Firms in Misor ordered to pay P2 billion taxes

Diarrhea outbreak in Misor contained, source known

Agusan Sur officials personally distribute relief packs to Marawi evacuees, soldiers

ILIGAN City––Provincial officials of Agusan del Sur has accomplished its humanitarian relief mission over the weekend to thousands of displaced residents of war-torn Marawi City now seeking refuge at evacuation center in a neighboring town in Lanao del Sur. Agusan del Sur is the first local government unit in the country to personally distribute the relief packs not only to internally displaced persons (IDPs) of Marawi but to battleweary Army soldiers still in the frontline in the war against the dreaded Maute ISIS group.

Agusan del Sur Governor Adolph Edward Plaza has led in the distribution of some 5,000 bags of rice containing 10 per bag and printed with “From the people of Agusan del Sur” to the IDPs seeking refuge at the evacuation center and the homes of their relatives in Pantao Ragat town.

Another 2,000 packs of assorted canned goods, bottled water and biscuits were also given to Army soldiers belonging to 4th

Mechanized Battalion based in Iligan City..

“We will pray that this conflict will end soon so you can go back home and lead normal lives again,” Plaza told the IDPs during the relief goods distribution.

Pantao Ragat Vice Mayor Mohammed Daud Nabil Lantud was grateful to the visiting local officials saying the relief supplies would be a big help to the IDPs considering that they have limited funds for the purchase of foods and other necessities of the evacuees.

“When they are happy, we are even more glad to see them smile,” Lantud told PTV 8 Agusan del Sur reporter Alexis Cabardo in an interview.

Col. Alex Aduca, commanding officer of the 4th Mechanized Battalion, said he will personally deliver the relief packs to his men in the battlefield in the besieged Marawi.

Some 1,100 families are now seeking temporary shelters with their relatives here and 300 were at the municipal evacuation center since the war erupted.

Meanwhile, the provincial government has turned over to the police 12 sets of Kevlar helmet and vest level 4 that will be used by the SWAT unit of the Provincial Police Office.

KIDAPAWAN City––Operatives of the Criminal Investigation and Detection Group (CIDG) in Region 12 arrested in an entrapment operation in General Santos City a businesswoman believed to be involved in largescale illegal recruitment.

Superintendent Elmer Guevarra, officer-in-charge of CIDG-12, identified the suspect as Sandra Berenguel, also known as Leslie Malinao, of General Santos City.

The arrest came after two of Berenguel’s recruits went to the CIDG 12 office in General Santos City to check on the suspect’s alleged criminal records.

Guevarra said Berenguel was found “clean” as there is no case filed against her. “No pending warrant of arrest, whatsoever, thus, she is clean.”

The complainants, however, insisted the suspect was engaged in illegal recruitment and that they were among her victims. They said Berenguel, on several occasions, had asked them cash payment in exchange for alleged high-paying jobs in Japan.

“In fact, the money they paid to Berenguel was not enough. The suspect, they said, was asking for more,” said Guevarra.

This drove Guevarra’s office to conduct an entrapment operation against the suspect.

On Friday at around 3 p.m., Guevarra said the complainants met with Berenguel in one of the restaurants inside a mall in General Santos City while his men were just around the corner.

When cash was handed over to the suspect inside the mall, policemen immediately arrested and brought her to the CIDG 12 office where she was placed under their custody.

Guevarra said the complainants are bent on filing charges against Berenguel.

He said the CIDG found out that the suspect was not just doing illegal recruitment in General Santos City but also in areas like Davao City, Davao del Sur, and other parts of Mindanao.

“We are made to believe her activity is large-scale since she operates in Central Mindanao and Southern Mindanao regions,” Guevarra said.

P resident R o d r i g o Duterte would spell out some major accomplishments of his f irst 100 days in office during the scheduled State-of-theNation Address (SONA) this month.

Undoubtedly, the President’s SONA would focus on the fight against illegal drugs, criminalities, and the ongoing Marawi conflict. An armed conflict that has drained the resources of the government – both human and logistics.

It i s e x p e c t e d t h at Duterte would also talk about the effort of the government to weed out the corrupt public officials in the government.

However, the President is aware that the fight against corruption in the government remains futile.

With officials who have mastered the art of kleptocracy, Duterte could only heaved a sigh of frustration knowing that even those who have been convicted of graft remain scot-free in the guise of “due process.” Somehow, many also have the suspicions that, it is, actually the corrupt judicial system that allowed the corrupt public officials to thrive.

Obviously, in his SONA, Duterte would qualify his failure to run after the corrupt public officials because of the efforts he is spending on the fight against the terror groups in Marawi, in particular, and in Mindanao in general.

Consequently, Duterte would again reiterate his promise that the corrupt public of f icia ls wou ld be next in line after the Marawi conflict is over. As usual, the President might again issue the warning: “You’re [corrupt public officials] are numbered.”

Isn’t it a monotony?

Well, ever since Duterte came to power 100 days ago, the publicly known corrupt officials appeared to have enjoyed the President’s blessings. Not only that, there are insinuations that the corridor of power in Malacañang is now even contaminated with underlings occupying sensitive positions.

These people don’t deser ve to be there! Will the President look into it? Anyway, will anyone believe of the President’s obsession to weed out the corrupt public officials in the government? Not unless, one sees a sample!

-0While the raging war in Marawi continues, the move of President Duterte to reopen the stalled peace negotiation with the Communist Party of the Philippines and the National Democratic Front (CCPNDF) in August this year is a welcome relief. As a sign of goodwill, Duterte issued a conditional pardon last week for the release of imprisoned 10 CPP-NDF leaders.

