Profiling of Marawi IDPs ends

MARAWI City--The profiling of internally displaced persons (IDPs) or Kathanor in Marawi City officially ended Friday or 11 days after it resumed last June 17.

Felix Castro, Task Force Bangon Marawi field office manager said they are now preparing for the next phase of the Kathanor program which is designed for those who rented spaces in Marawi before the the siege two years ago that destroyed the city’s commercial area.

“We are tentatively setting the next phase in the middle of July as soon as we are ready,” Castro told MindaNews.

People still jam-packed the registration centers at the Marawi Resort hotel (formerly known as Ayala Resort Hotel) on the last day of the registration.

Castro estimated at more than 2,000 the people who came in to register last Friday.

“I do not understand why there are still people coming when the registration started last November,” he said.

The profiling of IDPs was suspended last May 22 after it was found out that an unusually large number of people were able to register.

Castro said it turned out that many of them were “fake IDPs” who were able to get spurious public documents to back their claims.

He said Kathanor was supposed to have ended in March, and the May 20 to 31 schedule was supposedly only for those with grievances or complaints or those who were unable to meet the schedules for their barangays. Instead, Castro said they were “mobbed” by the fake IDPs. He said the problem on fake IDPs surfaced during the May 20 to 31 schedule after the Department of Social Welfare and Development released P73,000 “pabaon” cash assistance

for those who were already registered under the Kathanor program.

Under the DSWD cash assistance program, P20,000 worth of financial assistance was given to IDPs to start their own business and a lump sum of P53,000 as transitory family support package.

Aside from the financial assistance, the DSWD also gave another “pabaon” package consisting of canned goods and other food items.

“This attracted the people to register,” Castro said.

He said there was no problem in the profiling process from October 2018 to March 2019.

He said as of May 20, a total of 44,497 households of IDPs inside and outside the Main Affected Area had been profiled or registered in the Kathanor program since October 7 last year.

USS Montgomery visits Davao City

Cmdr. Edward A. Rosso, Montgomery’s commanding officer, told reporters in an interview after a quick tour inside the ship that it was the first port visit of the Montgomery to the Philippines, one of the longest-standing US allies in the Indo-Pacific region, for its first deployment.

goodwill visit aims to help strengthen the comprehensive US-Philippines relations and to learn from the experience of both navies to improve interoperability and exchange culture.

“We’re here to strengthen our partnership and our alliance with the Philippines. We can exchange cultural ideas and interoperability. It’s very important that our military work together, learn how to operate together,” he said.

In press release issued by the US Embassy in Manila, Rosso said port visits “allow us to demonstrate our commitment to maritime security in the region, while strengthening relationships with our friends, partners, and allies.”

Rosso said the visit of Montgomery to Davao has nothing to do with the renewed tensions in the West Philippine Sea after a Filipino fishing boat Gem-Ver was rammed by a Chinese vessel at the Recto Bank in the evening of June 9. The 22 fishermen were reportedly abandoned in that sinking boat.

He maintained the intention of the ship’s visit, which came two weeks after the recent “maritime incident,” was to further the partnership and alliance between US and Philippines.

Last year, Davao was also frequented with Chinese military aircraft and Chinese research/survey vessels, Yuan Wang 3 and Yuan Wang 7.

“It has nothing to do with the Chinese. The US and the Philippines have been in a partnership for over 70 years. Think about the Philippines and Americans. Over 4 million Filipino-Americans are in the US. Any time, it’s 350,000 US citizens traveling in this country,” Rosso said.

During his visit to Davao on June 18, US Ambassador to the Philippines Sung Kim assured the Philippines of the US government support amid tensions in the West Philippine sea.

Citing US Secretary of State Michael R. Pompeo, Kim vowed the US will protect the Philippines as part of their commitments under the US-Philippines Mutual Defense Treaty. He said any armed attack “against the Philippine forces, Philippine aircraft, and Philippine public vessels will trigger our obligations under the Mutual Defense Treaty.”

The International Tribunal on the Law of the Sea in The Hague, the Netherlands upheld the Philippine’s 200-mile exclusive economic zone (EEZ) over China’s historic nine-dash line claim that borders the former’s maritime territory in a decision last July 12, 2016.

Asked if the Montgomery would be sailing across the disputed West Philippine Sea, Rosso said: “I cannot comment on where we’ve been and where we’re going.”

be deployed in the Balikatan Exercise, an annual military exercises of the two nations, as part of the US-Philippines Visiting Forces Agreement.

According to a press br iefer, Montgomer y’s speed at 46 miles per hour and maneuverability were among the unique and defining characteristics of the ship.

