‘Cholera’ causes diarrhea outbreak

CAGAYAN de Oro City-Department of Health (DOH) officials from Manila arrived in Medina, Misamis Oriental Thursday to assess the health condition of that town, 36 kilometers east of here, after health officials confirmed that the diarrhea outbreak that started July 1 was caused by “Cholera” bacteria.

In a talk with The Mindanao Daily News Thursday afternoon, Mayor Donato Chan said that the “diarrhea outbreak” in Medina was already contained with only one patient Wednesday who was sent home immediately after getting appropriate medical treatment.

Chan, however, said that health officials are not getting chances after the official result of the DOH water analysis confirmed the presence of E. Coli bacteria in seven water samplings of the 12 submitted for analysis.

The water sample analysis was conducted through rectal swabs of 12 diarrhea patients during the outbreak of the diarrhea last July 1, 2017 where two residents died and about 500 people were admitted for treatment, Chan said.

He said that sanitary inspectors of the Provincial Health Office and the DOH confirmed the presence of “Cholerae El Tor” or “Cholera” bacteria in seven patients while the five See outbreak, page 11

CAGAYAN de Oro City--A search for a suspected Maute fighter in a subdivision in Opol, Misamis Oriental led to the arrest Thursday of a barangay captain and his companion for alleged possession of illegal drugs.

A combined law enforcers of the Martial Law Special Action Group (MLSAG) were conducting a house-tohouse search of an alleged wounded Maute outlaw who reportedly took refuge in Vamenta subdivision, a predominantly Muslim community in Barra, Opol, Misamis Oriental when the barangay captain was arrested.

Pinol excludes 43 garlic importers Friday

43 traders were granted permits to import around 70,100 metric tons (MT) of garlic this year but they only brought 19,252 MT into the country.

He also stressed that no DA official was involved in the cartel.

Manipulating the supply to junk up prices of commodities, Pinol said, is a sign of cartel as these importers failed to fill up the needed supply in the market.

The DA chief admitted there is a need for the development of the garlic sector for the country to be self sufficient.

At present, the Philippines produce around 7,469 MT garlic planted to 2,646 hectares all over the country.

The current production is equivalent to 7-percent of the 130,000 MT total requirement for the country to be self sufficient.

“The growth of Philippine agriculture over the years has been stunted by cartels who controlled the importation of basic commodities like rice, garlic, onion, meat and dair y products and corruption in government. Fighting the cartels will not be an easy task but we will have to do it now, especially since the DA leadership is backed by President Rody Duterte who has vowed to address corruption in government,” said Pinol in a press conference.

Alongside the campaign

against the cartels, Pinol said, the DA will now focus on the neglected sectors such as garlic and onion “whose growth were stunted through the years.”

“Garlic and onion production will now be intensified by the Department in non-traditional production areas so be able to fill up at least 80 percent of the national requirements,” he said.

As such, Pinol said he will set up pilot areas in Mindanao for the development of garlic and onion.

“We have always been made to believe that garlic could only be grown to a few areas of the country, mainly the hot areas like Central Luzon, Northern Luzon and Mindoro. I would like to break this myth by planting garlic in some parts of Mindanao,” he said.

Meanwhile, Pinol said he will issue an Administrative Order that issuance of import permits should only be done with the Office of the DA Secretary.

This time, he said he will be very strict in scrutinizing each applicant before an importation permit is granted. (PNA)

Four tents have been installed in the school compound, fronting the classrooms for regular students: two from Unicef and two from Save the Children.

Except for Grade 6 students who get to sit on yellow plastic chairs and share three tables borrowed from the Principal’s Office, ‘bakwit’ students from Kinder to Grade 5 sit or sometimes lie prone on the tarpaulin that doubles as the students’ “desk.”

Grade 6 students do not share their tent classroom with another grade level.

The rest do: Kinder and Grade 1 together inside the white Unicef tent classroom; Grades 2 and 3 in another; Grades 4 and 5 in a Save the Children tent, Grade 6 in the other.

The school has 881 regular students and 644 ‘bakwit’ students. “And counting,” said teacher Jahara Maca-

raya. “Every day, we accept enrollees,” she said.

