Fraternal Order of Eagles to induct nat’l officers for EY 2018 CDO’s Kuya Erlquin C. Lim to be installed as new National President

CAGAYAN DE ORO’s Erlquin C. Lim will formally assume as the new National President (NP) of the Fraternal Order of Eagles (Philippine Eagles) (TFOEPE) as he will be inducted and installed, along with the newly elected national officers for the Eagle Year

2018, at Grand Caprice today, Jan. 6.

Prior to being elected as NP last November, Lim was the Eagles’ National Executive Vice President.

He is also the incumbent chairperson of Barangay 9, this city.

More than 8,000 mem-

bers from all over the Philippines and from other countries such as Australia, Taiwan and Italy are expected to attend the induction and installation.

Mayor Oscar Moreno, himself an Eagles member, is the guest of honor. Other well-known personalities

who are TFOE-PE members will be in attendance, as well.

Lim said he was glad that he was elected as the NP, a step higher from his former position in the Eagles.

“I was happy to be elected as EVP, and I am happier that my fellow ‘kuyas’ have

put their trust in me and elected me as the National President. With my presidency, we can continue to implement the Eagles’ programs and projects, mostly in our assistance to our less fortunate brothers and sisters,” Lim said.

As the first Philippine-

born fraternal socio-civic organization in the country, the members of the Eagles have been involved in extending help to the needy, especially to the victims of calamities, since it was founded in Quezon City in 1979.

Duterte fires MARINA chief over excessive foreign trips DAVAO CITY -- Presidential spokesperson Harry S. Roque said President Rodrigo R. Duterte has fired Maritime Industry Authority (MARINA) administrator Marcial Quirico Amaro III for excessive foreign trips as he warned officials to avoid junkets.

Roque announced during a press briefing at the Presidential Guest House in Panacan here Thursday that Duterte’s decision to terminate Amaro came after he

received a complaint dated December 22 of Amaro’s trips abroad in 2017.

Roque said the President ordered an investigation and obtained a copy of Amaro’s travels from the Department of Transportation (DOTr), which showed that he made 24 foreign travels – 18 last year and six in 2016. All but one were official travels.

He said his plane tickets were paid for using government funds, except for three sponsored trips, and

the one personal trip.

“The point of the President is we have to be selective in the trips that we will undertake and that definitely 24 travels is excessive,” Roque said.

He said the termination of the officials must send a warning to public officials that the President “is serious in his mandate that they should live modest lives, that they should be true to their calling, and that they See fires, page 11

Traffic-Free Uptown Living

I’ve watched the news lately and as always, I pity people living in Metro Manila for the worst traffic conditions they experience every day. I can just imagine the stress and tiredness they feel after working and traveling home for hours. Even shopping which is a stress-reliever for some can be dreadful experience if you are caught up in a traffic jam!

I count myself lucky to be in the province but sometimes, traffic jams are becoming a norm in Cagayan De Oro City too.

The influx of business and investors in the city is a mark of the city’s economic boom and development. More and more people are moving to the central business district

for career advancement, and more people and families are also buying cars for their convenience. I should be really happy about this good news about CDO, however, having to experience traffic congestions during rush hours and on holidays make me think otherwise.

Cancer-stricken wife of abducted cop dies KIDAPAWAN CITY -- The wife of a police officer abducted on Dec. 28 by suspected communist rebels died Wednesday dawn after she could no longer bear what happened to her husband Felomina Cui, 60, mother of Police Inspector Menard Cui, said her cancerstricken daughter-in-law Florelie, 42, died at 12:45 a.m. at the Kidapawan Doctors’ Hospital where she was rushed hours after the husband was snatched

by gunmen from a KTV bar and lodging house in Barangay Poblacion, President Roxas town.

It was Florelie who first received the information that her husband was abducted at past 8 p.m. on Dec. 28. She was bedridden due to cervical cancer.

Florelie was rushed to a hospital in Kidapawan on Dec. 31 due to breathing difficulty.

