CAGAYAN DE ORO CITY – The city government here has issued a special permit to the Nazarene Parish Church on limited movements for the celebration of the annual feast of the Black Nazarene which started on Friday. Instead of holding the “Traslacion,” or the transfer of the image of the Black Nazarene from its shrine on C.M. Recto Avenue to St. Agustin Cathedral, the local government issued a special permit allowing

the church to conduct a motorcade. Msgr. Persus Cabunoc, Rector of Nazareno Parish Church, said the motorcade will start at 10:30 p.m. or 30 minutes after the curfew is implemented to avoid gathering a crowd since the people are already inside their houses by that time. CAMIGUIN, Jan. 8 (PIA)— To enforce the implementation of minimum public health standards and further protect the province especially from the new severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) variant, the provincial government here issued Executive Order No. 66 or the new regular quarantine policy. Effective January 8, Gov. Jurdin Jesus Romualdo said residents who depart from and stay outside the province for five days or less shall undergo quarantine for such period and at such place determined by the appropriate local health authority upon their return to the province. “This applies even though they may have a negative COVID-19 reverse transcription polymerase chain reaction (RT-PCR) test result,” the governor added.

Residents and non-residents who wish to enter the province but are unable to secure a negative result of the RT-PCR test taken within 24 hours by a licensed testing facility, and exhibit symptoms of COVID-19, shall undergo quarantine for such period and place identified by the local health authority. If a licensed testing facility is unable to release the results within 24 hours from the time the test was taken of individuals, who wish to enter the province and do not exhibit symptoms of COVID-19, the latter shall undergo quarantine until their result is released. “What concerns us now is the speed by which this mutation is travelling around the globe because it is much faster than the arrival of long awaited COVID-19 vaccines to our shores. Welfare and Development (DSWD). Governor Douglas Cagas spearheaded yesterday (Jan. 6) the first phase of distribution of the assistance worth P5,000.00 to each of the beneficiaries, which took place at the Davao del Sur Coliseum in Barangay Matti, Digos City. Other 3,477 beneficiaries throughout the province are expected to receive P5,000.00 each during the second and third phase of distribution scheduled on the 7th and 8th of January 2021, respectively. DSWD-XI has allocated about P17.5 million for the program, through the

provincial local government and Congressional office. According to Provincial Social Welfare and Development Officer Geraldine Lano, the City/Municipal Social Welfare and Development Offices the province were tasked in registering qualified individuals in their respective area. DSWD-XI conducted validations to assess whether the individuals identified were eligible for the financial assistance. THE Enhanced Partnership Against Hunger and Poverty (EPAHP) program of the government, in partnership with the Department of Agrarian Reform (DAR) has introduced a lending program, as it intensifies its support for agrarian reform beneficiaries’ organizations (ARBOs) and community-based organizations involved in EPAHP. EPAHP, through the Land Bank of the Philippines (LBP), has provided a P2 billion budget for the program. It offers a loanable amount of up to 80 percent of the awarded contract price for goods that will be delivered by the ARBOs to a contracting government agency. Each credit facility has a short-term loan line with a five percent interest rate per annum. The EPAHP lending program is available now up to December 21, 2022. DAR Undersecretary for support services office Emily O. Padilla said, Secretary Brother John Castriciones gave the order to start rolling out the lending program nationwide. “As we seek to reach more farmers nationwide, we are heavily focusing on making loans accessible. The program is aggressively strengthening its goals to provide more individual borrowers with direct access to credit especially in this time of the pandemic,”

Padilla said. Padilla said a memorandum has been cascaded to all DAR offices nationwide ordering all implementers to introduce the program and orient the ARBOs under the EPAHP program with the features and details of the lending program. In October last year, the Land Bank of the Philippines approved a P2-billion lending program that would be available to farmers who are under this marketing agreement. “The EPAHP lending program is in support of the government’s efforts to reduce the incidence of hunger and poverty in the country. It aims to provide credit assistance to qualified community-based organizations in support of the government’s effort to address hunger, food and nutrition security, and poverty,” Padilla said. The lending program of EPAHP will channel financing support to the sector through partner conduits such as farmers and fishers’ cooperatives, irrigators’ associations, and countryside financial institutions. “The purpose of this loan is to finance purchase orders and/or contract receivables from government agencies for the provision of needed food items required in various government programs,” Padilla said.

