Marsudi said the initiative was the first time ever for the Indonesian government to undertake after 68 years of diplomatic relationship with the Philippines.

“It’s a very basic right of every person to get their status of nationality. Being stateless always brings risks because they do not know who will protect them,” Marsudi said.

She said those PIDs with mixed Filipino blood will decide what citizenship to acquire.

THE Department of Energy (DOE) warned industry players against using the new excise tax on oil under the Tax Reform for Acceleration and Inclusion (TRAIN) law to jack up prices.

The department said the implementation of the new law would not automatically raise oil prices in the first month of the year.

Energy Secretary Alfonso Cusi assured the public in a statement on Wednesday that the DOE is keeping a close watch over oil firms to prevent possible profiteering over the implementation of the TRAIN law.

Traders in Gensan to get biz permit in just two hours GENERAL Santos City-The city government has unveiled an enhanced Business Permits and Licensing System (BPLS) that will allow the issuance of business permits in two hours or even less.

Dubbed as FAST, which stands for Friendly, Accessible, Simple and Timely, the new system was formally rolled out on Wednesday with the start of the annual registration and renewal of business permits here that will run until Jan. 20.

Geraldine Zamora, chief of the Business Permits and Licensing Division, said they had further streamlined the processes in the renewal and application of local business permits to fast track their issuance.

From the previous 15 steps, which usually take two to three days to complete, she said they had cut down the process to just three in compliance with the guidelines set by the national government.

She was referring to Joint Memorandum Circular 01, series of 2016 issued by

the Department of Trade and Industry, Department of the Interior and Local Government and Department Information and Communications Technology.

Under the new system, Zamora said the process only involves the filing and assessment, payment and the then the claiming of business permits.

“Our original target was to have the business permits released in 40 minutes to one hour but since this is a new system, we (are) giving it at least two hours,” she said in a media forum.

The official said among the major changes was the setting of the basic requirements for application and renewal to just the barangay clearance and the unified form.

She said they also simplified the assessment of gross sales by allowing the immediate approval of declarations of 15 percent and above.

The two groups consumed about the same amount of caffeine, with an average equivalent to about two cups of coffee per day.

But the people with Parkinson’s disease had significantly lower blood levels of caffeine and nine of the 11 byproducts of caffeine in the blood.

The caffeine level was an average of 79 picomoles per 10 microliters for people without Parkinson’s disease, compared to 24 picomoles per 10 microliters for people with the disease.

The study participants

were also tested for mutations in genes that can affect caffeine metabolism, but no difference was found between the two groups.

Moreover, people in the study with more severe stages of the disease did not have lower levels of caffeine in the blood, suggesting that the decrease occurs from the earliest stages of the disease.

“If these results can be confirmed, they would point to an easy test for early diagnosis of Parkinson’s, possibly even before symptoms are appearing,” said David Munoz of the University of Toronto in Canada, who wrote an editorial accompanying the study.

“This is important because Parkinson’s disease is difficult to diagnose, especially at the early stages,” he said. (Xinhua)

MIDSAYAP, North Cotabato -- More than 100 motorbikes and pedicabs with dubious registration documents were impounded by local police and Land Transportation Office (LTO) here since December 31, a police official said Wednesday.

The motor vehicles were seized following joint operations of LTO-Midsayap, the local police and elements of the Army’s 34th Infantry Battalion.

“Most have expired registration papers, others (have)

none at all,” Supt. Gilbert Tuzon, Midsayap town police chief, said.

The impounding of dubious motor vehicles was part of security measures implemented by the local police following intelligence reports of bomb attacks during the holiday season.

On Tuesday night, 30 motorbikes with several registration violations were impounded at a checkpoint in Barangay Patindigin and San Isidro.

Earlier, in the day, about

60 motorbikes were impounded at a checkpoint in Barangays Salunayan and Kapinpilan. Ten motorbikes were confiscated on Dec. 31.

Tuzon said the deployment of police and military checkpoints on all entry and exit points of Midsayap was made after intelligence reports showed local terrorists had plotted to bomb the town.

