2 mayors deny not complying with ‘road clearing’ operations By GERRY LEE GORIT Correspondent

MAMBAJAO, Camiguin-Two town mayors in this province yesterday denied allegations that they did not comply with the order of President Rodrigo Duterte to clear roads of obstruction. Mayors Joseph Uayan of Sagay and Mayor Helenio Abecia of Guinsiliban were among an initial list of 10 mayors facing administrative charges for gross neglect of duty and grave misconduct before the Office of the Ombudsman, Interior Secretary Eduardo Año said on Sunday. The Department of the Interior and Local Government (DILG) issued Memorandum Circular 2019-121 in July last year, which gave local government units 60

days to reclaim public roads from private use. Uayan said road clearing operations were conducted in his town. He said they trimmed trees along the road, towed parked cars and relocated a house built on the sidewalk. Uayan said he was surprised to be included on the list of mayors facing charges, noting that they complied with the requirements set by the DILG. Abecia said the municipal government of Guinsilban also complied with the DILG order. He said they cleared streets of illegal vendors and removed a basketball court. Government help sought to find IP villager seized by NPA in Surigao By ALEXANDER LOPEZ

TANDAG CITY, Surigao del Sur – The Indigenous Peoples Mandatory Representative (IPMR) of the municipality of San Miguel in the province of Surigao del Sur appealed for help from the government to locate a Manobo tribe member abducted by the New People’s Army (NPA) in the area. In an interview with the Philippine News Agency on

Sunday, Datu Rico Maca said Taloy Aguilo Astudillo and another Manobo identified only by his family name ‘Bibat’ were seized by the NPA from their village in Sitio Inadan, Magroyong, San Miguel, Surigao del Sur on Dec. 3, 2019. Maca said the NPA only released Bibat on the same day but the tribe has no knowledge of the whereabouts of Astudillo until now.

“They were abducted by the NPA for suspicion of being assets of the Philippine Army,” Maca added. He said the family of Astudillo is also appealing to the government for help, including his children who are now worried about his situation. “Astudillo is 30 years of age, married with three children. His wife is also pregnant,” he added. He also asked the NPA

to return the remains of Astudillo if ever they already killed the victim. “It is sad to note that people are kidnapped by the NPA because they are suspected of being assets or supporters of the military,” Maca added. He said the abduction was already reported to the Philippine National Police (PNP) and the Philippine Army in the area but until now, no positive findings were achieved in the efforts to find Astudillo.

“The Army has already launched operations in the area but failed to locate the victim,” Maca added. On Sunday, Captain Jonald Romorosa, civilmilitary operations officer of the Army’s 36th Infantry Battalion, told the PNA that they have already conducted operations to find the victim. He said they also received information of a newlyfound grave in the area but turned out negative after an actual verification by the

government troops. Romorosa said the Army has also been coordinating with the local officials, community leaders, and the PNP to determine the condition of Astudillo and find his location. NPA is an armed wing of the Communist Party of the Philippines (CPP) listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. KIDAPAWAN CITY – North Cotabato Governor Nancy A. Catamco has ordered provincial heads of offices to expedite the processing of documents to be submitted to the Department of Transportation (DOTr) for the opening of the Central Mindanao Airport in M’lang town of the province. Catamco issued the order during the first management committee meeting with chiefs of offices of the

provincial government on Monday. During a visit to M’lang last December 30, President Rodrigo Duterte said he wanted the mothballed airport to be opened and used soon. Catamco was earlier briefed on the details of the project, records of negotiations, meetings, agreements, and designs on infrastructures and findings. She noted that fingerpointing at any official and employees on the delay of