Macaraya told MindaNews on Tuesday that five more ‘bakwits,’ enroled, bringing to 644 the number of ‘bakwit’ students from Marawi. Pantar is the last town in Lanao del Norte at the boundary with Saguiaran, Lanao del Sur. Marawi City is after Saguiaran town.

Before the five enroled, the ‘bakwit’ student population was 639: 124 in Kinder, 108 in Grade 1, 92 in Grade 2, 73 in Grade 3, 93 in Grade 4, 89 in Grade 5 and 64 in Grade 6.

Aside from lack of chairs, desks, blackboards are also a problem. Only Grade 6 and combination classes Grades 4 and 5, have borrowed blackboards.

THE Department of Health (D OH) has released an official finding about the cause of the “diarrhea outbreak” in Medina, a coastal town east of Misamis Oriental, 111 kilometers from Cagayan De Oro City. The DOH findings said that the cause was “cholera El Tor.” El Tor is the name of the particular strain of the bacterium “Vibriocholerae,” the causative agent of cholera, also known as V. cholerabiotype el tor.

Cholera is an acute infection of the gut, caused by the bacteria vibriocholerae contamination of food or water, which might cause diarrheal disease. This is not, however, associated with epidemic cholera.

Anyway, one thing that we have observed is the delay of the result of the water analysis sent to the DOH. It only shows that the equipment in the DOH in the regional level remains inadequate. While the diarrhea outbreak was reported to have taken place sometime on June 30, 2017, the official DOH report was released only on July 8, 2017.

One could only imagine the amount of damage when the reaction time of the government is delayed an hour or two in times of emergency. In Medina, it took about 10 days before the finding was officially released. Ten days mean more patients and people would have the tendency to panic, which might cause more damage.

Perhaps, the number forwarded to the Cynosure was no longer in used. However, that is not the issue. The issue is that Enriquez should have made effort that she could be contacted anytime people who need to be updated of the health condition of the people in Medina.

Out of protocol, Enriquez should always be around to make important pron ou n c e m e nt / s t ate ments when needed. Otherwise, where the health of the people is at stake, and she is not accessible, she should not be in that job.

Telling the people that she is busy attending to patients is not an acceptable alibi. Or, having a cellular phone that could not be contacted would have been better to have none at all. Teaching 7th Grade

Let’s be honest, seventh grade is a unique year in a child’s life. It takes a special kind of patience to teach particularly seventh grade. So, look no further than these tips for teaching seventh graders from our community of teachers. Seventh graders don’t understand how each year builds on the one before, so you’ll have to make it explicit for them. Use the upcoming year’s syllabi to set goals for summer work.

Do a day of getting-to-know-you and then check for prior understanding of content. Don’t assume that Yes means Yes. Asking ‘do you understand?’ is the wrong question when you’re teaching 7th grade. They will always ‘yes’ you to death. Instead, after you have explained what to do, ask five people to tell you what they’re supposed to do. After that’s over, if someone still asks a question, get one of the students to answer the question to the whole class.

Don’t assume that they remember the Directions. After you give directions, ask, ‘what are your questions?’ Then, wait time…make them uncomfortable for a minute or two, until someone asks a question… then the questions will flow and you’ll get to see what you need to clarify. Teach a Growth Mindset.

Put simply—some people believe that intelligence is fixed; while others think that it’s malleable depending on effort. Identify your students who have a fixed mindset, those who see having to try as a threat to their intelligence, and build a culture that fosters a growth mindset.

Don’t Think they Don’t Care.

Suggest finding a place for student memory retention. You’ll want to review them on the days that make you feel like elementary ones. Get to Know Your Students’ Brains 7th Graders brains are changing every day. After infancy, this is the time when kids’ brains are growing and reshaping the most. Know what’s happening in your students’ minds by reading books like so many times I have found myself thinking, “Why did he do that? Why would she take that risk? Didn’t he consider what would happen base on that choice?” Well, now you’ll know. Use of the camping chairs and my kids love them .Let your students sit on the floor or lay under their desks to write and read if they feel the need. Be Specific when Giving Directions, like Very Specific. The biggest shock for me about teaching 7th grade was how detailed and specific I needed to be in giving direction. Assume they don’t know anything.

Break Out all your Organization Skills. Be ORGANIZED. Laugh and Laugh Some More. The best advice after teaching 7th grade is to have some fun with the kids and laugh every single day. The results might not surprise you (the essays won’t be easy to follow), but your students will take the lesson to heart. Get more ideas for teaching 7th grade.

