‘Tis a season of political flirting
WE see and hear this early alignment of political forces as we get nearer to the 2021 national election. But despite all of these ruckus, the country has to catch up yet on levelling off the pandemic, still on its damaging surge elsewhere and anywhere. This early, hugging the headlines are the possible presidential tandems like Duterte-Duterte, Isko-Pacman, Lacson-Sotto, CarpioMarcos, Robredo-Trillanes. Indeed, it’s now the season of political flirting, as presidential hopefuls brace the scorching climate this early, bringing false hopes, broken promises and sour dreams to the lowly electorate in every corner of the land amid this pandemic. This brings us to connect to a spotify favorite ‘From A Distance’ popularized by Bette Midler. The lyrics are exact reflections of our unique peculiarities as a people so obsessed with politics. Our apology to American singer-songwriter Julie Gold who penned this meaningful song in the 80s for the revision.
From a distance, we can hear different voices trying to outdo each other, promising the moon and the stars, the good life of every man. From a distance, the color of politics looks blue and green, yellow and even maroon, like rainbow in the open, infinite sky. From a distance, the ocean of deceit meets the stream of promises and the eagle takes the daring flight, flying through the scattered islands thirsty of lasting peace, unity and progress. From a distance, here is the supposed harmony as it echoes through the land, and there is a possibility of hope, a voice of peace, and the voice of every man on the street -- heard and justified throughout the land. From a distance, we all have enough drug wars, and no one is anymore in need. No more guns, no more bombs in the boondocks of Mindanao and in the Cordilleras, diseases among the IDPs, and perhaps no more hungry mouths to feed. From a distance, we are all instruments of peace as
Ruffy Magbanua
the world looks upon us in blue and green, in white and red -- all colors of peace and development. From a distance, dear Uncle Sam in the person of Joe Biden, in snowcapped mountains white garb keeps watching over us, laying songs of hope, playing songs of peace as both are the songs of every man hungry of peace in the land. From a distance, you look like my friend even though we are at odds, in this crucial moment in the life of a nation in search for upright leaders who can deliver and make a difference. From a distance, there is a ray of harmony as it echoes through the land. And it’s the hope of hopes, it’s the love of loves and it’s the heart of every man that matters. God is watching us amid this pandemic -- from a distance. (ruffy44_ph2000@ yahoo.co)
Hints and Traces
The real purpose of our laws
MAKE no mistake about it. Our human laws are meant to lead us to our ultimate goal which is none other than to be with God, to be holy as God is holy, etc. Irrespective of their immediate temporal purpose, our laws should lead us little by little to become God’s image and likeness as we are meant to be. They in the end should serve the fundamental religious purpose of our life. That should always be the constant purpose of our laws. All the other objectives of our laws, let alone their technical requirements, serve only as an occasion, a reason or motive for this ultimate purpose. Setting aside this ultimate purpose would empty our laws of their real legitimacy, making them rife for all kinds of manipulations and maneuverings by some shrewd men who may enjoy some power at a given moment. We have to realize that it is Christ who ultimately gives the real meaning and purpose of our laws. We have to disabuse ourselves from the thought that our laws can be based only on our common sense, or on our own estimation of what is good and evil according to the values of practicality, convenience, etc., or on our traditions and culture, etc. While these things have
their legitimate role to play in our legal and judicial systems, we have to understand that they cannot be the primary and ultimate bases. It should be God, his laws and ways that should animate the way we make laws as well as the way we apply and live them. After all, being the Creator of all things, he is the one who establishes what is truly good and evil. With the way today’s legal and juridical systems worldwide are drifting toward extreme positivism that simply bases itself on our perceptual experiences and people’s consensus and systematically shutting out any input from faith and divine revelation, we need to remind ourselves that God’s law is in fact the foundation, the inspiration and the perfection of our human law. In other words, without any reference to God’s law, our human law cannot help but be out on a limb. For all the brilliance, wisdom and success a Godless human law can have and accomplish, it can only go so far. It cannot go the distance required by our human dignity. Sooner or later, it will fail and fall into forms of injustice, many of them so subtle that injustice can be committed under cover of our human law. A clear example of this
Roy Cimagala
latter case is the law on abortion. It is a lot worse than the so-called extrajudicial killing we are hearing about these days. Abortion is clear murder of the most defenceless members of our human society—the infant while still inside the mother’s womb. Of course, we have to understand that to make God’s law the foundation, inspiration and perfection of our human law is not going to be easy. It would require effort to plunge deep in our understanding of God’s law which is full of mysteries, which will always have something new to say even if we would already know its essential part. This will require constant study and reflection, a lot of prayer and consultation, the habit of reading the changing signs of the times in the context of our faith, and also that basic attitude of always deferring to the authority of the Church magisterium who has been given the divine authority to teach and interpret God’s revelation. Outside Metro Manila, opportunities are relatively untapped and starting to attract new generation SEs. EDUCATION plays a vital role in the positive development of communities at both a local and global level. By becoming more informed, citizens can make better contributions to society. While distance learning programs are convenient, they have their challenges. Even students familiar with on-campus classes need to adjust to the change in lifestyle. Any type of educational program requires a change in your schedule. You need to find the time to log in to the educational website, study and finish your schoolwork. Even though distance learning can be far more convenient than in the
classroom education, you still need to find the time to study. Study times don’t change just because you’re learning online. If it takes you two hours to learn the material from a classroom course, it will probably take you the same two hours to learn the material from a distance learning class. Finding the right time to study is especially difficult for adults with careers and a family. You need to find a time that allows you to be alone to study. This process can be one of the most difficult parts for an adult online learner. Kids and careers often take priority, so studying takes a backseat.

