GENERAL SANTOS CITY — A former lawmaker who lost in the May 9 elections failed in her bid to get a broadcast outfit here and three of its on-air personnel to pay 100-million pesos in libel and cyber libel damages.

libel and cyber libel filed by former South Cotabato Representative Shirlyn BañasNograles, in a resolution dated June 29 but received by the respondents on July 7, noting that “not all of the elements of the crime of libel or cyber libel are present in this case.”

The resolution was signed by prosecutors

The respondents in the case include Brigada News FM Gensan news and public affairs anchors Abner Francisco, Carlo Dugaduga, radio station manager Ruel Ampatin and the Brigada Mass Media Corporation, represented by its owner Elmer Catulpos.

a commentary in the March 30, 2022 episode of the highrating morning program “Tira Brigada” of Brigada News FM Gensan, when the two anchors tackled an issue on alleged kickbacks in some local government projects.

CAGAYAN DE ORO — Police on Sunday linked a burning Kia Picanto car abandoned Friday night in Naawan town, Misamis Oriental to the killing of four persons, two of them boys aged six and 15. Their bodies were found hours later in Villanueva town, also in in Misamis Oriental.

var, spokesperson of the Philippine National Police regional office, said investigators believe the victims were on board the white Kia Picanto car in Iligan City before they were abducted and brought to Naawan town in Misamis Oriental.

Olaivar said the four persons were found dead around 4 a.m. Saturday in

Purok 9, Barangay Imelda, Villanueva town, some 91 kilometers east of Naawan town.

Olaivar said police in Naawan found the burning car with plate number KAB 2194 around 8 p.m. in Purok 7, Barangay Linangkayan in Naawan town.

ANILA – An infectious diseases expert on Monday said Covid-19 cases have started to rise as positivity rates recorded in some areas are now above 10 percent.

In a televised public briefing Monday, Dr. Rontgene Solante said this is higher than the 5 percent threshold recommended by the World Health Organization. Positivity rate is the percentage of Covid-19 tests performed which turned out positive in a certain area or region.

“Yes, I think, this is start-

ing now, ‘yung positivity rate natin, ‘yung mga newlyinfected individuals based on that positivity rate ay nag-umpisa nang tumaas (our positivity rate, the newly-infected individuals, based on the positivity rate, are increasing),” he said. “We’re above the 10 percent now especially in the National Capital Region (NCR) and we would expect this uptick of the cases to be a bit in the next three to four weeks, maybe.”

As of July 9, the OCTA Research Group said NCR’s positivity rate increased from 8.3 percent to 10.9

The COVID-19 pandemic had a major adverse impact on the lives of human beings for over two years now. When stringent restrictions have been enforced all over the world, it affected many facets of personal, social and community activities. Schools were called to restructure their educational roles and processes.

It has been recognized that educational leadership is a dependent mechanism that adapts and must adapt to social, economic, and cultural factors. In this situation, the school leader must function remotely in a timely, accurate, targeted, and efficient manner according to an education expert.

However, as predicted, he or she is confronted with various unprecedented issues, which he or she must address immediately and distantly. The absence of interpersonal relationships, in the typical form, face-to-face contact between teachers students, parents, school administration, and the broader community, are among the most difficult problems that confront the school leader during the pandemic.

In addition, the school leader must take into consideration and deal with the feelings of both teachers and pupils.

According to the most recent research, fear is the most prevalent emotion, which is followed by confusion and anxiety, brought about by the pandemic lockdowns. The Pandemic has worsened the feelings of marginalization among some students.

Also, the school leader’s position has become too bureaucratic, as it has to deal with the department of education circulars, health protocols, and regulations. Unfortunately, the school leader is forced to cope with all these, without further explanatory direction

from educational stakeholders Recent studies indicated that school leaders must be educated in crisis management over problems such as the COVID 19 pandemic, as well as in issues related to the use of distance education technology.

We could not ignore the fundamental values of educational leadership during the pandemic lockdowns: the leader’s strong vision and the professional development School leaders had to use emotional intelligence as a key lever to provide inclusive education and boost the school’s capacity even further. Emotional intelligence is a mixture of social and emotional abilities, adaptive skills, and personality traits, and is a vital factor in leading a good leader since it encompasses selfknowledge, self-control, social awareness, and relationship management.

Experts also argue that emotional intelligence is a key trait of a good leader, in other words, the ability to self-regulate and appreciate other people’s feelings, as well as the use of empathy as a management tool.

A school leader with emotional intelligence can have a positive impact on the whole school-community culture. When a school leader inspires both, teachers and students, by harnessing their emotional intelligence, then he can achieve scholastic goals more efficiently.

