HE Transportation Department’s fare exemptions for students is a brilliant move to decongest the trains and light rails during rush hours, according to Rep. Juliette T. Uy of the House transportation committee, who noticed that the availment timeslots are before rush hour peak times.

‘Gingoognons’ hopeful of new elected officials

Starting today, a Monday, July 1, 2019, the new set of elected public officials starts a journey in public service.

0f course, this is happening the around the country.

What interest us, however, are the newly elected public officials in the locality.

The more it is interesting to write and talk about the newly elected public officials who succeeded in defeating the incumbents.

Victory is exhilarating when an incumbent is defeated after an uphill election battle.

Perhaps, that is what is happening in the component city of Gingoog today.

Although not a neophyte in local politics, the newly elected city mayor of Gingoog City, Eric Cañosa pulled a surprise.

Defeating the Guingonas is like felling the largest centennial tree in town. In fact, it would take a lot of efforts, consistent planning, and loyal workers carry out the job.

Perhaps, Cañosa found the right allies and party mates to pull the surprise victory against the Guingonas.

Without doubt, the former Congressman Pedro Unabia, of the First District of Misamis Oriental, who ran for Vice Mayor as Cañosa’s running mate, was instrumental in the victory.

Unabia, who finished his three consecutive terms as Representative of the First District of Misamis Oriental, ran as Cañosa’s running mate instead of running for the Mayoral post.

There were rumors in

the political corners that Unabia did not run for Mayor out of respect to the former Mayor Ruthie Guingona.

The elder Guingona ran for the city’s highest post with Marie, her daughter, as running mate.

Marie Guingona, was the city Mayor of Gingoog for three consecutive terms, too.

Under the Omnibus Election Code, an official elected in three consecutive terms could no longer run for the same post.

However, the elected public official could run for a lower or higher post upon completion of the three consecutive terms.

Thus, Marie Guingona became ineligible to run for the mayoral post. The situation prompted Ruthie Guingona to run for Mayor

There was this notion that had Ruthie and Marie won the election, Ruthie would vacate her post.

Under the law of succession, the Vice Mayor would automatically serve as the Mayor once the elected Mayor becomes incapable of exercising her responsibilities as Mayor.

Unfortunately, the plan did not push through because the Guingonas were vanquished in the midterm election this year.

Now, the people of Gingoog City have high expectations of the newly elected public officials.

CORDS Andanar turns over 50 houses to Bukidnon town M

ANILA -- A new civilian counter-insurgency program to address poverty was launched on Friday with the turnover of 50 houses to residents of Cabanglasan town in Bukidnon province.

The Cabinet Officers for Regional Development and Security (CORDS) 10 (Northern Mindanao) chose Cabanglasan for the launch of its program, “Convergence Areas for Peace and Development” (CAPDev), as the town was once infested with members of the New People’s Army (NPA).

Communication Secretary Martin Andanar, the Cabinet representative for CORDS-10, together with regional stakeholders, led the turnover ceremony in Barangay Iba. “I want to extend the promise of President Rodrigo Duterte of bringing the projects and assistance (of the government) to your barangay and to all other barangays across the Philippines that would lead us to progress,” Andanar said during the ribbon-cutting rite.

The PHP4.2 million housing project was cofunded by the Department of Social Welfare and Development (DSWD) and the local government of Cabanglasan.

In October 2018, some 117 communist rebels and members of the Communist Party of the Philippines’ front organizations from

Cabanglasan surrendered to the government after they were enlightened by army community support teams.

As victims of communist deceptions and agitation, they were prioritized for humanitarian assistance through the enhanced comprehensive local integration program (E-Clip).

“While the concept of convergence is not new, what was obviously lacking in the past is institutionalization. Now, we are doing it the right way,” Andanar said.

He said that CAPDev heeds President Rodrigo Duterte’s call to prioritize the delivery of basic services and social development packages to vulnerable communities in conflictaffected, geographically isolated, and disadvantaged areas, while facilitating social inclusivity and ensuring the participation of all sectors.

“CAPDev stresses that all of us here have a stake in building peaceful and resilient communities, even as it recognizes the primary responsibility of the local government unit in pushing forward this agenda,” he said, noting that the target communities are both dutybearers and claim-holders

of peace and development.

Meanwhile, Andanar expressed confidence in the effective roll-out and implementation of the program.