For the struggle of bringing quality education amidst the pandemic caused by COVID19 virus, the Department of Education heads under the current administration, the teachers and personnel deserve affirmation. Certainly, it has not been an easy task. There are so many instructions, considerations, criticism and limitations. From face-to-face classes to distance learning. This is unusual to students so as to the teachers. Only couple of months of preparation is really not enough but they made it happen. From providing the materials like printing the modules with insufficient funds, safety, quality check of
broadcast content, technology access and again funds. These are the major things that they consider. In this kind of fight as a nation we may see lapses and shortcomings but resiliency, creativity, innovations, effectiveness and flexibility are so evident on our living heroes. First, teachers become broadcasters to run television episodes for distance learning. Billion pages of modules are printed (As Senator Ralph Recto, a financial specialist, give an estimation of 93.6 billion pages of learning modules for millions of public-school students will be required fair for one full scholastic year). They face large criticism mainly after rejecting the proposal of academic freeze. Lastly,
national development by doing various social development and corporate social responsibility initiatives—ranging from disaster

Future of education By IRENE P. GARCIA, Teacher III East City Central School Lapasan, Cagayan de Oro City
AS technology is rapidly changing the world around us, many people worry that technology will replace human intelligence. Some educators worry that there will be no students to teach anymore in the near future as technology might take over a lot of tasks and abilities that we have been teaching our students for decades. The thing is: education will never disappear. It will just take up different forms. Students will have more opportunities to learn at different times in different places. Learning tools facilitate opportunities for remote, self-paced learning. Classrooms will be flipped, which means the theoretical part is learned outside the classroom, whereas the practical part shall be taught
face to face, interactively. Students will learn with study tools that adapt to the capabilities of a student. This means above average students shall be challenged with harder tasks and questions when a certain level is achieved. Students who experience difficulties with a subject will get the opportunity to practice more until they reach the required level. Students will be positively reinforced during their individual learning processes. This can result in to positive learning experiences and will diminish the amount of students losing confidence about their academic abilities. Furthermore, teachers will be able to see clearly which students need help in which areas.
Activating the community to help in digital education By ROUSSELL P. SUMANDO Teacher III Bulua Central School
S C A RC E e - l e ar n i ng technology restricts access to education, adds to the marginalization of countless youth and further widens the gap between the few and the many. How can we even begin to address our country’s learning crisis in digital education? Securing a computer for one’s education is one hurdle and Internet facilitation is another. These experiences replicate themselves in various regions, provinces and cities in our country. As to the extent and depth they engender, they need to be closely examined. One experience is evolving value-change. Internet sites now offer video games
for a chance to win computer laptops and tablets purportedly for schooling. Other chances for trying one’s luck are variety shows and raffle extravaganzas. Continuing one’s education is seemingly becoming a game of chance. Two is making do. Mobile phones somehow enable school no matter how illsuited they are for online learning. In families where only working adults have mobile phones, they share them with their dependents who are studying. For young families with only one mobile phone, their children persist in schooling using worksheets that their parents or guardians get from school.
