Normin shootings mar New Year celebrations

AGAYAN de Oro City--Police considered the New Year’s celebration in Northern Mindanao as generally peaceful save for a couple of violent incidents.

In Bukidnon, the provincial police recorded a stabbing and shooting in Malaybalay City where the victims sustained multiple wounds in Barangay Magsaysay late Sunday afternoon. The victims were identified as Leandro Licayan, 32, and his sister Nelie Anaya, 41. The suspects were identified as Charlie Bularon, 47, and his son Jason, 17. All are residents of Magsaysay. According to initial police investigation, Licayan stormed the Bularons’ residence to demand an

explanation on a land issue. The confrontation escalated into a heated argument that allegedly led to the death of the victim. Police said the suspects used an “improvised double blade knife and unknown firearm” in killing Licayan, who succumbed to wounds on his chest, left bicep, and head. Anaya sustained laceration on her forearm. Responding law enforcers found the bloodied Licayan sprawled on the kitchen floor watched over by Anaya. See SHOOTINGS, page 11

CAGAYAN de Oro City--A young man is now in detention while charges of rape and homicide will be filed against him for allegedly sexually and physically assaulting a female minor in Barangay Puntod, this city, on January 1, police said on Wednesday. Macabalan police deputy station commander Insp. Edgar Villanueva said Ric Jan Polinar, 21, will likely face those charges after his own friends tagged him as the one most likely to have sexually and physically assaulted Jera Mae “Sophia” Lumacang, 17, from Sitio San Nicolas in Puntod. Villanueva said it was Polinar’s cousin Eric Polinar, 18, and his friend Mark Sagaad, 18, who told investigators that the suspect was the last person Lumacang was with before she was found lifeless in a secluded area in San Nicolas late Tuesday afternoon. Eric and Mark were said to be Lumacang’s former boyfriends. The victim, naked from the waist down, was put inside a rice sack when recovered by the police. See charges, page 11

SPEED GUNS. The local government of Tagum can now enforced speed limit for drivers and motorists going in and out of the city to discipline over-speeding drivers and to minimize road accidents. This implementation is based on Republic Act 4136 known as Land Transportation and Traffic Code which stipulates the transportation’s restriction as to speed. Tagum implements strict vehicle speed limit with new speed guns By Drex Rafols Contributor

IN order to discipline overspeeding drivers and to minimize road accidents, the local government of Tagum is now imposing the speed limit of motorists going in and out the city using its newly-acquired “speed guns.”

The imposition of speed limit in the city is based on Republic Act 4136, also known as the Land Transportation and Traffic Code. For passenger cars and motorcycles, a maximum speed of 80KPH is set to limit, while motor trucks and buses are limited to drive a maximum speed of 50KPH. Such allowable

speeds are to be observed along the highway from Tagum-Carmen Boundary going to Crossing Tagum, as well as Magdum Sub Station going to Tagum-Mawab Boundary. The local government had purchased five brand new speed guns for equipment on the said implementation, and are now

being used in the speed limit operation along the national highway. For one to two weeks since the implementation of the speed limit, dry runs of the monitoring will be done by traffic enforcers, and after this period, penalties will be formally imposed to violators. See speed, page 11