Health care after disaster

AHEAD of TS Vinta’s stifling exit, the weather bureau announced that one more storm is expected to hit Visayas and Mindanao areas at the entrant of the new year.

Just how strong and damaging the incoming typhoon would be, and w here it wou ld ma ke landfall, only God knows.

With the coming of 2018, these uncertainties arise: Are we ready for the coming of another round of disaster after the onslaught of TS Vinta? Do we have a coherent, well-organized and responsive disaster management system in place?

How do we deliver health care in the aftermath of a natural calamity? Do we have a comprehensive and systematic roadmap on disaster management?

These are some of the

many disturbing questions raised over and over again as we see the massive destruction of the recent floods unfold before our very eyes spawned by TS Vinta in most parts of Mindanao.

That said, concerns on health welfare of the affected typhoon victims due to the insurmountable effects typhoons would bring to flood-prone cities like Cagayan de Oro and nearby areas are at bay and needing instant solutions to mitigate further sufferings of people down with nature’s wrath.

In a not-so-recent forum, Dr. Gina Itchon, director of Xavier University’s Center for Sustainable Sanitation presented this paper entitled: “How is Health Care Delivered After a Disaster?: Implications for Effective Management

Policies”.

The Itchon research paper revealed that there was insufficient attention given to the scientific study of flood relief operations in the country, in particular to the organization of medical support.

Based on the Sendong experience, the study found out that one-third of all ER consultations were children, they being vulnerable during disasters.

Trends indicated as well that there were different medical needs at different times and occasions.

The Itchon paper also re vealed t hat surgical operations of flood victims, most of whom were found to be women and children need immediate medical attention.

days and rodent-borne diseases, 14 days after. Of these concerns, medical supplies and personnel needs also differ.

The study also found out that surgical injuries p r e d o m i n at e d i n t h e immediate post disaster period. There was also this immediate need for health facilities properly equipped with sufficient power and water supplies.

Civil Code and Sharia Law: which should prevail?

-oooCIVIL CODE AND SHARIA LAW: WHICH SHOULD PREVAIL? Can it really be possible for House Speaker Pantaleon Alvarez Jr. to marry another woman even if his first marriage to his first wife is still existing and has not been annulled yet, since, according to him, he is a Muslim belonging to a Muslim tribe? This is a good question, especially if it is going to be answered in connection with Presidential Decree 1083.

PD 1083 is otherwise known as the “Code of Muslim Personal Laws of the

Philippines” (or the Muslim Sharia Law) which was passed in 1977 yet by then President Marcos. This law appears to contain a provision governing marriages between Muslims and nonMuslims, similar perhaps to the case of Alvarez and his current legal wife.

According to Art. 13, Section 2 of PD 1083, when the marriage is between a Muslim and a non-Muslim, the law that will govern them is the Civil Code of the Philippines, and not the Sharia Law. What this appears to convey is that, the prohibition found in the Civil Code against a person’s marrying more than once should be followed. Can Alvarez please give some explanation on this?

-oooOBLIGATIONS OF POLICEMEN UNDER R.A. 7438 (V): Under Section

2 (b) of Republic Act 7438, the directive there is clear: “If such person cannot afford the services of his own counsel, he must be provided with a competent and independent counsel by the investigating officer…”

“Such person” under this section refers to someone who was arrested, invited for questioning, or is being investigated for an offense.

What this means is that, policemen must provide those whom they have arrested the services of a lawyer, free of charge, especially if the arrested persons lack the financial capacity to retain a counsel of their choice. If anyone making the arrest will not comply with this, they will be considered to have violated Republic Act 7438, and will be punished with up to 10 years of imprisonment and barred from government

employment for life.

In the course of a custodial investigation, if the police cannot provide those whom they arrested (or invited for questioning) with a free lawyer, they cannot continue their investigation, and are obliged to hold in custody those they arrested only within the periods provided for by Art. 125 of the Revised Penal Code.

