CdeO police prepares for Black Nazarene traslacion

THE Cagayan de Oro City Police Office (Cocpo) will tap tanods from other barangays in the city to help secure the Black Nazarene procession on January 9.

In a press conference, Cocpo deputy director for operations Supt. Robert delos Reyes reported that there will be 534 tanods who will be deployed that day.

They come not just from barangays within the vicinity of the procession route but from other barangays as well such as Kauswagan, Macasandig and Lapasan, among others.

Inflation down in all M’danao regions in December 2018

DAVAO CITY -- Inflation rates in all six regions of Mindanao decreased in December 2018, a report released by the Philippine Statistics Authority (PSA) on Friday showed.

The Autonomous Region in Muslim Mindananao (ARMM) registered an inflation rate of 7.5%, the highest among the country’s 17 regions but lower compared to the 7.7% recorded in November 2018.

ARMM comprises the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi, and the cities of Lamitan and Marawi, The Caraga region posted the lowest inflation in Mindanao at 4.2%, which is below the national average of 5.1% and the third lowest in the country next to the Cordillera Administrative Region’s 3.4% and Central Luzon’s 4%.

Record shows only two confirmed firecracker-related injury and two other individuals with different injuries whose causes are still being investigated.

Two injured victims were brought to Northern Mindanao Medical Center due to firecracker-related injuries. Both victims sustained minor burns and

were already out of danger.

Election gun ban

UP to yesterday, when my attention was called by a Facebook friend, I was not fully aware of the extent of the coverage of the election gun ban.

A former high school classmate , Datu Perong Castro, messaged earlier that he received his LTOPF (license to own and possess firearms) and his PTC (permit to carry) just before New Year.

Unfortunately, with election gun ban going into effect starting January 10 , he will now have to leave his firearms at home.

I jokingly told Datu Perong to own an air rifle or an air pistol, instead. That should solve his problem.

A response from another FB friend, Owie Peñaflor, was immediate.

Owie interjected: “But aren’t air guns also included in the Comelec gun ban?”

Owie’s response was certainly news to me so I decided to do an immediate fact check.

Owie was correct.

In fact, the matter has already been decided by the Supreme Court in a certiorari case filed before it in 2010.

Lawyer Reynante Orceo, founder of Easternbloc Airsoft Philippines, asked the Supreme Court to declare as unconstitutional a provision in Comelec Resolution No. 8714, which bans all persons from carrying firearms and deadly weapons in public places including public buildings, streets, parks and private vehicles.

The petitioner ques-

tioned the inclusion of airsoft guns in the definition of firearms.

He contended that the prevailing law punishing illegal possession of firearms did not mention airsoft guns and their replica in classifying different firearms.

The SC, through Associate Justice Diosdado Peralta ruled: “The inclusion of airsoft guns and air guns in the term firearms in Resolution No. 8714 for purposes of the gun ban during the election period is a reasonable restriction, the objective of which is to ensure the holding of free, orderly, honest, peaceful and credible elections.”

In a separate concurring opinion, Associate Justice Arturo Brion, said:

Joma’s incurable phantasmagoria I DO not know why Jose Ma. Sison still makes it to the front pages despite the fact that his statements proceed from plain hallucination.

His recent declaration is that for the year 2019, the CPP/NPA main agenda is to oust Pres. Rodrigo Duterte.

Funny and pathetic because since day one of his trip to the fantasy land where he wished to establish his communist-inspired and controlled government, he had always conspired with the disciples of political romanticism and took advantage of others who cannot accept the choice of the majority and in the process connive with the likes of Joma.

Joma is out of touch with reality and it does not help that he had long been out of the country he professes to fight for but too scared to come back to lead a weary army who still believe in his utopian dream. Either that or he cannot abandon the good life in the Netherlands.

He blames the Duterte government for abandoning the peace talks when for nearly half a century all the past administrations, including his patron saint Cory Aquino, who let him free from prison, had been wooing him to come back and participate in a free political process. The government even bended back and decriminalized

communism giving rise to left-leaning politicians many of whom find home in Party-list system some representatives caught red handed tutoring impressionable indigenous youths how to handle firearms to fight government forces.

