PhilHealth to implement new premium rates starting January

HEALTH Secretary Francisco Duque III announced Friday that the Philippine Health Insurance Corp.

(PhilHealth) will raise the premium contributions of its members starting January.

“Magtataas tayo ng (We will raise PhilHealth’s) premium contribution, 0.25 percent, effective January 2018,” Duque said during the Clean Forum held at the Manila Hotel.

timely, saying PhilHealth has already expanded its benefit packages but has not increased its premium contribution in a while.

In its Circular No. 20170024 published last Oct. 27, PhilHealth announced the adjustment, which it said is part of its strategy to ensure the sustainability of the National Health Insurance Fund.

KUYA Erlquin C. Lim of Cagayan de Oro formally assumed as the new National President (NP) of the Fraternal Order of Eagles (Philippine Eagles) (TFOEPE) along with the newly elected national officers for the Eagle Year 2018 held at the Grand Caprice.

Lim served as the National Executive Vice President of Eagles and the concurrent village chief of Barangay.

The induction and installation ceremonies were attended by the more than 8,000 members from all over the country. Others came from Australia, Taiwan and Italy.

Mayor Oscar Moreno, himself an Eagles member, is the guest of honor. Other well-known personalities who are TFOE-PE members attended as well.

Lim said he was glad that he was elected as the NP, a step higher from his former position in the Eagles.

He said: “I was happy to be elected as EVP, and I am happier that my fellow ‘kuyas’ have put their trust in me and elected me as the National President.

With my presidency, we can continue to implement the Eagles’ programs and projects, mostly in our assistance to our less fortunate brothers and sisters.”

As the first Philippineborn fraternal socio-civic organization in the country, the members of the Eagles have been involved in extending help to the needy, especially to the victims of calamities, since it was founded in Quezon City in 1979.

Hope flows: safe water in Sulu’s Panglima Estino PANGLIMA ESTINO, Sulu--Sulu has the most bre athtak ing ly lovely sunsets. It still has lush forests, unspoilt beaches and fertile soil good for planting a variety of crops in. The simple life in Sulu is a haven.

For all its beauty, Sulu has also been called a hotbed of radicalism, with groups like the Abu Sayyaf also calling this lush land home. The lack of government services over the past decades has made it so — though this is a situation that is changing progressively, with committed work by people from the government who are focused on that making change.

Sulu is a storied place, rich with history as the seat of the Sultanate of Sulu and its fierce people who have never been defeated by any colonial forces, be the colonizers Spanish or American.

This is a province where the people are at once proud of their history as Moros who resisted all efforts to take their freedom and their land, and are focused on working toward a good future — one where they and their children can enjoy their dream of a peaceful Publication Notice R.A. 10172

and productive life, simple as that life may be.

A simple life now also means having access to the basics of life — like potable water on tap sourced from a safe water system. Access to safe water, along with other efforts by the government to provide for its people, will go a long way toward building trust between the people and the government.

This is vital work toward weakening the foothold of radical groups in Sulu and literally paving the way toward a lasting peace there.

There is a town here called Panglima Estino that consists of 12 barangays and is home to more than 30,000 people. Until recently, the townsfolk still had to dig wells to gain access to water. The water from these hand-pump wells in this 5th class coastal town was unsafe for drinking and was salty because of the town’s proximity to the sea. You see, the beautiful sunsets against the stunning backdrop of Tutu Bay also mean that there is saltwater intrusion into the water table in this town.

A soldier was killed and another was wounded when the BIFF, coming from three different positions, simultaneously fired rockets and shoulder-fired M203 grenades toward the Army station.

Capt. Arvin John Encinas, Army’s 6ID spokesman, said troops on the ground monitored “rebels’ communication” indicating they suffered more casualties than what the Army had recovered.

This new water system means less worr y over the water-borne diseases endemic to Sulu, including outbreaks of deadly cholera. Safe water means better productivity for the people who benefit from it, since the risks of falling ill from water-borne ailments is greatly reduced. It also means more privacy for women and children because the people no longer need to make forays to the wells for water.