CAPDev operationalizes the President’s Executive Order 70, which paved the way for the establishment of the National Task Force to End Local Communist Armed Conflict.

CORDS-10 was the first to launch such a program since Duterte designated representatives for CORDS. Under the initiative, Cabinet members may be assigned to discharge their functions, duties, and responsibilities to a particular region in addition to their regular duties. (PNA)

Davao City air quality still good DAVAO CITY (PIA) -- The air quality within Davao City is still good, this according to Melvin Dapitanon, unit head, Ambient Air Quality Monitoring Unit of the Environment Management Bureau-XI. Dapitanon said good air quality has 0 to 50 value of AQI (Air Quality Index) and where Davao City’s AQI is in that range based on their

monitoring.

He said despite the presence of industrial and commercial activity in the city the power plants and factories in the city particularly the cement plants have pollution control devices which reduces their emissions.

One lazy afternoon, I stumbled upon a documentary film on TV featuring Planet Earth. The last statement uttered by the narrator moved me especially when she said, and I paraphrase, “As human beings we have a crucial choice with regards to how we relate to earth, that is, either we destroy it or cherish it.” Of course, we know the right answer to this question.

Nevertheless, to act upon it is another matter. Many of us have already known the necessity to care for the earth but if we carefully examine our daily activities, we will realize that we are still very far from helping “our” Earth heal itself. It is just so difficult to change our ways that are largely destructive to this planet.

While watching the video, there were many things, aside from what I already said above, that really caught my attention. First, there really exists a significant degree of cruelty in nature.

The predator-prey relationship shown in the film was somewhat brutal. In spite of this however, I realized that once the predator’s hunger is satiated, it would stop to prey for a certain period of time. We humans, as intelligent animals nevertheless, are very different. Somehow we have a whole lot of desires that are insatiable. We know and agree for sure that the destruction of the earth was brought about by a few people’s greediness and excessive desire for comfort and pleasure.

Second, the role of the mother or the female animal, which was very much highlighted also in the film, struck me deeply. I was moved to see how the “mothers” risked their lives in hunting for food or by starving themselves in order to provide the needs of their cubs. This made me all the more convinced that being “feminine” and the “innate attitude of giving life” are one and the same. “Our” Earth, which we call “Mother” also shares this attitude of femininity. Despite being “raped” and “plundered,” mostly by “men,” “She” still continues to provide for “Her” children. “She” never stops

in protecting, nurturing, and nourishing us.

Lastly, I was totally overwhelmed by the beauty of nature I saw in the video. I wonder how we, as human beings, could actually harm it if we directly witness its pristine, unequaled beauty.

The reason I think why more and more people actively or passively do harm to the environment is that people have learned to shield themselves either intentionally or otherwise, from directly experiencing the environment.

At present, too many eyes fail to see the beauty in nature because of TV or internet addictions. Similarly, a lot of ears nowadays are always covered with earphones and/ or surrounded with so much noise that they no longer hear the tapping of the rain, the chirping of the birds, nor feel the gently swaying breeze, etc. Moreover, many people particularly in urban areas never experience touching or walking on the ground with their bare hands and feet. How many of us are still interested to watch the moon and the stars? No wonder so many people today are seriously estranged from our mother, Earth. And from this alienation comes all forms of abuse and misuse of the resources of the Earth by us humans. Indeed, a very sad reality!

If we truly believe that we are created in the image and likeness of God, then we have that great responsibility to take care of God’s creation.

Let us then make ourselves available to experience the beauty of nature around us, especially as teachers. Let us urge our students and colleagues to scrape themselves off of the many things that have wrapped their senses from “perceiving,” “feeling,” or “understanding” so that they will become more sensitive and conscious of not only the beauty of creation but also to the suffering that “our” Mother Earth has already endured for a significant period of time. As facilitators of learning for the young, should we remain complacent and tolerant about this indifference?

Tagum Task Force vs money scam, now operational DAVAO del Norte -- The Tagum City Task Force against Various Investment Schemes has become operational with two meetings already conducted since its creation on June 10, 2019 through Executive Order 2019-026 signed by Tagum City Mayor Allan Rellon.

With City Administrator Giovanni L. Rellon as the designated chairperson, the Task Force met on June 21 and on June 27 at Tagum City Hall.

One of the major concerns tackled during the meeting yesterday was to work out ways of helping investors get back their money from operators of investment entities ordered to stop by authorities of the national government.