This is to proclaim, using Biblical proof, His truth---that Jesus is God and Savior, and is God the Father, Son, and Holy Spirit, to enable those who will believe this truth to be forgiven of their sins, and to be entitled to be in Paradise in eternity.

Second, this purpose is to be fulfilled by the “nation”---or His Church, in fact, consisting of His disciples who will be called His children, and who will be infused with the blood of Jesus as a sign of their forgiveness---that He has chosen and would send from the “east”, or “far-off land”, as He has in fact already chosen and sent them.

-oooJESUS HAS HIS OWN CHURCH: This is the reason why we have been dealing here, in this column, with the specific parts of the Bible where there is proof that shows Jesus is God and Savior, and is God the Father, Son, and Holy Spirit. Today, we shall talk about the proof given

by Peter that Jesus is God and Savior.

This particular proof can be found in Matthew 16. From a reading of this chapter, particularly its verses 1 to 20, we are told of the stories of Jesus encountering the unbelief of the Pharisees and the Sadducees who were testing Him and asking Him to give them a sign from heaven, and even of the unbelief of

His own disciples, by them failing to understand who He really is.

These two stories of unbelief in Jesus would seem to provide the appropriate background for the ensuing dialogue between Jesus and His disciples, where important matters were clarified

by Him, laying down the foundations, as it were, of the belief in Jesus as God and Savior, and of His own Church that Jesus said He will put up.

-oooPETER TO JESUS: “YOU ARE GOD AND SAVIOR”: In the dialogue, Jesus first asked His disciples who the people thought He was, and the disciples said the people thought He was just another prophet---and, therefore a man. Obviously not liking the answer, Jesus then asked His own disciples, who had been with Him for some time already, witnessing what He had been preaching and doing, who did they think He was.

Peter, evidently led by the Holy Spirit, answered Jesus. Many translations of the Bible now say that what Peter said was “You are the Messiah, the Son

of the Living God”, but as far as the studies of the AND KNK are concerned, it would appear that what Peter really confessed was that, “You are our God and Savior.”

Hearing that, Jesus said Peter’s faith about who Jesus truly was represented a “rock of faith” which God the Father gave to Peter.

Jesus then disclosed that, on the basis of this “rock of faith”, that is, that Jesus is God and Savior, He will build His Church, which will be the Church of Salvation because “the gates of hell will not prevail against it”. More of this next Saturday, God willing.

CDO farmers benefit from season-long training on selected vegetable agribusiness Around 30 farmers from the city graduated from the season-long training on selected vegetables agribusiness held on July 7, 2017 in Canitoan, Cagayan de Oro City. The season-long training ran from March to July 2017 and was spearheaded by the Australian Center for International Agricultural Research (ACIAR) and the Landcare Foundation Philippines, in partnership with Normin Veggies Marketing Cooperative, the Local Government Unit (LGU) of Cagayan de Oro City, and private stakeholders and supported by the Department of Agriculture – Regional Field Office 10 (DA-RFO 10). With the theme, “Ang panguma isip usa ka negosyo, makauswag sa kinabuhi,” the training was participated by the members of the Canitoan Farmers Multipurpose Cooperative (CAFAMCO) and the Pagatpat

Cagayan de Oro Farmers Association Incorporated (PACAFAI), in which they were taught on land preparation, soil sampling, and strategies on planting vegetables such as eggplant, tomato, string beans and ampalaya. Claveria, MisOr get P355M, P210M tobacco excise tax windfall

CAGAYAN DE ORO – For growing Brightleaf tobacco, the town of Claveria gets more than P355, 666.474, which is 40-per cent of the P700-million share of the tobacco excise taxes for the year 2015 while the province of Misamis Oriental takes P210,166,552, 30 percent of the share, the Department of Budget and Management disclosed recently.

On the other hand, the remaining 30-percent is distributed evenly among Misamis Oriental’s 23 towns and three cities at P5.388,886 each.

The Brightleaf or Virginia-type of tobacco is grown in 1,231 hectares by 1,375 contract growers in Claveria, 71 kilometers southeast of this city, according to Ma. Mercedes Ayco, tobacco production and regulation officer for Mindanao of the National Tobacco Administration (NTA).

The Phillip Morris For-

tune Tobacco Corporation (PMFTC) had invested $50-million for establishing the production systems and on-site processing of the crop in this town since 2012. The NTA noted that the annual production in 2015 hit 1,314, 969 kilos, or more than 1,300 metric tons, thus qualifying the province as recipient of the special financial support.

Under Republic Act 7171, which promotes the development of farmers in Virginia-tobacco producing provinces, Misamis Oriental is entitled to ‘’the special support fund for developmental projects to be implemented by the local governments of the provinces concerned.’’

According to DBM guidelines based on RA 7171, the special support fund to the Virginia tobacco-producing provinces shall be utilized to advance the self-reliance of the tobacco farmers through: *Cooperative projects that will enhance better

quality of products, increase productivity, guarantee the market and as a whole increase farmers’ income; *Livelihood projects particularly the development of alternative farming system to enhance farmers’ income; *Agro-industrial projects

that will enable tobacco farmers in the Virginia tobacco-producing provinces to be involved in the management and subsequent ownership of these project such as post-harvest and secondary processing like cigarette manufacturing and by-product utilization; and

*Infrastructure projects such as farm-to-market roads.

The tobacco excise funds comes from the proceeds of fifteen percent (15%) of the excise taxes on locally manufactured Virginia-type of cigarettes.

The funds allotted shall

be divided among the beneficiary provinces pro rata according to the volume of Virginia tobacco production. Towns where tobacco is grown gets 40-percent share, while the province gets 40-percent share and the rest of the towns and cities in the congressional districts of the province claims the rest of the 30-percent share, the DBM guidelines says. Misamis Oriental qualified as beneficiary as its annual production of Virginia leaf tobacco reached more than one million kilos in 2015.

