DAVAO CITY -- The local government of Digos City has opened its newly-built isolation building which can accommodate up to 40 COVID-19 patients. “This is the best way to curb the spread of COVID-19. To immediately isolate (COVID-19 positive patients) and prevent infection to others,” Digos City Mayor Josef Cagas stated in a recently-held turnover ceremony of the isolation facility to the officials of Barangay Igpit. The 40-bed capacity isolation facility has complete amenities per room, such as comfort room, bed with beddings, table, chair and electric fan. GENERAL SANTOS CITY - A village councilor and his brother were shot dead Friday by unidentified assassin along Laurel Street in Barangay Dadiangas North at around 6:30 p.m., police authorities reported. Police investigators who immediately responded at the crime scene identified

the fatalities as Enrico P Guererro, a former councilor of Barangay Kablon, Tupi, 50 year’s old; and his brother Remenesis, 43, all residents of the same municipality. Colonel Gilberto Tuzon, city police director, said the victims were in a restaurant for dinner, and when they

went out of the restaurant at around 6:30pm unidentified riding-in-tandem approached them, and without provocation peppered them with bullets, which resulted with their instant death. Investigations disclosed that the brothers were already preparing to go home after dinner when they were waylaid by unidentified attackers.

The victims, according to police investigation, died on the spot due to multiple gunshot wounds from a .45 caliber pistol, as evident with the empty shells found at the crime scene. “We are looking at all possible angles and our investigators are exhausting all resources to solve this incident,” the police official said. Meanwhile, Mayor Ronnel Rivera immediately ordered a no-nonsense probe on the case, and got them identified as soon as possible. The mayor told reporters that case investigators are now pursuing possible leads and motives of the killing. He pointed to illegal drugs and personal grudges as among the angles investigated by police probers. - PNA

Balaba airs plan to access DOLE’s livelihood programs for PWDs COUNCILOR Joyleen Mercedes Balaba, chair of the City Council committee on social services, on Monday, aired her intention to access livelihood programs for Persons With Disabilities (PWDs) from the Department of Labor and Employment (DOLE). In her special report during the regular session presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Balaba said the government is now engaging multi-sectoral stakeholders and facilitating their active participation to ease the impact of the pandemic. “ The whole-of-government approach is one strategy implemented by the national government to ease the impact of the pandemic. This approach ensures fast and efficient delivery of government services and provides assistance to the vulnerable sectors

ASF controlled in Davao City

DAVAO CITY -- An official of the City Veterinary Office bared that the African Swine Fever that affected some barangays in February 2020 is eventually controlled. Dr. Cherrie Rayos, assistant city veterinarian revealed that the ASF is no longer detected in Davao City but monitoring is intensified due to the presence of the disease in the surrounding areas and even in Regions X and III or Caraga. She maintained that the ASF affects neighboring municipalities and provinces in Davao Region consequently upsetting the prizes of meat products. Rays said meat products and even live pigs can be accessed outside Davao City whether Davao Region or outside Davao Region. “Some of these areas are affected by the ASF, it is certain that the supply of meat products in the city will also reduce,” she said. Rayos said not all areas can sell their livestock to Davao City especially if these areas are affected by the ASF because laws against the spread of AFF are strictly enforced in Davao City. The Task Force Davao checkpoints in Sirawan, Toril, Lacson in Calinan and Lasang in Bunawan are the current monitoring posts of the City Veterinary Office. She stressed the City Veterinarian’s Office wants that all areas affected by the ASF in the city will eventually recover from the losses, brought about by the culling of all pigs. Rayos also disclosed the operation of the City Pound in June 8, with its new location from the diversion road in Ma-a to Malagos, Calinan, where the animal rehabilitation center and animal crematorium are situated. COVID-19 by the number and by the letter WE sadly learned that fatalities arising from COVID-19 has just breached the “tragic milestone” of 4 million mark. Wikipedia, quoting WHO, reports that the United States led with 606K, closely followed by Brazil, 529k and India, 405K. Other countries which over 100,000 deaths included the following: Russia (138K), United Kingdom (128K), Italy (128K) France (111K), and Colombia (111K). Countries below 100K but over 50K included: Poland (75K), South Africa (63K), Indonesia (62K) and Ukraine (54K). Sur prisingly, China where COVID-19 was first reported had only 4,636 fatalities, which is even lower than the Philippines’ 25,196. Does that mean that the Chinese Sinovac is much better than other vaccines? Or is China fudging its figures? Japan had 14,848. Still Japan’s Prime Suga has declared a state of COVID-19 emergency in Tokyo. Australia had 910. But Sydney is now implementing the following health measures. 1) Outdoor public gatherings limited to 2 people. 2) People must stay within 10 kilometers of home. 3)