This is to ensure that our transition into the New Normal becomes the heart of a long-term vision in keeping the island resilient towards global risks such as over tourism, climate change, and health emergencies,” Gov. Now that he has recently leaped to the Great Beyond, he is now in the loving embrace of the Essence of all essences, the Unmanifested, the Eternal Being, the Creator called God. Endowed with that spirit of oneness with all that exist, that breath, and that moves, he was right that we are not separate fragments

in an alien universe but connected as one to something that is so vast, so sacred and so immeasurable. Feel that connection with Unseen Being, the Creator and you have no other alternative but to stand bravely for all of God’s creation.

Upon hearing of the news that Cong. Ray Umali who was a good friend, a kindred spirit in the environmental movement, had just passed away, what aptly came to my mind was the 12th stanza of a 17th century poem written by Thomas Grey entitled, A Poem Written on a County Churchyard also known as a cemetery, to quote: “Perhaps in this neglected spot is laid, some heart once pregnant with celestial fire, hands that the rod of empire might have sway’d, or walked to ecstasy

the living lyre.” Indeed, Cong. Umali’s heart had been oozing with that “celestial fire” and his wonderful life had given credence to Khalil Gibran’s poetic lines, to quote: “When you work you are a flute through whose heart the whispering of the hours turns to music. . . And what it is to work with love? It is to weave the cloth with threads drawn from your heart, even as if your beloved were to wear that cloth.” In my sorties with him traveling around Mindanao to promote One Mindanao Energy Cooperative Federation to debunk the use of coal, his presence was always so inspiring to our cooperatives and environmentalists, always emitting positive energies even amidst pressures. He had always been calm but firm. Titles, social standing and financial wealth - these are what were described by King Solomon as meaningless, utterly meaningless because in the final analysis, who we are is defined not by these trappings but the principles that we ardently See CHAMPION, page 11

Getting to know the people’s choice IF elections were to be held tomorrow, the next President which the people will vote to succeed Rodrigo R. Duterte will be his own daughter -- the strongwilled Davao City Mayor Inday Sara Duterte. This, according to the yearend survey done by Pulse Asia, which ranked her on top of 11 probable presidential candidates. Mayor Inday, for certain, must be overwhelmed and humbled by the stunning results but she nevertheless asked the survey firms not to include her name in the list knowing full well that there will be more surveys to come. She is not running she says. For now, she said she is focused in battling Covid 19 especially that the new variant was reported to be present in Sabah which makes it closer to home. The respondents obviously wanted nothing less than the Presidency for the Davao City Mayor, She landed second in the list of Vice President and 3rd in the senate slate. While some quarters opined that Mayor Inday Sara was boosted by Mindanao that gave her 58% moreover even without Mindanao she still leads

in NCR, Balance Luzon (BL), and the Visayas. If that is not significant enough, Inday Sara is the preferred candidate for President by socio-economic classes ABC, D, and E. It helps that she bears the name Duterte. The 91% trust and an approval rating of Pres. Rodrigo Duterte holds sway plus the name recall but Mayor Inday has carved a name in the Philippine political arena. If her father was described by UP Prof. Clarita Carlos as intelligently courageous, the daughter, who is a lawyer, is imbued with that and has an impeccable charisma to boot. When then-Speaker Pantaleon Bebot Alvarez made the colossal mistake of dubbing her an opposition for organizing Hugpong ng Pagbabago, Mayor Inday hit back with a stinging rebuke for indeed why should the President’s daughter, who shaved her head to demonstrate her support for her father during the trying days of the presidential campaign, turn against him? “PRRD is better off without Alvarez”, she fumed. Regional political leaders who had no love for Bebot Alvarez were listening, consulting,

and organizing and finally jettisoned the Speaker. Now take it from the father. “She is the Alpha in the family”. And a piece of post advice to Alvarez and those who undermine her from where she is quietly attending to her job as Mayor he said: “never mess with her”. But that is political intramurals. How is she as Mayor? Under her, Davao City, before the pandemic, enjoys an average economic growth of not less than 10 percent. Doing business in the city is no hassle. The city has always been one of the most peaceful cities and livable cities in the world. The city remained to be the commercial and communication center of Mindanao. She has clear priorities. THE labor department on Thursday threw its support behind the imposition of a safeguard duty on imported passenger and light vehicles to protect workers in the automotive industry. “This is a significant measure to protect workers and improve the labor market condition in the industry battered not just by the pandemic, but also the influx of imported vehicles,” Labor Secretary Silvestre Bello III said. Bello cited data from the Labor Force Survey that showed employment in the automotive sector declined from a high of 109,000 in 2016 to 93,000 in 2019. Cebu Pacific welcomes second ATR freighter Adds to its growing fleet of dedicated cargo

