CLI pours in P1.26b investments in Normin

• Cebu Landmasters expands presence in Northern Mindanao with two new residential projects LEADING property developer Cebu Landmasters Inc. (CLI) boosts its presence in Northern Mindanao with the recent launch of its two residential projects valued at P1.26 billion. Casa Mira Towers CDO is a P824 million, two-tower condominium development offering 986 units ranging from 20 square meters studios to 36 square meters one-bedroom units in Barangay Kauswagan. The construction will be completed in the fourth quarter of 2022. On one hand, the P437 million Velmiro Uptown CDO offers 396 houseand-lots in a 14-hectare gated subdivision in the rapidly developing Upper Canitoan area of Uptown Cagayan de Oro with 80% open spaces. for turnover to clients by the fourth quarter of 2021. Father, son yield to military By DIVINA M. SUSON Correspondent

ILIGAN City--A father and his son, believed to be sympathizers of Dawlah Islamiya Lanao group turned themselves in to the military, 5 pm on Monday, July 15, in Barangay Matitikop, Tubaran, Lanao del Sur and yielded two caliber 45 handguns. Lt. Col. Ian Noel Ignes, commander of the Army’s 55th Infantry Battalion, said the father was former barangay chairmen of Matitikop while the son is the incumbent chairman who won in the last 2018 barangay elections. The two voluntarily turned in to the military to clear their names after they were suspected as supporters of the Dawlah Islamiya because of the sightings of the extremists in their barangay that resulted in the first encounter with the government forces in March 11, this year. Young leaders offer fresh perspective on governance

THE emergence of young leaders and politicians in our midst are giving us hope in this country. I had this observation after reading about the policy decisions and pronouncements of Manila Mayor Isko Moreno which had drawn widespread praise and support from the public especially his constituents. For my generation who had lived through martial law and saw how it impacted the country’s political, cultural and social landscape, anything that evokes positive action from elected officials especially those that display a vision of development far removed from traditional, parochial, set-in-their-ways politicians, gives us something to cheer about in our old age. Except for the two People Power revolutions, the im-

peachments of two chief justices and an aborted impeachment of a sitting president and an election of the first president from Mindanao among other upheavals, there was little change seen in the country’s political culture and system. That’s because time and again, political machinery had prevailed and we keep recycling trapos who kept fortifying their positions and entrenching their political base to ensure that their families keep political power among themselves. That’s why the election of Mayor Isko Moreno and Pasig City Mayor Vico Sotto are a breath of fresh air that lifts up the spirits amid the prevalent atmosphere of hopelessness and despair felt by a majority of Filipinos. It’s still early coming as it is after the May elections but

I dare say there is hope. I also see that optimism in after talking with Villanueva Mayor Jenny Uy, who is also the president of the Mayor’s League of the Philippines-Misamis Oriental chapter. The 30-year-old Mayor Uy said it was her father, the former vice governor Julio Uy who planted the seed of leadership and sense of public service in her. Maybe I am a dreamer, said Mayor Uy, a graduate of speech and communication from the University of the Philippines. “I have the support of second term or third term mayors in the province but in the beginning they were observing me to see if I can deliver,” she said. Uy said she tried to mobilize all 23 mayors in the province by setting aside political loyalties and

prioritizing their concerns. “For example in the case of the small town lottery, they asked if they can require the Philippine Charity Sweepstakes Office (PCSO) to secure a business permit or if they can regulate their operations so they are away from schools and churches,” Uy said. She said she explained to them that there is a national law governing small town lottery outlets but the PCSO cannot oversee all their franchise holders in the country. Mayor Uy said it was decided by the mayors to call the PCSO’s attention and address their concerns to them. Uy said the matter was resolved. See LEADERS, page 11

The ideal gov’t needs sincere implementors

THERE is no argument that every government has laid out everything that would alleviate the status of every citizen. This statement is true in all states, whether a socialist or democratic state. The problem, however, is whether the policy of social and economic alleviation is seriously carried out by the government implementors. Everybody knows that the elected public officials are the implementors of the government’s “poverty alleviation” programs. How far has the government gone through the program? Interesting subject. Given the Philippines as an example where dozens of programs are being “implemented,” purposely to alleviate the status of the citizenry. Has the Philippine government succeeded?

