rice and Certification Protocols on July 13-14, 2017, held at Central Mindanao University (CMU), Musuan, Maramag, Bukidnon. The PNS Code of GAP for Rice refers to the practices that address the environmental, economic and social sustainability for on-farm processes, and which result in safe and quality food. It is geared towards the prevention and minimization of risk occurrences to ensure food safety, environmental protection, health, safety and welfare of the workers as well as food quality during production, harvesting and on-farm post harvest handling and storage of paddy . With these and with the farmers’ compliance, it will empower them towards producing safe, quality and marketable products. Christine Jane L. Quiamco, Agriculturist II informed the body that as of to date, there are 14 GAP certified farms in the region, four of which produces rice all from the municipality of Lala, Lanao del Norte while others are growing vegetables, herbs and pineapple. Other participants to the training includes representatives from Philippine Rice Research Institute (PhilRice) - CMU and National Irrigation Administration. Said activity was spearheaded by the Regulatory Division of the Department of Agriculture, Regional Field Office-10. ###SVAdecer

The said training tackled on how a rice farm be GAP certified by following the six key areas: farm location, farm environment, farm structure and facility maintenance, farming practices, workers’ health and safety, and farm management; as well as the safe and judicious use of pesticides.

According to Ruben B. Miranda, Chief Science Research Specialist of the Philippine Rice Research Institute and head of the Technical Working Group – GAP for Rice, it is important for the farmers to have their rice farms be GAP certified for people to be at ease with food safety and quality, from production, harvesting, postharvest, handling and

storage of paddy rice.

He further emphasized that GAP certification does not prohibit the use of pesticides but controls its reasonable usage, as one of the components of the inspection checklist for rice, which was given to the participants for them to assess for themselves the condition of their farms, alongside with the GAP certification protocols.

The training was participated by the local government units from the municipalities of Maramag and Don Carlos, and Valencia City, Bukidnon, and Balingasag, Misamis Oriental, rice stakeholders, local farmer technician and PhilRice CMU.#JCGundaya

Most women farmers are decision-makers In MisOr batek-growing town

GITAGUM, Misamis Oriental – Here, in this tobaccofarming town, 43 kilometers west of Cagayan de Oro City, decisions on matters of consequence such as priority expenses for farm and household are judgment calls of women alone, though major decisions are mostly reached in tandem with their husbands.

LoAn Legaspi, 33, and Elena Mejos, 59, who both co-manage their own small family tobacco farms with their husbands, are always making choices, and often they decide on their own quickly, or consult their husbands.

But while women here are already headstrong in decision-making, most would still choose not to replace tobacco as major farm crop yet, shows a study on women’s empowerment among farmers by The Mindanao Daily (TMD) among 47 women farmers in three towns, including Gitagum, in the tobacco-farming belt in Misamis Oriental recently.

The province’s native tobacco farmlands are spread across the 61-kilometer sprawl of the western coastal towns of Opol, Laguindingan, Gitagum, Libertad, Initao and the city of El Salvador. More than 97 per cent of farmers and 85 per cent of their production areas are located in the string of Alubijid, Laguindingan and Gitagum towns, where the TMD interviews were undertaken.

For decades, the dark native variety called batek has been a major non-food crop in this largely agricultural town of 16,000, where around 727 smallscale farmers grow the leafy shrubs in all of the town’s 11 barangays. These growers head more than a fifth of the town’s 3,578 households.

Of these farmers, 309 or about 42.5 per cent are women. This accounts for the highest per town, malefemale ratio among the 1,717 farmers in the province’s six batek-cultivating towns as of 2017. It is 21 per cent in Alubijid, and 19 per cent in Laguindingan. Globally, however, women make up 60 to 70 percent of the world’s tobacco farming workforce, according to the World Health Organization (WHO).

Most of the town’s farmers also plant corn (1,064 hectares), coconuts (1,334 hectares), bananas, mango and sineguelas (Spanish plum). Tobacco is grown in about 140-200 hectares between May and September every year.

Women’s empowerment According to the Philippine Statistics Authority, women’s participation in decisionmaking is a key determinant of empowerment. The TMD study, adapted from the National Demographic and Health Survey (NDHS) 2013, asked respondents about their roles in making decisions on expenses for and earnings from their tobacco farms, on their own separate earnings and husband’s earnings in jobs other than farming,and major family expenditures and purchases

The respondents were also asked who make decisions to get a loan, grow other crops together with tobacco and an alternative crop other than tobacco, and about their own personal health.

Like the NDHS 2013 results for Northern Mindanao, majority of the respondents (66 per cent) share decision-making with their husbands over expenses for the farm and other major purchases and 22 per cent decide alone, or a total of 88.8, but daily expenses in both farm and household as well as the crop of choice for the second cropping season are their niches (92 per cent and 72 per cent,

respectively). Overall, 84 percent of the women are empowered. But none are willing yet to shift away from tobacco, for now.

“The number of women farmers could even be higher, says Maria Merceditas Ayco, tobacco production and regulation officer in Mindanao of the National Tobacco Administration (NTA), which updates its registry of mostly smallscale tobacco cultivators bi-annually.

