LIGAN City — After years of hiatus, the defunct National Steel Corporation is being readied to regain its lost glory at this time of pandemic with a new, state-of-the-art fully integrated steel mill facility.

Reconstruction of the old NSC into a modern steel plant is set to start soon by a leading European supplier of equipment and physical plants to the metal industry.

City Mayor Celso Regencia has acknowledged last week the intent of a foreign-funded consortium in the amount of 4-B euros for the rebirth of the new National Steel Corporation.

This development came as a big surprise after a series of failed investment proposals — mostly from Chinese groups — were presented before the pandemic to Mayor Regencia for the plan to rebuild the defunct NSC.

Regencia expressed optimism the latest investment proposal would push through as it were considering the seriousness of the consortium to proceed amid the growing threat of Covid-19.

“We are bullish with the development to re-construct the mothballed NSC as this would place Iligan City once again in the country’s industrial map”, he po said.

The 400-hectare property of the old NSC is now owned by the city government of Iligan after undergoing a series of legal battles with bank liquidators.

Play is one of the main ways in which children learn and develop. It helps to build self-worth by giving a child a sense of his or her own abilities and to feel good about themselves. Because it’s fun, children often become ver y absorbed in what they are doing. Play is very important to a child's development, it is an integral part of a child's early years foundation stage and supports their learning journey too. Young children can develop many skills through the power of play. They may develop their language skills, emotions, creativity and social skills. Play helps to nurture imagination and give a child a sense of adventure.

Through this, they can learn essential skills such as problem solving, working with others, sharing and much more.

According to familylives.org, these are the

number of ways that we can play with our children. In turn, this helps them develop the ability to concentrate. Providing children with a range of playthings will help them learn in a number of ways, to wit: 1. Sand and water play can be an early introduction to science and math, e.g. learning that water is fluid, not solid, and that it can be measured in different sized containers.

2. Playing with dough or clay, drawing and painting pictures, dressing up, playing with dolls can encourage creativity, imagination and expression of feelings.

3. Building blocks, jigsaws and shape sorters can help with recognizing different shapes and sizes, putting things in order and developing logic.

It's important that learning is fun at this age. It needs to be about doing things with them that they like. They might find unusual ways of doing things - for a toddler, building blocks aren't just for making towers, and paint can be used without a brush! Show them how things work, but if they want to experiment, let them. Children learn through all their senses through taste, touch, vision, hearing and smelling. They will watch those around them and copy language and behaviour.

Don't push your child too hard. Children develop in their own ways and in their own time. Try not to compare them to other children. You can also encourage reading, by reading to and with them. Look at the pictures together; this will help younger children make sense of the words.

It's also good to talk to them a lot, about everyday things while you are cooking or cleaning. This will give you a chance to teach them how things work and they will be able to ask you questions. Get ready for lots of “why’s?”

Jail facilities join DA as food security advocates The agriculture department (DA) adds another partner to its roster of food security advocates, as the Bureau of Jail Management and Penology – Regional Field Office 10 (BJMP-X) thru its jail facilities is now headed to grow their own food with their received vegetable seeds on July 7, 2020.

Handing over the inputs is Carlota S. Madriaga, regional technical director of DA-Regional Field Office 10 which was then received by Jail Inspector Haidee G Macanoili, officer-in-charge of the Regional Welfare and Development, BJMPX.

Said start-up provisions, comprising of 30 packets of veggie seeds (okra, ampalaya and pechay) are eyed to make Persons Deprived of Liberty and BJMP-10 personnel more productive amid ongoing lockdown of jail facilities to curb the spread of COVID-19.

Of which, has prevented the entry of visitors and all of their service providers temporarily suspended.

The seeds assistance will help in their urban gardening activities, which they regard as a good provider for their own food and source of livelihood and income.

DA-10 upscales Kadiwa, introduces new info systems To ensure unhampered food production, the Department of Agriculture – Regional Field Office 10 (DARFO 10) orients agri-fishery suppliers on the financial grant assistance under the enhanced “Kadiwa ni Ani at Kita Inclusive Food Supply Chain”.

