CAGAYAN DE ORO CITY - Members of the apprehending team of the Land Transportion Franchising and Regulatory Board (LTFRB) in Northern Mindanao have arrested several Angkas drivers for violations. The LTFRB said in its FB account, Angkas drivers were arrested for operating as taxi service outside of the designated area, as stipulated in the guidelines for Motorcycle Taxi Service Pilot Implementation Study area (MTSPIS) The LFTFRB said they conducted crackdown after receiving complaints from concerned citizens and competing drivers from taxi and other vehicles. Under the law, the government agency said, motor-

cycles are strictly prohibited from being utilized as public transportation. The exemption only is that the ongoing MC Pilot Study program being implemented by TWG in Metro Manila and Metro Cebu, which is done to help congress formulate a new law which would enable MCs to be considered as a new public transportation mode. Meanwhile, the reported apprehensions made by the LTFRB were also the subject of the netizens bad reactions on the LTFRB’s alleged bias apprehensions. One of the netizens commented that there are a lot of colorum vehicles plying in Cagayan de Oro and elsewhere in Mindanao but only Angkas was singed out.

IMPASUGONG, Bukidnon – Some four suspected members of the New People’s Army (NPA) shot dead a tribal leader in Barangay Canangaan, Cabanglasan, Bukidnon on Saturday, a military report said. ZAMBOANGA CITY - The City Health Office (CHO) here, in collaboration with the Department of Health (DOH), will launch a weeklong massive anti-polio campaign. In a statement, the CHO said the massive anti-polio campaign was brought about by the re-emergence of a poliovirus type 1 in Maluso, Basilan province. It said the campaign, dubbed as “Sabayang Patak kontra Polio”, will kick-off on January 6 and will end on January 12. Children aged 10 years and below, regardless of immunization status, will be vaccinated with the bivalent oral polio vaccine, it added. The week-long activity will be simultaneously held in Basilan province, including Isabela City, Sulu, Tawitawi and Sultan Kudarat. DAR Surigao Sur surpassed 2019 land tenure targets By ALEXANDER LOPEZ

TANDAG CITY, Surigao del Sur – Commitment and teamwork are the factors that contributed to the milestone that the Department of Agrarian Reform in the province of Surigao del Sur (DAR-Surigao Sur) achieved in 2019. Leoncio Bautista Jr., the Provincial Agrarian Reform Officer II of DAR-Surigao Sur, said the surpassing 100-percent of the target based on the 2019 target of the Land Tenure Services (LTS) program of DARSurigao Sur under its Land Tenure Improvement Division (LTID). “I commend our personnel for their cooperation and commitment. This achievement showed their undying resolve to serve the farmers, especially those considered

landless in Surigao del Sur,” Bautista added. Meanwhile, Jorge Quijada, the LTID chief of DAR-Surigao Sur, said their office achieved more than 100 percent in each of the milestones of the LTS target. Quijada said the milestones include Research and Documentation, Survey of New Lands, Certificate of Land Ownership Award (CLOA) Registration, CLOA Distribution, Agrarian Reform Beneficiary (ARB) Installation, Leasehold, Subdivision Survey of Collective CLOAs, and Redocumentation of Collective CLOAs. Dolphin found dead in Surigao Sur town By ALEXANDER LOPEZ

TANDAG CITY, Surigao del Sur – A striped dolphin, locally known as “lumod”, was found dead along the shore in Baybay II, Barangay Magosilom in Cantilan town, Surigao del Sur. The local government unit (LGU) of Cantilan, on its Facebook Page on Friday, said the dead dolphin was discovered at around 6:30 a.m. on Thursday. “Bogus Cop” who extorts money at Bulua Terminal arrested in B’non CAGAYAN DE ORO CITY - Finally, after 40 hours of hot pursuit operation conducted by the police, this “bogus cop,” who has been extorting money and kilos of fish at Bulua fish landing area, fell into the hands of police authorities. GENERAL SANTOS CITY -- The famed crater-lake Holon in Tboli town in South Cotabato, one of the province’s top ecotourism destinations, was shut down to tourists for over two months starting Monday, Jan. 6, for its annual rehabilitation. In a memorandum, Tboli Mayor Dibu Tuan ordered

the temporary closure of the entire lake and its immediate environs “to local and international visitors” until March 14 to allow its ecosystem to recuperate. This is the sixth closure of the lake implemented by the municipal government since it was first shut down for nine months in 2014. “The local tourism industry was soaring high in 2019. For this, we wanted to