Under Republic Act 10351 passed in 2013, the sin tax reform law, taxes on cigarettes and tobacco products increased by about 117 per cent. The 2013 tax policy is a legislative measure to fulfill the country’s commitment to reduce the demand of tobacco under the World Health Organization Framework Convention of Tobacco Control, of which the Philippines is a signatory.

Call centers expect high growth under new tax reform

THE thriving business process outsourcing sector will keep its global competitiveness in the export market despite the implementation of a progressive tax reform program because, contrary to the apprehension of certain industry stakeholders, the foreign services of BPO companies in special economic zones (SEZs) will remain exempted from the valueadded tax (VAT), while those outside SEZs, including those registered under the Board of Investments (BOI) will retain

their zero-rated status.

Undersecretar y Karl Kendrick Chua of the Department of Finance (DOF) said the aim of the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN), the first package of the Duterte administration’s comprehensive tax reform program (CTRP), is to limit the zero-VAT rating to exporters and remove such a preferential treatment similarly accorded to suppliers of exporters, or what are referred to as “indirect exporters.”

“The fear that the Philippine BPO industry will lose

its competitiveness because of the proposed tax reform has no basis. Certain industry stakeholders are likely misinterpreting the provisions of the bill,” Chua said.

“There is no change in tax policy here for exporters.”

Chua explained that receipts from domestic services are already subject to 12 percent VAT, and will remain so with the proposed tax reform. “This has already been the case even before we proposed the TRAIN bill.”

“Receipts from foreign services within the SEZs of the Philippine Economic

Zone Authority (PEZA) will remain VAT-exempt, as is the case now, because they are outside customs territory by legal fiction, or zero-rated if the exporters are outside the special economic zone, including those that are BOI-registered,” Chua said.

“As for exporters outside SEZs, they are zero-rated on VAT payments and are entitled to get back their VAT payments once they apply for such refunds under the proposed 90-day refund system, while all other taxpayers, including suppliers to exporters will have to pay the VAT,” Chua said.

However, Chua made it clear that the proposed TRAIN, as outlined under House Bill No. 5636, explicitly provides that the zero-rated VAT privilege of indirect exporters will be removed only “if and when a credible and enhanced system is put in place” that will allow affected companies to get cash refunds of their VAT payments within 90 days after their filing of VAT refund applications with the Bureau of Internal Revenue (BIR).

“The concerns raised

by the BPO sector against tax reform appear to be misplaced. They will remain competitive as demand for their services are driven by the high quality of service and talent they offer. The tax policy in the BPO sector will remain the same even after TRAIN,” Chua said.

HB 5636, which was the version of TRAIN approved by an overwhelming majority of the House of Representatives before the sine die adjournment of the 17th Congress, aims to slash personal income tax rates, lower donor’s and estate taxes, and, at the same time, adjust the excise taxes on fuel and automobiles, broaden the VAT base and implement a tax on sugarsweetened beverages among other measures.

HB 5636 is a consolidation of the original tax reform bill—HB 4774—filed

by Quirino Rep. Dakila Carlo Cua, with 54 other tax-related measures.

President Duterte has certified the proposed TRAIN as an urgent and priority measure, pointing out that it will help ensure the financial sustainability of the government’s ambitious agenda to sustain the

country’s growth momentum and accelerate poverty reduction via a massive spending on infrastructure, human capital and social protection for the poor and vulnerable sectors.

Finance S ecretar y Carlos Dominguez III said the DOF will continue to hold dialogues with senators during the remaining weeks of the congressional break to explain to them the merits of the tax reform package and convince them to retain the original DOFendorsed version outlined in Cua’s HB 4774.

Dominguez said TRAIN is designed to help guarantee a steady revenue flow for the Duterte administration’s unmatched public investments over the next half-decade to support its envisioned “Golden Age of Infrastructure,” attract investments and create jobs, cut the poverty rate from 21.6 percent to 14 percent, and transform the Philippines into an upper middle-income economy by the time the President leaves office in 2022. ROTARY Club of Cagayan de Oro brought home the tried and tested WIWAG crash course for college business students in a series of sessions which culminated Saturday at Pilgrim Christian College.

WIWAG, an exclusive offering of Bato Balani Foundation, is targeted for graduating Business Administration students which digitally simulates running a real enterprise.

Rotary Club of Cagayan de Oro is Bato Balani Foundation, Inc.’s local partner and the Rotarians wasted no time in inviting students from Xavier University, Liceo de Cagayan University, University of Science and Technology of Southern Philippines (USTP), Capitol University, Lourdes College and host Pilgrim Christian

College to participate in the course which ran for three days.

It was the third time the Rotary Club of Cagayan de Oro hosted such endeavor here, the last two done during the new academic year.

Students were immediately grouped into five with each group assigned to be executives of the respec-

tive mock company that they created. One served as chief executive officer, another as chief operations officer, chief finance officer, chief marketing officer, chief personnel officer, etc.

RESOLUTION NO. 17-117 WHEREAS, in order to decongest the City Proper from vehicular traffic, obtain a more effective and realistic control of traffic and to avoid illegal parking by violators, the Iligan City Government in 2004, decided to establish and operate an Integrated Bus and Jeepney Terminal (IBJT)-South Iligan located at Camague, Barangay Tubod, to regulate and control the southbound provincial bus, jeepney and van and other public utility operators from entering the narrow city proper highway and streets of the city of Iligan; WHEREAS, the lease by the city of the lot where the Integrated Bus and Jeepney Terminal (IBJT)-Southbound, is located is covered by a Lease Contract, which has been renewed several times, the terms and condition stipulated therein, governed the contractual and respective obligations of the parties; WHEREAS, when the administration of Mayor Celso G. Regencia assumed, the lease contract involving the Southbound Terminal was put to question with the Office of the Ombudsman in Ombudsman Case OMB-MC¬14-0061 entitled: Dexter T. Sumaoy vs. Lawrence Ll. Cruz, et. al., which ruled in favor of the complainant. The ruling of the Ombudsman is still being challenged by the respondents.