DA-RFO 10 Regional Technical Director for Operations Carlota S. Madriaga said, the program aims to capacitate farmers and fisherfolk cooperatives and associations, including community-based organizations by granting them financial assistance to upscale the Kadiwa ni Ani at Kita operations.

The Kadiwa project is part of DA’s efforts in ensuring affordable and available food for all by directly linking suppliers to consumers, bringing their produce in communities, in time for the implementation of the community quarantine due to COVID-19.

Further, participants were in-

troduced to two DA’s information systems, the Kadiwa Agribiz Portal and the Farmers and Fisherfolk Enterprise Development Information System (FFEDIS).

The Kadiwa Agribiz Portal is an online information system where consumers and suppliers may interact for business engagements.

Meanwhile, the FFEDIS, under the Sagip Saka Act, is a registry system that seeks to create a database of registered/accredited farmers and fisherfolk.

As provided in the Memorandum Circular 16, series 2020 of DA, the financial assistance may be accessed in three forms.

Type “A” Grant, the beneficiary may receive P200,000 up to P1 million to finance value-adding activities as assemblers of farmers’ produce such as procurement of produce aggregation and pre-processing (cleaning, sorting, packing,

drying, etc.).

Type “B” Grant, the beneficiary may receive P500,000 up to P5 million to finance value-adding activities as consolidators and distributors of farmers’ produce to consumer markets such as assembly, storage, transport, delivery of produce/ products to distribution centers or buyers.

Meanwhile, Type “C” Grant, the beneficiary may receive P50,000 up to P150,000 to finance the start-up cost requirement of operating and maintaining Kadiwa retail markets (palengke) or retail stores.

Since the Kadiwa ni Ani at Kita program rolled out in Region 10 on March 30, 2020, there has been a total of 66 assisted agri-fishery suppliers.

To date, the program has generated a total sales of P12.7 million and has served 49,414 households. # (AMBManto, DA-10)

POVERTY. Social Injustice.

Gross Inequities. Political patronage. Veneration to profit motive. Religious apathy. Denigration of spirituality.

These are the roots of the war in Mindanao that must be uprooted not through bloodshed but by the strength of the human spirit in cooperation, love and service to one another irrespective of creed, race, class, gender, ideology and color.

No less than His Holiness Pope Francis gave a categorical statement on the imperative need to debunk social disparities that are putting the humanity in disarray. He said, “It bids us all to break the bonds of social injustice and oppression that give rise to glaring and scandalous social inequities.”

Breaking these “bonds of social injustice and oppression” through a war that has been going on for decades is never the solution; on the contrary, it has even worsened the economic condition of the inhabitants in this beautiful but broken island of Mindanao as hundreds of thousands of our people have already been displaced.

How do we then break these “bonds of social in-

justice and oppression?”

It is the contention of social scientists and development experts that social injustices that consign the people in the quagmire of poverty is rooted in the powerlessness or the disempowerment of the people and as a countervailing measure, the people must be empowered to have access and control over their resources and utilities.

People empowerment is easier said than done.

Empowering the marginalized sectors calls for harnessing their collective power, pooling whatever meager resources they have and enhancing their collective consciousness. It has dawned upon them a social realization that it is only through their oneness and vigilance that critical issues can be resolved. Yes, social transformation can only be had if they put the future into their hands to craft their own destiny. No Caesar. No Politician. No leader coming as a savior like a knight in a shining armor transform for them a highly skewed pyramidal societal and economic order.

These “leaders” cannot carry their cause; worse, these politicians have become beholden to big businesses, which have financed

their candidacy in a country whose candidates seeking local or national positions cannot win if they have no money.

Today, the awakening process has begun. Enough is enough! Know that social transformation has now begun under the present dispensation of President Rodrigo Duterte through cooperativism.

In Camp Bilal, Kora-kora, Munai, Lanao del Norte, the 15,000 MILF combatants of the Northwestern Mindanao Front under Kumander Bravo (now Hon. Member of the Parliament Addullah Macapaar) with some 5 division commanders and hundreds of front commanders have recently organized themselves into some 150 cooperatives. They are now shouting, “MGA PAGARI AKON, SAMASAMA TANU SA KOOPERATIBA, ISA LANG ANG ARMAS NATIN NGAYON – KOOPERATIBA NA!” They may have not yet surrendered, only decided to cease fire. Web-icon minded: Who do we combat?

