MYBL launched in Oro THE first-ever MVPSF Youth Basketball League (MYBL) was launched last July 13 in Cagayan de Oro City at the Corpus Christi Gymnasium.

Thirty one teams from different schools of Cagayan de Oro, Bukidnon, Iligan, and Misamis Oriental are competing in the MYBL’s three categories: 12-under, 15-under, and 18-under category.

Mayor Oscar S. Moreno expressed his joy and gratitude to the private groups

and government organizations which brought this initiative to the city to show support to the youth in the field of sports.

The league was made possible through the collaborative efforts of Manny V. Pangilinan Sports Foundation (MVPSF), Samahang Basketbol ng Pilipinas (SBP), Local Government of Cagayan de Oro City, Cebu Landmasters, Inc., Smart Communications, Inc., Philippine Amusement and Gaming Corporation

The Energy Regulatory Commission (E R C) has ordered twelve private distribution utilities (DUs) to refund “regulatory reset cost” to their customers in their electricity bills this July, 2019, including any remaining amount from the previous regulatory period plus interest.

Per the ERC, the Regulatory Reset Costs are expenses incurred in engaging regulatory experts or consultants when setting and updating the DU’s electricity rates.

Under the PerformanceBased Regulation (PBR) methodology, privatelyowned DUs are allowed to charge the Regulatory Reset Cost in their revenue requirement.

However, ERC noted that “the 17th Congress appropriated funds for purposes of regulatory reset,” leaving the See BILLS, page 11

UNICEF launches U-Report in Bangsamoro region LANAO DEL SUR --The United Nations International Children’s Emergency Fund (UNICEF) has launched in the Bangsamoro Region a free online messaging tool used to improve adolescent and youth engagement – the U-Report.

The U-Report uses polls, alerts, and collect real-time responses. It empowers the youth and encourages them to be the voice of their communities.

Andrew Morris, UNICEF Philippines Mindanao Field Office chief, said the U-Report will give adolescents and young people

The U-Report in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is the first in the country. WE live in an unpredictable and rapidly changing world. This has always been true but it has become even more so in recent decades as we encounter social, economic and geopolitical changes as well as technological advances.

These changes have influenced the way we communicate, socialize and acquire knowledge and how we experience and understand the world and the people

around us. They have also profoundly changed the requirements of the job market and the work environment.

There is no doubt that in many ways, our lives have changed for the better. Think of a modern learner who now has unlimited and even free access to a world of high quality academic knowledge literally at his fingertips no matter his location or socioeconomic status. Or think of a young academic or skilled worker who can travel abroad

fairly easily thanks to growing cooperation between countries and potentially benefit from academic achievement or more favorable career opportunities. Yet these advances also pose new challenges.

In a rapidly evolving country, what skills must we te ach our learner? Will a skill taught today still be relevant tomorrow?

SEAOIL launches free lifetime gas supply promo

MANILA -- SEAOIL Philippines, touted as the country’s leading independent petroleum player, launched Tuesday the third year of its free lifetime gas supply promo, which company executives say is the only one of its kind in the world.

“Following our success from the past two years of the lifetime free gas promo, we want to continue this giveaway to thank our loyal customers for their continued patronage of SEAOIL. The response has been overwhelming, and we are more than happy to return with it once again,” SEAOIL chief executive officer Glenn Yu said in a statement.

As the costs of operating a vehicle have become expensive, winning a lifetime supply of free gas is a financial benefit.

PRRD signs law expanding benefits of scientists, engineers

MANILA -- Scientists, engineers, researchers, and other science and technology (S&T) personnel in government are expected to get more benefits under a new law signed by President Rodrigo R. Duterte.

Duterte signed Republic Act 11312 on April 17, 2019 but a copy of the document was only released to reporters on Tuesday (July 16).

The law amended Republic Act 8439 or the Magna Carta for scientists, engineers, researchers, and other S&T personnel in government by not imposing limits

on additional honoraria.

