Corporation (Phividec), there’s a misunderstanding and we are currently clarifying directly with Phividec,” thus stated a representative of the Steag State Power in a message sent to this paper yesterday.

Phividec issues demand letters to three top delinquent taxpayers

CAGAYAN de Oro City--The legal panel of the Philippine Veterans Investment Development Corporation (Phividec) has started to issue demand letters to delinquent taxpayers in the Phividec industrial ecozone in Misamis Oriental, Phividec Board Member Benjo Benaldo said Tuesday.

He said that the Steag State Power, Inc. a 220-megawatt coal-fired power plant located in the town of Villanueva, Misamis Oriental topped the list with a real property tax delinquent amounting to Php 447,212,139.85, followed by the Mindanao International Container Terminal (MICT} Php 342,438,335.33, and the Philippine Sinter Corp.

Cybersex den raided, 7 persons apprehended

CAGAYAN de Oro City-Seven persons were arrested following a raid of an alleged cybersex den in Gingoog City on Wednesday.

Armed with a search warrant issued by a local

judge, operatives from the Gingoog police, a Special Weapons and Tactics (SWAT) team, and AntiCyber Crime Group-10 (ACG-10) agents, raided an apartment in Barangay 13, Gingoog, which led to the arrest of seven persons.

Apprehended were Roel Ruiz, Gerald Pinol, Robert

Higana, Geovani Mandin, Gener Pacot, Hermenegildo Escano, and a woman. It was reported that the male suspects are homosexuals.

Confiscated inside the apartment were seven laptops, four thumb drives, 12 mobile phones, two pocket wifi devices, a subscriber identity module (SIM) card,

two ATM cards, two modems, P7,000 in cash and other items.

In a phone interview Wednesday noon, Superintendent Roel Lamiing, Gingoog city police director, said the modus operandi of the male suspects would include enticing their prospective victims, mostly foreign

nationals, by creating fake social media accounts and posing as sexy and beautiful women.

Lamiing said the suspects would establish a relationship with the foreigners and after being virtually intimate with them, would engage them in online sex and pornography.

The suspects will then record the victims doing sexual acts and post these videos on an internet sharing site, specifically Youtube.

Woman died of ‘snake’ bite in Misamis Oriental

CAGAYAN de Oro City-Residents in the coastal town of Jasaan in Misamis Oriental have bonded together in search of an unknown snake believed bite a 35-year-old woman who died Tuesday moments after undergoing treatment in a hospital in Cagayan de Oro City.

Miraluna Duran, of Camiguin, was visiting her relatives in Jasaan, Misamis Oriental, on the occasion of the death anniversary of her father when allegedly bitten by an unknown snake while taking a nap Tuesday afternoon.

A relative, who did not disclose her name, said that Miraluna complained of numbness on her arms hours after she was allegedly bitten by a “cat” she pushed away with her hand while she was taking a nap.

Duran reportedly saw the cat which was running around near her head while she was lying for a nap when bitten, the relative said.

“Duran thought it was the cat who bit her when we went to the municipal health office for treatment,” the relative said.

Cagayan de Oro DA official suspended for neglect THE Office of the Ombudsman (Ombudsman) has ordered the suspension for one month and one day of Lealyn Ramos, the Regional Executive Director of the Department of Agriculture (DA) in Cagayan de Oro City.

Ramos was found guilty of simple neglect of duty for anomalies that attended the multi-million peso Bio-Organic Fertilizer Program.

Probe found that from 2009 to 2012, the National Irrigation Authority (NIA) purchased thousands

of bags/liters of organic fertilizers worth over PHP17.6 million.

Upon validation, it was found that the procurement was highly irregular as the suppliers were not qualified to supply the fertilizers and pesticides; the deliveries

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than Seven (7) years, since 2010 they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on December 22, 2000, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on July 28, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

IBP asks to rectify ‘errors’ in issuing TRO

Is there anything wrong in the way Cagayan De Oro City Mayor Oscar Moreno obtained a Temporary Restraining Order (TRO) for five dismissal orders involving separate anti-graft cases?