So far, we have eye-witnessed web-con-minded people all over the world.

Many people have been active in conferences by online mode. Faculties, researchers, teachers, students, and many others have been engrossed with it. Not only do the academics but also some social associations, even the groups of the same hobbies have held the web-cons. But, mostly—even all--are free: no fee at all.

Web-cons can be a good tool. It is good to unite the ideas of the fellow researchers, academics, faculties, teachers around the world.

Many people get involved in it. It is a good means of making the scientists all over the world united. They can share their experiences.

They can exchange their ideas. The first time I held a web-con is the ASEAN international conference. It was held by A Community of ASEAN researchers and Educators (CARE) on June 16. Second, we held it on June 20. And, I still have many others in July and August.

All of them are free for all the participants. If we hold a web-con with the fee,

it will be usually only to pay the certificate for those who need it. But, again, mostly are free. This is a new phenomenon. A new normal: everything is free. We can get a free course anytime from anywhere. Even, we can get a very good course for free. There are many links for getting this free course.

Some of my colleagues have communicated with me that this era is good for personal branding.

We don’t know when this phenomenon ends. If all educational services are free, we don’t need schools anymore. We don’t’ need universities anymore. We don’t need colleges anymore.

Services in education seem to be very cheap. It is not only cheap, but no price at all. It is really free. What’s next?

Working from home (WFH) has been done.

School teachers and college faculties have been used to doing online courses. I also have done all my classes online from home. We have got used to WFH. This is a new normal: the new habit of doing things at home. WFH can also make the schools

or colleges more efficient.

They don’t’ have to spend more money for waters, electricity, transportation, papers, and many others.

But, it has a negative side effect for those who work in outsourcing-basis. The janitors and all the blue collars working in offices and campuses are not employed anymore. They have lost their jobs.

In tackling this tragic phenomenon, we need creativity. Though, up to now, it is still difficult to create something new: something that is more lucrative. Otherwise, it will lead to a big probem: making people stressful. People without their basic needs will lead to more dangerous situation.

In my country, some regions are getting more and more “normal”. Yet, the Covid 19 outbreak is still going on. Even, we find it the second outbreak. When I travelled to the mountainous regions, I saw people See WHO, page 11

A month has passed and it feels empty within. I just miss their innocence and excitement as they welcome me every day. Their laughter is infectious. It gives a feeling of warmth and peace. Their voice that echoes the whole place and creates a sound of joy and fulfilment. Our learners, our angels. Please come back soon.

This used to be the picture of a typical day in school. As their school principal, I look forward to each day that I get to see them with their eyes full of excitement for a whole new world of experience. In their innocent eyes, I see the longing to learn and try something new. While I stay inside their classroom and observe, I also enjoy and be in their realm. Such a genuine and amazing experience. I make sure that I spend a minute or two to talk to them and share my happiness. And again, in their eyes

and in their facial expression, I saw the real warmth of welcome, joy, and pride. I just miss that, I just miss being with our angels.

Mondays are yet special ones.

Children look forward to meeting each one from Kindergarten to Grade Six to attend the Flag Ceremony and morning assembly. They are just so proud to wear their complete uniform and show to their teachers how ready they are for the week. Celebrations of winning are highlights that inspire them to try their best. Important announcements for the week keep them posted for the week ahead.

Indeed, a child is a story to be told. They bring the meaning of life.

And certainly, in schools, they are the light that ignites the fire, the fire that keeps each one of us burning. They inspire us to become the best version of ourselves every day. Sometimes,

they challenge us but they also open our eyes to their reality. They have beautiful stories to tell.

Unfortunately, the COVID-19 pandemic brought an abnormal storyline, the so-called “new normal”.

The real parents of our angels are given the opportunity to embrace each day with their children, to learn with them, and literally teach them at home. This new normal will allow parents to know more about their angels and enjoy learning with them.