How Was It Going? By REY CADENIA Teacher 1 A. Mabini Elementary School, Davao City
No county is prepared on the challenge after the widespread of corona virus known as COVID19 that has become a pandemic. In the Philippines, the Department of Education have strived hard to open classes despite the risk and challenge. With their continuity plan, DepEd initially announced August 24,2020 as the opening of the class from the original date that is in June of every year. However, this target time has been postponed as per President Rudy Duterte’s directive after the recommendation of the Education Secretary Leonor Briones. One of the main reasons of the postponement is the printing of modules. According to the report launched on October 25,2020 by the World Bank nearly 60 percent of households in the Philippines do not have access to Internet. And since the access to technology remains a problem for most students in the country, the backbone of DepEd’s “Distance Learning” is the modular learning. No doubt the request to move the
opening of classes for another two months was approved. To assure the availability of the materials to all and make sure that no one will be left behind. With hard work, bravery and optimism the new arrangement for classes is indeed implemented. Even in the rural areas, those school which do not have electricity and internet yet are slowly coping up. However, for almost a year of the “Distance Learning” and after passing series of challenges, now how was it going? Yes, modules are available. Teachers and parents are hand in hand to help and facilitate the learning of the students. Yet questions are arising, are the outputs were the quality required? If the students are getting the answers from the internet not from their own. If the parents are doing the activities after losing patience in teaching the pupils. Shall the country just be satisfied? Without compromising the quality during the “Distance Learning”, what DepEd can do to keep it going?

There is also the possibility that a returning overseas worker might have brought the virus that mutated in their system, the health official said. The DOH issued a statement Friday morning that 11 cases of Delta Variant virus has been detected in the country, six of them were from Northern Mindanao. “They are here and we are closely monitoring them, referring to the “Delta Variant” infected patients, although they were already fully recovered,” Retuya said during the press conference Friday. The national Inter Agency Rask Force (IATF) has declared Cagayan de Oro City under MECQ from July 16, 2021 until July 31, 2021, but was abruptly changed to ECQ Friday noon. The detection of the Delta Variant by the DOH in Manila actually took place on June 28, 2021 through samples of COVID-19 virus taken from COVID-19 positive patients, which were studied and reviewed by Geneticist, Retuya said.

DOST XI partners with local innovator for medical waste disposal during COVID 19 vaccination drive As COVID-19 cases continue to rise, the national and local government have been doubling its effort in promoting mass vaccination to achieve herd immunity against COVID-19. During the vaccination rollouts, tons of COVID-related waste are collected, and thousands of syringes and needles are thrown away after. To address this problem on medical waste management and disposal, the Department of Science and Technology Region XI (DOST XI)
partnered with Bluelander Environmental Services during the vaccination drive for government employees in Davao City led by the Association of Regional Executives of National Agencies in Region XI (ARENA XI) which commenced last June 30, 2021. It is a private company in Davao City that provides affordable and environment-friendly services in medical waste management and treatment to meet the needs of hospitals and clinics. Bluelander
Environmental Services uses a technology called Nitro-sterile where medical wastes such as used syringes and needles undergo thermal treatment process through sterilization. Nitrosterile is a US patented machine that sterilizes medical waste in an oxygen-free chamber filled with pressurized high temperature nitrogen that disinfects and shreds medical, clinical, and pathological wastes into a very fine and unrecognizable material. Following the sterilization process, the medical waste
is disposed to a special waste cell, similar to a sanitary landfill. “Our machines can reduce the volume of medical waste to 60%. By regulation, medical waste is a hazardous waste. Even if sterilized, you cannot dispose it in any sanitary landfill. It should be a special waste cell and cannot be recycled according to RA 6969”, said Engr. Roderick Dayot, RADICOR Solutions President and BlueLander Founder. Engr. Dayot, awarded by DOST XI as Most Outstanding Invention winner during the Regional Invention Contest and Exhibit (RICE) 2015 and the Second Most Outstanding Invention 2016 during the National Invention Contest and Exhibit (NICE), said that the absence of an environment-friendly technology in the medical waste industry inspired him to come up and manufacture the Nitro-sterile Machine. This machine is an environment-friendly replacement to other technologies such as incinerators, autoclaves,