“Her situation deteriorated, she was so worried about her husband’s

whereabouts and situation,” Felomina told reporters. “I appealed to whoever is in custody of Menard, please let him go home.”

Supt. Bernard Tayong, speaking for the North Cotabato police, said some 10 armed men snatched the off-duty Cui, deputy police chief of President Roxas and a resident of Magpet, North Cotabato from the KTV bar.

He was last seen being driven by motorcycle-rid-

ing suspects to the hinterlands of Magpet where the communist rebels operate.

“We are still uncertain what group was behind the abduction, the communist rebels are among the suspects,” Tayong said.

“To his captors, have mercy on his family, we pray that he will be freed soon so he could be with his wife in her last moment on earth.”

Spouses of drivers awarded P3M worth of starter kits CAGAYAN DE ORO CITY -- Department of Labor and Employment (DOLE) region 10 Western Misamis Oriental (WMO) Provincial Field Office (PFO) in partnership with the Local Government Unit (LGU) of Cagayan de Oro, facilitated the turn-over of starter kits equipment to 13 associations of the Organized Spouses of Drivers of Public Utility Vehicle under Barangay Lumbia as Accredited CoPartner (ACP) in the implementation of the project held at the City Hall.

DOLE-10 WMO PFO Chief Ebba Borbon-Acosta reported that the livelihood project granted to the spouses of drivers amounted to P1,800,000 with six vari-

ous projects--Bigasan (rice retailing), sewing; (3) carwash (auto wash), vulcanizing shop, carenderia (local eatery selling), and laundry.

Acosta added that the driver-residents are financing their dependents’ medical and other daily needs.

The projects aim to involve spouses of drivers of public utility vehicles (PUVs) including jeepney, taxicabs and motorela (tricycle) as augmentation of their family’s income. It will also improve their economic status and strengthen family ties that may inspire PUV drivers to comply with traffic and social rules. Furthermore, these projects will be able to generate

Robredo camp to SC: Allow both sides to examine ballot box retrieval The camp of Vice President Maria Leonor “Leni” Robredo has asked the Supreme Court, sitting as the Presidential Electoral Tribunal (PET), to allow her team and the camp of former senator Ferdinand “Bongbong” Marcos to witness the inventory and transport of ballot boxes in connection with the election protest

filed by the latter.

In a resolution dated Dec. 5, the SC ordered the transfer of election paraphernalia, which included ballot boxes and election documents, to designated hubs in Camarines Sur, to be picked up by the PET retrieval team.

In a seven-page omnibus motion dated Jan. 3, Ro-

bredo, through her lawyers Romulo Macalintal and Maria Bernadette Sardillo, said that based on the PET’s order last Dec. 5, only the respective municipal treasurers and election officers would deliver the ballot boxes, election documents and paraphernalia to the PET team.

DTI AgSur employee is best SSF provincial coordinator AGUSAN DEL SUR -Standing among the 16 honorees in the country and representing the Department of Trade and Industry (DTI)-Caraga is their very own DTI-Agusan del Sur Trade and Industry Development Specialist Reonel Aninon.

Together with the other regions’ picks, Reonel was hailed Best Shared Service Facility (SSF) Provincial Coordinator for the Caraga Region. He was given a plaque of recognition by DTI Secretary Ramon Lopez and Undersecretary of the Regional Operations Group Zenaida Maglaya during the 2017 National SSF Summit held at the Provincial Trade Training Center in Pasay City.

As the Provincial Coordinator of the DTI-Agusan del Sur’s SSF Program, he took charge of 33 projects worth P16.655 million. As of the October 31, 2017 report, the SSF operations under his supervision have generate 929 employment, assisted 456 micro, small and medium enterprises (MSMEs) and served 2,167 other clients and users.

In addition to being a SSF Coordinator, he was also the province’s Industry Cluster (IC) Provincial Account Officer for Cacao, Rubber, Coffee, Bamboo, Oil Palm, and Coconut; Bottom-up Budgeting Provincial Account Officer (for IC-related projects); and Focal Person for Roads Leveraging Linkages for Industry and Trade (ROLL-IT) Program.