WHEREAS, previously, the body passed and adopted Resolution No. 16-391, whereby the Honorable City Mayor Celso G. Regencia requested for an authority from the body that he be authorized to file and initiate a complaint or petition to be filed in Court to cause the rescission of the Lease Contract with the Lessor of the Iligan Southbound Terminal; WHEREAS, faced with its eminent closure, the Committee on Economic Enterprise recommended for the transfer of Southbound Integrated Bus and Jeep Terminal to the football field of the former National Steel Corporation in Barangay Suarez, Iligan City; WHEREFORE, on motion of Member Eric M. Capitan, duly seconded by Member Petronilo G. SECTION 2. - Name of the Terminal - For the sake of clarity, the temporary terminal shall be named as Integrated Bus and Jeepney Terminal (IBJT) Southbound NSC and the old terminal as Integrated Bus and Jeepney Terminal (IBJT) Southbound Camague.

SECTION 3. Role of the City Engineer’s Office - The City Engineer’s Office shall see to it that there is enough vehicles’ space, stalls and comfort rooms constructed for the transferee-vendors, vehicles and users.

SECTION 4. EEDMO- EEDMO shall only effect the transfer once the stalls and the areas for the vehicles are in place and ready, with names and numbers marked on the new stalls and signages for the different PUJ and Bus Line Operations are in put in place.

SECTION 5. Fees - All existing fees collected at the former Integrated Bus and Jeepney Terminal-Southbound at Camague shall be applied at the temporary Integrated Bus and Jeepney TerminalSouthbound NSC. SECTION 6. Routes for Provincial Passenger Vehicles from the South going to the temporary Integrated Bus and Jeepney Terminal -Southbound NSC - The routes of the Provincial Passenger Vehicles from the South going to the temporary Integrated Bus and Jeepney Terminal -Southbound NSC like the Linamon Line, Bacolod Line, Kauswagan Line, Kolambugan Line, Kapatagan Line, Balo-i Line and those passenger vehicles coming from Lanao del Sur and Marawi, shall follow the same route as stipulated under City Ordinance No. 05-4773. Except of the passenger buses going to the Integrated Bus and Jeepney Terminal-North at Tambo, they are refrained from entering the City Proper.

Upon arriving at the NSC area, they shall execute right turn going to the terminal. In going back to their destination going south, after exiting the terminal and upon arriving at the Diosdado Macapagal Avenue (National Highway) they shall execute left turn then back to their destination in the south.

SECTION 7. Provincial passenger vehicles mentioned above are not allowed to pick-up passengers, except at the Integrated Bus and Jeepney Terminal-Southbound.

SECTION 8. Stalls of the Integrated Bus and Jeepney Terminal -Southbound NSC - The guidelines regarding the establishment, fees and usage of the stalls of the Integrated Bus and Jeepney Terminal (IBJT) Southbound NSC, shall be under the guidance of the Economic Enterprise Development and Management Office (EEDMO).

SECTION 9. Funds - The Iligan City Government shall allocate the necessary funds for the construction of vehicles sheds, stalls, comfort rooms and other amenities to make the users of the terminal comfortable and safe as possible.

SECTION 10. Penalty-The penalties as stipulated in other traffic related ordinances of the city not amended and are still active shall apply.

SECTION 11. Effectivity.-This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that: SECTION 1. There shall be ADOPTED, as the same is hereby ADOPTED the Iligan City Bus and Jeepney Terminal (IBJT)-Southbound (NSC) Traffic Scheme as identified by the Iligan City Bus and Jeepney Terminal (IBJT) Management Board.

SECTION 2. Repealing Clause. All previous ordinance, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

The Department of Education as the powerhouse of knowledge acquisition and the pillar of camaraderie and cooperation launched an advocacy which is an epitome of Filipino values of volunteerism – the School Maintenance Week or the popularly known as Brigada Eskwela. As the catalyst of change, the department envisions a nation of proactive individuals crafted to build an edifice of unity in diversity where everyone has his or her share of responsibility towards the attainment of education among Filipinos.

The school as the prime mover and front liner of the campaign plays a vital role in its full implementation.

The idea of having Brigada Eskwela might have sprung from the notion of simply preparing the school like cleaning the ground and the classroom before the classes start. However, through the years, it has gained an utmost support from its stakeholders both in the government and private sectors. No one seems to care since its launching in

2011 but with the advent of modern technology, it has reached its widest dissemination of information which leads to the success of the program and attainment of its purpose.

It is impressive to note that Brigada Eskwela became the avenue to foster the legacy of Filipino trait of bayanihan or the so called spirit of kinship.

It shows that volunteerism is an impeccable trait that withstands the Filipino character and that there are still people who are willing to support the government’s worthwhile endeavors if given the chance.The objectives of the said advocacy continues to fascinate and delight every individual that sees the significance rather than the flaws. There I no better sense of gratitude than being able to exemplify a little act of kindness that paves the way to seeing children in school feel the warmth of a learning environment truly made for them and thus preparing them to become better citizens.

