GAP certification, an edge for gaining markets - With their continued thrust of ensuring that agricultural produce are microbiologically and chemically safe and compliant with regulatory requirements, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regulatory Division conducts its second round of Capacity Enhancement on Philippine National Standards: Good Agricultural Practices and Certification Protocols, for the year on June 27-29, 2017 in the city of Cagayan de Oro. Identified as one of the top producing regions for the commodity, the three-day training tackled on the Code for Cassava that will assist growers and agricultural technicians from the local government units (LGUs) in preventing microbial, chemical and physical hazards

associated with all stages of the primary production and postharvest processing of cassava meant for human consumption and for the production of feed ingredients. Serving as the resource speaker for the capabuild is Dr. Candido B. Damo, technical consultant for the DA-Corn/Cassava Program, who responded to a query from one of the participants regarding an incentive system, should a farm will become GAP certified. In return, he explained that the government is currently in the works to address such concern, but underscored that one will have the privilege of having their agricultural produce as an easy sell, as the label will already serve as an assurance that they adhere to safety and quality standards set forth by the agriculture department while taking

Major telcos and companies must comply with govt’s competition law W it h t h e recent buyout of San Miguel’s telecommunication assets, only two main players are left in the telco industry – PLDT and Globe Telecom. This move, according to Philippine Institute for Development Studies (PIDS) Senior Research Fellow Erlinda Medalla, has “brought a cloud of doubt as to the motives” of the transactions, which she said can “clearly reduce competition to just two players” in the industry. In 2015, the Philippine Competition Act (PCA) was enacted to promote fair competition in economic activities and penalize anticompetitive conduct. Prior to this, competition policies and laws were scattered in about 30 different laws, with most of them having outdated provisions and were hardly implemented. Medalla explained that the main purpose of the PCA is to prevent firms from unfairly obtaining market power. That is, prevent companies from unfairly excluding other firms from engaging in economic activities, which would then have the effect of lessening competition.

While the enactment of the law is a big leap, much needs to be done to establish a truly working competition policy. Case in point is the San Miguel telco acquisition, which was announced nearly a year after the PCA was enacted. The timing (and haste) of the PLDT and Globe acquisition of the San Miguel telecommunications assets is arguably suspect, Medalla wrote in her paper. She said the memorandum circulars, issued by the Philippine Competition Commission (PCC) while the review process was on going for the implementing rules and regulations of the Act, “provided a technical loophole for the transactions to proceed”, adding that there were concerns that the transactions may “have not been fully transparent about the terms in the co-sharing agreement and the conditions set by the National Telecommunications Commission (NTC)”. She noted that “once a firm has obtained dominant position, it is more difficult for competition policy and law to police such firms against anti-competitive

behavior.” To counter this, she suggested to have “rules on Mergers and Acquisitions (M&A), to vet the firms against possible anticompetitive impact and

make sure that the dominant position created by the M&A produces efficiency or welfare gains”. The author also recommended that there should be at least three major players

in the industry to promote competition. In the near future, however, challenges “arising from structural barriers, such as the cost of obtaining various permits and licenses (both local

and national), the cost of obtaining rights of way, the available spectrum or bandwidth, and the foreign equity limitation” might make things more difficult, See law, page 11

compared to 5 percent in the global scene. He said that drugs should be addressed, but it is not the only problem in our country. Truth check: more than 27 percent of the barangays are infested with drugs; there are more than 2 million drug addicts reported by PDEA. They are not sheer numbers because how would the government deal with such number of zombies walking around ready to slash someone’s neck without reason? We are not just dealing with kids turning astray; we are dealing with monsters. Is Trillanes promoting what his financiers are trying to do in the previous administration—ignoring a pandemic? It is not Duterte who created a drug crisis— it is very clear—they are Trillanes’ backers and other presidents in the past who ignored drugs because it is where they get funding to win elections. Now that these men lose their gravy in the government—or can no longer make money using their influence in business deals—they are helplessly finding ways to bring a good leader down. In the interview, Suckur quoted Duterte’s platform during the election campaign that if Duterte will make it to the presidency, he will do what he did in Davao: dump the drug pushers, hold-up men and donothings and fatten the fish at Manila Bay. Trillanes retorted: “Yes, but during the campaign, the public just thought that this is just a rhetoric to make the campaign speeches more dramatic…” We ask: have we not felt the result of Duterte’s anti-drug campaign? Is Trillanes and his financiers now afraid that the supposedly ghost of Duterte’s rhetoric has taken flesh and blood to haunt frustrated wannabes? Whether the drug campaign of Duterte is work-