Military to warring clans in Lanao Sur: ‘we will strictly implement total gun ban’ THE military has warned warring clans in the province of Lanao del Sur “not to pursue their intentions to attack their adversaries” as the Joint Task Force Ranao (JTF Ranao) will “strictly implement” the total gun ban “as it applies the full force of martial law in Mindanao.”

Major General Roseller Murillo, commander of the 1st Infantry Division and concurrent chief of JTF Ranao, issued the warning following the wounding of five persons in an armed clash between warring factions in Bacolod-Kalawi town in Lanao del Sur afternoon of January 5.

Wounded were Hisam Pukunum Dipatuan, 34, on the Dipatuan side and four on the Amanodin side: Abdulbarie Macaborod, 22; Samsudin Malawad, 41; Casain Pangcoga, 55; and Jamel Pangcoga, 35.

Lt. Gen. Carlito Galvez, commander of the Western Mindanao Command (Wesmincom) commended the military and police under Murillo for acting swiftly.

“Henceforth this will be our template,” Galvez was quoted in a press release issued by the Command Public Information Office on January 7. The warring parties, he said, “will be immediately disarmed and charged in order to prevent the unnecessary loss of innocent lives and strictly observe the rule of law.”

In a press release issued on January 6, JTF Ranao said that at around 4:30 in the afternoon of January 5, members of the Amanodin and Dipatuan clans engaged in a shootout in Barangay Gandamato, Bacolod-Kalawi, which lasted for about an hour and caused the disruption of traffic flow along the Marawi-Cotabato national highway.

The Amanodin and Dipatuan clans have a longstanding rido. The town’s mayor and vice mayor are from the Dipatuan clan. The mayor is Abdulmohaimen while the vice mayor, Jaafar, is his father, the former mayor.

Rido is defined in the book, “Rido: Clan Feuding and Conflict Management in Mindanao” as “a state of seized by soldiers who conducted clearing operations after the armed clash between warring clans in Bacolodrecurring hostilities between Guns Kalawi in Lanao del Sur on January 5. Tedurays in Maguindanao.

“They (natives) could not move out to other communities for fear they might step on landmines planted by lawless elements,” Kanakan explained as to how the ‘lumads” were trapped.

“Relief workers could not reach them for food and water because the military refused to give clearance due to possible landmines along the route,” she added.

Since Fr iday, relief workers from the ARMM Humanitarian Emergency Action Response Team (HEART) and the Maguindanao Peoples Medical Team, have distributed food and non-food items to affected families.

The military remained on alert as the outlawed BIFF would harass military detachments every now and then, according to Capt. John Arvin Encinas, Army’s 6th Infantry Division spokesman.

“There were sightings of BIFF fighters under Commander Bungos trying to get closer to Army positions so artillery and airstrike offensives were conducted,” Encinas said. (PNA)

CAGAYAN DE ORO’s New Year revelry albeit threat of bad weather was generally pleasant and peaceful, but not without piles of garbage left on the streets waiting to be swept away and hauled to the city’s ‘brand new’ dumpsite.

The Crusade for Clean Government, a volunteer watchdog on good governance had slammed the ugly sight and stench of mixed ‘holitrash’ (short for holiday trash) left on the city’s streets, public markets and residential areas.

Worse, the ugly sight and stench of uncollected garbage left for several days on city streets had attracted more trash, like flies to honey.

Cagayan de Oro, like all other cities, greeted the New Year with loads of trash

like firecracker remnants, disposable food containers, plastic, and food leftovers.

For a city which had its solid waste program implemented only a year ago, putting out all its garbage in place remains a serious concern. And how serious it is, perhaps City Hall has the ready answer.

Noticeably, public waste disposals are filling up faster, catching up with the city’s unprecedented growth more than ever.

Inevitably, many of the city’s trash bins end up overflowing before a collection truck comes over, causing not only cluttered streets and bad odors but also negative health and environmental impacts.

Added to this trash dilemma, the careless attitude of city residents towards

maintaining cleanliness have caused alarming results.

Sadly, overflowing waste containers are a great nuisance and a risk to our health and environment. The need therefore to increase the efficiency of waste collection is an urgent matter City Hall has to act on swiftly and with political will.

Study shows that overflowing waste disposals are an ideal breeding ground for bacteria, insects and vermin.