Among other concerns were on carrying out information and education drive as parallel effort to enforcement of pertinent laws.

Based on the Executive Order creating the Task Force, it is mandated to “conduct thorough investigation and specifically determine the office location of financial investment schemes in Tagum City and examine pertinent documents as to the legitimacy of their operations.”

It is also tasked to inspect and investigate all private establishments operating under these financial investment schemes and other entities offering high earning products for any violations of the Conditions of their

licenses or permits if there are any”.

Others involved determining the legality and authenticity of their document in relations to their investment operations; monitor the operation and business activities including patrons, agents, and other similar personalities engaging in this investment schemes.

30th Rano massacre remembered

DIGOS CITY, Davao del Sur – The victims in the 1989 Rano Massacre in Barangay Binaton, Digos City, were remembered and given tribute in a symbolic rites on Tuesday that marked the 30th year since the tragic incident.

High ranking officials from the Armed Forces of the Philippines, Philippine National Police, local government unit of Digos and cluster members of the Regional Task Force to End Local Communist Armed Conflict came together to commemorate with the survivors and relatives.

A memorial marker made by stone tablet etched the names of the 39 victims, mostly children and women.

The victims were attending a Sunday morning fellowship on June 25, 1989 when they were attacked and killed by members of the New Peoples Army who owned up the killing.

Three decades after, survivors shared how they had survived and moved on from the traumatic experience.

Arnulfo Endar, 53, recalled that he was the guitarist when they were having a fellowship in their United Church of Christ in the Philippines (UCCP) chapel at Sitio Rano when the NPA suddenly arrived and fired at them.

Endar was hit on his right leg but was able to escape.

He said five of his family members and relatives including his father, sister and cousins were among the dead. He was 13 years old at the time of the massacre.

BARMM trains new LCEs on governance

ARAWI CITY, Lanao del Sur The Bangsamoro Autonomous Region in Muslim Mindanao Ministry of the Interior and Local Government (BARMM-MILG) conducted a two-day training for newly-elected Local Chief Executives (LCE) in the region on June 16-17, 2019.

With the theme “Creat i n g Sy n e r g y i n t h e B a n g s a m o r o To w a r d s Moral Governance,” the activity was aimed to train new LCEs on the basics of local governance and administration.

During the training, the participants were oriented about the Islamic perspective on leadership and management, salient features of the Bangsamoro Organic Law on local governance, and deconstruction of the poverty incidence in the BARMM. Lawyer Naguib Sinarimbo, MILG Minister, said the training was intended to orient the newly elected LCEs on the basics of governance, the laws or ordinances they need to enact, special bodies to organize, and steps to take

before actually assuming the post on June 30, 2019.

He added that the training has been given more significance as the new autonomous Bangsamoro region has just been established, and its officials has just assumed their respective posts.

Interim Chief Minister Ahod AlHaj Murad Ebrahim stressed during the opening ceremony that having a discourse with the Local Government Units (LGUs) is very significant as they are the most important partners of the BARMM in achieving the aspirations of the Bangsamoro.

“It is very important that we have a talk like this, in order to understand everybody and in order to have one common line.

WHEREAS, so as to make education in the country accessible to all of its citizens, the framers of the 1987 Philippine Constitution provided the following provisions: (Section 1, Article XIV) - “The state shall protect and promote the right of all citizens to quality education at all levels and shall take steps to make such education accessible to all.”

(Section 2, Article XIV) the State shall “Establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society;

2. Sustain and promote youth welfare so as to encourage students to pursue college education thereby uplifting the educational and economic status within the communities as well as the intellectual development and healthy environment of the community;

3. Develop responsible, God-loving, environment-friendly, and productive citizens who can contribute to the attainment of local, national, global goals after studying and finishing a degree in the Colegio de Iligan;

4. Preserve the Indigenous Peoples culture through strong partnership with the government, non-government organizations and other sectors by giving preference to deserving indigenous people in terms of quality education; and

5. Form a distinct decent image appropriate for a strong educational institution whose identity can be fused with the mission and vision of the Iligan City Government and the people of Iligan.

SECTION 4. Non-discriminatory Nature. No student shall be denied admission to the Colegio de Iligan by reason of sex, religious belief or political affiliation. Provided, however, that all students seeking admission must be subject to the regulations and policies for admission prescribed by the Board of Trustees.