Magnitude 4 quake hits Davao Oriental A magnitude-4 struck the province of Davao Oriental on Sunday morning, according to the Philippine Institute of Volcanology and Seismology (Phivolcs) In an advisory, Phivolcs said the earthquake occurred at 10:03 a.m., with its epicenter traced at 55 km east of Governor Generoso, Davao Oriental.

The tectonic earthquake had a depth of 60 km.

Phivolcs said that there are no expected damages and aftershocks from the temblor.

On Thursday, a magnitude-6.5 earthquake hit Jaro, Leyte, causing casualties and widespread damage in structures in the province and other neighboring areas. PNA

Basics in Filipino literature

FILIPINO literature is associated with the Philippines from prehistory through its colonial legacies and on to the present.

Pre-Hispanic Philippine literature is actually epics passed on from generation to generation originally through an oral tradition.

However, wealthy families especially in Mindanao were

able to keep transcribed copies of these epics as family heirloom. One such epic is Darangen, an epic of the Maranaos.

A portion of early modern Filipino literature was written during the American period most often as expression of post-Hispanic nationalism by those who had either been uneducated in Spanish or had lived in the Cebuano-speaking cit-

ies and whose principles entered in conflict with American cultural trends.

Such period of literary production is known as Edad de Oro del Castellano en Filipinas. Some prominent writers of this era were Wenceslao Guba and Claro Mayo (drama and essay), Antonio Abad and Guillermo Wyndham (narrative) and Fernando Ma. Guerrero and Manuel Bernabe

(poetry). The predominant literary style was Modernismo which was influenced by the French Parnassien and Symboliste schools as promoted by some Latin American and Peninsular Spanish writers.

We can therefore conclude that Filipino literature is a diverse and rich group of works that has evolved side by side with the country’s history.

“Initially, we would explore the legal implications of the matter with the company before we will take the necessary action.

If after exhausting all legal means, the companies still refused to pay the taxes, then we would advise them to get out of the Phividec,” Benaldo said.

The Phividec, created on August 13, 1974 by Presidential Decree 538 as amended by PD 1491, is owned and controlled corporation of the government of the Republic of the Philippines.

Benaldo said that under the charter, the PIE-MO mandates the government to “levy, assess, and collect real property tax on real properties within the industrial economic zone.

The PIE-MO in Misamis Oriental, the only industrial economic zone in Northern Mindanao, occupies about 3,500 industrial lands that straddled in the towns of Tagolo-an, Villanueva, and Jasaan, all on the east coast of Misamis Oriental.

He said that 50 percent of the tax collected would be remitted to the national government treasury to build infrastructure, build hospitals, construct roads, buy medicines, provide education and livelihood.

The fatalities were identified as Shim Poligrabes, 26, of Poblacion, Medina and Alfonso Magallanes, 71, also of Medina, who died while being treated in a hospital in Cagayan De Oro Friday.

Health officials reported that the “diarrhea outbreak” in Medina stated in July 1 during the town’s anni-

versary celebration after hundreds of people watching various events in the town reportedly drank the contaminated water distributed by the Medina Rural Waterworks System Cooperative (MERWASCO).

Chan said that health officials have identified one of the “spring water sources” in the village of Macau along the coastal area of Medina as the source of the contamination.

He said that a water analysis conducted by a private company in Medina showed that one of the spring water sources was contaminated with “e-coli bacteria” from animals and human waste.

The “e-coli bacteria” gained access to one of the spring water sources during high tide because the coastal water seeps into the spring water.

“We have ordered the closure of the contaminated spring water source until corrective measures are in place. The other spring source located in the same area in Macau was not contaminated because it is inaccessible by high tide waters,” Chan said.

He said that the provincial government of Misamis Oriental through the Provincial Health Office has been providing adequate medicines during the diarrhea outbreak.

Provincial governor Yevgeny Vincente Emano said Monday that the PHO was on standby and would take over the health management of Medina at any given notice.

“Actually, the report of Mayor Chan that only four patients were admitted Monday, was a relief because had the patients reached 10 persons, the PHO would immediately take over the health management of Medina,” Emano said.

When Port Manager Isidro V. Butaslac, Jr. assumed office in November 2014, the port was so congested with infrastructure and operational constraints it didn’t seem possible it could be a factor in helping attain the NEDA vision.

Ship calls were dropping 6 percent, gross registered tonnage (GRT) had zero growth, waiting time had ballooned to 74 percent and passenger traffic on a downtrend with the steady growth of container volume the only positive note.

Worse, there was congestion all over: at the quay, at the gates,at the container yards where containers were piling up, and at the Macajalar Bay where incoming vessels were queuing while waiting their turn to berth.

Tuesday, July 11, 2017 Not surprisingly, truckers, shippers and ship operators began looking elsewhere for more efficient and less costly options.

Yet, ship calls rose 10 percent by 2015, and further to 20 percent last year.

GRT spiked to 22% before settling to 9 percent, waiting time increased to 159%, passenger traffic was up 5%, cargo volume by 13% for two straight years, and container traffic continued its double digit ascent with 15 and 20 percent growth.

When Butaslac reported the port’s performance during the Philippine Port Authority’s annual managers conference in 2016, he was asked how Cagayan de Oro PMO attained its unprecedented revenues and operational performance despite all the constraints.

“We attained revenues of P308,720,318 in 2016, a 16.25% increase over the previous year, handled total cargo throughput of 8,618,701 metric tons (MT), total shipcalls of 16,558 (an 8% increase) and 2.84 million passengers, (a 15% increase over the previous year),” Butaslac reported.

Holistic solutions The Macabalan Port management team strategized three solutions to address its urgent and long term problems.

First, the team proposed “people solutions” by getting all stakeholders to buy into a long term vision for the port the way they liked it to be.

