Cagayan de Oro eyes odd-even scheme to solve traffic woes

CAGAYAN de Oro City -- If plans dont miscarry, the odd-even scheme will soon be implemented in the city apparently to decongest the traffic. This after Vice Mator Raineir Joaquin V. Uy referred to the City Council committee on public utilities chaired by Councilor Teodulfo E. Lao Jr. for appropriate action the proposal to implement odd-even scheme in Cagayan de Oro. Iligan City locks down 2 ‘puroks’ after recording first local transmission By DIVINA M. SUSON Correspondent

ILIGAN CITY -- The local Inter-Agency Task Force (IATF) here imposed on Wednesday (July 8) “focused containment” to parts of two ‘puroks’ (community) in Barangay Mahayahay. Cañaveral said the patient, coded as IC21, is a 30-year old male, a resident of Purok Adelfa, Barangay Mahayahay. until June according to Cañaveral. “On June 15, he went to Maranding (Lala town, in Lanao del Norte) to check on something that has to do with his work. He did not stay long in Maranding, he immediately went home in Iligan City,” Cañaveral said. On July 1, IC21 was instructed by his company to report to his office in Cagayan de Oro City for swabbing as company’s requirement to employees who were advised to return to office work after months of working from home. Prosecutors drop libel raps vs. CDO mayor

CAGAYAN DE ORO CITY – A libel complaint filed by a resident against Mayor Oscar Moreno has been dismissed by the City Prosecutor’s Office. In a four-page resolution dated June 24 but was made available to the media on Wednesday (July 8), Acting City Prosecutor Lito Sanchez said the complaint was unsubstantiated. ate this claim, the allegation of complainant is merely speculative in the absence of any corroborative evidence”. Maria Leonafe Cabagnot filed a libel complaint against Moreno for identifying her as the person who made the call to the national government hotline 8888 regarding the city government’s response to the coronavirus pandemic. In interviews, Cabagnot has admitted that she is a

consultant at the office of Misamis Oriental Governor Yevgeny Vincente Emano. But Cabagnot denied she made the call to 8888. An undated copy of the recording began circulating on social media on May 9 this year. Another person, Bernadine Castillo, has claimed she was the one who made the call. The caller alleged that the city government has not been handling well the coronavirus cases in Cagayan de Oro and suggested that it should be put on lockdown for fear that the contagion could spread further and affect more people. At the time, the city was declared as under the general community quarantine, with seven persons confirmed positive of the virus. In his daily press briefing on May 9, Moreno identified Cabagnot as the caller.

Five days later, Cabagnot filed the libel complaint against Moreno before the city prosecutor’s office. In her affidavit, Cabagnot said she was “utterly shocked” when Moreno mentioned her name and identified her as the 8888 caller. The complainant also alleged the mayor’s statement had put her and her family to “public ridicule and social humiliation”. However, the prosecutor’s four-page resolution said Cabagnot did not submit any “supporting document nor affidavit of witnesses attached to her complaint to further substantiate her complaint”. Sanchez said there was no malice in Moreno’s part identifying Cabagnot as the one who made the call. “The alleged imputation made by respondent in naming complainant as the alleged 8888 Caller

cannot be considered as made with actual malice as respondent has presented seven (7) witnesses who executed affidavits identifying complainant as the alleged 8888 caller,” reads part of Sanchez’s resolution. In his counter-affidavit, Moreno has denied any complicity in the charge. Sanchez said Moreno “found it opportune to address the dissatisfaction expressed by the City’s constituency which he believed a majority of whom belong or associated with the political opposition”. Moreno also alleged that in naming Cabagnot, he was duty-bound to disclose any misrepresentation which could undermine the efforts of the city government in abating the threats of the coronavirus pandemic. Moreno’s lawyer Dale Bryan Mordeno said the decision of the prosecutor is “instructive to the cavalier,

irresponsible and malicious nature of criticisms from the local opposition”. “People are already tired of their dirty tactics and would stand up against their lies,” said Mordeno, referring to the seven individuals who executed affidavits pointing to Cabagnot as behind the 8888 call that made the rounds in social media. As of this writing, Cabagnot has yet to issue a statement, although the city prosecutor’s office has noted that she has withdrawn her complaint through an affidavit of desistance, which she executed on May 20. “However, an affidavit of desistance is viewed with suspicion and reservation and regarded as exceedingly unreliable. Hence, it cannot be made as the basis of a resolution of this case by the undersigned investigating prosecutor,” Sanchez said. (PNA)

Cultivating the livelihood dream of food abundance TALAKAG, Bukidnon -“We’re happy because we won’t be bothering our neighbors anymore,” one of the farmer-beneficiaries shared as he blissfully holds his new farm gear. It was a warm Tuesday, but twenty farmers and residents of a remote village in Talakag, Bukidnon endured the scorching heat and lined up under the booth of Department of Trade and Industry (DTI) Bukidnon to receive their much-awaited knapsack sprayers as beneficiaries of the Livelihood Seeding Program-Pangkabuhayan sa Pagbangon at Ginhawa (LSP-PBG). Like most of the residents in the community, farming has been the way of life for these beneficiaries. “Sukad pa sauna, pananom, mao na ang panarbaho (Even before, farming has been our work).” One farmer-beneficiary shared shyly before he made a quick exit after receiving his knapsack sprayer.