GSIS posts greater benefit payout for first 11 mos of 2017 GSIS President and General Manager (PGM) Jesus Clint Aranas said that the higher payout in social insurance claims and benefits is “due to the strict monitoring of turnaround time (TAT) in the processing of these claims and the attainment of 100% efficiency in the posting of payments for premiums.”

“This year, we further reduced the TAT for the processing of retirement claims to 30 days, which is even more stringent than the 90 days prescribed under the law,” PGM Aranas said.

In September 2017, 88% of retirement / separation and life insurance claims’ transactions were processed within the 30-day period.

To fast-track the processing of retirement claims, the pension fund chief said that GSIS undertakes a prereconciliation of premium and loan records of members who have filed a request or application for retirement, 90 days before the actual date of their retirement. GSIS also regularly sends, through

the Agency Authorized Officers, the list of possible retiring members (those who are turning 60 years old and above in a given year) for the submission of their updated service records to GSIS. On loan disbursements, GSIS released a net amount of more than Php35 billion in various loans from January to November 2017. Due to the typhoons which hit the country this year, emergency loans amounting to Php3.8 billion were granted to more than 176,845 active members. The pension fund also disbursed Php61.8 million in pension emergency loans for 3,122 pensioners.

GSIS caps 2017 with various awards from both local and international bodies.

This month, the System ranked 7th among GOCCS that earned the highest scores for its governance performance as evaluated by the Governance Commission for Government-Owned and Controlled Corporations.

In November, GSIS won the Risk Innovation Award at

the 2017 ASEAN Risk Awards for the conduct of its online Enterprise Risk and Control Self-Assessment survey that aims to re-assess corporatewide risks relating to GSIS’s business objectives and strategies. The System was also a finalist in the World Pension Summit Innovation Award under the Technology category for the GSIS Wireless Automated Processing System (GWAPS) kiosk.

In addition, GSIS was recognized in October, by the ASEAN Social Security Association, for GWAPS and the Electronic GSIS Member Online (eGSISMO) system, under the customer service and innovation categories.

GSIS was also conferred in November, an ISO 9001:2015 certification for its quality management system (QMS) on maturity benefit and motor vehicle claims’ processing.

State pension fund Government Service Insurance System (GSIS) today announced that it paid more than Php85 billion in social insurance claims and benefits in the first 11 months this year, representing a 13% increase compared to the Php75.1 billion in the same period last year. These claims and benefits cover pension, retirement, life insurance, survivorship, disability, and funeral.

The growth is attributed to the increased monthly old age pension of Php7.5 billion covering 316,323 pensioners, survivorship benefit amounting to Php338.2 million for 132,449 pensioners, as well as life insurance and retirement claims of Php616.8 million and Php980.2 million, respectively.

The number of life insurance claims processed also rose 21.2%, to reach 82,936 in the first 11 months of the year from 68,401; while the number of retirement claims processed grew 9.2% at 34,489 from 31,592 in the same period.

ASEAN welcomes new Secretary-General for 2018-2022

MANILA -- Dato Paduka Lim Jock Hoi, a top trade official and diplomat from Brunei Darussalam, has assumed office as the new Secretary-General of the Association of Southeast Asian Nations (ASEAN) on Monday.

Lim is the 14th ASEAN Secretary-General succeeding Secretary-General Le Luong Minh from Vietnam who completed his five-year term on Dec. 31, 2018.

The Brunei diplomat’s appointment was approved at the 31st ASEAN Summit and Related Meetings held in Manila last November 2017.

Lim until recently was a Permanent Secretary at the Brunei Foreign Affairs and Trade Ministry.

Among the principal duties he assumed was Brunei’s Chief Negotiator on the Trans-Pacific Partnership (TPP) free trade talks.

His earlier positions also included heading the Trade Departments at the Ministry of Industry and Primary Resources and then the Ministry of Foreign Affairs and Trade, respectively.

The Secretary-General of ASEAN is appointed by the ASEAN Leaders for a non-renewable term of five years, selected from nationals of the ASEAN Member States based on alphabetical rotation.

