Imposing Orders and Memoranda from our higher-ups is continuing to keep everything in order amidst of the global health crisis brought by pandemic CODIV-19.

Our Philippine government executed mandates to address issues and concerns on how our officials and employees observe safety measures in working various programs and services in workplace.

Dated June 15, 2020, the Department of Education issued an Order about the Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency Due to COVID-19 Pandemic (DepEd Order No. 11, s.2020). It was emphasized that the status quo on work arrangements for officials, teaching and nonteaching personnel in the entire DepEd nationwide is extended until June 21, 2020.

It is also provided that all teachers in DepEd schools nationwide shall continue to work from home until June 21, 2020, except those authorized by the Regional Directors to render work in the field or school in light of the ongoing enrollment, subject to strict observance of COVID-19 health and safety precautions. After June 21, 2020, the guidelines set forth in DepEd Order No. 11, s. 2020 shall be followed as to work arrangements of all teaching and nonteaching personnel, including Contract of Services and Job Order personnel in all DepEd offices at all governance levels, and in all public elementary and secondary schools and community learning centers as provided therein unless a subsequent order is issued regarding work arrangements for teaching personnel. Furthermore, based on the guidelines, the number of personnel physically reporting to work in an area under General Community Quarantine shall not exceed 50% of the total workforce of the office/school/CLC in order to limit exposure and ensure physical distancing.

Guidelines on the Implementation of Community Quarantine in the Philippines (with Amendments as of June 3, 2020) has provided that government offices in areas under GCQ may be at full operational capacity or under such alternative work arrangements as agencies may deem proper in accordance with relevant rules and regulations issued by the Civil Service Commission.

In view of these guidelines, the Division shall adopt a five-day workweek that combines skeleton workforce and work from home as work arrangement of each Division Office personnel and school non-teaching personnel including COS and JO personnel ensuring that only 50% of its total workforce reports physically in the office beginning June 22, 2020 and until the duration of the GCQ. An example is herein provided to illustrate the work arrangement adopted by the Division: A sample workweek plan is enclosed to DepEd Order No. 011, s.

2020 for specific reference.

For teaching personnel, the work arrangement provided in the said guidelines will only be adopted beginning June 22, 2020 if DepEd Central Office do not issue an order/memorandum after June 21, 2020 providing for a different work arrangement for teachers in schools since the guidelines expressly stated that it also covers teaching personnel.

Lastly, the Division Chiefs and Unit Heads are required to submit their respective workweek plan indicating alternative work arrangement time and period for each of their personnel to better implement the guidelines for work arrangement.

Task force reminds newly re-opened firms to follow health rules

HE Cagayan de Oro Task Force against COVID-19 over the weekend appealed to business establishments that were recently allowed to re-open in the city to strictly follow the local omnibus guidelines under the modified general community quarantine in an effort to protect the public from the novel coronavirus disease.

The business establishments covered by the

guidelines include spas and massage clinics, gyms, fitness centers, internet cafes, “pisonets,” barbershops, salons, nail service establishments, “ukay-ukay” stores, billiard halls, tutorial or review centers, bars, videoke joints, and beach resorts, among others.

These establishments have been given separate guidelines due to the different natures of their businesses but there are common provisions like

the mandatory use of face masks, physical distancing, hand disinfection or sanitizing areas, body temperature inspections, foot baths, the required barangay exit passes, health clearances for their workers.

Officials said the establishments also need to display their business permits, provide a garbage disposal system approved by the City Local Environment and Natural

Resources (CLENRO), logbooks to record the names and contact information of clients.

Officials also reminded the establishments about the need for proper lighting and ventilation, CCTVs, even as they were encouraged to use trays for cash payments and receipts.

The task force said erring establishments face the prospects of being sanctioned or even closed down. (CIO/PIA10)

45 new COVID 19 cases recorded in Davao Region DAVAO CITY -- The Department of Health Davao Region reported 45 new cases of COVID 19 in the region yesterday bringing the total number of active cases to 321.

In the DOH XI COVID 19 Situationer, 38 of the new cases are from Davao City, two from Davao de Oro, two from Davao Oriental, two from Davao del Sur, and one from Davao del Norte.

The DOH XI is still verifying as to how many of these new cases are Locally Stranded Individuals (LSIs) and Returning Overseas

Filipinos (ROFs).