A City Hall report boasts of Moreno, who faces dozens of anti-graft cases with the Ombudsman, obtaining a single TRO for five dismissal orders rolled into one. Many cried foul….

For instance, William Guialani, a former chief of an outskirt village in Cagayan De Oro, described the TROs as the highest travesty of justice. Guialani said that if the five antigraft cases were consolidated into one, the cases should be the same issue.

Yet, the anti-graft cases were separate and distinct from each other because it has different causes of action.

Guialani said that the CA committed three errors, first, it failed to ask the complainants, including the Ombudsman [principal complainant] to comment regarding the consolidation of the cases, second, before the TRO is served, the complainant should be served notice to comment

Nonetheless, the CYNOSURE believed that Moreno is entitled to all that the court of justice and the law could offer. On the contrary, there is always a limit to the “due process.” When will it ends is a question that could only be answered by the citizenry. On the other hand, it is a fact that even if many parents are totally illiterate, this did not prevent them from showing good examples to their children, enabling the children to rise above the lack of education of their ascendants. The objective of PBE and of the government should therefore be to assure that the parents can either teach reading, writing, or arithmetic to their children, or to be morally and spiritually upright.

-oooTEACH OUR CHILDREN THE FEAR AND LOVE OF GOD: Indeed, it has been written by sages of old that training a person should start while he is a young child. Thus, it has been said, train the child in the way that he should go, and he will never depart from it even if he grows old.

This old advice remains true today, in the age of computers and Internet and knowledge and information exploding online.

DON MARCELINO STATE OF MUNICIPALITY ADDRESS MAAYONG BUNTAG GOOD MORNING SAATONG TANAN! MAGANDANG BUHAY!

It was around this time in 2016, last year, when I stood in this very spot, enumerating to all of you, what I want to achieve as Mayor of the Municipality of Don Marcelino.

Now, Allow me to Report to all of you what we have done in our first year, our achievements, our issues and challenges and what we will do even better in the next year to come.

My Vision for Don Marcelino is a dream nurtured ever since I started my career in public service. Like an infant, it was slowly nourished and fed by my years of experience as a barangay leader, a legislative officer and now, as a local Chief Executive. It was accurately be called as MY BABY. MY OFFSPRING. MY LEGACY to this municipality.

I call it: THE M.I.K.E AGENDA. M M stands for Management. Our LGU is an institution and an organization. Like any other, it needs to be managed properly and responsibly. This includes responsible fiscal, personnel and organizational management.

I am pleased to report that as of the 1st Quarter of 2017, we have complied with the mandate to become transparent and accountable in our three conspicuous places and uploading the same in the full disclosure policy portal. We can check all our financial documents including our: Annual budget\ Gender and development accomplishment report Annual procurement plan Debt service and, Statement of receipts and expenditures, In the FDP BOARDS LOCATED IN THE MUNICIPAL HALL, PUBLIC MARKET AND ABC HALL. YOU CAN ALSO CHECK THE WEBSITE FDPP.BLGS.GOV.PH for the electronic copies these documents.

We are the First Municipality to completely upload our financial documents for the second and third quarter of 2016 and 1st Quarter of 2017.

We also conducted a successful transition of properties, financial documents, personnel records and other pertinent government properties from the previous administration to the current administration Last June 15, 2016. Our Acknowledgement and gratitude to our former Mayor and now our respected Vice Mayor John H. Johnson for Paving the way towards a smooth and Efficient transfer of obligation and responsibilities.

We have also formulated our development plans. Last May 31, 2017, the sangguniang bayan approved our Municipal Comprehensive Land Use Plan (CLUP) and integrated DRRM concerns to our plans through the use of Geographical information system technology.

This administration also believe that good management starts at home. Thus, it is also a priority to develop and improve the seat of our local government, our municipal hall and compound. At present, we have already spent an estimated 800,000.00 Pesos to complete the concreting of our municipal hall drive and refurbish the various offices within our building. Of course, management also entails the wise use and collection of resources which we can use for our programs, projects and activities. Thus, our collection of local sources of income should be managed well. In 2016, we have collected 999,305.00 for our Business tax. This further increased in the first quarter of 2017,with almost half of the previous collection at 405,902.81 already collected by our municipal treasury.