The flies that visit the city’s uncollected garbage are also the same flies that roam around in our lunch buffet and drop their offsprings – factors that causes typhoid fever, food poisoning, enteric fever, gastroenteritis, and other major illnesses.

Besides flies, other animals that thrive from the garbage in and around the containers include rats, cockroaches and all stray animals and insects.

Further, one of the outcomes of overflowing garbage is air pollution, which causes various respiratory diseases and other adverse health effects as contaminants are absorbed from lungs into other parts of the body.

The toxic substances in air contaminated by waste include carbon dioxide, nitrous oxide and methane.

However, it cannot be denied that, based on what is coming out now from media reports, there was evident compliance with the regulations imposed by law relative to decisions that are issued by courts which have more than one judge deciding any particular case.

First, it was clear that there was prior deliberation on the case of Reyes before the justices assigned to rule on it came up with their decision.

Second, majority, or three of the five justices of the Court of Appeals who participated in the case were in favor of releasing Reyes. Third, the decision that led to his release was carefully based on existing laws. Fourth, there are still remedies that are available

and could be availed of by those who oppose that release. In fine, we must respect the decision at the moment, until it is reversed!

We can continue electing our officials without antagonizing the process of shifting to federalism MARAWI City--Experience will tell us that the practice of unitary form of government or the centralization of power does not necessarily work towards selfimprovement of each region in the country. Political pundits and legal experts argue that RA 7160 already provides mechanism for Local Government Units to exercise authority by way of utilizing the resources provided to them by virtue of the principle of power of devolution.

The assumption therefore is that each local political unit in the country need not acquire further autonomy to run the internal affairs of their respective local governments for each of the implementing provisions of the cited law already guarantees them full administrative control within their locality.

As mandated by law, in the utilization of the 20% development fund inclusive of the Internal Revenue Allotment, LGUs are perceived not having been shortchanged to discharge their official functions owing to these available resources provided to them. However, the issue at hand does not only merit the fiscal arrangement and the share of each Region from the National Wealth as a matter of right guaranteed by the Constitution. Rather, the discussion that must be developed is whether this type of legal arrangement or the status quo empowers our Local Government Units especially in the rural areas to progress and develop further their potentials in order to catch up with the other LGUs in highly urbanized areas or does this existing policy inadvertently promote inequity between and among cities and towns in the country?

Federalism is not only about sharing and distribution of resources but political empowerment

and social equity. It is a reasonable proposition as an alternative to the century-old unitary system that has bred a lot of ills in our country such as extreme inequality in development as it concentrates power and resources to the center and to a few powerful elites who are mostly in the capital.

Such ills as traffic congestion in Metro Manila is a problem created by the unitary set-up. Opportunities, business and services, employment, government agencies, transnational business operation even policy decisions are pulled in together making the capital not only the center of power but a strategic location to do just about anything.

It is not surprising, therefore, that Metro Manila has come to face the dire consequence of this present set-up: over-pop-

ulated cities, poor urban landscape and government services couldn’t simply match the demand of growing number of people from countryside moving to the center of gravity to simply get his or her fair share.

The proposal brought about

by Federalism is to bring down decision making to the lower levels of government on the theory that local issues are best settled at local levels. This will also spread development as it allows people to take charge of their developments and makes them more responsible for their political decisions. This also simplifies accountability.

In terms of development, it will unleash the power of the periphery and spread development more evenly.

The simplest way, however, to render this proposal ineffective — at least on gaining mass support —

IT IS an undeniable fact that we are now living in the world full of trials, with materialism and environmental degradation as the major issues hounding humanity today. But for those who are making a living and trying to survive, life must go on for them.

Life may be hard, but the only choice for people who want go on living is to stand their ground and not let these trials defeat them.

Certainly, with the rising prices of basic commodities, fear of crimes and persons involved in

criminal activities, the abject state of poverty and the prevalent culture of corruption and impunity, one would think that there is no end in sight. But for most people, these hardships are just what keep them going, a sort of motivator to withstand and triumph no matter what.