Butaslac met with the Philippine Liners Shipping Association (PLSA) to discuss their problems and crafted a long-term infrastructure development plan dubbed “7 Pillars of Development”. The Port Management Advisory Council was expanded and strengthened as the Port and Maritime Advisory Council (PMMAC) to endorse the programs for the entire jurisdiction from Laguindingan to Balingoan, Misamis Oriental.

“We also asked our people to adopt a new mind set and understand this was the best way forward,” Butaslac said. “For instance, we are ISO 900:2008 certified for vessel entrance and clearance. Unless we issue the clearance in 3

minutes, we lose our accreditation. We are also certified for Port Safety, Health and Environmental Management System (PSHEMS) which is equivalent to Environment Management Systems ISO 14001:2004 and Occupational Safety & Health Assessment Series (OHSAS 18001:2007, and ISO 9001:2008. These accreditations set standards for performance by our people.”

Next, the team instituted Systems and Procedures and Processes for vessel and cargo processing.

For instance, Butaslac instituted Daily Berthing meetings and Daily Vessel Pre-planning. A PPA unit meets daily with vessel agents, representatives, and owners dailyto discuss the Estimated Time of Arrival, Availability of Berths, Departing and Arriving vessels.

“Every stakeholder is furnished the berthing minutes by emailso everyone remainsinformed wherever he is in the world provided he has an internet connection,” Butaslac said.“The minutes form the basis for vessels’ berthing guide and berthing permit so you know when and where your vessel will be accommodated in the dockside berths.”

In a controversial move to optimize space for cargo processing, the PMO let lapse all leased areas within the port proper used by shipping firms as container yards effective January 2016, resulting in a gain of 18,224 sq.m. without constructing a new back up area.

“Thus, while the wharf extension and reclamation was ongoing, we instantly had a surplus area that we developed as a back-up area for container handling. By dedicating Berths 8,9 and 10 exclusively for container handling, we increased containerized cargo throughput resulting in revenues which more than made up for the foregone revenues from leases of shipping companies. From a 50/50 ratio of container vs. conventional cargo packaging ratio, the port is now looking at a 70/30 ratio that is still increasing,” Butaslac said.

The port has also upgraded its capacity to move

containers as well as expanded the area to accommodate containers.

“As of June 15, 2017, with the arrival of another Rail-Mounted Gantry Crane paired with 3 Rubber-Tired Gantries (RTGs) deployed

by Oroport, Cagayan de Oro Port has a total of four (4) RMGs and nine (9) RTGs,” Butaslac said.

The termination of the leases also addressed the proliferation of empty containers which still plagues most major seaports. The team aims to gain an additional 5,040 sq.m. for containerized cargo by moving an existing open transit shed to the reclamation area once it’s completed by year end.

But the changes did not come easy. Butaslac said to effectively institute the people measures and the systems, procedures and processes, the PPA employees had to buy into the necessary cultural and organizational changes.

“Motivating, patience, mentoring should always be there. After instituting the measures, I had no doubts revenues would increase even after leases were allowed to lapse.”

“Plug the gates, change the guards to effectively implement the innovations inside, it would serve as a filter. From 72 permits in 2013, there are now almost 300 meaning more business permits are being registered, so our increased revenues came from efficiency. Last year we sustained our revenue gains with another 16% on top of 36% from 2015.”

An important factor in the gains of the past two years was the PMO’s pursuit of the PPA’s overall strategy of “Ease of Doing Business.”

As the pilot area in Mindanao for the Electronic Payments System (e-payment), registered clients can now enter transactions online offsite and pay vessel, cargo charges through the Land Bank of the Philippines. The e-payment Management System makes it very easy to register, that clientsnow only need 2 documents (from 13 previously, to 6 at the OneStopShop).

Engineering solutions For the long term, the PMO team has programmed

its 7 Pillars of Development infrastructure program which would not only address but help sustain the region’s growth over the following decades.

To address passenger congestion, a modernP277million passenger terminal building is now under construction. It is a two (2) story building with amenities like a pre-departure waiting area, shops (catering to passenger needs), screening area (x-rays), comfort rooms (male, female & PWD), boarding gates, escalators and moving sidewalks, and others. It will be the most modern passenger terminal facility in the country when completed early 2018.

My Vision for Don Marcelino is a dream nurtured ever since I started my career in public service. I call it: THE M.I.K.E AGENDA. M M stands for Management. Our LGU is an institution and an organization. Like any other, it needs to be managed properly and responsibly. This includes responsible fiscal, personnel and organizational management.

I am pleased to report that as of the 1st Quarter of 2017, we have complied with the mandate to become transparent and accountable in our three conspicuous places and uploading the same in the full disclosure policy portal. We can check all our financial documents including our: Annual budget\

Gender and development accomplishment report Annual procurement plan Debt service and, Statement of receipts and expenditures, In the FDP BOARDS LOCATED IN THE MUNICIPAL HALL, PUBLIC MARKET AND ABC HALL. YOU CAN ALSO CHECK THE WEBSITE FDPP. BLGS.GOV.PH for the electronic copies these documents.

We are the First Municipality to completely upload our financial documents for the second and third quarter of 2016 and 1st Quarter of 2017.

We also conducted a successful transition of properties, financial documents, personnel records and other pertinent government properties from the previous administration to the current administration Last June 15, 2016. Our Acknowledgement and gratitude to our former Mayor and now our respected Vice Mayor John H. Johnson for Paving the way towards a smooth and Efficient transfer of obligation and responsibilities.

We have also formulated our development plans. Last May 31, 2017, the sangguniang bayan approved our Municipal Comprehensive Land Use Plan (CLUP) and integrated DRRM concerns to our plans through the use of Geographical information system technology.