Don’t Skip daily read aloud strategy.

Seventh graders do like to be read to, in fact reading to them can inspire them to explore new genres and share a common reading experience.

Divide Lessons into Chunks. It’s found helpful to provide students with worksheets that divided the project into steps. Use Mini-Rubrics to Keep Students on Track. It’s recommend mini-rubrics along for each section along with strong guiding questions.

Inspire Young Readers. Seventh graders are passionate people, and they’ll get excited about a good read.

Hold Kids Accountable for Homework.

Have a binder with a folder section for each student. Every time they weren’t done an assignment they had to write a sticky note with an excuse as to why it wasn’t done. That way, when parents asked what was going on you has a running record of excuses written in their child’s handwriting. Color coded system in your class rosters. Their box gets highlighted when they miss one assignment, two is a lunch detention, and three needs a serious conference with the student. They must turn in a missed assignment form of they miss something so I know who is missing what. Then, when they complete the late or missing assignment, they staple the missing form to their now completed work. Grade 7 students want to learn all they can about the world.

Differentiate Reading Instruction and Keep Pace. Use Pattern Folders.

A folder with pockets and note cards is an innovative way to get students to track their thinking through an entire text. Students write their observations, evidence, and conclusions on note cards and use the pattern folders to organize their thoughts across an entire novel or book.

Watch how one educator is teaching 7th grade. Develop Your Own Style.

The classroom management system that ends up working for you is likely very different from the management system that works for every other teacher in your building. Use Text Messages. If seventh graders know how to write anything, it’s a text.

Talk Positive. Aim to make more than half of what you say positive and

enjoyable to listen to. If everything you say is consistently harsh, punitive, or nasty, humans of all ages are far less likely to listen Blow Their Minds. It’s easy to catch 7th graders off-guard and surprise them. Make Vocabulary Instruction Interactive. Seventh graders want to get up and move around, so take the opportunity to get them focused on fundamentals in a fun way. Hold Students Accountable. It’s inevitable that you’ll get unacceptable work from your students. Whenever a student is working on a higher level problem, but they’re missing a lower level skill, stock a wall full of review sheets to help them practice the skill

they need in the moment. Make math applicable for seventh grade students by bringing in lessons like they are just playing around. Seventh graders still like to express themselves.

THE city government of Cagayan de Oro led

by Mayor Oscar Moreno turned over to the City Schools Division of Cagayan de Oro last Wednesday a 46-classroom four-level building it constructed within the Bugo National High School premises.

“With firm conviction that education is the great equalizer – empowering the underprivileged and alleviating them from their marginalized conditions.

With great confidence that education can and will change the quality of a person’s life and more importantly his family, community, the City and the Nation,” read the dedication at the marker that was put up in the building façade.

The construction of the building was funded by the city’s Special Education Fund, according to city government spokesperson

Region-Wide Capacity Building on Developmentally Appropriate Practices (DAP) on Early Language Literacy and Numeracy (ELLN)

More than two hundred teachers and school heads from different DepEd Schools in Region X gathered last June 28 to July 04, 2017, at Koresko Hotel, Pueblo, Cagayan de Oro City was the first batch of the Seven-day RegionWide Capacity Building on Developmentally Appropriate Practices (DAP) on Early Language Literacy and Numeracy (ELLN). The delightful facilitators are experts coming from different divisions of the Region like the division of Bukidnon, Misamis Oriental, Cagayan de Oro City, and Misamis Occidental. The training was participated by the teachers coming from Division of Bukidnon, of Cagayan de Oro, of Camiguin, El Salvador, and Gingoog.

The Capacity Building on Developmentally Appropriate Practices (DAP) on Early Language Literacy and Numeracy (ELLN) was conducted to strengthen the Early Language Literacy and Numeracy (ELLN) Programs of all schools to improve the teacher’s ability to teach and assess the early reading and numeracy skills of the Kindergarten and

Grade Three pupils using developmentally appropriate methods. It also aimed to enhance the teachers’ knowledge and skills on early language literacy and numeracy and to help them deepen their understanding on child development.

It is also aimed to enhance knowledge on the different classroom-based assessment as tools for reporting and documenting the learner’s progress.