ing, we expect Trillanes to say, “definitely not.” Then Suckur, in the talk show, continued that in the Philippines people are saying: “The streets are safer now. Here, we need a ruler with an iron fist. That seems to be the mood…the approval rating of Duterte remains high at 75 percent. I am just wondering your comments are out of tune.” The answer of Trillanes: the president’s approval rating went down from 92 percent to 75 percent, which Suckur responded, “Believe me, senator. If a western politician commands 75 percent approval rating, he would regard that as the happiest moment of his life.” In other words, give me that rating here in the west and I will party all month long. The C-4 bomb that Trillanes should have detonated in the internationally-aired show did not turn into a whimper—it became a fiesta celebration for Duterte. What a bomb! About the issue of having Arturo Lascañas testifying about death squads, Sucker stressed: “it seems odd that you, as an experienced politician, would put so much faith in a self-confessed mass murderer.” He then continued, “The Filipinos decided that this is the man to clean up the country. In political terms, it seems to me you are dashing yourself against a brick wall.” This is what Trillanes is really doing: he bangs against a brick wall because the Filipinos, in general, do not anymore believe him. He thinks that putting down another leader, just like before in his two failed coups, will earn him and his financiers additional pogi points. Senator Trillanes merely revealed that he is not really after the welfare of the people who voted him into the Senate. He did not use the logic about what happens if he touches the

Lucell Larawan

leader whom most people love. If he uses common sense, he needs a better approval rating to do that, but we wonder: what is his grade? If you ridicule the much-loved duly elected president, be not ridiculous yourself. Trillanes even managed to utter another lie: that Duterte’s propaganda machine is getting in the way. Comparably, the president is not power hungry that he would spend on propaganda for himself; much opposite to the Liberal Party members who secretly spend millions to demolish the president. Verify: a journalist confessed in the social media that for each article destroying Duterte, he had received $50,000. And what about the leaking news of Nicolas Loida Lewis who reportedly financed the nuisance-makers’ demolition scheme with the mandate of planting what can destroy Duterte: “it does not have to be true; just make it appear to be true.”But can we hear such news from Duterte spending such selfserving propaganda? The supporters of Duterte are the ones doing the president’s propaganda for free via social media. To clarify to my readers, I did not write articles to support the president because someone told me. I did it pro bono on my own initiative because I have seen the real motives of the president’s opponents. Suckur’s much publicized interview with Trillanes is not just about the selfdestruction of the moneybewildered senator. It also spells the doom for the oligarchs and other enemies of good who also use the same line of thinking employed See larawan, page 11

Think a minute

Be An Original Think a minute… It’s said that we human beings are the only creatures who refuse to be what we are. One writer put it: “When people are free to do as they want, they usually copy each other.” Yet every successful person becomes successful because he or she discovered and developed their own special abilities. As one guy said: “One of the hardest things about climbing the ladder of success is getting through the crowd of copies at the bottom.” You are a specialist. You’re not made to be all things to all people. Surveys

have shown that usually about 20% of all the people who know you don’t really like you that much. You just can’t please all the people all the time! So don’t try to have peace at all costs—especially at the cost of your own success. “Don’t stay where you’re tolerated; go where you’re celebrated!” Be yourself. Be an original! You really are one-of-a-kind. You’re the first and last person who will ever be exactly like you. You know that over 90% of all flowers have no odor at all. It’s the ones with a sweet fragrance that we re-

member. So don’t be afraid to be different, if it means being yourself. We’re like rivers, “If we follow the easy path of least resistance, it will make us crooked.” So don’t follow where the path may lead; go where there is no path and leave your own trail. “You’re born an original;don’t die a copy!” Remember, nobody can be you as well as you can. Too many people are like the living dead: they’ve buried their real talents and abilities. Jesus Christ can show you all of your unique talents and strengths, as well as help you to develop and

