CAGAYAN de Oro City--Officials of the Philippine Veterans Investment Development Corporation (Phividec) in Misamis Oriental on Monday challenged companies with multi-million tax delinquents to the national government to show proof of authorized payments to clear the issue.

Former Cagayan de Oro Congressman Benjo Benaldo, now a member of the Phividec Board of Directors, laughed off claims of the STEAG Estate Power Inc. a coal-fired power plant operating in the Phividec operated Ecozone in Misamis

Oriental, that it has paid taxes since its operation in 2006.

“Steag should show proof of payments, because the records of the Phividec showed that Steag has not paid more than P.4 billion back taxes on rental and real property tax,” Benaldo told The Mindanao Daily News.

Benaldo also decried the emissaries reportedly sent by the STEAG to hold a dialogue with the Phividec.

He said that a dialogue with the Phividec is not necessary if STEAG paid its taxes because the issue here is non-payment of rentals and real property taxes.

Drilon: No ‘unli’ Martial Law under the Constitution

Senate Minority Leader Franklin M. Drilon on Sunday said that any extension of martial law must not exceed the original 60-day period as provided by the 1987 Constitution.

“We cannot have an unlimited or ‘unli’- Martial Law in Mindanao,” Drilon, a former justice secretary, said in an interview with DZBB radio.

“Given that the 1987 Constitution places utmost importance on our systems of checks and balances, any notion of perpetual or even a five-year Martial Law rule in any part of the country can never be allowed under the fundamental law,” he stressed.

According to Drilon, any extension of martial rule must not go beyond 60 days “in accordance with the intentions of the framers of the 1987 Constitution.”

Transport strike in Normin fizzles

CAGAYAN de Oro City--The planned transport strike here Monday failed when the local transport groups ignored the call for a nationwide protest against the phaseout of the 15-year-old public utility jitneys (PUJs) in the country.

Supt. Lemuel Gonda, the spokesperson of the regional police command here, said that the transport situation in Northern Mindanao remains normal and that all transport buses and other PUJs are plying their regular routes Monday.

The Solidarity of Transport Alliances in Region 10 (STAREX) called a region wide transport strike-protest to sympathize and support the call for a nationwide transport strike by the Pinagkaisang Samahan ng Mga Tsuper at Operator Nationwide (PISTON).

Ringo Lago, the regional Secretary General of the STAREX-PISTON here, said that he still believes that a time would come when all the transport groups in the region would come together to unite for a common goal.

Lago blamed the lack of information drive and the lack of coordination among other transport groups in the region, which contributed to the failure of the transport strike here Monday.

One of the influential transport groups here, the

National Confederation of Transport Union (NCTU ) -Northern Mindanao did not join the transport strike here, perhaps, in retaliation to STAREX when it did not also cooperate when the NCTU called for a strike early this year.

Although the two major transport groups here could not meet eye to eye, both groups share the same objection to the planned phase out of 15-year-old PUJs next year.

Transport operators have expressed the fears that about 500 families whose livelihood rely on the local transport industry here would become jobless.

The Department of Transportation (DOTR) planned to replace the old jitneys with new vehicles with low carbon emission under the government’s “modernizing the PUJ, instead of phasing it out” program.

Aside from plying vehicles with standard carbon emission, the DOTR would also impose rigid management and maintenance of the new fleet of vehicles to improve passenger safety.

Transport leaders argued that the new requirement imposed by the Land Transportation and Franchise Board (LTRFB) for transport operators to shell out 40 percent of the P1 million to acquire a new vehicle and a new PUJ and franchise is not feasible.

Congress urged to prioritize fine tuning of BBL

A senator on Monday urged the Congress to prioritize the fine tuning of the Bangsamoro Basic Law (BBL) noting that it was long overdue.

“The BBL is long over-

due. We should be prioritizing the fine tuning of the law, adopting what we’ve already learned from all the consultations, hearings, and 17 years of negotiations,” Sen. Paolo Benigno Aquino

IV said in a statement.

Aquino made this remark as the Bangsamoro Transition Commission (BTC) is expected to submit to Pres. Rodrigo Duterte a draft of the revised BBL on

Crame cancels 90-day suspension order for Espenido, PNP-10 says

CAGAYAN de Oro City-The Philippine National Police has cancelled the suspension order for Chief Inspector Jovie Espenido, a police official said Monday.

“Ninety days Preventive Suspension of PCINSP Jovie Rodriguez Espenido 0-21251, PRO 10 as published in Special Orders No. 7072 NHQ July 7, 2017 is hereby cancelled/set aside effective July 13, 2017. (Authority: Approval of CPNP dated July 13, 2017),” read a portion of the order from police national command shared by PNP-10 spokesperson Superintendent Lemuel Gonda to reporters on Monday.

CPNP refers to Director General Ronald dela Rosa, the chief of the PNP. In an interview, Gonda did not provide any additional details to the order from Camp Crame except that they will wait for further advice the PNP leadership.

The suspension order stemmed from the complaint filed by Ormoc City Mayor Richard Gomez against Espenido in 2016 for alleging that the local chief executive has connections to the alleged illegal drug operations of the late Albuera, Leyte mayor Rolando Espinosa Sr., who was killed last year, and his son Kerwin, who’s now serving time in jail.

In a separate interview Monday, Espenido said that he has yet to receive a copy of the cancellation of the suspension order, although he will comply with any order from his higher-ups.