During the conduct of the seven-day activity, the teachers underwent twentytwo sessions for different modules handled by the experts composed of the following phase: 1: National Training of Supervisors and Subject Matter Specialist, Phase 2: Region wide Training of Supervisors, School heads, and Teachers, and Phase 3: Learning Action Cell.

After the training, the teachers were challenged to conduct re-echo sessions on ELLN among their coteachers during the Learning Action Cells (LAC) sessions in their own Schools.

This is to spread the light of the new strategies to other teachers and thereby help more children in the primary level.

Experience ICT

This month marks the 10th year of my service in the extremely exciting and challenging department of education. Much has changed in the last 10 years. Back then I was young and very idealistic that I would never think I would be able to adjust and change myself in the realm of education.

Over the past 10 years as an ICT teacher, I have taught over hundreds of students, written and prepared a thousand of daily lesson plans, and attended more or less

30 seminars and trainings. I have experienced the lack and abundance of teaching and learning even with presence of technology around me and have learned a lot about my students and the way they relate to the subject taught.

During the first few years of teaching computer subjects, I was working so hard.

I spent most of my time making ways how to deliver ICT lessons easy and comprehensible to the students but I got stuck and wondered why only a number of them

were able to get it right. The unprecedented struggle in understanding the subject was still present. For a long time, I believed it was my lack of strategies and creativity as an ICT teacher. Thankfully, I soon recognized that regardless of the subject taught in the class, the best teaching and learning happens when I am next to my students, rather than standing in front of them.

How difficult I work as an ICT teacher affects the result of everything I do. Without exerting effort, there is very little thing I can know, understand and be able to do.

Teachers, in general, have to employ their energy to get the best and the right result.

The ten years of my teaching in the Department of Education has carved personal and professional growth within me. I learned more about myself as an ICT teacher, looked at what I do in the computer laboratory (my classroom), and discerned about why I do it. Ultimately, this decade of service gave me more perspectives in the years to come to continue serving, teaching and equipping the learners of this generation in the area of ICT.

You must strive for excellence, commit yourself to moral, ethical and religious values and dedicate yourself to public service.

Touching the hearts of people and opening the minds of children can give you joy and contentment which money cannot buy.

These are the moments that teachers crave. These are the moments that we live for.

Duterte blames rich miners for destroying the poor’s source of livelihood

Presi dent Ro drigo Duterte on Wednesday warned well-heeled miners who supposedly destroyed the environment and suggested that they pay back the poor whose livelihoods were affected by destructive mining.

During the 26th anniversary of the Bureau of Jail Management and Penology in Camp Aguinaldo, Duterte at mentioned his former Environment Secretary Gina Lopez who conducted a mining audit and ordered the cancellation of 75 mining contracts.

“I have to solve the mining impasse. Mining impasse. I’m warning the rich. Nakita mo ‘yung bukid na pagung-pagong na and I do not even see a single tree planted. And the devastation doon sa mga palayan, wala na, hindi na sila makapagtanim. Mga fishpond nila, it’s all poisoned by…” the President said.

Duterte lamented the situation of those who lost their source of livelihood because of mining.

“So one of these days tatawagin ko ang mga mayaman at ‘yung mga mahirap.

Makinig na lang kayo. Tao man kayo, anong tingin mo dito? Sirain mo ‘yung palayan niya, paano sila mag-survive? Ikaw, sige ka diyan kutkot nang kutkot.

And how… It’s only five percent. Taxes? We get about 70 billion a year and that’s it,” he said.

“Ang nagutom, ang nasiraan ng mga fishpond, palayan, wala nang magtubo? So they are reduced also to itong panning. This cannot go on,” he added.

Duterte then suggested that the rich miners pay the poor.

“Kung gusto ninyo, kayong mga mayaman, bayaran ninyo sila sa perdition nila.

So if he has lost 100,000 hectare, tutal mayaman man ‘yang mining, bayaran mo. Tapos taniman mo ng kahoy, kay ‘pag hindi ‘yan taniman ng kahoy, ‘yang ulo ninyo ang putulin ko ilagay ko sa—‘yan ang itanim ko doon,” he said.

“There are so many injustices here that we have to correct. But just give me time,” he added.