In this pandemic, the school leader’s mobilization of emotional intelligence has vanished from the school administration, as there is no direct interpersonal interaction due to the lockdown. Even human interaction is reliant on technology. These only shows that both teachers and students, as well as school administration, lack the requisite technical skills to deal with the distance education generated by the pandemic.

Dengue cases up by 90% MANILA – The country has logged 64,797 dengue c as e s for t he f i rst s i x months of the year, with Central Luzon recording the most number of infections, the Department of Health (D OH) said Monday.

In a Viber message to reporters, the DOH noted that the number, recorded from January 1 to June 25, 2022, is 90 percent higher compared to the 34,074 cases during the same period last year.

Most of the dengue cases were reported in Central Luzon with 9,426 or 15 percent; Central Visayas, 7,741 or 12 perc e nt ; an d Z amb o ang a Pe n i ns u l a , 5 , 6 8 4 or 9 percent.

For the period of May 2 9 t o Ju n e 2 5 , a b o u t 2 1 , 1 1 5 c a s e s we re re corded. Of the tally, 3,902 or 18 percent were from Central Luzon; 2,316 or 11 percent from Central Visayas; and 1,997 or 9 percent from the National Capital Region (NCR).

A total of 274 deaths due to dengue were reported nationwide – 36 in January; 32 in February; 39 in March; 46 in April; 63 in May; and 58 in June.

In a televised public

briefing, infectious diseases expert Rontgene Solante said dengue cases are expected to rise because of rainy season.

According to the World Health Organization data, the Philippines is one of the countries in Asia with a high number of dengue cases.

Solante noted that the four dengue types – Dengue 1, Dengue 2, Dengue 3 and D engue 4 – are circulating nationwide, hence, the rise in cases.

He said environmental hygiene is the most i mp or t ant me asu re to be observed in keeping cases low.

“Ibig sabihin ang pagcontrol ng mga lamok, ang paglinis ng kapaligiran natin (This means control of mosquito breeding places, cleaning the environment),” he added.

Solante said early recognition is imperative when it comes to case management.

As for t he v a c c i ne, D eng vaxi a, w hich has been licensed in other countries like Singapore, Thailand, Indonesia and Ma l ay s i a , i s t h e o n l y available vaccine against dengue.

“D i t o s a P i l i p i n a s , where the dengue is

very high, tayo po ‘yung walang ganitong klaseng (Here in the Philippines, where the dengue is very high, we don’t have this kind of ) preventive measure,” Solante said.

“So, I think it’s high time, if in case the government should consider having the Deng vaxia, they should review the data, they should review the benefit of this vaccine which is prevention of hospitalization and prevention of severe dengue,” he added.

The use of the Dengvaxia vaccine is still suspended. It can only be used once the suspension is lifted.

S olante said there should be guidelines on its use to avoid any problems.

“Siguro, ang importante lang dito, tamang rekomendasyon at tamang indikasyon kung kailan natin gagamitin at kung s a ang e d a d g ag am it i n para malinaw, at hindi tayo, ah, walang hesitations (What’s important is, proper recommendation and correct indication as to when to use it and for which age group to be clear, so that, we don’t have hesitations),” he added. Ducol, other LGU officials assume post in Pualas P UALAS, Lanao del Sur --Newly-elected Mayor of Pualas Amanoden “Tenny” Ducol officially took his post on Thursday, June 30.

In an inauguration and oath-taking ceremony held at Talambo, Ducol promised to deliver better services for the people of Pualas.

Coming up with a new slogan “Makabagong Pualas”, the local chief executive emphasized he takes this new responsibility for the people of Pualas with great pride and honor.

He asked his

constituents, “Inaasahan ko ang inyong suporta, malasakit at pagmamahal upang makamit ang tunay

na Makabagong Pualas. Kayo ang lakas at pundasyon ng gobyernong ito.”

Furthermore, Ducol was joined

by incumbent ViceMayor Dialalodin Maruhom and members of the Sangguniang Bayan (SB).

In his message, Vice-Mayor Maruhom seeks the support of their populace to the new administration.

“Let us do this for each other. This is, after all, for the benefit of Pualas. Let us maintain peace and order in our locality,” he said.

As a result of the previous May 9 elections, Ducol reached 3,596 votes against his closest rival Shariefnor Tanog who got 3,304 votes.