However, the DOH XI admitted that contributory to the increase of COVID 19 cases in the region is when the region started receiving LSIs and ROFs. “Since the beginning of GCQ, a total of 9,598 ROFs and LSIs have already arrived in the region. Of which, 205 or 26.5% of the 773 cases yielded positive RT-PCR test results”, said DOH XI Regional Director Dr. Anabelle Yumang.

Yumang further noted that Davao City alone recorded 58 COVID 19 cases of LSIs and ROFs; Davao

de Oro reported 46; Davao del Norte has 56; Davao del Sur has 10; Davao Oriental has 35.

The DOH XI also attributed the increasing COVID 19 cases in the region with the availability of COVID19 testing facilities which are the Southern Philippines Medical Center (SPMC), the Davao Region Medical Center (DRMC), and the Davao One World Diagnostics.

In its July 14 Situationer, the DOH XI has reported a total of 22,739 specimens processed in the 3 accredited testing laboratories. Of

those processed, only 6.2% tested positive while 92.3% tested negative, while 302 are yet to be processed.

Using the RT-PCR test, only 4 percent or 773 of the 17,794 who got tested yielded a positive result.

This retains the region’s positivity rate at 4%.

The DOH XI assured the public that the Davao region has continued to manage the control of COVID 19 cases.

“Even if we had only one case, we already asked the public to be cautious.

Now that we have cases in all our provinces, our LGUs are intensifying their precautionary measures to halt COVID 19. Our LGUs have their local task force on COVID 19 to ensure that minimum health standards are observed,” Yumang said.

The DOH XI cited increasing bed capacity in Davao Region as part of the strategies to halt COVID 19.

In its July 14 situationer, a total of 6,430 COVID 19 beds from the different LGUs Temporary Treatment Monitoring Facilities (TTMF) were recorded. A total of 769 beds were added in one week’s time from last week’s 5,661 bed capacity.

Only 25 percent or 1,586 beds are occupied, while 75% or 4,844 are still available.

DA, NICA open agri opportunity for IP community in Bukidnon

ANTUD, TALAKAG, Bukidnon – A new partnership geared towards the Plant, Plant, Plant Program of the agriculture department in Northern Mindanao and the National Intelligence Coordinating Agency (NICA) Region 10 provided livelihood options of the Maranao-Higaonon Tribe.

Located 1,761 feet above sea level, sitio Kibulag has a potential agricultural area suitable for high value development crops.

IP leader Sultan Abdul Amoran, recounted, “Pasalamat mi sa NICA nga maoy nag link namo sa DA ug nahatagan mi ug mga vegetable seeds.”

The IP community benefitted 150 packs, assorted 5-in-1 vegetable seeds constituting squash, pole sitao, eggplant, okra and ampalaya funded under the High Value Crops Development Program (HVCDP) of the agency.

NICA has identified the basic needs of the people, and among the requests of the local populace is the provision of vegetable seeds, so that they can plant in their backyard and in their small farms as a form of livelihood.

However, with the distribution of vegetable seeds, he proudly expressed, “Dako ang kausaban sa una ug sa karon nga panahon. Sa una walay mga vegetables diri kung

magsuroy ka sa among lugar.

Karon, duna na kay makita nga klase klaseng tanom,” said Sultan Amoran.

In a sloping area, Alfredo Amoran, one of the IP community farmer-members, showed his one-fourth hectare farm planted with eggplants.

He recounted, he has harvested nine times already and sold eggplants in major markets in Cagayan de Oro City.

Buyers also flocked in his farm. Lately, he sold around

120 kilograms at P18 per kilogram, to him, that’s far better than having no earned income with the onset of the pandemic.

Joanie A. Buaya of the Canitoan Farmers Association, one of DA-10’s Kadiwa suppliers, directly buys eggplants and other farm produce of said IP community and sells in Kadiwa outlets in Cagayan de Oro .

sa ilang produkto, kini dako nga tabang alang nila ug sa ubang mga mag-uuma,” said Buaya.

DA-10 OIC Regional Director Carlene C. Collado shared, the Kadiwa project is part of DA’s efforts in ensuring affordable and available food for all by directly linking suppliers to consumers, bringing their produce in communities in time for the implementation of the community quarantine due to COVID-19.