LEADING Philippine carrier Cebu Pacific (PSE: CEB) recently took delivery of its second ATR cargo freighter, further strengthening its cargo operations to and from domestic airports with short runways. At present, only a third of the airports in the Philippines can accommodate jet aircraft, while the rest can only be served by turboprops. The ATR 72-500 aircraft with tail number RP-C7253 was converted at the Sabena Technics DNR S.A.S. facility in Dinard, France. CEB’s first freighter that arrived in August 2019 was likewise converted at the same facility. Both ATR freighters, operated by CEB’s subsidiary Cebgo, are equipped with a Large Cargo Door, allowing for

capacity to be as much as eight (8) tons of palletized cargo. Apart from its two ATR freighters, CEB has also recently modified one of its A330 aircraft into an all-cargo configuration, removing seats so that cargo can be carried in the main deck. “We saw this pandemic as an opportunity to recalibrate our business and optimize operations to address the needs of our customers. MANILA – Philippine monetary authorities are considering the inclusion of more eligible participants that will be allowed to take part in the central bank’s securities auctions as demand for governmentissued paper continues to remain high. In a virtual briefing Thursday, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno cited the strong demand during the weekly BSP bills auction. Since its initial offering on September 18, 2020 until December 28, 2020, total subscription for BSP bills amounted to around PHP1.52 trillion, around 1.7 times the PHP890-billion total offering. As of December 2020, outstanding placements in BSP securities amounted to around PHP259.7 billion. “Said amount accounts for 14.2 percent of the total amount of system liquidity absorbed by the BSP through

its liquidity management facilities,” Diokno said. In 2020, BSP implemented a total of 200 basis points reduction in the central bank’s key policy rates to encourage more lending among banks and help cushion the impact of the pandemic on the domestic economy. The final rate cut last year was made in November amounting to 25 basis points. Following the reduction, Diokno said the rate of the 28-day BSP bill also went down near the 1.5-percent rate of the overnight deposit facility rate, which is the floor of BSP’s interest rates corridor. Similarly, rates of the seven- and 14-day term deposit facility (TDF) also decreased along with that of the 91-day Treasury bill (T-bill) issued by the Bureau of the Treasury (BTr). MANILA – The Department of Health (DOH) on Friday reported 285 new recoveries from the coronavirus disease 2019 (Covid-19), bringing its total to 449,330 or 92.9 percent of all Covid-19 cases in the country. In its daily Covid-19 bulletin, the DOH also reported 1,776 new Covid-19 cases, with active cases now at 25,158 or 5.2 percent of all Covid-19 infections. Of the active cases, it said the majority at 82.6 percent are experiencing mild symptoms, followed by the asymptomatic at 8.6 percent, those in critical condition at 5.4 percent, those with severe symptoms at 2.9 percent, and those with moderate symptoms at 0.48 percent. Bulacan reported the highest number of new cases with 99, followed by Davao City with 96, Quezon City with 83, Rizal with 80, and Laguna with 64. Availability of hospital facilities for Covid-19 patients remains high with 60 percent of the country’s 2,100 beds at intensive care units (ICU) available, 64 percent of 16,100 isolation bed unoccupied, 76 percent

of 7,600 ward beds unoccupied, and 79 percent of 2,100 ventilators are not in use. Failure is a very broad concept which can be related to performance. For some, failure is just but a simple fact of life. For others, it is an unwelcome nuisance. But whatever the case, the impact of failure happens to every individual differently which makes it difficult to describe in exact terms. No matter how large or small you might have failed at some point, and sooner or later you will again fail. Failure can happen to all of us, and it can also happen to something not just someone. It is a condition in which somebody or something becomes unsuccessful at a certain point in life. It is considered as normal phenomenon in the world which everyone fears because it can be an unpleasant experience. It pushes and takes us out of our comfort zone. We can