THE word war between the Philippine Veterans Investment Development Corporation (PHIVIDEC) and the STEAG, a coalfired power plant in Villanueva, Misamis Oriental might explode into a fullblown word war.

If unsettled, the issue about the billions of pesos unpaid taxes due the national government would certainly reach the halls of Congress.

If that happens, more multi-national companies in the Phividec Ecozone in Misamis Oriental would be dragged into the issue. Thus, a Congressional inquiry would open the “Pandora’s box” at the Phividec involving a multi-billion tax anomaly.

When that happens, we expect top government officials, including Phividec officials, and private companies in “hot water” where the culprits would be unmasked.

For the last 35 years, the alleged tax anomaly has reportedly been taken for granted at the Phividec. Now, many believed that Benaldo would not leave a stone unturned in investigating the tax issue at the Phividec.

only express optimism that the next time a call for a transport strike, the other transport organizations in Cagayan De Oro City and elsewhere in Northern Mindanao would unite in the pursuit of the transport sector’s common goal.

STAREX, an affiliate of the Pinagkaisang Samahan ng Mage Tsuper at Operator Nationwide (PISTON), was a bit dismayed by the failure of the transport strike Monday.

Well, the purpose of t he st r i ke was to protest the abolition of the 15-year-old and above (PUJ) plying the major thoroughfare in here and in all the cities and provinces in the country.

T he D e p ar t me nt of Transportation (DOTR) said it is not a “phase out of the jitneys rather it is modernizing.” Of course, the phrase was designed to sound it acceptable to the ears. However, the jitney drivers and operators, about 250,000 in the country are not buying the slogan.

In Cagayan De Oro, there are more than 500 PUJs plying in the city streets here. Most of these PUJs have been already

old and there is, indeed, a need to replace these PUJs. The CYNOSURE agrees to the DOTR plan to have PUJs with low carbon emission and a rigid maintenance to make it safer to the commuters.

Perhaps, the transport group only needs an assurance from the DOTR plan that is acceptable and viable to the local transport industr y. For inst ance, re quir ing an operator to raise Php 1 million before given a franchise to operate is too much for the starters. Would it be possible for the DOTR to extend the required capital on a loan to operators who would, then, pay a monthly amortization to settle the amount?

In that case, only PUJ operators who are willing to take the risk would opt to obtain a franchise.

Well, there is always a way to resolve problems as this. One thing is important, that the livelihood of the people who rely on the transport industry should be protected and given the priority.

Worldwide population is expected to grow to nearly 10 billion by 2050 - but agricultural lands won’t be able to follow the same pace. The problem is clear: something has to change.

The question is what.

Sustainable food for everyone! Food - besides water!

The world’s population continues to grow - but the Earth’s surface doesn’t. And already one in nine people around the world suffered from hunger. Although fertility levels worldwide are declining, life expectancy is increasing - and therefore, the global population keeps growing. The United Nations estimates that the world’s population is increasing by more than 80 million people every year.

Forecasts offer a nonstop rise: The global population is expected to reach 8.6 billion in 2030, 9.8 billion in 2050 and 11.2 billion by 2100. So allow me to ask: How can we feed all these billions without

destroying the Earth?

Although it’s a dire picture, but let’s face it: the situation is not as disastrous as it might seem.

Food is not lacking - it is just poorly managed. I got the idea for this post after having watched an interview with Ralf Südhoff, head of the World Food Program of the United Nations in Berlin. He said: “Today, we would be able to feed many more people than we do”. “But we waste too much of the food we produce, and we lack efficient production - particularly in Africa”.

Forgotten are many rural areas. I agree with Südhoff who says that population growth is not the key cause of hunger, but rather a lack of efficiency in managing our resources.

Indeed, farmers in rural areas of some African and Asian countries still lack the necessary means to maximize crop yields, misusing vast areas of land.

Imagine, the productivity of existing arable lands could be doubled, experts believe. And experts agree

that productivity could be increased through very simple means. Allow me to quote again Ralf Südhoff: “Efficiency could be doubled or tripled in African countries by providing basic means such as training, credits and land rights”.

According to Valentin Thurn, director of the German documentary “10 Billion- What’s on your plate?” Farmers in rural areas are the most affected by hunger - and the ones most commonly left behind. He believes, and he is “dead” correct, smallholders should get integrated into the modernization processes - until now, only limited to big industrialized farms.

While it won’t necessarily be easy to feed 10 billion people sustainably, it is possible, experts believe.

“We are producing at such a pace that the natural cycle cannot recover fast enough,” Klingholz said.

“And this is mainly rich countries’ fault.” Global agriculture currently produces some 4,000 calories

Industrialized countries are therefore even more responsible for mitigating the effects of climate change. Philpost runs out of money order forms

-oooP H IL P O S T R U N S OUT OF MONEY ORDER FORMS: Many lawyers like me surely had the scare of their lives, in a manner of speaking of course, during the last several days insofar as their out of town (read that, outside of Metro Manila) cases that required them to pay certain fees, like appeal fees, for instance. The reason?

The Philippine Postal Corporation (Philpost) appears to have ran out of money order forms that had to be filled up by interested parties, so money orders could be sent by them to appropriate government agencies, like the courts, where fees and money had to be remitted as part of certain requirements.

