Anti-graft crusaders join calls for sanctions vs NGCP, ERC By Allan M. Mediante Editor in Chief

CAGAYAN DE ORO CITY – A new graft-free ERC Board and sanctions vs. NGCP are needed to rectify the injustice done to the people of Mindanao. This was the stand of the Lead Convenor of the CRUSADE FOR CLEAN GOVERNMENT and Chairman of Movement for Blackoutfree Mindanao against alleged corrupt practices of the ERC and NGCP. “This is our appeal to President Rodrigo Duterte. Please stop the illegal and deceptive maneuvers by NGCP in collusion with ERC which is hurting to the Mindanao power consumers if we will be made to pay an anomalous transmission charge for a Connection Asset deceptively filed as a Transmission asset which is referred to as the

“Malita – Matanao 230 kV Transmission line project” and “ERC approval should not have been there in the first place,” said Ruffy T. Magbanua, former NGCP Spokesperson and CSR Specialist for Mindanao until 2010, and Lead Convenor of CRUSADE FOR CLEAN GOVERNMENT and Chairman of Movement

for Blackout-free Mindanao. This developed after the ERC approved with alleged grave abuse of discretion, the Malita – Matanao 230 kV Transmission line project which complainants said was “procedurally illegal.” Magbanua said that before the NGCP includes a development, expansion or reinforcement project to its

Supreme Court stops NGCP • SSS commissioner from Cag de Oro hails SC order CAGAYAN DE ORO CITY - SSS Commissioner Pompei Laviña who hails from this city, expressed elation yesterday over the recent development on the dispute between the National Grid Corporation of the Philippines (NGCP) and the Social Security System (SSS) over land expropriation case. “ Thank you to the Supreme Court for stopping NGCP’s unjust expropriation of the SSS property in Pasay City. To ... NGCP: if you insist on oppressing Filipinos in our own country, I will pursue you to the ends of the earth if need be and hold you accountable. If I find just a thread of evidence that you colluded with people in government in this attempt to defraud SSS members, I will make sure you will rot in jail for

the rest of your life. ” stated Laviña in his facebook postings yesterday. Media reports stated yesterday that the Supreme Court (SC) has stopped a court order for the National Grid Corporation of the Philippines (NGCP) to possess a Pasay City lot owned by the Social Security System (SSS). Rejecting an order handed down by Pasay City Regional Trial Court Branch 108 Judge Gina Bibat-Palamos on March 2 and April 24, the Supreme Court’s Third Division issued a status quo ante order on June 21 against the writ of possession favoring NGCP. Supreme Court’s Status Quo Ante Order (SQAQ) restores a situation to its original state and is effective until lifted by the SC.

The Court also ordered respondents Judge Palamos and the NGCP to comment on the petition of the SSS within 10 days from receipt of notice. Meanwhile, the Office of the Government Corporate Counsel (OGCC), which represents the SSS in the case, welcomed the development saying, that while this is not a final victory for SSS yet as the case will still have to be heard and decided upon by the [Supreme Court], the order only goes to show the transcendental importance of the public interest involved.” This was echoed by Government Corporate Counsel Rudolf Philip Jurado. The SSS has questioned earlier the SQAQ issued by Judge Palamos on March See stops, page 11

Transmission Development Plan (TDP) prior to any rate application to the ERC, as provided under Section 9 of the Electric Power Industry Reform Act of 2001 (EPIRA), it (NGCP) must conduct a thorough and detailed planning. This, should involve data analysis, technical studies, assessment and simulations for

new, or for modification and expansion of existing connection to the recent configuration of NGCP Transmission system by any power facility such as Generating Plants, Loads, Transmission lines and Substations. This must be in accordance to the Grid planning and operational criteria under the Philip-

pine Grid Code (PGC). Thus, NGCP is required to statutorily comply with the conduct of detailed planning for the Malita – Matanao 230 kV Transmission line project. Contrarily, NGCP’s corresponding rate application for this project proved otherwise, according to another complainant . He further elaborated that NGCP is required to conduct load forecast data analysis and voltage profile simulations, taking into account the appropriate sizing and capacity rating of the step-down transformer as well as to validate the veracity of the under-voltage incidence at DASURECO’s existing delivery point, in reference to the 05 September 2013 letter request of DASURECO to NGCP. “It appears that this NGCP project is a Connection Asset but was misleadingly classified into a Transmission Asset (with the insertion of the 50 MVA step-down transformer) so that the NGCP will have a basis to collect a staggering P2.3 billion in transmission charges from the Mindanao power consumers,” Magbanua commented. Magbanua referred to an earlier opposition of power consumers which stated: “Clearly, based on the corresponding result of NGCP’s planning analysis See calls, page 11

the PMO will undertake the construction of a 6-lane electronic multi-gate system by Oct 2017 through Gate 5 leading to Arcadia Valenzuela Avenue in Lapasan. The 6-lane, ISPS compliant, Electronic Gate Complex aims to provide 6 lane controlled access to port users and eliminate long queues at the entry point. This facility will be fully equipped with CCTV cameras, weigh bridges for cargoes, electronic gates, payment booths. The EPS will be embedded as part of system (RFID) and will be the first of its kind in the country Not the least, the PMO has undertaken to replace its lighting system using solar powered LED lightinghelp reduce power costs and pilferage of power cable wires. The project is 100% completed last 11 December 2016. Beyond the horizon Beyond the confines of the immediate port area, the PMO has also sought to alleviate road congestion in its entry/exit points by undertaking three key projects situated outside the city. First, the Opol port zone delineation and port development project will address congestion in the West coast highways by handling all incoming cargo from the Western Misamis Oriental and Iligan City. The development and construction of Opol Port will decongest Cagayan de Oro Portby handling tramping vessels at Luyong Bonbon, Opol, Misamis Oriental, thereby relieving the arterial roads to the port of the truck traffic and the port itself of these types of vessels. Initial site assessment was conducted by DENR-EMB last February