(give a) routine breathing time (for) the lake,” Tuan said in his memorandum dated Jan. 2. He tasked the town’s designated municipal tourism officer, Rodel Hilado, to spearhead various activities in line with the lake’s closure, adding they will conduct training and refresher courses for all frontline personnel assigned at the town’s tourism facilities at

the lake. Tuan said they will rehabilitate the existing facilities and conduct anew a biodiversity assessment of the site. Last year, the local government also declared the lake off-limits to trekking and other tourism-related activities for two months. Banner year for Huili Investment Fund

SANS red tape, 2020 is seen to be a banner year for Huili Investment Fund Management Co. Ltd (Huili Fund), prime mover of the country’s first fully integrated steel plant worth $4 billion. It can be recalled that 2019 was a dismal year for this project to take off, thanks but no thanks to the booby traps in business transactions. Be that as it may, Huili Investment Fund Philippines President Jun Hou may have that upbeat feel to consider 2020 as banner year for the project. The same bright prospects may be in the mind of President and CEO Robertino Pizarro of Simple Homes Corporation, Philippine partner of Huili Investment Fund. Situated in a 350 hectare prime property at the

Phividec Industrial Estate in Tagoloan, Misamis Oriental, the pet project of President Duterte is projected to change the economic landscape of Northern Mindanao. Huilli Fund’s largest investment in the country is targetted to generate about 10,000 jobs from the region. Added to that, an estimated 50,000 jobs could be generated from the upstream and downstream industries that will grow alongside with the development of the steel project. The 350-hectare Phividec property was formerly occupied by Hanjin, but for political reason, or otherwise, this Korean shipbuilding conglomerate packed up their bags early on, leaving a ray of disappointments in both the business and labor sectors. Last year’s delay was

perhaps due to the rules that keep changing in the middle of the game. Moreover, this steel project, believed to hit a corporate snag early on had not lost its balance. In fact, key players of this project had remained upbeat and bullish as it were. Late last year, a MOA signing was forged between Huili Fund Philippines President Jun Hou; Phividec Administrator Atty. Franklin Quijano; Misamis Oriental Governor Yevgeny “Bambi” Emano ; and Simple Homes CEO and President Robertino Pizarro for the lease with option to purchase the 350-hectare property at Phividec. Huili Baowu CISDI Integrated Steel Mill (HBCIS) is formed by China’s three leading companies – Huili Fund, Baowu Steel Group Corporation Ltd (China

It was reported that China Baowu, the new technical partner to operate the steel mill, currently ranks first in China and second in the world as the largest steel producer in the world measured by crude steel output. China Baowu is poised to apply its state-of-art, green and intelligent technology in this steel project. MONSIGNOR Tomas T. Gonzalez, who served as our parish priest at San Roque de Alabang for nine years (1976-1985), had a charmed life. On countless occasions, he stared death in the face. He had his first brush at age ten, when the Willy’s Jeep the whole Gonzalez family was riding in turned turtle several times while negotiating a steep road. The Gonzalez family were en route to Ipo Dam in Norzagaray, Bulacan on an excursion trip. The excursionists suffered fractures and various injuries. Monsignor Tom was knocked unconscious and woke up with wounds in the forehead and chin. In November 1989, Monsignor Tom and a visiting priest were held hostage in San Roque de Blumentritt by a half-crazed contractor and his laborer. The hostage-takers bound the hands of the two priests and tied grenades around