To survive this world, one does not just need the skills and abilities, optimism and faith are needed, too. These factors are essential in getting by in today’s chaos-filled world. In spite of that, the world we are living now is not totally mired in negative values, it is also has its beauty and kindness and there are many of us who possess these traits.

With people these, life is actually worth living.

‘No Calls, No Text Registration’ bill gets a boost THE House committee on information and communications technology, chaired by Rep. Victor Yap has approved a substitute bill, seeking the establishment of a No Calls and No Text Registration System to protect phone subscribers from solicited calls and spam text messages.

Authors of the bill include Reps. Francis Gerald Abaya, Jose Antonio SyAlvarado, Ma. Lucille Nava, Rene Relampagos, Deputy Speaker Linabelle Ruth Villarica, Reps. Manuel Jose Dalipe, Winston Castelo, and Yap, among others.

Under the bill, the Na-

tional Privacy Commission shall have the responsibility to establish a “No Calls and No Text Registry” system.

The system shall ensure to keep the identity and privacy of the persons registered highly confidential.

As such, only their telephone numbers may be accessed from the registry.

Any phone subscriber may manage and limit the outbound and unsolicited calls and texts that he shall receive through registration of his telephone number in the Voice Call Register and/or No Text Massage Register of the NPC. To register, a subscriber

needs to present a government identification card and proof of exclusive ownership over a particular telephone number. The subscriber must also pay a fee, to be determined by the NPC. For minors, or those below 18 years of age, registration of their mobile numbers may be done by their parents or legal guardians.

Telephone numbers registered in the No Calls and No Text Registry shall not be changed or removed except upon the request of the owner in writing. Invalid or disconnected telephone numbers may be changed or removed upon adequate validation of the NPC. The bill prohibits unsolicited calls and text messages to be made or sent to the telephone numbers on the registry.

Any person who wants to call or send text messages to numbers in the registry is also required to register his number. Non-registration of the unauthorized caller and/or sender as required under Section 10 of the Act

shall not be an excuse from liability.

Public Telecommunication Entity (PTE) or content provider which shall give the special access number of their subscribers without their consent to commercial or marketing agencies shall be held liable under the Act. The PTE or content provider shall also be required under the bill to provide a mechanism for subscribers who have decided to opt out anytime from broadcast messaging services they are receiving.

The opt-out mechanism must enable the subscriber or recipient to indicate, at no cost, the decision to no longer receive any commercial or promotional advertisement or push message from the PTE or content provider.

Any person who violates the provisions of the law or its implementing rules and regulations shall suffer the penalty of a fine ranging from P50,000 to P100,000 for each violation. In the case of juridical person, the officers directly responsible

THERE are simple ways to shorten one’s life, although many people would opt to lengthen their stay in this world. It is indeed a great challenge to live a healthy life as this entails a holistic approach that would lead to having a longer life.

To live a life of wellness, you have to follow certain dietary regimen, go into physical resistance training, take food supplements, and adopting a stress-free lifestyle.

But to keep one’s life on Earth as brief as possible, you just need to do the exact opposite, such as eating unhealthful food, avoiding doing strenuous work, and getting into a vice like smoking, drinking alcohol or doing illegal drugs. If you do all these in

succession, there’s a huge probability that you will contract life-threatening diseases such as cancer, and before you know it, you will not reach old age.

A lot of people had died even in their youth due to taking their body for granted.

Some people may not actually desire to cut short their earthly existence, but at the same time, they also don’t make an effort to extend their life. They would say they want to live until they’re 80 but don’t take care of themselves.

That’s another sure way to reduce your lifespan.

Literacy in the Philippines

RESULTS from the National Statistics Office (NSO) 2010 Census on Population and Housing show that 97.5 percent of the 71.5 million individuals who are ten years old and older are literate or can read and write – an increase from the 2000 census of 92.3 percent.

In the Philippines, the ability to read and write is a priority so any effort to promote literacy by the government, organizations or even private individuals is celebrated.

It is through literacy that one is empowered to interact in his community and realizes his worth, what

he can do and eventually make him do things that contribute in sustainable development of his society.

That community progressively expanded based on the country’s literacy data collected through the national census.

Prior to World War I, the literacy rate in the Philippines was at a dismal 20 percent. But it was one of the countries that experienced rapid school expansion in the late 1930s.