Browsing in shops is prohibited. 4) Only one person per household per day may leave the home for shopping. 5) Funerals limited to 10 people. Vietnam had only 102 fatalities but is not taking any chances. The government has postponed the Vietnam SEA Games to 2022 due to Covid-19 woes. Singapore and Brunei reported the lowest fatalities with 36 and 3, respectively. While the vaccine supplies lasted, the City of Manila went all out on a vaccination splurge, jabbing 125,598 in 3 days. Manila registered its highest single day vaccination at 43,011. But I guess that will have to slow down. Metro Manila LGUs are suspending for two weeks the vaccination of first-timers due to the delayed arrival of new supplies. First it was Alpha ( detected in the UK), followed by Beta (detected in South Africa) then Gamma (detected in Brazil). And now, Delta (detected in India). These Greek letters are used by scientists to designate the different variants of COVID-19. Some variants are designated either as Variants of Interest or Variants of Concern. These variants supposedly will

respond differently to the standard medication. Some variants are deadlier than others. What should concern us most is how to get fully vaccinated as soon as possible. Let us not be choosy about the vaccine brand. Getting vaccinated is still better than having no vaccination at all. Meanwhile, whether vaccinated or not, we should always observe proper health protocols – wearing face mask and face shields, physical distancing and frequent and proper washing of hands. Ayala Young Leaders Congress Eighty-four young leaders from colleges and universities all over the country gathered for the first-ever virtual Ayala Young Leaders Congress (AYLC) on July 3. AYLC was launched in 1998 as the Ayala group’s flagship youth development program to nurture commitment, foster patriotism and idealism, and encourage faithful stewardship among young Filipinos. No disciple greater than his master

FOR as long as we are true disciples of Christ, we cannot aspire to be greater than Christ, our master. Obviously, among ourselves, it is highly possible that a disciple or even a servant can in time outrank his leader and master, as can easily be verified especially these days. Thus, Christ said, “No disciple is above his teacher, no slave above his master.” (Mt 10,24) In this particular instance, what he was trying to tell us is that we ought to be most faithful to him and to be fully trusting of his will and ways, irrespective of how things go in our life here on earth. We have to be wary of our tendency to easily fall into pride, vanity and conceit whenever we enjoy special status in our life here on earth. We should strengthen and continue reinforcing our conviction that we are actually nothing without God and that we need to continually keep an intimate relationship with Christ in the Holy Spirit. We have to make some readjustments in our understanding of being a disciple of Christ. It should not be pegged only on some worldly and temporal stan-

dards. Rather, it should be understood in the context of the role of Christ in our life, he who is the “way, truth and life” for us. To be sure, understanding our being disciples of Christ that way would never be regarded as some kind of downgrading our status. Rather, it would lead us to realize that we are achieving the fullness of our dignity as the “image and likeness” of God, children of his, meant to share in God’s very own life that is supernatural. We just have to be most trusting of God’s will and ways, of his ever wise and omnipotent providence. That way we avoid falling into unnecessary fears and worries. We all know that our life always has more to offer to us than what we can understand, let alone, cope. And they can come in all shapes and sizes, good and bad, pleasant and unpleasant, likeable and hateful. There are surprises and moments when we seem to rot in expectation and still things we long for don’t come. In the face of all this, I believe the attitude to have and the reaction to make is to be calm, pray hard, and while we do all we can, we