experience failure anytime and anywhere without expecting it. Yet, when it does happen to us, we rarely challenge ourselves to learn from such failure. We would like to just forgive and move on. We let them pile up and constantly make the same errors. Hiding failure makes it difficult to have dialogs that promote constructive input and selfconsciousness, interactions that help us evolve, and prevent future mismanages as much as possible. To learn from our mistakes we need honesty, this needs a personal commitment to open, show ourselves, and freely laugh at our faults and share them with the world, accept our mistakes, and lovingly help others improve. Since the start of their teaching profession, many teachers maybe unable to ac-

complish all of their assigned tasks. The desired goals set by the school sometimes are not performed to the extent that may affect the performance and achievement of the school. The inability to meet objectives and standards usually affect the teaching performance of the teacher. The most common failure experienced by the teachers in the field include first, the failure to motivate learners, lack of strategies, and difficulty to handle some learner’s behavior. Second, the teacher fails to engage in professional growth and development like enrolling in the graduate school program; and third, the lack of patience in handling some of the parent’s in terms of support, cooperation, and attitude. In dealing with such failures, it is important to realize that failure is truly part of our existence. As they teach, many

teachers encounter several trials in life but this is normal. They must have faith and consider it as one of God’s plan to test their faith. Every trial that occurs in the teaching field puts lessons that make their way to success. Teachers need to inform the students that failure is an essential part of learning which eventually leads to success. In teaching students about failure, it is equally important that the teacher journeys with the students with considerations, understanding, and support. Reflective teaching can be applied since it deals with listening to one’s self which is very important for personal and professional growth as well as the students learning and growth. Keep in mind that the most important thing in the process of getting over a failure is to find openness and success at the end of every failure.

The effects of COVID -19 in our lives today has led us to appreciate much on the many forms of technology that surround us. Its impact and advantages cannot be ignored in times of pandemic. People rely on technology in order to be safe and not to be infected with the virus. Schools are thankful of the technology being brought to us. Before the pandemic, children went to school every day. Echo of children and teachers’ voices rung even beyond the four walls of the classrooms. Learning then was made sure with the teacher as the facilitator of learning. When the

virus struck the world, all of a sudden, deafening silence was heard but due to technology, faces and voices of children are seen and heard. In the absence of face to face interaction, technology has bridged to interact with people to avoid the spread of the virus. Corona viruses can be transmitted from person to person usually from close contact with infected persons like when we meet people in the workplace, in the buses or at home. School heads or teachers alike save time to communicate with parents and other stakeholders using the tech-

nology at hand. Even during the pandemic, communication is faster because of group chats, text messages, video call, emails and calls. These made us updated on the walks of our pupils. We know of their difficulties, their reading problems and their happiness when they could make it with their lessons. Whenever our pupils or teachers have problems or issues, we are just a text or a call away. It eases work mobility. School heads can be easily updated with the works of the teachers. They can send scanned pictures of memoranda or any report that needs fast compliance. We have Google sheets and form that

could easily be accessed and results of which can be used anytime. Innovations to fast track works in school are done with the use of technology. We have now the electronic class record wherein we can generate grades once all necessary data are filled in. Lessons are meaningful especially when teachers and learners interacted online. Modular lessons maybe difficult to some but made easier with the close monitoring of teachers in their phones and group chat. Technology might have its downsides but as of the moment, it has helped. One cannot deny that this global pandemic caused a profound and abrupt impact on many areas of life; work, family, school, recreation alike. Educational institutions are likewise greatly affected. Schools entered an unprecedented time of distance learning. This sudden shift required adopting new educational strategies for digital teaching. This includes teaching and learning in Alternative Learning System or ALS, a viable alternative to the formal school system of the Department of Education that caters the Out-of-School Youth and Adults. Although teaching-learning processes in ALS has been blended and flexible yet restrictions to face

to face instruction is still an unfamiliar routine for both the facilitators and learners. Thus, for ALS learners, learning may have required more self-discipline and selfmotivation to cope with the lessons as well as for facilitators to develop methods which entails digital teaching to keep in touch with their learners and parents. These challenges propelled the ALS DepEd CDO to support ALS facilitators in providing opportunity to better serve the stakeholders so as provide ALS learners better learning experience giving birth to Aksyon Edukasyon Program. Aksyon Edukasyon is a program on MDN TeleRadyo designed to reinforce and

strengthen learning of the ALS stakeholders in the new normal as well as support the advocacies of the department in a conversational manner where guest and audience can interact. During the ALS segment in the Aksyon Edukasyon Program, the assigned ALS facilitator will discuss the lesson for the week live as well as give updates and information relative to ALS. Through this interactive format, ALS learners, parents, stakeholders can ask questions and clarifications of their lessons at every episode through the live chat box. The discussant at that episode could give explanations while being live or respond by writing in the chat box afterwards.