COTABATO CITY – Police arrested Monday a suspect in the 2009 Maguindanao massacre that killed 57 people, 32 of them journalists. Capt. DAVAO CITY -- The city of Mati in Davao Oriental received two plaques of recognition on Monday -- the 2018 Seal of ChildFriendly Local Governance and the 2018 Presidential Award for Child-Friendly Municipalities and Cities -- as the regional winner. The Department of the Interior and Local Government (DILG) awarded the plaques during the flagraising ceremony at the Mati City Hall grounds. The awards were given last year but was only handed over to the Mati local government unit on Monday, said Mati City Mayor Michelle Rabat, who received the plaudits with Vice Mayor Glenda Rabat-Gayta and members of the city council. During her acceptance speech, Rabat thanked the agencies who have seen their efforts in protecting the rights of the children. “In every award received is a challenge to do better. Top exec mistaken to be seriously ill

A top official in Misamis Oriental was mistakenly reported to have contracted a serious ailment. It turns out that the official has a namesake who was admitted to a local hospital a day before the New Year’s Eve. The patient was reportedly diagnosed with “Encephalitis,” an illness associated with swelling of the brain. An informant disclosed that the patient was admitted Dec. 29, 2019 then transferred to the ICU on Dec. 30, 2019. The CYNOSURE is withholding the identity of the patient who reportedly expired a few days after being admitted to the ICU. In trying to be discreet, the patient insisted to be

confined in a private room. Diagnosed with Encephalitis, the patient became restless that the doctors strongly recommended that the ICU was the only option for survival. To ward off possible further infection that would exacerbate the illness, the ICU was the safest place in the hospital. Apart from disinfectant, visitors in the ICU are regulated that not anybody could simply get into the ICU room. Normally, a patient with guarded conditions had to be mechanically ventilated and intubated in the ICU. Thus, most ICU patients are threading between life and death. The admission to the ICU is one of the

protocols for the hospital staff to closely monitor the patient’s condition. The confusion grew when reports that the patient expired. Without an official statement, everybody believed that the top executive was the subject referred to. However, the CYNOSURE tried to dip its fingers on grave vine sources, which lead to the true identity of the patient. It turns out that the ill-starred patient was the wife of the consultant of the local government unit in Cagayan De Oro City. But, what are Encephalitis and its cause? Alumni Homecoming at Tagoloan

IT might be a few days into 2020 but still let me share to you details about the Grand Alumni Homecoming of the St. Mary’s Academy of Tagoloan or formerly known as St. Mary’s High School held last December 28. The reunion was for Class 69 and Class 94 as Golden Jubilarians with Class 94 doing the leg work and pampering Class 69 who celebrated 50 years after graduation. Needless to say the reunion was a huge success and we doff our hats off to the officers of Class 94 and the alumni officers for hosting the event. I must say when I was the alumni president (when was that?) that I can hardly recall

when a reunion was this well organized. Maybe due to the system or practices of pairing or hosting plus the social media campaign, the Dec. 28 reunion was well attended. The event was a perfect way to cap the end of a decade. I wasn’t around in the morning but I heard there were sentimental moments from the jubilations of Class 69 as Florante’s song ‘Handog’ was played in the venue. The next jubilarians to be honored this year will be Class 70 led by retired Air Force general Gerry Paduganan. I missed the exchange but then again I will join the other jubilarians of Class ‘71 in getting

sentimental for next year’s reunion. I met most of Class ‘69 during the afternoon Alumni Mass and even as most of them noticeably aged along with me they are still recognizable. There is a two-year difference between me and them anyway. In fact some of them are friends through the years like Cherie “Toto” Pacheco Nairn, a US-based nurse who remains as beautiful as ever and who I heard played Santa; Jaime Cabunoc who I heard is doing well, Atty. Oscar Musni, a charmer and smooth talker who completed his three terms of three years each at the Provincial Board and is still active in his advocacies;

Connecting with the people THIS is a big challenge to public speakers, especially to preachers who are charged to transmit nothing less than the living word of God. Given the way people are now — with all their differences and complexities — the task of effectively communicating with them without compromising the integrity of the message is indeed a tremendous job. Offhand, what I can say is that first of all we have to appeal to God, asking for his grace, because no matter how good we are rated as public speakers and preachers, we can never tell whether we have truly communicated with our audience with the message integrally received, appreciated and sparking the audience’s desire to live it out.

