Normin shootings mar New Year celebrations

AGAYAN de Oro City--Police considered the New Year’s celebration in Northern Mindanao as generally peaceful save for a couple of violent incidents.

In Bukidnon, the provincial police recorded a stabbing and shooting in Malaybalay City where the victims sustained multiple wounds in Barangay Magsaysay late Sunday afternoon. The victims were identified as Leandro Licayan, 32, and his sister Nelie Anaya, 41.

The suspects were identified as Charlie Bularon, 47, and his son Jason, 17. All are residents of Magsaysay.

According to initial police investigation, Licayan stormed the Bularons’ residence to demand an

explanation on a land issue.

The confrontation escalated into a heated argument that allegedly led to the death of the victim.

Police said the suspects used an “improvised double blade knife and unknown firearm” in killing Licayan, who succumbed to wounds on his chest, left bicep, and head. Anaya sustained laceration on her forearm.

Young man faces rape, slay charges

CAGAYAN de Oro City--A young man is now in detention while charges of rape and homicide will be filed against him for allegedly sexually and physically assaulting a female minor in Barangay Puntod, this city, on January 1, police said on Wednesday.

Macabalan police deputy station commander Insp.

Edgar Villanueva said Ric Jan Polinar, 21, will likely face those charges after his own friends tagged him as the one most likely to have sexually and physically assaulted Jera Mae “Sophia” Lumacang, 17, from Sitio San Nicolas in Puntod.

Villanueva said it was Polinar’s cousin Eric Polinar, 18, and his friend Mark Sagaad, 18, who told investigators that the suspect was the last person Lumacang was with before she was found lifeless in a secluded area in San Nicolas late Tuesday afternoon.

Eric and Mark were said to be Lumacang’s former boyfriends.

The victim, naked from the waist down, was put inside a rice sack when recovered by the police.

SPEED GUNS. The local government of Tagum can now enforced speed limit for drivers and motorists going in and out of the city to discipline over-speeding drivers and to minimize road accidents. This implementation is based on Republic Act 4136 known as Land Transportation and Traffic Code which stipulates the transportation’s restriction as to speed. The local government purchased five brand new speed guns and are now being used in the speed limit operation along the national highway.

Tagum implements strict vehicle speed limit with new speed guns

IN order to discipline overspeeding drivers and to minimize road accidents, the local government of Tagum is now imposing the speed limit of motorists going in and out the city using its newly-acquired “speed guns.”

The imposition of speed limit in the city is based on Republic Act 4136, also known as the Land Transportation and Traffic Code.

For passenger cars and motorcycles, a maximum speed of 80KPH is set to limit, while motor trucks and buses are limited to drive a maximum speed of 50KPH. Such allowable

speeds are to be observed along the highway from Tagum-Carmen Boundary going to Crossing Tagum, as well as Magdum Sub Station going to Tagum-Mawab Boundary.

The local government had purchased five brand new speed guns for equipment on the said implementation, and are now

being used in the speed limit operation along the national highway.

For one to two weeks since the implementation of the speed limit, dry runs of the monitoring will be done by traffic enforcers, and after this period, penalties will be formally imposed to violators.

The Christmas season has just begun

It can be a little confusing.

In secular society, Christmas is celebrated around the time of Halloween up until Christmas Day. On the day after Christmas all the decorations are put away and Christmas trees are put on the curb.

However, in the Roman Catholic Church, the liturgical season of Christmas does not start until December 25 (including the vigil celebrated on December 24) and lasts through January.

The United States Conference of Catholic Bishops (USCCB) explains how, “The liturgical season of Christmas begins with the vigil Masses on Christmas Eve and concludes on the Feast of the Baptism of the Lord. During this season, we celebrate the birth of Christ into our world and into our hearts, and reflect on the gift of salvation that is born with him…including the fact that he was born to die for us.”

This is where it can get a little more confusing as the Baptism of the Lord is a moveable feast, depending on the day when Epiphany falls in the Roman calendar.

For those dioceses that celebrate Epiphany on January 6, the Baptism of the Lord falls on the Sunday after it. In other places where Epiphany is celebrated on the first Sunday that falls from January 2 through January 8, then the Baptism of the Lord could occur either on the following Sunday, or on a Monday (this happens if Epiphany is celebrated on January 7 or 8).

The latest that the Baptism of the Lord can occur is January 13.

Ordinary Time starts on the day after this feast.