On the other hand, incumbent ViceMayor Maruhom got 3,772 votes against stiff rival Tommy Tanog, Jr. who got 3,034 votes. (Analisa P. Española)

Pres. BBM Should Promote Social Justice

Social Justice, the Imperative Call of the Times No way can His Excellency be the transformative leader unless he rectifies social wrongs brought about by social injustices. But before he can promote social justice, let us first reflect for a while and know the horrible “faces” of social injustices in the life of the workers, the farmers, Indigenous Peoples, fisherfolk and the common “tao” in a country that declares in the Fundamental Law (Art. II, Sec. 10 of the 1987 Constitution) that, “The State shall promote social justice in all phases of national development.” Yes, Mr. President, no less than the Highest Law of the land has that categorical declaration but all these years, nothing has been done to enforce it.

The workers are producers of the wealth of the nation, yet, they live in dire poverty. In fact, they are leaving in droves, as if jumping from a “sinking ship,” to find jobs in foreign lands, leaving their loves behind at so much social cost.

Food comes from their farms but the dining tables of the farmers fall short of it, tilling lands not their own and if they do, tiedup to costly seeds and technologies that adhere to conventional agricul-

ture which is beyond their control. They sell their products under the mercy of the “compradors,” following oppressive marketing system that makes their farming non-viable. Aptly described as the “unsung heroes” and the “backbone” of the nation, yet, they wallow inside the vicious cycle of poverty. Mr. President, there are programs designed somehow to alleviate their economic difficulties to increase their productivity (i..e, financial assistance for farm inputs and post harvest facilities), yet, they could not reach them as these are trapped in the pockets of those who cannot moderate their greed.

There are even policies and laws that have impoverished them like the Rice Tariffication Law and the entry of corn-substitutes during the height of corn harvest. Many rice and corn farmers have already committed suicide “dahil nabaon sa utang.” The rural communities Your Excellency is the most negatively affected by the on-going protracted war and climate change, the reason why 3 of 4 young famers have to leave farming and work in the urban centers as janitors, drivers, waiters or what have you?

They are now the poorest of the poor and they have become “squatters” in their own native land as their ancestral domain which their forefathers had occupied for hundreds if not thousands of years are now converted into massive plantations. These are the “blessed lands” of our Indigenous Peoples and these are the choicest of lands.

According to the Study of the Development Academy of the Philippines, some 63% of the land in Mindanao is now under the control of Trans-National Corporations (TNCs) and our IPs find themselves farming the marginalized and highly steep mountainous areas.

The “blessed lands” have ceased to be because these lands where plantations have loomed, reek with poisons, having been bombarded for several decades with multifarious toxic chemicals, 8 of which are already internationally band (based on the examined samples of water, air and soil in Davao). Certainly, these chemicals are carcinogenic, the reason why cancer has become a common disease of the Mindanawons.

Born on a Sunday

If the sky is dark and it pours cats and dogs like yesterday and some days earlier, I try my very best to b eat the blues. The taxi drivers tried to make detours, the flights were delayed or cancelled due bad weather conditions - yes, it seems the whole world is against us! I am pretty sure, each one of us experienced similar times.

I was born on a Sunday - a so-called “Sunday Child”. There are sayings t hat t hos e p e ople w i l l live a life of great success without problems, worries, and trials. Many years ago, someone told me, those born on Sunday are truly shining stars like the sun. They are never satisfied with anything ordinary. They want to shine with a distinguished brilliance amidst other people. These are highly creative individuals who wish to place themselves in the first pale in every domain of life Well, is that really so?

I remember very difficult, problematic and qu e s t i on ab l e t i m e s i n my life. A cheating taxi driver or cancelled flight have been just peanuts

if I compare. In thos e difficult times I almost lost all my strength to g e t d ow n t o w o r k o n all problems. Life’s path b e c am e n ar row. Fe ar s grew: it’s enough. Really enough!

I s t ar t e d b e c om i n g aw k w a r d a n d j e r k y. I struggled against almost everybody around me. I was reluctant to go against other’s good ideas.

I felt driven into a corner.

People with indifference, arrogance and unqualified comments passed my way. Yes, also here in the Philippines... . Suddenly everything can become a problem and our voices bellow and our groans are getting louder and louder too.

B u t h e y, I l e a r n e d something. Admittedly groans can lighten our burden! For even a short moment only, I did feel how my inner life - and inside pressure eased off.

Suddenly more trials and problems over whelmed us and our families and friends: illnesses, death, bankruptcy, “war at the working place”, efforts giving us a bad name, destroying the reputa-

ILOILO CITY – All live birds, chicken, and by-products from areas in Luzon and Mindanao, where there is an outbreak of avian influenza, are prohibited from entering the city within 30 days since July 7, 2022.