It’s only God’s grace that does wonders and can accomplish what we cannot, given our limitations and the complications around. We should always feel the need for grace in our task of preaching and communicating. Of course, asking for God’s grace does not and should not exempt us from doing what is humanly possible to connect with the people effectively. Grace does not supplant our human effort. In fact, grace requires the utmost cooperation of our effort. Yes, we have to study the message well to see to it that we know what we are communicating and why. As much as possible the message should be so assimilated with us that the people who see and

listen to us can readily get the message without much effort. We should not forget that for preachers, for example, the challenge to transmit the living word of God is an overwhelming task, what with all the mysteries and other supernatural things that it contains. Yes, only God’s grace can connect the preacher and the preached effectively. But as public speakers and preachers, we have to learn to dress the message according to how the people are. Thus, they have to be ready to use all the means for effective communication. They have to prepare things, making outlines and talking points, etc. They have to use the appropriate rhetorical tools — logic

should be clear and easy to follow, language should be pleasant and uplifting. They should have a good command of the appropriate vocabulary and figures of speech. They should have the judicious use of anecdotes, stories, examples, even jokes and memes or the so-called “hugot lines.” But for all of these to be effective and for us to know what to use and how, we need to know the audience very well. PRRD to water firms: Accept new contracts or face cancellation By AZER PARROCHA

MANILA -- Water firms Maynilad and Manila Water can either accept the new water contracts favorable to the government and the public or face cancelation of their present deals, Malacañang said on Tuesday. Presidential Spokesperson Salvador Panelo said President Rodrigo Duterte made this decision during the 45th Cabinet meeting on Monday night, after listening to a presentation made by Solicitor General Jose Calida. “The Chief Executive is giving the water concessionaires the option of accepting the new contracts without any guarantee of not being criminally prosecuted together with those who conspired to craft the very onerous contracts which are void ab initio for violating the Constitution and the laws of the land,” Panelo said in a Palace briefing. “Should Maynilad and Manila Water refuse to accept the new agreements, the Chief Executive will order the cancellation of their present water contracts,” he added. Panelo also said Duterte will not hesitate to order the nationalization of water services in their respective areas of operation. Or is the disease of “just being good” incurable? No matter how dramatic the end result, the good-togreat transformations never

Rather, the process resembled relentlessly pushing a giant heavy flywheel in one direction, turn upon turn, building momentum until a point of breakthrough, and beyond. Thus, it is a combination of having level 5 leaders in the organization, hiring the right staff, confronting the brutal facts, using the hedgehog concept, instilling the culture of discipline, and ensuring to strive from being good to great and keeping it. Sure, every leader has the utopian vision of running a company where everyone’s happy, has fun, loves their coworkers, brings their dogs to the office and specialize at marketing, design, engineering and sales. Don’t fall victim to the cult of the ‘rock star,’ a popular trap in Silicon Valley. Give me five people who work together as a team, as opposed

to the one person who’s talented at everything. They’re not, and it’s not worth the trouble. Communicate your values and culture explicitly and continuously, both internally and externally. Employees must understand your culture, and why it’s important. Reward employees who advance your culture, and be open and honest with those who don’t. Do this always and in tandem with every other culture initiative, or your culture will be merely hollow words on a mission statement. Done well, however, and the culture will bleed into employees who will spread your culture, whatever it may be. As your organization grows, culture will help keep it on track, steer hiring decisions for the people who will maintain that success and safeguard your organization from spiraling into something you don’t recognize — even if you no longer know everybody’s name.