The ship, equipped with four steerable water jets unlike most naval ships that utilize propellers and rudders to “drive” the ship, is one of the most agile and maneuverable ships in the fleet.

“A fast, agile, and focused mission platform, it is designed for operation in near-shore environments, yet capable of open ocean operation independently or with a strike group,” it added.

It said the LCS fulfills a crucial role in the six core areas of the Navy’s Maritime Defense Strategy: forward presence, deterrence, sea control, sea power projection, maritime security, and humanitarian assistance/ disaster response (HA/DR).

“This ship drafts 14 feet which just gives our navy the opportunity to go into a lot of places that normally we wouldn’t be able. This ship can get to so many places. If we needed to do between disaster relief and humanitarian aid, this is the perfect ship to help you do that,” Rosso said.

PPI at 55: building better communities

THIS year marks the 55th anniversary of the Philippine Press Institute (PPI), also known as the national association of newspapers.

This milestone serves as a testament to the enduring two-pronged vision of PPI: 1) To defend press freedom; and 2) to promote ethical standards within the ranks of its member-publications.

“We do not only celebrate its longevity but remind ourselves of its relevance and mandate,” said Alfonso Pedroche, outgoing PPI chairman-president and retired former editor-in-chief of Pilipino Star Ngayon.

As in previous years, PPI is holding yet another edition of the National Press Forum on July 4 and 5 in Manila, not only in celebration of its founding but, more importantly, to bring together the members in a once-a-year

opportunity to engage in meaningful discussion on an issue that matters to the public and all of the Philippine media. The publishers and editors from the membernewspapers will be joined by guests from the academe, government, embassies, and civil society organizations.

The theme for this year is “Governance, Media, and Democracy: Building Better Communities”, around which the PPI aims to have a discussion that, among others, will highlight the role of media in both local and national affairs as the fourth estate and watchdog. “Building Better Communities” is the slogan for PPI’s flagship program which is civic journalism.

“We couldn’t stress enough the role of the print media. PPI in fact has been a witness and participant in the evolving media landscapes

which also saw the growth of community press since the inception of the organization fifty-five years ago,” said PPI executive director Ariel Sebellino. He also attested that newspapers have survived the tests of time.

Alex Pal, a publisher of a Dumaguete-based community newspaper and PPI vice-chairman said that it is even more challenging for a small paper to sustain its operations despite difficult times. “The last time they said print was dying, we’re still here, active in our role as catalysts for change and a platform for civic engagement.” His weekly newspaper MetroPost is a finalist in this year’s Civic Journalism Community Press Awards.

The PPI Board took note of this year’s conference theme as timely and relevant “as we also try to

have an insightful look at a new system of government that has been a subject of discourse for the longest time”.

Senator Aquilino ‘Nene’ Pimentel, Jr., considered as the father of local government code and a staunch advocate of federalism will share his take on it. Atty. Christian Monsod will discuss the (proposed) Puno Federalism in relation to preserving democracy and promoting press freedom. “Social justice and economy are just two of the major shortcomings of the Puno Constitution,” said Monsod in response to the PPI invitation. Atty.

Erwin Caliba will talk about autonomy as a mechanism to address exclusion of minorities. Atty. Cheryl DaytecYañgot, a staunch advocate of IP issues, will react to all three presentations.

This year’s event is being supported again by Nickel Asia Corporation as its principal partner for the conference and awards, and in part by Kusog Bikolandia and Hanns Seidel Foundation as major sponsors, SM Investments Corporation as minor sponsor, Smart Communications, PAGCOR, Ayala Corporation, Land Bank of the Philippines, San Miguel Corporation, PAGLAS Group, McDonald’s, PCSO, and Hotel Jen. There are six dailies and 7 weeklies vying for five major categories, namely: best in photojournalism, best in environmental reporting, best in business and economic reporting, best editorial page, and best edited paper.

The finalists are: Baguio Chronicle, MetroPost, The Mindanao Cross, The Bohol Chronicle, BusinessWeek Mindanao, Herald Express, and Northern Forum for the weekly category; and Sun.Star Baguio, Cebu Daily News, Sun.Star Davao, Sun. Star Pampanga, Sun.Star Cebu, and Edge Davao for the daily category.

Sotto files bills on 14th month pay, lower MACL, anti-fake news SENATE President Vicente Sotto III on Monday filed 10 of his pet bills for the upcoming 18th Congress.

Sotto is the first among the senators to file his pet bills for the new Congress, three weeks ahead of its opening on July 22.

As per advisory from Senate Secretary Myra Marie Villarica, the sequence of filing of bills and

resolutions for the incoming 18th Congress “shall be in accordance with the principle of seniority or length of service of each Senator.”