As a result of this, fees that had to be paid were not paid, causing big problems, like, in an Iloilo City court case of mine, the appeal fees I was trying to deposit with the Philpost were not accepted and hence were not paid to the court.

-oooPHILPOST ASKED TO EXPLAIN: So, since no one at the frontline offices of Philpost can explain anything to me and to my staff about the problem of missing money order forms, I wrote the Postmaster General. Here are parts of my letter: “We are writing to you in connection with the problems being encountered by our clients and other interested parties in connection with their inability to send money orders…

“We were told that the Philippine Postal Corporation has stopped or refused accept placements for money orders allegedly on account of the policy of its officials to change its money order forms, and that, the new money order forms had not been delivered to it yet.

“With due respect, we do not question the wisdom or the necessity of changing forms for money orders. That is a matter that is better left for your discretion. But, Philpost should have, in the meantime, provided for a way by which money orders can still be sent while it is awaiting the delivery of the new forms. As it is, people who regularly transact using money orders are left without any recourse or remedy at all…

-oooPHILPOST TO ISSUE CHECKS IN LIEU OF MONEY ORDER FORMS: Ms. Corazon E. Damias, the chief of Philpost’s Postal Payment Delivery Division, wrote back to me.

She explained: “We would like to inform you that the postal money order form has been converted into a check in compliance with the regulation of the Philippine Clearing House Corporation (PCHC)… which states that banks would no longer accept checks with the old format design effective July 01, 2017.

“We were advised by our depository bank on the implementation of the said circular only in January 2017. Hence, we consulted the PCHC if the postal money order would be covered by this issuance and they replied us on the affirmative. There was a delay in the distribution of the new postal money order checks in the post offices because we had to wait for the approval of the PCHC

ZAMBOANGA City––In a world where mainsteam narrratives about Islam are very skewed towards violence, it is hard for a reader to accept nor imagine that it can be a theology of love. Nonetheless, let me share why Islam for the overwhelmingly 1.6 billion souls on earth is a source of love and not of hate, of altruism higher than selfishness and parochial interest. Let me dip into the same scripture from whence violent extremists take motivation and influence and leave it to the readers to judge afterwards.

Etymological roots When we talk about Islam, there is no higher authority than the Qur’an and the Sunnah (Practice, model) of the Prophet Muhammad (pbuh[1]) and these books are written in Arabic. Let us then explore the meaning of love in the original language of the Qur’an.

BOX OF HOPE: LCS teachers and pupils’ gesture of LOVE for the soldiers

As we all know that our country is currently facing with the Marawi crisis.

Many of our soldiers and innocent people had laid down their lives in the said Marawi siege. The situation was never easy. The invasion of the rebels in Marawi and the destruction caused by the war between the government troupe and

the rebels caused displaced for many people of Marawi from their homeland. As the war continues, more families mourned for the lives of their love ones, more especially to our soldiers who were brave enough to leave their families in exchange of peace and order in the city of Marawi.

The soldiers, who have survived during the encounter of the Maute group, are still suffering from the loss of their colleagues and the traumatic experience in the war. As a simple way

of honoring and giving thanks for the sacrifices of our soldiers, Lumbia Central School teachers and pupils have shown their gesture of love and care to our soldiers. A shoe box as so called “BOX OF HOPE “was collected from the different grade levels from the Kindergarten class to the Grade 6 level. The pupils and teachers gathered some basic needs such as sachets of milk and coffee with a disposable cup, bath soap and bath towel, noodles, toothbrush and toothpaste, cans of sardines and tuna, and alcohol and placed it inside a shoe box. The shoe boxes containing also a letter, with words of hope and encouragements will be distributed to our soldiers, to somehow lighten their burden and worries as they continually fought for peace and order of Marawi City.

These boxes are all gathered and were brought to City Central School which will be then transported to the 4th Infantry Division at Patag, Cagayan de Oro City.

These acts were initiated by the Division Federated Students Government of both Elementary and Secondar y Public Schools.

Other Public schools also joined the activity in supporting our government troupe in Marawi.

Gushing sweat made such unusual expression of a satisfying Lumbian player to fulfill the longing to succeed despite equipment shortage District MEET commence the blazing desire of the players to win. In the middle of inadequacy the group has initiated a one of a kind innovation the “baseball glove making”. The baseball player’s desire was lifted as they fold, cut and sew the rice sack. The direction of their scissors as they strike to the instructed direction pushes their inspiration. The improvised needle that made such sting to their fingers signifies the unfathomable patience beyond perspiration and delirium.

Lucky enough the team has found kind hearted individuals who build the players’ confident. The compassionate personages composed of Mr. Vincent Padilla, Xavier University Sports Director, Lumbia Central School Principal Dr. Marichelle F. Saga,

and Mr and Mrs Jun Abao. Their support, time and effort have established a sense of faith to the player. These were proven by the bruise and pain that the players have experienced as they courageously snatch game balls to make certain score. The frailness of their hand gloves did not hamper the chance to bit defeat. Their native hand gloves push them to venture for victory as they held Division Level 3rd place for two consecutive years. This is the evidence of a great dedication and marks the story of conquest above defies.

THE vast opportunities afforded by technology can actually narrow the scope of our lives, a truth that may seem counterintuitive. But there’s a lot that doesn’t fit on our screens which past generations called the world.