Joint RPOC, RDC express support to Sara’s stand vs talks DAVAO CITY -- In a joint statement, the Regional Peace and Order Council and the Regional Development Council has expressed support to the stand of Davao City Mayor Sara Duterte against the reopening of negotiations with the Communist Party of the Philippines, New Peoples Army and the National Democratic Front (CPP/ NPA/NDF). Joint RPOC-RDC resolution 2020-01 cited the gains of the Whole-of-Nation approach against insurgency institutionalized under Executive Order 70 series of 2018 which created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The EO 70 also directed the adoption of the National Peace Framework. The programs and initiatives implemented by RPOC composed of local

HSBC exec eyes 2020 GDP at 6.4% By JOANN VILLANUEVA

MANILA – An official of banking giant HSBC forecasts better output for the Philippine economy this and next year, with output seen at 6.4 percent and 6.5 percent, respectively, making the country among the best in the world. In a briefing on Tuesday, HSBC managing director and chief market strategist for Asia Cheuk Wan Fan said they expect domestic growth to recover from the expected 5.8 percent output in 2019. “According to our assessment, we expect the Philippine economy to outperform the regional as well as global peers as we anticipate the growth acceleration path for the next two years,” she said. Growth, as measured by gross domestic product (GDP), averaged at 5.8 percent in the first three quarters last year, below the government’s 6-6.5-percent growth target. Fan expects growth this year to be driven by the resilient domestic consumption and strong rebound of fixed investment, among

others. “The Philippines is another showcase of the strong consumption story in the region. We expect private consumption growth to stay,” she said. HSBC’s growth forecast for the Philippines this year alone is short of the government’s 6.5-7.5 percent band for 2020-2022, which Fan attributed to the impact of external developments. “It’s quite close to the government target because we still maintain a relatively cautious on the external demand because the global economic slowdown will continue to remain a headwind for the Philippine economy,” she told the PNA in an interview. With growth seen to improve, Fan expects the Bangko Sentral ng Pilipinas (BSP) to further slash key policy rates by 50 basis points at 25 basis points each in the first and second quarters this year. Fr. Pandero’s homily was good and it made me recall my youth in Tagoloan town. His English was good and as a Marian I am proud of what he is. Wish our class produced a priest. Wouldn’t that be divine? I’ve heard that Fr. Erdman is presently assigned at the Nazareth Catholic Church. Special mention should be made about the choir during the Mass whose voices were so divine I would guess that they practiced long and hard for the program. After the Mass the Class of ‘71 that included Clea Alaud Palatulon, Cecilia Parba and Santos ‘Toto’ Casino joined the celebration. Our numbers were discouraging but it didn’t disappoint me a bit as I joined in the fun and recollection. On visiting the school, there was a tinge of sadness as the school looked nothing like the one we went to in our youth generations ago. But as we cling to old memories, we still headed to the Dome for the program. Every scolding of the RVM sisters is still fresh in my memory and they may have influenced me in the ups and downs of life. The nearly three hour brownout caused me to miss Tagoloan Mayor Gomer ‘Enan’ Sabio, an alumnus of the school, who gave a speech for the occasion. I asked Atty. In fact, the ideal is to have a previous contact with them so the speakers and preachers would have a first-hand knowledge of their audience and can, in a manner of speaking, customize and even personalize their message to them. We have to be wary of the tendency to talk above the heads of the audience, which is now a common occurrence, sad to say. But neither should we go down to frivolity and inane talk to grab the instant attention of the audience. Yes, there may be initial jokes to catch attention, but effort should be made that the main message is not lost. Indeed, to connect with the people is no easy thing. There is a lot of trial-anderror involved here, and let’s hope that we can derive precious lessons from the errors. The important thing to remember also is that the delivery of the message should be uplifting and edifying even if serious and negative comments have to be made. Public speakers and preachers should aim to do their job in such a way that the audience should not only feel good, but also should learn something important. They should constantly monitor the facial reactions of their audience to see if they are still connecting with them or are already in some disconnect mode.