“Under the law, science and technology personnel who rendered service beyond the established regular workload of scientists,

technologists, researchers, and technicians whose broad and superior knowledge, expertise, or professional standing in a specific field contributes to productivity

and innovativeness shall be entitled to receive honorarium subjects to rules to be set by the department,” the law reads.

“The government shall not impose a limit on the amount of additional honoraria sourced from externally funded grants that may be received by S&T personnel,” it added.

Meanwhile, the law also states that S&T personnel not employed by the Department of Science and Technology (DOST) may avail of the same benefits upon certification that they are involved in research and development or other

scientific and technological activities.

Retired employees qualified to undertake specific scientific research activities may be rehired on contractual basis.

The law also states that the services of a scientist, who is due for compulsory retirement may be extended for a maximum period of five years.

Services rendered during the period of extension shall be credited as part of government service, and such extension shall entitle the employee to leave credits and other benefits, the law reads. (PNA)

Isuzu Joins LTFRB’s Modern PUV Caravan 2019

ISUZU Philippines Corporation (IPC), the country’s leading assembler and distributor of brandnew Isuzu trucks, joined the LTFRB Modern PUV Caravan 2019, a multisectoral program aimed to promote the nationwide adoption of modernized public utility vehicles (PUVs) towards a cleaner, safer, more convenient, more efficient, and more organized mass transport system, and thus realizing the government’s Public Utility Vehicle Modernization Program (PUVMP).

PUV Caravan 2019 started on July 4 with a 5 a.m. motorcade beginning at the Quezon Memorial Circle in Quezon City, with the convoy arriving at the main office of the Department of Transportation (DOTr) at the Clark Economic Zone in Pampanga province at 9 a.m. for the launch program.

The motorcade, composed of modernized PUVs from Isuzu and other manufacturers, had on board representatives from the participating sectors of government and various industries: The DOTr; the Land Transportation Franchising and Regulatory Bureau (LTFRB); the Land Transportation Office (LTO); Development Bank of the Philippines (DBP); Landbank; the Chamber of Automotive Manufacturers of the Philippines Inc. President Duterte awards housing units to former communist insurgents in Davao del Norte July 17, 2019 TAGUM CITY, Davao del Norte -- President Rodrigo Roa Duterte on Tuesday led the grant of housing units to former members of the New People’s Army (NPA) and Milisyang Bayan, hoping active rebels will shun violence and will return to mainstream society.

During the awarding of shelters at the Freedom Residences, Bgy. Cuambogan, Tagum City, President Duterte said his administration has taken concrete measures in addressing the

needs of the former rebels such as financial assistance, firearms remuneration, and grant of housing units.

Also part of Tuesday’s event was the demilitarization of turned-in-firearms under the Enhanced Comprehensive Local Integration Program (E-CLIP). The President hopes the program will help end the decadesold communist insurgency in the country.

Under the project, housing units will be awarded to qualified former rebels from Davao Oriental, Davao de Oro, and Davao del Norte.

Originally earmarked for the military and police personnel, the National Housing Association, through Administrative Order No. 10, re-allocated the housing units of Freedom Residences to rebel returnees.

E-CLIP, on the other hand, is a government program that aims to provide a complete package of assistance to former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP) who have surrendered to the government.

The NHA is committed to provide every former NPA member housing assistance or housing units worth P450,000. Likewise, former rebels who already have existing units will also receive P100,000 worth of assistance for housing repairs and improvements under the E-CLIP. The former members of the NPA who received house and lot packages during the ceremonial awarding Tuesday were Marion Jagmoc, Presco Kellay Perater Jr., Juanito Latiban, and Liza Davis.

Two other former rebels, Ricardo Omboy and Pedrito Sevilla, were given P65,000 in livelihood assistance by the President during the event.