Jhan Tiafau Hurst

maximize them. He loves you the way you are, but He loves you too much to leave you that way. But first you have to ask Him to forgive and free you from your past wrongs. Then everyday you must choose to live and do things His way. Only Jesus can give you the inner security and confidence to become the true original you are. Just Think a Minute…

All systems go for Duterte’s “Golden Age of Infrastructure”

MANILA -- The Department of Public Works and Highways (DPWH) on Thursday, June 29, declared that all systems are in place to usher in the Duterte administration’s envisioned “Golden Age of Infrastructure.”

During a press briefing at Malacañan Palace, DPWH Secretary Mark Villar gave a snapshot of his agency’s flagship projects as part of the pre-State of the Nation Address (SONA) briefings spearheaded by the Palace. The DPWH chief explained the government’s comprehensive plan to build infrastructure, including more roads and bridges throughout the Philippines, with the end goal of decongesting the country and subsequently, promoting inclusive growth and development. Villar cited that the 2017 budget for the administration’s infrastructure spending, which stands at P428.4 billion, is the highest in the country’s history. “Now, this amount is equivalent to more or less five percent of our GDP (Gross Domestic Product). Ito na po ang pinakamataas na infrastructure spending sa history ng ating bansa, this is the highest,” he said. “So, itong five percent ay para makahabol tayo. But we are expecting to increase this year on --- every year until we’ve reached our target spending for infrastructure program,” he added. Villar then assured that all infrastructure projects under the government’s “Build, Build, Build” initiative will be executed at the soonest possible time, with no issue of corruption. “Para sa amin, hindi naman importante kung sino ang nagsimula. Sa amin lang, importante kung makakatulong sa ating mga kababayan… Basta lahat ng projects ay projects ng mga Pilipino. And it’s our mandate to finish them all. And we’ll continue to finish them all,” he said. Villar likewise ensured that, whether or not Congress grants the President emergency powers to address the traffic crisis, his department will continue to work hard to meet the

targets it set for the completion of all projects. Among the infrastructure projects that DPWH will implement this year is the construction of two Metro Manila bridges across the Pasig River - the Binondo-Intramuros bridge in Manila and the EstrellaPantaleon bridge connecting Makati and Mandaluyong – which will be financed by the Chinese government. “So, this is a fruit of the foreign policy. This is because of our friendship with China and a fruit of our foreign policy and the foreign trips of our President. Nagbigay po sila ng $70-million grant,” Villar said, adding that they are targeting to start it by this year.

* 2017 Infrastructure Budget - P428.4 billion - the highest in the country’s history

DPWH prepares Marawi rehab masterplan

Villar also gave updates on the planned rehabilitation of Marawi City following attacks by the Maute group. He said his department’s priority at the moment is to upgrade the evacuation centers located throughout Mindanao, as well as the preparation of the master plan for the reconstruction of the war-torn city. “After this incident, we’ll be ready. Naka-standby po ang lahat ng mga equipment ng DPWH, and currently, we’re coordinating with our ARMM counterpart in order to implement very quickly," he said. "The President wants to implement the rehabilitation very quickly. So, we’ve been preparing for this over the past few weeks,” he added. Villar also guaranteed that the slow implementation of the housing project for the survivors of typhoon ‘Yolanda’ will not be repeated under President Duterte’s watch. President Duterte approves 11 infra projects In the same briefing, PCOO Assistant Secretary Marie Banaag disclosed that President Duterte has approved 11 infrastructure projects during the NEDA Board Meeting earlier this week. These projects are: Mindanao Railway Project (MRP) Phase 1 Tagum worth P35.26 billion through local fi-

