LIANGA, Surigao del Sur—Some 2,000 Manobo lumads from nine hinterland communities of this town fled their homes anew fearing an imminent military operation after they saw a military helicopter hovering around their villages past Wednesday midnight. Steag ordered to pay P.4B taxes or ‘get out’

CAGAYAN de Oro City-The Steag State Power Inc. (SPI), a coal-fired power plant in Villanueva, Misamis Oriental, is one among the 80 private companies in Misamis Oriental economic

zone ordered to settle a total back taxes amounting to more than P2 billion or “leave.”

The Philippine Veterans Investment Development Corporation (Phividec) has issued the order Friday for STEAG and the other companies to “pay up or get out”

of the Phividec Industrial Estate in Misamis Oriental (PIE-MO), the only industrial economic zone in Northern Mindanao, that host to about 80 industrial companies.

In a talk with the local media, Benjo Benaldo, a member of the Board of

Directors of the Phivedec (PIE-MO), said that he has a marching order to implement the collection of the back taxes against STEAG and several other companies in the industrial zone.

Benaldo said that among the existing big companies who owed back taxes to the

national government totaling P1,064,720,370.07 are the 220 megawatts STEAG coal-fired power plant, the Mindanao International Container Terminal, Inc. (MICT), and the Philippine Sintering Corporation.

CAGAYAN de Oro City--A 71-year-old man died while 500 others were admitted to provincial hospitals as the provincial government of Misamis Oriental declared Friday an outbreak of “diarrhea” in the coastal town of Medina, 112 kilometers east of here.

Reports have quoted Dr. Jerie Calingasan, the provincial health officer, as saying that about 400 individuals have suffered See diarrhea, page 11

Explosive, rifles seized from wanted BIFF commander

SHARIFF AGUAK, Maguindanao--A sub-commander of the outlawed Moro armed group eluded joint police and military law enforcement operations in Datu Hofer but authorities seized high powered guns and grenade from his home, police said.

Senior Supt. Agustin Tello, Maguindanao police director, said lawmen armed with search warrants for murder, multiple murder, bombings and extortion when they raided the house of Kareem Falcon, alias Commander Falcon, in Barangay Tuayan, Datu Hofer town in Maguindanao Saturday dawn.

But the suspect was not in his home when the lawmen swooped down at past 4 a.m.

Tello said the raiding team recovered a hand grenade, an improvised Armalite rifle, magazine and ammunition from Falcon’s home. Two sachets of suspected shabu were also recovered, Tello said.

Tello said Falcon was involved in a rash of killings, robbery and extortion in Maguindanao, preying even on poor Muslim villagers during harvest season.

Idris is allegedly related to Ominta “Farhana” Romato Maute, the matriarch of the leaders of the Maute terrorist group, the brothers Omarkhayam and Abdullah.

Chief Inspector Mardy Hortillosa, the city police spokesperson, said Idris is a close relative of Farhana and may have assumed the matriarch’s position as the Maute Group’s financier when she was arrested in Lanao del Sur last month.

Farhana’s husband, Cayamora Maute, was also arrested in Davao City recently.

Other members of the Maute Group, one of them Mohammad Noaim Maute, also known as Abu Jadid and Alfaiz Mamintal, were also caught by law enforcers in Macasandig last June 15.

Three others were nabbed in a port in Iloilo City last month.

Members of the Maute and Abu Sayyaf groups have been fighting the military in Marawi City since May 23.

During the raid, authorities, led by the Criminal Investigation and Detection

Group (CIDG) did not arrest Idris, who was not around at the time, but instead nabbed Gazim Mantawazi Abdullah, Monaliza Solaiman Romato, and Tahera Romato Taher, who were inside one of the apartment units in Aluba, Macasandig, at the time.

The raiding team had with them a search warrant issued by Judge Dennis Alcantar, who ordered a sweep of the apartment unit on suspicion that Idris has in her possession an M16 rifle, a .45 caliber pistol, and undetermined number of ammunition.

What the police and military found in lieu of the firearms were items believed to be used in making improved explosive device (IED) including a blasting cap, a 9-volt battery, C4 explosive, detonating cords, and ammonium nitrate.

In an interview with the media, Tahera denied they are members of the Maute Group and that the items were just “planted.”