28, 2017 and it is targeted for completion by 2018. Further down the road, the PMO is already starting the delineation and development of a new port in Laguindingan, Misamis Oriental with the conduct of Topographic, Hydrographic and Port Zone Delineation Survey. These are the initial steps in conceptualizing a port facility that would be best suitable for the Port of Laguindingan envisioned to eventually accommodate a cruise ship terminal in addition to a fast ferry terminal. To decongest trucks hauling cargo for the port originating from Eastern Misamis Oriental, the PMO will construct a new portal at Gate 6 directly connected to the CDO Coastal Road via an access road through the DPWHs “Roads Leading to Ports Program.”The two lane access road just completed will originate from the 3-ha. reclamation area now under construction and Gate 6 will eventually be upgraded to an Electronic 6-gate with embedded EPS similar to Gate 5. In addition, the PMO has undertaken the Phase 1 development of the port development of Balingoan Port with the construction of an alternative access road and security fence along the port zone delineation area, expansion of the existing passenger terminal building and additional ground slots for rolling cargo. Also slotted for further development is the Phase 2 of the Benoni Port in Camiguin (Phase 2) provide additional back-up areas, additional berthing facilities and provide additional port facilities for passengers and port users in support of the growing tourism See right, page 11

DAVAO City––Davao folk gave President Rodrigo R. Duterte a high approval rating for his federalism agenda, but rated him low on Manila’s traffic woes and internet connectivity, a survey conducted by the University of Mindanao’s Institute of Popular Opinion (UM-IPO) said. Administered on 1,200 respondents from May 17-26, the survey assessed Duterte’s first year in Malacanang based on the 18 programs that as a candidate he promised to implement if he won. Dabawenyos gave the president an approval rating of 89.38 percent for his first year in office.

The survey results, released on July 10, showed that Duterte received the highest rating for his program on federalism with 96.21 percent, said UM-IPO director for quantitative studies Adrian Tamayo. “Of the promises made during elections, highest rating was afforded for the efforts to pursue federalism. In the eyes of the Dabawenyos, this is the most impressive initiative,” he said. His war on drugs and his promise to “kill big time drug lords and suppress drug trade” placed second highest at 90.11 percent. This was followed by his stand against corruption (88.14 percent), and his See ACCESS, page 5

Corruption at Phividec A shocking revelation was Benjo Benaldo’s disclosure about the billions of pesos delinquent taxes of most of the 80 firms at the Philippine Veterans Investment [not industrial as published under my previous column] Development Corporation (Phividec) industrial economic zone of about 3,500 hectares straddling in three coastal towns, east of Misamis Oriental. “I could not even believe it,” Benaldo exclaimed during a talked with the local press in a downtown hotel in Cagayan De Oro City Saturday. The local press could not also understand how the firms failed to settle real property taxes for the last 10 years. The CYNOSURE could recall that the provincial government of Misamis Oriental has filed charges against Pilipinas Kao, a major “oleochemical” manufacturing complex in the Jasaan, Misamis Oriental’s industrial economic zone. The CYNOSURE is not aware whether the Japanese firm Pilipinas Kao, Inc. has settled its delinquent taxes of over Php . 6 bil-

in the early 2000. By the way, Villanueva, Tagolo-an, and Jasaan, all coastal towns east of Misamis Oriental, are the three towns under the Phividec Industrial Ecozone known as (PIE-MO). MICT is operated by the International Container Terminal Services, Inc. The Phividec Industrial Authority awarded the ICTSI the concession to operate and manage the MICT in April 2008 for a period of 25 years. Like the Steag State Power Inc., the ICTSI did not pay its real estate taxes in the amount of more than Php . 3 billion, followed by the Philippine Sinter Corporation with a delinquent real property tax of more than Php . 1 billion. In other words, these three multi-national companies, owed the national government a total of more than Php 1 billion, According to Benaldo, the unpaid real property tax amount of Php 1 billion could mean “1,000 barangay health centers, 2,000 classrooms, 2,500 housing units, or 1,000,000 beneficiaries of the government’s livelihood programs.”

Cris Diaz

The question is, who profits from the non-payment of taxes by these profitable companies. For instance, the ICTSI, the operator of the MICT reportedly earned a net income of almost Php 3 billion in 2007. After a decade in operation, and earning billions of pesos no one would believe that ICTSI would not pay a minuscule real property tax. Likewise, it is incredible that the management of STEAG State Power, Inc., 220-megawatt coal-fired power plant in Villanueva would simply evade real property tax and allow it accumulate more than Php . 4 billion. Benjo Benaldo has to look into this. Believe you me, Benaldo is sitting on a live time bomb of corruption that some top local officials in cahoots with company officials might certainly be held accountable. God Forbids, not one of these officials would land in jail.

lion, which accumulated for the last 11 years in real property taxes. I think Benaldo has to look into this. It appears that other firms in Misamis Oriental’s lone economic zone in Northern Mindanao could have followed the PKI’s argument in the non-payment of the real property taxes. The PKI argued that the firm is exempt from paying real property taxes because the firm is exempt from paying business tax in the local government unit. Based on Benaldo’s expose, Steag State Power Plant, Inc, a German technology coal-fired power plant, which started to operate in Villanueva, a town part of Phividec in 2006, has not paid the real property tax of more than Php . 4 billion to the national coffers. Another controversial f ir m is t he Mind anao International Container Terminal (MICT) in Tagolo-an, Misamis Oriental. There is no record, whether Phividec PIE-MO constructed the MICT. However, if the CYNOSURE is right, the MICT was constructed sometime

lands for its pineapple plantation. Both Del Monte and Dole manufacture such canned products as pineapple juice and pineapple chunks, among others. Now, here are some facts about sugarcane. According to Timothy Braun, sugarcane is the common name of a species of herb belonging to the grass family. The official classification of sugarcane is Saccharum officinarum, and it belongs to the family Gramineae. It is common in tropical and subtropical countries throughout the world. The primary use for sugarcane is to process sugar, which can then be used in an infinite number of products. The type of sugar produced by sugarcane is called sucrose. This is the most important of all the sugars. Sucrose is used as a sweetening agent for foods and in the manufacture of cakes, candies, preser vatives, soft drinks, alcohol, and numerous other foods. A cursory look at the website of the provincial government of Negros O c c i d e nt a l wou l d te l l