This message is dedicated to our angels in school, please know that we miss you dearly, we long for you every day, we wish to see you soon, and we pray for you always. Until we meet again, we shall keep in touch through the Learning Modules and with your parents. Be safe our little ones.

Senator Christopher Lawrence “Bong” Go on Tuesday, July 7, attended the virtual launch of the 73rd Malasakit Center at Romblon Provincial Hospital in Odiongan, Romblon.

Expressing his concern for Filipinos who had to spend long hours in several queues just to seek government assistance, Go explained that the purpose of these one-stop shops is to ensure that Filipinos gain easier access to medical and financial assistance from the government.

The newly opened Malasakit Center in Romblon is the 2nd in MIMAROPA Region and the 35th in Luzon.

"Ang Malasakit Center ay one-stop shop, at tumutulong ‘yung apat na ahensya ng gobyerno. Pera ninyo po ito, binabalik lang po sa inyo,” the Senator explained.

"Ibalik po natin sa tao ang tulong na dapat nilang makuha mula sa gobyerno sa paraan na mabilis, maayos at maaasahan. Diyan po nag-umpisa ang konsepto ng Malasakit Centers," he added.

In Malasakit Centers, patients or their representatives will only need to fill up a unified form to request assistance, instead of having to visit government offices scattered in various locations. In addition, an express lane for persons with disability and senior citizens is also available.

CREATIVITY takes all forms. Some people write sonnets, decorate cakes or paint landscapes. Others follow a different path – they flatten beer cans and nail them on their homes, embed found objects in mazes of concrete walls, bury cars in fields and build giant sculptures in the desert.

In Houston, there’s a house where even a slight breeze causes a loud tinkling sound from thousands of garlands made of cut beer cans hanging from the roof of this small home. In 1968, retired upholsterer John Milkosivich began placing metal, rocks and other objects into concrete in his yard

so he wouldn’t have to mow grass any longer.

That naturally led to him flattening an estimated 50,000 beer cans and nailing them to the exterior of his home, then stringing curtains of garlands, slowly turning it into the Beer Can House. His wife Mary good-naturedly went along on the condition that the inside of the room remained beer-can free. The couple has since passed away and the home is now owned by the Orange Show Center for Visionary Art. Meanwhile in Philadelphia, there’s a garden that is embedded with tiles, mirrors, bicycle parts, doll pieces, bottles and broken pottery.

I finally found myself as an implementer in the Alternative Learning System of the Department of Education.

Where I found my potentials, my joy, and inner peace in teaching the out-of-school youth and adults in the remote and underserved communities in the country.

The success of my previous learners inspired me to continue develop myself as an effective ALS Implementer in my assigned district.

The beginning was indeed a chance. I was invited to be with ALS family during their Division ALS Year End Meeting and Christmas Party from the invitation of Mrs. Gloria Tiu, the outgoing ALS Supervisor that time to share some business matters to them when she suddenly asked me if am I interested to be part of the team since Mrs. Helen Mercado, ALS Coordinator of Sinacaban District is soon to retire.

As a woman who is always on the go, I always adopt the lifestyle of my previous job as media woman “to strike while the iron is hot”. Without any hesitation, I grabbed the opportunity and immediately submitted my application for the said position. Luckily I got the position as ALS Coordinator of Sinacaban District last June 2, 2015. It was really hard at the beginning dealing with older learners since I was a Grade I teacher of Katipunan Elementary School for the 8 years. I could say a tough adjustment period.

As I stepped into ALS journey, I was able to experience different things such as riding riding motor on a bumpy road going to remote areas, dealing with adults of different behaviors, even encounter accidents and other matters that would really test my patience and endurance. I even faced a great responsibility during my first three months as our Municipality was assigned to host Division Wide ALS Graduation Ceremony and Monthly Meeting. Though I’m a beginner, I was able to made the event successful which made me realized that I can able to welcome more challenges by conquering my dreams of becoming a LIFE SAVER. Our team started coordinating with TESDA of the Province of Misamis Occidental and provided the ALS of Sinacaban the NC II in Beauty Care and NC III in Housekeeping particularly in Barangay Libertad Alto which produced a total of 50 ALS learners and passers. For the school year 2015-2016, there were about 65 learners from different Barangays of Sinacaban who graduated and were able to received National Certificates from TESDA through Barangay Pangkabuhayan Training Skills Program under the direct supervision and ap-

proval of Municipal Mayor Crisinciano E. Mahilac. The skills under this program were SMAWNC I, Air Conditioning and Refrigeration NC II, Automotive NC I and Food Processing NCII. Most of our completers are now working here and abroad.