For his part, Bolanio said he was informed of the raid by the police shortly after the search warrant was served early Wednesday morning.

Decision on visa-free entry for Filipinos to Taiwan known soon THE Taiwanese government is expected to make a formal announcement in September indicating the exact date of the visa-free entry for Filipinos to Taiwan.

This was the statement made by Taiwan’s representative to the Philippines and head of the Taipei Economic Cooperation Office (TECO) Dr. Gary Song-Huann Lin during the 2017 Taiwan Tourism Workshop held at the New World Manila Bay Hotel Wednesday (July 5).

It may be recalled that the Taiwan government earlier announced its plans to ease the entrance of Filipinos into Taiwan through its visa-liberalization initiatives.

However, Lin said the Taiwan government will only make an announcement once all preparations have been completed.

Reports showed that the Taiwanese Ministry of Foreign Affairs earlier postponed the visa-free entry initially set for June due to some technical problems.

Duterte to extend ML in Mindanao indefinitely Former village Chief William Guialani’s intention to file an anti-graft charges against officials of the Department of Interior and Local Government (DILG) in Northern Mindanao could become a game changer.

Guialani accused the DILG of “dereliction of duty” in the performance of its mandate when it failed to serve the dismissal order against Cagayan De Oro City Mayor Oscar Moreno.

While Moreno always find legal ways to parry the dismissal orders of the Ombudsman, perhaps, it would be another thing to get away with the Sandiganbayan, the court that criminally hears graft cases against public officials.

THE fight against the terrorists in Marawi City must go on until the last man standing on the side of the Maute group and its allies drop to the ground dead. This particular battle is far off different from that with the New People’s Army (NPA) in the sense that the latter is about ideology and change of government system. Our government may sit down with the communists and discuss the issues involved, then shake hands and be united once more.

The Maute just needs cash and power and hop from one place to another while getting more men to strengthen itself. It is pure and simple criminality just like those committed by ordinary bandits, robbers,

thieves and the like in busy downtown streets.

Police power in northern Mindanao should be strengthened full blast as international terrorism is believed to be in the country.

What is happening in the troubled Middle East might take place in our area while we are not ready to throw them to the rivers.

We need more men in uniform, ready and willing to fight the aggressors in case they come. All towns in Lanao del Norte and Sur as well as the provinces of Misamis Oriental and Occidental, Bukidnon, Agusan and Surigao should be ready to respond any time of day.

These places are ours and we must be able to defend them successfully. We can-

not run. There is no option but to fight and win.

The threat of the Maute group to invade Cagayan de Oro might still be part of its plan. We have to be prepared before we swim to our defeat. We should be aware that the style of the Maute group is to terrorize groups of people like the prisoners to join them in its crusade. This is the reason why the Maute is getting more vigors and firepower to indulge in heavy fighting.

The siege in Marawi is one concrete example that made the military some kind of difficulties ending the fight as it entered its sixth weeks.

If we must exercise our rights as guaranteed by the Constitution, let us do it with fineness within the framework of legal procedure.

“It should have been implemented in November 2015 but by March 2016, allegedly since the distribution facilities wrote to them, it was suspended and the implementation was extended. It was suspended

until April 30 of last year,” Sanlakas Secretary-General Atty. Aaron Pedrosa said.

The group also argued that under DOE/ERC Resolution No. 13, all power requirements of all distribution utilities were to be procured by competitive bidding starting November 2015.

However, no such process happened because of the adjustment of CSP rules.

PH, Indonesia navy starts border patrol in Mindanao Monday

DAVAO CITY -- Combined forces of the Philippines and Indonesia kicked off the annual coordinated patrol with a send-off ceremony at Sasa Wharf here by the Naval Forces Eastern Mindanao (NFEM), which is under the operational control of the Eastern Mindanao Command.

The coordinated patrol, dubbed “Corpat Philindo XXXI-17”, will consist of 140 members of NFEM and 47 from the Indonesian Navy. It aims to strengthen the security of Davao Gulf and the common boundary of the two countries in the southern part of the Philippines along the Celebes Sea.

This will also enhance the inter-operability of the two countries in maritime patrol.