Importantly, NICA’s strategy yields a harmonized and strengthened partnership for agri-fishery development.

“Let My People Awake”

“Where the mind is without fear and the head is held high, where knowledge is free, where the world is not broken down by narrow domestic walls, in that heaven of freedom my Father, let my people awake.”

These poetic lines by India’s greatest poet, Rabindranath Tagore, reverberated in India 55 years ago, as the once passive nation rose up against British imperialism and claimed its independence, not through a bloody revolution but through a persistent peaceful resistance called “Satyagraha” or love-force championed by the “Father of the Nation” named Mahatma Gandhi.

That Indian struggle against an empire which boast of colonizing a substantial portion of the globe thereby aptly earning the description of “an empire where the sun does not set,” had put in clear terms the meaning of the slogan “the people united, can never be defeated.”

Whatever be the odds, be it against an empire or conditions that degrade human dignity such as dire poverty, the people, at the end, would always triumph.

But, first, they have to be capacitated to harness their collective strength, founded

on a strong faith that they alone can solve their problems by resolving issues confronting their communities.

In our country, whether by law, by nurture and by its nature, cooperativism readily comes into picture as the only instrument now that can put to its knees another kind of “empire” that has caused the marginalization of the people and the ecosystems. That “empire” is the primary cause of poverty, rooted in the powerlessness of the people.

That “empire” manifests itself in many ways. It could be a mindset of the people that has become passive and apathetic, bombarded by gospels of materialism and consumerism that has produced a “throw away” society. Yes, there is so much veneration to the profit motive and denigration of spirituality in a world so enamored in so much externalities and trivialities.

That “empire” portrays itself as social injustice, perpetuated by a skewed socio-economic structure, putting the bulk of the people outside the development processes. It is seen in the life of the farmers tilling not their own or if they do, don’t control the mode of

production and marketing.

It is manifested in the life of the Indigenous People who were once upon a time the masters of the land that they use in the spirit of sharing and service but now is controlled by big Agri-business global corporations.

Its “tentacles” are the Dracula-like usurers that sip the blood of the poor through high interest rates, including financial institutions that do not give the farmers the fighting chance to pay their never-ending debt. These financial institutions are controlled by big businesses and global corporation dominating the market economy.

That “empire’s” foot soldiers come in the form of the loggers and their cabal of vested interest whose appetite to cut the remaining natural forests is equaled only by their greed to profit from the trees that they have not at all planted.

If India had “Satyagraha,” the Philippines has cooperativism whose time-honored and universally-accepted principles, when in fact practiced, can be the gateway towards dismantling the people’s passive and See AWAKE, page 19

Religiousness Godliness - Devoutness One of the most important parts of my life is the belief in a supernatural power that governs the universe. It doesn’t matter which religion we belong to or believe in: the recognition of God as an object of worship. The form of worship should be our primary need.

During my stay in several Western countries, I experienced icy and conceited comments such as “religiousness isn’t popular anymore”.

Religiousness makes people unwilling and morose because of exaggeration and sometimes even hypocrisy.

I found out that in times of Covid-19 more and more people started praying again.

Since then the coronavirus no longer allows us to go to church, worshipping and its broadcasts happened online.

Of course, it’s not the same as before. As I said before: nothing will be the same as before... But it doesn’t mean that I cut my relationship with God and stop talking to him.

Increasing negative headlines about the “institutional church” nowadays and also in the past, and embarrassing comparisons lead only to discord. People have asked

if there is still a chance of religiousness.

How come? We want to see the religiosity of our fellow creatures. We want to understand their ideology. But we are also poking our nose into other people’s business too much. Let’s look behind the scenes and let’s find out what religious behavior promotes: humility in actual life. Maybe. It’s hard for us to do without affecting others. We even forget the real meaning of religiousness.

St. John Crysostom subscribed to the topic “Pagans and Christians” very well: “There would be no pagans if we were good Christians. But the pagans see us manifesting the same desires, pursuing the same objects - power and honor - as themselves, how can they admire Christianity?

They see our lives open to reproach and our souls worldly. We admire wealth equally with them and even more. How, then, can they believe? From miracles? But these are no longer wrought.