On the return trip, giant waves overturned the speed boat they were riding in. For four and a half hours, Monsignor Tom held on to the capsized boat, hoping and praying that somebody

would see them. A passing coast guard boat did not see them because of the big waves. Their prayers were answered when the sea calmed down. From nowhere, an old fisherman paddled close to them and brought them to a nearby island. In his new assignment in Papua New Guinea, as a missionary, Monsignor Tom suffered malaria 6 times. One missionary described having malaria as follows: “On the first day, you think you are going to die. On the second day, you wish you were dead. On the third day, you wonder why you are still alive.” Still in Papua New Guinea, Monsignor Tom found himself literally caught between two warring tribes, who both belonged to his parish. GENERAL SANTOS CITY -- Traffic authorities are pushing for more road safety awareness and education activities this year in a bid to curb the rising cases of road crashes in the city. M/Sgt. Adolfo Yucamco, an investigator at the city police office’s traffic management unit (TMU), said Monday there is a need to educate more motor vehicle owners and drivers to help prevent road accidents. Last year, Yucamco said they recorded a total of 2,061 road crashes in the city that resulted in a total of 41 deaths and 847 persons injured.

A TMU report said nearly half or at least 1,005 of the road crashes recorded from January to December 2019 involved motorcycles and tricycles, 925 cars or automobiles, and 131 trucks. “Most of these cases were due to human error and the lack of discipline among drivers,” Yucamo told reporters. He said accidents may be avoided if drivers are properly educated and follow basic traffic regulations and practice safe or defensive driving. Does your school look “welcoming” and inviting to students and their families? Do you think it is an ideal place to create a learning environment and encourage positive growth? Does your school look good? These may be simple questions for some, but for school administrators like you, these should invite curiosity and some reflection. These questions should inspire you to think creatively. A physically pleasing school encourages interaction and enthusiasm. Students will feel welcome; they’ll feel that they belong and they matter. Parents will see and feel how special and loved their children are. Teachers will be encouraged to create the best learning environment for their students. Here are some simple tips you can follow if you want to make your school more attractive and inviting to parents, students, and even for your teachers. 1. Make everyone, especially the students and their parents, feel welcome. From time-totime, do something out of the ordinary that will make them feel extra special and loved. In one of the schools in Illinois, USA, for example, the school administrator and the principal stand outside, by the entrance of the school every day. They welcome students and parents

This can be a project of the teachers and their students. Be sure to give them freedom to choose any garden they like: flower garden, vegetable garden, or any garden with a variety of plants. Aside from helping make the school look good, these gardens can also be used to supplement classroom activities and lessons (ex. photosynthesis in science). Another good way of improving school appearance is by making a mural. Your options are to ask the school’s most artistic and creative students to do the painting or to commission an outside artist to do it. Before anything else though, make sure that you have a theme or design in mind. Or maybe you can choose to feature a city landmark or a historical figure with ties to the school. You can also focus on an education-related theme. 3. Encourage teachers, students, and personnel to adopt a positive attitude. Find ways or activities that can easily put a smile on the faces of everyone. So if someone is having a difficult time in class, train your teachers to interact and communicate with that student so he/she will know how to reassure the student and turn the negative experience into a positive one. DAVAO CITY --The town of Sto. Tomas, Davao del Norte opened on Thursday the “BOSS ni Tomas” or the Business One-Stop Shop (BOSS) to fast-track the processing of business permits and licenses from one week to one day. Mayor Ernesto Evangelista ordered the Business Permits and Licenses Office (BPLO) to ensure that this year’s BOSS would be compliant with the provisions of the Republic Act No. 11032 or the Ease of Doing Business. It will operate from January 2 until Jan. 20, 2020, from 8 a.m. to 8 p.m. extended on Saturday to accommodate the number of business permit applicants. About 2, 000 business permit applicants are expected to renew their permits and licenses in the municipality, Evangelista said. “I want a ‘no contact policy’ to be observed. Not only complying with RA 11032 but also to Efficient Government Service Delivery Act of 2018 that requires local government units to set up BOSS to serve as a commonplace to receive and process applications for licenses and other permits,” he said. Meanwhile, BPLO head Jane Gatillo assured that the permits and licenses will be given in one day, provided that business permit applicants have the complete documentary requirements. “Under the Ease of Doing Business law, business permits applicants have to process their documents in three steps: ‘File, Pay and Claim,’” she said. Municipal administrator Elisa Evangelista-Lapina urged the public to observe the new process of securing permits and licenses for the smooth operation of the BOSS ni Tomas. “We, in the LGU Santo Tomas is working doubletime to execute the full implementation of the EODB law. As a process, it has something to do with gradual changes from a series of actions that take place naturally. Learning takes time. It needs a number of years to attain its full development. A successful learning is measured by the level of understanding from the subjects taught in school and the application of that understanding to the actual life situations. It is also about the learner’s ability to deal with people and the ability to handle responsibility. At the onset of 21st century, upgrading the system of basic education becomes the hottest issue resulting to the modification and revision of the subjects taught in school, books, course manuals, modules or even the whole curricular program. Teachers are guided by different approaches, strategies, methods and techniques to ensure the excellent teaching-learning experience in school. Effective learning experience in school is naturally addressed to the teachers’ ability to teach. It follows a presumption that they should process standard knowledge and skill to the subjects they taught for them to provide excellent information and trainings so that learners will become expert in their chosen fields. Education is essential to life. It is a fulfillment achiev-