Of the province’s total cropland area of 531,016.99 hectares in 1999, 75 percent or 399,631.78 hectares are planted with major crops, with sugarcanes o ccupying 49.24 percent or 196,789.30 hectares followed by rice, 110,000 hectares or 27.53 percent; corn, 43,522 hectares or 10.89 percent; coconut, 33,949.48 hectares or 8.5 percent; banana, 9,000 hectares or 2.25 percent; cassava, 3,216.00 hectares or 0.80 percent; and mango, 3,155 hectares or 0.79 percent. Indeed, sugarcane is the leading agricultural crop of the province. There are 15 sugar mills in the province, of which 13 are presently operational. Victorias Milling Company, Inc. had the highest rated capacity with 15,000 tonnes cane per day (TCD) while Dacongcogon Producers Cooperative Marketing Association, Inc. had only 1,800 TCD, the lowest rated capacity recorded for Crop Year 1998-1999. tional sugar mills in the province, five have refineries, namely: First Farmers Holding Corporation, San Carlos Milling Company, Inc. and Victorias Milling Company, Inc. The province’s sugar pro duc t ion has rais e d Region VI (Western Visayas) to the status of the country’s leading sugarproducing region. This is far above the production of Region IV (Southern Tagalog) and Region VII (C entra l Vis ayas), t he other sugar-producing regions in the country. Another product of sugarcane is muscovado sugar or internationally known as “Organic Sugar” which is fast becoming a household necessity due to its “health benefits”. BIR Form No. 2803

No man is an island, entire of itself; every man is a part of a main . . . any man’s death diminishes me, because I am involved in mankind; and therefore never end to know for whom the bell tolls; it tools for thee. But in the deceitfulness of man’s heart, however, more often than not, justice can only be influenced by some compelling inducements, and one of which perhaps is the price is right. In that instant then, man is an island, never a part of a main . . . not an entire of itself. His concerns to his fellowman may have eclipsed or altered by the pursuit of his personal interest like political trapos, or traditional politicians. In other scenario, the Philippine political landscape has reappeared with an uninterrupted episode of its political history when ideas are only a superficial appearance for greed and power in public and private affairs, when devotion to duty and dedication to public trust are to be influenced at all times against private advantage and private gain, and when electorates can be traded in the open market. It is fact conclusive that only the rich and influential will always come out winners in any political skirmishes. When a poor candidate like City Mayor Celso G. Regencia wins in an election, which is once in a thousand, he cannot enjoy to the full measure of the glory and grandeur of his election due to unfounded criticism and false accusations that would cause or tend to cause his ouster. . . an act so tragic. . . devilish. Because his political enemies failed to be in power again, all they wanted was to oust their opponents by technicality . . . devoid of logic and common sense. That is why the incumbent City Mayor cannot concentrate very much in moving Iligan City forward to total development, plus the conspiracy of some of the City Government Officials . . . the tentacles of the previous administration. According to MAHATMA GANDHI‘S seven deadly sins in the form of contrasts deserves our attention: Wealth without work, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, worship without sacrifice, “politics without principle.” With the treacherous political conspiracy of the political enemies of City Mayor Celso G. Regencia, they will put them in a quagmire of political tragedy --- now considered as politically dead. By taking cognizance of what Abraham Lincoln once said:

promise to end labor contractualization (88.10 percent). However, Dabawenyos gave Duterte a low grade on solving the traffic problems in Metro Manila at 76.15 percent and and a failing grade on improving internet connectivity and access at 72.15 percent. Tamayo said the traffic congestion, “if translated to academic scale, this is barely a passing score.” On internet access, he said, “It seemed like this is one thing that the ad-

“I try to do the best that I can according to the light that God in His wisdom has given me. If in the end I am proven to be right, whatever is said against me will not amount to anything. But in the end proves me to be wrong, even ten angels coming down from heaven swearing that I am right will not amount to anything.” That statement may be applicable to City Mayor Celso G. Regencia because his political enemies was against him so vehemently, and, if possible, to oust him as City Mayor by all means. What a tragedy! The former City ViceMayor and a defeated candidate for City Mayor has done his devilish treachery against City Mayor Celso G. Regencia up to now for his ouster, thus a tragedy to the city’s political system if indeed he will be technically ousted, God forbids. Which is why, we, the concerned Iliganons, have gone to a point of despair. Accordingly, “the world will not be destroyed by those who do evil, but by those who watch them without doing anything,” according to Albert Einstein. We, as concerned citizens of Iligan City will not just look at it, we will do something to stop that treachery. There and then, “our livers begin to end the day we become silent about the things that matter,” according to Martin Luther King, Jr. We will never be silent about things that matter, most assuredly. In that instant then, they seem to have ceased to value simple justice to our fellowmen, as a social virtue and moral compass. We have become masters at inventing a catchy phrase for the sake of recorders of history, but not of those who would live by them in times of honor and dignity. For sure, genuine goodness is threatening to those at the opposite end of the moral spectrum, as the saying goes: “when you think everything is someone else fault, you will suffer a lot,” according to Dalai Lama At this juncture, let us restore the “Golden Rule” on our political process, and let brotherly love purge our hearts of suspicion and hate. Let us not instead seek to destroy our political enemies through lies, deceit, and false accusation, thus only furthering our barbarous assault on human dignity. Should we allow that that our civilized society perish by devilish schemes or in the hail of a fiery storm like the destructiveness of typhoons Yolanda and Sendong that you and I will find it so horrible to contemplate? Should we allow that our rights to social justice, to simple justice wither in a

ministration can focus on.” Dabawenyos gave Duterte high ratings for his program to “open health facilities in every barangay each with resident doctor” (87.74 percent); improve wages and equipment of the police and military (87.57 percent); promote family planning to prevent overpopulation (87.31 percent); and put a stop to big mining companies in Mindanao that damage the environment (86.88 percent).” Duterte maintained a good rating for his stance against abusive mining in Mindanao (86.88 per-