Literacy transitions are linked to educational expansion.

The growth of literacy rates in the Philippines is attributed to the formalization of the education system here and its success in achieving its basic objective – to prioritize literacy skills for students.

Financial inclusion in PH improves, with potential to expand on a larger scale The BSP, in its latest report on the state of financial inclusion,1 says that access to and usage of formal financial products and services continues to improve in the country.

Out of 1,634 local government units or LGUs (cities and municipalities), the number of unbanked areas declined to 571 LGUs (34.9% of the total) in June 2017 from 609 LGUs (37.3%) in 2011. As of June 2017, there were 11,343 banking offices and 19,500 ATMs. Banking offices grew at an average annual rate of 4% from 2011 to 2016 while ATMs increased at a faster rate of 12% during the same period.

In addition to banks, there were over 61,000 non-bank financial service providers (FSPs). Growth was fastest among mobile money agents which are retail outlets where people can convert cash to electronic money and vice versa.

Pawnshops, cooperatives, and microfinance NGOs had wider presence than banks and were the most common FSPs in unbanked areas. Only 10% of LGUs remained unserved if nonbank FSPs were taken into account.

In terms of usage, there were 44.4 million depositors and 55,3 million accounts with outstanding balance of P1.1 trillion as of June 2017. From 2011 to 2016, the number of depositors and deposit accounts increased at an average annual rate of 6% and 4%, respectively. The total amount of deposits grew at an average rate of 15% during the same period. Despite improvements in account ownership, the number of deposit accounts per 10,000 adults in the Philippines was still lower than most of our ASEAN peers except Cambodia, Laos, and Myanmar.

Building on these modest gains, the BSP has issued new policies which promise greater financial inclusion. One of them is the recently approved regulation allowing banks to put up “branch-lite” units to further expand the physical reach of banking services especially to unbanked and underserved LGUs. The BSP is also finalizing the policy framework that will encourage banks to offer a “basic deposit account” that will address the usual barriers in account opening such as high opening amount and maintaining balance,

Alcohol may cause cancer by damaging stem cell DNA: study DRINKING alcohol may cause irreversible damage to the DNA of stem cells and increase the risk of developing certain cancers, a new study has revealed.

Using genetically modified mice, British scientists found that acetaldehyde, a toxin produced as the body processes alcohol, can slice through the DNA within blood stem cells and cause permanent damage.

In the study, published recently in the journal Nature, the mice lost their ability to reproduce fresh blood after being given diluted alcohol for 10 days.

Sequencing the genome of the stem cells indicated that their DNA had been scrambled to the point that the cells no longer functioned.

When healthy stem cells are faulty, they can give rise to cancerous cells, particularly in the mouth, throat, esophagus, breast and so on.

The effects of such damage can be neutralize d, howe ver, by t he body’s two-layer defense mechanism. The first layer is a protective enzyme called aldehyde dehydrogenase 2 (ALDH2), which prevents build-ups of acetaldehyde, and the second repairs the DNA damage.

In the study, mice lacking ALDH2 suffered four times as damage compared with the other ones.

About 8 percent of the world’s population, mostly those of East Asian ancestry, are born with a deficiency in ALDH2.

“Our study highlights that not being able to process alcohol effectively can lead to an even higher risk of alcohol-related DNA damage and therefore certain cancers,” said Ketan Patel, who led the research at the MRC Laboratory of Molecular Biology in Cambridge. (Xinhua)

PROCRASTINATION is a human characteristic that is inherent in many of us. It means having to forgo or wait until you act on something that you intend to do. By the looks of it, this characteristic is a disadvantage rather an advantage, a weakness rather than strength.

When you decide to do something within a certain timeline and yet you delay in doing it, numerous problems could arise. This human attitude has proven to be disastrous for some, especially if we’re talking about lost opportunities.

They say some opportunities knock on your door only once, and when you procrastinate because you are used to foregoing a lot of things in the past, you could end up with losses instead of gains.

In order to avoid those lost chances, procrastina-

tion must be avoided and every individual must not wait before it’s too late.

“Strike while the iron is hot” goes the popular saying, and this is so true.