This covers 252 business renewals from last year’s 171 and 238 new business registrations from last year’s 150. Total business establishment bloomed to 490 units from 2016’s 321 units.

I I stands for investment.

In order to achieve our dreams and aspirations, we have poured our resources, our time and our efforts in the implementation of our PPAs. For our infrastructure development, we have spent the 4,842,295.00 pesos for our project including the construction of Kasa Day Care Center, Public Market renovation, town site streetlights project, embankment of proposed transport terminal, repair of our heavy equipment’s and support to our indigenous Filipino school project. These project have a hundred percent financial and physical accomplishment for

More than 50% of our current budget amounting to an Estimated Sixty-Eight Million has been subdivided and allocated to our programs as mentioned.

For 1st Semester of 2017, we have already physically and financially completed infrastructure project worth 6,423,366.55. this includes concreting of streets, 2nd phase of our townsite streetlight project and public transport terminal as well as the establishment of our Don Marcelino boundary landmark.

Aside from this, we have also an estimated Twenty-seven Million (27,000,000.00) for our infrastructure development.

We have allocated more than 5,000,000.00 pesos for our peace and order activities.

Another 6,000,000.00 was allocated for our gender and development and disaster risk reduction and management was allocated an estimated 5,000,000.00.

We have also poured an anitial 4,856,657.00 for our agricultural programs. For social services we have an initial 2,855,294.00.

Our civil society organizations are also part of our investment priorities. Last April 1, 2014, we have awarded the Sangguniang bayan accredited Don Marcelino Tricycle, Operation and Drivers Association ( DOMATODA ) With an assistance amounting to SEVEN HUNDRED THOUSAND (700,000.00).

Part of our Investment efforts is also banking on the beauty and diversity of Don Marcelino. Thus, I have emphasized tourism as one of the flagship programs of my administration. To boost this efforts, our sanguniang bayan passed ordinance no. 18, series of 2017 enacting the municipal tourism code of Don Marcelino. We have also created our municipal tourism council and formulated our Tourism Master Plan. I am proud to present our Tourism Campaign titled “ADVENTURE DON MAR:IT’S NOT THAT FAR.” Last June 17-18, 2017, we have successfully conducted a Capacity Building Workshop for Tourism Development to our 15 Barangays, Women organizations, DEPED, PNP, BUSINESS SECTOR, INDIGENOUS PEOPLE, YOUTH AND OTHER STAKEHOLDERS. We have inventoried our local sceneries, plan for the improvement of our road networks and further improve our infrastructures.

We have also generated jobs through our Public Employment Service Office. As of now, we have 388 new employees in response to job vacancies placements.

K All of this brings us to the letter K in my agenda. KEYNOTE. So what is the Keynote of my administration? Unsa ang kinauyokan nga tumong sa atoang mga gipambuhat ug Gipaningkamutan. My keynote is development. Paglambo.

In Agriculture, We have provided an ESTIMATED SIX MILLION (6,000,000.00) Pesos for crops including the provision of farming equipments like sprayers and farming tractors. Seedlings including cacao, coffee, vegetable seeds

and Rubber.

For our corn program, we have implemented an Estimated one Million (1,000,000.00) pesos of corn Equipments for our corn Farmers. We have established an Agriculture demo farm at Brgy. Lawa and we had a test run for Cassava grate and Brgy. Nueva Villa.

For our Livestock an Fisheries, 700 farmers from our 15 Barangays benefited from our animal health care monitoring program. 1300 farmers received our routine services on vitamin administration, deworming and castration. We have also conducted a partial identification of the area for community fish landing center in Brgy. Talaguton. An estimated Two Million (2,000,000.00) Pesos was allocated to cater to these programs.

Our farmers also enjoyed capacity enhancement raining, as part of our mandate to capacitate our women farmers. More than 50 members of our Rural Improvement club participated on our training for white corns. I am proud to say that we have also integrated climate change adaptation measures In our agricultural PPAs including training our farmers for ADLAY PRODUCTION AND VALUE ADDING PRODUCTS. We also have our eyes on our youth farmers particularly our out of school youth. 2 youth farmers, both members of our 4H Club of the Municipality have undergone a seminar on food processing with good manufacturing practices and one youth farmer benefited for our adopt a farmer program.