There was a very interesting and greatly important point that veteran broadcaster Ludovico “Vic” Somintac raised in his highly popular radio program called “Isyu ng Sambayanan” over at DZEC 1062 kHz in the AM band, last January 04, 2019.

His point: “If the people who are being implicated to in the killing of Ako Bicol Party List Rep. Rodel Bato-

cabe were the very ones who gave the information that pointed to the person who masterminded the crime, would they be the ones who will receive the P50 million reward money that had been put up in the case?”

From where I sit, I can say that there is no prohibition against the implicated suspects in the murder of Batocabe receiving the P50 million reward money, if it is true that the information which pinned down who really ordered the killing came from them. There is no law that prohibits this kind of a situation in the Philippines, no matter how awkward this may appear to be to some people.

KILLERS TRULY MADE A “KILLING” WITH THE REWARD MONEY: Fact is, this is what the masterminds in the killing of others or in the commission of equally heinous crimes should really fear or be wary about: when the reward money to pin down the authors of a crime is raised to a level that is hard to resist on the part of those who were ordered to carry out that crime, it would just be a matter of time before information leading to the arrest of those masterminds or authors are given to the authorities.

Indeed, this was what happened in the Batocabe double slay case. According to reports, the “contract

price” for the brutal gun slaying of the lawmaker was pegged by the alleged mastermind to only P5 million. On the other hand, the reward money for any information leading to the arrest of the mastermind in the killing was placed at P50 million, with President Duterte contributing about 30 million of it.

“As temperatures continue to rise, it may become impossible for unhatched turtles to survive.”

The research team, which included the Institute of Biodiversity and Protected Areas of Guinea-Bissau, say nesting sites submerged by rising seas may not simply “move” inland.

“Beach retreat may be OK in some areas, but the turtles we studied were nesting on a small island (Poilão Island) so there is a limit to how far the beach can go,” Dr Patricio said.

“In other places there may be natural barriers or human constructions that stop beaches moving inland.”

The Bijagós Archipelago is the most important nesting place for green turtles in Africa, and the main breeding ground for the species in the South Atlantic.

Warming warning over turtle feminization P TO 93% of green turtle hatchlings could be female by 2100, as climate change causes “feminisation” of the species, new research suggests.

The sex of turtle hatchlings is determined by temperature, and at present about 52% of hatching green turtles -one of seven species of sea turtle -- are female.

But a study by the University of Exeter and the Marine and Environmental Sciences Centre (Portugal) shows that in warmer temperatures predicted

by Intergovernmental Panel on Climate Change (IPCC) scenarios, 76-93% of hatchlings would be female.

The figures are specific to the study site in Guinea-Bissau, West Africa, but researchers say they expect a similar picture globally.

They say the changing gender ratio would initially lead to more females nesting, increasing the population, before by a decline “as incubation temperatures approach lethal levels.”

They also predict rising sea levels will submerge 33-43% of current nesting areas used by green turtles on the beaches where the study was carried out.

“Green turtles are facing trouble in the future due to loss of habitats and increasing temperatures,” said Dr Rita Patricio, of the Centre for Ecology and Conservation on the University of Exeter’s Penryn Campus in Cornwall.

But although earlier reports said all the 6,500 tons of garbage will be brought back to Pyeongtaek in South Korea on January 9, provincial board member Gerardo Sabal said in an interview Thursday that only 1,400 tons could be shipped back.

Strengthen PESONet, InstaPay implementation

MANILA -- The Bangko Sentral ng Pilipinas (BSP) has given BSP-supervised financial institutions (BSFIs) not later than March 31, 2019 to ensure that all its frontline personnel have the necessary know-how implement fund transfer services PESONet and InstaPay. BSFIs are also required to post around their offices and on their websites materials regarding these services “to enable their customers to have sufficient knowledge about these fund transfer facilities.”

InstaPay and PESONet are automated clearing houses (ACH) under the central bank’s National Retail Payment System (NRPS).

Specifically, InstaPay is a platform that provides consumers a safe, affordable and real-time low-value

electronic payment for up to PHP50,000 per transaction without limit in a day.

Charges for this service depends on the financial institution the customers will tap.

Meanwhile, PESONet is a batch electronic fund transfer (EFT) credit payment scheme, proceeds of which will be received by the payee within the same banking day if the payment instruction was sent before the cut-off time.