have to learn to live a certain sense of abandonment in the hands of God. With all the things that we have to contend with in this life, we certainly need to have a healthy sense of trust in God’s loving and wise providence, abandoning ourselves in his will and ways that often are mysterious to us and can appear to be contrary to what we would like to have. A healthy spirit of abandonment in God’s hands is necessary even as we exhaust all possible human means to achieve our goals or simply to tackle all the challenges, trials and predicaments of our life. We should never forget this truth of our faith. In those situations, I believe we just have to allow ourselves to play in God’s game plan, in his abiding providence whose designs are beyond reckoning, are way beyond comprehension and appreciation. DAR speeds up parcelization of collective CLOAs, issues guidelines for individual land titling THE Department of Agrarian Reform (DAR) has issued guidelines to fasttrack the parcelization of Collective Certificate of Land Ownership Award (CCLOAs) and its eventual generation, registration and issuance of individual Computerized Titles (c-Titles) to the agrarian reform beneficiaries (ARBs) through Administrative Order No. 1, Series of 2021. “This move is in line with President Rodrigo Duterte’s marching orders for the department to finish the land acquisition and distribution balance by 2024, distribute all governmentowned lands and parcel the collective CLOAs to the farmer-beneficiaries,” DAR Secretary John Castriciones said. Castriciones noted that pursuant to Section 25 of the Republic Act (R.A.) No. 6657, as amended by Section 10 of R.A. No. 9700, the DAR is mandated to immediately undertake the parcelization of CCLOAs over lands that are not collectively farmed or operated in an integrated manner. Castriciones said that DAR issued the guidelines to provide a common understanding and interpretation on the previous issuance

under A.O. No. 2, Series of 2019, which covers the parcelization of all landholdings with CCLOAs issued by the DAR to farmers’ cooperative, farmers’ association, organized group of ARBs, or several ARBs not organized. On July 11, 2020, the DAR’s Support to Parcelization of Lands for Individual Titling (SPLIT) project was signed and approved by the World Bank (WB) and the Government of the Philippines and became effective

on October 9, 2020, with an approved loan package of P24.6 billion. The project aims to provide the necessary financing support and technical assistance to fast-track the splitting of 1.3 million hectares of agricultural lands under CCLOAs into individual titles. Among the major components of the SPLIT project is the enhancement of the regulatory framework for the parcelization and titling of CCLOAs. The

MANILA – The National Transmission Corp. (Transco) is studying the possibility of remitting all of its 2020 net earnings to the Bureau of the Treasury (BTr) as its dividend contribution to help fund the government’s coronavirus disease 2019 (Covid-19) response programs. In a letter to Finance Secretary Carlos Dominguez III, Transco president-chief executive officer Melvin Matibag said the state-run firm will secure the approval of its board to comply with Dominguez’s directive on increasing the dividend remittance of the firm for 2020 to 75 percent of its net earnings. Matibag said Transco is even open to contributing 100 percent of its net income for this period to the government’s Covid-19 response efforts. “ Tr a n s c o s u p p o r t s the DOF (Department of Finance) in its revenue generation efforts for the government’s programs to alleviate the impact of the Covid-19 pandemic, and in fact, it is exploring the