and microwaves which are expensive, energy and water intensive, and dangerous to operators who are near the machine. It is an affordable technology since it uses nitrogen, an inert gas which is cheap and readily available. It is also an environmentfriendly technology that has no burning and does not produce any odor or emission. As of now, the company has already deployed six machines which are currently used to treat medical wastes in different hospitals in Iloilo, Zamboanga, and Cagayan de Oro. With their knowledge in managing medical wastes and their longterm partnership with DOST XI, Engr. Dayot
volunteered during the ARENA XI Resbakuna program to support DOST XI’s initiative in vaccinating government employees from different agencies in Davao City. It is also a way of giving back to the institution for helping them in promoting their projects. “If we manage the medical wastes properly, we can prevent the spread of disease. We can also provide services to hospitals and clinics especially in managing medical wastes with possible presence of COVID-19 virus and other viruses”, Engr. Dayot added. During the Sangguniang Panlalawigan or provincial board’s regular session, he said: “The installation could take 12 to 14 days so we’re targeting the third week (of August) for the occupancy and operationalization.” It was learned that the construction phase of the facility started in October last year and was even due for completion on January2021. The facility, Dr Alejandro said, will be named as Sarangani Covid-19 Center since it was built for the purpose of giving the people in the province who were contracted with the virus, to have a spaceous place for admittance and treatment. Sarangani Governor Steve Chiongbian Solon has greatly helped for the speedy and final construction phase which were delayed due to some concerns that weren’t addressed properly. Gov Chiongbian has referred the concerns to the DPWH Central Office, in which the national office also acted on the problems and expedited the final phase of the building construction immediately. The P55-million covid treatment facility is set to be inaugurated in August, this year. Dr Aileen Brion, Healthcare facility chief said once operational, the center will cater to 50-80 covid-19 patients although the facility is designed to accommodate at least 100 patients. PNA

The presidential daughter did not categorically said she is running for president in next year’s presidential elections but her statements, confirming that she is “open” possibilities, would seemingly be tantamount to considering the top post in 2022. She said her presence in Cebu City is meant to “scan the environment,” in response to the growing clamor from her supporters in Cebu City, asking the mayor to run for president. Mayor Sara said she had earlier asked permission to Cebu Mayor Gwendolyn Garcia to visit Cebu City and meet her growing supporters in Visayas. As the mayor reached the “Queen city of the South,” “Run Sara Run” tarps also flooded the main thoroughfares of Cebu City, urging the presidential daughter to take the lead in the next administration that will govern the country. “I thank my supporters here in Cebu, for their trust and confidence in me,” the Davao City Mayor told the media in Cebuano. Sara said she is also interested in meeting the ‘Cebuanos’ to thank for their support, as well as ask them “what they really want.” “It is important for us in HNP to talk to the people, a lot of people, and Governor Garcia allowed us to do so,” she said in vernacular. The mayor has also clarified that among their itinerary in Cebu is not only to meet the governor but to observe regarding the operations of the Cebu airport. The presidential daughter’s visit to Cebu was accompanied by Governor Claude Bautista of Davao Occidental, while Cebu Representative Duke Frasco of the Fifth District of Cebu was also present during Duterte’s short visit to the Governor office. - PNA

in Cabanglasan, Bukidnon. “I am reporting this scammer in your office sir because she’s been doing the rounds on the internet and soliciting money without the consent of the immediate family of Yuan, “ Solejon said in vernacular. She said the scammer didn’t even know that Baby Yuan has already died. Angel Misto, Yuan’s biological mother has also contacted MDNN yesterday and also sought this paper’s help to expose the ‘modus operandi’ of the suspect. “Please help us sir,” was Angel’s pleading as she was hurt that somebody could do this to their beloved son who has already joined her Creator. CONCERNED CITIZEN Baby Yuan’s immediate family
discovered the modus of the suspect when one of her victims, who also live in Bohol, identified as Marissa Beachy. In her FB account, Mrs Beachy who married an American, contacted the immediate family of Yuan and told them about the suspect’s doings in their hometown in Bohol. Marissa identified her as a certain Jhoann, 18 year’s old from Tagbilaran, Bohol. “I am one of her victim’s. She chatted me on Facebook and told me about the condition of the kid the later solicited money from me,” Marissa said. MDNN contacted Mrs Marissa Beachy on FB and she also confirmed the modus operandi of the suspect. FAKE ACCOUNT Meanwhile, Solejon, Yuan’s aunt also revealed that the suspect even made a ‘fake account’ of Baby Yuan and put the boy’s image on the said account. “Grabe lage kaayo sir nagbuhat pa gyud siya ug fake account ni baby Yuan,” she said. MDNN tried to connect to the alleged suspect to air her side on the issue but she had already deleted her FB account.