The last ASEAN Secretary-General from the Philippines was Rodolfo Severino Jr., who assumed the role from January 2003 to December 2007. The next Filipino diplomat to serve as ASEAN Secretary-General would be in 2033. (PNA)

LTFRB asks taxi operators to justify P50 fare hike

MANILA -- Taxi operators should justify why a PHP10 additional fare hike from the current flagdown rate of PHP40 is necessary, the Land Transportation Franchising and Regulatory Board (LTFRB) said Wednesday.

Aileen Lizada said a petition should be filed in order for the Board to hear their views, as well as the side of the commuters that will be affected by the fare increase.

“If there is a petition for fare increase by taxi operators or any transport group, they need to justify why the Board should grant a fare increase and what services

will be delivered. Likewise we need to hear the side of the commuters’ group before the Board issues an order,” Lizada said in a text message to reporters.

“If there is any request for a fare hike, it needs to go through a process. A petition must be filed by a petitioner,” she added.

MANILA -- The Land Transportation Franchising and Regulatory Board (LTFRB) urged jeepney transport groups to explain the reason for the granting of a PHP2 jeepney fare hike in Metro Manila as well as in Central and Southern Luzon regions.

LTFRB has deferred the jeepney fare increase and asked transport groups to submit supporting documents on their petition.

LTFRB wants to thoroughly study the matter considering its impact on commuters, LTFRB Board Member and spokesperson Aileen Lizada.

“The transport groups need to substantiate the basis why the fare hike should be increased by PHP 2. This has a social impact nationwide and it has to be studied well. We also need to hear the side of the commuters as well,” Lizada said in an interview with reporters after its hearing on the fare hike petition Wednesday.

The LTFRB likewise reminded transport groups to maintain the cleanliness of jeepneys, ensure good hygiene and discipline of drivers and they must attend the Drivers’ Academy to improve the quality of services to the commuters.

of public utility jeepneys (PUJs) nationwide is at 200,000 which serve around 3.2 million passengers, Lizada said.

For its part, the transport groups explained that the jeepney fare hike is necessary due to the series of increases in the prices of petroleum and spare parts as well as other operational costs to drivers and operators.

Red alert warning lifted after ‘Agaton’ left PAR EDITOR: Cris diaz

DAVAO CITY -- The Office of the Civil Defense (OCD) in Region 11 on Wednesday lifted its red alert status in Davao Region after Tropical Depression Agaton left the region.

During the AFP-PNP Press Corps media briefing, OCD 11 regional director Leoncio Cirunay bared the region now is on white alert since its national office told his office that all tropical cyclone warning signals have been removed.

Cirunay said there were three municipalities in Davao Region that were affected by Agaton causing displacement of 170 families and 850 individuals.

Among the municipalities are Laak, Maco and Nabuntuan were affected

by Agaton. “These are all part of Compostela Valley Province,” he said.

DAVAO C I T Y – T h e Commission on Elections (Comelec)-11 is ready to hold the synchronized barangay and Sangguniang Kabataan (SK) elections in May unless there is a declaration of postponement in connection to the second extension of martial law in Mindanao.

As of Wednesday, there is no resolution yet from the Comelec en banc to postpone the elections in Mindanao, said Comelec 11 Director Marlon Casquejo.

But, C as quej o s aid Comelec regional office is ready to hold the elections in May. It has already conducted hearings with election officers and the completed the clustering of precincts. Next week it will hold a meeting for the board of election inspectors.

Davao Region will have three million voters, including the voters for SK. Of the total number, 1.2 million are in Davao City including the 9,000 voters who registered in November 2017. Of the 1.2 voters, 919,000 are regular voters, Casquejo bared.

Fire, water, rebellion mark 2017 in Davao City DAVAO CITY -- It would have been a rosy picture for Davao City in 2017. Growth was on the uptrend at 9.4 percent and construction was booming.

The numbers in crime index and volume were decreasing. Although rebellion and terrorism impact on the city’s situation, Davao City remains the top destination for investments and tourism in 2017.

Until on the night of December 22 when Davao River overflowed due to heavy rains brought by Tropical Storm Vinta which hit several provinces and cities in Mindanao, including Davao City.