For our Indigenous ALS Learner, I proposed a project under SAVELIFE Program called “Palaisdaan sa Pamayanan” which aimed of helping learners from San Lorenzo Ruiz, the farthest Barangay of Sinacaban to earn income while doing their studies in ALS Literacy Program. With the partnership of PNP, Municipal Agriculture and Municipal Engineer Department, we were able to allocate funds. From LGU General Fund P10,000.00, ALS DepEd Education Special Fund P5,000.00 and SAVELIFE Fund Raising Fund P5,000.00. The total amount of Twenty thousand pesos was used to finance for the realization of the said project. With my innovation SAVELIFE Program, Iwas able to receive Kabalikat Award from TESDA Region X because of the positive outcome of the said program.

As ALS implementers, we are not only after of academic achievements of our learners, we also strongly support programs about environmental concerns of the DENR and Municipal Agriculture. Last June 2017 at time of Environmental Month Celebration, we were able to plant 500 seedlings of trees in Barangay San Lorenzo Ruiz in coordination with PENRO, AFP, Barangay Officials and LGU of Sinacaban. Almost three thousand mangrove seedlings were also planted in the coastal area of Sinacaban during our ALS Summer Learning Camp For my self development as ALS Implementer, I earned my Master’s Degree in Bishop Han Theological Seminary last April 2017.

With this achievement it made me more determined to continue my journey as LIFESAVER. No amount can compare the greatest satisfaction in seeing my learners whose lives were transform from nothing to something.

As long as there are out of school youth and adult who are left behind, we will not stop our endeavor to guide and assist them in gaining self-direction through Alternative Learning System for the fulfillment of my dream as LIFESAVER.

1,700 households in upper Macasandig benefit from improved water pressure after pipeline interconnection Interconnection of the newly laid pipeline extension to COBI's east transmission line and the existing 6 inches diameter pipe at Buena Oro was completed last July 06, 2020, as scheduled. According to a resident there, people were shouting in jubilation as water gushed from their faucets at around 4:20PM. Prior to this, supply in the

area was rather intermittent and had very low pressure. Thus, for these water consumers, the completion of this project is a dream fulfilled.

It has been around 6 days since the new pipeline extension at Buena Oro in upper Macasandig has been interconnected to COBI's east transmission line and to the existing 150mm

diameter pipe. This has generally improved water pressure in Buena Oro, Elena Homes and Aluba based on the pressure reflected on the data loggers and the attestations of the residents who posted messages of gratitude in COWD’s official fb page. Around 1,700 households have benefited from this project.

Pipe leaks, which resulted because of pressure change, were repaired soon after.

Adjustments of valve settings are still being done in order to optimize distribution of water and to protect pipes from excessive water pressures. This will be an ongoing process but we will see to it that service disruptions will be minimized.

The current COVID-19 pandemic that has gripped the world during the past few months has taken its toll on our local economy. Co-operatives under MASS-SPECC pour over 1.2B as response to global pandemic Co-operatives under MASSSPECC Cooperative Development Center, the largest regional co-op federation in Mindanao, joined forces with other organizations in the fight against the global

pandemic brought about by the Novel Coronavirus (COVID-19).

As of June 30, 2020, 160 co-ops (almost 50% of MASS-SPECC’s total membership) reported to

the federation a total outlay of over Php1.23B, used to distribute cash, food, and other necessities to their members, staff, community, and local government units.

“Co-operatives are part

of the global humanitarian effort to ease the burden on people, especially those who are most vulnerable,” shared MASS-SPECC’s Chief Executive Officer Bernadette O. Toledo.

“Although co-operatives are among those affected by the coronavirus pandemic, they continue to serve their members and respective communities at this time of great need,” she added.