House zeroes in on tobacco and alcohol Stamps

Members of the House committee on ways and means chaired by Rep. Dakila Carlo Cua (Quirino, Lone District) this week held a hearing to scrutinize the implementation of the Internal Revenue Stamps Integrated System (IRSIS) on tobacco and alcohol products by the Bureau of Internal Revenue (BIR), the Department of Finance (DOF), and the APO Production Unit Inc. The committee sought the justification of the proposed stamps and the security measures to ensure that the manufacturing of counterfeit stamps is prevented and the welfare of wholesalers, retailers and consumers is protected.

During the briefing, BIR officials led by Commissioner Caesar Dulay and BIR Operations Group Deputy Commissioner Nestor Valeroso explained that the purpose of the stamps is to monitor the collection of taxes generated from purchased alcohol and tobacco products.

Rep. Prospero Pichay (1st District, Surigao del Sur) said the proposed method

by the BIR is ‘jurassic’ and advised the committee to explore different approaches in preventing the manufacturing of counterfeit stamps.

“The present system will not guarantee us that there will be no manufacturing of fake stamps or fake cigarettes.

What we want is a preventive system wherein it would be very difficult for the cigarette manufacturers to manufacture fake cigarettes,” said Pichay.

Pichay advised the BIR to upgrade into modernized methods such as digital, online and/or laser stamps which are incorporated with security features.

In addition, Pichay pointed out that taking advantage of these methods will likewise spare the committee from determining the competence of APO Production Unit, Inc. Committee vice chairperson Rep. Lianda Bolilia (4th District, Batangas) agreed with Pichay’s views.

“I don’t think the change of the stamp design would be enough or will again be an effective measure to stop the

production of fake stamps, because if you change the design, the culprit will also change the design, and if you change the design every now and then, we’ll just be wasting our money and time,” said Bolilia.

Deputy Speaker and Marikina City Second District Rep. Romero Quimbo questioned the selection process by which APO was chosen for the IRSIS project.

He further said the BIR does not have the necessary expertise for its responsibility on the IRSIS implementation.

Quimbo likewise ordered the BIR to provide timelines and supporting documents that will justify the appointment of APO. Rep. Antonio Tinio (Party list, Act Teachers) said the committee should not authorize the BIR to impose the new tax law considering that its proposed alcohol products stamp, which was passed by Congress five years ago, has not been implemented until now.

Cua said that APO does not have enough equipment to assume the responsibility,

considering it only has 35 taggant detectors and readers to identify the validity of 3.9 billion stamps.

Cua likewise inquired about the rough target of BIR as to when IRSIS will be implemented.

The BIR said it aims to implement the IRSIS by the end of the year.

Meanwhile, the committee ordered the provision of documents pertaining to the procurement process, terms of reference, performance reports, and timelines.

In 2013, the BIR chose the APO Production Unit, a government-run company under the Presidential Communication Operations Office (PCOO), for the IRSIS project because security stamps are considered “accountable forms”.

Based on the Government Procurement Reform Act, government offices which need printing of accountable forms must avail of the services of the Bangko Sentral ng Pilipinas (BSP), National Printing Office (NPO) or the APO Production Unit. (30) JMC.

B’non breaks record for biggest KMME crowd in Region 10 On the eighth rollout of Kapatid Mentor ME (KMME) in Region 10, Bukidnon earned a recordbreaking count of participants of 401. Most of the participants who filled the grand hall of Hotel de Susana and Resort in Valencia City, Bukidnon on Tuesday came from the different parts of Bukidnon, most of which are from the southern part of the province while a number came from the northern part and in Wao, Lanao del Sur. Of this count, 84 participants registered being under District 3; 114 participants were recorded coming from District 4; 100 came from the other parts of Bukidnon; 28 are from the Local Government Unit (LGU); 10 are from the academe; 24 are DTI staff; 20 are from the Media and 21 are guests.

‘Friendly fire’ in Marawi: 12 killed in 51 days; probe results out after end of combat operations ILIGAN CITY -- “Friendly fire” has claimed the lives of 12 out of 92 soldiers killed in action in Marawi City in 51 days of fighting as of Wednesday, and while investigations have been ordered on the May 31 and July 12 incidents, the results of the first probe will be made public only “after the completion of active combat operations in the area,” the head of the Board of Inquiry told MindaNews.