quite deadening accommodations with the very evils in the city’s political landscape, now initiated by the political adversaries of the Regencia administration? Why should we allow ourselves to be bounded and subjugated like slaves . . . if we do, that is the time when our democracy, our democratic system, we all treasured so much, perish thus undermining the blood and tears of our heroes that preserved it? As what Senator Juan Ponce Enrile once said, “only time will tell.” Eventually, only the event shall teach us in its hour, so to speak. If we only speak kindly to the living as epitaph we do of the dead, slander, lies, deceit, treachery and censorious gossips would soon be strangers to this world . . . to our beloved Iligan City. Politicians should not only act with virtuous, as they should to so act, but must also appear virtuous, so that equity and social justice will be their overriding considerations, not on selective manner, as has been practiced before. They should not pretend to be always powerful and influential and to prove at all times that everything is going well. They should be concerned instead for the greatest good for the greatest number of people, not acting like a Gestapo of the Nazi Rule, the way the political enemies of City Mayor Celso G. Regencia have been doing up to now, instead of helping solve the multifarious problems of the city especially the peace and order condition, so that we will be spared of the Marawi siege due to its proximity. While the City Mayor is concentrating to the highest standard of security measures to secure Iligan City from any spillover of the Maute terror group that may sow terror in Iligan City, God forbids, but only showered with criticism and false accusations by his political enemies. To the political enemies of City Mayor Celso G. Regencia especially former City Vice-Mayor and defeated candidate for City Mayor Rudiric Marzo… how could you be such a cruel and callous by doing illogical action, devoid of any Christian content whatsoever, for the ouster of City Mayor Celso G. Regencia? The Karma in that instant case will be the losing of your political clout to the people who had idolized you before. They considered you now as politically dead. You are as if losing your diamonds while picking up pebbles.

cent), anti-crime program, increased infrastructure spending, among others. Tamayo said 83 percent of Dabawenyos believe that Duterte can withstand threats of destabilization, 2 percent believe otherwise, while 14 percent pointed out that is “too early to speculate.” “Of the 8 in 10 Dabaweyos who believe that this administration can withstand attempts of destabilization, 7 of them believe that significant leaps will happen to this country with Duterte as President,” he said. Gov Emano slams BIR for taxing lowly JOs MISAMIS ORIENTAL Go after giant companies that don’t pay taxes, not the lowly job order (JO) workers.

Misamis Oriental Governor Yevgeny Vincente Emano gave this advice to the Bureau of Internal Revenue (BIR) after getting wind of the agency’s intention of taxing those who are considered the lowest-paid government employees. “It’s illogical, we have so many big companies that do not pay taxes, these are what should the government run after,” Emano was quoted as saying in a SunStar Online

report Tuesday (July 11). He added that the directive was “stupid.” The BIR’s memorandum circular 130-2016 reportedly allows for the imposition of withholding tax on JO workers. JO employees in the Capitol receive a monthly salary of P8,000. ” I cannot fathom the basis of this circular. The job order employees, who receives the lowest salary, should not be taxed in any way,” the Emano argued. Emano vowed to contest the tax order and suspend its implementation.

Six Kagay-anon teachers now PPA to inaugurate new Microsoft Certified Educators’ travelers’ hub in Zambo By Anito Librando Jr.

XAVIER ATENEO MCEs. Proudly showing their certificates, new Xavier Ateneo Junior High School Microsoft Certified Educators strike a pose with school principal Dr. Pamela Pajente (center).

Microsoft recently confirmed six Kagay-anon teachers who are faculty members of Xavier University - Ateneo de Cagayan Junior High School as "Microsoft Certified Educators" (MCEs). XUJHS assistant principal for academics Lea Lilibeth Emata, instructional technology specialist Michael Dave Tan, Renan Agad (Mathematics teacher), Anito Librando Jr. (English teacher), Jason Madronero (Science teacher), and Juanito Oliveria II (English teacher) passed the online examination as part of the institution’s commitment to improving teaching and learning experience as a Microsoft Showcase School. As one of the country's participants to this year’s International Society for Technology in Education conference in San Antonio, Texas, USA, Emata was able to take and pass her examination in the said confab, while the rest of the team took the same online examination at the University of Mindanao, Matina Campus in Davao City, one of Microsoft’s accredited testing centers. “Having experienced

first-hand amazing demonstrations on the latest tools, learned from passionate technology experts, and interacted with EdTech enthusiasts, I am inspired to empower students' voices, encourage ‘making’ so that our XUJHS graduates will be prepared to thrive in this digitally-connected world,” Emata said. “As MCEs, we are all challenged to be active in the global network of Microsoft Educator Community by taking professional development courses and sharing best practices in doing innovative teaching strategies in the classrooms,” she added. The exam was meant to assess if educators have a thorough understanding of how to use technology in six different areas outlined by the United Nations Educational, Scientific and Cultural Organization (UNESCO) Information and Communication Technology Competency Framework for Teachers: (a) Education Policy, (b) Curriculum and Assessment, (c) Pedagogy, (d) ICT and Technology Tools, (e) Organization, and (f) Administration Professional Develop-

ment. According to another MCE, Michael Dave Tan, XUJHS instructional technology specialist, teaching in the 21st century is “a challenge as we are empowering students who are ‘digital natives’.” For him, educators also need to step up to the needs of digital native learners. “Having MCEs in school help other teachers become competent in using and applying technology tools and strategies in the context of teaching and learning, hoping to provide a richer learning experience for students,” he shared. The MCE certification validates the global educator technology literacy competencies of Xavier Ateneo Junior HS educators needed to provide a rich and customlearning experience. The MCE program also provides robust tools that help educators drive bestin-class integration of information and communication technology into classroom instruction.

ZAMBOANGA CITY, --The Philippine Ports Authority (PPA) is set to inaugurate the newly-constructed PHP13 million passenger terminal building at the local port. The terminal building, dubbed the “ Travelers’ Hub”, will be inaugurated on July 17, according to PPA-Zamboanga Manager Liberto dela Rosa. Dela Rosa said on Monday that the Travelers’ Hub is equipped with the needed facilities such as the X-ray scanner machine, closedcircuit television (CCTV) cameras, internet connection, public address system, air condition units, prayer room, fountain, play area, and chairs. The Travelers Hub is equipped with X-Ray, airconditioning units, chairs, public address system, WiFi, prayer room, water fountain, play area, and CCTV. This new terminal will be manned by 10 PPA personnel. He said the Travelers’ Hub will be jointly manned by PPA and Bureau of Immigration personnel since it will cater to passengers traveling from this city to Malaysia via the city of Sandakan in Sabah. He also said that by July 15, the Bureau of Immigration will already be present in the new passenger terminal building. “Matagal na natin plano

yan na kailangan separate ang domestic and foreign passengers at kailangan din nila dumaan ng immigration. Sinusunod natin yung standard operation ng passenger terminal just like sa airport separate ang international and ang domestic passengers,” dela Rosa said. It took time before the passenger terminal to be operational due to the funding and the arrival of amenities such as the chairs, air conditioners, and x-ray machine. The construction of the PHP13 million worth Travelers Hub started last March 19, 2014 and finished last year. The construction of the building was handled by Al-Raf Construction while the RR&B construction handled then site development. Travelers Hub can accommodate an average of 400 passengers at one time. “The use of the new Travelers’ Hub will provide convenience to passengers traveling to and from Sandakan since it has complete amenities,” Dela Rosa said. “Magagamit na natin yung bagong Traveler Hub magiging convinient na para sa pasahero papuntang Sandakan at galing Sandakan at ito ay may complete amenities,” Dela Rosa said. He said the Passenger Terminal 1 will be solely utilized by the domestic passengers once the Travelers’ Hub is operational.