Our accomplishments in our agricultural efforts would not be possible without our continuous coordination with the Department of Agriculture Specifically the Bureau of Fisheries and Aquatic Resources (BFAR) And the Agricultural Training Institute (ATI).

For Social Services Delivery, 190 Don Marcelinians became beneficiaries of our sustainable livelihood program. All of them finished their skills training and graduated from the COR JESU College. 31 of them Are NC 2 Food and Beverage Completers, 40 were trained on massage services, 40 finished their Training as Security guards and 79 learned about poultry raising.

Our administration also prioritized the welfare of our senior citizens, currently, we have a total of 1767 social pensioners.

They have received financial subsidy worth 1500 per quarter, Identification cards and burial assistance worth 2,000.00.

While we focus on our people at their old age, we also have special care for our young citizens. Our Day Care program is more robust. As of this period, we boast of 34 day care teachers and 14 SNP Workers from 2016, we catered to 1,620 Day Care students to 1740 children in 2017.

The economic empowerment of women is also a priority which we have untirelessly advocated. As of this reporting, 25 women and KALIPI members who will undergo productivity skills. Women became recipients of our livelihood program.

For our health services, various continuing health programs and services were rendered to our municipality. To highlight a few, we continue our advocacy for reproductive health. 79 married women in their reproductive ages were given protaction,59 women beneficiaries were screened for early detection on cervical cancer, 349 pregnant women were given prenatal and postnatal services and 115 Barangay health workers were trained on basic health programs.

Our children were given immunization which is garantisadong pambata. 3,548 under 2 years old and 3,856 under 5 years old received free immunization. We also monitored the health status of 5261 under five children.

We also Conducted an activity for the WORLD MALARIA DAY AT BRGY. Nueva Villa. An OPERATION TULI CAMPAIGN were also conducted in BRGY. Talaguton, Lawa, Baluntaya, North Lamidan, South Lamidan and West Lamidan, Dalupan, and Lanao.

For our Peace and Order, the Various issues and challenges of our current administration including the massive Anti-drug abuse campaign and the declaration of the martial law for the whole of Mindanao were main points in our agenda for development.

Peace and Order for our Anti-drug abuse activities, I am proud to report to all of you that the first barangay to present its drug clearing requirements hail from the municipality of Don Marcelino. We have conducted drug clearing activities based on our Masa Masid and Community Rehabilitation Mandate from the DILG. We have conducted module 1-4 Involving Counseling, Community activities and seminars based on our provincial CRN Plan titled the auding plan. Our municipality currently supports 529 voluntary surrenderees for reformation (VSRS).

SSS lauds Supreme Court decision stopping NGCP THE Social Security System (SSS) on Tuesday lauded the Supreme Court’s (SC) issuance of a “status quo ante order” (SQAO) which temporarily prohibits the National Grid Corporation of the Philippines (NGCP) to expropriate the entire 6.5ha property of the pension fund in Pasay City.

“We are ver y much thankful with the decision of the SC favoring our prayers to disallow NGCP to take over our members’ land in Financial Center in Pasay City. This may be a partial victory for our part but this is a big step in protecting our members’ interests,” Social Security Commission (SSC) Chairman Amado D. Valdez said.

In a resolution dated June 21, the high court’s Third Division issued the SQAO against the decision of Pasay City Regional Trial Court Branch 108 allowing NGCP to expropriate a part of the SSS property in Diokno Ave., in Pasay City.

“The Court further resolves to grant the petitioner’s prayer for the issuance of status quo ante order and/or writ of preliminary mandatory injunction and to issue a status quo ante order effective immediately as of this date and continuing until further orders from this Court,” the SC order read.

“Now, therefore, you, your agents, representatives and any person or persons actin upon your order or in your place or stead, are hereby enjoined from implementing the orders dated March 2, 2017 and April 24, 2017 of the Regional Trial Court, Branch 108 Pasay City,” the SC added.