Cassava, sweet potato, string beans and bitter gourd were just among the fresh produce they have been cultivating not just for their own consumption but also for sale in neighboring barangays, including Talakag public market. While this may look like a comfortable routine, the farmers have their own setbacks with lack of fertilizer as the main issue. This limits their farming activity, leading them to rent knapsack sprayers from their neighbors for P100 per day to help curb their concern. “Usahay dili pahulam. Dili pa-abang (Sometimes they won’t let us borrow. Sometimes they won’t let us rent it),” a farmer shared. Their patience and continuous dedication of their farming livelihood eventually paid off as the twenty beneficiaries received their own knapsack sprayers from DTI Bukidnon during the regional launching of the See FOOD, page 9

Social Injustice: The struggle goes on

AN in-depth social analysis amidst the onslaught of Covid-19 will manifest more horrible scenario than the pandemic be it on the climate change aspect or on the decline of social justice which the cooperatives must reflect upon. This is so because the Philippine Cooperative Code of 2008 (RA 9520) clearly states the policy of the State on Cooperatives, which is, â€œto foster the creation and growth of cooperatives as practical vehicle of promoting selfreliance and harnessing PEOPLE POWER towards the attainment of economic development and SOCIAL JUSTICE.â€? This piece of legislation hits the core of the problem in contemporaneous Philippine society which is social injustice that breeds hunger and poverty in a land oozing with human and ecological resources. Social injustice presents itself in the life of the people in many ways. Social injustice is where a few who are rich have much too much and the many who are poor have much too little. Social injustice is where the farmers do not own the land they are tilling; and if they do, do not control the mode of production and the marketing of their products. This truism is even more glaring in the life of the peasantry,

who all these years, has been tied-up to conventional agriculture that banks on the heavy use of chemicals to grow so-called HYVs (high yielding varieties). This brand of farming has impoverished those who do the back-breaking job of farming under the excruciating heat of the sun while enriching big agri-business corporations. Worse, the country has become the dumping ground of toxic chemicals which are already banned in other countries. It is quite a paradox that this agricultural country doesnâ€™t even have food security despite years of brandishing all kind of modern agricultural technologies. Why will the farmers in Mindanao not be poor? Based on Studies, a bag of Ammonium Sulfate which is bought at P100 in Ukraine is being sold in Mindanao at P1,000 to P1,500 because everything sold in this country, from fertilizer to tractor, passes at least 5 to 7 marketing layers. How can they gain when their produce is bought at a very low price as they are victims of oppressive marketing system. Isnâ€™t that social injustice? Social injustice is very glaring in the life of the eleven (11) million member-consumers of so-called Electric Cooperatives (ECs)

in this country as these ECs are cooperatives in name only, based on a landmark decision by the Supreme Court in the case Philreca vs. Department of Finance. All these years, the member-consumers are paying for two items in their monthly billings which are, amortization of loans and re-investment. Such payments should form part of their share capital which when consolidated will reach a gargantuan amount of more than one trillion pesos. Computations would disclose that for being a member in the past 50 or 60 years, each member-consumer should already have contributed about P50,000 as his/her capital contribution, yet, until now, the same has not been recognized as such. Worse, no recording has been done. This has been the subject of a class suit filed by the memberconsumers in the Supreme Court. Social injustice has been and is being committed against our Indigenous People. Once upon a time, they were in control of the natural resource in this beautiful but broken island of Mindanao. Looking beyond the Padayon Pilipinoâ€™s budget charade CHARLOTTE, North Carolinaâ€”Letâ€™s try to look objectively at the possible reasons why the majority Padayon Pilipino bloc in the Provincial Board (PB) rejected a proposed resolution by Vice Gov. Jeremy Jonahmar â€˜Jigjagâ€™ Pelaez to adopt the reenacted 2019 budget in order not only to pay for its employees but also to fund the provinceâ€™s COVID-19 response programs. I discussed this during Wednesdayâ€™s (July đ&#x;˜Ž edition of â€˜Barangay Sâ€™ broadcast at my Facebook page and at 105.5 Bay Radio Way Kurat Balingasag in both its radio station and at its Facebook page at 7-8 am. Owing to time constraints, I decided to elaborate on my points here in my column at Mindanao Daily News. First of all the resolution stemmed from the courtâ€™s ruling to enforce a temporary restraining order on the Capitolâ€™s 2020 budget following its rejection by the Department of Budget and Management (DBM)