Lt . Ja m e s R e y e s , spokesperson of NFEM, said the Indonesian Navy arrived in Davao on Monday. Since then, several activities were conducted in Davao City, like the goodwill games and the city tour.

From Davao, the teams will proceed to Indonesia with a stopover in Balut Island in Sarangani, Davao Occidental on Friday, July 7, for a medical and dental mission in collaboration with the local government unit.

Reyes said the coordinated patrol will culmi-

nate on July 12 in a closing ceremony in Manado, Indonesia.

Reyes said NFEM will use the navy ship Ramon Alcaraz during the coordinated patrol. Part of the activity, he said, is the Visit, Board, Search and Secure and light maneuver.

Eastmincom spokesperson Maj. Ezra Balagtey said the coordinated patrol is covered by a border agreement since 1975. The event this year is already the 31st coordinated patrol.

This time, Balagtey said, it will become more strengthened because of the common problem of terrorism. PNA

The event, dubbed as “One Fore Marawi”, is slated to be held at the Davao City Golf Club on July 15 and 16.

“The proceeds shall go to the affected families and soldiers in Marawi,”

said Reinz Yamyamin, treasurer of The Fore the Boys.

It is a two-man scramble or best ball format using a team handicap as of June 2017. The handicap will be divided by two, then multiplied by 0.75.

Each player is allowed a maximum of nine drives.

Entry fee is PHP1,500 per player on the first day and PHP1,000 for the second day.

“Fore the Boys is also accepting donations in any kind, like cash, food, clothing, etc. and we will ensure that these items reach the proper authorities,” said Yamyamin. PNA

WHEREAS, due to the impending closure of Integrated Bus and Jeep Terminal (IJT)-Southbound at Camague, this body on February 8, 2017 adopted City Ordinance No. 17-6566, entitled; “An Ordinance Temporarily Transferring The Operation Of The Integrated Bus And Jeep Terminal-Southbound Camague To The Football Field Of The Defunct National Steel Corporation (NSC), Barangay Suarez, Iligan City And Provided Funds Thereof.’; WHEREAS, since building a bus terminal from scratch, albeit makeshift one at NSC Ground require substantial amount of time and funding, to accommodate the displaced PUJs, Vans and other passenger vehicles in the IBJT-Southbound, the city government and traffic enforcers, this body on February 22, 2017 adopted City Ordinance No. 17-6572, entitled; “ An Ordinance Establishing The Temporary Routes Of All Passenger Vans And Public Utility Vehicles (PUVs) Plying Marawi-Lanao Del Norte-Lanao Del Sur-Iligan City Routes, Going To And Exiting From The Integrated Bus And Jeepney Terminal (IBJT) Northbound, As Proposed By The Iligan City Bus And Jeepney Terminal (IBJT) Board WHEREAS, City Ordinance No. 02-4256 or the “New Traffic Code of Iligan City” has created the Iligan City Traffic Management and Engineering Board (ICTMEB) or Board whose one of the functions is to: “Recommend to the City Council the routing of common carriers operating in Iligan City in so far as it forms part of a comprehensive traffic management scheme”; WHEREAS, in order to fully prepare the IBJT-Northbound of the arrival of dozens of displaced vehicles from the IBJT-Southbound, the IBJT Board has prepared the traffic scheme inside the IBJT-Northbound; WHEREFORE, on motion of Member Eric M. Segregation of Waste at the Source

“Everything is connected to everything else” is often called the First Law of Ecology. Helping human society to prosper in the 21st century requires that, to recognize the importance of living in balance with our physical environment and treating each other with dignity and equity. The last decade has seen a surge of interest in ecological awareness. It’s no longer a secret that pesticides are harmful both to humans and the environment, giving rise to the organic movement.

It’s now widely known that we produce far too much waste and that industry has damaged much of the planet’s natural resources. The increase in waste affects the environment, and there are high costs associated with its disposal.

In the past, we simply threw things away, with little care or concern for where it might go. Now, with images of oceans of landfills fresh in mind, more people are concerned about what they consume, the packaging that is used, and how easily it can be reused or recycled. Solid waste is an unavoidable byproduct of human activities.

Solid waste may be regarded as any reject material resulting from domestic activity and industrial operations for which there is no economic demand and thus must be disposed.