able even to the less fortunate individual as long as this individual has perseverancean attitude that allows him to continue trying to do something though he is placed in a difficult situation. Man obviously desires to live a dignified life where a sense of self-respect is acquired. Living in a condition with equal opportunity to voice opinions and the equal opportunity toward social acceptance, a hope to break the gap between the rich and the poor which is extremely important to enjoy and be contented in life. Education has granted a privilege and is even less expensive considering that the government makes it more affordable, but as at progresses it become mentally and physically tedious. Children prefer to choose an easy path. They choose to play than to study. When ethic is involved, how can we tell to these children that permanent or lasting value like education is preferable than temporary or perishable one. The love of learning should begin at home where parents could do the teaching job. Accepting education as a basic need like food, clothing, and shelter; and linked this to a feeling that we cannot live without it is possibly the best way to acquire the transfer of learning. The fight of education is at risk, but, it would never be at risk when the need of learning becomes part of a child’s growth and development which is basically starts at home.

Teaching First Grade: An Attainment By LUCIL G. JAGONIA

Teaching is the noblest profession. I can truly say this with pride. Moreover, teaching first grade, as what I am doing for thirteen years, is not only teaching with much pride but also with more attainment. A first grade teacher is basically a reading teacher also. When it comes to reading, the nine months of first grade are arguably the most important in a student’s schooling. It is during first grade that most children define themselves as good or poor readers. The teacher will work on what reading strategies are applicable with most children and what

will help specific groups of children. As a Grade I teacher, one must equip himself on the knowledge of letter sounds which is the most important skill on teaching learners to read. And for the learners to be able to read, they must know how to blend isolated sounds into words; to write, they must know how to break words into their component sounds and syllables . And for those first-grade students who don’t know yet their letters and sounds will need special remedial instruction. The teacher must provide varied phonemic activities even in a form of games for them to have fun while learning. In addition to such phonemic

awareness, beginning readers must know their letters and have a basic understanding of how the letters of words, going from left to right, represent their sounds. One consideration to take into is the first-grade classrooms which must be designed to ensure that all children have a firm grasp of these basics. The teacher must provide strong materials in reading like flash cards, charts, and videos to supplement their reading enthusiasm. There may be instances where reading difficulty on the part of the first grade learners at the start of the school year is evident, but with the resourcefulness of the teacher to look for means

and ways to provide maximum reading instruction, involving peer tutoring, and personalized remediation, surely many of the poor readers will find victory in attaining reading to the next level. And with my own experience, with 41 grade I learners having 30 of which are non readers ( cannot identify letter sounds) at the start of the class, I can really say that I don’t have non readers anymore and only 2 who are still poor readers ( know letter sounds and can even blend sounds) which are still undergoing remedial reading instruction. Teaching first grade is really an attainment and fulfillment as well.