nancing; The Malolos-Clark Railway Project (PNR North 2) worth P211.43 billion through official development assistance (ODA); Cavite Industrial Area Flood Risk Management Project at P9.89 billion through ODA; Clark International Airport (CIA) Expansion Project, which has a remaining investment requirement of P12.55 billion through local financing and operations and maintenance for Public-Private Partnership or PPP; Education Pathways to Peace in Conflict-Affected Areas of Mindanao at P3.47 billion through ODA financing; The Australia Awards and Alumni Engagement Program - Philippines at P1.19 billion through ODA financing; New Communications, Navigation and Sur-

veillance/Air Traffic Management (CNS/ATM) Systems Development Project, a 30-Month Loan Validity Extension and Reallocation of Funds at P10.87 billion through ODA financing; New Configuration of the LRT Line 1 North Extension Project - Common

Station / Unified Grand Central Station (North Extension Project) worth P2.8 billion through local financing; Change in Scope, Cost, and Financing Arrangements for the Arterial Road Bypass Project Phase II worth P4.62 billion through ODA financing;

Change in Financing of the New Centennial Water Source – Kaliwa Dam Project - P10.86 billion through ODA Financing; and the Project Approval and Change in Financing of Chico River Pump Irrigation Project at P2.7 billion through ODA Financing.

DA turn-over assistance to PNP Combatants

Department of Agriculture (DA) Secretary Emmanuel F. Piñol committed during his visit in the evacuation center in Baloi, Lanao del Norte on June 8, 2017, that the national govern-

ment will continue to provide relief assistance to the affected families of the ongoing Marawi siege. The DA-Regional Field Office 10 headed by OICRegional Director

Carlene C. Collado turned over 1,120 packs of canned goods to the Philippine National Police (PNP) today in Camp Alagar, Lapasan, Cagayan de Oro City. Likewise, the Bureau

EASY GRADES

By Joseph R. Estrada Secondary School Teacher III Ozamiz City National High School

I am NOT an expert in computing grades. DIGITALLY. I am a fifty-four year old teacher who has mastered the art of teaching Social Science. But there is this single skill I have mastered the least as the world has become more globalized – computing grades in a computer. I did not know this until recently. Consistent with DepEd Order No. 60, s. 2015, also known as the Provision of the DepEd Electronic Class Record Template, the Department of Education has provided electronic class record templates to be utilized freely by all public school teachers in the country. These designed templates, created by teachers and other personnel, were simplified using basic features in a spreadsheet file. These allow for calculation of grades consistent with DepEd Order No. 8 s. 2015 or Policy Guidelines on Classroom Assessment for the K to 12 Basic Education Program. But, as a digital immigrant, I find it difficult. At first. For one academic year, I have been reluctant at computing scores and coming up with grades

using Excel. I have been so used at manually calculating scores - adding and multiplying equivalent percentages. Since 1985, a calculator and a pencil have been my old folks when grading. They were very friendly. But nothing is permanent except change and a good teacher embraces such. With abrupt technological advancements, instruction have reformed too, including tools of assessment. So I had to learn patiently. The Automated E-Class Record is an official electronic version which ensures sustainability and efficiency of grading. If in the past it would take days to finish giving marks to over five sections each composed of 40 plus students, now, with this tool, life becomes easier for a teacher like me. One will only have to input the accurate data required. Names of the learners from the school form must be copied and pasted under LEARNERS’ NAME column. If the school form is not yet available, the names of learners can be manually encoded. If one is teaching in the Senior High School, it must be noted that a subject can be gleaned from a dropdown menu as the grad-

ing system varies from one strand to another. Once ready, the highest possible scores can then be encoded before the raw scores. Then, voila! Grades are ready! E-Class Records are beneficial not only to lighten up the teacher’s load of grading hundreds of students but also to ensure credibility of the grades given. It is an open book for everyone to check where subjectivity and bias has no room. Grades reflect written output, performance tasks, and examination scores. Nothing is added. Nothing is deducted. It is what it is so fairness is promoted. Learning to grade using the ECR will become a little easy for non-digital natives like me when you seek technical assistance from your school’s ICT coordinator or other colleagues who are experts in it. If not, one can use manuals to guide teachers on how to use them. The ECR templates are downloadable from the DepEd official website and from the Learner Information System (LIS) website. After months of trying the E-Class Record, I can say that truly, making grades has never been this convenient and I’m looking forward for a hasslefree grading this school year!