owing to irregularities such as the absence of signatures by vice governor Pelaez and the PB secretary. The majority PB bloc had yet to answer categorically and specifically to their Misamisnon constituents on whether the 2020 budget proposal passed to the DBM for review and clearance contained last minute insertions that Pelaez alleged had divested his office of P68 million funding and re-allocated it in favor to a liaison office assigned under the governorâ€™s office. The last minute insertions were supposedly the handiwork of ex-PB member and ex-Cagayan de Oro City councilor President Elipe prior to his â€˜vanishing actâ€™ after the police were about to enforce arrest warrants issued on him and his sister by the Sandiganbayan on graft and falsification charges. ************************* Elipe incidentally is the brother-in-law of Misamis Oriental Gov. BPI: Digital Banking enabled the Rise of Hyperlocal entrepreneurs The COVID-19 situation that forced the world to implement limited mobility and strict social distancing guidelines ushered the emergence of a vibrant hyperlocal market. “When we say hyperlocal, we’re talking about residents buying and selling products among and within their immediate communities,” said Noel Santiago, Chief Digital Officer of the Bank of the Philippine Islands (BPI). Overnight, communities organized and created Facebook groups or Viber group chats for their respective neighborhoods where they could freely advertise home-baked bread and desserts, homecooked meals, fresh produce, seafood, and meats. They purposely kept the trade within the community to limit the entry of outsiders and simplify delivery and pick-up logistics. Santiago noted that prior to the pandemic, more Filipinos preferred “kaliwaan” or cash-on-delivery(COD) payments when ordering online. The hyperlocal market saw a shift to mobile and online transfers as the preferred mode of payment. “Digital transfers are feasible because there’s a certain level of trust when you’re dealing with your neighbors. The temporary waiver of InstaPay fees for transfers to other banks, coupled with people’s wariness about touching cash that may have been handled by strangers, made digital banking a great enabler for hyperlocal trade,” said Santiago. BPI customers appreciated being able to send and receive money transfers in real time from the safety of their homes. Another negative effect of deep wells is the land subsidence. This will occur when there is loss of support below the ground, mainly from the overuse of groundwater, when the soil collapses, compacts and drops. In this view, there is a compelling need to enact a local legislation to strengthen the protection, conservation and preservation of this gift of nature in the Province of Camiguin by amending Provincial Ordinance No. 2003-05 enacted in Year 2003. DEPED on Wednesday said that there are over 200,000 students from private schools who transferred to public schools this upcoming AY 2020-2021 based on the latest results of the national enrollment for the coming school year. It showed that a total of 250,539 learners who moved from private schools to public schools. Of this number, 148,852 are in elementary; 69,851 in junior high school and 26,138 in senior high school along with 5,698 non-graded students with disabilities.

DepEd national enrollment data as of July 8 shows that the total number of enrollees for AY 2020-2021 has reached 18,871,245 nationwide for kindergarten to Grade 12, including ALS and non-graded learners with disabilities. Of this number, 17,957,202 learners have enrolled in public schools and 894,161 registered in private schools. DepEd’s latest data showed that there are 1,244, 393 learners enrolled in kindergarten; 9,376,584 in Elementary; 5, 956,723 in junior high; and 2, 026,595 in senior high. There are also 48,945 learners with disabilities who registered along with 218,005 under the ALS program.

THE nationwide lockdown in response to COVID-19 has forced several thousand students to stay home. Although many of the country’s shuttered colleges and universities have started online classes for their students, there is still vast numbers of kids who have been left out in the cold. Virtual classrooms work on the assumption that every student has fast access to the Internet, a laptop or smartphone or even a reliable electricity connection. For those students with basic Internet connectivity, teachers can record their lectures and upload them on YouTube. They can then email the YouTube

links to their students who can download the videos for viewing offline. This method does not require a fast broadband connection. Another option will be for schools to have audio lectures through a phone-based conference call facility. A majority of teachers are used to lecturing for 45 minutes using a blackboard and textbooks. Due to the lower attention spans that students have online, teachers will have to change their methods for online classes. They must not be speaking for 45 minutes as students will lose interest and may not pick up the information being shared.