The flood brought havoc to 20,000 families from 25 barangays from the upland to downtown areas.

They settled in evacuation centers. Some even spent Christmas and New Year’s eve outside the comfort of their homes.

The communist rebels have continued to wreak havoc on the lives of the people especially in the hinterlands and lumads who are perceived supporters of the military.

Rebels even attacked the convoy of the President Security Group (PSG) in Arakan, Cotabato on July 19, 2017.They were on their way to Marawi from Davao City.

The NPA also attacked a military detachment in Barangay Carmen, Baguio District, Davao City, and the pineapple plantation also in Baguio District.

They intensified their extortion activities. The NPA reportedly earned about P1 billion extortion money from mining, business establishments, government, construction firms, and the banana industry.

Indonesian foreign minister on 2-day visit in Davao City DAVAO CITY – Indonesia’s Foreign Affairs Minister H.E. Mrs. Retino L.P. Marsudi will be arriving in Davao City for a two-day visit and to formally announce the joint education program between the Philippines and Indonesia.

According to the Consul for Information, Socio-Culture Affairs of the Indonesian Consul6ate in Davao City Endah Yuliarti Farry said the program marks the opening of the IndonesianPhilippines Islamic Cooperation.

A ceremony will be held at the Al-Munawwara Islamic School in Matina on Wednesday.

She said the joint education program is a follow up of the discussion between

President Rodrigo Duterte and Indonesian President Joko Widodo and the Trilateral Meeting of Foreign Ministers during the 50th ASEAN Summit in Manila on November 12, 2017.

Also during the two-day visit on January 3 and 4, Marsudi will confer passports for Indonesian living in Mindanao.

Earlier reports showed that Persons of Indonesian Descents (PIDs) can be found in seven provinces and two cities in Mindanao.

They are now residing in Davao del Sur, Davao del Norte, Davao Oriental, Sarangani, Sultan Kudarat, North Cotabato, South Cotabato and the cities of General Santos and Davao.

SSS collection partners calibrates systems for real-time processing of contribution payments Bank and non-bank collection partners of the Social Security System (SSS) are making the necessary system recalibration for the implementation of real-time processing of contributions (RTPC) which will start on January 16, 2018.

SSS President and Chief Executive Officer Emmanuel F. Dooc said that bank and non-bank collection partners were gathered last November 28 for follow-up discussions on enhancements in policies, systems and procedures required for RTPC. “To ensure the efficient implementation of our process’ improvements, we have to engage all the concerned parties on the enhanced process flows in our electronic collection system (e-CS),” Dooc said.

Under the RTPC, collection partners are tasked to encode and validate employers’ and members’ Payment Reference Number (PRN) by sending validation request to the SSS system. Upon validation, they can now accept contribution payments and send payment confirmation to the SSS for immediate posting.

“We also distributed the technical specifications for RTPC to have their systems in sync with the SSS e-CS,” Dooc added.

Starting December 1, 2017, all employers and individually-paying members including self-employed, non-working spouse, overseas Filipino workers (OFWs) and voluntary members were required to create their personal accounts in the My.SSS portal

at the SSS website.

With the mandatory registration to My.SSS facility, the system shall generate electronic collection lists (e-CL) for employers and electronic statements of account (e-SOA) for individual members.

“Employers and members can also access the e-CL ande-SOA in case they want to review and update the SSS information such as newly-hired and separated employees, preferred applicable period of payment or amount of contribution,”

Dooc added.

Upon validation and confirmation of e-CL and e-SOA, the SSS online facility will issue the Payment Reference Number (PRN) that will be used in paying contributions through the automated tellering systems

in SSS branches and the various payment channels of bank and non-bank collection partners.

The truth behind breakfast

Breakfast refuels the body with energy and nutrients, kick-starting the day

In today’s fast-paced world of catching up the hectic schedules to work, school, and other daily activities, eating breakfast is sometimes sacrificed.

However, one must think that breakfast is as important as lunch and dinner.

It’s the meal that effectively “breaks” the “fast” of our eight hours sleep, and puts our bodies into drive.