of Fisheries and Aquatic Resources (BFAR) headed by OIC-Regional Director Asuncion Maputol also turned over 350 packs of canned sardines amounting to Php119,700.

This was received by PSSupt Ferdinand Sifuentes, regional chief, together with PSupt and spokesperson Col. Lemuel B. Gonda and directorial staff of PRO 10. The goods are intended to be

distributed to PNP combatants deployed in Marawi City. Another batch of assistance will also be given to the Philippine Army, Philippine Marines and to the Linamon hub.

A total of 100 attendees from the six Honda dealerships under Ayala Automotive Group, Honda Civic clubs and the media participated in this pioneering talk. Furthermore, the said activity aims to deliver the message that these citations are not just any ordinary accolades bestowed on just any other ordinary product as the group remains the only organization in the country that conducts these instrumented tests to determine the best vehicles in the country. “There is a story behind every crown and this is our way of telling it to the public,” said CAGI President Ronald de los Reyes. “We’ve been awarding vehicles since 2004 and we just believed that our unique process needed to be further disseminated through these talks,” he added. The CAGI head honcho led the endeavor, followed by more thorough and specialized discussions from CAGI Technical Director Niky Tamayo and KPMG R.G. Manabat and Co. Risk Consulting Supervisor Christian Eamilio. Meantime, supporter Petron Corporation’s Field Technical Services Engineer Mike Cerda shared some knowledge of their own product while Carmudi Philippines, the group’s proud partner for the past three years took part through their newest publication, the Carmudi Magazine. by Trillanes. You cannot assure your billions will work to blow to bits a hero like Duterte. What you expect to destroy the president really eulogized him internationally—just the right time after the European union’s and Obama’s criticism about his anti-drug campaign. Before going to the International Criminal Court, before shopping for interviews, remember the basics of winning the hearts of people, just like the rule of poetry: whatever you say, make sure it has truth in the literal level, or else, it cannot fly.

ASUS opens concept store in CDO Story by MARK FRANCISCO Photos by ERCEL MAANDIG

ASUS opens another concept store in Cagayan de Oro City together with Graphic, the leading communications solutions provider in Northern Mindanao, this time at SM CDO Downtown Premier. Located at Cyberzone in the second level of SM CDO Downtown Premier, the ASUS Concept Store will focus on the following HERO products: Zenbook 3 Deluxe, Zenbook Flip, Zenbook Pro, Zenfone 3 Zoom, ZenfoneAR, Zenfone Live, ROG GX800, ROG GX501 and ASUS FX Series. Those are all exciting products that will be available. But did you know that ASUS takes its name from Pegasus, the winged horse in Greek mythology that symbolizes wisdom and knowledge. Innovation is key to the success of ASUS.

Moreover, ASUS also started its business a motherboard brand and now has become a technology giant covering a business line starting from notebooks, smartphones, gaming notebooks, routers, monitors, graphic cards, all-in-one PC and commercial products just to name a few. Speaking of gaming

notebooks, ASUS Republic of Gamers (ROG) just launched a few weeks ago the ROG Masters 2017 Philippine qualifiers for Counter Strike: Global Offensive and DOTA 2. In last year’s global finals, we have witnessed our very own Filipino professional teams (Execration and Mineski) compete against Europe’s finest Team Secret.

We are excited on what will happen to this tournament and how our local pride professional teams will compete and put the Philippine map in the global stage.