When something comes your way and if you think that by going for it is to your advantage, then by all means grab it and save yourself the trouble of regretting in the near future.

In this era of fast-paced lifestyle, doing something important while it is still available should not be too hard for everybody.

But, be aware, though.

Deciding on something must be weighed first as there are also factors that could destroy an opportunity. The point is, it’s best not to wait until it’s too late, but one must also take note of the fact that it’s also not good to rush as far as decision making is concerned.

HIGHER education in the Philippines is offered through various degree programs (commonly known as courses) by a wide selection of colleges and universities also known as higher education institutions (HEIs). These are administered and regulated by the Commission on Higher Education (Ched).

HEIs are either classified as a college or university and either public or private also either secular or religious. As of August 2010, records from Ched show that the country has 1,573 private and 607 public HEIs. In the Philippines, college is a tertiary institution that typically offers a num-

ber of specialized courses in the sciences, liberal arts or in specific professional areas e.g. nursing, hotel and restaurant management and information technology.

Meanwhile, to be classified as a university – such as state universities and colleges (SUCs), Ched-supervised HEIs, private HEIs and community college – it must meet the following requirements: operate at least eight different degree programs including at least six undergraduate courses specifically a fouryear course in liberal arts, a four-year course in science and mathematics, a fouryear course in the social sciences and a minimum of three other active and recognized professional courses leading to government licensures and at least two graduate-level courses leading to doctoral degrees.

recommended by the Mines and Geosciences Bureau (MGB) to the Program Monitoring and Coordinating Center (PMCC) in early 2000 because of high mercury contamination levels in Naboc River.

PMCC is chaired by the Department of Environment and Natural Resources (DENR) Regional Executive Director, the barangay captain of Mt. Diwata and the PMDC. Mt. Diwata barangay captain Pedro Samillano said there were 138 ball mill plants and 48 registered CIP. There were 48 mine tunnels in Mt. Diwata.

Samillano said 70 percent of the 10,400 total population of Mt. Diwata were miners. Samillano bared there were four big miners in Mt. Diwata. The three were JB, Las Vegas, Australia, and Blucor.

Initially, the MGB had listed more or less a hundred mini CIP plants and ball mill establishments in Diwalwal. In an April 2009 inventory in 5 puroks (sub-villages) of Barangay Mt. Diwata, the MGB team inventoried 23 batch-type mini CIP plants with a total of 34 tanks and 11 ball/rod mill establishments with a total of 147 drums.

The inventory on October 2009 for seven puroks in Mt. Diwata showed there

were eight batch-type mini CIP plants with a total eight tanks and 30 ball/rod mill establishments with a total of 399 drums.

The team inventoried eight batch-type mini CIP plants with a total of 12 tanks and 12 ball mills with a total of 177 drums in its September 2010 inventory at Sitio Depot.

The relocation to the Mabatas processing zone was necessary because it had the tailings containment facility to avoid and eliminate the direct discharging or throwing of tails/waste from the plants to the waterways; and, as the only lasting and long-term solution to avoid polluting the Naboc River.

The PHP200-million Mabatas dam which was established sometime in 2003 was never used for the gold processing by the small-scale miners.

PMDC was required to rehabilitate the tailings dam facility and develop the Mineral Processing Zone so that operators of the batch-type mini CIP plants and ball mill plants could transfer.

During the groundbreaking of the gold museum in March last year, Compostela Valley provincial government reported the province still holds one of the biggest gold deposits

in the Philippines with an estimated gold reserve of 181,745,339 metric tons based on the data from the MGB. Gold mining sites are found in almost all of the province’s 11 municipalities.

The major mining sites are in Mt. Diwalwal (Mt. Diwata) of Monkayo, the Masara district in Maco, the Boringot-Diyat-Kingking district of Pantukan, the Bukal-Mainit site of Nabunturan, and Bango of Compostela. (PNA)

More regularized workers in sci-tech firms in CALABARZON Around 750 workers in various technology firms in CALABARZON will soon secure their regular employment status after their employers were found to be violating the right of workers to security of tenure.