Breakfast is described as the most vital meal of the day, providing us the energy we need for whatever activities lay ahead. As nutritionist Adelle Davis famously put it back in the 1960s: “Eat breakfast like a king, lunch like a prince and dinner like a pauper.”

The body needs fuel

in the form of food to get going. Nutritionists recommend that breakfast should provide 25 percent of the daily nutrient requirements.

Health studies have shown that people who skip breakfast miss out many vital nutrients, which they are unlikely to make-up for during the rest of the day.

Eating breakfast has profound effects to one’s health, well-being and cognitive performance.

According to a study by the Harvard Medical School, eating breakfast helps in weight management because it reduces hunger and prevents eating binges. People who eat a daily breakfast are far less likely to become obese, compared to those who skip the first

meal of the day. In addition, American Dietetic Association Research has shown that people who eat breakfast do not only lose weight but also have reduced the risk of certain diseases such as diabetes and heart disease.

Moreover, eating breakfast makes one healthier.

Health experts reported that starting a day with a healthy and satisfying meal helps people not to nibble on less nutritious foods. It also helps a person become productive and feels great throughout the day.

In addition, eating breakfast makes one happier. A high carbohydrate cereal breakfast can positively influence one’s morning mood. Scientific research supports this, demonstrating that breakfast eaters are less stressed than those who skip it. Health experts

reported that eating highfiber breakfast cereals can help combat fatigue and improve positive mood.

Furthermore, breakfast definitely improves one’s cognitive performance.

Adolpus, et al (2013) found out that children who skip breakfast were not as efficient in the selection of critical information in problem-solving as those who had eaten breakfast.

Eating breakfast helps children to perform better in school, in both mathematical and creative tasks. It was also found out that eating breakfast significantly improved the performance at information retention tasks. Recollection speed was enhanced as well.

Breakfast is the most important meal of the day that fuels energy for us to start a very productive day.

Developing creativity in children with autism

With the rising autism population, parents

and teachers are finding creative ways to deal with social growth and sensory challenges that generally come with this disorder.

A musical with a cast of children with autism sought to prove that they are not unskilled contrary to perception. Performed in Miriam College, A Special Story celebrates the life of Jesus in popular songs. It was

produced by the Kaakibat ng Autism Society Philippines Multipurpose Cooperative, a group of parents of autistic children.

This group organizes activities that will set up autistic children for lives as independent adults and also serve as a support group for parents.

The kids have been growing up. What would happen

if they left school?

The fledgling group organized annual Christmas caroling where the singers earned a record P90,000 for five weekends in 2016.

The children also painted on muslin bags which were sold for P100. The cooperative supplied the materials while the autistic children provided the art skills.

This has something to do with the holistic development of an individual.

How does a 21st century teacher achieve this to his 21st century learners?

Learning to be is the same as learning to be human. Human being on the other hand is composed of different aspects-- spiritual, emotional, mental, social, and physical. One of the roles of a 21st century teacher is to facilitate learning that would contribute every learner’s complete development.

Hence, lessons, activities and approaches shall be designed for this purpose.

Social commitment plays an important role in the 21st century life.

Thus, social commitment must be developed among students. Teacher as a role model must display first this commitment. How? In a daily classroom activity, social commitment can be integrated in the lesson. It can also be seen

through active involvement in civic activities.

In this activity, learners should take part and explain clearly its purpose of conducting such activity.

In this way, youngsters will hopefully realize the essence of helping others and the importance of others to our lives. With this, students are taking social responsibilities that will eventually help them more responsible and mature individuals. Consequently, learning to be, to be human is achieved.

Obviously, instruction now differs from the past as far as content, competencies, skills to be developed among learners and the teaching-learning process are concerned.

Apparently, a teacher plays a noble role in guiding the learners to be ready to face the challenges of the 21st century.

Learning to be, just like the other three pillars of learning, is important in order to produce lifelong learners, responsible and productive members of the society.

NEGATIVE use of social media can prevent students from improving their cognitive level and affects their social and physical aspects in a negative manner. Using social media websites is among the most common activity of today’s children and adolescents.