This means that during certain years, Christmas lasts from December 25 – January 13!

If you want to celebrate the historical Christmas cycle, it extends even past the Baptism of the Lord.

Traditionally the feast of Candlemas (the Presentation of the Lord) occurs on February 2 and marked the final conclusion of the Christmas cycle.

This is because Candlemas celebrates an event that occurred 40 days after Jesus’ birth and was his first introduction to the Temple.

In other words, it is the final “baby Jesus” feast day on the Church’s liturgical calendar.

In some places people did keep up Christmas decorations like the creche until February 2, though it is probably not advisable to keep your Christmas tree up for that long (it may be a fire hazard at that point).

“At home in Bavaria, we get ready for Christmas on the 1st Sunday of Advent (earliest on 27 November), with St. Nikolaus bringing some sweets on the eve of 5 December,” said Dr. Robert J. Holmer, a longtime resident of Balubal, Cagayan de Oro City.

“The Christmas tree is usually set up on the evening of 24 December only (with Christ Child bringing the gifts) and stands until 6 January (Three Kings). In some families, the Christmas tree stands until 2 February (Presentation of Jesus at the Temple), but since most of us are using real pine trees, the needles won’t stay that long on the tree.”

Technically speaking, if you truly want to celebrate Christmas like Christians in ages past, you wouldn’t decorate the house until Christmas Eve and then keep everything up until February 2.

Taxi operators should justify why a P10 hike from the current flag down rate of P40 is necessary, the Land Transportation Franchising and Regulatory Board (LTFRB) said Wednesday.

LTFRB board member Aileen Lizada said a petition should be filed in order for the Board to hear their views, as well as the side of the commuters that will be affected by the fare increase.

“If there is a petition for fare increase by taxi operators or any transport group, they need to justify why the Board should grant a fare increase and what services will be delivered. Likewise we need to hear the side of the commuters’ group before the Board issues an order,” Lizada said in a text message to reporters.

“If there is any request for a fare hike, it needs to go through a process. A petition must be filed by a petitioner,” she added.

KIDAPAWAN City--Suspected communist guerillas abducted on Thursday the deputy chief of police of the municipality of President Roxas in North Cotabato.

Chief Insp. Andres Sumugat, municipal police chief of President Roxas, has confirmed the kidnapping of his deputy, Insp. Menardo Cui Sr., while inside HMB KTV Bar and Lodging House located along the boundary of Barangays Tuael and Poblacion in President Roxas, around 8:30 p.m.

Cui, at that time, was off duty, according to Sumugat.

Accordingly, the victim, together with a male friend and two female workers of the KTV bar, was having a videoke and drinking session when two armed men, who were sighted in one of the cottages inside, entered their area.

Immediately, the suspects allegedly pointed their guns on Cui and ordered him to board a motorcycle parked just outside the inn.

Jensan Nacua, bar employee, told police that he monitored at least two motorbikes, one a Honda Wave and another a Suzuki, a few meters away from where Cui was located.

The suspects, with Cui as hostage, sped towards the hinterlands of Magpet town in North Cotabato, reports said.

Sumugat said he was surprised to learn about Cui’s situation and could not understand why it happened to him.

“Earlier, we already received orders and directives from the higher authorities to take extra precaution from possible attacks and harassments to be perpetrated by the NPA [New People’s Army] and other threat groups,” said Sumugat.

DOJ: Attacks basis for legally tagging CPP-NPA as terrorists THE Department of Justice (DOJ) on Wednesday cited numerous attacks made by Communist Party of the Philippines-New People's Army (CPP-NPA) in various provinces all over the country as basis to legally declare it as a terrorist group.

Senior Assistant State Prosecutor Peter Ong, head of the panel tasked by Justice Secretary Vitaliano Aguirre II, said that they are close to finalizing the government's resolution to be filed before a Regional Trial Court seeking to declare the CPP-NPA as terrorist organizations.

Ong said the attacks occurred as President Rodrigo Duterte was “extending his hand” and “showing good faith” in the peace talks between the government and the rebels.

“The point is, the President was extending his hand, showing his good faith and sincerity for just

and lasting peace. And yet ito pa ang mga offensives ang kapalit ng peace negotiations,” Ong told reporters during the press conference.

The senior prosecutor said their investigation showed how the CPP-NPA did not honor the good faith and sincerity extended by the Duterte administration and continued their offensives during the earlier peace talks.