Department of Agriculture (DA) Regulatory Division chief and focal person for the Western Visayas Inter-Agency Task Force for Animal Diseases Dr. Jonic Natividad, in an interview on Friday, said the move is just a pre-emptive measure on the part of Iloilo City, which is the center of trade in Western Visayas.

“It is to avoid the sort of infection or contamination among traders,” he said.

Executive Order (EO) number 5 signed by Mayor Jerry P. Treñas on July 6, 2022 particularly bans the entry of all live birds, poultry or nonpoultry, including day-old chicks, pullets, hatching eggs, ready-to-lay pullets, semen, fresh eggs, embryonated eggs, manure, ducks and quails, and other poultry products and by products.

However, the city will allow the transshipment of imported day-old chicks, dayold pullets, hatching eggs, and gamefowls from international airports and seaports.

Poultry meat shall also be allowed provided that the shipment is accompanied by a Meat Inspection Certificate

(MIC) for domestic meat products or a Certificate of Meat Inspection for imported meat products that will be issued by the National Meat Inspection Service and Shipping Permit from the Bureau of Animal Industry (BAI), according to the EO. Natividad said the target is really to ban embryonated eggs or locally known as “balut”, which are sourced from ducks.

“There is a gray area in the system so Iloilo City and other provinces wanted to make sure by banning its entry. Balut is not really that essential versus the poultry products,” he added.

DUMAGUETE CITY – Police operatives in Negros Oriental have arrested a total of 131 people for various offenses during simultaneous operations in the different towns and cities of the province over the weekend.

Col. Germano Mallari, provincial police director, said on Monday the Synchronized Enhanced Managing of Police Operations (SEMPO) focus on intensified anti-illegal drug operations but address other crimes as well.

“We conduct the 24-hour synchronized police operations twice a month as directed by the PNP (Philippine National Police) regional office to enhance our efforts against criminality without compromising our daily tasks and functions,” he said in mixed English and Cebuano.

Also known as One Time, Big Time operations, Mallari said all police stations are required to go

after the lawless elements while also implementing the PNP’s anticriminality campaigns, such as the service of warrants of arrest, he added.

A report from the Negros Oriental Provincial Police Office showed that on July 9, 10 anti-illegal drug operations were launched, which resulted in the arrests of nine persons, and the seizure of 25.99 grams of suspected shabu with an estimated street value of PHP176,732.

The report also said 16 operations against illegal gambling were launched with 37 persons arrested; 50 wanted and two most wanted persons were arrested in various operations; 38 loose firearms were recovered/confiscated; nine other firearms were surrendered, and 33 other persons were nabbed for violations of local ordinances.

For the first semester of CY 2022, the regional office through its Regional Disaster Response Management Division has provided financial assistance to a total of 6,753 unserved TS Odette survivors.

The ongoing payout in Region 10 is in response to the request of their respec-

tive local government units (LGUs) who have not foreseen the additional number of the typhoon’s affected families.

The TS Odette financial assistance is based on the Department of the Interior and Local GovernmentDSWD-Department of National Defense Joint Memorandum Circular No. 4 Series of 2021 and Local Budget Circular (LBC) No. 141. These provisions state that the affected individuals shall receive an amount of P1,000 per affected individual, with a maximum amount of P5,000 per family.

NITRILES, a class of organic molecules with a cyano group are typically toxic. But paradoxically, they are also a key precursor for molecules essential for life such as ribonucleuties composed of the nucleobases joined to a ribose and phosphate group which together make up RNA. Now, a team of researchers from Spain, Japan, Chile, Italy and the United States show that a wide range of nitriles occurs in interstellar space within the molecular cloud G+0.693-0.027 near the center of the Milky Way. Dr. Victor Rivilla, a researcher at the Center for Astrobiology of the Spanish National Research Council and the National

Institute of Aerospace Technology (INTA) in Spain said, “Here we show that the chemistry takes place in the interstellar medium is able to efficiently form multiple nitriles which are key molecular precursors of the RNA World scenario.”

According to t his scenario, life on Earth was originally based on RNA only and DNA and protein enzymes evolved later. RNA can fulfill both their functions: storing and copying information like DNA and catalyzing reactions like enzymes.

According to the RNA World theory, nitriles and other building blocks for life needn’t necessarily all have arisen on Earth itself.

Instilling fear is a means of land grabbing as some 98 IPs leaders have been killed since 2016 for just standing against land grabbing. This is so because the grandeur of the Philippine bays is now fast disappearing after undergoing progressive state of impairment and with it, the marginalization of the coastal populace. Unlike before when fish would literally jumps into their ”banca,” fish now can hardly be caught as 10 of the 13 major bays in the country are now biologically dead.