The second probe is expected to follow the same release procedure.

“Friendly fire” has also left a total of 18 out of around 500 soldiers wounded in action since clashes between government forces and the Maute Group in Marawi City started on

May 23.

Two soldiers were killed and 11 others injured when an aerial bombing missed its target at around 12 noon Wednesday. On May 31, an aerial bombing also missed its target, killing 10 soldiers and wounding seven others.

In the first incident, General Eduardo Año, Chief of Staff of the Armed Forces of the Philippines (AFP), created a Board of Inquiry (BOI) headed

by Major General Rafael Valencia, AFP Inspector General, to determine if it was caused by equipment failure or human error and to avoid a similar incident from happening.

Valencia told MindaNews in a text message late Wednesday night that the

BOI had submitted to Año the results of its investigation. But the BOI, he said, recommended to the Chief of Staff “to release the results after the completion of active combat operations in the area.”

“We have submitted our report to (Gen. Año) with our recommendation.

There are critical information in the report that could jeopardize operations and put the lives of our troops in grave danger,” he said.

The SF260 aircraft successfully hit its first three assigned targets but missed its fourth and last ordnance round, hitting instead the ground troops.

On Wednesday evening, Lt. Col. Jo-Ar Herrera, Task Force Marawi spokesperson, said an investigation

is being conducted to “determine the circumstances surrounding an incident where an ordnance missed its target during an airstrike conducted at about 12 noon of 12 July 2017,” killing two soldiers and injuring 11.

He said initial reports from Marawi indicate that the bomb was 250 meters off target, causing the collapse of nearby structures.

“Large debris from heavily reinforced buildings accidentally hit two of our personnel who succumbed to death in the process” while 11 others sustained minor shrapnel wounds.

Herrera did not say what aircraft missed the target.

But AFP spokesperson Brig.

Gen. Restituto Padilla said it was an FA-50 light combat aircraft.

“We are saddened by this unfortunate incident. We are attending to the needs of the families of our troops who died or were hurt. Cognizant units from the AFP have formed a group that is now conducting initial investigations to determine the cause of the mishap and prevent the chances of it recurring,” Herrera said.

In a statement on Thursday, Day 52 of the Marawi Crisis, Defense Secretary Delfin Lorenzana said what happened on May 31 and July 12 reflects “the harsh nature of urban warfare where soldiers operate in tight spaces and in close proximity to the enemy.”

“The problems we face are the same as those confronted by other nations fighting terrorists in places

like Mosul, Fallujah, and Raqqa,” Lorenzana said, adding the AFP is “now reviewing and recalibrating its existing doctrines in order for the troops to adapt and respond to this evolving type of war.”

“Retaking the very last positions of the Maute-ISIS who are still in Marawi is proving to be a challenge,” Lorenzana admitted, but added they are “more determined than ever to finally eliminate these terrorists.”

“We have to operate with due consideration for the safety of the civilians who are still trapped in the area against enemies who know no rules, who use hostages as human shields and children as frontline fighters,” he explained. (Carolyn O. Arguillas / MindaNews)

Being Right than Popular: A Risk to Take for a Change to Make

When this author was ordered by the Schools Division Superintendent to lead City Central School, Cagayan de Oro City with six (6) assisting principals in July 7, 2015, these questions reverberated in his ears knowing the status of the school and its personnel. Bayanihan sa Paaralan widely known as Brigada Eskwela has become a very significant mission of every public schools in the county. The main objective of this program is to gather stakeholders both from public agencies and private companies to help and share for the improvement of schools. As the popular Indian adage goes, “It takes a whole village to educate a child”. Indeed it is everyone’s duty to educate Filipino children-the hope of our nation.

Last year, To mention, Lumbia Central School started innovating the Brigada Eskwela with its “Brigada Eskwela with a Twist” it gathered all stakeholders and invited medical and dental practitioners around the city to provide their services for free. In addition, friends and benefactors from beauty salons and barber shops offered free pedicure, manicure, and haircut to pupils and parents who attended the said event. It did not only prepare the school physically but the welfare of the school children as well. A clear manifestation of how Bayanihan worked effectively in schools.