Likewise, SC ordered NGCP to submit its comments on the petition of SSS within 10 days from the receipt of notice. “…the Court, without necessarily giving due course thereto, resolves to require respondents to comment thereon (not to file a motion to dismiss) within a non-extendible period of 10 days from notice,” it read.

In a previous statement, Valdez said that based on consultations with energy industry experts, NGCP

Coconut association clarifies AHA’s advisory on coconut oil United Coconut Association of the Philippines (UCAP) recently issued a statement clarifying the American Heart Association’s (AHA) advisory against the consumption of coconut oil.

In the statement, UCAP mentioned that the advisory has gone viral with adverse effect on the coconut oil since it is considered a saturated fat. UCAP called on readers and users of coconut oil to be discerning of the said advisory and news articles drawing conclusion that coconut oil is unhealthy.

According to Dr. Fabian M. Dayrit of the Ateneo De Manila University, the AHA adopted a position that ignores the distinction between medium-chain fatty acid (MCFA) and long-chain fatty acid (LCFA) despite the numerous advances in this certain field of sci-

ence. Coconut oil is mostly medium-chain saturated fats, the healthy type of fat. Detailed comparison of the fatty acid composition shows that coconut oil is very different from animal fat. Hence, studies that assume they are similar are consequently in error.

Furthermore, Asian and Pacific Coconut Community also highlighted in their recent statement the words of Dr. Bruce Fife, a USA Certified Nutritionist and Doctor of Naturopathy Medicine, “You cannot say LDL is bad and HDL is good.” He explained the two types of LDL: one small and dense, while the other is large and soft. The large LDL is the type that is used in making bile, hormones, and Vitamin D, which are all good for one’s health.

Dr. Fife further concluded that, “Eating coconut oil

(and other saturated fats) increases both HDL and the “good” LDL, thus, lowering the risk of heart disease.

This is one of the reasons why populations that eat a lot of coconut oil have the lowest heart disease rates in the world.”

Department of Trade and Industry’s Export Marketing Bureau (DTI-EMB) concurs with the stand of industry associations such as United Coconut Associations of the Philippines, Inc. and the Asian and Pacific Coconut Community that the advisory is misleading as AHA based its findings on limited studies on saturated fats.

expensive as they may seem, however, they are worth the investment.

As for the teachers, these materials enriches what has been learned; relearn what has been forgotten over the years of teaching, and unlearn those that are wrong. Because of the very rich content, value books opens and widens the readers’ minds and enriches their experiences. These things enables teachers to be more flexible in the

practice of their craft and better in their relationship with others most especially those whom they are meant to touch the lives.

As for the family, value books provides parents an assurance that their children are given educational and informational entertainment that are based on authentic and foundational truth. In the personal level, the reflection that readers draw from books, facilitate growth and spiritual maturity as they lead to discovery of oneself and

Emano described the BIR memorandum circular as “stupid” and “impractical” and promised that the provincial government would contest the BIR memorandum circular to protect the lowly paid job order (JO) workers of the provincial government.

The BIR memorandum circular dated December 8, 2016 issued during the incumbency of former President Benigno Aquino states that “JO workers in the gov-

ernment are treated under the non-employee-employer relationship.”

The same memorandum circular said that in “layman’s term Jos are viewed as businessmen or businesswomen engaged in rendering services for a fee. Thus, subject to taxation, Emano said.

He said that the memorandum circular subjects the salaries of the JOs to 13 percent withholding tax, which means 10 percent withholding tax and 3 percent business tax.

Emano said that the memorandum is ridiculous and born out of stupidity because if Jos are businessmen or businesswomen, they would not work in the government anymore.

He said that the JO in the provincial government of Misamis Orietnal is the lowest paid worker with a monthly take home pay of Php 8,000. Under the BIR circular a Php 1,040 is deducted from the monthly take home pay, which represents 10 percent withholding tax and 3 per cent business tax.

Emano said that the government should run after big investors and businessmen in the province who owed the government billions of pesos in delinquent tax.

The government cited the case of tax delinquents a the Phividec Industrial Ecozone in Misamis Oriental (PIE-MO), which amounts to about Php 2 billion.