In separate compliance orders issued by the labor department’s Regional Office 4A, three advanced technology companies based in Laguna – Cirtek Advanced Technologies Solutions Inc., Du Pont Far East Inc., and Fuji Electric Philippines Inc. were directed to regularize a total of 737 workers after they were proven to be engaged in labor-only contracting activities.

Violations by the companies were noted following a series of inspection by compliance officers last year. Some of the violations include lack of substantial capital on the part of the contractors as the em-

ployees use the principal’s equipment and tools in the actual performance of their outsourced services.

The principals also exercise control and full authority in the performance of work of the deployed workers, who work alongside regular employees of the principals and performing the same functions that are directly related to the main businesses.

Other findings include the non-compliance with the Occupational Safety and Health Standards as the three principals do not have valid permits to operate mechanical and electrical equipment.

SENATE Minority Leader Franklin M. Drilon warned on Sunday of deliberate efforts to weaken the senate in order to lay the groundwork for the abolition of the upper chamber and pave the way for a unilateral system of legislature.

“I am very alarmed and concerned about this continued attack on the senate.

It appears to be part of deliberate and sustained efforts to weaken and embarrass the senate as an institution,” Drilon said in an interview with DZBB on Sunday.

“For me, these attacks are meant to demean the senate in order to lay the groundwork for the abolition of the senate and pave the way for a unilateral congress,” he added.

Drilon said this as he urged Senate President Aquilino Pimentel III “to be more vigilant in defending the independence and integrity of the senate” amidst the

negative criticisms hurled against it by members of the House of Representatives led by House Speaker Pantaleon Alvarez.

He said the senate has always resisted efforts from any quarter to undermine its independence. “The independence of the senate is seriously guarded by the senators,” he added.

“He (Pimentel) must rise above partisan political interest to defend the senate regardless of his political affiliation. Otherwise, the senate, unfortunately, becomes irrelevant as an institution of democracy in our system of governance,” Drilon said.

In a separate interview over DWIZ on Saturday, the minority leader said that he was saddened by the attacks to the institution and made a similar call for Pimentel to defend the senate.

“I am saddened. This is the first time, in my 20 years as a senator, that I have

seen a Speaker attacking the Senate,” Drilon said.

“It demeans the Senate as an institution. It could weaken the senate as one of the pillars of the democracy, which provides the necessary check and balance to hold our officials accountable,” he stressed.

The minority leader said that the Senate President has the obligation to defend the senate as an institution of democracy.

Drilon said the attack against the Senate was similar to the attacks hurled against the Ombudsman, the Commission on Human Rights and the Supreme Court, whose chief justice is facing an impeachment case.

“This is very alarming.

If we let these attacks to continue, then it’s a matter of time before we see our democracy collapsing because critical institutions such as the Senate are weakened,” Drilon said.

Paolo Duterte’s ‘successor’ ready to take on the challenge

DAVAO CITY -- The replacement of resigned Vice Mayor Paolo Duterte is ready to take new responsibility as the second top leader of the city.

Councilor Bernard Alag, who is currently the Acting Vice Mayor after VM Duterte took a leave of absence following the announcement of his resignation last December 25, is expected to sit as the new vice mayor based on succession rules although this has yet to be confirmed by the Commission on Elections and the Department of Interior and Local Government.

The presidential son is officially resigned after President Rodrigo Duterte accepted his resignation last Friday.

Al-ag said he was not new to the function of the position because he was always designated as acting vice mayor everytime the vice mayor goes on leave or designated as acting mayor.

Al-ag is the city council majority floor leader.

“I usually took over the administrative roles of a

vice mayor,” he said.

Al-ag is an ophthalmologist by profession but he is serving as a city councilor.

However, Al-ag said he was sad with the former vice mayor’s resignation.

When the former vice mayor expressed his resignation last December 25, he said, he and the councilors were shocked by the decision.

“Although we did not agree with his decision on his resignation we still respect it,” he said.

Al-ag said the city council would still do the mandate of the former vice mayor supporting the 10-point agenda of Mayor Sara Duterte.

“I assure the public that the city council will work hand-in-hand with the mayor to serve the people,” he said.

He said the leaders in the city council were helping each other to make a right decision to whatever proposal given by the executive department.

“Right now we are trying to regroup,” he said.