MASS-SPECC has released Php1.19B to its co-op members in the form of dividends, patronage refunds, loans, and humanitarian resources (distribution of relief goods, cash aids, and Personal Protective Equipment (PPE).

The workforce of the cooperatives was also given priority in this time of crisis. Members of co-op staff continued to receive their regular pay despite the shortened work-day and work-from-home arrangements. A total of Php

28.54M was given to them as advanced 13th-month pay, monetized leaves, hazard pay, and cash aids. They also received in-kind assistance such as sacks of rice, groceries, vitamins, and PPE. Apart from making financial services available to its members, the cooperatives mobilized their resources to extend support to various communities across Mindanao. For this purpose, the co-ops disbursed more than Php 10.02M. Some co-operatives also helped the government distribute the Social Amelioration Program (SAP) funds and payouts for Conditional Cash Transfer (CCT) ben-

Many students do not like to go to school because bullies do not stop bullying. Bullies harm their victims either physically or emotionally causing long-term suffering. Students are now protected by law against bullying but will this be enough as basis for security and protection for the victims?

Should there be punishments to bullies? How can the school eliminate bullying?

The anti-bullying law

will not be enough if it will not be put into action.

The government, the parents, the teachers and the school heads must work hand in hand in order to achieve an environment that is free from bullying.

The government should strengthen the anti-bullying law by providing appropriate programs, orientation and more campaign that will enlighten bullies to stop doing so.

Teachers and school administrators must help

promote a bu l ly - f re e school by presenting or citing the negative effects of bullying for both bullies and victims. They must make sure that their classroom is a place for respect and unity. Plan an awareness program to make students understand bullying more.

Parents should not tolerate their bully child or children. They must constantly update the behaviors of their children in school. Parents need

to inform their children that bullying is not a good behavior. Teach your child to stand up for themselves consistently, and be not afraid to speak up.

Bullying has consequences and should not be encouraged to continue. It should not be considered as child play or a part of childhood. Though it is a common issue, it should not be neglected. Every child should be treated and dealt with equally and consistently.

Garbage here, garbage there, garbage everywhere!

This is the real picture of our surroundings. We can see a lot of garbage scattered here, there and everywhere. If we kept on throwing garbage not in their appropriate places, what do you think would be the effect? If we are to evaluate ourselves, what kind of people are we?

Disciplined? Or undisciplined?

For too many years, throwing of garbage is a problem. This very common problem gives huge effects to the environ-

ment and to people. The environment becomes ugly, dirty and unsafe.

Dirty environment can cause various diseases and therefore people’s health would be at stake. Can this be prevented? Yes! It can, by having self-discipline, sense of responsibility, love and concern for the environment and people.

How fortunate are we, if we can still breathe fresh air and if we have clean and disease-free environment.

Remember, discipline starts within us. If every citizen of this country has this self-discipline: learn-

ing to segregate trashes even at their own homes, then we could have a clean and healthy environment and people will be illnessfree.

Republic Act No. 9003 provides for an ecological Solid Waste Management Program, creating the necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds, therefore and for other purposes. The ecological Solid Waste Management Program provides information on

proper waste segregation into biodegradable, nonbiodegradable and recyclable.

Through this program, people in the community and students in school are being aware of what we should be done on our wastes. But sad to say, students, as well as the community people ignored it. We can still see garbage bins being not segregated, diapers and other food wrappers on the streets and corridors.

Is ignorance of the law really causes this? Or is it the lack of self-discipline?

Republic Act 10157, or “The Kindergarten Education Act” made Kindergarten the compulsory and mandatory entry stage to basic education. Section 2 of this Act provides that all five (5)year old children shall be given equal opportunities for Kindergarten Education to effectively promote their physical, social, emotional and intellectual development, including values formation so they will be ready for school. This was so since the Department of Education (DepEd) believes that Kindergarten is the transition period from informal to formal literacy (Grades 1-12) considering that age five (5) is within the critical years where positive experiences must be nurtured to ascertain school readiness (deped. gov.ph).