"They committed terrorist acts that will justify in designating them as terrorist organization," Ong explained.

The petition was expected to be filed with the court within January, Ong said, explaining the DOJ was still waiting for certified copies of incident reports on the attacks.

“Perhaps (it would be filed) within the month, kaya na ito. So many incidents, im still waiting for the reports to come in, certified true copies of the reports,”

Ong said.

“We listed about 15 incidents.

Ong said that among the attacks cited was the ambush of suspected communist rebels against two soldiers in a storm-hit village in Catubig, Northern Samar.

On December 17, two soldiers were reportedly injured when suspected rebels opened fire on a military unit heading towards Barangay Hinagoyonon, Catubig to assist residents affected by flooding.

“These are very recent incidents. The attack on the rescue operations ng military sa Catubig, Samar (during) typhoon Urduja,” he noted.

“We were able to gather incidents, they call it atrocities, tactical offensives, incidents of terrorist acts, but we want to focus in the incidents after the president as-

sumed office,” he said.

Ong clarified that the petition will target the organization and not its individual officials like founding chairman Jose Mari Sison.

"But there are implications once the petition is granted and they are declared a terrorist group.

Under the Human Security Act, you can apply for judicial order for wiretapping against members of a terrorist organization. You could also apply surveillance of bank accounts or freeze their assets," he explained.

Section 17 of Republic Act No. 9372 (Human Security Act of 2007) requires the DOJ to first seek clearance from the court before an organization, association or group of persons can be declared as terrorist and outlawed group.

“The petition will also lay down their history. There were incidents in the past that showed a pattern,” he said. (PNA)

Kidney disease increases the risk for diabetes, not just the other way around, a study of the Washington University at St. Louis has found.

Researchers at the university found that kidney dysfunction can lead to diabetes, and that a waste product called urea plays a role in the two-way link between the two diseases.

The study involved the analysis of medical records over a five-year period for 1.3 million adults who did not have diabetes. About 9 percent had elevated urea levels, a sign of reduced kidney function. That’s the same rate as in the general population.

‘City with a river’

IT is the first day of 2018 and what a way to start the new year.

The first order of the day is a storm, greetings for Cagay-anons. TS Agaton as Pagasa would name it, is another unwelcome guest after TS Vinta unleashed its fury on the last days of 2017.

Expect another beating from this new storm as it heads toward eastern Mindanao and other areas of the island.

Thus, urban flooding would likely happen in this city ringed by mountains and rivers from the nearby Bukidnon province.

Indeed, for a city with a river, Cagayan de Oro is vulnerable to flash floods this time of the year.

Over a morning coffee and browsing at Limketkai Luxe Hotel welcome guest book, the amiable GM Jerome de la Fuente wrote this line with a heart: the name Cagayan de Oro comes from the word kagay which means river and Kagay-an as ‘ a place with a river’.

Widely known today as the site of whitewater rafting, Cagayan de Oro River serves as the natural boundary between Bukidnon and Cagayan de Oro City, and between Bukidnon and Iligan City.

It divides Cagayan de Oro as well into two congressional districts.

-oooIT IS NEVER OKAY FOR POLICE TO BE STUPID, GEN. DELA ROSA: I don’t really know what to think about the pronouncements of Director General Ronald Dela Rosa, the chief of the Philippine National Police, in defense of the policemen from Mandaluyong City who took part in the killing of two persons in the city before 2018 came in, in what is now being touted to be a “mistaken encounter”.

According to Dela Rosa, he would rather have stupid policemen who are good-

natured, than policemen who are intelligent but who have bad intentions. Ha? How’s that again, General Dela Rosa? Did you really say, it is far better for you that policemen are stupid rather than intelligent?

If we think about this more seriously, it is never okay, and the Filipino people will never need, stupid policemen, no matter how good natured they may appear to be, for the simple reason that, most often, stupid policemen are easily swayed into committing crimes. On the other hand, if policemen are intelligent, including their chiefs, it would be a lot easier to teach them to be true and dedicated to their sworn duties.

OBLIGATIONS OF POLICEMEN UNDER R.A. 7438 (IV): In this fourth installment of our discussions on Republic Act 7438 in this column today, we can see that there is an obligation of policemen, soldiers and other law enforcement officers who arrest, invite for questioning, or are investigating anyone, to allow the arrested person to be able to confer right away with a lawyer.