How to Strengthen Students’ Mental Health By MARY ANN B. MANLA

Knowing how to strengthen students’ mental health can be challenging because most of them are not even aware that they need it. I was surprised to learn that only thirty-six percent of high school students have engaged in some kind of mental health counseling and therapy. That means that a large portion of our teenagers and twenty-somethings do not know how to deal with their mental health challenges. The lack of adequate mental health education results in less able mental health professionals to provide support and treatment and can lead to depression, substance abuse, or anxiety. A recent study showed that fifty percent of the teachers and staff at public schools don’t know enough about mental health. Seventy-nine percent did not know enough about substance abuse prevention and treatment. These are some of the troubling statistics that indicate our nation’s lack of an adequate mental health education system. Luckily, there is something you can do to learn how to strengthen students’ mental health. The good news is, most kids do not need long-term treatment or mental health counseling. They don’t need you to help them identify their needs or find the right resources. They just need you to encourage them to talk about their feelings and problems, which can be difficult when they feel like nobody understands them. Here are some techniques for teaching children how

to talk about their problems: Talk with them. Children need to hear themselves talk, and more importantly, hear what they have to say. Ask them to explain their problem or concern and give them feedback on how they respond. This lets them know that you care about their feelings and are there to help. It also shows them that listening is a good thing. Listen to them. Of course, you want your students to listen to you, but in addition to listening, you need to listen to what they have to say. Sometimes, a child needs to vent about their concerns to vent out the same concerns to someone who will understand their situation. It is okay to emphasize how bad their mood or situation is, but you can’t ever get them to stop talking about their feelings or negative thoughts. If you find yourself becoming defensive or arguing with them over every word or even phrase, walk away because it won’t help your efforts. Develop eye contact. A parent’s eye contact is often the first form of connection between parents and children. However, this isn’t always enough. A parent with the ability to make eye contact with a child may be able to significantly increase the number of parent-child communication sessions. Teach your child how to look you in the eye, even if you don’t think he or she is paying attention, and encourage them to look back at you in order to see how serious their expression is.

Look up to the forest in that province, some 26 million trees have already been planted in the uplands when he launched the project. Unified Tree of Life (UTOL) together with his brother launched on December 12, 2012. Most importantly, his mindset had triggered the liberation of the poor from poverty when he launched the project, Poverty Alleviation, Reduction and Elimination (PARE), advancing a development paradigm

that is people-centered, sustainable, inclusive and socially equitable. He was a very strong advocate to transform so-called Electric Cooperatives into memberconsumer-owned (MCOs) genuine cooperatives to rectify five decades of social wrong committed against the 11 million MCOs throughout the country. He was against the establishment of coal-fired powered plants and supported the creation of One Mindanao Energy Cooperative Federation for the Mindanawons to be empowered to control power generation and not the multi-national corporations. His advocacy was that electricity is a means to life and it must be owned, managed and controlled by the members themselves. That for him is the DNA of the cooperatives which is value-based, membersowned, and sustainable anchored on the principle of prosperity for all and no one shall be left behind. He was a humble, calm but passionate leader whose vision to advance ecological integrity, social justice and equity has indeed come of age. A transformative leader for people, planet, prosperity and peace. He was called RU –Reynaldo Umali, the one to lead in making life better for the poor and the oppressed, all for the greater glory of God. DAVAO CITY – The Mindanao Development Authority (MinDA) will convene bamboo stakeholders from all over the region in a face-to-face and virtual Summit on January 19 to organize the Mindanao Bamboo Industry Council. InLife’s Steps for a Cause reaches out to nine charitable institutions

INSULAR Life (InLife) and Insular Foundation donated over P600,000 to nine health institutions and charitable organizations through its “Steps for a Cause” employee volunteer campaign. Since March 2020, over 80 percent of Insular Life employees are on a work from home arrangement. The “Steps for a Cause” campaign is a health and wellness initiative to encourage employees to engage in walking activities as a form of exercise.