The first round of filing, which would be held from July 1 to 4, each senator could file up to 10 bills or resolutions. Each senator could also file up to 10 additional bills or resolutions for the second round of filing on July 8 to 11.

Among the notable bills Sotto filed is Senate Bill 10, which seeks to require employers in the private sector to remunerate the 14th month pay.

Sotto also filed the AntiFalse Content Bill, which seeks to prohibit the publication and proliferation of false content on the internet, provide measures to counteract its effects, and

prescribe penalties for such acts.

Furthermore, Sotto re-filed the bill seeking to lower the minimum age of criminal liability (MACL) from 15 to 12 years old.

He is also pushing for a bill providing medical scholarships in state universities and colleges to qualified students.

The other pet bills he filed include the Anti-Drug Penal

Institution bill, Presidential Drug Enforcement Authority bill, Dangerous Drugs Court bill, Prevention of Terrorism bill, Hybrid Election bill, and a bill increasing the penalty for perjury.

For the third round of filing, the senators, on a “first-come, first-served” basis, may file any number of bills or resolutions.

Live with it?

IT’S now time of the year when bad weather comes along side with the opening of classes elsewhere and everywhere.

The recent initial salvo of rains spawned by a sudden burst of heavy downpour in what the weather bureau has always termed as ‘localized thunderstorm’ was another test of our resilience in the wake of nature’s latest challenge -- flooding in low-lying areas.

That said, this question comes to mind: are we bound to live with it?

A city engineer may have all the reasons to say this and here’s why: Years after Sendong, climate change experts had warned the possible adverse effects of the La Niña weather phenomenon, including

sudden flash floods expected to hit land between the wet months of June to January.

As proof of that warning, the Department of Environment and Natural Resources’ Mines and Geosciences Bureau (DENR-MGB) had provided a geo-hazard assessment study and a geo-hazard map to the city government.

The map had identified flood-prone areas, including all of the 25 barangays of Cagayan de Oro that are regularly swamped by floodwaters every time bad weather comes along.

Study shows that Cagayan de Oro River, when spawned by torrential rains, water is expected to rise by over a meter, or more.

Urban flooding would likely to happen in this

city ringed by mountains and rivers from the nearby Bukidnon province. Indeed, for a city with a river, Cagayan de Oro is vulnerable to flash floods this time of the year.

Cagayan de Oro comes from the word kagay which means river and Kagay-an as ‘ a place with a river’.

Widely known today as the site of white-water rafting, Cagayan de Oro River serves as the natural boundary of Bukidnon and Cagayan de Oro City, and between Bukidnon and Iligan City.

It divides Cagayan de Oro as well into two congressional districts.

non. It freely flows for about 90 kilometers from the Kalatungan Mountain Range of Bukidnon down to Cagayan de Oro’s mighty Macajalar Bay. Uy, the daughter of Rep. Juliette Uy of Misamis Oriental’s second district and former Vice Governor Julio Uy is also the incumbent president of the Mayor’s League of the PhilippinesMisamis Oriental chapter.

My hometown of Tagoloan where I learned the basics in life, arithmetic and English had been saddened with garbage and water supply problems since as far as I can remember and the ruling Emano clan had not only failed to address them but kept an iron grip

on Tagoloan town.

I daresay that it was the Emano clan’s perpetuation of their myopic, parochial partisan politics that had kept Tagoloan in the Dark Ages in their decades-long rule of Tagoloan Municipal Hall.

That the garbage problem in Tagoloan town had been so politicized by the Emano clan that they refused collection and disposal to those they consider as a threat to their political rule showed not only their lust for power but also their insecurity and desperation to perpetuate their rule at all costs.

Said political foes that the Emano clan had identified like Sabio were prohibited from disposing their

garbage in the designated area in the Natumolan public market. Thus the totally disgusting sight of garbage strung and dumped in a lot of areas in Tagoloan, including trees.

Sabio solved the garbage problem as barangay captain of Natumolan by securing the assistance of Villanueva officials who accepted the garbage collected from their area. That is the plain and simple truth that the ruling Emano clique in Tagoloan Municipal Hall refused to accept, let alone acknowledge.

IN THE Philippines, we experience the rainy season right now. “Breakthrough” insights into atmospheric dynamics are emerging from “high-maths” —scrutiny of satellite data, say scientists.

Their Nature magazine article identifies “significant connections” between extreme rain events, often far apart. Their premise: global rainfall distribution stems “probably” from planetary waves named after the late Swedish-born American meteorologist Carl-Gustaf Rossby. Just wild weather or is it a climate disruption?

Ayala officially turns over donations to Pampanga

Dive tourism, the next big thing in Camiguin

AMIGUIN, Northern Mindanao -- Keen on attracting the growing dive tourism market, the firstever dive festival in the south has been launched in Camiguin, the northern tip of Mindanao, indicating the province and the region’s readiness to accommodate divers.