In fact, the citizens in the Philippines are more blessed compared to other states around the world. Unlike in other countries, public education in the Philippines is offered free from the child’s “toddler” stage until the “toddler” finishes college education. Lately, the Philippine President Rodrigo Duterte approved the Universal Health Care Program law. Under the law, every Filipino citizen is given access to free medical health in public hospitals. Whether the free medical program law applies to private hospital is another thing. However, those covered by the government’s PhilHealth program enjoy a “discount” in private hospital. There is another law, which requires public hospitals to admit a patient

sans deposit. There are, however, doubts whether this law is adopted by private hospitals. Otherwise, this law (admission of patients without deposits) is another useless law! Back to the Universal Health Care Program, the program is only applicable to those covered by PhilHealth, too. The senior citizens are supposedly exempted from PhilHealth although they are also covered by the Universal Health Care law. The Universal Health Care program intends to implement the “no billing” policy to every Filipino citizen. While the law is laudable and a novelty, it is not clear about those without PhilHealth and the indigenous people. It is heartening that the Philippine government is

doing everything to improve the status of its citizens. Matter of fact, a number of poverty alleviation programs is being implemented. On the contrary, these programs are not popular particularly to the deprived and less fortunate Filipinos. Why? There is the suspicion that the failure of the government’s poverty alleviation program is due to “politics.” There is this 4Ps program known as “Pantawid Pamilyang Pilipino Program,” a conditional cash transfer program for the poorest of the poor in the Philippines. Government to set SRP on rice By LILYBETH ISON

MANILA -- As the farmgate price of palay continues to plummet in many parts of the country, the government is getting set to arrest this freefall by coming up with a Suggested Retail Price (SRP) on rice. Agriculture Secretary Emmanuel Piñol, in a press briefing on Wednesday, said the need for this move became apparent during a meeting held on July 16 between the rice industry stakeholders and the Department of Agriculture (DA), and even the Philippine Statistics Authority (PSA), which was called to determine the cause of the drop in the palay prices. “During the meeting, a lot of inputs were contributed and we saw there are loopholes in the Rice Tariffication Law (RTL) that needs to be addressed,” he said.

The intent of the RTL was to open the market to lower the price of rice and make it affordable to the consumers,” he stressed. Piñol said the implementation of the Rice Tariffication Law will result in a switch from the previous quota system in importing rice to a tariff system, where

rice can be imported more freely. The law allows unlimited rice importation, but investors must first secure a phytosanitary permit from the Bureau of Plant Industry and pay the 35-percent tariff for shipments from Southeast Asia.

This is expected to result in a decline of as much as PHP7 per kg. in the domestic retail price of rice. However, farmer leaders and rice industry stakeholders are now complaining as farm gate prices of paddy rice dropped to a record low of PHP12 to PHP14