Cebu Pacific maintains lead in Manila-Sydney route 10 July 2017 – The Philippines’ leading airline, Cebu Pacific (PSE: CEB) keeps its lead in the Manila-Sydney route, capturing the largest market share for both passenger and cargo services as of April 2017. CEB is the only Low Cost Carrier flying between Manila and Sydney, Australia. Data from Australia’s Bureau of Infrastructure, Transport and Regional Economics (BITRE) showed that CEB flew 16,441 passengers in April alone, representing 41.8% of the total market share for the Manila-Sydney route, the highest among the three carriers flying this route. This brings the total number of passengers flown by CEB to 59,953—representing 41.7% market share. Its closest competitor, on the other hand, captured 33.5%

market share. Load factor for CEB for the Manila-Sydney route was at an average 80% for the first four months of 2017. Year-on-year, total passenger volume for the first four months of 2017 of all three carriers plying the Manila-Sydney route reached 143,765, up 12% versus the 128,352 passengers flown in the same period in 2016. For cargo service between Manila and Sydney, CEB captured 43.8% market share of the total 789 tons carried in April 2017. From January to April 2017, CEB had 47.4% market share of the total 3,114 tons of cargo carried for that route. The total cargo volume for the first four months of 2017, however, is 30.6% lower than the 2,128 tons carried in the comparable period

last year. “Since opening the Sydney route in 2014, we are proud to have contributed to the growth of trade and tourism between the Philippines and Australia, through the introduction of year-round low fares that are affordable and accessible to practically everyJuan. Today, Sydney is one of the top international routes in and out of the Philippines. The strong growth of our Manila-Sydney route bodes well for our future expansion plans in the Australian market,” said Atty JR Mantaring, Vice President for Corporate Affairs of Cebu Pacific. BITRE, an agency under the Department of Infrastructure and Regional Development of the Australian government, “provides economic analysis, research and statistics on

infrastructure, transport and regional development issues,” according to its official website (https://bitre. gov.au/). The bureau holds data and statistics on the aviation industry. Cebu Pacific currently offers the most number of

seats between Manila and Sydney, operating up to five weekly nonstop services between Sydney and Manila, departing every Tuesday, Wednesday, Thursday, Saturday and Sunday from Sydney at 1135am and arriving Manila at 550pm. The flights

from Manila to Sydney, on the other hand, depart at 1205am and arrive Sydney at 1005am. The airline had recently expressed interest to increase frequency between Manila and Sydney, noting strong demand for this route.

Villanueva villages, police prepped for disasters March 8-10 and 22-24. Spearheaded and supervised by the Philippine Red Cross (PRC) in Region 10, the training aimed at synergizing the barangays, will lead to the realization of Villanueva Mayor Jennie Rosalie Uy’s plan to establish Barangay Disaster Risk Reduction Management Office (BDRRMO) in each of the town’s 11 villages. “We want to capacitate the barangay people on emergency preparedness, especially on search and rescue operations so they can be effective emergency responders in the occurrence of any disastrous event in our locality,” Ricacho stressed. Aside from super typhoon, storm surge and landslide, he added, “we also want everyone in Villanueva in as much as possible to be an active responder to any vehicular accident that may happen in their respective barangay so to save live(s) CBDPR Training 2017 in the municipality of Villanueva, Misamis Oriental. Cabugsa, one of the training participants, hailed the activity, saying, “it taught us the essence of team work, presence of mind and focus in time of disaster.” The training, in compliance with the Republic Act (RA) 10121 or the Disaster Risk Reduction and Management Act of 2010, was highlighted by a twoday lecture on theories and practical aspect of disaster preparedness and response, and one day of actual emergency rescue simulations. RA 10121 mandates the forming of disaster risk reduction management groups from the national down to the barangay level, including fund allocation of five percent out of the local government unit (LGU’s) annual internal revenue allotment (IRA), including the barangays. The Gospel of Jesus Christ (July12, 2017-Wednesday)Mark 10:28-31”Then Peter began to say unto him, Lo, we have left all, and have followed thee. man doeth, the same shall he receive of the Lord, whether [he be] bond or free. To be good it pays. Let God rewards you. This is the consoling statements of Jesus Christ to His disciples that all of them will receive rewards for following Him. Like Paul attested of his rewards for sacrificing in preaching the words

that will lead to heinous crime like murder and rape. Others would say, it has something to do with poverty. Whatever are their reasons, it has always created danger and destruction to the public in general. Another dominant characteristic of a person especially those holding power in the government is the ability to involve himself in corruption. This is a prevalent situation that hinders our chance to progress and eliminate poverty. The poor has remained to be oppressed and less fortunate given less priorities and opportunities, while those who are privileged have been placed in pedestal to continue to take advantage of the marginalized. These are among the challenges that continues to confront us and our country. Is there an exact kind of government that can resolve the existing crisis and problems? The best change must start from ourselves. There is no such thing that can equate with this kind of self- reform. Let us stop pointing fingers because the best solution is within ourselves not with some else nor in the system.