PNP-10 awaits motorcycle barrier design, allows back riding for couples

This is important because there is a strong relationship between school administration and student success. The school administration is the leader that carries the school to success just like a ship’s captain. Accordingly, school administrations have important missions in student success and establishing effective schools.

Here in the Philippines, school principals are automatically the school administrators. The school administration is viewed as an institution in itself.

It is noted that school administration should prepare the educational environment and meet the physical needs because a physical environment is

one of the basic variables.

Another notable characteristic is motivating teachers and students.

Motivation is the most important internal factor for learning. Again, administrators should have the necessary administration skills. Another salient characteristic is administrators being leaders in the social field. The role of administrators is highlighted among other role behaviors.

To sum it up, a school administrator prepares the school for education, remedies the deficiencies, be encouraging, acts as guidance counselor, ensures discipline and order, creates a school culture, inspects, supports teachers and students, rewards success, establishes healthy communication, have consistency between promises and actions, reassures manners, provides motivation and effective administration planning as well as quick resolution of problems.

Whether it’s about work or personal life, being organized paves the way for a fruitful day. Poor organization skills can cause additional stress and adverse effects on physical and mental health. Others see organizing as somewhat tedious and even timeconsuming -that’s not what it’s supposed to be. Being organized shouldn’t be viewed lightly rather one must consider organizing their stuff as essential as not forgetting to brush their teeth before leaving their house in the morning.

Being disorderly causes discomfort and disturbance in the workplace. Not only has it affected your performance but other’s work as well. Being disorganized doesn’t only pertain to one’s clutter in their workspace but also refers to how well-arranged and welldocumented one’s work is.

When facing deadlines on submissions, one simple blunder may result in severe repercussions.

Being in a nine to five desk job or in any work for that matter, it’s not unusual for work to pile up. And when messy, the

usual amount of hours you exert to finish your work increases. One should never undermine how important organizing is. If you’re not one, to begin with, then you should try to be as organized as you can be.

Aside from increased productivity and a steady level of work-related stress, being organized helps you to be punctual and goaloriented. Something that is much needed in work and life. Being organized keeps you motivated and decreases the chances of getting burnt out, too. We could easily say that the advantages of being organized outweighs its disadvantages.

In other words, there’s no reason to not try and be one.

Make being organized a habit. Being organized allows you to achieve more in a short time. Being meticulous and systematic in your job shouldn’t be considered as an additional workload but a part of it.

Try not to envision decluttering and cataloguing as daunting and tiring but rather see it as a cautionary step to avoid mishaps and fortuitous events.

Dabalos, 23 years old, a graduate of Bachelor of Science in Marine Transportation last March 2019 at Misamis Institute of Technology, Ozamiz City.

For him, attaining higher form of Education was just a dream but became a reality to a Tausog boy who was once left alone by a mother after giving birth in the cemetery. When he was 9 years o0ld, his life became miserable when his grandmother got very sick and died. His grandfather was old to provide his daily needs. He said many times he experienced not to eat a meal in a day, that’s why he had to stop schooling and started working as a vegetable vendor in Tawi-Tawi.

He added that there were times he was tempted to do bad things with his friends just to survive but thanks God He’s been mindful of him.

One day the Bible Baptist Church of Ozamiz is having bible mission and shared the word of God to the street children and tried to help them. The church members invited him to accompany them in our church in Ozamiz City. He decided to visit the church and later decided to stay for a while for the church helped him with his needs and sent him back to school. He finished Elementary grade at the age of 16 in Ozamiz City Central School. Being his churchmate at the same time, an Alternative Learning System Coordinator of

Sinacaban, Misamis Occidental, I convinced him to finish his Secondary level by taking ALS Accreditation and Equivalency Secondary at Sinacaban District ALS. After he finished and passed the ALS A&E Examination, he desired to pursue college education. For him it was just a dream that needed a lot of prayer to happen, until God surprised him during our soul winning in our house to house visitation.

When a matured woman was impressed by his life story and told him to sponsor his college education, she would be willing to become benefactor for his study. It was overwhelming to a young boy and very thankful to God for the amazing answer to his prayer. He graduated a fouryear degree course with her benefactor paying tuition fees and allowances without any obligations from his part. He is so grateful to God and to all people whom God used as instruments for him to reach the goal of success. With this he learned JUST NEVER GIVE UP in life and not to stop trying until something good will happened.