This year marked another

milestone for the school, as we spread our wings and thought of another innovation will make a great impact for our learners. With so much love and dedication, we sat down and brainstormed on how we are going to improve what we have started. Then came “Brigada Eskwela with a Heart”. Apart from the usual cleaning, repairing, and painting, we included the “Adopt-aChild” through a Feeding Program and Donation of School Supplies. The support from our stakeholders was overwhelming. Donation of school supplies came by thousands and Feeding Program was also overflowing. It was a very inspiring and humbling experience.

Truly, it’s a rewarding feeling that you make children happy. With the look in their face, you see the fulfillment you get that no amount of money can buy.

The true work of the HEART. Brigada Eskwela has now become a “something to look forward to” school episode.

teachers to act not in accordance to the code of ethics of teachers but according to their whims and caprices enjoying too much impunity and tenacity to the detriment of the government.

The pampering cares of the past school administrations to some of the opportunist teachers in cahoots with some Corrupt PTA Officials resulted to abuse, graft and corruption, habitual tardiness, habitual absenteeism, loafing, and other forms of misdemeanor in the workplace.

In order to give justice to the tax paying public, the school administrators, in support to President Rodrigo R. Duterte’s campaign to eradicate corruption in government offices and help DepEd, Division of Cagayan De Oro’s in its campaign for transparency, honesty and dedication to service, they started their tour of duty with their mission that is to institute reforms in the school.

The cleansing started with the school’s physical set-up: demolition of old structures, construction of needed facilities and repair of dilapidated and non-functional facilities.

After which, the checking of personnel’s work performance and evaluation of the school’s financial activities were given focus. Indeed, a lot of problems were uncovered. There were several attempts done by some teachers with their parent supporters to suppress the administration’s quest for reforms and even bribed them just to allow the continued operations of the illegal activities as some teachers claim that the same are already several decades old practices (“naandan na”) of the school community, in fact allowed by the previous administrations.

The mission to shift the school

culture was so difficult. It requires a lot of will power, legal considerations and even prior acceptance of possible resistance from those who oppose, ire from those who will be affected and the retaliation by those who will be exposed.

A strategy was adopted in order to effect the change in the most subtle way. First, diplomacy was employed by way of reminding teachers to stop the illegal activities. The questionable acts continued, hence it failed. Second, a friendly but proof-gathering measure was used- the teachers were made to explain but the office only received alibi-packed and denial filled replies. Third, being left with no other recourse, the office filed administrative and criminal cases against the wayward and maverick teachers.

The greater majority of the teaching force, though were not sued, stayed nonchalant but exhibited their resistance to the desired change in many different manifestations. As a result, the school administrators become so unpopular most especially so that they are compared to the past set of administrators who consented their questionable acts.

In the spirit of public service, transparency and justice, they opted to be right than popular.

After all, principalship is not about popularity but it is about leadership and management.

With this in mind, they legally castigated those who, despite of their omissions, pretended to be just and good by circumventing the truth.

The following cases were filed before the Office of the Ombudsman for Mindanao and the Office of the City Prosecutor, Cagayan De Oro if only to show to some of the abusive teachers that no one is above the law, to wit:

For being able to file the above-cited cases against the erring teachers, the school administration have regained control over the more than 200 teaching and non- teaching personnel of the school. Everybody is now exhibiting desirable work ethics and their minion and factotum parents becomes submissive to the rules. Although the affected teachers were able to maneuver against the school administrators by way of filing harassment, at the end of the day these will be dismissed while on the other hand they will face the decisions of the courts for the grave omissions committed.

Should they have opted to choose the road of less traction: being popular than right, they could have freed themselves of facing the several harassment cases filed against them, their names could have not been drag into the bad light and they could have been as popular and as well-loved as the

previous administrators but they could have failed to see the change they wanted.

On the other hand, for choosing to be right than popular, their persons, professions and even their families were put to risk.

Death threats and all forms of harassments were hurled unto them. They become unpopular before the eyes of some rebelling teachers but they are appreciated by those who stand for the truth and are longing for freedom from the bondage of corruption.

Most importantly, for allowing themselves to sacrifice, they have changed the ill practices of the school community that has turned into a monstrous culture corruption to what is now called the New City Central School.

Indeed, instituting reforms is a lonely, hard and risky journey but its sweet fruits are worth dying for.

The implementation of the school-based Special program in the Arts developed a sound and remarkable learning experience in our school. It has brought about higher increase in achievements and commendable performances in the field of arts. As a perennial achiever, our school dominates in the higher competitions up to the national level.