Before she was detained for her alleged involvement in drugs, Senators de Lima and Trillanes summoned as witness a selfconfessed killer Edgar Matobato who claimed to be a member of DDS. In his testimony before the Senate investigation, he claimed to have personally killed over 200 victims and confessed to having buried 1,700 in a common grave in Lauds abandoned quarry.

He lied through his teeth. His testimonies were flawed. The DDS he was talking about was a ghost force conceptualized by Police Gen. Dionisio Tan-gatue, Jr. sometime in 1984 at the height of the communist insurgency in Davao. Duterte just about graduated from a law school and was a new lawyer. “This is a one-time refund to be effected in the July 2019 billing,” said Rolando J. Linaac, ILPI Finance Officer. “For ILPI, the amount to be refunded to our customers is P 558,830.00 equivalent to P .0274 per kilowatt hour(/KwH).”

“This represents the unutilized fund for regulatory reset cost in relation to the Performance Based Rate (PBR) Making, which the ERC subsequently resolved shall be borne by the government. The reset cost was part of the rates granted to Private DUs years back, hence, this refund,” he noted.

“We got our order a few days ago and ILPI will comply,” Casino said. “The cost was tucked into the rates but for some reason, the reset schedule was delayed, thus the refund.”

The ERC ordered eight more DUs in Luzon and the Visayas to refund a total of P20.8 million to their customers July billings, ranging from P0.0058 to P0.0694./KwH. These include Cabanatuan Electric Corporation (CELCOR); Clark Electric Distribution Corporation (CEDC); Dagupan Electric Power Corp.

(DECORP); La Union Electric Company (LUECO); San Fernando Electric Light & Power Co. (SFELAPCO); Tarlac Electric, Inc. (TEI) in Luzon and the Bohol Light Company, Inc. (BLCI); and Visayan Electric Company (VECO) in the Visayas.

Among the Mindanao DUs, CEPALCO was mandated to refund the highest amount at P5,098,534 or P0.0556/kWh; followed by Cotabato Light and Power Co. with P949,743 or P0.0694/kWh; Iligan Light and Power Co. — P558,830 or P0.0274/kWh; and Davao Light and Power Co., P262,640 pr P0.0013/kWh The ERC said the total regulatory reset cost refund to ratepayers was approximately P284,727,996 – including the amount previously ordered refunded to Meralco subscribers.

The ERC reiterated that the DUs must reflect the one-time refund in their customers’ billings for July – and should be specified as a separate item in their electric bills.

“We enjoin the privatelyowned DUs to submit a report to the Commission on their compliance with our refund directive on or before 15 August 2019,” Devanadera said.

The ERC has advised power consumers of private DUs to check their electricity bills next month and find out if the regulatory reset cost refund has been effected, including any relevant interest earned thereon.

The consumer advocacy group Laban Konsyumer Inc. has welcomed the ERC directive.

“Laban Konsyumer Inc. notes that these reduction in electricity rates are good for all types of consumers,” Laban Konsyumer president Victorio Dimagiba said in a statement.

“While in small amounts, the reduction when added up should bring electricity rates lower for all of us,” he added. (with online reports)

Known as the SM’s Luggage Boy, Christian, or Xian to many, currently works as a Sales Associate under the Luggage Department of The SM Store Lipa. He has attracted much attention by infusing creativity, fun and innate customer interface in his work with his gasp-out-loud technique in selling luggage.

Xian does creative selling through info-tainment where he’s able to explain technical product features in the most entertaining and captivating way. What’s more interesting about his creative selling approach is the way he incorporates dance skills including his trademark “split” in his routine which is now known the “Zipper Dance”.

Last July 2018, he has gone viral in social media after one of his customers uploaded a video of him on Facebook while he explains and demonstrates

the features and durability of the luggage he was vending that time.

This was featured in different platforms including 4 local television networks, 9 local broadsheets and digital website pages. SM’s Luggage Boy went global as international broadcasts including Korea’s SBS News and Australia’s ABC News picked up his story.