Change is coming. The famous line from the president elect Rodrigo Duterte strikes and catches the attention of the people of the Philippines which has been sought then and now. What kind of change Filipinos really want to exist? The new administration of Duterte calls for a change in the system from a democratic to a federal form of government. Supporters say this is one the best solutions to resolve the political, economic and social crisis and perennial problems of our country. Detractors say it will further entrench political dynasties in the regions and create confusion over responsibilities. Change does not happen overnight. It entails a lot of plans, explorations, discussions and even arguments. Adapting federalism will not address the prevailing condition our country is facing nowadays because the defect is not in the system but it is in the attitude of the people. Let us consider for example the case of drug addicts and drug pusher. They engage themselves in this illegal acts even if they knew that it will harm themselves and other people in the community

Transferring from one school to another is inevitable and burdensome. In most cases, school children end up as the collateral damage of this undesirable experience wherein more often than not, they do not even have a hand to its proximate cause(s) such as but not limited to; family problem, financial problem, social problem and sometimes natural calamities. Separation of parents, transfer of parent’s work assignment or destination, change of livelihood and residence, end of contract, illnesses and even death of parents are some of the common family problems that are being experienced by school children that usually ends up to transfer. Another common problem that causes the transfer of school children are those that are attributed to financial problem. Due to the high rate of tuition and other fees and of course the high cost of living, a great number of pupils are transferring out from private schools to public schools every year. Damage to properties, lives and livelihood brought about by calamities such as typhoon, flood, earthquake, fire, volcanic eruption, tidal wave and the like are also reasons for school children’s transfer.

The most difficult situation that leaves school children with no other choice but to transfer from their comfortable school to another school is due to arm conflict. Internally Displaced Persons (IDP) sometimes leave their homes without bringing anything but the wardrobe they are wearing and their children held in their hands. Roughly, about three fourths of the affected children of the above-cited conditions are absorbed by the public school system while the other one fourth goes to the private schools. Based on experience, transferring school children accompanied by their parents, of varying degrees of peculiarity of conditions, usually appear to the office of the principal without school credentials to present upon their transfer due to the following reasons: the decision to transfer was sudden, the previous school they attended withheld their school credentials due to unpaid school bills, the school credentials were damaged by flood, water and or fire, the parents failed to get the school credentials on the scheduled date of release and the teacher adviser went on vacation, among others. While public schools are mandated to admit transferees from local public or private schools and even from foreign public or private schools without discrimination and intent to deny their right to free quality education as enunciated in R.A. 9155 and expressed in the Philippine Plan of Action for the imple-

mentation of the Education for All (EFA) as embodied in the Millennium Development Goal( MDG) , school officials still need to exercise due prudence not necessarily to protect themselves from any eventual legal impediment(s) but to somehow entrust unto the shoulders of the parents their share in finding solution to the problem. Without having the transferring pupil hear the problem on the deficiencies of documentary pre-requisites for enrollment/transfer, the school head must require the parent to execute an affidavit (pro-forma duly prepared by the school) stating therein the parent’s awareness of the deficiencies and his/her obligation to turn-over to the school administration the needed document in a specified time and the repercussions in case of failure – under oath. The school head shall assist the parent (when necessary) in filling out the affidavit and direct him/her to have it notarized at the Public Attorney’s Office (PAO). In admitting transferees from outside the country, the school head must be guided by DepEd Order No. 35, s. 1999 and DepEd Order No. 26, s. 1994 for the nitty-gritty of the pre-requisites. One consideration is to see to it that the curriculum of the transferring pupils from the previous school they attended is K to 12, the school they previously attended is among the accredited foreign schools of the Department of Education and their credentials are authenticated by the Department of Foreign Affairs (DFA) with Red Ribbon and Dry Seal. School credentials

that cannot be read due to language differences has to be translated in English by the school authorities from the previous school attended. The situation has to be worked in triangulation by the school head and the teacher always keeping in mind their incoming responsibilities under the loco-parentis principle and also their fiduciary obligation with the transacting public (parent and pupil) and the parent taking into account his/her parental obligation, without necessarily bothering the transferring child so that he/she will not get affected. This is because more than the legal aspect of the child’s entry to the new school, are his/her minute concerns on instructional, social, psychological and personal matters that for him/her are at the moment more important than the rest, pre-occupies his/her mind because of anxiety brought about by the new environment. The parent must work on all the things that are required by the school, the principal facilitates the admission of the transferee, while the teacher welcomes the new comer to her class making the best she can to let the child feel at home- the earliest possible time. The three of them have to closely communicate with each other and work on their bounden duties to ensure that the pivotal change that the child is experiencing could not seriously affect the momentum of his/her desire to study, the very thing that was taken away from him/her as established, experienced and enjoyed in the previous comfortable school.

training. Establishing BDRRMO in each barangay in Villanueva, he added, “will surely mean a lot.” “It is quite an advantage if anyone in the barangay knows about first aid or life support in time of disaster.” “Much more if there’s cohesiveness among the people in the barangay for this worthy endeavor.” The Gotianun-led FDC MPC, shouldered the oneyear accident insurance for every training participantturned-rescue volunteer. “FDC Misamis continue its mandate in engaging its host communities. We recognize the importance of increasing the community’s capacities in reducing vulnerabilities during catastrophes. Hence, we are one with the local government of Villanueva in its purpose to build disaster resilient societies. Through such programs, we can ensure that appropriate and effective actions are taken during emergency situations,” said Juan Eugenio L. Roxas, head of FDC Misamis Power Corporation. The power company then wished that every BDRRMO in Villanueva town will become sustainable and resilient at all times.

2 for the expropriation of an SSS lot at the Financial Center Area. The said area would be used by NGCP for its construction of a substation. It was learned that NGCP holds a 25-year concession to manage, maintain and operate the country’s power transmission system. NGCP told the lower court that it needed to immediately build a substation that will accommodate the increasing power demand of Greater Manila Area. The project is to be called the Pasay 230kV Substation. The 60,872-sqm lot is priced at P24,000 per sqm for a total valuation of P1,460,928,000. Thus, ruling on the expropriation, the judge said the NGCP had complied with the requisites of Section 6 of Republic Act 10572 (Right-of-Way Act), which include filing a complaint, service of notice to the other party and a deposit of the provisional amount based on the relevant zonal value of the land to be expropriated. The SSS appealed the decision but it was rejected on April 24. According to the pension fund, the judge acted with grave abuse of discretion when she ruled in favor of the expropriation without legal basis. The SSS said the NGCP had no authority to file an expropriation case and be entitled to a writ of possession since the latter was a private corporation “seeking to acquire by compulsion a government property al-