This is pursuant to Section 2 (b) of RA 7438: “Any public officer or employee, or anyone acting under his order or his place, who arrests, detains or investigates any person for the commission of an offense shall inform the latter… of his rights to… have competent and independent

counsel…who shall at all times be allowed to confer privately with the person arrested, detained or under custodial investigation…”

This means that the oftrepeated phrase to people being arrested, “do your explaining at the police precinct”, is not legally acceptable, and constitutes a violation of the rights of an arrested person, which could be punished with up to ten years of imprisonment and fwith orfeiture of their right to be employed in other positions in government for life.

Filipinos ill-prepared for a federal system CAGAYAN de Oro City-People in a hurry to do away with our unitary form of government and replace it with the federal system are being reckless and cavalier about it. They fail to take account of our society’s poor record in adjusting to change, let alone radical change. The present system has kept our archipelago and society together for over a century already. Tampering with it is a complicated matter. And it should not be entrusted to one group, not especially incumbents with dubious motives or interests and who seem bent on effecting the change by themselves through a Constituent Assembly.

It would be better if we just focus on making autonomy the standard mode of governance in our localities. Local governments are supposed to operate autonomously. Much of the powers of the upper government units are already devolved to them as per the Local Government Code of 1991 (R.A. 7160). The local autonomy it mandates applies especially to our immediate communities, the barangays. But compliance has been spotty. The Code’s intent to enfranchise and empower the grassroots has proved elusive. It’s such a pity, because having the citizenry focus on managing

and maintaining their own community would improve the Filipino’s individual and collective capability to make any democratic system—including the federal form—work properly, and from the bottom up.

To go federal right away, on a large scale, and from the top down, will only replicate the dismal record of local autonomy thus far, slice our republic into possibly troublesome jurisdictions, and subdivide constituencies according to their loyalty to ruling of oligarchs and traditional politicians (trapos) who dominate the regions today.

Despite attempts over the years to establish the spirit and practice of selfgovernance in our society, we have made no significant gains. Local constituents remain powerless for the most part. They have little or no influence over their own government. Moreover, they seem content or resigned to being ruled

by their officials. And the officials seem to take it for granted that being in office vests them with a power-of-attorney to act on everyone’s behalf. Public servants they are, but they behave more like the masters, blithely manipulating their constituents, juggling the community’s resources.

So the people remain politically naïve and immature for the role of sovereign citizen in a democracy.

This is not a proper framework for a federal system. It would merely redistribute society into regional districts governed imperiously by the usual trapos and their dynasties. It will also perpetuate the culture of dependency among the masses alongside the culture of impunity among office-holders. There will all the more be a surfeit of petty oligarchies and plutocracies bent on perpetuating neverending reign. A nominal federal system at best, with a feudal underlay.

As for the move to introduce the parliamentary form of government, does no one know that this has been prescribed long ago by the Local Government Code of 1991 at the basic level of our republic? But no one has bothered to explain it, how it works, how People Power underpins its establishment, and what

dynamics are involved. So the barangay’s parliamentary government remains inoperative. The system is bastardized.

For example, the Barangay Assembly is the de facto parliament of the community, with an allinclusive membership. But it is belittled by the national authorities and turned into a rubber stamp of Malacañang and the DILG. On the other hand, it is ignored by the major stakeholders of the barangay population. They rarely participate in it, let alone evince an interest in its agenda, processes, and proceedings.

As a result, Filipinos are deprived of a hands-on experience of self-government or autonomy. A great pity, because it’s only in the barangay that a citizen has a direct role in government—in policy making, operations, or project implementation. It’s a direct democracy, unlike the representative democracy at upper government units where acts of government are delegated to the elected representatives.

So long has this de facto disenfranchisement of the people obtained that everyone now assumes they have no serious role in government. Worse, treated patronizingly by those in office, the masses take it

for granted that they are beholden to officials who are in fact their public servants. To be treated like dependents by the latter does not offend them. To them that’s the way it is in politics; to them there’s nothing wrong with it. So it’s no surprise that they are apathetic and unconcerned about governance, let alone good governance.

In consequence, their role as citizens of a democratic society becomes meaningless. They don’t appreciate what it means to be a sovereign citizen.

They figure: never mind if the trapos manipulate us; that’s the way the system works. And so Filipinos remain politically immature.

Their yardstick is popularity. Ideas or platforms do not figure in their political choices. They support even patently unqualified candidates. Name recognition is the main criterion.