This administration also believe that good management starts at home.

Thus, it is also a priority to develop and improve the seat of our local government, our municipal hall and compound.

At present, we have already spent an estimated 800,000.00 Pesos to complete the concreting of our municipal hall drive and refurbish the various offices within our building. Ang kabag-ohan sa atoang munisipyo dili lamang kutob dinhi. Naa

pa’y nagpaabo sa mas dako,mas nindot ug mas ikapasigarbong munisipyong maoy mosalamin sa damgo ug panlantaw sa katawhan sa Don Marcelino.

Of course, management also entails the wise use and collection of resources which we can use for our programs, projects and activities. Thus, our collection of local sources of income should be managed well. In 2016, we have collected 999,305.00 for our Business tax. This further increased in the first quarter of 2017,with almost half of the previous collection at 405,902.81 already collected by our municipal treasury. This covers 252 business renewals from last year’s 171 and 238 new business registrations from last year’s 150. Total business establishment bloomed to 490 units from 2016’s 321 units.

I I stands for investment.

In order to achieve our dreams and aspirations, we have poured our resources, our time and our efforts in the implementation of our PPAs.

For our infrastructure development, we have spent the 4,842,295.00 pesos for our project including the construction of Kasa Day Care Center, Public Market renovation, town site streetlights project, embankment of proposed transport terminal, repair of our heavy equipment’s and support to our indigenous Filipino school project. These project have a hundred percent financial and physical accomplishment for the second semester of 2016.

More than 50% of our current budget amounting to an Estimated Sixty-Eight Million has been subdivided and allocated to our programs as mentioned.

For 1st Semester of 2017, we have already physically and financially completed infrastructure project worth 6,423,366.55. this includes concreting of streets, 2nd phase of our townsite streetlight project and public transport terminal as well as the establishment of our Don Marcelino boundary landmark.

Aside from this, we have also an estimated Twenty-seven Million (27,000,000.00) for our infrastructure development.

We have allocated more than 5,000,000.00 pesos for our peace and order activities.

Another 6,000,000.00 was allocated for our gender and development and disaster risk reduction and management was allocated an estimated 5,000,000.00.

We have also poured an anitial 4,856,657.00 for our agricultural programs. For social services we have an initial 2,855,294.00.

Our civil society organizations are also part of our investment priorities.

Last April 1, 2014, we have awarded the Sangguniang bayan accredited Don Marcelino Tricycle, Operation and Drivers Association ( DOMATODA ) With an assistance amounting to SEVEN HUNDRED THOUSAND (700,000.00).

Part of our Investment efforts is also banking on the beauty and diversity of Don Marcelino. Thus, I have emphasized tourism as one of the flagship programs of my administration.

To boost this efforts, our sanguniang bayan passed ordinance no. 18, series of 2017 enacting the municipal tourism code of Don Marcelino. We have also created our municipal tourism council and formulated our Tourism Master Plan. I am proud to present our Tourism Campaign titled “ADVENTURE DON MAR:IT’S NOT THAT FAR.”

Last June 17-18, 2017, we have successfully conducted a Capacity Building Workshop for Tourism Development to our 15 Barangays, Women organizations, DEPED, PNP, BUSINESS SECTOR, INDIGENOUS PEOPLE, YOUTH AND OTHER STAKEHOLDERS. We have inventoried our local sceneries, plan for the improvement of our road networks and further improve our infrastructures.

We have also generated jobs through our Public Employment Service Office.

As of now, we have 388 new employees in response to job vacancies placements.

All of this brings us to the letter K in my agenda. KEYNOTE. So what is the Keynote of my administration? Unsa ang kinauyokan nga tumong sa atoang mga gipambuhat ug Gipaningkamutan. My keynote is development. Paglambo. Dili lamang sa pipila kundili sa kadaghanan.

In Agriculture, We have provided an ESTIMATED SIX MILLION (6,000,000.00) Pesos for crops including the provision of farming equipments like sprayers and farming tractors. Seedlings including cacao, coffee, vegetable seeds and Rubber.

For our corn program, we have implemented an Estimated one Million (1,000,000.00) pesos of corn Equipments for our corn Farmers. We have established an Agriculture demo farm at Brgy. Lawa and we had a test run for Cassava grate and Brgy. Nueva Villa.

For our Livestock an Fisheries, 700 farmers from our 15 Barangays benefited from our animal health care monitoring program. 1300 farmers received our routine services on vitamin administration, deworming and castration. We have also conducted a partial identification of the area for community fish landing center in Brgy. Talaguton. An estimated Two Million (2,000,000.00) Pesos was allocated to cater to these programs.

Our farmers also enjoyed capacity enhancement raining, as part of our mandate to capacitate our women farmers. More than 50 members of our Rural Improvement club participated on our training for white corns. I am proud to say that we have also integrated climate change adaptation measures In our agricultural PPAs including training our farmers for ADLAY PRODUCTION AND VALUE ADDING PRODUCTS. We also have our eyes on our youth farmers particularly our out of school youth. 2 youth farmers, both members of our 4H Club of the Municipality have undergone a seminar on food processing with good manufacturing practices and one youth farmer benefited for our adopt a farmer program.

Our accomplishments in our agricultural efforts would not be possible without our continuous coordination with the Department of Agriculture Specifically the Bureau of Fisheries and Aquatic Resources (BFAR) And the Agricultural Training Institute (ATI).

For Social Services Delivery, 190 Don Marcelinians became beneficiaries of our sustainable livelihood program.

All of them finished their skills training and graduated from the COR JESU College. 31 of them Are NC 2 Food and Beverage Completers, 40 were trained on massage services, 40 finished their Training as Security guards and 79 learned about poultry raising.