As the coordinator of the shared service facility program, he was engaged in helping community-based economic enterprise in the above-mentioned ICs, as well as in other sectors using indigenous resources (bamboo, water hyacinth, planted species, etc.) increase their productivity.

The profile of SSF projects in Agusan del Sur would show his commitment to further the development of priority ICs by providing stakeholders in the different stages of the industry value chain critical and important facilities to improve their operations.

He was also one of those who have worked hard to

enhance and direct the then bottom-up budgeting (BuB) program project proposals from local government units(LGUs) to either support existing SSFs (through increased primary production and valueadding efforts), to provide complementary facilities or to provide BuB-funded SSFs if need be to reinforce development efforts.

Although procurement was centrally handled at the regional office, he helped find potential suppliers for several times, ensuring that the procurement process moved along and that those facilities were made available to do their purpose.

He has made himself available at all times for the SSF inspections during delivery and installation, regardless of his location.

He went back to the area as often as needed to ensure facilities gets operational.

He convened SSF cooperators at least on a semiannual or sometimes quarterly basis to validate and clarify monitoring reports, as well as provide a venue for cooperators to share their operational stories and best practices.

When the provincial office decided to make SSF projects (together with BuB projects) as anchor economic enterprises of and part of the portfolio of the Negosyo Centers that were being established, he made sure that the NC counselors and project staff were given the complete dockets and were briefed on each project’s status. He however, remains as over-all coordinator.

Acknowledging that it might be a burden to some cooperators to sit down and document their operations/come up with their own manual of operations, he made arrangements to outsource the same with clear instructions for the contracted party to work closely with concerned cooperators.

To ensure sustainability of the SSF operations, he also worked with the rest of the SME development team of the province to additional capability building activities for cooperators.

DOST’s Phil- LiDAR Program: addressing risk reduction and climate adaptation

The Philippines is considered as one of the most natural disaster-prone countries in the world because of earthquakes, volcanic eruption, typhoons, and especially massive floods.

Our country is visited by an average of 20 tropical cyclones annually according to the Philippine state weather agency PAGASA that usually claim many lives and big loss of properties and livelihood.

In fact, within the last ten years, the Philippines has suffered the wrath of Typhoons Ondoy, Sendong, Pablo and Yolanda, and other tropical depressions and flooding that resulted to billions of pesos of damages and deaths of people by the thousands.

Just recently, in December 2017, we have experienced Urduja, and Vinta and the New Year’s new TD threat named Agaton. Since they are natural disasters, only some divine intervention can prevent them from happening hence what the country can do is to look for strategies that can help with disaster preparedness and management. One of these strategies is the implementation of Phil-LiDAR flood hazard mapping program using the latest equipment in the Philippines-which has the Light Detection and Ranging (LiDAR) technology funded by the Department of Science and Technology (DOST), spearheaded by the University of the Philippines, Diliman through its Disaster Risk and Exposure Assessment for Mitigation (DREAM) Program.

The Phil-LiDAR 1 project produced comprehensive 3D flood hazard maps which are helpful for raising awareness to the public, local government units and organizations on which areas of the Philippines are flood- and accident-prone. The PhilLiDAR maps are improved version of the Mines and Geohazard Bureau maps because LiDar technology is more precise and detailed on flood mapping. These flood maps are also tools for the government to in-

form the people living in calamity-prone locations to be vigilant on where to place future buildings for houses and businesses and evacuation centers. Flooding and the damages it could have on the community can be lessened by planning for an effective emergency response- flood-proofing and awareness campaigns tied to this program as this provide timely warnings and information on climate change scenarios.

Phil-LiDAR 1 covers the whole Philippine archipelago. This project is implemented by SUCs and HEIs like the University of the Philippines Diliman, Los Baños, UP Cebu and Mindanao, University of San Carlos, Caraga State University, and MSU-IIT. Each university is given a region or a site to cover. From mapping 1/3 of the total area of the Philippine river systems, the program has expanded to covering the remaining 2/3 of the river systems of the country. The University of the Philippines Diliman conduct trainings and seminars on data acquisition, data basing, archiving, and integration and distribution of data. The assigned SUCs and HEIs participate in the trainings then help with

the processing, monitoring and validation of the data gathered.