This explains why there’s an oversupply of knownothing or pedantic celebrities in power and an undersupply of ideas in addressing societal problems. Worst of all is the electorate’s casual attitude towards vote-buying or selling.

Will a federal system induce political maturity?

Will a parliamentary system improve the caliber of our bureaucrats? Will the

combination of both enable Filipinos to weed out the dishonest, the deadwood, and the incompetent?

Today’s bureaucracy is inflated with power-greedy trapos, leaders who think they are rulers rather than public servants. How will democracy and citizen sovereignty thrive under a federal system? Will it put a stop to the marginalization of the Filipino as a constituent? Will public decisions be made with due consultation?

This situation has gone on too long. It has gotten so bad that the citizen’s role is now reduced to the mere act of casting a vote every three years. The trapos say: “Vote us into office every three years, and we’ll take care of the rest. Vote as we dictate and our dynasty will see to everything in-between elections.” So the citizens—in whom sovereignty resides and from whom all government authority emanates— are effectively marginalized.

Then there’s the question of political maturity, an essential requirement for the proper functioning of a federal system, or any other system for that matter.

We haven’t even learned to choose suitable candidates or weed out unsuitable ones.

A teacher must have a heart for what she does.

It takes dedication, effort, love, and patience. A great teacher is master of his subject matter. It must have an engaging personality and teaching style, a clear objectives for lessons, effective discipline skills, good classroom management skills, high expectations, knowledge of curriculum and standards, and strong rapport with students. It exhibit expertise in the subject he is teaching and spend time continuing to gain new knowledge in his

field. He present material in an enthusiastic manner and instill a hunger in his students to learn more on his own.

WHAT does it mean to be a great teacher? Of couse, credentials, knowledge, critical thinking and all other faculties of intelligence are important.

However, a great teacher must be much more than credentials, experience and intelligence. What lies in the heart of a great teacher?

You are kind: a great teacher shows kindness to students, colleagues, parents and those around him.

Being a kind teacher helps students feel welcomed, cared for and loved.

You are compassionate: teaching is a very humanistic profession and compassion is the utmost feeling of

understanding and showing others you are concerned about them.

You are empathetic: empathy is such an important trait to have and to try to develop in ourselves and our students. Being able to put yourself in someone’s shoes and see things from their perspective can have such a powerful impact on our decisions and actions.

You are positive: being a positive person is not an easy task. Being a positive teacher is even harder when we’re always met with problems with very limited solutions.

You are a builder: a great teacher bridges gaps, and builds relationships, friendships, and a community.

PEOPLE frequently use information and communication technology (IT) but are the users from developing countries only exp ensive consumers? To what extend is ICT education and its applications used for meeting the needs of society and the opportunities of development? Contextualization is key.

Evidence shows that returns to overall investment in education may differ by stage of development of a countr y. In low income countries, basic

education is the best investment. For middle income countries, expansion of secondary education yields the highest social returns while in high income countries, the returns may be greatest in higher and/or tertiary education. Investment in ICT education should support this need for balancing priorities among education’s subsectors.

It is designed to make ICT and computer science content more familiar, understandable and applicable. It is intended to meet the local needs.

Combining ICT with te chnic a l vo c at iona l education and training (TVET) for a low literate population is

gaining interest as this can lead to be more effective socio-economic development.

There is a commonly accepted view that education systems will need to effect changes to prepare citizens for lifelong learning in the emerging 21st century knowledge-based societies. The global shift towards knowledgebased economies will require a change in the traditional view of learning.

COMPREHENSIVE sexual education, a critical piece of the reproductive health law, still leaves something to be desired in the Philippines, according to the United Nations Population Fund (UNFPA) recently.

The emphasis is from the highest level of government to really implement comprehensive sexuality education as a critical piece because that means that it drives how everyone who works within the bureaucracy is able to act.

While the RH bill was finally enacted under the Aquino administration, its implementation was delayed by legal questions raised by its critics before the Supreme

Court. It took the Supreme Court two years to declare the law constitutional. DOH started fully implementing it months after.

But the latest report on the implementation of the RH law revealed that DepEd has not yet developed the minimum standards of comprehensive sexuality education that schools and other learning facilities should comply with.

DepEd has already included CSE in its K-12 curriculum although it has not yet adopted the CSE standards developed by a panel of experts in consultation with teachers, parents, RH providers and the adolescents themselves.