SECTION 5. The Governing Board: Manner of Appointment a.

Composition. The governance of Colegio de Iligan is hereby vested in the Board of Trustees (BOT) pursuant to the existing Commission on Higher Education (CHED) policies. The Board shall be composed of the following:

The representative from the accredited business or industry sector shall be appointed by the Board for a specific term subject to confirmation of the President of National ALCU.

WHEREAS, in adherence to the 1987 Constitution, Congress adopted R.A. No. 7160, and empowered the Sangguniang Panlungsod to: (Section 458 (a) (5) (x)) - “Subject to the availability of funds and to existing laws, rules and regulations, establish and provide for the operation of vocational and technical schools and similar post-secondary institutions and, with the approval of the Department of Education, Culture and Sports and subject to existing law on tuition fees, fix and collect reasonable tuition fees and other school charges educational institutions supported by the city government;

WHEREAS; as a Highly Urbanized City and tagged as the number three richest city in Mindanao and Visayas in term of assets, Iligan City is aware that while it is easy even for poor families to send their children to public elementary and high school because costs are relatively lower, sending them to college poses a big problem. It is in this light that the Iligan City Government was inspired to establish and maintain an institution of higher learning in the locality since it believed that college education transforms a student into a professional, enabling him to be a responsible and active member of the society;

WHEREAS, the Iligan City Government has taken several steps in attaining its vision of creating Colegio de Iligan (CI) and one of the preliminary actions is the creation of the committee and technical working group for the establishment of this first ever city-owned and funded tertiary education;

WHEREAS, a series of public hearings was conducted purposely to solicit comments from the public regarding the establishment of said college in Iligan City. In spite of the gargantuan problems facing this endeavor, it was boldly mentioned that said college will open its first classes on August 2019, with four initial courses offering namely: BS in Criminology, Midwifery, Social Works and Agriculture;

WHEREAS, this ordinance is designed, among others, to motivate and to give chance to graduates in the secondary level who cannot continue to pursue tertiary education due to financial problems;

WHEREFORE, ON MASS MOTION, as initiated by Member Petronilo G. Pardillo BE IT RESOLVED, AS IT IS HEREBY RESOLVED, By the Sangguniang Panlungsod of Iligan, that the following City Ordinance be ADOPTED and APPROVED: CITY ORDINANCE NO. 19-6817 AN ORDINANCE ESTABLISHING A LOCAL COLLEGE INSTITUTION IN ILIGAN CITY TO BE KNOWN AS THE “COLEGIO DE ILIGAN (CI)” PROVIDING FUNDS AND GUIDELINES FOR ITS MANAGEMENT, SUPERVISION AND ADMINISTRATION AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that:

SECTION 1. Title. The Local Government Unit of Iligan City hereby establishes a local college institution to be known as the “Colegio de Iligan (CI).

The Iligan City Government, may appoint a representative from another sector in lieu of the representative from the accredited business or industry sector and the professional sector as member of the BOT.

CHED Representation. The Commission on Higher Education (CHED) Regional Director or his/her duly designated representative may be invited as a resource person during board meetings. d.

Regular, Special and Emergency Meetings. The BOT Chairperson and members shall personally attend the regular Board Meetings. They shall regularly convene at least once every quarter.

The Chairman of the Board of Trustees may call a special jemergency meeting whenever necessary: Provided that members are notified in writing or in some other way of communications, for as long that the message will be received by the receiver at least three (3) days prior to the meeting.

Provided further, that no agenda shall be discussed other than those in the notice of meeting. e.

Quorum. A simple majority of the members of the governing board holding office at the time of its regular or special meeting shall constitute a quorum. f.

Presiding Officer. The Chairman of the BOT or in his absence the Vice Chairman or his authorized representative shall preside over its regular or special meetings. g.

Secretary of the BOT. The President of the College shall appoint the Board Secretary, subject to the confirmation of the BOT. He/she shall serve as Secretary for the BOT and the Colegio de Iligan. He/she shall perform the following:

i. Prepare the minutes of the meetings of the BOT;

ii. Keep all the records of the Colegio de Iligan;

iii. Provide administrative assistance to the BOT;

iv. Coordinate the schedule of BOT Meetings;

v. Take charge of the release of notices of meetings and other undertakings of the BOT upon approval of the Chairman and/or the Vice Chairman;

vi. Perform other duties and responsibilities as may be assigned by the BOT and/or by the President of Colegio de Iligan.