During the first implementation of the said Program, last School Year 2011-2012, the school faced a lot of challenges especially in the field of arts.

There were existing problems not only on the issues of its implementation, but more on the concerns of instructional materials, references, physical facilities and classrooms which were very important in the Program.

For the school year, 20172018, marks the seventh year of its implementation. With the support of parents, stakeholders and the school administrator problems were solved.

Our program is already in its full bloom. Aside from the competent Arts Skills Specialists who undergo local and national seminar-workshops, we have now the new SPA building, dance studios, the-

ater practice room with varied musical instruments and lot more facilities.

As SPA Coordinator, I strongly believed; I’m the agent of change and need to uphold the powers of unity with strong support of the Program Arts Skills Specialists and the school Administrator, success will always be at hand, not only this year but in years to come.

Add to these problems the fact that tent classrooms are “mainit’ (warm) and ‘bakwit’ students are used to Marawi’s cool weather.

The ‘bakwit’ students reside temporarily in an evacuation center just outside the school, at the covered court and madrasah or with relatives nearby. A tent city is being set up on a lot across the highway.

Public school teachers displaced by the fighting in Marawi are supposed to report to work by teaching in the evacuation centers near them. But not everyone has reported to work. There were supposed to be 11 ‘bakwit’ teachers who would teach in the school, but only around five have reported to work. The teachers of Grades 4 to 6 when MindaNews visiited on Tuesday, were not ‘bakwit’ teachers.

As of 7 p.m. on July 11, the Department of Social Welfare and Development’s Disaster Response Operations Monitoring and Information (DSWD DROMIC) Report No. 62 said a total of 101,086 families or 471,411 persons have been displaced by the armed conflict in Marawi City, from all 96 barangays of the city and from 20 other municipalities of Lanao del Sur and two municipalities of Lanao del Norte (Kolambungan and Sultan Naga Dimaporo / Karomatan).

Eighty seven evacuation centers are still open, housing 4,278 families or 23,380 persons. The rest are home-based or those living with their relativs.

A total of 22,222 children were enrolled in public elementary, high school and senior high school in schoolyear 2016-2017, records from the Department of Education’s Marawi Division said.

Before the clashes between government forces and the Maute Group began on May 23, the Division’s records show the city had 73 public schools and 45 private schools.

Of the 73 public schools in Marawi City, records show 61 are elementary schools, eight are secondary schools and four are senior high schools.

How many of these schools have been destroyed during the fighting or by aerial bombing can be determined only when the areas have been cleared.

“Having MCEs in school help other teachers become competent in using and applying technology tools and strategies in the context of teaching and learning, hoping to provide a richer learning experience for students,” he shared.

The MCE certification validates the global educator technology literacy competencies of Xavier Ateneo Junior HS educators needed to provide a rich and custom-learning experience.

City Council approves ‘unattended bag ordinance’ Comval Gov. DAVAO CITY -- The Davao City Council finally approved an ordinance prohibiting and penalizing the act of leaving unattended bag in public places. The ordinance will take effect 15 days after its publication in local newspapers.

The ordinance has two prohibitions: Any person who carries, lay down an unattended bag in a public place and walks away from the same even without causing alarm and panic; and any person who carries, lay down an unattended bag in a public place and walks away, and such act causes alarm and panic.

Under the first prohibition, if bags or packages do not cause panic owners will be warned on first offense,

PHP100 fine on second offense and PHP300 on third offense. The unattended bags are immediately claimed by owners before the SWAT and bomb disposal unit are not yet in the area.

Under the second prohibition, a first offense will be given a warning, PHP100 on second offense, and PHP300 on third offense.

Unattended bags will be confiscated and turned over to the police or the National Bureau of Investigation (NBI). If the bag remained unclaimed within seven days, the same shall be disposed in accordance with existing law.

Councilor Maria Belen Acosta however questioned some of its provisions which

according to her might burden innocent people.

“The caution is on why a neutral act such as leaving a bag unattended could be considered an offense per se even without a proper premise, even in circumstances that does not cause any disturbance to anybody,” Acosta said during her privilege speech.

But Acosta said she supports the move of the city council to further secure the city from any form of terrorism.