Teachers have yet to be trained on how best to deliver age-specific CSE within the K-12 curriculum.

Communicating with Students

Communication is the essence of human interaction and learning. It is a process by which information is exchanged.This process is vital to all kinds of relationship.

Teacher-student relationship needs effective communication for various reasons.

First, through communication facilitation of learning is easier and can be effective.

Second, classroom can be managed effectively if there is communication among students and with the teachers.

Third, communication helps establish good relationship.

Thus, teacher must be a good communicator.

Interpersonal communication is classified into three categories: verbal skill, listening skill, and nonverbal communication. Verbal skill refers to speaking. One of the

qualities of an effective teacher is the voice, well modulated voice. Tone of the voice must vary in order to give emphasis, and to catch students’ attention.

A good communicator knows what word/s to be used. Words must be appropriate to the level of comprehension of the learners.

Aside from speaking, listening is also part in communication. Listening skill is as important as the speaking skill. When uttering words, eye contact is necessary.Having an eye contact to students while speaking implies that the teacher lets students feel that they are important and that the teacher is willing to listen. Listening to students answers and reiterates those answers will be a good factor that students are being listened by their teacher. If teachers require students to listen in order to understand the lesson, students on the other hand need

attention, they want to be listened to. Through listening, we can learn something from the students, understand why they behave such way, and most of all we will know how to deal with them.

Body language is another important aspect in communication that our learners are sensitive at. Teacher’s gesture and facial expression mean a lot to the learners. They will know when the teacher is in good or bad mood through the facial expression. Pleasant facial expression radiates positivity in the class. Gesture is also an effective form of communication. Patting the shoulder to inattentive student is an effective approach to get back the atttention of the students.

Effective communication in the class motivates students to participate and perform tasks actively.

Miss Kuyamis 2018 heats up TWENTY lovely candidates of the Search for Miss Kuyamis 2018 candidates made all eyes bloat on Thursday, December 28, 2018, swimsuit competition at the Sophie Red Hotel in Jasaan town in Misamis Oriental.

Showcasing their casual and swimsuit attires, the candidates heated up the stage as they ramp and strike a pose to impress the six distinguished judges—Mr. Cedric Evan Vergonia, Love Joie A. Libago, Atty. Lordan Suan, Ms. Irene Flovo, PSSUPT. Rolando Destura and Dr. Kay Salcedo.

Governor Bambi Emano was stunned by the display of beautiful and sexy bodies of the 2018 contenders for the next Miss Kuyamis title holder.

sadress to represent Misamis Oriental to the national and international pageants in promoting the beauties and wonders of our province, it would be merrier. SM REACHES OUT TO TYPHOON VINTA VICTIMS IN CDO On December 22, heavy rains flooded the major streets of Cagayan de Oro, rendering most areas unpassable to motorists.

As the rains and floods continued, the SM Group quickly found ways to reach out to affected communities.

SM Prime, together with SM Foundation, SM City Cagayan de Oro, SM CDO Downtown Premier and Savemore then worked on packing goods for relief bags. Each bag contains food that could easily be consumed – rice, canned goods noodles and water.

IT is essential to attract, recruit and retain quality teachers in rural and remote schools for provision of quality education to rural and remote students. Rural and remote schools experience persistent difficulties in recruiting and retaining teachers.

In times and places of persistent teacher shortages, teacher quality of worklife issues are p ar am ou nt . Fa c tor s impacting on teacher quality of worklife may impact on teacher retention, staffing levels and ultimately the quality of education for children.

Protective factors can be enhanced and risk factors reduced.

The education of rural children has been recognized as a significant equity issue. Proposals to address this problem include selection

procedures to match teachers to school and community characteristics, improved pay and conditions for teachers and school executives, staffing practices to reduce numbers of young teachers appointed to rural schools, specific pre-ser vice preparation of rural teachers, improved induction, partnerships with rural communities, increased resources for professional development, improved housing and improved information about rural teaching.

Moreover, seven priorities are identified – access to participation in education and training for students to achieve potential, meeting the needs of students at risk, recognition and support of cultural diversity, enhancement of the value of education and appropriate resourcing.

In Barangay Dansolihon, this city, the Lumbia police arrested a certain Junior Daba after he allegedly shot his neighbor Edgar Hagona with an improvised 12-gauge shotgun.

Police said Daba and Hagona were having drinks that resulted to an argument.