Why? What are the fatal blows causing the death of the once mighty marine and fishery ecosystem?

Well, the bays are treated as waste pits. First is industrial pollution. Chemical waste from industries and factories are dumped into the bays. Other silent killers are the internationally banned chemicals fertilizers, pesticides and insecticides which are heavily used in the surrounding plantations.

All told, the above-cited realities are some of the horrors of social injustices that have been rammed down the throats of our oppressed but struggling people. Apparently, the victims include the ecosystems that provide the life-support systems to our ecological people in gross defiance of the Constitutional Principle (ART. II), Sec. 16) that, “The State shall protect and advance the right of the people in a balance and healthful ecology in accord with the rhythm and harmony of nature.”

The team met with Filipino travel and trade associations and groups to assure them that health and safety standards in the Philippines are in place, she said.

The increase in frequency will depend on the market demand out of Hong Kong.

“The goal is to mount twice daily flights. It will all depend on the demand. Right now, once daily is fine,” Villaluna quoted Kwok as saying.

PAL is also reviewing its cargo services procedures to enhance the process so it could add more flights.

“On the area of cargo, PAL Hong Kong is reviewing the procedure of acceptance of commerce cargo so it could eventually add up more flights,” Villaluna said.

PAL continued its cargo operations out of Hong Kong even during the period when PAL was one of the banned carriers, she said.

The monthly inflation rate surpassed the government target range last April when it accelerated to 4.9 percent from the previous month’s 4 percent.

It posted higher levels in the next two months to 5.4 percent and 6.1 percent, respectively.

All these upticks were traced to the continued rise of prices of oil and other commodities in the international market, due in part to concerns about the Ukraine-Russia war and possible economic recession in the US. To help tame the domestic inflation rate, the BSP’s policy-making Monetary Board (MB) has increased the central bank’s key policy rates by 25 basis points each in two consecutive meetings last May and June.

To date, the BSP’s overnight reverse repurchase (RRP) rate is at 2.5 percent and projections are for the key rates to be increased by as much as 75 basis points more this year given the expectations for further acceleration of the inflation rate.

Monetary authorities said the rate increases are not expected to hurt domestic output since the continued recovery of the domestic economy gave the BSP the leeway to hike its rates.

Guinigundo said that since inflation has resulted in second-round effects, such as the increase in the minimum fare in public utility vehicles (PUVs) and the petitions for wage hikes, the monetary policy should be enforced more aggressively.

He said that with the positive growth prospects of the economy, the hikes in the BSP’s key rates will help address not just the inflationary pressures from higher commodity prices but also the deprecation of the peso, which has been negatively affected by the strengthening of the US dollar partly because of the continued increases in the Federal Reserve’s key rates.

“In other words, we don’t think that the aggressive monetary policy actions on the part of the BSP will make a dent on the growth prospects of the Philippine economy,” he said, adding that policy and structural reforms since the mid-1990s have provided resilience to the local currency. (PNA)

In her complaint, BañasNograles, then 1st district Representative of South Cotabato, alleged that Dugaduga claimed during the radio program that Banas was notorious in asking for payola from contractors, that she would do the same if elected as mayor and that her husband also asks for payola.

The prosecutors noted that Bañas-Nograles was certain she was the same person referred to by Dugaduga as she is the only Banas running for mayor. The complainant alleged that what Dugagduga said was “false and baseless and the same caused dishonor and

discredit to her reputation.”

In their affidavit, the respondents claimed that “the statements are too general to be defamatory.” They also said they were charged separately “which violates their right against double jeopardy,” that the contents of a compact disc submitted by the complainant was obtained without court warrant, and that the moral damages claimed is “not supported with evidences.”

The respondents also argued that “for an imputation to be libelous, it must have four elements – it must be defamatory, it must be malicious, it must be given publicly, and the victim must be identifiable.”

All these elements are not present in the case, the respondents noted. “Absent one of these elements, a case of libel will not prosper,” they pointed out.

Bañas-Nograles filed the case before the prosecutors’ office on June 10, about a month after the May 9 elections.

Catulpos said he was surprised to learn that Bañas-Nograles sued them for P100-million, at a time when he and Pacquiao, the winner in the mayoralty race, were already talking about how they can collaborate to bring better opportunities for the city and its residents.

Catulpos and BañasNograles lost to Pacquiao in the mayoralty race in May. C atulp os, a former broadcast reporter, said in Cebuano that the dismissal of the case is a victory of freedom-loving people, of the listeners of Brigada who believe in freedom of the press.