To see it, we have to look up, around, within, just not always down at the devices in our hands.

It’s no secret that an in-

creasingly digital culture risks diminishing our connections to each other and to nature.

But to restore and nurture and celebrate those connections, sometimes we need guidance. There are many distractions and obstacles in our fast-paced society and an increasing number of negative trends – all of which need our attention and action as education professionals.

In the woods without cell phones, enrolees in a nature educational camp will not

only lose power over the flow of information at their fingertips, they will also realize that they’re participating in their surroundings rather than controlling them. You’re not even the top predator out there. It’s invigorating and appropriately humbling.

Enrollees will also be guided by the same eight tenets of connection: happiness, health and vitality, deep listening, empathy for nature, being truly helpful, being fully alive, compassion and quiet mind.

Comval conducts joint PPOC, PADAC, PDRRMC meetings Compostela Valley Province -- Joint meetings were held for the Provincial Peace and Order Council (PPOC), Anti-Drug Abuse Council (PADAC) and Disaster Risk Reduction and Management Council (PDRRMC), all chaired

by Gov. Tyron Uy, on July 13, 2017 at the Social hall, provincial capitol.

Latest report from the Comval Provincial Police Office (CVPPO), under PSSupt Malvin Manuel Pepino, reveals that the province remains relatively peaceful. The CVPPO noted a significant decrease of crime incidents based on the data gathered from 11 Municipal Police Stations.

“This is due to the intensified campaign against illegal drugs, and other police operations. Drug pushers and drug users could not easily make their activities in our area of responsibility as the community is vigilant enough to report illegal activities to the authorities,” reported PSupt.

The PADAC also shared updates on the “Oplan Liwanag” program, a community–based transformative intervention for Voluntary Surrenderers for Reform (VSR) who are categorized as mild to moderate drug

users.

“This is a 2-month program which aims to rehabilitate and reform the VSRs undergoing various lectures and workshops on spirituality, psychosocial, health awareness, marriage and family enrichment and capacitated through life skills and livelihood training skills,” said Mario Angelo Sotto, Oplan Liwanag Action Officer.

He added that some barangays already took off with the program while others are currently undergoing capacity development trainings for them to implement the program in their own barangays.

Meanwhile, the PDRRMC also shared its existing emergency response in cooperation with the 11 municipal DRRM offices. PDRRMO head Raul Villocino also presented initial recommendations based on the benchmarking conducted in Bohol province. Last June, some members of the PPOC and PDRRMC went to study the Telephone and Radio System Emergency Response (TaRSIER) scheme of Bohol.

PNP seeks ML extension to arrest narco-politicians, Maute supporters

The Philippine National Police (PNP) has batted for the extension of Martial Law in Mindanao in order to give them more time and opportunity to arrest alleged narco-politicians and personalities who openly support Maute Group terrorists activities in Marawi City.

This was bared by PNP Director General Ronald “Bato” Dela Rosa during a press briefing in Camp Crame, Quezon City, Monday.

He added that this is based on law enforcement considerations.

Martial Law in Mindanao was declared following Maute Group attacks in Marawi City last May 23.

This recommendation is contained in the position paper they submitted to President Rodrigo Duterte on Friday.

The said recommendation, however, does not contain a specific time frame for the proposed extension.

Likewise, Dela Rosa also pointed out that other relevant government agencies and institutions have already submitted their respective recommendations to the Chief Executive for the latter to act on.

The PNP chief also said that it is possible that the President may announce his decision before his State-ofthe-Nation-Address (SONA) on July 24.

As this develops, Dela Rosa also said that they

have detected plans of the New People’s Army (NPA) to conduct pre-SONA attacks on Davao City as part of their efforts to embarrass the President.

The PNP chief assured the public that they already have taken appropriate security measures to prevent this from happening.

Aside from this, no other threats were detected for Duterte’s 2nd SONA which will take place this Monday, next week. PNA

DAVAO CITY -- The Development Bank of the Philippines (DBP) sees Mindanao as a big contributor in terms of generating deposits.

According to Development Bank of the Philippines (DBP) president and chief executive officer Cecilia Borromeo, the bank will be getting more deposits from Mindanao but this will be plowed back into the island’s economy by way of loans to various sectors.

Being the state’s infra bank, Borromeo said Friday there is a continuing stream of development projects coming into Mindanao.

DBP has launched here its Infrastructure Contractor Support (ICONS) Program, a support to contractors of various infra projects in various levels such as the

local government units, national government agencies, local water districts or even housing developers getting the services of these contractors for their projects, she said.

“We hope to give them the working capital they need that will significantly ease the flow of capital of these contractors so that they can finish their respective projects in a very timely fashion and generate efficiency that will improve their margins,” she said.

Borromeo said Mindanao’s share of the bank’s loan portfolio is about 20 percent.

Meanwhile, Borromeo underscored the country needs more infrastructure, which is now the director of the administration of President Rodrigo Duterte.

The country, she said

needs more schools, hospitals, farm-to-market roads, and a 24/7 supply of water and connection to electricity.

She said the local government units will always be one potent partner of DBP and they will continue to support their projects included in the local development plan. DBP’s portfolio is 80 percent on infrastructure projects of different forms, she said.

As to the DBP Digital Banking Portal, Borromeo said they are looking to increase the touch point of the bank by deploying more automated machines (ATMs) in under-served unserved areas where ever physical and financially feasible.