These universities personally distribute the hazard maps to almost all LGUs in the region. According to Dr. Jonnifer Sinogaya, Project leader of Phil-LiDAR 1 for Region 6, some LGU personnel undergo basic Geographic Information System (GIS) training for understanding the maps that are distributed to them.

“Aside from hard copies, we would be giving them softcopies which are more detailed. It would be difficult to understand those if they don’t have any knowledge on GIS. We want as much as possible that these people could use the output rather than just putting them aside.”

Dr. Sinogaya said. He appreciated how cooperative the people who knew the project are that these people even assisted his team during presentations of the project to LGUs. Phil-LiDAR project is very vital with community planning. Once these areas are identified as flood-prone, people could come up with mitigating solutions. The government could prohibit housing in a certain location that is easily flooded.

Typhoon Sendong was labeled as one of the world’s strongest tropical storm of 2011- cost of damages was Php2.06 billion (NDRRMC), 1,472 people found dead and 1,074 missing during the last report on August 2013 by DSWDDROMIC. Prof. Ramos said, “If Phil-LiDAR program is ongoing by then, disasters during that time would not happen”.

In the Philippines, LiDAR technology is the latest and most precise technology we have, although this have been used for quite some time in countries like the United Kingdom. Moreover, the Philippines is leading in this flood hazard mapping compared to other Asian countries. Our country considers LiDAR a necessity because of how calamities and natural disasters we experience. Some personnel of Phil-LiDAR 1 have been personally trained by people from UK. Phil-LiDAR 1 uses Research and Development method where they have rigid research then make computer programs to further comprehend data from LiDAR. Aside from these, the staff immerses themselves to the field for ground validation using other high end equipment.

— Ralph Waldo Emerson EVERYTIME a disaster strikes, be it flashfloods, or an earthquake, a key group of public servants working at the Provincial Capitol of Misamis Oriental are always on their toes, ever ready to respond to emergencies 24/7 without much fanfare.

And they are not called men and women of others for nothing. Their commitment to serve is equally at par with the dynamic MisOr Governor Bambi Emano who had been espousing

‘people-first-policy’ all throughout his career as a dedicated public servant.

Gov. Bambi and his men and women had their way of doing public service engagements -- going even beyond boundaries, reaching out in less road traveled with only one thing in mind: service above self.

Their services are visible even in the dead of the night, doing what the ordinary could not accomplish -- rescue, retrieve, offer comfort and consolation to the victims of flash floods like the recent onslaught of TS Vinta that hit Mindanao during the last days of December 2017.

These public servants are the men and women behind Gov. Bambi’s vi-

sion for Misamis Oriental ‘Lambo MisOr,’-- a battlecry dedicated to push progress to the limits albeit the many trials, either man-made or nature-induced disasters of epic proportions.

The dedicated men and women of Gov. Bambi had served well during the TS Vinta, and even in the previous disasters that hit the province with nothing but their unyielding commitment to public service.

Using available resources of the province, these dedicated men and women of the Provincial Capitol utilized heavy equipment machines and dump trucks in the cleaning up piles of garbage and thick mud in many affected areas in Cagayan de Oro and MisOr in the

Metrobank Foundation (MBFI) is off to an early start in 2018 as it launched on the very first working day its annual search for outstanding teachers, soldiers and police officers.

“Launched 38 years ago, the annual search for Metrobank Foundation’s Outstanding Filipinos is Metrobank Group Founder Dr. George S.K. Ty’s way of paying tribute to the sacrifices of these extraordinary individuals in the service to fellow Filipinos,” explains MBFI President Aniceto M. Sobrepeña.

The ten (10) Metrobank Foundation Outstanding Filipinos represent what MBFI identifies as “key pillars of society” – the academe and the peace and

security sectors.

Four (4) members of the academe will be selected under the teacher component of the search.