These facilities are targeted to increase digital payments in the country to around 20 percent of total transactions by 2020.

MANILA -- Government workers have to wait for the approval of the proposed PHP3.757-trillion 2019 national budget before they can enjoy the fourth and last tranche of the Salary Standardization Law of 2015 (SSL).

This, as the government is now operating on a reenacted budget pending

lawmakers’ approval of this year’s proposed budget.

Budget and Management Secretary Benjamin E. Diokno told the Philippine News Agency (PNA) that “government authorities cannot spend on items not authorized by Congress.”

He explained the last tranche of the SSL “is part of the 2019 President’s Budget, not 2018 Budget.”

“Congress has to ap-

prove the 2019 budget before government workers can avail of the 4th tranche,” he said, pointing out that “the re-enacted budget is a second-best option provided for in the Constitution.” The best option is the approval of the proposed allocation.

“This is better than what is happening in the US where the government partially shuts down because Congress failed to pass the

budget on time,” he said, adding that US’s Constitution does not have a clause for the re-enactment of the government’s budget.

Davao approves P10 million aid for 5 Luzon provinces hit by ‘Usman’

DAVAO CITY -- The City Council of Davao has approved in a special session on Thursday the disbursement of P10 million in assistance for the five provinces in Luzon hit by Tropical Depression Usman.

The passage of the ordinance allowed City Mayor Sara Duterte to “utilize the 30% quick response fund (QRF) out of the 5% Disaster Risk Reduction and Management Fund (Calamity fund)” of the City Government of Davao

in 2019” as provided for by Section 21 of the Republic Act 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010.

A budget worth P130.8 million has been set aside as a QRF in 2019 of the local government that can be tapped in times of disaster in the city and to aid other local government units (LGUs) hit by calamities in 2019.

Of the amount, the ordinance indicated that at least P5 million will be allocated for food and relief assistance and

the remaining P5 million cash assistance will be distributed to the five provinces – Albay, Camarines Sur, Camarines Norte, and Sorsogon in Bicol Region, and Oriental Mindoro in Mimaropa – at P1 million each.

TAGUM City joyously welcomed the year 2019 with a grandiose fireworks display - the highly-anticipated annual activity of the City Government to kick off the new year.

The city’s tradition of welcoming the new year by lighting up the sky with

brilliant fireworks gathered thousands of Tagumenyos and even spectators from neighboring towns eager to witness the grand spectacle.

This year’s grand fireworks display is still spearheaded by the City Government of Tagum through the City Tourism Office, with a total budget of five hundred thousand pesos.

Local bands filled the night with music and excitement hours b efore setting off the fireworks which kept the audiences entertained while waiting for the main event.

A burst of excitement exploded at the city hall grounds and along JV Ayala Avenue as soon as the fireworks kicked off.

Bright and colorful lights illuminated the sky at the stroke of midnight on January first, exploding over the iconic giant holiday tree.

The grand display of fireworks lasted for about twelve minutes featuring some new versions of pyrotechnics that were never seen in the previous years

thereby making the whole spectacle extra special and memorable.

NPA officials, bomber surrender in ComVal

DAVAO CITY -- Four officials of the New People’s Army, including a bomb expert, recently surrendered to the 66th Infantry Battalion in Compostela town, Compostela Valley province.

The officials were identified as alias Cory, vice commander of the platun Basil, Pulang Bagani Command 8; alias JB, bomb expert; alias Aldrin, team leader of Segunda, Basil; and alias Datu Jeffrey, team leader of Primera Basil.

According to the 66th IB, alias Cory yielded on December 25 and was instrumental in the surrender of the other three communist rebels.

The rebels also handed one defaced M653 rifle, a caliber 45mm pistol, two improvised explosive devices, four blasting caps, 50 meters wire, two caps batteries, assorted medical items including anesthesia and gauze pads, PhP 6,500 cash and other valuable war materiel.

Brigadier General Jose Faustino Jr, commander of the 10th Infantry Division, congratulated the battalion for the relentless focus military operations that led to the surrender of the NPA officials.

“The reduction of manpower of our enemies and their firepower will surely be a significant development as we exhaust all efforts to put this to an end,” Brigadier General Faustino said.