“Because farming is often a husband-and-wife partnership, there should be an almost equal number of farmers of both genders, and we encouraged everyone to register, woman or man;

but still fewer women have come to register in other towns,’’ Ayco observes.

“In Gitagum, many women have been in the fore even outside of the farm. They attend meetings and are taking leadership roles,’’ she adds. Ayco said that she has noted that Gitagum women farmers are active in cooperatives, waterworks organizations and barangays.

Finding a needle among the leaves “You must have heard that in Gitagum, you can easily find a lost needle in the soil under the tobacco hedges. That’s because the women (farmers) here are thorough in clearing the

surroundings, making sure no weed could grow around the shrubs,’’ explained Jeryl Abellanosa, the town’s administrator and former municipal agriculturist, and a women’s empowerment champion.

Most men would seek for temporary employment after the planting period, and women are left to tend the farm, Abellanosa noted.

“Except for the plowing and spraying (of pesticides), the work involved is generally light. Including watering the plants and weeding, and even from harvesting the leaves to topping the flowers and de-suckering, so women can take charge,’’

For many MSMEs around the world, legal barriers are among the key hindrances to trade. Since the program’s introduction in 2012, however, over 120 MSMEs from more than 30 countries have benefitted from timely and relevant legal trade advice.

These include, among others, an Indonesian chocolate

producer overcoming challenges in the EU market because its formula has to meet EU’s minimum cocoa requirement; shea producers who are unable to sell products containing shea to Indian buyers because of regulatory restrictions; and an African clean cook stove enterprise entangled in an intellectual property dispute with a Chinese company.

Further to this, the program works toward enabling

more MSMEs in the developing countries to participate in e-commerce by helping them address constraints. E-commerce has always been touted as a key enabler for MSMEs worldwide to participate in global trade. However, it entails legal requirements in order to be realized. Among top considerations that MSMEs need to address are: effective privacy policy that protects producers and buyers dur-

ing the online transaction; online business transactions that must be carried out on the basis of enforceable and internationally recognized buyer-seller contracts; and intellectual and market access requirements.

There is in fact a classic irony in this protracted conflict between the government and the CPP, for while communism had been decriminalized and party members are given positions in this administration, its military arm, the New Peoples Army, touts Duterte it will negotiate peace today and then tomorrow openly declares it will intensify its assault on the government forces and on not a few private establishments.

Ayes there’s the rub. In his home turf Davao, the Chamber members openly expressed their concern over the harassments by the NPAs who demand revolutionary taxes from them. The peace process had hit a snag following Joma Sison declaration to raise their offensive against the military following the siege of Marawi and the declaration of martial law. “For the first time in DMPI’s long corporate existence, DMPI find itself in a controversy involving absurd tax assessments on the company for 2011, 2012 and 2013 totaling P30 billion,” Ungson said.

It was reported that DMPI was assessed P21 billion in 2011, P3.43 billion in 2012, and P5.2 billion in 2013.

But the firm clarified it was never issued nor received an assessment of P21 billion from the BIR. Ungson said DMPI was issued a deficiency assessment for P14.9 million, due to disallowed deduction and timing issues, which it paid the BIR in 2011.

A P21 billion tax assessment, he said, would be outrageous considering that DMPI’s total revenue in 2011 was P16.8 billion.

“With respect to the assessment of the P3.43 billion for 2012 and P5.2 billion for 2013, DMPI and its tax counsel had satisfactorily substantiated a much lower amount of taxes due which the BIR accepted,” Ungson added.

DMPI has also clarified that the P65 million mentioned in news reports was only a portion of the substantial taxes that it paid in 2011, 2012 and 2013.

“During those years, DMPI paid a total amount of about P1.2 billion in income taxes and P5.9 billion in total taxes paid to the BIR,” Ungson said, adding that their payment included fringe benefit tax, valueadded tax and documentary stamp tax.

Mindanao optimistic new BBL brings lasting peace EDITOR: Cris diaz

DAVAO CITY-- Mindanaoans are pinning hopes on the new Bangsamoro Basic Law (BBL) to end the struggle for peace and self-determination of the Moro people in Mindanao.

The new BBL was submitted by the Bangsamoro Transition Commission (BTC) to President Rodrigo Duterte in a ceremony in Malacanan late Monday afternoon. The expanded BTC, tasked to draft the enabling law in establishing a Bangsamoro government in Mindanao, is composed of eleven members from the MILF, including the chair of the BTC while ten of its members are nominated by the government.

ment’s nominees are from the Moro National Liberation Front (MNLF).

Fr. Joel Tabora SJ, President of the Ateneo De Davao University hopes the submission of the draft new BBL signals the start of the long and lasting peace in Mindanao.

“We hope this Bangsamoro Basic Law, shall really bring about this condition of peace,” Tabora said in an interview on the sidelines of the ceremony. It was Tabora who rendered the convocation prayer.

can deeply explain, why these historical injustices have to be rectified,” Tabora stressed.

He emphasized the need to have autonomy for the Bangsamoro people duly recognized by the government. Hopefully, Congress would approve the new BBL, he said.

Autonomous Region in Muslim Mindanao Governor Mujiv Hataman also expressed his optimism that the BBL would get the support of Congress.