Var ious res e arches support that this is the period of greatest growth and development, when the brain develops most rapidly and almost at its fullest. It is also the stage when self- esteem, vision of the world and moral foundations are established.

Teachers/parents/caregivers/adults should therefore

be guided to facilitate explorations of our young learners in an engaging and creative curriculum that is developmentally appropriate which immerse them in meaningful experiences. Provision of varied play-based activities leads them to becoming emergent literates and, helps them to naturally acquire the competencies to develop holistically. They are able to understand the world by exploring their environment as they are encouraged to create and discover, that eventually leads them to becoming willing risk takers and ready to tackle formal school works.

Moreover, kindergarten education is vital to the academic and technical development of the Filipino child for it is the period when the young mind’s absorptive capacity for learning is at its sharpest. It is also the policy of the State to make education learner-oriented and responsive to the needs, cognitive and cultural capacity, the circumstances and diversity of learners, schools and communities through the appropriate languages of teaching and learning.

Intensifying salient points of the early childhood education

Most Early Childhood and Care Development (ECCD) program can be described as eclectic in their approach to philosophy, conceptual frameworks and curriculum design. However, while the theories that influence their development may be rather similar to one another, the specifics of the curricula are a more accurate indicator of these programs’ orientation.

In an article cited by the unesdoc.unesco.org on the early childhood education in the Philippines, these curricula can be broadly classified under three categories, described here in terms of their focus and their methods.

The first type of curriculum is geared towards the traditional primary school, which is organized in terms of subject matter areas and focuses mainly on cognitive, literacy and numeracy skills. Children are mostly engaged in teacher-directed, structured, sedentary classroom tasks, and their experiences are limited to paper-pencil tasks with a sprinkling of arts and crafts, music and movement.

The second type of curriculum is informal, play-based and activityoriented that allows children to explore a variety of topics in a comparatively random fashion. The learning experiences are designed to support physical, social, emotional, language and cognitive development. The third type follows a similarly diverse and comprehensive pattern, to respond to all dimensions of child

development. However, a more integrated and wellbalanced curriculum that shows careful attention to content is achieved by organizing activities around well-selected themes or topics of study.

These programs are more learner-centered and emphasize children’s active participation. There are also ECCD centers that implement or adapt specific program models, such as those based on Maria Montessori’s work, the developmental-interaction approach associated with Bank Street College, the Waldorf School, and the Kumon method from Japan. Their curricula can also be seen in terms of the three types mentioned above. The curriculum of the public school kindergarten and the day-care center is designed to be more like the second type mentioned, with some features from the third type of curriculum. The day-care center’s activity plan is organized around topics or themes and is designed to provide a variety of activities: dramatic, manipulative and group play, arts and crafts, music, storytelling and other language experiences.

The day-care workers’ main references are: 1) the original Weekly Plan Activity Guide, with selected topics for a tenmonth period; and 2) the Resource Book on ECCD which includes additional themes and recommended concepts and learning experiences.

The daily routines and

the physical space of the day-care centre are similar to the pre-schools that are compatible with an activity-centered curriculum. There are well-defined play or activity “corners” and the children’s daily schedule is divided into blocks of time for specific activities and transitions between e.g. play, storytelling and meals.

The Department of Education’s kindergarten curriculum is more explicitly focused on supporting “school readiness” and promotes the use of compiled worksheets, manipulative play materials, as well as teacher-made resources. Kindergarten teachers are provided with a “Pre-school Handbook” which describes the instructional objectives and concepts or content to be covered, recommended classroom activities and learning materials. The daily schedule and some guidelines for classroom management are also included.

Another reference provided by the DepEd is a copy of the “Eight-week ECCD Curriculum in Grade One.” This is based on the full-year kindergarten curriculum and designed to be implemented during the first eight weeks of the school year for all Grade One students. A work book for the children and several story books suitable for fiveand six-year-olds are also included in what is similar to the basic kindergarten classroom “package” recommended for use in the public schools.”

I was told that when the Picop Plant was closed in the ’80s in Lingig, many lost their jobs and became so poor and hungry that they opted to join the armed struggle.