Three (3) soldiers and three (3) police officers will also be selected from the peace and security sectors.

Each awardee will receive a P 1 million cash incentive, a trophy, and a gold medallion.

Teachers, soldiers, and police officers who are eligible to join must have a minimum of 10 years of service with at least “very satisfactory” rating in the last 10 years of service to their profession.

Those who are set to retire must have at least 3 remaining years of service.

Qualified elementary and

secondary teachers must have completed academic requirements for Master’s Degree while Higher Education teachers must have a doctorate degree.

Qualified AFP commissioned officers (Captain to Colonel) must have completed a Bachelor’s Degree while AFP enlisted personnel (Corporal to Chief Master Sergeant) must have completed a High School degree.

PNP commissioned officers (Police Inspector to Police Senior Superintendent) and non-commissioned officers (Police Officer 2 to Senior Police Officer 4) must have completed a Bachelor’s Degree.

Sweet words are easy to say; nice things are easy to buy; but good people are different to find. Life ends, when you stop dreaming; hope ends, when you stop believing; friendship stops, when you stop sharing. A good fiend of mine sent me this quotation. I commented back: So very true and very well said!

A new year has just begun. We’re thinking back.

We deleted friends in social networks and different other connections. Some mutual friends - not only in Facebook - didn’t remain as mutual. Some good new relationships have begun and made possible because of a mutual acquaintance.

Or, we’re looking forward renewing relationships. Some season greetings brought

back special memories.

Keep in mind, our life is borrowed. This is going to be a little bit complicated now, so keep going. No rental charges are collected from us. Many of us have forgotten this and live life at his fullest. Our life is equal to a book from a library that lends one. But how insatiable and unbearable are we in disdainful acting towards life and therefore to ourselves?

Life seems to be nothing, just being ready to riddle one with bullets. Life seems to be nothing, just being broken through the indifference and unreliable and immoral behavior. Life seems to be nothing for those people who don’t understand cries from the heart of other people around

them - cries for their hearts and families, for justice and for many other things.

Life with all its ups and downs, is just a loan, but for many of our fellow creatures it just seems to be nonsense to be littered like dump. And, if people try to survive, especially during these days, and if they just experienced (once more!) indifference, arrogance, ignorance or cheating by whomever - they will give up!

I can assure you that every one of us can at first help in prayers and, in reading the bible. “Proverbs” is the probably most downto-earth book in the bible.

Globe Telecom, in partnership with the Department of Education (DepEd), is expanding the Global Filipino Schools (GFS) program to realize presence in 15 regions nationwide. The GFS program is a long-term and modern approach to education that allows 21st century learning methods to be introduced and imple-

mented in public schools nationwide.

Around 60 schools were added to the program this year, bringing to 142 schools the total number under its fold. The program now covers 15 out of 17 regions around the country. This was revealed during the presentation and turnover ceremony conducted recently between Globe and DepEd. Globe has committed in bringing the program to all 17 regions in the Philippines by the year 2020. From current indications, though, that target may be achieved as early as next year.

BIR, BOC post strong revenues in 2017

MANILA - - Both the Bureau of the Internal Revenue (BIR) and the Bureau of Customs (BOC) posted double digit growth in their collections in 2017.

Citing Bureau of the Treasury (BTr) data, Finance Secretary Carlos Dominguez III, in a message to reporters Thursday, said indicative collections of the BIR rose by 12.5 percent while that of the BOC improved yearon-year by 17 percent.

BTr data show that BIR collected PHP1.567 trillion in 2016 while BOC’s revenues during the same period amounted to PHP396.4 billion.

BIR was tasked to collect PHP1.829 trillion in 2017 and BOC PHP468 billion.

Also, Dominguez said preliminary figures show that government spending improved by 13.8 percent year-on-year last year.

The Duterte government has set a PHP2.91 trillion spending goal for 2017.

BTr data show that as

of end-November last year, revenues rose by 11 percent year-on-year to PHP2.25 trillion.