“We are seriously thinking of expanding even our branch network and with

our improved e-banking services we will partner with LGU and other businesses to make their operations more efficient,” she said.

Ebanking services as payment facility are already offered to LGUs to give a hassle-free in paying their taxes.

Davao City, she said, is looking at the possibility of partnering with DBP for some of its e-banking services. “Hopefully we can inspire them and take a look with our e-banking services and sign up with us,” she said.

DBP has now 121 branches throughout the country. By end of 2017, four more branches will open in Romblon, Polomolok, Taytay, Palawan, and Guinobatan, Albay.

RESOLUTION NO. 17-117 WHEREAS, in order to decongest the City Proper from vehicular traffic, obtain a more effective and realistic control of traffic and to avoid illegal parking by violators, the Iligan City Government in 2004, decided to establish and operate an Integrated Bus and Jeepney Terminal (IBJT)-South Iligan located at Camague, Barangay Tubod, to regulate and control the southbound provincial bus, jeepney and van and other public utility operators from entering the narrow city proper highway and streets of the city of Iligan; WHEREAS, the lease by the city of the lot where the Integrated Bus and Jeepney Terminal (IBJT)-Southbound, is located is covered by a Lease Contract, which has been renewed several times, the terms and condition stipulated therein, governed the contractual and respective obligations of the parties; WHEREAS, when the administration of Mayor Celso G. Regencia assumed, the lease contract involving the Southbound Terminal was put to question with the Office of the Ombudsman in Ombudsman Case OMB-MC¬14-0061 entitled: Dexter T. Sumaoy vs. Lawrence Ll. Cruz, et. al., which ruled in favor of the complainant. The ruling of the Ombudsman is still being challenged by the respondents.

WHEREAS, previously, the body passed and adopted Resolution No. 16-391, whereby the Honorable City Mayor Celso G. Regencia requested for an authority from the body that he be authorized to file and initiate a complaint or petition to be filed in Court to cause the rescission of the Lease Contract with the Lessor of the Iligan Southbound Terminal; WHEREAS, faced with its eminent closure, the Committee on Economic Enterprise recommended for the transfer of Southbound Integrated Bus and Jeep Terminal to the football field of the former National Steel Corporation in Barangay Suarez, Iligan City; WHEREFORE, on motion of Member Eric M. Capitan, duly seconded by Member Petronilo G. SECTION 3. Role of the City Engineer’s Office - The City Engineer’s Office shall see to it that there is enough vehicles’ space, stalls and comfort rooms constructed for the transferee-vendors, vehicles and users.

SECTION 4. EEDMO- EEDMO shall only effect the transfer once the stalls and the areas for the vehicles are in place and ready, with names and numbers marked on the new stalls and signages for the different PUJ and Bus Line Operations are in put in place.

SECTION 5. Fees - All existing fees collected at the former Integrated Bus and Jeepney Terminal-Southbound at Camague shall be applied at the temporary Integrated Bus and Jeepney TerminalSouthbound NSC. SECTION 6. Routes for Provincial Passenger Vehicles from the South going to the temporary Integrated Bus and Jeepney Terminal -Southbound NSC - The routes of the Provincial Passenger Vehicles from the South going to the temporary Integrated Bus and Jeepney Terminal -Southbound NSC like the Linamon Line, Bacolod Line, Kauswagan Line, Kolambugan Line, Kapatagan Line, Balo-i Line and those passenger vehicles coming from Lanao del Sur and Marawi, shall follow the same route as stipulated under City Ordinance No. 05-4773. Except of the passenger buses going to the Integrated Bus and Jeepney Terminal-North at Tambo, they are refrained from entering the City Proper.

Upon arriving at the NSC area, they shall execute right turn going to the terminal. In going back to their destination going south, after exiting the terminal and upon arriving at the Diosdado Macapagal Avenue (National Highway) they shall execute left turn then back to their destination in the south.

SECTION 7. Provincial passenger vehicles mentioned above are not allowed to pick-up passengers, except at the Integrated Bus and Jeepney Terminal-Southbound.

SECTION 8. Stalls of the Integrated Bus and Jeepney Terminal -Southbound NSC - The guidelines regarding the establishment, fees and usage of the stalls of the Integrated Bus and Jeepney Terminal (IBJT) Southbound NSC, shall be under the guidance of the Economic Enterprise Development and Management Office (EEDMO).

SECTION 9. Funds - The Iligan City Government shall allocate the necessary funds for the construction of vehicles sheds, stalls, comfort rooms and other amenities to make the users of the terminal comfortable and safe as possible.

SECTION 10. Penalty-The penalties as stipulated in other traffic related ordinances of the city not amended and are still active shall apply.

SECTION 11. Effectivity.-This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

Teaching reading to first graders is very easy. What makes it difficult is the attitude of these learners towards reading. Considering their age short attention span, emotional readiness, family background and prior experiences plus the availability of gadgets these learners find difficulties in reading.

With the quickness of the movements of the cartoon characters they watched, they find teachers not interesting and boring.

In order for these learners to have focus and interest the teacher will have to bring technology in front of them.

With a laptop and a flat

screen monitor teacher can present animated series of pictures used for motivation. Stories for children on YouTube are made available for these days.

Learners are alive seeing a picture moving and dancing. Following the body movements as they say the sound of the alphabet made them easily remembers.