distribution covers delivery of heated tobacco devices and heat sticks to key areas in Minadanao including Davao City, General Santos City, Palomok, Cagayan de Oro City, Opol, El Salvador, Tagoloan and Villanueva in Misamis Oriental. “Making IQOS accessible in key areas across the Philippines will help fast track PMFTC’s commitment towards achieving our vision of a smoke-free future. This is in line with PMI’s goal to help adult smokers who would otherwise continue to smoke to move away from cigarettes as quickly as possible and switch to a better alternative,” PMFTC’s President Denis Gorkun said. PMFTC’s heated tobacco products were initially made available in Metro Manila last year through the IQOS.COM website, the IQOS Stores located in major shopping malls, and select tobacconists/ retail stores. Currently carried by select 7/11 branches in the National Capital Region, the heat sticks will also be available at select branches in South and Central Luzon by end of July. IQOS devices use a patented HeatControl™ Technology that precisely heats, without burning, tobacco-filled sticks wrapped in paper called HEETS™ to release a water-based aerosol. Unlike cigarettes, IQOS does not burn tobacco and therefore produces no smoke and no ash. Last July 7, 2020, IQOS becomes the first heated tobacco product to receive the exposure modification order from the United States Food and Drugs Administration (FDA) authorizing it to be marketed in the US with a reduced exposure claim, adding that it is “appropriate for the promotion of public health.” The US FDA decision showed that IQOS is a fundamentally different tobacco product compared to cigarettes as it eliminates combustion. Mounting scientific evidence show that burning or combustion, not nicotine, is the main cause of smoking-related diseases and deaths. With an estimated 17 million Filipino smokers in the Philippines, more than 117,000 Filipinos die each year due to tobacco smoking. Despite the fact, government data
Sat-Sun, July 17-18, 2021 shows in 2015 that the quit rate is at a measly 4 percent which largely remained unchanged since 2009. Gorkun, however, noted that heated tobacco products are not risk free and that the best option for smokers is still to quit cigarettes and nicotine products. He, however, said that “for adult smokers who would otherwise continue to smoke, non-combustible alternatives like IQOS are better options.” IQOS devices and heat sticks are only for adult consumers 21 years old and above who wish to continue using tobacco products or other nicotine-containing products. The IQOS e-commerce website requires age verification upon entry, while presentation of a valid ID is required upon delivery of the product to the consumer.

The Running Justice, Gabriel T. Ingles THE Court of Appeals Visayas Station Executive Justice, Gabriel T. Ingles, former President of IBP Cebu City Chapter took time out from his busy schedule to share with us how he got into running, the Cebu Executive Runners Club and his memorable running events. Justice Gabby: “ I have always loved and been involved in sports. Since my elementary days I played softball in school, backyard basketball, loved watching boxing with my father, but enjoyed more track and field. During my high school and college days at Christ the King Mission Seminary I played basketball and was chosen a varsity member. While studying law I shifted to playing lawn tennis and after more than ten years of it I
decided to shift to long distance running. It was during this time that I was able to join the Cebu Executive Runners Club. Memorable were the times that I joined races outside of Cebu City, even going home to Bohol to run, but most memorable were the times that I finished a number of 21-kilometer races. Unfortunately, I was not able to join a full marathon and ended my running when I suffered a torn achilles tendon forcing me to shift to brisk walking after more than ten (10) years of active distance running. How were you able to do running despite your work, as a lawyer, law professor, and during your early years as an RTC judge? Justice Gabby: The answer is simple. Selfdiscipline. What motivated me to discipline myself is
what I learned from my seminary days. “Mens sana in corpore sano.” A healthy mind in a healthy body. Discipline means waking up early or finding time to do practice runs and take rest when necessary; knowing your pace and mastering, if possible, the necessary arts of nutrition and fluid replacement. What is your message for those who are starting with the sport and those who are joining the 1st law and justice virtual run? Justice Gabby: On the day of the run shepherd your energy and run at your own pace. At water stations, walk while you drink to make sure you get enough fluid. As your run progresses keep aware of how you feel. Listen to your body and yourself. Be patient and do not be carried
away by others because sometime along your run you will realize you have passed other runners not so much because you increase your speed, but because they slowed down. According to a Zen proverb: “Just move and the way will open.” Always remember that it is not about winning, but enjoying the time finishing the race. “It’s not your finishing that’s important but the kind of time you have finishing” (Art Castellano, Director of New Jersey Marathon). Always keep in mind, “it is not the mountain or the distance we conquer but ourselves” (Edmund Hillary). “Just finishing will have a profound effect on your confidence and selfesteem” (Henry Gibble). See you all at the finish line! Enjoy your run!