The members shall serve without regular compensation. However the Board may authorize for such reasonable honorarium thru the passage of a Board Resolution, in accordance with the existing government laws, rules and regulations on the grant of honorarium. They may also reimburse necessary expenses incurred in their attendance of the meetings of the Board or expenses incurred in connection with their official business, subject to the existing government laws, rules and regulations.

SECTION 2. Definition of Terms –

Colegio de Iligan - refers to a Higher Education Institution (HEI) established and funded by the Iligan City Government

Degree Program - refers to a collection of all courses in a discipline or a field of study leading to an undergraduate or graduate degree. This may also be referred to as an academic program

a. Promulgate policies in accordance with the declared state policies on higher education as well as the policies, standards and thrusts of the CHED under RA 7722 and other pertinent laws;

Non-degree Program - refers to a post- secondary program below the bachelor/ baccalaureate degree

b. Promulgate rules and regulations consistent with existing laws, rules and regulations as may be necessary to carry out the purposes and functions of the Colegio de Iligan;

c. Establish policies, guidelines and procedures for participative decision-making;

d. Develop academic arrangements and linkages for institutional capability building with appropriate institutions and agencies,

SECTION 3. Purpose. The Colegio de Iligan is established for the following purposes, to wit:

1. Provide high-quality tertiary education and values-driven professional programs that cater to the poor but deserving students of Iligan City;

SECTION 6. Power and Duties of Governing Board. The Governing Board shall be the highest policy-making body of Colegio de Iligan and shall have the following powers and duties:

both public and private, local and foreign;

e. Determine/approve curricular programs and course offerings in response to the needs and demands of the community;

f. Promulgate policies on admission, retention and graduation of students and to award degree(s), title(s), diploma(s) and certificate(s). However, conferment of honorary degree(s) or title(s) shall be in accordance with the policies and guidelines set by CHED;

g. Ensure the efficient management of the non-academic services such as medical and dental, guidance and counselling, canteen, buildings, grounds, property maintenance and similar services;

h. Institutionalize research and extension programs;

i. Appoint the President of the college upon the recommendation of the search committee;

j. Confirm appointments of other school officials, teaching and non-teaching personnel appointed by the President;

k. Delegate any of its powers and duties provided for herein to the President and/or other officials of the college as it may deem appropriate so as to expedite the administration of the affairs of the college;

l. Invite representative from other government or private entities as resource person(s) of the Board;

m. Determine the fees and other school charges;

n. In coordination with the Sangguniang Panlungsod, provide for the regular support for the development, operation and maintenance of Colegio de Iligan; and

o. Recommend to the Sangguniang Panlungsod policies on tertiary education and other related development legislation on effective governance and management.

SECTION 7. Promulgation and Implementation of Policies.

The Governing Board shall promulgate and implement policies in accordance with the declared state policies on education and other pertinent provisions of the Philippine Constitution on education, science and technology, arts, culture and sports.

SECTION 8. The Administration. The administration of the college shall be vested in the College President / Administrator who must render full¬-time service. He shall be appointed by the Board of Trustees, upon the recommendation of a duly constituted search committee. He/She shall be responsible to the Board for the implementation of all its policies, programs, projects, and services.

In case of vacancy by reason of death, resignation, removal for cause or incapacity of the President to perform the functions of his office, the Board shall have the authority to designate an Office-In-Charge, pending the appointment of a new president. In case of vacancy in the Office of the President of the College as mentioned in the immediately preceding paragraph, his successor shall hold office for the unexpired term.

SECTION 9. Term of Office of the College President/Administrator. The College President/Administrator shall be selected and appointed by the Governing Board for a term of four (4) years and shall be eligible for reappointment for another term only.

SECTION 10. Search Committee for the President (SCP) - Six (6) months before the expiration of the term of the office of the incumbent President, the Governing Board shall constitute a Search Committee for President (SCP) which shall be composed of representatives from the Civil Service Commission (CSC), Academe, accredited business or industry sector, ALCU and CHED. The SCP shall elect a Chairman and a Vice-Chairman from among themselves. a.

Funds. The Governing Body shall appropriate adequate funds to finance the activities of SCP. b.

Procedure for the Search. The Search Committee President so constituted may devise its own rules and procedure for the search. c.