However, Casquejo said Davao region could still hold the elections in May,

trusting on the capability of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to secure the people, candidates, and the Comelec.

Casquejo still sees the New People’s Army (NPA) as a threat to candidates and its extortion activities.

The Comelec will also reset its schedule such as acceptance of the Certificates of Candidacy, date of the campaign period. Casquejo said the campaign normally starts 15 days before the election day.

With the declaration of martial law and the government campaign against Maute, the Maute clan escaped to other places.

The patriarch of the clan, Cayamora Maute, was arrested by a joint police and military operative at the Task Force Davao checkpoint in Barangay Sirawan, Toril District in June.

Cayamora was the father of Maute leaders, Omar and Abdullah, whose group was tagged by the military as behind the September 2 Roxas night market bombing that killed 15 persons and wounded 69 others.

Police operations The Davao City Police Office (DCPO) countered efforts to maintain peace and order in Davao City. It launched Oplan Tokhang under Oplan Double Barrel and Iron City.

These findings, according to Itchon, made it apparent that providing immediate medical and surgical services in the intermediate period after a flood needs to be more coherent and systematic.

When asked about what the government should do following her findings: Itchon, a medical doctor and concurrent associate professor of Xavier University’s college of medicine replied matterof-factly: “I don’t exactly know what our authorities in government should be doing. I have a specific role that is conducting research studies on the effects of disasters and other natural calamities.”

Perhaps t he Itchon findings may be considered by the Duterte administration as a wake up call, albeit unsolicited in form.

Itchon’s presentation served as an eye-opener, a relevant guidepost in the implementation of CSR initiatives among key business stakeholders particularly during calamities and disasters.

Itchon, a renowned homegrown social scientist had been a favored resource person to speak on the effects of disaster and its implications to society in several local and international climate change fora.

She leaves this key message to government to ponder: An organized, coherent, and responsive health services are vital to health disaster management efforts during natural calamities.

Cusi said the oil companies had willingly agreed to submit their stock inventories as of the cut-off date of December 31, 2017 under a notarized document to the DOE. The oil companies also concurred to share their data on their sales to the dealers/retailers to determine which stocks will be affected by the excise tax.

“We have to make an effort to make sure that the declared stockpiles are accurate and the DOE will come up with public advisories to let the public know that an increase is imminent,” Fuentebella explained.

The lone survivor Dalman Busano, told reporter Alexis Cabardo of PTV 8 Agusan del Sur that the seawater level suddenly rose while they were swimming that the victims were helpless to swim back to safety since most of them have little skills in swimming the deeper portion of the sea.

Busano admitted the victims were already having alcoholic drinks before they went swimming but insisted they were not yet drunk.

Tindugan said investigations showed the victims went on swimming after having their lunch not realizing that the high tide already started to rise.

Busano said the victims were among those invited to join the birthday celebration of his son.

The incident took a hype in Facebook yesterday when photos and videos were posted by netizens in neighboring towns of Surigao del Sur and Agusan del Sur drawing comments describing the resort as the death beach because of many drowning to deaths in the past years.

Citing a report from the IPHO’s epidemiology and surveillance unit, Aturdido said majority of the injured were males, with the youngest victim at two-years-old and the oldest at 47 year-old.

Aturdido said 18 of the victims were within the 0-10 years-old age range, 11 in the 11-20 years-old, eight in the 21-30 years-old, two in the 31-40 years-old and five in the 41-50 years-old.

He said 28 cases were caused by illegal firecrackers, with 10 due to piccolo, the number one cause of injuries in the last five years.

Seven injuries were due to sky rocket or kwitis, which is included in the list of legal firecrackers and fireworks, he said.

The official said 35 of the injury cases happened in households, which is ironically prohibited based on Executive Order No. 28 issued by President Rodrigo R. Duterte.

The order, which mainly limits the use of firecrackers and related devices in the entire country, specifically provided that “the use of firecrackers shall henceforth be confined to community fireworks display.”(AC/PNA)