One-stop shop for business permits in Davao City DAVAO CITY -- The City Government of Davao, through the Business Bureau and other concerned offices, will set up a one-stop shop renewal of Mayor’s Permit and business permits starting January 3, 2019.

“It’s all systems go for the renewal of business permits at the Central Office Processing Center at the Sangguniang Panlungsod Building,” Business Bureau Chief and lawyer Marissa Torentera said.

To accommodate the expected large number of people renewing their business permits and to make

the processing more accessible, the city has identified a remote site for the processing, which is located at the Almendras Gym or the Davao City Recreation Center.

For the first week of January 2019, the renewal of the business permits will be from 8 a.m. to 8 p.m. of January 3 and 4.

“We will be accepting applications on weekdays from 8 a.m. to 8 p.m. at both the SP Center and the remote site at Almendras Gym,” she said.

Davao City records zero firecracker injuries, violations DAVAO CITY -- About a thousand people flocked to Davao City’s Rizal Park to greet the coming of 2019 and instead of using firecrackers and pyrotechnics, the crowd greeted the New Year with a blast of party horns or torotot.

Similar to those celebrating the torotot festival, residents in Davao City resorted to using torotots, kitchen pots and horns of vehicles to create noise for the new year. This as the City has strictly implemented an ordinance banning the use of pyrotechnics and firecrakers since 2002.

The Davao City Police Office recorded no arrests for violating the ordinance and injuries caused by firecrackers.

The Tagoloan Municipal Council has passed a resolution “strongly condemning the importation of plastic mixed with hazardous waste materials from South Korea The Misamis Oriental provincial board filed a resolution on November 15, 2018 asking Philippine congress to investigate the alleged dumping.

“How come the shipment was off-loaded when the consignee had no import license?” Sabal asked.

He said the first shipment of 5,100 tons placed inside “one-ton white canvas bags” arrived last July 21.

He said the bags were brought to the four-hectare facility of Verde Soko in Sitio Buguac, Barangay Santa Cruz, Tagoloan, Misamis Oriental.

A month later, Sabal said another 51 container vans arrived and also brought to their facility.

“But their workers were careless. They left the garbage spilled on the roads

and the river in Tagoloan, alarming the residents,” Sabal said.

He said the local government conducted an investigation after residents reported it to the authorities.

Sabal said when they inspected the facility they found bundles of garbage and trash like wood, dextrose tubes, used diapers, batteries, and metals.

“It was so smelly when we opened the vans and the bags. There was dirty sludge oozing from the container vans and bags,” he said.

EcoWaste national coordinator Aileen Lucero said they found it outrageous that the shipments were able to enter the ports of the Philippines.

“We look ahead to the imminent return of the Korean mixed garbage shipments to their source,” Lucero said.

Engr. Neil Alburo, president of Verde Soko Philippines Industrial Corp., denied that the shipments were garbage wastes.

He said the shipments were raw and sheared materials from South Korea intended for the manufacturing of plastic pellets and bricks at the firm’s newly built recycling plant.

He said the firm is also willing to have the waste materials shipped back to its origin if told to do so.

Teachers’ Rights: A Revisitation is a Must

Teachers are second parents of children in school.

They handle these students most of the time in weekdays.

They are known as managers in their own classroom but they have limited authority when it comes to discipline.

Teachers’ control is bordered because of the existing laws and policies in our country that protect the rights of every child. I am not against this policy but I’m just wondering if children’s values can be formed into desirable ones if teachers are given less power in controlling students’ bad manners. If teachers will instruct their students to read or write, not all of them will do so. If there are students who are hard-headed,

teachers will scold at them but what if students will talk back to their teachers? Some of them are not afraid of their teachers anymore. Teachers cannot threat them, teachers cannot say unwanted words against them (verbal abuse), and teachers cannot do corporal punishments and the like. The chances are: teachers will just ignore their pupils do what they wanted to do and say what they wanted to say against them. Now, how can teachers do this and that if their control of their students is limited? If teachers will call parents’ attention, we cannot expect parents to come to school, or worse, they will not believe teachers’ comments against their children. Some

parents questioned teachers’ classroom policies like listing the names of their misbehaving children in the classroom.