Mimicking, imitating what they saw on screen coupled with constant repetition made these learners enjoy reading.

With the presence of ICT is a big help for the teachers in the classroom.

Learners interact with what they have seen. Teaching beginning reading for the first graders made easy and attractive and at the same time learning is joyful and full of fun.

Dynamic, complex, and technologically well-oriented.

These are the characteristics of the 21st century learners that every teacher should also earnestly hold. Such learners tend to have a short concentration span that leads them to easily lose focus in their classes. Moreover, as a 21st century teacher, it is our duty to respond to the needs of our learners; providing them with life-long learning experiences and activities that would arouse their interest in the learning process. Accordingly, such concept would be attained through the use of technology and educational multimedia resources like the text2teach program.

What is Text2Teach Program?

BridgeIT Text2Teach Pro-

gram or simply known as Text2Teach (T2T) is an educational media with the use of mobile phone, television, media master and a cable disk as a tool or instrument of instruction used by the LCS grades five and six teachers (Maagad, 2015).

Text2Teach provides videos that discusses and illustrates the learning content.

According to the report of Ms. Sylvia Maagad, LCS Text2Teach Coordinator, way back 2004, Lumbia Central School was chosen as one of the pilot tested schools for BridgeIt Text2Teach Program. This then opened the opportunity to the LCS teachers to integrate ICT in their teachings. After 2 to 3 years of BridgeIT, it was revised to ELSAT2T where all materials have been enhanced and updated.

Why use this program?

As stated by Mrs. Maritcha Ubay-Ubay, grade five teacher,

CBN-Northern Mindanao, “Text2Teach provides more learning opportunity to our pupils…”. On the other hand, a grade six teacher, Mrs. Hildegardes Dechos, testified that LCS pupils showed excitement and interest to participate every time she uses text2teach in her classes. “ … it clearly illustrates examples and discusses content that leads to an active interaction from the pupils”, added Mrs. Myrna Palomar, a grade six teacher in text2teach.

These testimonials coming from the LCS teachers using the said program is good enough to attest why LCS should continue to use the text2teach.

How did it help LCS? Ms. Sylvia Maagad reflected on her reports that text2teach had a good impact to the school, since the interest of the pupils to watch the video lessen the school’s problem in absenteeism and drop outs. This program surely established a significant link in improving the school’s

academic achievements.

Thus, teachers are always reminded that proper integration and use of this program would lead to a productive and significant outcome either in pupils’ performance or in teachers accomplishments.

Indeed, Teaxt2Teach is an effective educational media that develops active and alive teaching-and-learning process.

Lumbia Central School is grateful to this program for it provides expanded learning opportunities not only to the children but to the teachers as well. This gives LCS teachers an exploration and prospect on how to respond to the technologically welloriented learners. It develops the teachers’ full potential in using ICT in their teachings that will not leave them behind to the fast changing, critical, and innovative teaching trends.

LCS teachers are now ready and driven to the use Text2Teach.

NDEP Awareness: Katatagan Kontra Droga sa Komunidad

I’M happy that here in Cagayan de Oro, the National Drug Education Program has slowly gained traction. Banking on the theme Katatagan Kontra Droga sa Komunidad, NDEP has for instance produced graduates undergoing digital literacy training and introduction to virtual assistance.

The NDEP is a comprehensive educational program which provides a holistic approach in preventing and eliminating

the menace of drugs in the country. The NDEP also enables all sectors to work collaboratively – with the school system as the core – thereby unifying all sectoral endeavors.

The NDEP has five components that DepEd builds on to create awareness on the ill effects of using illegal drugs. These components are curriculum and instruction, co-curricular and ancillary services, teacher and staff development, parent education and community outreach and research, monitoring and evaluation.

Because of the sensitivity of the topic, all lessons on illegal drugs will be ageappropriate. Public schools also intensify anti-drug abuse information campaigns, support the activities planned by the designated NDEP coordinators and

involve the PTAs as well as student governments in these activities.

The NDEP will be further enriched by allocating funds for the replication of existing modules and teaching aids and developing supplementary instructional materials.

cloves and cinnamon were augmented by cash crops like coffee, tea, cacao, tobacco, rubber, sugar and opium.To safeguard their commercial interests, the VOC and the colonial administration, which replaced it in 1799, progressively absorbed surrounding territory.

The RIJNSBURG was a VOC type pinnace class weighing 100 tons burthen (bm) of the type which was used mainly for transport and raiding by the Dutch.

The Dutch built pinnaces during the early 17th century. Dutch pinnaces had a hull form resembling a small “race-built” galleon, and were usually rigged as a ship (square rigged on three masts), or carried a similar rig on two masts (in a fashion akin to the later “brig”). Pinnaces were used as merchant vessels, pirate vessels and small warships.

After her first voyage to the East on 11 October 1637, the RIJNSBURG arrived on 28 April 1638 in Batavia (kamer van Amsterdam), the capital of the Dutch East Indies (present day Jakarta, Indonesia) and from thence proceeded to India.

In 1638, RIJNSBURG, was lost in a battle with the Spanish,off the Philippines.

Local legends have it that the ship fell into dire straits after Olivier van Noort, Jr., led a mutiny and took to piracy, lured by the riches to be gained by attacking the spice ships of the Portuguese in the East Indies, the Chinese and Japanese merchant ships trading with the Filipinos at the time, and the biggest prizes of all, the Spanish galleons plying the Acapulco-Manila route.