ready devoted to public purpose.” The pension fund noted the trial court should have acted first on the issue of NGCP’s authority to expropriate government property. “If we were to follow the line of reasoning that compliance by NGCP with the requisites under Section 6 of RA 10752, alone, serves to entitle it to a writ of possession, then any entity who files an expropriation complaint, gives notice to the landowner and deposits 100 percent of the relevant BIR zonal valuation should, as a matter of course, be issued a writ of possession,” the petition said. “This has a far-reaching implication, especially in this case because as a consequence a private entity, like the NGCP ends up having possession of a government property divesting in the process the government’s possession and use of the property for the purpose it was devoted to, and later become the owner of government property,” it added. The SSS noted Section 6 of RA 10752 was intended to facilitate government infrastructure projects on the premise that it is the national government acquiring the real property. “The intent is to provide a shortcut in favor of government to curtail the long and tedious procedural requirement that it should observe in implementing national infrastructure projects owing to public accountability,” the petition said. “Thus, the law provided government with the advantage of possession without having to initially show the validity of its authority on considerations of diminishing causes of delay and efficiency in the delivery of public services,” it added. The SSS also said the expropriation of the property “will definitely deprive SSS’ possible investment opportunities, affect its actuarial life, to the detriment of SSS and its members.” — with NB/KVD, GMA News

and voltage profile simulations, as mentioned in paragraph 2 on page 6 of the ERC Decision dated 17 November 2014 docketed as ERC Case No. 2014-060, the ERC finds the under-voltage problem at DASURECO’s existing receiving load-end station will only happen in the year 2022, which states: “Based on the result of the above simulations, the under voltage problems at the receiving end of DASURECO will only happen in the year 2022. The said problem will be mitigated by connecting DASURECO in the switchyard through the installation of the 50 MVA transformer and the associated equipment in the year 2022. This being the case, the said project could be included in the corresponding Regulatory Reset (2021-2025).”

11

Wednesday, July 12, 2017 That being the case and in observance to NGCP’s statutory mandate, NGCP should have already determined prior to the relevant rate application, based upon NGCP’s planning studies and data analysis particularly for this project component, that the under-voltage problem will be experienced by DASURECO in the year 2022. For that reason, NGCP should have excluded the 50 MVA step-down transformer in the Malita – Matanao 230 kV Transmission line project. Thus, the Malita – Matanao 230 kV Transmission line project will be considered as Connection Asset and should be excluded in NGCP’s amended TDP for the 3rd RP. Thus, the rate application for the Malita – Matanao 230 kV Transmission line project is no longer applicable,” the earlier opposition stated. This is pursuant, following and adhering to ERC Resolution 23 Series of 2016, whereby the said Resolution provided the delineation of Asset Boundaries, on whether it is a Transmission Asset or Connection Asset and the responsibility by the Transmission Provider (NGCP) or Generation customers to construct, install and finance such asset, respectively. Notwithstanding, the difference in the intention when filing a rate application versus a service agreement under Section 16 and 17 of the OATS Rules, whereby a rate application, in such case if NGCP filed for a rate application, NGCP intends to recover the Capital Expenditures of a transmission asset or transmission project by collecting Power Delivery Service charge in order to commensurate with NGCP’s expected Annual Revenue requirement to be passed on to the power consumers , while a Service Agreement on the other hand, would only provide a Reimbursement Arrangement between NGCP and the Generation customer and there is no additional NGCP transmission charge and recovery of the annual revenue requirement that shall be passed on to the power consumers. Nevertheless, a service Agreement should have been filed on this particular case. The Opposition filed earlier also stated: Based on the foregoing premises, NGCP acted in bad faith and abused its discretion, as follows: 1) Integration and inclusion of the Malita – Matanao 230 kV Transmission line project as part of NGCP’s amended TDP for the 3rd RP; 2) Intentional and purposeful filing of the rate application further violating the rules of practice and procedure of the ERC with utmost disregard on submission of ultimate facts; 3) Conduct unbecoming, with prejudice to the best interest of the power consumers in Mindanao, and intention to recover

the CAPEX of the project by filing of a rate application instead of a Service Agreement to the ERC; and 4) Grave abuse of discretion by extending preferential accommodation to San Miguel Consolidated Power Corporation (SMCPC) on the implementation of the Malita – Matanao 230 kV transmission line project resulting to fraud, disadvantage, inconvenience, losses that resulted to the following: a. Exercise of the power of Eminent Domain on the inapplicability of the Malita – Matanao 230 kV Transmission Line Project to be a transmission asset; b. Implementation of Malita – Matanao 230 kV Transmission line project despite non – compliance on network, operational and security criteria of the PGC, particularly the non-compliance of N-1 contingency, resulting to a possible Mindanao Wide System Disturbance when SMCPC Unit No. 2 goes online; c. Consenting to financial losses burdened by existing Generating Plants during the implementation of System Integration Protection Scheme (SIPS), a contingency measure to temporary resolve the non-compliance of N-1 contingency, wherein automatic load dropping will be implemented by the System Operator, which is NGCP, in any breach on the single line outage scenario, particularly along the Davao – Toril 138 kV T/L section, resulting to force the existing Generating plants to reduce its generating capacity that would translate to financial losses; and d. Voluntarily exposing the Mindanao transmission system to security risks because of the noncompliance of N-1 contingency for a long duration starting 2017-2019 due to the latest reconfiguration of the Mindanao transmission system, with the addition of Malita – Matanao 230 kV Transmission line and two (2) units of SMCPC Coal Plant; e. Imminent and potential exposure of the Mindanao transmission system to Mindanao wide blackouts that could intensify the security risks not only for Davao but for the people of Mindanao, including the President himself, President Rodrigo R. Duterte. “The rate application should have been dismissed immediately by the ERC, considering that the filing is procedurally illegal since this project does not legally qualify for approval by the Honorable Commission and correspondingly, the said project should have been immediately excluded in the NGCP’s amended Transmission Development Plan and should be carved out from its Regulated Asset Base for the 3rd Regulatory Period in order not to allow NGCP from collecting unwarranted

transmission charges as part of NGCP’s recovery of the annual revenue requirement payable by the Mindanao power consumers.,” Apparently, the ERC approval on this NGCP project will not redound to the benefit of the power consumers, the complaint concluded.