Our administration also prioritized the welfare of our senior citizens, currently, we have a total of 1767 social pensioners. They have received financial

While we focus on our people at their old age, we also have special care for our young citizens. Our Day Care program is more robust. As of this period, we boast of 34 day care teachers and 14 SNP Workers from 2016, we catered to 1,620 Day Care students to 1740 children in 2017.

The economic empowerment of women is also a priority which we have untirelessly advocated. As of this reporting, 25 women and KALIPI members who will undergo productivity skills. Women in Especially difficult circumstance as well as SOLO parents are also given assistance worth an Estimated 550,00.00.

Under our gender and development, 40 Nagkadoma Women became recipients of our livelihood program.

For our health services, various continuing health programs and services were rendered to our municipality.

To highlight a few, we continue our advocacy for reproductive health. 79 married women in their reproductive ages were given protaction,59 women beneficiaries were screened for early detection on cervical cancer, 349 pregnant women were given prenatal and postnatal services and 115 Barangay health workers were trained on basic health programs.

Our children were given immunization which is garantisadong pambata.

3,548 under 2 years old and 3,856 under 5 years old received free immunization.

We also monitored the health status of 5261 under five children.

We also Conducted an activity for the WORLD MALARIA DAY AT BRGY. Nueva Villa. An OPERATION TULI CAMPAIGN were also conducted in BRGY. Talaguton, Lawa, Baluntaya, North Lamidan, South Lamidan and West Lamidan, Dalupan, and Lanao.

For our Peace and Order, the Various issues and challenges of our current administration including the massive Anti-drug abuse campaign and the declaration of the martial law for the whole of Mindanao were main points in our agenda for development.

Peace and Order for our Anti-drug abuse activities, I am proud to report to all of you that the first barangay to present its drug clearing requirements hail from the municipality of Don Marcelino. We have conducted drug clearing activities based on our Masa Masid and Community Rehabilitation Mandate from the DILG. We have conducted module 1-4 Involving Counseling, Community

activities and seminars based on our provincial CRN Plan titled the auding plan. Our municipality currently supports 529 voluntary surrenderees for reformation (VSRS). We have allocated a total of 600.000.00 for this campaign, in our VSRs will graduate on November 2017 after they passed all the training given to them.

We have also conducted a double series of enhancement training for our barangay peace keeping action teams. 225 BPATs from 15 Barangay were trained and given basic life skills training, DRRM rescue training and guidelines on the assistance for drug operations. Our peace situation has also improved greatly with the installation of our SOLAR Powered Street Lights.

We have also provided assistance to our PNP though the refurbishment of PNP Patrol Car, Office needs and supplies and the donation of a 1-hectare lot for the construction of a type A PNP Building.

We have also provided assistance to our local police through Refurbishment of their PNP patrol car.

We will extend and stretch the same infrastructural and logistic assistance to the BUREAU OF FIRE PROTECTION! Together with these concerned national line agencies and with the assistance from our local investors, we shall further strengthen our municipal risk and disaster management strategies and approaches to prevent damages to properties and loss of lives.

For our civil registry, we have utilized 250,000,000.00 in response to the registration of certificates of live births and solemnization of marriages. We have a current target of 80% increase on the registration of civil documents for our LGU. E Environmental sustainability.

Ang atoang maluntarong kalamboan makab.ot lamang kung atoang tagaan ug atensyon ang kinaiyahan. This administration advocate for the use of sustainable renewable energy for our municipality.

Currently, Dalupan Benefits from its Micro-hydro power plant. We have made use of solar powered lights as well as sitios in Brgy. Talaguton, Lanao, Mabuhay and Kiobog for their household energy consumptions. Brgy.

West Lamidan is currently preparing its requirements for the installation of another Micro Hydropower plant. It is fitting then to add to our labels not just the adventure of tourism but also of our promise as the municipality of

renewable energy.

Added to this, our sangguniang bayan also created ordinances No. 21, series of 2017 establishing the 113.583 Hectares lan within migtango range in Brgy. Talaguton as a permanent watershed reserve and convergence palnting site for the national greening program.

Our solid waste management system is also fully implemented with our APPLICATION FOR THE ESTABLISHMENT ON THE SANITARY LAND FILL. All public establishment, business centers, household and Barangay are also mandated to strictly follow the segregation at source in handling waste materials.

All these would not have been possible without the grace of or father almighty in the heavens. Our gratitude also to our sangguniang bayan for the full support in our endeavors, to our department heads for their tireless efforts to implement our programs, projects and activities, to the national government agencies for their dynamism and synergy with our LGU, to our barangay officials who have stood by us and supported our initiative at all times, to our CSOS who have voluntarily given their time and effort , to our municipal employees, job order employees, barangay health workers, BPATS, business sector, teachers, care employees, to our provincial government under the leadership of Governor Claude P. Bautista and all other stakeholders, my utmost and heartfelt gratitude for all you have given towards achieving our agenda for development.

My Mike Agenda was once a dream which has now come into fruition. As such, it is not just my vision but also the vision of all Don Marcelinians who are ready to take on future with all our minds and hearts. Through our concerted efforts and actions, our Mike Agenda will only become better, bigger and bolder. Our accomplishments will double and triple throughout the coming years. We will pass the coveted seal of good local governance, we will be awarded with the Gawad Kalasag for disaster resilient LGU’s, we will be part of the most competitive LGU’s based on national competitiveness index, we will be awardees of the Galing Pook Program. Don Marcelino’s name will become a known tourist destination and a place of sustainable development for all. This is the Mike agenda! This is our dreams and aspirations turning into reality!