Of the total, the BIR, which collects around 70 percent of state revenues, shared in PHP1.62 trillion while BOC’s contribution amounted to PHP413.1 billion.

Collections of the BIR rose 12 percent in the first 11 months last year while BOC’s went up by 14 percent.

Last November alone, BIR collections went up by 14 percent to PHP179.4 billion while BOC’s rose by 15 percent to PHP46.4 billion.

Total expenditures last November rose 10 percent to PHP252.1 billion while the end-November 2017 spending also rose 10 percent to PHP2.493 trillion.

DTI calls for early business name registration, renewal The Department of Trade and Industry (DTI) in region 10 is, once again, calling all business owners and aspiring entrepreneurs to renew or to register their business names early on, most preferably weeks before January 20 - the deadline set by the local government units (LGU) for the renewal of business permits.

Business registrants only have to spend around fifteen to thirty minutes to have teir

business names registered or renewed. The renewal and registration of business name through DTI is one of the requirements before a business registrant can acquire a Mayor’s permit from the LGU. First-time applicants only need three requirements: (1) Duly-accomplished business name application form; (2) 1 valid national government-issued ID with the applicant’s name,

photo and signature; (3) Registration fee. Applicable fees depend upon the scope of the business. If the business is only at barangay level, the registrant only need to pay Php 200; for City level, Php 500; for Regional level, Php 1,000 and Php 2,000 for businesses which extends up to the national level.

For individuals who are tasked to file a business name in behalf of the business owner, they need

to bring an authorization letter with the owner’s signature, their personal and the owner’s government-issued IDs, duly-accomplished form and registration fee.

DAVAO CIT Y -- The Bureau of Jail and Management and Penology (BJMP)-11 is still pushing for the transfer of the highrisk inmates from Davao City Jail to the Taguig City Jail at Camp Bagong Diwa.

BJMP 11 spokesperson Jail Insp. Edo Lobenia said BJMP wanted to move the 89 high-risk inmates to the Special Intensive Care Area (SICA) in Taguig City Jail, but there is no decision yet coming from the higher court.

“This could be because the Supreme Court has many activities that somehow overlooked our request,” he said.

Of the total high-risk inmates, 47 are members of the New People’s Army (NPA), 25 are members of the organized crime groups, seven are from Moro Islamic Liberation Front (MILF), seven also from Maute terror group, five from Kidnap for ransom, three from Abu Sayyaf, one political prisoner and one gun-for-hire.

In spite of the delay, Lobenia said the BJMP is still hopefull that the Supreme Court would approve their request this month.

“Our lawyers from the legal department have monthly follow up (of) the case at the Supreme Court, “ he said.

“Your BJMP is doing its best to tranfer them to our SICA,” Lobenia added.

He said one of the reasons of the delay is the appeal of the lawyers of these inmates not to transfer their clients.

Aboitiz Cleanergy Park releases 1,450 pawikan hatchlings in 2017 Davao Light and Power Company (Davao Light) recorded the highest number of pawikan hatchlings released in 2017 at the Aboitiz Cleanergy Park in Punta Dumalag, Davao City.

A total of 1,450 pawikan hatchlings from 11 nests had been released by Davao Light, a subsidiary of Aboitiz Power Corporation, last year at the eight-hectare Aboitizowned park in Davao City which serves as nesting sanctuary for the critically endangered Hawksbill Sea Turtle.

This surpassed the park’s record of 1,301 pawikan hatchlings released from 10 nests when it was developed

in 2014.

More than 3,000 sea turtle hatchlings were already released by Cleanergy Park team and supporters from at least 28 discovered nests since 2014. In 2015, 575 hatchlings were released, while there could be nests in 2016 but none was discovered and recorded.

“We are very happy with the increase in number of pawikan hatchlings found and released in 2017. From zero in 2016 to 1,450 in 2017, this is a manifestation that our efforts in the protection and preservation of our environment especially our marine biodiversity through the Cleanergy Park

No firecracker injury in Davao DAVAO CITY -- There were no recorded firecracker injuries in Davao City during the New Year’s Eve celebrations.