possibility of remitting 100 percent from the 2020 net earnings,” Matibag said in his letter to Dominguez. Transco earlier remitted to the BTr the amount of PHP8.32 billion, representing 50 percent of its net earnings from 2016 to 2019, to help augment the government’s Covid-19 response fund. Under Republic Act (RA) No. 7656 or the Dividends Law, all government-owned and -controlled corporations (GOCCs) are required to declare and remit at least 50 percent of their annual net earnings as cash, stock, or property dividends to the national government (NG). For 2020, Transco’s dividend remittance at 50 percent of its net earnings was computed to amount to PHP1.63 billion. Under Dominguez’s order for Transco to remit 75 percent of its 2020 net earnings on or before June 15, the firm’s dividend contribution will increase to PHP2.45 billion. However, this highly contagious virus forced governments to close educational institutions, which affected more than one billion students in more than 130 countries. Then, the world turned to digitalized learning, which, it seems, is here to stay. Since 2000, revenues from the e-learning industry have grown by more than 900%. Although interest in online education had increased rapidly before the virus’s arrival,

the pandemic boosted its worldwide adoption robustly. While virtual learning increased 16% during the pandemic, instructor-led training declined significantly. And a shocking rate of more than 117,000 Filipinos die each year due to tobacco smoking. Equally alarming is the measly quit rate of 4-percent measured as of 2015 which largely remained unchanged from 2009,” he noted during the 4th Asia Harm Reduction Forum held virtually on June 28, 2021. He recommended that another option must be provided to adult smokers who do not wish to quit. “Tobacco harm reduction, through the use and promotion of safer alternatives to combustible tobacco, should be employed to substantially reduce the risk of death and disease of smoking,” Dr. Mata said. THR is defined by the 2021 Global State of Tobacco Harm Reduction report as “a range of pragmatic policies, regulations and actions which either reduce health risks by providing safer forms of products or substances or encourage less risky behaviors.” Dr. Mata identified innovative electronic nicotine delivery systems which eliminates the combustion process, such as heated tobacco products and e-cigarettes or vapes, as examples of THR. “Beyond any reasonable doubt, vaping is considerably less harmful than combustible cigarettes. Almost all the harm done by

cigarettes arises from the smoke which is caused by combustion. Vaping does not produce smoke— only vapor,” he said. “What happens in smoking combustible tobacco is a chemical change. What happens in vaping is a physical change,” he said. “In chemical change, this is brought about by extreme heat or combustion that causes oxidation of the original substance which then creates different chemical substances. The byproduct of oxidation is already totally different from the original substance. That is why from tobacco, it now comes out as smoke containing harmful substances where hundreds are toxic,” he further explained. “When it comes to vaping, you just heat the liquid until it vaporizes. When you create vapor, you don’t change the original substance to a different one. This, my friends, makes a lot of difference in public health,” Dr. Mata said. The doctor said that another alternative to cigarette, which has no combustion are HTPs. “Similar to e-cigarettes, there is no burning. But unlike vapes, nicotine is naturally found in the tobacco. By heating the tobacco without burning it, HTPs only produce vapor,” he said. “Vapor products and HTPs are not completely risk-free but they only carry a small fraction of the risk of cigarettes. Allow me to remind everyone, however, that the best way to avoid the harms of cigarette smoking is as simple as quitting completely,” Dr. Mata said. Citing the conclusion of a 2021 Toxicology Report Journal review from the University of Occupational and Environmental Health in Japan, Dr. Mata said the “use of electronic cigarettes and heated tobacco products could lead to a significant reduction in exposure to harmful substances compared to combusted cigarettes.” “These are just some of the many scientific studies supporting the less-harmful claims regarding electronic vaping products. The bottomline is this: the deadly effect of cigarette smoking is due to combustion of tobacco that produces smoke which contains carbon monoxide and more than 7,000 chemicals,” he said. Dr. Mata said this means that vaping clearly is a viable alternative to cigarette smoking. “In line with this, we urge the government to consider the best possible differentiated legal framework through careful review of the science and evidence presented on the matter, and defend the right of the consumers to make better choices for themselves,” he said. He said that “the considerably less harmful products should not be taken off the shelves while the very much harmful product remains easily accessible and that the harm reduction potential of electronic vapor products should be maximized instead and regulated to minimize the risk to the youth and the non-smokers.” The Asia Harm Reduction Forum is a non-profit and interdisciplinary organization that advances public health education for the improvement of lives and environments across the globe.