Bo Mancao, a Cebubased international dive photog rapher, s aid “a couple more years” and the volcanic island could position itself as a “top diving destination in Asia.”

“Camiguin has it all.

It has great muck diving where you look for the rare creatures. It has awesome reefs and good dropoffs, and in the right season, it has super clear waters -- that makes a good mix for a dive holiday,” Mancao said on the sidelines of the 1st Camiguin Dive Festival in Mambajao.

The dive fest, a twomonth long event pumped with a flurry of dive packages at discounted rates, underwater photography competition, and a province-wide campaign on sustainable tourism, runs until August.

Depending on what one fancies -- freediving or scuba diving -- this underwater sport is a fairly expensive hobby. Classes to get the required dive certification ranges from PHP20,000 to PHP25,000.

The regular dive package for licensed divers, on the other hand, costs between PHP1,200 and PHP2,500 per dive site.

Throughout the two months, divers get to enjoy a 30-percent discount on each package and about 15

percent less on introductory dive classes.

“We are spearheading the first-ever Camiguin Dive Festival promoting the island’s rich, unique, diverse and pristine dive sites. This is in line with our vision to develop Camiguin as a destination that meets global standards of sustainable and responsible tourism,” Camiguin Governor Maria Luisa Romualdo said.

During the grand festival launch on June 23, international dive photographers and professional divers were treated by the provincial government with a trip to the Black Coral Forest near the Medan Island off Mambajao.

Mancao, the event’s official underwater photographer, said the view underneath is as breathtaking as all the dives he had in Camiguin.

“The dive was very good, I’m always happy to dive in Camiguin,” he said.

“The dive industry in the Philippines is getting a lot stronger now. We can see it in other dive destinations now and I think Camiguin would be the best next dive destination in the Philippines.”

Diving-wise, the island is in fact now ready to accept an influx of international and local dive tourists. “It’s been ready

for years now. Divers have been coming here for some time already. It’s not just that popular yet,” he said.

According to the Department of Tourism (DOT) 10 (Northern Mindanao) Director Marie Elaine Unchuan, the department has already accredited six dive shops on the island.

“The PCSSD (Philippine Commission on Sports and Scuba Diving) actually inspected everything and gave certification so we can really invite people with confidence because we know the divers would have good diving experience,” she told reporters in an interview.

“When the dive groups come here after they dive, they’ll roam around the island because they’re not allowed to get on a flight within 24 hours. The good thing with Camiguin is it’s an ecotourism destination.

It has beaches, mountain, hot springs, and even cold springs,” she said.

Long before the official promotions and the

festival, Camiguin has already established a name recall among Europeans -- particularly Germans and Russian divers -- through word of mouth.

“We have Germans, French, and Russians diving here, and of course, the domestic divers and we’re getting a lot of rave reviews from dive photographers we’ve invited in the past,” Unchuan said.

“We’re very confident that a lot more people will get enticed to dive in Camiguin,” she added.

The diving event is in line with the national government’s goal to develop and promote the Philippines as a premier diving and business hub in Asia.

Last year, the DOT even hosted the largest dive exposition in the Philippines.

SC junks pleas on source code review in vote counting machines

MANILA -- The Supreme Court (SC) has turned down petitions, which seek to compel the Commission on Elections (Comelec) to allow groups to open and review the source code in the vote counting machines (VCMs) as provided for under Republic Act 9369 or the Election Modernization Act of 1997.

In an banc decision dated April 30 and released Monday, the High Court likewise denied the motion of the petitioners -- Sen. Richard Gordon, the BagumbayanNVP Movement Inc. and Tanggulang Demokrasya -- to hold former Comelec chair Sixto Brilliantes Jr. in contempt for his failure to comply with his commitments to the Court during the May 8, 2013 oral arguments to, among others, make the source code available for review and to grant more time to the parties to comply with the requirements to do

so.

“In deciding that Chairman Brillantes is not liable for indirect contempt, the Court focuses solely on the undertakings that were directly promised to the Court, not those which the petitioner feels were promised,” the SC added.

The High Court dismissed on the ground of “being moot and academic” while their plea to cite Brilliantes for contempt was junked for “utter lack of merit.”

Likewise, the Court denied the plea of the petitioners to compel the Comelec to use digital electronic election returns and provide for the basic security safeguards, which include the source code review, vote verification, and random audit in compliance with RA 9369.

While most mayors would only focus on their own turo, Mayor Uy is more inclusive and that’s the kind of leader we need nowadays.

And when their time to lead and serve is over, they can teach another generation of leaders to take over from them.