Some parents thought they are superior to teachers because of unfair and unjust laws in our country.

Are there no rights that protect teachers’ welfare against their students or against parents bullying teachers? Some students shouted and showed contempt at their teachers; some parents threatened and pointed their fingers towards teachers (they judge teachers even if they don’t know the entire stories in the classrooms).

Teachers can, of course, enjoy the privileges written in the Magna Carta for Teachers (RA 4670) but this does not include the rights of teachers against students and parents

bullying teachers. Can the authorities be fair enough in implementing policies for the common good? If there are rights that protect our children, there should also be rights that protect teachers. Not all children/students are true and honest, not all parents are open-minded and respectful, and not all policies are fair to all concerned. We should also protect teachers’ rights if we want to inculcate and form good values to our students. Teachers are not only in school to teach students to read, write, and count; but also to help them become better persons in our society, having the desirable values and attitudes. In other words, teachers are working in schools to create the holistic formation of our children.

To account the major responsibilities of academe on academic reforms is through teaching effectively. This is the essence of the article written by Ms. Lanica Lao who reiterated that the academe are expected to have effective teachers and school administrators and this can be achieved through programs that include cur-

riculum revision, institution or abolition of academic degrees, providing incentives through honorariums and chairs, policy reforms, opening of schools and campuses throughout the country, more trainings of school personnel, values formation and giving equal opportunities for admission of students from all sectors of society.

With these programs and policies, we may gain academic growth like what has been done by the universities in the Philippines. However, most public schools also failed on the faculty recruitment because one of their policies is that if you are new in

the service you will not be given a teaching load of A-1 classes even if you have the best track record in teacher education institutes. This is so because in many cases, those who have longer years in the service are placed in the brightest sections.

Henceforth, school administrators must find a way to make educational system work by employing strategies so that teachers who are hired are capable of improving their students’ academic performance. Administrators must also ensure that teachers will become effective and efficient. This is the way to academic excellence.

TODAY’s students are immersed in a variety of technologies from a young age. As such, they have been described as wired or digitized but even these tags are outdated almost upon arrival.

Ironically, such familiarity and comfort with all things digital present challenges for educators who struggle to keep up with an ever changing technology context and students who no longer process information primarily in a sequential manner.

Equally important in this fast paced, digital world is the lack of time or opportunity for students to reflect on their learning. Reflection and critical thinking enable students to learn from their experiences. Therefore, time

must be built into classroom instruction for both processes to occur. Not only are reflection and critical thinking skills undervalued in today’s standards-driven classrooms but policies continue to emphasize views of technology as primarily a means to assist with writing and organizing information.

Although such technology use can facilitate communication, today’s students must learn how to think deeply about their learning so they can realize their place in a rapidly changing global society. They must learn to apply technology tools appropriately in order to process multiple perspectives on real world problems and formulate solutions to these problems.

Liceo Prof wins 1st Prize at the Grand Prize Virtuoso

PROFESSOR of the Liceo de Cagayan University Conservatory of Music, Theater and Dance has topped an international music competition held in Rome, Italy recently.

Cipriano “Zip” Mercado de Guzman was awarded 1st Prize and a Certificate in the Senior/Professional Open Category at the 2018 “Rome” International Music Competition-Grand Prize Virtuoso held at the Teatro Studio, Parco della Musica, Rome, Italy last December 18, 2018.

He also subsequently visited Dieppe, Rouen, Normandy, Toulouse, Lyon and Paris, France; Andorra La Vella, Principat d’Andorre where he sang at the Catholic Mass before returning to his students at Liceo de Cagayan via Barcelona and Cebu City where he met up with Liceo Music Conservatory Dean Rudolf Golez.

De Guzman has been a Voice, Theater, Chorus, Japanese Language Professor at the Liceo Conservatory of Music, Theater and Dance since July 2018.

Concurrently, he is also engaged as a Free Lance Opera Singer (Baritone) at the Hiroshima City Opera, Japan, since January 2017.

He is affiliated with the ISME (International Society for Music Education) based in Victoria, Australia since 2012; the Philippine Choral Directors Association (since January 2012); the Philippine Choral Guild - KORO Filipino (since 2012); and had been the Voice Coach with the Manila Chamber Singers..