MANILA – Studies are now underway for the possible production of PHP20 coins, which a ranking Bangko Sentral ng Pilipinas (BSP) official said would be a cost-effective move if such coins are properly recirculated. BSP Senior Assistant Governor Dahlia D. Luna, who is the head of the central bank’s Security Plant Complex (SPC), the unit that prints Philippine banknotes and mints coins, among other functions, said they have received an instruction from BSP’s policy-making Monetary Board (MB) to render a design for this denomination. She said the proposal was made under the current leadership based on a study by the University of the Philippines (UP), which she did not elaborate. She said the PHP20 bill is the most used denomination among the banknotes because it is the smallest in terms of value. Cost and designs for this proposed coin denomination is still being studied, she said, but stressed that BSP will also strengthen its coin recirculation program to maximize the benefits of using coins. She said this proposed coin will probably be round like the other coins under the New Generation Currency (NGC). Luna explained that while the production cost of coins is much higher than bills, for example a PHP20 bill costs about PHP2 apiece while a PHP10 coins costs between PHP5 to PHP10, coins last in circulation much longer. “But what should be considered here is the life of the coin compared to a bill,” she said. Luna said the PHP20 bill, for one, has a life of about six months to a year while coins can last up to 15 years. She, thus, pointed out the need to really recirculate the coins since otherwise the central bank will not be able to save on the cost for minting coins. She said the PHP20 coins will be released either by the end of this year or in the first quarter of 2020. Asked for the cost and release date of the proposed PHP20 coin, BSP Governor Benjamin E. Such linkages include the use of urban residents as laborers, use of typical urban resources like organic waste as compost and urban wastewater for irrigation, direct links with urban consumers, direct impacts on urban ecology, being part of the urban food system, competing for land with other

urban functions, being influenced by urban policies and plans, etc. It is an integral part of the urban system. Urban agriculture includes food products from different types of crops (grains, root crops, vegetables, mushrooms and fruits). Often the more perishable and relatively high valued vegetables are favored. Production units in urban agriculture in general tend to be more specialized than rural enterprises and exchanges are taking place across production units. The contribution of urban agriculture to food security and health nutrition is probably its most important asset.

Under the provision of the law, the DA chief said, they can deputize or enlist the assistance of any government agency in the implementation of the provisions of the Price Act. “The DA will also issue a Department Order setting the guidelines for the SRP. The intention of this move is to really make the consumers feel the effect of the Rice Tariffication Law,” he said. “We will set the SRP based on the landed cost of rice. DTI, NEDA and DOF will come up with the computation,” he added. Piñol said the SRP for rice might be between PHP35 to PHP38 per kilo for premium or 5 percent broken. (PNA)

MANILA -- The Department of Tourism (DOT) on Wednesday welcomed the move of the Civil Aeronautics Board (CAB) to lift its moratorium on flights to Boracay and its issuance of new and stricter guidelines on the conduct of commercial air transportation serving the resort island. DOT Secretary Bernadette Romulo-Puyat said this development could further spur the island’s tourism. “We share our stakeholders’ goal of ensuring a thriving and vibrant tourism industry in Boracay and the lifting of the moratorium on all new and additional charter flights to Kalibo and Caticlan will facilitate this,” she said in a statement. “And with these guidelines in place, we are assured that its carrying capacity is strictly enforced by the authorities,” she added. The College of Agriculture facilities (e.g. demonstration farms, workshops, field laboratories) presently located in Manresa is envisioned to be transferred to XU’s 104-hectare property in Bugo known as El Gaucho. The Aggie facilities will be reconstructed and upgraded there. To finance the construction of the new campus, XU is proposing to sell around 14 of the 63-hectare Manresa property to CLI. The said developer plans to turn it into a township project which will integrate complementary commercial, residential, office, and leisure uses to the campus town. XU is also proposing to sell around 4 of its 6-hectare property in Divisoria. CLI plans to convert this portion of the

Divisoria campus into downtown CDO’s Central Business District, with XU’s Church of the Immaculate Conception at its heart. In the project proposals, Xavier Ateneo will continue to be present in downtown Divisoria with the University Church; a redesigned campus for the XU Dr Jose P Rizal School of Medicine, College of Law and most of its graduate programs; and retention of 2 of the 6-hectare Divisoria campus. If the new campus project is approved by the Jesuit authorities, it is expected to be developed over an 8- to 10-year period. The new campus is proposed to be named the Masterson Campus honoring the great visionary Jesuit Fr William Masterson SJ who foresaw the potential of Manresa in the 1960s. This proposed masterplan for a campus of the future is in line with the Jesuit university’s strategic plan to be the best university in Mindanao and among the best in the Philippines especially as Xavier Ateneo moves forward to celebrating its centennial in 2033, Ad Majorem Dei Gloriam.