The residents in San Pedro, Deloso said, endured many years of crossing the river using wooden fishing boats as a mode of transportation. Deloso said the bridge is now structurally by the Department of Public works and Highways (DPWH) to adapt to the changes in climate conditions. With the completion of the bridge, Deloso said the residents, especially the children in the villages of Pakahon, Tubod, Boa, and Batiano across the Caraga River can now travel and market their produce easily. Government services can also reach the villages. According to Deloso, the village farmers living across the river are overwhelmed by the breakthrough project which they say will help cut transportation time and cost. Malanyaon described the bridge as a symbol of the people’s unity and the convergence of all agencies of the government. This shows that the provincial government commitment that no one is left behind in terms of development. PNA

biomass-fed furnace, outdoor storage technology, pneumatic corn planter, improved corn sheller, maize aflatoxin control system, integrated pest management system and village-type compact corn mill. For high value crops, PhilMech has developed the multi-commodity solar tunnel dryer, whole cashew kernel sheller, cashew charcoal-fired oven, manual coffee pulper, cassava digger, cassava belt-dryer, soybean sorter, agricultural tramline system, coffee postharvest and processing system and the soybean postharvest and processing system. Estigoy underscored the importance of shifting to mechanized farming as this will improve efficiency on use of resource, increase productivity, reduce losses and value-adding. He noted the magnitude of postharvest loss in palay. The average contribution of milling loss is 34 percent and

drying with 36 percent to the total postharvest losses. While there are advantages of mechanized agriculture, Estigoy said there are also constraints like the high capital investment for the machines and lack of loan and credit to support the farmers. There is also the labor displacement since the country has cheap and abundant supply of labor and lack of livelihood programs to generate small rural enterprises and employment. Estigoy, however, stressed that there are also assistance from government by providing facilities like the multi-purpose pavements for drying, tramline system and mechanical dryers. As to farm labor, Estigoy said the government is looking at the possibility of also mechanizing farm service. Estigoy said there are other interventions. The government is providing avenue to pump-prime the agriculture sector with the involvement of the private sector to encourage to invest more in the production of machinery given that PhilMech has no mandate to mass produce machines. and economy of the area. “While all these infrastructure projects are pending completion, the Port of Cagayan de Oro is continually innovating and seeking temporary alternative processes to address the impact on vessel traffic congestion by delineating berth spaces for priority vessels, infusion of additional modern port machineries and equipment, implemented the observance of load cut-off time, and installation of AIS technology for safety, security and advance planning on berth allocation,” Butaslac said. “The port’s marketing viability has grown as existing shipping lines considered plying new routes and deployment of additional vessels; Cokaliong and Fiesta Shipping are increasing ship calls to daily; Meridian Shipping now ships its containers here, as have Lorenzo and National Maritime Corp (NMC).” Seems Cagayan de Oro PMO will just have to raise the bar further in the name of progress.

MATI CITY, Davao Oriental -- The remote San Pedro village in Caraga town, Davao Oriental is finally connected to the main town after the bridge destroyed by Typhoon Pablo in 2012 is finally completed.

Karen Lou Deloso of the Davao Oriental Provincial Information Office on Friday said the newlycompleted bridge will benefited hundreds of families mostly farmers living across the Caraga River. The Local Government of Davao City through the City Environment and Natural Resources Office (ENRO) celebrated its annual Ecofest last June, where two of the activities were held in the Cleanergy Park. The Ecofest Davao is a month-long celebration of the City Government of Davao that is held in June, which is declared as the country’s Environment Month. This aims to promote positive environmental actions in Davao and improve environmental awareness within the community. This year’s theme is “Connecting Dabawenyos to Nature, Building Sustainable Davao City through EcoAction and

Collaboration”. The City ENRO organized two events in the Cleanergy Park. The first event was the E-Tanom or Itanom, which is a Cebuano word that means to plant, held last June 8. Around 50 youth members of Let’s do it! Philippines planted mangrove propagules near the shore of the park. The other event was held last June 26 and was called the E-Suroy or Isuroy in Cebuano, which means to Tour. The Esuroy was held in partnership with the City Social Services and Development Office (CSSDO). This was meant for the abused and neglected children, who are now under CSSDO’s

care. The children were toured around the park and were educated on how they can help protect and save the endangered sea turtles. Davao Light Community Relations Manager, Fermin Edillon together with his team warmly welcomed the guests during the said events. Cleanergy Park is a project of Davao Light, a subsidiary of Aboitiz Power, in partnership with Aboitiz Foundation. It is a biodiversity park that is aimed to preserve the pawikan nesting grounds, be a home of many thriving bird species and help maintain ecological balance for other sea and land creatures.

the chief of the Applied Communication Division of PhilMech, said they are doing this so that the youth will teach their elders about modern farming and the mechanized technology. Importantly, the new applications will also encourage the youth to engage in farming. While the older farmers are not keen on technical literacy, Estigoy remains

hopeful the youth would engage in farming using mechanized technologies. During the TrainingWriteshop on Localization of Postharvest and Farm Mechanization Technologies for Regional Media in the Science City of Munoz, Nueva Ecija, Estigoy said the average age of farmers now is 57, voicing concerns that no one would replace them in the future.

“What will happen. We will be in a dismal situation. Walang papalit sa (No one will replace the) old farmers. The use of machinery is the only method to encourage the youth to engage in agriculture and be competitive,” he said. Aside from tapping the youth as intermediary, PhilMech also sees mechanization as one of the innovations to address

the gap. PhilMech, which is an attached agency of the Department of Agriculture (DA), is the country’s center for postharvest and mechanization development. It provides relevant technologies, practices and systems to the agri-fishery sector in the country. Among the technologies for grains are the grain moisture meter,

PhilMech taps youth to bridge technical literacy to farmers DAVAO CITY -- The Philippine Center for Postharvest Development and Mechanization (PhilMech) is tapping the young generation of farmers the technical literacy to aging farmers as attempt to encourage use of mechanized farming technologies. To arm the youth of technical knowledge on modern/mechanized farming, PhilMech collaborated with

agencies like the Department of Information and Communication Technology (DICT), PhilRice and Technical Education and Skills Development Authority (TESDA) to develop online applications for the youth, downloadable e-books on mechanization manual and national certificate courses. TESDA is also crafting agricultural manpower mapping Dr. Rodolfo Estigoy,