Van Noort was the son and namesake of the commander of the first Dutch privateersquadron to do battle with the Spaniards under in December 14, 1600 when they sank the San Diego, flagship of the Spanish fleet under Antonio de Morga. When the elder Van Noort returned to Holland, he became the first Dutch to circumnavigate the globe.

But the reckless bravado of the young Van Noort reportedly proved to be his undoing, and the pirate ship RIJNSBURG was lost in battle when it rashly attacked a bigger Spanish galleon from Acapulco and was blown in two by the galleon’s bigger cannons.

The wreck of the pinnace washed up in the shores of Opol, a barrio of what was then known as the Segundo Distrito de Misamis.

Seven Seas Water Park and Resorts features a fullscale replica of the shipwreck on a rock island as its center of attraction for the half hectare tsunami wave pool.

The AMBOINA and BRUINVIS Besides the RIJNSBURG, Seven Seas also features full scale replicas of relics from two other Dutch East Indiamen, the AMBOINA

and BRUINVIS. The AMBOINA was a VOC type spiegelretour ship class 3-masted sailing ship built in 1629 of 550 tons burthen (bm) which was scuttled by her own crew on Sept. 9, 1647.

The oral history handed down through generations has it that local officials from the nearby town of Cagayan mustered the local populace to build a cotta or fort named Fuerza de San Agustin (after the town’s Patron Saint) armed with the cannons taken from the wreck of the AMBOINA as a defense against marauding Dutch pirates and privateers, the Sultanates of Maguindanao and Buayan led by Sultan Kudarat and Sultan Maputi, respectively; and the far-ranging proas from Jolo of Moro slavers who were also active during this period.

The BRUIVIS was a Dutch fluyt ship built in Amsterdam of 120 tons burthen (bm) and acquired by the VOC in 1645. Records show it first departed Texel as a VOC ship on April 24, 1645 and operated out of Batavia in the Dutch East Indies (present day Jakarta, Indonesia) until she was either blown up by the Spanish or by her own Dutch Crew on January 20, 1658 off Maginado in the Philippines.

A fluyt is a Dutch type of sailing vessel originally designed by the shipwrights of Hoorn as a dedicated cargo vessel designed to facilitate transoceanic delivery with the maximum of space and crew efficiency. Unlike rivals, it was not built for conversion in wartime to a warship, so it was cheaper to build and carried twice the cargo, and could be handled by a smaller crew.

“With these footnotes in a forgotten chapter of Philippine history, Seven Seas hopes to awaken the interest of our guests, especially the youth, in the relevance of history to current events, and keep in mind as they journey through their lives that we don’t have to reinvent the wheel every time we come to a problem that requires transport,” Paras said. Benaldo said that the MICT have a tax delinquency of P342,438,335.33, while the third was the Philippine Sinter Corp with a tax delinquency of P131,442,768.66. The combined tax delinquency of the three companies totaled about P1,064,720,370.07.

Adding the tax delinquencies of some of the 80 companies in the Phividec Ecozone, the total amount of tax deficiency in the PIE-MO could reach P2 billion, he said.

Benaldo said that the government would exhaust all legal means to collect the delinquent tax at the Phividec Ecozone in Misamis Oriental before it might impose drastic action against the erring firms.

Espenido claimed he got hold of the suspension order on Friday, July 14.

In fact, he was given a certificate of commendation from the local government unit of Ozamiz City signed

by Mayor Reynaldo Parojinog Sr. and Vice Mayor Nova Princess Parojinog, on July 15 when Espenido paid the local government officials a visit.

The vice mayor is Parojinog’s daughter and vice chair of the City Peace and Order Council.

Espenido was appointed as Ozamiz’s city police chief in December 20, 2016. He was expected to end his stint last July 16.

Espendio was embroiled in a controversy during his time in Ozamiz for allegedly slapping a suspect last March, a video footage of which went viral on social media.

Just recently, the police officer figured in another controversy when the some officers from the Ozamiz police reportedly displayed and left nine cadavers on pavement, who were shot by law enforcers in an operation, to dry in the sun last June.

In more than seven months as the head of the Ozamiz city police, Espenido has contributed to the anti-drug campaign of the city, said the mayor.

“The local government cannot do it alone. We need the help of the police in our fight against illegal drugs and criminality. His (Espenido) leadership has helped us achieve that,” Parojinog said in another interview.

Espenido said the city government has been very supportive to the Ozamiz police in terms of food, fuel, and allowance for its

personnel.

Parojinog added they will just wait from the PNP high command to appoint the next city police chief.

“His achievement is an inspiration to both the law enforcement sector and the local government functionaries who have worked with him in the pursuit of unified goals to preserve peace and tranquility necessary for local development and excellence in governance,” read a part of the certificate given by the Parojinogs to Espenido.

The vice mayor said they will miss Espenido for his dedication and service to the people of Ozamiz.

Ozamiz city information officer Elena Pelare has confirmed Monday afternoon that Espenido no longer reported in his office.

Pelare added that Espenido’s deputy, Senior Inspector Dennis Pano, is temporarily acting as the city police chief until Camp Crame will appoint a replacement.

For his part, Espenido said he is looking forward to spending the three months going on a vacation.