Glory to God, another life has changed with the help of the Department of Education and Alternative Learning System in Sinacaban, Misamis Occidental.

Saraus of Poblacion Sugbongcogon, Misamis Oriental, seeking to change the name of her minor half-sister from QUEENNY TABAMO to QUEENNY TABAMO CAŇETE in her Certificate of Live Birth, and praying that the petitioner be exempted from the payment of docket and other fees, and be charged of publication expenses only at cost, on the ground that petitioner is an indigent client of the Public Attorney’s Office.

Petitioner is seeking a judicial recourse in this petition, instead of availing herself of Republic Act No. 9255 because the said law is applicable only to illegitimate children born on March 19, 2004 and thereafter, while the subject person Queenny Tabamo was born on June 18, 2002 or before the effectivity of R.A. 9255. In a letter dated March 18, 2019, the Acting Municipal Civil Registrar of the Municipality of Sugbongcogon advised the petitioner that “pursuant to R.A. No. 9255, illegitimate children born on August 3, 1988 to March 18, 2004 cannot use the surname of the father. However, a petition in court may be filed in order that the child can use the surname of the father.” Hence, Republic Act No. 9255 cannot be applicable to the subject person. Since any change in the entry in the Civil Register could be made only upon a Judicial Order and to solve the predicament of subject person Queenny Tabamo, thru her half-sister, the Court is convinced that the present judicial remedy is proper.

The Court finds the Petition sufficient in form and substance.

Hence, the Court admits this petition. Let, therefore, this Petition be set for hearing on August 6, 2020 at 8:30 o’clock in the morning at Branch 26, Regional Trial Court (RTC), Medina, Misamis Oriental. At the expense of petitioner Geraldine A. Saraus, let a copy of this Order:

One of the owners of tourist resorts in Iba, Zambalez, said she had to dismiss their workers when the Covid-19 crisis begun in March because her company cannot sustain the business as there are customers coming in.

“All of our reservations were cancelled and there were no check-in guests anymore. Sadly, even though I wanted to help my workers (some 20 of them) for their livelihood, I cannot afford to pay their salaries anymore. But we paid their salary by the end of March, and as support to them, we also paid in advance their 13-month pay,” claimed Ms. Vilma Mirador, owner of Palmera Tourist Resort.

Ms. Mirador said they told their workers they are allowed to search for other jobs temporarily to sustain their needs. “I told them, mag diskarte muna kayo habang hindi pa tayo

pinapayagan na magbukas muli (Find other means to sustain your needs).”

However, most of her employees said they are afraid to go out because of fear and had to follow health protocols. “That’s why we, resort operators (more than 200 in Zambalez) are asking intervention from the government agencies concerned to allow them to re-open this month, because our employees’ welfare is our paramount concern.”

She said that hotels and restaurants have already reopened with observance of health protocols. “There’s no difference between us, resorts and hotels or restaurants, we can follow same regulations,” she exclaimed.

Professor Godyson Dolfo of Northern Zambalez College, and who is also a Past President of the local Rotary Club and Chamber of Commerce, appraised the reportorial team that the most affected sector in their province is tourism. “We have more than 200 resorts here and our visitors come from foreign countries. We hope that the government agencies concerned will allow our tourism resorts to re-open.

A swab test taken from Roa, a medical doctor himself, found him positive of COVID-19, Dr. Jerrie Calingasan, head of Misamis Oriental’s provincial, interagency task force COVID, said Wednesday.

He said that Roa’s wife and the other members of the household were later tested negative after undergoing RT-PCR swab tests.

However, Calingasan said, Roa’s driver and a top town official were tested positive for the corona virus and were now confined in the town’s isolation unit.

He said that Roa’s case was “asymptomatic,” but health officials were now conducting contact tracing on all employees and friends close to the acting town mayor.

Calingasan said that Roa’s health condition is very stable and asked that he be sent home to undergo “home quarantine” himself.

“We have been trying to look into the source of the infection since this is the first officially recorded community transmitted COVID-19 in Misamis Oriental,” Calingasan said.

care of the people who need help, especially in these times. Let’s speed up our service and not add to their suffering,” Go said.