There were no firecracker casualties as recorded by the Southern Philippine Medical Center (SPMC).

This has been the 15th year where the city tallied zero firecracker injuries.

In 2002, an ordinance was passed banning the use and

possession of firecrackers and pyrotechnics.

City Mayor Sara Duterte credited the success to the strict implementation of the ordinance by the Davao City Police Office (DCPO).

The DCPO arrested 10 persons during the New Year’s celebrations for using firecrackers which included lantakas or toy cannons.

Tacurong New Year blast caused by quarrel over entertainer TACURONG CITY -- The New Year’s Eve explosion here that left two dead and 16 others injured was not an act of terror, but due to a quarrel between two groups of males over a lady KTV guest relations entertainer, police said.

Quoting a police officer, Allan S. Freno, LGUTacurong information officer, said that the explosion was “rooted from an altercation between two groups of

bar customers quarreling over a female entertainer.”

Freno quoted Supt. John Patrick Aggabao, Tacurong City police chief, as saying that the incident was no terror act but rather a crime triggered by jealousy and disgust.

Arrested was Romeo Quino Apang, 41. Senior Police Officer 1 Jose Marie Catulong Dusaban, of the Magpet municipal police station, claimed that the suspect was the most wanted person in North Cotabato.

Apang, court records show, is charged with murder at the Regional Trial Court branch 23 in Kidapawan City, under criminal case number 534-2007.

Police said Apang transferred from one place to another somewhere in North

Cotabato after he killed in 2007 an aunt identified as Erlinda Ajao of Poblacion, Magpet.

Dusaban said that Apang, believing that family or relatives of Ajao have already forgotten his case, went home during the Christmas break.

But relatives informed Magpet PNP about Apang’s presence in the community.

The Magpet police, according to Dusaban, immediately sent operatives to arrest the suspect.

Bangon Marawi: Marawi entrepreneurs receive loan assistance from SB Corp.

At least 24 Maranao entrepreneurs received assistance from the Small Business Corporation (SB Corp) in form of the Pondo sa Pagbabagao at Pag-asenso (P3) loans to help bring back the business environment in the war-torn city.

SB Corp, the microfinancing arm of the Department of Trade and Industry (DTI) released a total of P245,000 to 24 borrowers who were also recipient of DTI’s business starter kits.

Another P10,000 P3 loan package was also released to 13 micro enterprises last week.

“DTI is bringing the government’s P3 microfinancing program closer to the entrepreneurs of Marawi by helping them start and rebuild their businesses. We are committed in reviving the vibrant business environment in the city, especially for the Maranaos who are well-known as traders,” said DTI Secretary Ramon Lopez.

As part of Task Force Bangon Marawi (TFBM), DTI, together with other

government agencies comprising the subcommittee on business and livelihood (SC-BL), has assisted affected Marawi residents to bring back the illustrious business city.

DTI Undersecretary for Regional Operations Group Undersecretary Zenaida Maglaya assured that the agency has been on the ground to provide assistance to affected Marawi internally displaced persons (IDPs) to hasten the recovery and rehabilitation of the city.

“Together with member agencies of the Task Force Bangon Marawi Subcommittee on Business and Livelihood, we would make sure that Marawi City will quickly return to normalcy upon the orders of the President.

We’re bringing back business for our brothers and sisters who were greatly affected by the war,” Maglaya said.

SB Corp has earmarked at least 1,000 Marawi entrepreneur beneficiaries that will receive loan packages in the first quarter of 2018.

Maglaya added that more entrepreneurs will be as-

sisted by the agency through loan packages without interest.

The initial 37 borrowers were recipient of the DTI business starter kit from DTI Lanao del Norte and DTI Iligan City provincial offices. Succeeding loans will be done in cooperation with the local government and the administrator of the Marawi public market who shall identify qualified market stall owners as perspective borrowers.

Other micro enterprises who are neither DTI starter kit recipients or Marawi public market stall owners, may apply for P3 loans from SB Corp accredited conduits such as Radiowealth Finance Company Inc. (RFC) and CARD, Inc. who are presently operating in the area.