“In my 21 years of service, I have yet to take a leave of absence,” he said, adding this might be the best time for him to take a break, even joking that he plans to take a dip in a pool in Clarin, Misamis Occidental.

The root word of love in Arabic is [h] [b] [b] and “hubb” is its noun and “yuhibbu” is its verb, meaning to love. When the preposition “li” is prefix to the root word, it means “in the love”. When the preposition “ka” is prefix to the root word, it means “as [they should] love”. These are examples of associative words that can be found in the Qur’an.

Love in the Qur’an Love and belief in God. Love in both noun and verb forms appear in the Qur’an around forty times. Let us explore love from cover to cover. It first appears in Surah (Chapter) 2: Al Baqarah in Ayah (Verse) 165 describing two types of people: The first type of people equates their love for God with idols. In Tafsir Ibn Kathir, this is polytheism (shirk), appointing an equal to God and is considered greatest sin.

The second type of people are those who believe in the oneness of God (monotheism) and their love for God is stronger (ashaddu). Thus love here is associated with belief – the first one describing a wrong type of love and the second a right way of love as pertains to the Divine.

This is consistent with one of the divine attributes, Allah is Al-Wadood, The Loving.

Love and selflessness.

In Verse 177 of the same chapter 2, love is used to describe an instance of

11 selflessness, when people give of their wealth as a form of righteousness and obedience to God. This selflessness is also descibed in Verse 8 of Chapter 76, helping the poor and the needy despite of their need for it.

Love and good deeds.

In Verse 195 of the same chapter 2 and in Verse 134 of Chapter 3: Ali Imran, the last line runs this way, “… Allah loves the doers of good”, thus, love is associated with good deeds.

According to Tafsir Ibn Kathir, good deed is a type of ihsan or religious excellence) and charity does not decrease one’s wealth because of the multitude of its spiritual gains. This is repeated in Verse 148 of Chapter 3: Ali Imran, where the “doers of good” are rewarded both in this world and the hereafter. In Verse 93 of Chapter 3: Ali Imran, past actions of “the doers of good” is forgiven if they now submit and do good deeds.

Love and trust. In Verse 216 of the same chapter 2, there is a line, “…perhaps you love a thing and it is bad for you …”. In life, a Muslim may desire a number of things which over time may be harmful or non-beneficial, therefore, a Muslim is expected to trust and yield to the divine plan (qadr). This notion of predestination involves trusting the Divine and made succinct in Verse 159 of Chapter 3: Ali Imran, “Allah loves those who rely [upon Him}.”

Love, repentance and purification. In Verse 222 of chapter 2, the final line runs this way, “Indeed, Allah loves those who are constantly repentant and loves those who purify themselves.” The association of love with repentance is premised on the frailty of human nature and tendency to commit moral mistakes; while purification commences with repentance, recognizing one’s mistakes and making an effort to cleanse one’s self. Love of those who purify themselves is also reflected in Verse108 of Chapter 9: Al-Tawbah.

Love, desire and best return. In Verse 14 of Chapter 3: Ali Imran of the Qur’an, describes human love with the desire for spouses and to have children, accumulation of material wealth from silver and gold to horses and cattles and lands. We are reminded that these material wealth we desire or love so much are only enjoyment of worldly life, but the best return (husnul maāb) is with God. In Verse 152 of the same Chapter 3, describes how pursuing what we love or desire can lead to disobedience, consequently, defeat.

In Verse 25 of Chapter 4: Al-Nisa’, warns us of secret lovers, those engaged in satisfying the needs of the flesh outside marriage and the presciption to the call of the flesh is patience or steadfastness.

Unfazed by martial law, Ozamiz City holds annual festivities OZAMIZ CITY – The implementation of Martial Law all over the island of Mindanao has not deterred the people of Ozamiz city from celebrating its annual fiesta as events were successfully held in the city this weekend.

The series of activities were celebrated in honor its patron saint, the Nuestra Señora dela Concepcion y del Triunfo, and also in line with the celebration of the city’s 69th Charter Day anniversary on July 16, 2017.

Ozamiz City Mayor Reynaldo ‘Aldong’ Parojinog Sr. said they are unfazed of the Mindanao-wide enactment of the martial rule since the city has been known to be peaceful and its residents peace-loving.

“We have nothing to fear here in Ozamiz City.

We are still celebrating our annual fiesta, although out of respect for Martial Law, we have to strictly observe the curfew hours,” Parojinog said.

All the activities held at nighttime must end before 12 midnight.

Vice Mayor Nova Princess Parojinog, the mayor’s daughter, said the local government of Ozamiz has decided to limit its festivities by holding only

its core events such as Ms. Ozamiz Tourism 2017 and the “Subayan Keg Subanen Festival” where contingents from city’s different schools and barangays have joined the street dancing competition and showdown.

She said they have to hold the two major events since these are the highlights of the city fiesta celebration and people are expecting these activities.

During the Ms. Ozamiz Tourism 2017 coronation night held at the Medina gymnasium on Friday night, July 14, thousands of Ozamiznons trooped to the venue to cheer for their favorite candidates.

The contestants consisted of 51 young ladies representing the city’s barangays. Out of the 51 candidates, 15 remained and of this, eight were selected to compete all the way to the elimination round.

In the final round, five were declared as winners with Louise Andrea Wong announced as this year’s