Now, they are forming cooperatives. Wow! Indeed, by nature, nurture and by law, cooperatives are for social transformation as instruments for social justice, equity and economic development based on the truism that, “People United Can Never be Defeated,” even by those who are perpetuating the bonds of social injustice and oppression.

Let us learn the lesson from the Bishop Oscar Romero of El Salvador. He once said, “When I gave food to the hungry, they called me a saint; when I asked why the poor are hungry, they called me a communist.” Well, for asking such question, he was shot one early morning while celebrating Mass. Perhaps, we must question why only 50 families pocketed 70 percent of the GDP in 2012?

Studies on significance of parent’s involvement to child’s learning

Because involvement may appear differently in families, it is important to assess how parents view their role in relation to their children’s academic success and learning. Parents’ decision to be involved refers to what they believe should do and can do in regards to their child’s education. (Walker, Wilkins, Dallaire, Sandler, & Hoover-Dempsey, 2005). In deciding to become involved parents need to understand their roles. Parents’ role construction is defined as what parents believe they need to do in relation to their child’s educational outcomes. Role construction incorporates their beliefs about child development and support at home and how it influences their child’s academic success.

The parents' levels of education can also pose as a barrier to involvement in their children’s achievement. Parents may not place value in education due to their own upbringing or lack of success in school themselves (LaRocque et al, 2011). Preparing for the opening of classes under the New Normal (This is the first of a series on what students, parents and the general public can expect when school opens next month for Cagayan de Oro’s Universities)

HINGS are going to be a bit different when students of Cagayan de Oro's four universities resume classes next month.

In fact, when classes on all levels at Capitol University resume on Monday, August 3, 2020, there will be practically no students coming in through the gates of their main campus at CorralesOsmena Ext and satellite campus at Gusa.

"Capitol University has developed CUDDLE (CU Dedicated Distance Learning Environment) which is CU's answer to the call for delivering quality education to our students without compromising their safety," said Dr. Fe Rosales-Juarez, CU Executive Vice President.

"CUDDLE involves FlexiLearning featuring many modalities, mostly online, but also includes hybrid learning, offline for students without connectivity- to cater to the needs of the times," Dr Juarez added.

Flexible Learning Opportunities With CUDDLE, learning opportunites are made available to students in consideration of their present situation with regards to current IATF guidelines in response to the global pandemic.

Those opting for Entirely Offline can either pick up campus learning packets with printed and digitally-stored (USB flash disks to be provided by the student) copies of the materials make a one-time download of the learning packets which they can comply with offline, and later upload online after they have fulfilled all learning requirements.

On the other hand, Blended Learning is for courses that require competencies and activities not feasible through distance education. Minimal face-to-face classes can be scheduled when conditions allow.

Students are only allowed to choose one modality which best suit their current situation and cannot change to other modalities within a semester.

During the May - June 2020 hiatus when the city was practically at a standstill under the initial onslaught of the global pandemic, CU piloted an online summer program involving 829 students to test the new teaching modalities. Training of its faculty was also done rigorously, and is contuing at present.

"Fortunately we had some very positive results, especially with helping students develop a sense of personal responsibility and accountability for their performance, instead of leaving most of that burden on their teacher under traditional classroom teaching." Dr Juarez noted.

In addition to testing the new modes of teaching, the program also included individual e-counseling for students, and an orientation for parents at the Gusa Campus on how to do home schooling once classes resumes this August.

CU's online guidance counselling and consultation services for students facilated by their Guidance Center will be available to support students especially regarding their mental and emotional health. These services can be accessed online, SMS or phone

CU offers three learning modes: Entirely Online learning, Modified Hybrid Learning, and Blended Learning.

Entirely Online Learning is for students who have the connectivity to access and fulfill all course materials online. For this coming school year, classes will be conducted via Google Classroom-CU's official Learning Management System Platform.

CU uses Google Suite for educationwith each student and faculty given an institutional Google Account to maximize all its advanced educational features.

Modified Hybrid Learning is for students with unstable internet connections but can communicate via mobile phones or Facebook chat. Students can choose from either Entirely Offline (for those who do not have computers or internet access) or Mostly Offline (for those who have functional