Notice of Vacancy. Within ten (10) days upon its constitution, the SCP shall cause the publication of the notice of vacancy for President in a newspaper of local or general circulation and by posting in conspicuous places in the city.

The publication shall contain provisions for invitation of applicants and the deadline for the submission of applications. d.

Qualifications for Presidency. Applicants for College President/ Administrator must be a holder of an appropriate earned doctoral degree and must have at least five (5) years of relevant administrative experience. e.

Selection of qualified candidates. Within a period of thirty (30) days after the deadline for submission of applications, the Search Committee shall screen the applicants and select therefrom the three (3) most qualified candidates for the position of College President/Administrator. f.

Submission of Nominees. The SCP shall submit to the Governing Board the ranking of the top three (3) qualified candidates within 24 hours after the selection. g.

Appointment of the President. The Governing Board shall appoint the President from the three (3) most qualified candidates submitted by the SCP, within fifteen (15) days, otherwise the top qualified candidate shall be deemed President.

SECTION 11. Administrative Council. There shall be an administrative council consisting of the President of the College as Chairman and two (2) prominent citizens or other officials of equal rank as members, and whose duty is to review and recommend to the Board of Trustees, policies regarding the administrative management and development planning of the college for appropriate action.

SECTION 12. Academic Council. There shall be an academic council with the President of the College as Chairman and all members of the instructional staff. The academic council shall have the power to review and recommend the curriculum offerings and rules of discipline of the college, subject for appropriate action of the Board of Trustees. It shall fix the requirements for the admission of students as well as for graduation and conferment of degrees subject to review and/or approval by the Board of Trustees through the President of the College.

SECTION 13. Opening of Classes and Courses Offering The first ever classes of Colegio de Iligan shall start on August 2019 and every August thereafter, with the following four (4) initial courses offerings, namely;

Fisherfolk - people directly or personally and physically engaged in taking and/or culturing and processing fishery and/or aquatic resources

Fishing - refer to as an act on taking of fishery species from their wild state or habitat, with or without the use of fishing vessels.

Municipal waters - the marine waters in Iligan City fifteen kilometers seaward from the coastline of Iligan City.

Sudsud - a small triangular active fishing gear with a rigid frame that is pushed along the bottom in shallow waters and is used in parts for taking shrimps and small bottom-dwelling fishes

The School Administrator as he/she sees fit, may recommend to the Local Chief Executive and upon approval of Sangguniang Panlungsod and the Commission on Higher Education (CHED), additional relevant courses taking into account the job demand in the market and other opportunities in the future.

SECTION 14. Initial Operational Funds. To answer the expenses incurred during the initial operation, construction of new and /or improvement of existing structures, payments of salaries and other operational expenditures among others of Colegio de Iligan, an amount of Thirty Million Pesos (P30,000,000.00) shall be allocated by the Iligan City Government from the 20% Development Fund and the Gender and Development Fund.

An amount of Ten Million Pesos (P10,000,000.00) shall be taken from the allocated P30,000,000 stated above, to answer the immediate and initial expenses in operating the Colegio de Iligan.

SECTION 15. Annual Appropriation. The Local Government Unit shall allocate the necessary funds as an Annual Financial Assistance to sustain the operation and management of the College, and until such time that the BOT shall declare the Colegio de Iligan as a self-sustaining local college. allocation shall be taken from the 20% Development Fund and the Gender and Development Fund.

SECTION 16. Funding for the Procurement of Land and Construction of Buildings for the Colegio de Iligan Campus The Iligan City Government shall allocate the necessary funds for the purchase of land which will serve as the future site or campus of the Colegio de Iligan and to construct buildings and classrooms among others, for the students and college staff for the first ever city government-owned and operated college.

SECTION 17. Implementation. For the effective implementation of this Ordinance, the Board of Trustees shall formulate the Implementing Rules and Regulations (IRR) for the immediate implementation of this ordinance.

WHEREAS, at present, the Filipino fishermen including Iligan City’s fishermen fishing in municipal waters have experienced dwindling catch as a result of overfishing and coral habitat destruction;

WHEREAS, in order to catch fish, they have to venture far out into the open sea, which requires larger machine powered boats adding expenses in terms of fuel and long hour of fishing;

SECTION 18. Organizational Structure. The Organizational Structure of the City Government of Iligan shall include the Colegio de Iligan reflected in the organization structure.