The provision of starter kits is in line with the order of President Rodrigo Duterte to provide livelihood to IDPs from Marawi City and other affected localities. This also follows the Administrative Order No. 03 of the President, mandating the creation of an inter-agency task force

Empowerment exemplifies a paradigm shift with the decisions made by those working most closely with students rather than those at the top of the pyramid. It is natural that the principal should be the leader in implementing and supporting empowerment and teacher leadership.

Paramount is the role a principal plays in faculty empowerment and teacher leadership. It is essential that a principal create an environment conducive to demonstrating empowerment ideals, encourages all endeavors toward empowerment and applauds all empowerment successes.

Strategies in Contextualizing Teaching and Learning

Contextualized teaching and learning also known as contextualized instruction is a process built on the recognition that some students learn more effectively when they are taught in a hands-on, real-world context rather than in an abstract manner. This instruction is a combination of skill and knowledge. Real-world situations are being used and knowledge and skills are being learned in the context of their career setting. Learners acquire new information in an en environment that they can relate and that is of interest to them. Consequently,

active engagement of the students is expected.

There are five essential ways of using CTL, namely: Relating, Experiencing, Applying, Cooperating, and Transferring or REACT [ Center for Occupational Research and Development (CORD), 2010]. The first thing to do is to relate or connect the concept to the students’ prior knowledge.

For example: When teaching about nouns, ask students to name the things around them. Process the students’ responses and classify them.

With this, students get the concept that the names of the things, places, persons around them are nouns.

The next thing to do is to allow students to experi-

ence. Through hands-on activities, students learn something new. For example: When teaching about the kinds of nouns, group the students into four and each group is given the task.

One group will give the specific name of a person, thing, place around them, another group is assigned to name the common name of a person, thing, place they see around them, the third group is assigned to name some intangible things around them and the last group will name some groups of person or animals. Allowing students to engage actively in the activity will assure better retention of learning. The next thing to do is appli-

cation. Let the students apply the concept.For example: Let the students construct sentences using the given nouns. Next is cooperating. This is to reinforce knowledge and develop cooperating skills. For example: In a group, let the students discuss on how to use proper, common, collective and abstract nouns.

When to use singular or plural verbs when collective nouns are used as subjects in the sentences. In this way, students’ critical thinking skill is challenged. Lastly, transferring-this refers to application. They apply such concept to a new situation.

What is a community college

A community college is a type of educational institution. The term can have different meanings in different countries but usually refers to an educational institution that provides workforce education and college transfer academic programs. Some institutions maintain athletic teams and dormitories similar to their four-year counterparts.

In the Philippines, a community school functions as elementary or secondary school at daytime and towards the end of the day convert into a community college. This type of institution offers night classes under the supervision of the same principal and the same faculty members who are

given part-time college teaching load.

The concept of community college dates back to the time of DECS that had under its wings the Bureaus of Elementary Education, Secondary Education, Higher Education and Vocational-Technical Education. Education Minister Cecilio Pulong, who in 1971 wrote that a community school is a school established in the community and for the community itself. Dr. Pedro Orata of Pangasinan shared the same idea hence the establishment of a community college, now called the City College of Urdaneta. A community college like the one in Abuyog, Leyte can operate with only a P124,000 annual budget in a twostorey structure housing more than 700 students.

Support pay equity. Provide paid leave and paid sick days. Establish work schedules that work. Examine your housing options. Look for better work. Progressive taxes.

able to distribute more than 4,000 bottles of water and food packs (canned goods and biscuits) to the government troops assigned in Marawi.

“The help came from Eagles members from our regions nationwide. We did not mind the war there as long as we were able to help our brothers and sisters,” he added.

The TFOE-PE also gave out assistance in the form of cash, used clothing and food to members of the 16 Eagles clubs in Marawi.

Aside from that, TFOE-PE is also involved in such sociocivic endeavors as tree planting, adopt-a-forest, “Brigada Eskwela,” medical mission, Operation “Tuli,” blood donation drive, among others.