“Let’s use technology to make the lives of our countrymen more orderly and comfortable and make sure that they’re safe from the pandemic. We should not be ready just for the ‘new normal’ but for the ‘better normal’ for our countrymen,” he added.

He then cited the various transaction levels at which e-governance systems would prove useful – government-to-government, government-to-citizen, and government-to-business.

“Due to the pandemic, government-to-government processes, such as transactions between two government agencies, are heavily hampered because we are physically limited by the social distancing and quarantine protocols in place to contain the spread of the virus,” Go explained.

“This will easily be resolved if we have e-governance platforms in place that would allow intragovernment coordination and transactions to be done in an efficient, timely, and cost-effective manner,” he added.

Meanwhile, Go said that Filipinos who need to transact with the government for public services need not go to its offices if governmentto-citizen platforms were available.

Furthermore, Go also emphasized the need to build e-governance capacities in government-to-business transactions to ensure that the economic activity in the country would seamless amid the pandemic.

He stressed, however, that these undertakings would not be possible without swift and reliable internet access in the country.

“The Philippines ranked

63rd out of 100 countries in the 2020 Inclusive Internet Index conducted by UK-based The Economist Intelligence Unit. The index assesses internet availability, affordability, relevance, and readiness using multiple indicators,” he pointed out.

“It’s sad to think about it because now, more than ever, a reliable and speedy internet connection has become integral in the everyday lives of our countrymen.

This need exists not only in our urban centers but also in our rural and provincial areas as well,” he said.

As one of those who pushed for blended learning, through online and offline modalities, Go also said that a speedy and reliable internet connection would be important.

“I have also called on concerned agencies to thoroughly study the possibility of utilizing both online and offline learning, for the benefit of our youth, ” he said.

“As I have been saying, we don’t want to delay the opening of classes, although our priority always is the safety and health of everyone.”

Go mentioned that President Rodrigo Duterte, as early as his first State of the Nation Address in 2016, had called on the DICT to develop a national broadband plan to accelerate the deployment of fiber optic cables and wireless technology to improve internet speed and coverage.

“Have we addressed the President’s call? We want to find out the specifics, not just regarding the plans, but also regarding the progress we have made as a country when it comes to transitioning to E-governance,” Go said.

Go then called on his fellow lawmakers to work together to support the sectors of society that rely heavily on reliable, fast internet access.

Filipino Composer featured in German Cultural Radio Channel

ROM the airwaves of a German public radio station, WDR 3, to the Philippines, and all over the world, we hear the remarkable piece "Phantasie für Ludwig" of Mr Nino Tiro.

Last year, two Liceo U composers namely, Prof.

Horst-Hans Bäcker, Associate Dean of Liceo de Cagayan University Conservatory of Music, Theater, and Dance, and his then student, Mr Tiro gathered accolades in Volume 9 of the "250 piano pieces for Beethoven" with their pieces "Fantasie über Ludwig van Beethoven," and "Phantasie für Ludwig", respectively. Ms Susanne Kessel launched this international composition project circa 2013 to 2020 to commemorate the monumental composer Ludwig Van Beethoven's 250th birthday this year.

project denotes that Mr Nino Tiro is the only Filipino among the 250 composers. His piece, as mentioned earlier, is one of the most often played throughout the promotional tours and concerts. The eclectic composer is a recent Composition graduate whose several musical works and arrangements premiered in the Rodelsa Hall of Liceo de Cagayan University, Cagayan de Oro City. Nino Tiro's calm and calculated attitude urged his mentor, Prof.

Bäcker, to receive the award Magna Cum Laude in the same university.

Latterly, Philippine pride's "Phantasie für Ludwig" is making waves in WDR 3, a 1:54:00 hours long, live performance of the concert pianist Sussane Kessel in a radio promotion. The carefully handpicked program features a diverse selection of pieces from the other composers

and two famous opuses by Beethoven. Ms Susanne Kessel, has nonetheless, cultured and kindled the listeners about how they see - or rather hear - the composer Ludwig van Beethoven, in light of this present modern times.

On the final note, Mr Nino Tiro is an awe-inspiring neo-classical, neo-romantic composer of his generation. His promise and potential vastly contributed to music, culture, and the arts worldwide. Thus, waving the Philippine flag, and continually giving honour to the City of Cagayan de Oro and Liceo de Cagayan University community as a budding composer.