WHEREAS, their low catch can be attributed to several factors.

One of which is the existing practice by erring fisherfolks of using unregulated fine mesh net which are still left unchecked and who took advantage by catching of fingerlings or sihag sihagan and catching of matured fish at the time they are spawning;

SECTION 19. Plantilla Positions. To ensure the provision of direct services to the students and faculty particularly on academic performance, records and services, health, safety and welfare, the following plantilla positions are hereby created for the first years of operations:

WHEREAS, lately, the Barangay Council of Tambacan and its BFARMC had been complaining on the practice of some fisherfolks who are fishing with the use of “Sudsud” in their barangay’s coastal waters. This raised concern among them since this unregulated type of fishing is not covered by the city’s Management Plan;

WHEREAS, it is the policy of the city to achieve food security, in order to provide the food needs of the population and although sudsud is not covered by the prohibition, nevertheless the Sangguniang Panlungsod can pass an Ordinance regulating its use in the city’s municipal waters so as not to deplete our marine resources;

WHEREAS, Section 74 (b) of R.A. 8550 cited one of the functions of the City Fisheries Aquatic and Management Council which is to: “Recommend the enactment of municipal fishery ordinances to the Sangguniang Bayan/Sangguniang Panlungsod through its Committee on Fisheries”

Further, the miscellaneous fees shall also be evaluated based on economic trends, subject to the approval of the Commission on Higher Education.

WHEREAS, fishermen could not just be allowed to wantonly fish anytime they want otherwise it will result to overfishing - depletion of fish stocks which drove many species to critically endangered status.

SECTION 21. Separability Clause. If, for any reason, any part of provision of this ordinance is declared invalid or unconstitutional, the remaining parts not affected thereby shall remain in full force and effect.

2. Sudsud is registered in the fisherfolk cooperative / association

3. Sudsud is done manually or by a registered and licensed city motorized boat with single piston engine or not more than 16 horsepower

4. And covered by a management plan duly approved by the LGU

SECTION 4. Penalties - Any person who is found engaging in unregulated sudsud fishing shall be meted with the following penalty.

SECTION 7. Implementing Agencies - The Philippine National Police (PNP), PNP Maritime Command, Philippine Coast Guard (PCG), Deputy Fish Warden (DFW), BPAT, BFARMC, CAG, CEMO and FLEET are hereby authorized to implement the rules and regulations of this ordinance.

SECTION 8. Repealing Clause. All previous ordinances, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 9. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 10. EFFECTIVITY. - This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

Those who challenged the legality of the province’s prohibition on open-pit mining method argued that local laws could not supersede national laws, he said.

The Philippine Mining Act of 1995 does not prohibit the open-pit mining method, SMI had asserted.

Whatever will be the decision of the court, we will have to respect it, Tamayo said.

Constancio Paye Jr., director of the Mines and Geosciences Bureau in Region 12, said that SMI had already obtained the Free Prior and Informed Consent (FPIC) of the Certificate of Ancestral Domain Title holders in the area.

The fisherman who found her did not pluck her off the seas out of fear after wondering how the old woman managed to survive amid the cold night with nothing to cling on.

Her son reported to authorities that she went missing Friday evening, prompting village officials to mount a search and rescue operation.

Village chief Eddie Abrogar, of Bayabas, along with village officials acquired a fishing boat to fetch Ocoy who was found 17.7 nautical miles off the coast of Balingasag.

Abrogar said that Ocoy did not look haggard or gasping when plucked out of the seas. “She looks good and was even smiling when rescued,” he said.

In an interview with local reporters, Ocoy said that she loved to swim and is not afraid of sharks at all.

She even bragged that she could swim the open seas from Cagayan De Oro toward the island province of Camiguin, a distance of 48 nautical miles.

“Barring big waves, I could swim to Camiguin island,” the widow grandmother who lived alone in a makeshift shanty said.

HIRLPOOL dealers and partners from the Visayas and Mindanao region gathered recently at the Marco Polo Davao Hotel ballroom to witness the unveiling of the latest addition to Whirlpool’s product portfolio.

Hosted by Ms. Donita Rose, the event allowed the audience to have a closer look at three brand new models as Whirlpool and Excellence Appliance Technologies, Inc. (Exatech) demonstrated

all the unique features of these products.