COVID 19 is a health issue but it affected all aspects of our lives, and life as we knew it ceased and we are forced to stay inside our homes waiting for a vaccine that may come soon, or not. Physical distancing is among the solutions that is imposed to prevent the spread of the novel corona virus. And among the most affected is the education sector and its classroom instruction. As a response, the Department of Education mandated, for the safety of everyone, that there will be no face to face classes in primary and secondary

schools until a vaccine is available. We are living in an uncertain time. But this will not mean that learning should altogether stop. The Department of Education has already employed various ways and means to support and ready its teaching force and personnel. Regular online seminars and trainings are available to teachers with varying topics to ready them to the “new norm”. The department has also introduced different modalities that each school can adapt depending on what is appropriate on their locality. Last March, when the spread of the novel corona virus forced many schools

worldwide to close its doors and a pandemic was declared by the World Health Organization (WHO), the Organization for Economic Cooperation and Development (OECD) conducted a rapid assessment on education needs and emerging responses to 98 countries in preparation for a scenario where schools can no longer conduct classroom sessions. Based on the assessment, OECD recommended some inter ventions that educational institutions can do to cushion the adverse impact on learning when classrooms won’t be the norm anymore. According to the assessment, no country is fully

equipped to handle the “new norm”. However, some factors were identified which could greatly influence the outcome on how learners fair that institutions should take into consideration. One of the identified crucial determinants in ensuring that students will succeed in adapting to the “new norm” and thrive in their studies is their relationship with their teachers. Institutions must create a communication platform or mechanisms where students and teachers can constantly communicate, interact and collaborate with each other. To achieve this, different stakeholders in the community must convene and

work together in providing the necessary support mechanisms. The saying that “it takes a village to raise a child” is never more appropriate than this trying time, and special support must be provided to vulnerable students in order to foster equity. Aside from the teacherstudent relationship, parents and guardians also play a vital role on the equation. Institutions should constantly communicate and collaborate with them. As if that is not yet enough, more foreign corporations in cohort with power-that-be are coming in converting the remaining ancestral lands as plantations for bio-fuel. This truism is reinforced by the exploitation done by a foreign firm called Agumil when in 2007 came to Palawan and convinced some 15 cooperatives mostly of the Indigenous People in Aborlan to change their crops including coconut trees and forestland, transforming some 10,000 hectares to palm oil plantation. They were told that by such transformation of the land into palm plantation, they will become millionaires. The IPs cooperatives were so convinced and even borrowed more than 200 million pesos from the Land Bank. After 13 years, they are now millionaires in debt; worse, they are hungry as they cannot eat palm oil and are not profiting with the foreign firm in control. Yes, “Agumil came with nothing, but it left with everything at the expense of the poor farmers,” based on the research study by CDA. What could be a greater social injustice than what Agumil has done? Social injustice in all its forms must now be stopped. By nature, nurture and by law, cooperatives are the ones to countervail against social injustices and to harness the people’s collective power to rectify social wrongs. Thus, the struggle for social justice now looms. As it is from the sweat of their brows that the land is made productive, the farmers must own the land they are tilling through agrarian reform. But agrarian reform will not be successful unless the beneficiaries are organized into cooperatives for them to have access and control over their newly acquired land and the much needed support services. Through their cooperatives, the farmers must have control over the mode of production by shifting towards sustainable agriculture. To unfetter themselves from conventional agriculture, they are now manufacturing their own organic fertilizer. To debunk the oppressive marketing system, their cooperatives are now into cooperative marketing to erase the many marketing layers. There is now a very strong advocacy to convert the socalled ECs into genuine cooperatives where ownership and management will be democratized not beholden to any cartel or super-agency of government. This is based on the philosophy that is anchored on the universal purpose of property that if you are the user, then you must be the owner because electricity has become a basic need, like food, water and air. No less than our beloved President has emphasized such truism last year when he stated that “water is a means to life and must not be under the control of a firm..” (As articulated by the President’s Spokesperson then.) Indeed, no one should profit from the use of these fundamental needs as these are means to life. The Lumads are now orga-

nizing themselves into cooperatives so that they can have access and control over their resources. This is based on the truism that the natives of ecologically-rich Mindanao are poor because they are powerless to have access and control over their resources. Hopefully, through their cooperatives they will be able to harness PEOPLE POWER to achieve SOCIAL JUSTICE to free themselves from the quagmire of poverty. Cooperatives are the last bastion of democracy for social justice through peaceful and legal means. Indeed, social change has been so elusive all these years despite 14 years of martial law and two people-powered revolutions. The Essential Health Care Program (EHCP) implemented by the Department of Education is a response to the serious health problems that Philippine children suffer. The program uses simple, evidence-based interventions that can be delivered at low cost in elementary schools. It started on a limited scale with pilot programs in 2003. The program was formally launched in 2008 and has seen steady growth since then. It is now estimated to reach more than two million children in elementary schools and day-care centers across the country.

The EHCP is now on its tenth year of bringing basic supplies like toothpaste, toothbrush, soap, lice shampoo, lice comb, nail cutter, and deworming tablets for free to children in 70 day care centers and 55 public elementary schools province wide. Fit for School Foundation originally introduced the program to the local government units in bid to familiarize the children with health-promoting values and habits, thereby increasing their academic performance. Currently, the program is sustained by provincial government of Camiguin.