Daba died after succumbing to a lone gunshot wound, said Chief Insp. Mardy Hortillosa, the Cagayan de Oro City Police Office spokesperson.

After he was beaten up by their drinking buddies, Hagona tried to escape but was captured by pursuing police operatives and village watchmen.

Also, in Barangay Casinglot, Misamis Oriental, one Jerry Arobo, 44, was hit by a stray bullet Monday morning.

The bullet passed through the roof and ceiling of Arobo’s house, but it only managed to graze his skin.

Police are still finding out who fired the shot as law enforcement personnel and government soldiers were not allowed to fire their weapons on occasions such as the New Year.

On Sunday at about 10 p.m. Ric Jan said he was with Eric and Sagaad when they chanced upon Lumacang in San Nicolas and Eric invited her to a convenience store near the bus terminal in Agora, Barangay Lapasan for a drink.

He said it was Eric who went with Lumacang as he went home early to get some sleep.

Ric Jan said Eric wanted to revive his romantic relationship with Lumacang.

The suspect said he heard Eric wooing Lumacang back.

“I heard him (Eric) telling her ‘magbalik ta ba’ (let’s get back),” he added.

Eric could not be available for an interview, but Sagaad said he was with Ric Jan and Eric drinking inside their residence on the night of December 31.

It was past 10 p.m. when the three men went to Agora with Lumacang. They had a drink there but went back to San Nicolas past midnight.

Villanueva put the time of the crime as between 12 midnight and 1 a.m. of Jan. 1. During that time Sagaad was already home.

Lumacang’s close friend, who refused to identify herself, said she was with the victim as they had planned to spend the New Year together, but was dismayed when she went out to hang out with the Polinars and Sagaad.

Sagaad’s mother Maya Mae said she was with his son when the crime occurred, although, she added, Mark went to Agora briefly but came back home when she fetched him.

After getting back home, she said “he did not leave my sight. In fact, I had to attend to him when he was not feeling well due to his ulcer.” Sagaad is also recovering from an appendectomy.

(IV): One way of enticing our children to be interested in studying the Bible is narrating to them the concededly beautiful stories that are found in its verses, which usually drip with good moral values. There are many of these stories, if we only care to know them.

One example of an outstanding story from the Bible which we can re-tell our children is that of God’s coming to earth, in the form of man with flesh and blood, to receive, as He indeed received in His holy flesh, holy blood, and Holy Spirit, the penalty that man deserved for his sinfulness.

In the Bible, there are 18 parts to this story of God coming to earth which, I am sure, will be cherished by our kids. We will endeavor to outline the parts of this story in this column, in the hope that parents would come to understand each of them and therefore be capacitated to narrate them to their own children. People Power, but one that our citizens ignore.

Then there’s the Power of Recall. Barangay citizens can remove or replace an official for loss of confidence. Recall proceedings may be initiated by petition of at least 25 percent of the registered voters. This procedure is available to citizens who lose confidence in an official. It’s not a very difficult measure to undertake, but it is never invoked despite so many cases of corruption, incompetence, and what-have-you.

That no constituency has ever mounted a Recall initiative even in the most flagrant cases of criminality shows our society to be unprepared for a more sophisticated form of government such as a federal system. We just don’t know how to discipline erring officials. We have no demonstrated ability to make a system operate properly, let alone improve or refine its dynamics.

This indulgent sycophancy towards people in power, this attitude of dependency upon politicos, often bought with pork barrel and the pernicious practice of “EPAL,” puts in serious doubt our society’s ability to make a federal system work.

Local autonomy or selfgovernance is the essence of federalism. It must start with the citizen and his community, building on their capacity to manage community affairs within a democratic framework.

The spirit and practice of autonomy (or self-reliance) at community level are essential for the development of political maturity and wisdom in public affairs.

Until Filipinos gain a measure of political maturity and self-assurance as sovereign citizens—enough that they will actually challenge or defy presumptuous public servants who seek to manipulate them, let them not be rushed into prematurely adopting the federal system of government.

Cebu Pacific provides support for Marawi relief efforts Leading Philippine carrier Cebu Pacific (PSE: CEB) supports the #OGOPMarawi program of the Philippine Army, enabling the delivery of PureIt water purifying devices.

The water purifiers, donated by Unilever, are to be used in relief operations for displaced residents of Marawi City. Ogop, the local word in Marawi for “help,�

aims to help internally displaced residents and give morale support to soldiers deployed in Marawi.