Sustainability of solid waste management is a current challenge in our society today. With rapid growth of both population and economy in urban areas, the amount of waste increases every year and its management has become problematic. Waste is merely carried to collection points and is then buried in disposal sites. As a result, bad smells and pollution of the air, soil and water are already affecting the health of residents and ecosystems.

Habits change as what’s “easy” or “convenient” is often sacrificed for what’s sustainable.

After all, if we all did what was “easy,” how long would it take before the planet became unlivable? With ecological awareness, new habits emerge like: composting as much as possible, learning about the 4Rs (reduction, reuse, recycling and recovery) waste segregation and becoming diligent about it.

Recycling plays an important role in waste management strategies, diverts materials that have recycle value to produce new products and it can indirectly reduce quantities of waste.

Recycling is one of the easiest and most environmentally friendly ways to organization greening process. Segregation of recyclable waste means to separate the waste which have recycle value from the other waste in order to have higher level of recycle rate and to reduce volume of waste. Well equipped of recycling bins in an area can motivate initial recycling levels. The greater the accessibility of the recycle bins, the higher the likelihood that everybody could practice wastes segregation behavior.

Proper waste segregation must be institutionalized in schools. Educating our school children and the entire school community as well, would be of great help in reducing if not eliminating the huge volume of wastes collected from schools. Freitchie L. Virtudazo , the spokesperson of the municipal town of Medina, identified the fatality as Alfonso Magallanes, 71, who died while undergoing treatment at the Northern Mindanao Medical Center (NMMC) in Cagayan de Oro. The identity of the other fatality was not immediately known.

She said that as of 7:00 a.m. Friday, the municipal government has already tallied a total of 400 diarrhea victims prompting the local government unit (LGU) to officially declare an outbreak of diarrhea in the town.

Virtudazo said that the LGU has called for volunteers to assist the victims as more town peoples were deployed to investigate and find out the possible causes of the diarrhea outbreak.

“The report about the diarrhea started June 29, 2017, but the LGU became suspicious because the number of the reported victims has grown in number since then,” Virtudazo said.

Misamis Oriental Governor Yevgeny Vincente Emano ordered the medical staff of the Provincial Health Office (PHO) to be alert following the declaration of diarrhea outbreak Friday.

“However, what really pains and frustrates us is the allegation in the Napolcom resolution, which tends to destroy our [local executives] credibility as partners in the government’s fight against lawlessness and the local terrorists,” Dimaporo said.

“It is unfortunate that our efforts in Lanao del Norte for more than 30 years to maintain peace and order was put to naught by the sweeping, unfounded and baseless withdrawal of our deputization over the PNP by the Napolcom,” she added.

Rep. Khalid Dimaporo, of Lanao Del Norte, said that his staff is preparing a resolution to ask Congress to conduct a probe to find out the basis of the Napolcom resolution.

He said that the Napolcom resolution tends to drive a wedge between the police and the local executives at a time when we need to be working with each other as partners against terror threats.

Dimaporo , who also served as Lanao del Norte provincial governor prior to his election as Congressman, said that Lanao Del Norte has done everything to prevent the escalation of the ongoing Marawi conflict.

“The town mayors in the borders of Lanao del Norte could no longer sleep since the Marawi conflict erupted last May 23 for fear that the conflict would spill over to the neighboring towns,” Dimaporo said.

Dimaporo said that despite the ongoing armed conflict in the neighboring city of Marawi in Lanao del Sur, the peace and order situation in the province of Lanao del Norte has remained stable.

He said that the Napolcom resolution has frustrated the local government units in Lanao del Norte as a reliable partner of the government in addressing the possible effects of the Marawi siege to its neighboring cities and provinces.

“What Napolcom did was despicable. I will ask Congress to let Napolcom explain why they included our province in their resolution that tainted the image of the Province of Lanao del Norte, and we will also present our evidence that our province has been supporting the government fight against illegal drugs and are doing our part in doing counter-terrorism efforts,” Rep. One of the patients, the source said, had diarrhea, but he died from cardiac arrest after a medical staff member at the municipal hospital injected him with medication.

“He had a rheumatic heart and had a fear of syringes. His hypertension was triggered when he was injected with medication.

That could be the reason for his death,” the source said.
